JUST OVERVIEW OF BUDGET AMENDMENTS WITH THE NUMBERS AND THAT HOW THE PROCESS OPERATES, UH, APARTMENT WE FOR OUR PUBLIC, SO I'M GONNA TURN IT. I WANT TO PITCH THE BALL TO OUR CITY MANAGER, SIR. TONE YOU. THANK YOU, MAYOR AND COUNCIL. UM SO COUNCILMAN WILLIAMS WANTED TO REALLY JUST GIVE A HIGH LEVEL OVERVIEW OF THE BUDGET PROCESS BUDGET AMENDMENT PROCESS. SO PER CITY COUNCIL POLICY, OF COURSE COUNCIL APPROVES A BUDGET UM MORE LIKELY THAN NOT THAT BUDGET CHANGES. UM SOME AT SOME POINT DURING THE YEAR. IN FACT, WHAT HAPPENS IS YOU'LL SEE ON MANY OF OUR PROJECTS THAT THEY DON'T THEY DON'T FOLLOW OUR FISCAL YEAR CALENDAR. THINGS DON'T JUST HAPPEN TO FINISH ON SEPTEMBER 30TH AND THEN RESTART ON OCTOBER 1ST AND SO UM, WITH OUR BUDGET AMENDMENT. MOST OF THEM ARE CARRY OVER PROJECTS SO FUNDING THAT NEEDS TO BE CARRIED OVER FROM ONE FISCAL YEAR TO THE NEXT . UM, SO THAT WE CAN CONTINUE WORKING ON THOSE PROJECTS. THERE'S ALSO PURCHASE ORDERS THAT REMAIN, UM, HANGING OUT THERE FROM SEPTEMBER 30TH TO OCTOBER 1ST. AND SO IN FACT, THAT'S THE BULK OF OUR BUDGET AMENDMENT NUMBER ONE IS ENCUMBERED FUNDS THAT HAVEN'T BEEN SPENT YET. SO, FOR EXAMPLE. UM WE'VE ORDERED WE'VE ORDERED NEW POLICE VEHICLES. AH THEY HAVEN'T SHOWN UP YET. SO WE HAVEN'T ACTUALLY PAID FOR THEM YET. WE STILL NEED THE FUNDS TO BE ENCUMBERED AND CARRIED OVER FROM ONE FISCAL YEAR TO THE NEXT , SO YOU'LL SEE THAT WITH WITH BUDGET AMENDMENT NUMBER ONE UM AND THEN, OF COURSE, UH, SOMETIMES THERE'S EXPENSES THAT WE DON'T ANTICIPATE THROUGHOUT THE YEAR. UM ONE EXAMPLE IN HERE IS OUR ANIMAL SERVICE POSITIONS FOR NEW ANIMAL SERVICE POSITIONS THAT HAVE BEEN ADDED SINCE THE FISCAL YEAR STARTED TO RAMP UP OUR STAFFING AT THE AT THE ANIMAL SHELTER. UM NOT SOMETHING WE ANTICIPATED BUT WAS A COUNCIL PRIORITY, AND WE WANTED TO FUND IT SO USING, UM, BASICALLY A EITHER FUN BALANCE WILL FUND SOME OF THESE ITEMS THAT ARE IN THE BUDGET AMENDMENT. EXCESS FUND BALANCE. UM OR WE HAD REVENUES THAT WERE GREATER THAN EXPENSES. YOU KNOW, FISCAL YEAR AND SO WE HAVE EXCESS FUNDS TO PUT TOWARDS THOSE THINGS. UM SO THAT'S KIND OF THE OVERVIEW THERE AT LEAST ONCE A YEAR WE HAVE ABOUT BUDGET AMENDMENT. SOMETIMES IT'S TWO OR THREE TIMES JUST DEPENDING ON HOW THE FISCAL YEAR GOES. BUT IN GENERAL , THAT'S KIND OF WHAT WE LOOK AT. IT'S EITHER PROJECTS THAT WERE APPROVED BUT NOT FINISHED IN A FISCAL YEAR. PURCHASE ORDERS THAT ENCUMBERED FUNDS FROM ONE FISCAL YEAR THAT WE NEED TO CARRY OVER TO THE NEXT AND THEN, UM, EXPENSES THAT WERE JUST UNANTICIPATED WHEN WE CREATED THE BUDGET. MOVE ON TO VERBAL BRIEFINGS. ITEM FOUR. FIRST UP IS ITEM FOR A NORTH GARLAND LIBRARY, FACADE AND SITE IMPROVEMENT PARTNERSHIPS. MM HMM. WOW, WE NEED A BIGGER TABLE.

THE COUNCIL. I'M GONNA KICK THIS ONE OFF, AND WE HAVE A LARGE GROUP HERE TONIGHT, BECAUSE, UH , IT TOOK THIS PARTNERSHIP TO PULL THIS PROJECT TOGETHER. WE'RE VERY EXCITED TO BE THIS POINT BEFORE I HANDED OVER TO THEM FOR THE DETAILS. I WANTED TO GIVE YOU A LITTLE CONTEXT. SO THE IN 2018, THE COUNCIL APPROVED A NEIGHBORHOOD VITALITY PROJECT. TO MAKE IMPROVEMENTS TO THE ENTRYWAY IN A KUMAR CREEK NEIGHBORHOOD AS WELL AS THE NORTH GARLAND AVENUE CORRIDOR.

UM AND THEN ONE OF THE BIG ELEMENTS OF THAT WAS THE SHOPPING CENTER AT 38 45 NORTH GARLAND AVENUE. SO UM, WE WERE ADVANCING CORRIDOR IMPROVEMENTS AND AH, WE WERE STARTING TO HIT SOME SOME BARRIERS ON THE FACADE IMPROVEMENT IN WORKING WITH UM, THE PRIVATE PARTNERSHIP THERE AND THEN COVID HIT AND THAT SEEMED LIKE A REALLY BAD TIME TO BE PURSUING RETAIL INVESTMENT.

UM SO WE PUT PAUSE PLACE PAUSE ON THE FACADE IMPROVEMENT PORTION OF THAT PROJECT CONTINUED ON WITH THE OTHER CORRIDOR IMPROVEMENTS. ANYWAY AT THE BEGINNING OF 22. WE SAID, OKAY, WE FEEL LIKE, UM THINGS ARE STABILIZING, RETURNING TO NORMAL. SCOTT AND I GOT TOGETHER AND SAID, WHAT ARE WE GOING TO DO DIFFERENTLY? ON THE FACADE. UH PARTNERSHIP TO ADVANCE THIS FORWARD AND WE CAME UP WITH TWO THINGS THAT ARE KEY. I BELIEVE WE BROUGHT IN AN ARCHITECT AND DEVELOP CONCEPT PLANS AND GOT AN ESTIMATE OF PROBABLE COST. BUT THE SECOND IMPORTANT THING WE DID WAS WE BROUGHT ECONOMIC DEVELOPMENT. INTO THE DISCUSSIONS. AND UM I BELIEVE WITH THEIR PROPOSED INCENTIVES. THAT BORE FRUIT WITH THE PRIVATE INVESTMENT INCREASED FOURFOLD.

PEDESTRIAN SAFETY WAS ONE. YOU KNOW THAT THAT AREA AROUND THE SCHOOLS AROUND WINTER'S PARK GET REALLY, REALLY GETS CONGESTED WITH PEDESTRIANS. UM THE FACADE IMPROVEMENTS? UM LOOKING AT, YOU KNOW SOME OF THE OLD OUTDATED UM, FACADE IN THE IN THE AREA OF THINGS THAT WE COULD AFFECT RIGHT AWAY ENHANCEMENTS OR ONE THAT, UM, REALLY BRING A LOT OF LIFE TO THE AREA. IF THEY'RE DONE WELL AND SHOW THAT THERE'S THIS AREA IS CARED FOR, AND MAINTAINED THE IMPROVED SIGNAGE AND REALLY GATEWAY IMPRESSIONS.

YOU KNOW THIS. I CAN IMAGINE A LOT OF FOLKS YOU KNOW THAT THAT LIVE HERE ARE JUST VISITING OR, YOU KNOW, COME DOWN NORTH GARLAND AVENUE AND SEE ALL THE STUFF TO THE LEFT AND RIGHT AND THEY TURN LEFT. LEFT AND THAT YOU'RE KIND OF GETTING INTO THE COMMUNITY PART OF GARLAND.

THERE, YOU'RE GETTING INTO THE PARKS AND THE SCHOOLS AND THE LIBRARY AND STUFF LIKE THAT.

WHAT'S THEIR IMPRESSION AS THEY MAKE THAT TURN TO THE LEFT, SO THOSE ARE SOME OF THE THINGS WE WERE LOOKING AT, UM, IN ORDER TO MEET SOME OF THAT WE WERE LOOKING AT THE KRUMER CREEK NEIGHBORHOOD MEETING WITH THEM NORTH GARLAND AVENUE BRIDGE. SOME PEDESTRIAN RIGHT AWAY ENHANCEMENTS AND WHAT WE'RE HERE TO TALK ABOUT TONIGHT OF THE STUFF WE BROUGHT UP INITIALLY, AND I BELIEVE IT'S NOVEMBER OF 2017. COUNCIL SAW SOME CONCEPT THINGS THERE. NONE OF THIS WAS DECIDED BACK THEN IT WAS JUST SORT OF AN IDEA. DO YOU DO YOU? WOULD YOU LIKE US TO PURSUE THIS? AND YOU DID? SO WE MET WITH, UM MOSTLY ANNA MARIA. BUT UM, WE'RE WORKING WITH THE KUMAR CREEK NEIGHBORHOOD FOR JUST TRYING TO FIGURE OUT SOME KIND OF ENTRYWAY FEATURES SOMETHING FOR THEM. THERE'S THEY DON'T HAVE A LOT OF COMMON AREA, THOUGH, IS ONE BIG PROBLEM. THEY ALSO HAVE SOME SIGHTLINE ISSUES UTILITY ISSUES ALONG CHRIS THINGS LIKE THAT. SO WE WERE. WE WERE ABLE TO INSTALL A, UM ANY MONUMENT SIGN FOR THEM AT IDLE WOOD AND BELTLINE, AND WE'LL CONTINUE TO WORK WITH THEM. UM, WE'VE FLOATED SOME IDEAS LIKE MAYBE, UM, TRAFFIC SIGNAL WRAPS OR THINGS LIKE THAT, JUST TO SORT OF BRING ATTENTION TO THAT NEIGHBORHOOD FOR THE BRIDGE, WHICH I'VE GOTTEN A LOT OF COMPLIMENTS ABOUT. WE LOOKED AT SOME MORE NATURAL MATERIALS INSTEAD OF THE STEEL AND CONCRETE, UM, NEW SIDEWALK AND THAT THAT BRINGS THAT UP TO CURRENT MOBILITY STANDARDS, THE PEDESTRIAN LIGHTING AND SOME UNIQUE RAILING . THEY HAVE DONE LIBRARIES BEFORE THEY JUST FINISHED THE VICTORY MEADOWS LIBRARY AND THE CITY OF DALLAS, WHICH IS REALLY BEAUTIFUL. UM SO THEY'RE THEY'RE ON BOARD TO CREATE ALL THE EVERYTHING ALL THE CONCEPT DRAWINGS THAT CONSTRUCTION DOCUMENTS ALL THAT STUFF AND WE'RE HOPING THAT THEY'RE THEY'RE PRETTY MUCH DONE, AND I WILL SAY 90 PLUS PERCENT.

CONSTRUCTION DOCUMENTS ARE DONE. SO WE'RE HOPING TO GO OUT FOR BID THIS QUARTER FOR THAT. SO WE'RE HERE TO BRIEF YOU ON THE ECONOMIC DEVELOPMENT FUNDS THAT ARE BEING USED FOR THAT, AND JUST SOME OF THE FINANCIAL CONTRIBUTION FROM MULTIPLE DEPARTMENTS, INCLUDING LIBRARY AND ECONOMIC DEVELOPMENT TO MAKE IT HAPPEN. AND THIS IS WHAT IT LOOKS LIKE TODAY, AND UNFORTUNATELY WHEN UM, I KNOW BECKY WAS REALLY INVOLVED IN THE IMAGE INITIATIVES, SO I KIND OF GOT SOME OF THAT. AND A LOT OF THE WORDS THAT COME UP, YOU KNOW, CONCRETE, OLD, OUTDATED DRAFT A LOT OF THOSE KIND OF NEGATIVE QUALIFIER THAT THIS THIS KIND OF I THINK WE SEE SOME OF THAT HERE AND IT'S NOT THE LIBRARY'S FAULT, OF COURSE, BUT WE WANT TO USE THAT AS AN OPPORTUNITY. WELL WE CAN LEVERAGE THAT BECAUSE WE ARE CO OWNERS OF THIS, UM OF THIS RETAIL CENTER. HOW CAN WE LEVERAGE THAT TO MAKE A DIFFERENCE? THIS IS THE PROPOSED SITE PLAN THAT THAT DSG N CAME UP WITH, AND WE HELP FACILITATE . UM ONE THING I'D LIKE TO POINT OUT HERE IS THE PEDESTRIAN. THIS IS THIS SHOWS SOME OF THE PEDESTRIAN SAFETY THAT WE'RE PROPOSING. GETTING PEDESTRIANS SAFELY ACROSS NORTH GARLAND AVENUE AND RAISE DRIVER ALERTNESS WITH THOSE COLORS BUT ALSO YOU KNOW, IT'S BOTH WAYS. IT'S FROM THE RETAIL CENTER OUT TO THE SCHOOLS, BUT MOST OF THAT TRAFFIC IS FROM ACROSS WINTERS PARK AND IN THE SCHOOLS TO EITHER THE RETAIL CENTER OR CONTINUING ALONG APOLLO TO THE HOUSES AND MULTI FAMILY ON THE OTHER SIDE. AH THIS IS SORT OF A BIRD'S EYE VIEW THAT I WANTED TO SHOW HOW THE, UM THE PLANTERS AND THE MEDIA LANDSCAPING REALLY KIND OF BREAKS UP THE MONOTONY OF THE CONCRETE MONOTONY. THERE SOFTENS SOME OF THE TEXTURES, UM , AND MAKES IT NOT SUCH A, UH, YOU KNOW, PARKING LOTS ARE SOME OF THE WORST PLACES ON EARTH. USUALLY WHEN YOU'RE IN A PARKING LOT, THE FIRST THING I DO IS GET OUT AND GET TO WHERE YOU'RE GOING. SO MAYBE MAKE THAT EXPERIENCE A LITTLE BETTER, UM, EVENTUALLY GET SOME SOME LANDSCAPING IN THOSE AREAS TO HELP WITH THAT. AH THIS SHOWS THE FROM THE SORT OF THE NORTH SIDE UM ON NORTH GARLAND AND YOU CAN SEE THE LIBRARY SIGN IS INTENTIONALLY TAKEN FROM CENTER TO OFF CENTER AND THAT'S FOR A LOT OF REASONS. BUT THE MAIN ONE IS AND WE GOT THIS FEEDBACK FROM A LOT OF PEOPLE WHEN YOU'RE DRIVING ALONG NORTH GARLANDS ARE HEADING SOUTH. YOU SORT OF DON'T REALLY REALIZE THERE'S A LIBRARY THERE UNTIL YOU'RE ALREADY PASSED IT RIGHT. THIS KIND OF GIVES YOU A BETTER VISIBILITY FROM FROM THE STREET AND JUST, WE THINK MAKES IT LOOK REALLY GREAT. UM, THE RIGHT OF WAY. ENHANCEMENTS HERE. NONE OF THAT'S FINAL. BUT AGAIN, THE IDEA IS, WE'RE ALSO INCREASED THE RIGHT OF WAY. UH EXPERIENCE OF THAT AGAIN. IT'S NOT JUST A CONCRETE SEE OUT THERE. IT'S SO THIS IS A NEAT PLACE WITH LIFE AND COLOR. AND ALL THAT. UM THIS PROJECT AND SPECIFICALLY WHAT YOU'RE SEEING HERE ON THE SCREEN CHECKS OFF SOME BIG ACCOMPLISHMENTS FROM OUR LIBRARY MASTER PLAN THAT IT REALLY LOOKS AT UPGRADING THE FACADE OF THE NORTH GARLAND BRANCH LIBRARY AND TRYING TO, UM, PROVIDE SOME TYPE OF OUTDOOR READING AREA OR PROGRAM AREA FOR THE LIBRARY, EVEN IF IT'S WE DON'T HAVE A LOT OF SPACE TO BE ABLE TO, UH, TO CREATE THAT WITH AT NORTH, BUT WE HAVE SOME HERE WITH THE HELP OF DSG DSG N THE OTHER THING I WANT TO POINT OUT. THIS IS THE SECOND STORY ADORE THAT'S IN THE MIDDLE OF THE HOME. IT LOOKS LIKE SOMEONE ATTEMPTED TO BREACH THAT DOOR, SIR. FACILITY STAFF IS GOING TO ATTEMPT TO BOARD THAT BACK UP, BUT IT LOOKS LIKE THERE'S PLYWOOD BEHIND THAT. SO SOMEONE WHO DID TRY TO BREACH IT WAS UNABLE TO DO SO. I DIDN'T FEEL COMFORTABLE GETTING ON IT AND ESPECIALLY AFTER VISITING WITH THE FACILITY STAFF THAT THERE GETTING ON IT AS WELL. AND I TRIED TO CAPTURE THAT WITH THE WITH THE PICTURE. STAFF AS IN PREPARATION FOR THIS DISCUSSION DID LOOK AT A COUPLE OF OPTIONS . ONE WAS DEMOLITION OF THE OF THE HOUSE AND WE DID RECEIVE A BID FROM A CONTRACTOR THAT IS ON THE TIPS PURCHASING COOPERATIVE . THEIR PROPOSAL WAS JUST OVER 14,000 FOR THE DEMOLITION OF THE PROPERTY COUNCIL CHOOSES TO GO THAT DIRECTION, WE WOULD SUGGEST A 15% CONTINGENCY, SO THAT WOULD BRING US UP TO A LITTLE OVER $16,700 AND WE DID VISIT WITH OUR FINANCE AND BUDGETING STAFF , AND THEY WOULD RECOMMEND FUNDING FOR THAT TO COME FROM THE GENERAL FUND. ONE TIME FUNDS. THERE WAS ALSO DISCUSSION ABOUT RENOVATION OF THE CURRENT STRUCTURE AGAIN. THIS WAS FROM THE 2022 STUDY, AND THERE WAS ESTIMATED COSTS OF 108,000. AND OF COURSE, THIS WAS JUST A PRELIMINARY ESTIMATES. AND SO THESE THESE NUMBERS CAN GO GO UP OR DOWN AS IT RELATES TO ANY OTHER PROJECT THAT WE'RE DEALING WITH. AND THERE WAS ALSO A DISCUSSION ABOUT THE COMPLETE RECONSTRUCTION OF THE FACILITY, BUILDING IT TO SCALE OF WHAT WE HAVE NOW, AND THAT CONSTRUCTION COST WAS ESTIMATED AT 265,000. AND THAT DOES NOT INCLUDE THE DEMOLITION COSTS. YOU WOULD HAVE TO ADD THE 16,000 ON ON TOP OF THAT SO COUNCIL AS I SAID, I WANTED TO BE TO BE BRIEF, AND I'M HAPPY TO ANSWER ANY QUESTIONS.
