THE FIRST IS THE CHANGES TO THE ANIMAL SERVICES. ADVISER COMMITTEE SCOPE LET'S GO AND GET INTO THAT ONE. FIRST THIS IS PRETTY SMALL GROUP OF CHANGES. WHAT WE WANTED TO DO IS LOOK AT THE ROLE OF THE OF THE COMMITTEE AS IT WAS TODAY AND SUGGEST JUST A LITTLE BIT OF EXPANSION AND TWEAKING NOT ONLY TO THE MEMBERSHIP BUT TO THEIR TO THEIR ROLE. SO WE HANDED OVER TO PHIL.

WE HAVE HAD SEVERAL ITEMS THAT WE TOUCHED ON AND THEN SPECIFICALLY THE FIRST ITEM AS A RELATED TO THE ANIMAL SERVICES COMMITTEE, AND THAT'S WHY ARTISTS IS JOINING ME AS IT RELATES TO THE COMMITTEE MAKE UP. THERE WAS A DISCUSSION TO MOVE THE COMMITTEE FROM 6 TO 8 MEMBERS, SO INCREASING THE MEMBERSHIP SIZE AND THEY TWO MEMBERS TO BE ADDED TO THE GROUP OR OR ONE THAT IS AN EDUCATIONAL REPRESENTATIVE WITH A BACKGROUND IN ANIMAL STUDIES. AND THE OTHER REPRESENTING AN ANIMAL WELFARE ORGANIZATION. THAT'S A NONPROFIT THE NEXT ITEM WAS TO INCREASE THE ANNUAL MEETINGS FROM 3 TO 6 , AND THIS WAS DEFINED IN THE ORDINANCE CURRENTLY HAS THREE. SO MOVING IT TO SIX. AND THEN THE LAST ITEM AS IT RELATED TO DEFINING THE ROLE OF THE ORGANIZATION WAS TO ADD TO THE COMMITTEE OF ASSISTING ANIMAL SERVICES WERE OBTAINING CHARITABLE DONATIONS THAT SUPPORT THE OPERATIONS OF ANIMAL WELL BEING. HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE ON THAT. I HAVE NO ONE IN THE QUEUE. I STILL HAVE NO ONE IN THE QUEUE ITEM TO CONSIDER CODIFYING THE DISPOSITION OF SURPLUS AND SALVAGE CITY PROPERTY WITHIN THE GARLAND CODE OF ORDINANCES TODAY, IF THE IF THERE'S A NONPROFIT IN THE CITY THAT WOULD LIKE ACCESS TO SALVAGE YOUR SURPLUS, UM, PROPERTY FROM THE CITY. THERE'S A VERY LONG AND ARDUOUS PROCESS AND WE END UP PASSING A COUNCIL RESOLUTION AND THERE ARE TIMES WHEN WE FEEL LIKE THAT COULD BYPASS THE COUNCIL. IF IT'S A VERY SMALL AMOUNT, OR IF IT'S A SORT OF ONE OFF DONATION THAT ISN'T SOMETHING THAT WOULD USUALLY BE BROUGHT IN FRONT OF THE COUNCIL. WE WANTED TO CREATE AN EXPEDITED PATH FOR CITY MANAGEMENT TO DO THAT WORK. MAKE SURE THE FIRST ITEM THAT WE WANTED TO DEFINE WITHIN THIS PROPOSED ORDINANCE WAS TO DEFINE SURPLUS PROPERTY AND SALVAGE PROPERTY. SO UNDER THIS, THIS PROPOSED LANGUAGE, THE SURPLUS PROPERTY WOULD BE PROPERTY THAT IS OWNED BY THE CITY THAT DUE TO THE LACK OF NEED, OR THE COST OF MAINTENANCE THAT IT IS NO LONGER FINANCIALLY FEASIBLE TO KEEP THE PROPERTY AND IT NEEDS TO BE RETIRED OUT OF INVENTORY.

SALVAGE PROPERTY IS PROPERTY THAT HAS LITTLE OR NO VALUE. AND SO IT HAS REACHED HIS YOUTHFUL LIFE FOR THE CITY AND HAS AGAIN ALMOST NO VALUE AND IT MAKES NO SENSE IN BIDDING THAT PROPERTY OUT SO THAT PROPERTY CAN EITHER BE RETIRED OR IT CAN BE DESTROYED. BACKGROUND AS IT RELATES TO THE DISPOSITION OF PROPERTY. WE HAVE A CONTRACT WITH A GROUP NAMED PUBLIC

SURPLUS, AND THEY PROVIDE ONLINE AUCTION SERVICES FOR THE CITY AND THE AUCTIONS ARE CURRENTLY POSTED ON THE CITY'S WEBSITE, AS WELL AS PUBLIC SURPLUSES SITE AS WELL WEBSITE AS WELL. SO WHAT IS PROPOSED FOR THE DISPOSITION OF SURPLUS PROPERTY, IT WOULD BE UNDER THE DETERMINATION OF THE CITY MANAGER OR HIS AUTHORIZED REPRESENTATIVE. WE WOULD SEE THIS LIVING IS WITH THE PURCHASING DEPARTMENT AND ANY SURPLUS ITEM WOULD GO TO AUCTION . IT COULD BE BID ON IT COULD BE A NEGOTIATION WITH ONE SINGLE BIDDER IF THERE'S ONLY ONE BIDDER THAT EXISTS AND IN THE CITY MANAGER WILL ENSURE THAT FAR MARKET VALUE IS OBTAINED FOR THE PROPERTY THAT IS BEING RETIRED THROUGH SURPLUS PROPERTY , AND THERE WAS ALSO A STATEMENT THAT, UH THAT WE CAN TRADE PROPERTY OR SELL PROPERTY DIRECTLY TO ANOTHER GOVERNMENTAL ENTITY. AND THIS IS A, UM, DISCUSSION THAT ART IS GONNA SHARE SOME DETAILS ABOUT ABOUT HOW WE HAVE BEEN DOING INSPECTIONS OF THESE STORES AND, UM CHANGING, RECOMMENDING SOME CHANGES THAT WE FEEL LIKE WE'LL MAKE IT A MORE EFFICIENT AND EFFECTIVE PROCESS. WHAT IS IT RIGHT. WE HAVE A PROBLEM NATIONWIDE, THAT MOST OF THE PUPPIES THAT THESE PET SHOPS ARE SELLING DO COME FROM A PUPPY MILL ENVIRONMENTS. SO PUG MILL IS A DOG BREEDING FACILITY IS OPERATED WITH AN EMPHASIS UPON PROFIT ABOVE ANIMAL WELFARE AND IS OFTEN SUBSTANDARD CONDITIONS REGARDING THE WELL BEING OF DOGS IN THEIR CARE. THAT MEANS MASS BREEDING. THESE ANIMALS ARE KEPT IN SMALL CAGES, THEIR WHOLE LIFE AND ONLY THERE TO BREED AND PRODUCE PUPPIES. THEIR ENTIRE LIFE AND THE CONDITIONS ARE HORRIFIC. I'VE ACTUALLY SEEN IT. I'VE BEEN A PART OF IT, AND I'VE ASSISTED IN REMOVING THOUSANDS OF ANIMALS FROM PUPPY MILLS SITUATIONS BEFORE T D. L R WAS IN PLACE AND AFTER AND ONE OF THE MAIN CHALLENGES THAT I LIKE TO TALK ABOUT, AND WE'LL GET INTO THIS LATER ON IN THE PRESENTATION IS THERE'S REALLY NO WAY TO ENFORCE WHERE THESE PUPPIES ARE COMING FROM, BUT WE'LL TALK ABOUT THAT, AS FAR AS OUR INSPECTION GOES. UM AND THEY USE PARK MALL ANIMAL CLINIC. NOT ONLY DO THEY SELL PUPPIES AT THIS FACILITY, BUT THEY ALSO SELL MERCHANDISE AS WELL. THAT CONSISTS OF CRATES, FOOD BOWLS, DOG FOOD, LEASHES, SHAMPOO, UM AND ETCETERA. AH AND THEY ACCEPT APPOINTMENTS AND WALK INS. AND THEY'VE BEEN IN BUSINESS SINCE LAST YEAR. AND THE OTHER PET SHOP WE HAVE IS FIND A PET. THEIR HOURS OF OPERATION ON WEDNESDAY THROUGH THURSDAY, 12 PETER SEVEN P UH, FRIDAY THROUGH SUNDAY, 12 P.M. AND NINE P CLOSED MONDAYS AND TUESDAYS. AND THEY'RE THEY'RE SMALLER OPERATION. THEY HOUSE RIGHT AROUND 10 TO 15 PUPPIES, AND THEY ONLY HAVE TWO EMPLOYEES, WHICH IS A HUSBAND AND WIFE. AND THEY USE CASHIER VETERINARY CLINIC AND THEY SELL NO MERCHANDISE. AND THEY'VE BEEN IN BUSINESS SINCE 2018. AND THEY DO ACCEPT APPOINTMENTS AND WALK INS. AND YOU GUYS HAVE A COPY OF THE INSPECTION REPORT. NO, I THINK I CAN CLICK BACK TO IT.

ANY MINOR VIOLATION WHAT'D BE CORRECTED WITHIN SEVEN DAYS, AND SO WHEN YOU LOOK AT IT FROM START TO FINISH ITS UP TO THREE INSPECTIONS WITHIN A ONE WEEK SPANNED. NOW FOR OUR INSPECTION . WHICH IS LOCAL STATE FEDERAL LAWS, INCLUDING NOISE AND NUISANCE. OVERALL AND SANITARY CONDITIONS AND A SEVERE OUTBREAK OF ILLNESS AND DOGS AND CATS THAT DUE TO IMPROPER SANITIZING AND PRACTICE. AND SO. SO I WANT TO TALK A LITTLE BIT ABOUT OUR CURRENT PROCESS. AND WHAT THAT LOOKS LIKE. UM SO THAT'S WHERE WE ARE WEAK AND I'LL ADMIT THAT. THAT'S WHERE WE ON HOW WE INSPECT THOSE CURRENTLY, UM, SO RIGHT NOW WILL RECEIVE THE APPLICATION. WE RECEIVED PAYMENTS AND THEN WE GET WITH AN A C O. THEY'LL GO OUT THERE AND DO THE INSPECTION AND ALL WE'RE LOOKING FOR IS TO MAKE SURE THE ANIMALS ARE IN GOOD CONDITION. THERE'S NO OVERCROWDING. UM TO PROVIDE FOOD, WATER SHELTER, AND THEY'RE UP TO DATE ON THEIR RABIES VACCINES. WHAT ISSUE THE PERMIT . AND THEN THAT'S PRETTY MUCH IT THE NEXT TIME WE'LL DO AN INSPECTION IS WHEN THEY HAVE TO RENEW THEIR PERMIT. AH SO WHAT WE'RE PROPOSING IS A MORE ROBUST INSPECTION PROCESS, WHICH IS THE POINT SYSTEM FOR UNANNOUNCED INSPECTIONS ANNUALLY. THE TWO FAILED INSPECTIONS WITHIN ONE YEAR. UH YOU CAN REVOKE DEPARTMENT MUST PROVIDE DOCUMENTATION FROM LICENSED BREEDERS. AND OF COURSE, WE HAVE OUR CLOSURE POLICY GUIDELINES.

SO IN THIS, UH. ANYTHING BELOW 80 IS FAILING. YES. AND DEPENDING ON. DEPENDING ON WHAT WAS DEPENDING ON THE PROBLEM, THEY WOULD HAVE EITHER 24 HOURS . SEVEN DAYS TO FIX IS THERE BUT THEY WOULD STILL BE ABLE TO REMAIN OPEN. TRUE. AS THERE EVEN IF THEY HAD A FAILED INSPECTION . THEY HAVE MULTIPLE THINGS TO FIX. BUT. AND I BELIEVE WE DO THIS WITH RESTAURANTS. IF THE SCORE IS CRITICALLY LOW. CAN THAT IS THERE A PROCESS FOR IMMEDIATE CLOSURE? SO WE DON'T HAVE A PROCESS FOR IMMEDIATE CLOSURE. UM I MEAN, IF SOMEBODY SCORED A 30 HE SCORED A 30. THEN WE WOULD LOOK AT AND BE MORE ON THE SIDE OF ANIMAL CRUELTY. AT THAT POINT, I'M JUST SAYING, YOU KNOW, WE HAVE IF WE HAVE A RESTAURANT THAT SCORES THAT LOW WE CAN SHUT THEM DOWN IMMEDIATELY, YOU KNOW, AND THEY'RE ON THAT SCALE. AND SO YES, I REALIZED THAT WOULD BE, UH, FOR SOMEBODY TO HAVE A 30. THAT WOULD BE SOME ABSOLUTELY HORRENDOUS CONDITIONS AND WE WOULD PROBABLY THERE WOULD BE OTHER PROBLEMS THAT WE WOULD BE SOLVING. BUT I KNOW IS THAT SOMETHING THAT WE NEED TO CONSIDER IF THERE IS A IS THERE A CRITICAL NUMBER IN THERE? ARCH RIGHT THAT IF WE IF THERE'S THAT MANY CRITICAL VIOLATIONS IT WOULD FALL UNDER STATE LAW AT THAT POINT AND THE ANIMAL CRUELTY AND WE WOULD SEIZE THE ANIMALS REMOVE THEM FROM THE LOCATION. ONE OF THE DIFFICULTIES WITH THIS AND MOVING TO A HEALTH AND SAFETY ORDINANCE AS OPPOSED TO JUST A REGULATION ANIMAL CONTROL ORDINANCE IS THAT THESE STORES ARE NOT JUST SELLING PETS, CATS AND DOGS.
