SO, PRETTY EXCITING.

I'VE BEEN HERE FOR EIGHT MONTHS AND FOLLOWING FROM, YOU KNOW, MISS PATTY, WHO WAS, UM, A LEGEND LEGENDARY THERE FOR, FOR ABOUT 40 YEARS.

SO, LET'S GET STARTED WITH OUR CULTURAL DISTRICT, UH, DESIGNATION.

BUT BEFORE I EVEN GET INTO THIS, I JUST WANTED TO SAY THANK Y'ALL FOR THE GREAT SUPPORT FOR BIG ART DAY.

THE LIBRARY WAS OUT IN FULL FORCE, A BIG ART DAY WITH A BEAUTIFUL COMMUNITY MURAL.

I MEAN, IT WAS SO COOL AND PEOPLE LOVED BEING A PART OF IT.

PUT YOUR HEART INTO IT.

SO CAN'T WAIT TO SEE THAT COME TO LIFE WITH A FULL, UM, AND IT'S FULL GLORY.

SO WHY SHOULD WE PURSUE CULTURAL DISTRICT DESIGNATION? WHAT'S IN IT FOR US? WELL, THIS IS THE STATE SAYING THAT GARLAND HAS CULTURAL ASSETS THAT ARE WORTHY OF RECOGNITION.

IT'S A SPECIAL ATTENTION TO SOME OF THE FANTASTIC THINGS THAT ARE HAPPENING IN THE CITY OF GARLAND.

THERE'S LOTS OF WONDERFUL PROMOTIONAL AND MARKETING OPPORTUNITIES, UM, WITH A CULTURAL DISTRICT DESIGNATION.

AND IT'S ANOTHER OPPORTUNITY TO LET US DEVELOP OUR PARTNERSHIPS AND INCREASE COLLABORATION.

PLUS, UM, WE LOVE THIS, AND I KNOW LIBRARY WILL LOVE THIS AS WELL, TOO.

UH, IT HELPS OPEN UP SOME FUNDING, SOME GRANTS FROM THE TEXAS COMMISSION ON THE ARTS AND FROM FOUNDATIONS AND FROM THE NATIONAL ENDOWMENT F FOR THE ARTS.

SO Y'ALL HAVE BEEN TALKING ABOUT A CULTURAL DISTRICT DESIGNATION FOR A LONG TIME.

WAY BEFORE I GOT HERE.

UM, IF YOU LOOK BACK INTO 2017, THE TEXAS DOWNTOWN ASSOCIATION MADE

A SPECIAL TRIP, UM, TO DOWNTOWN GARLAND.

AND THEY, YOU KNOW, LOOKED AT EVERYTHING THAT WAS HAPPENING, AND THEY WERE VERY COMPLIMENTARY OF SOME OF THE ARTISTIC ENDEAVORS THAT WERE HAPPENING.

UM, AND ON THEIR LIST RIGHT THERE CIRCLED IN RED, IT SAYS, YOU KNOW, HEY, GARLAND REALLY NEEDS TO THINK ABOUT A CULTURAL DISTRICT DESIGNATION.

SO AGAIN, THIS REFERENCES ALL THE WAY BACK INTO 2017.

UM, BUT JUST EVEN REALLY RECENTLY, UM, EARLY IN FEBRUARY, THERE WAS A PRESENTATION, UH, FOR ECONOMIC DEVELOPMENT ABOUT ECONOMIC STRATEGIES FOR THE CITY OF GARLAND, UM, .

AND, UH, ONE OF THE THINGS THAT WAS SHARED WAS HELPING TO DRIVE, UM, YOU KNOW, GARLAND IS A DESTINATION FOR WEEKEND AND NIGHTTIME ACTIVITIES, YOU KNOW, THINGS TO REALLY SUPPORT AMENITIES THAT PROMOTE GARLAND.

UM, AND AGAIN, HERE TOO, IF YOU LOOK AT THE CULTURAL ARTS MASTER PLAN, AND EVEN THE PARKS AND RECREATION MASTER PLAN, THEY BOTH, UM, IDENTIFY THIS CULTURAL DISTRICT DESIGNATION AS IMPORTANT FOR THE CITY OF GARLAND.

SO WHAT IS A CULTURAL DISTRICT? UM, A CULTURAL DISTRICT IS THE ANCHOR OF A RECOGNIZED LABELED MIX USE AREA OF A COMMUNITY IN WHICH THERE EXISTS A HIGH CONCENTRATION OF ARTS AND CULTURAL FACILITIES, INDIVIDUAL ARTISTS AND EVENTS THAT ARE PROMOTED TO ATTRACT CULTURAL TOURISTS.

SO WHAT ARE CULTURAL TOURISTS? AMERICANS FOR THE ARTS DEFINES CULTURAL TOURISTS AS INDIVIDUALS OR GROUPS SEEKING DISTINCTIVE EXPERIENCES, FOCUSING ON VISUAL AND PERFORMING ARTS, ARCHITECTURE, CUISINE, AND CRAFT.

AND I CAN GIVE YOU A GREAT EXAMPLE.

UM, A FEW WEEKS AGO, WE HAD MISS MAVA STAPLES AT THE PERFORMING ARTS CENTER.

WE HAD, UM, ATTENDEES FROM KANSAS, FROM NEW MEXICO, FROM OKLAHOMA.

THOSE ARE TOURISTS THAT WERE COMING TO GARLAND TO HAVE AN EXPERIENCE.

AND THE COOL THING ABOUT THOSE TOURISTS IS THAT THEY SPEND MORE MONEY WHEN THEY COME, BECAUSE USUALLY THEY'LL GO TO A SHOW AND SEE A, YOU KNOW, GO TO DINNER AND HAVE ALL KINDS OF FUN.

SO WE LOVE CULTURAL TOURISTS WHO SHOULD APPLY COMMUNITIES WITH AN EXISTING CONCENTRATION OF ARTS AND CULTURAL ASSETS IN ONE WALKABLE AREA OF THE CITY THAT THEY WANNA PROMOTE TO VISITORS.

SO WHEN WE LOOK AT THE MAP, WE'RE GONNA KIND OF TALK ABOUT THIS WALKABLE, WHAT IS A WALKABLE AREA? UM, YOU KNOW, THE, THE, WHEN YOU LOOK AT ALL OF THE DESIGNATIONS ACROSS THE STATE, UM, YOU KNOW, THEY RANGE ANYWHERE FROM ABOUT A MILE TO A FEW MILES IN TERMS OF, UM, SQUARE FOOTAGE.

AND, AND SOMETIMES THAT'S NOT A HUNDRED PERCENT.

LIKE YOU WOULDN'T NECESSARILY THINK, OKAY, WELL THAT'S WALKABLE FROM POINT A TO B, BUT THE, THE STATE SAYS THIS.

SO YOU DON'T SAY ALL OF GARLAND IS A CULTURAL DISTRICT.

YOU KNOW, THEY REALLY WANT PEOPLE TO THINK ABOUT STRATEGICALLY, WHERE ARE AREAS OF THEIR COMMUNITY THAT HAVE THESE TYPES OF ASSETS.

AND SO WHEN YOU LOOK AT CITIES THAT HAVE THE DESIGNATION ALREADY, THERE ARE 52.

UM, AND WHEN YOU THINK ABOUT, UH, IN NORTH TEXAS, WHAT OTHER CITIES HAVE THIS DESIGNATION? ARLINGTON, DENTON, MCKINNEY, PLANO, UM, DALLAS HAS THREE DISTRICTS.

DALLAS HAS, UM, OF COURSE THE DALLAS ARTS DISTRICT AND FAIR PARK AND DEEP ELM.

SO, UH, AND THEN WHEN YOU LOOK AT SAN ANTONIO, THERE ARE FOUR DISTRICTS.

HOUSTON HAS SEVEN.

UM, BUT WHEN WE'RE THINKING ABOUT GARLAND, WE'RE PROBABLY THINKING THAT THERE'S ONE DISTRICT IN GARLAND.

UM, THE OTHER THING TO NOTE IS THAT THIS IS A REALLY COMPETITIVE, PRESTIGIOUS PROCESS.

SO WE, UH, WE STARTED BACK, UH, IN JANUARY AND THE CITY MANAGER ISSUED A LETTER OF INTENT TO APPLY TO THE TEXAS COMMISSION ON THE ARTS.

AND THEN I'VE BEEN ON A BIT OF A ROAD SHOW TONIGHT.

I HAVE TWO SHOWS, Y'ALL ARE THE EARLY MATINEE.

AND THEN I GO ON TO LANDMARK, UM, TO, TO TALK WITH THE LANDMARK BOARD AFTER THIS MEETING.

SO WE'VE TALKED A LITTLE TO PARKS AND REC, WE'VE TALKED TO THE DOWNTOWN BUSINESS, UH, ASSOCIATION.

WE'VE BEEN TO THE MULTICULTURAL COMMISSION.

UM, WE'VE BEEN TO THE ARTS COMMISSION, UH, HERE I'M WITH Y'ALL TONIGHT.

YOU HAVE TO HAVE A CULTURAL ARTS PLAN, WHICH THE CITY OF GARLAND HAS AN AMAZING CULTURAL ARTS PLAN.

IT'S A REALLY COMPREHENSIVE, TERRIFIC PLAN.

UM, YOU HAVE TO HAVE A MARKETING PLAN,

SO THAT MEANS WE PROBABLY WILL ASK FOR SOMETHING FROM OUR STATE REP.

WE'LL THINK ABOUT SOME BUSINESS OWNERS.

WE'LL GET TOGETHER SOME REALLY STRATEGIC LETTERS OF RECOMMENDATION.

SO WE'RE WORKING WITH OUR P M R GROUP, AND THEY'RE AWARD-WINNING.

YOU KNOW, THERE ARE COMMUNITIES THAT GO THROUGH THIS A COUPLE OF TIMES.

THE OTHER INTERESTING THING TO THINK ABOUT IS LEGACY WEST.

Y'ALL KNOW, LEGACY WEST AND PLANO, THEY APPLIED THE SAME YEAR THAT MCKINNEY WAS APPLYING.

THAT'S MY FORMER COMMUNITY.

AND LEGACY WEST DID NOT, WAS NOT ACCEPTED.

SO I THINK IT SHOWS THAT, UM, THE TEXAS COMMISSION ON THE ARTS IS VERY, UH, THEY, THEY REALLY WANT COMMUNITIES THAT ARE AUTHENTIC.

THEY REALLY WANT TO SEE COMMUNITIES THAT HAVE THESE ASSETS THAT ARE REALLY, HAVE THEIR OWN IDENTITY.

AND IT'S NOT JUST KIND OF A, YOU KNOW, NOT A COOL PLACE WITH COOL RESTAURANTS AND COOL RETAIL, BUT REALLY AUTHENTICALLY A CULTURAL DISTRICT.

SO THE DISTRICT SPANS, UH, FOR 10 YEARS THAT DESIGNATION IS GOOD FOR 10 YEARS, AND THEN A COMMUNITY IS ASKED TO REAPPLY OR TO UPDATE THEIR APPLICATION.

SO AGAIN, YOU KNOW, WE TALKED ABOUT THIS AT THE VERY BEGINNING.

WHAT DOES THIS MEAN FOR GARLAND? OKAY, FOR GARLAND, THIS MEANS THAT THE STATE SAYS, YES, GARLAND HAS THESE, UH, REALLY IMPORTANT ASSETS, MARKETING AND PROMOTIONS, COLLABORATION, AND GRANTS.

WE, WE LOVE THOSE GRANTS.

SO HERE ARE SOME EXAMPLES OF AWARDS IN OTHER COMMUNITIES, UM, FROM CULTURAL DISTRICT GRANTS.

UH, ABILENE RECEIVED SOME FUNDING TO LIGHT SOME SCULPTURES.

AMARILLO RECEIVED FUNDING FOR A CONCERT SERIES, UM, UH, CANADIAN, WHICH IS WAY OUT THERE IN WEST TEXAS BY MARTHA AND ALPINE.

THEY RECEIVED, UM, SOME FUNDING TO HELP WITH AN ELEVATOR, UH, IN THEIR ART MUSEUM.

SO AGAIN, IT COULD BE PROGRAMS, IT COULD BE CAPITAL ASSETS.

UM, DENTON RECEIVED MONEY TO HELP WITH THEIR DENTON ARTS AND JAZZ, UH, EL PASO FOR AN ART EVENT, CHALK THE BLOCK, GALVESTON FOR A SERIES OF EXHIBITIONS, UM, IN ONE OF THE DISTRICTS IN HOUSTON TO HELP WITH MARKETING.

SO YOU CAN EVEN USE THESE DOLLARS FOR MARKETING OR PROMOTIONS.

UM, ANOTHER DISTRICT IN HOUSTON, WHICH IS FRESH ARTS, IS AN ARTIST RESIDENCY.

UM, AND THEN YOU LOOK OVER TO LUBBOCK, IMPROVEMENTS TO A COURTYARD SAN ANTONIO, AGAIN, ANOTHER WEBSITE OR MARKETING ASPECT, TEXARKANA TO ACTIVATE ALLEYS AND MURALS AND LIGHT SCULPTURES, AND THEN WACO FOR THEIR D MARTOS.

SO, UM, IT'S EXCITING TO SEE AND THINK ABOUT HOW THESE GRANTS COULD IMPACT GARLAND.

SO HERE'S GARLAND'S OPPORTUNITY.

SO WHEN YOU LOOK AT, YOU KNOW, WHERE SOME OF THE, THE CULTURAL HERITAGE OF GARLAND IS LOCATED, IT IS THE CENTRAL AREA.

AND THEN YOU LOOK AT SOMETHING THAT'S BEEN AROUND FOR OVER A HUNDRED YEARS.

SO IT'S THE BANKHEAD HIGHWAY, AND IT'S, IT'S KIND OF INTERESTING TO SEE THAT SOME OF THIS DEVELOPMENT, UM, WELL, THE, YOU KNOW, THE BANKHEAD IS PRETTY INTERESTING IN ITSELF.

IT WAS LIKE THE, ONE OF THE FIRST TRANSCONTINENTAL, UM, ROADWAYS FROM WASHINGTON DC TO SAN DIEGO.

AND IT WAS INTERESTING.

THEY WERE VERY SPECIFIC IN GARLAND TO MAKE SURE THAT IT CAME THROUGH DOWNTOWN.

THOSE MERCHANTS WANTED TO MAKE SURE THAT THEY WERE ON THE BANKHEAD HIGHWAY.

UM, BUT ANYWAY, GOING ON THROUGH.

UM, AND THE, AND THE, ONE OF THE AMAZING THINGS TOO ABOUT THE BANKHEAD HIGHWAY IS THAT GARLAND HAD VOLUNTARILY ORGANIZED AND WENT, WENT TO WORK WITHOUT ASKING FOR HELP.

I KIND OF THINK OF THAT AS THE GARLAND , THE GARLAND SPIRIT.

ANYWAY, GARLAND GETS IT DONE.

UM, AND AGAIN, YOU KNOW, IT HAS

SO IF YOU THINK ABOUT ALL THE AUTO REPAIR RESTAURANT SERVICE STATIONS, AND IF YOU EVEN LOOK AT THAT, UM, CENTRAL PARK, WHICH WAS ORIGINALLY WILLIAMS PARK, MR. WILLIAMS MADE SURE HE PUT OUT SOME PICNIC TABLES, AND HE KIND OF, UH, DAMNED UP A SWIMMING HOLE BECAUSE HE WANTED THOSE PEOPLE TO STOP.

AND HE WANTED TO SELL CONCESSIONS TO EVERY, TO ALL OF THE TRAVELERS.

SO WHEN YOU THINK ABOUT THIS RIBBON OF ROAD THAT CONNECTS ALL OF THOSE ASSETS, UM, IT'S MORE THAN JUST DOWNTOWN.

IT'S THE BANKHEAD CULTURAL DISTRICT.

IT'S THE BANKHEAD ARTS DISTRICT.

BECAUSE WE, YOU KNOW, REALLY THE INTENT OF THIS DESIGNATION WOULD BE ABLE TO PROVIDE GRANTING OPPORTUNITIES, YOU KNOW, FOR, FOR LOU HUFF PROVIDE GRANTING OPPORTUNITIES IN CENTRAL PARK.

SO WE WANT TO THINK A LITTLE BIT BROADER THAN JUST THAT CORE DOWNTOWN.

UM, AGAIN, YOU KNOW, ALL OF THESE DISTRICTS, WHEN YOU THINK ABOUT MAGIC 11TH STREET, IT HAS ITS OWN IDENTITY.

DOWNTOWN HAS ITS OWN IDENTITY.

LOU HUFF HAS ITS OWN IDENTITY, AND THIS DESIGNATION DOESN'T ECLIPSE THOSE IDENTITIES.

IT JUST HELPS BUILD UNITY.

SO, UM, AGAIN, A LITTLE MORE INFOR INTERESTING INFORMATION ON VISIT GARLAND.

UM, YOU KNOW, IT WAS REFERENCED AS THE BANK HEAD THAT STREET, YOU KNOW, ROUTE SIX OR 66, UM, UNTIL, YOU KNOW, THE 1950S.

UM, YOU KNOW, AGAIN, THERE'S A LOT OF VISIBILITY IN THIS AREA, AND IT WAS IMPORTANT FOR THE PARKS AND RECREATION DEPARTMENT TO KNOW THAT AS PART OF THEIR MASTER PLAN, THEY'RE REALLY WORKING ON CONNECTIVITY AND WIDENING TRAILS AND HAVING BIKE, UH, MAKING SURE THAT IT'S SAFE TO TRAVEL ON BIKE, UM, AND EVEN ON FOOT THROUGHOUT THIS AREA.

I THINK, UM, COMMUNITIES THAT DO NOT RECEIVE THE DESIGNATION ARE NOT ABLE TO DEMONSTRATE A COLLABORATION WITH THEIR OTHER PARTNERS.

UM, I THINK IT'S, IT'S ALSO SOME CITIES MAY NOT NECESSARILY HAVE WHAT IT TAKES.

YOU KNOW, I, OKAY.

ARLING, WHEN ARLINGTON WENT THROUGH IT TWICE, I BELIEVE THAT ARLINGTON'S FIRST SHOT, THEY DID NOT DEMONSTRATE HOW UNIQUE IT WAS.

I, I, YOU KNOW, THAT IT, THEY DID NOT REALLY SHOW THAT, HEY, OUR AREA, SO THAT IT'S REALLY PRIMARILY THEIR DOWNTOWN AREA DIDN'T SEEM TO HAVE AS MUCH OF AN IDENTITY IN THEIR FIRST APPLICATION.

I DO FEEL THAT GARLAND'S BIGGEST, YOU KNOW, GARLAND HAS A LOT OF STRENGTHS.

THIS IS PRETTY IMPRESSIVE TO HAVE THIS KIND OF A, I MEAN, AND AGAIN, THIS IS NOT ME COMING IN AND SAYING, HEY, YOU KNOW, THIS HAS BEEN HERE FOR A HUNDRED YEARS, AND THE WAY THAT THIS ROAD CONNECTS SOME OF THE CORE CENTRAL ASSETS IN, IN GARLAND, I THINK IS PRETTY COMPELLING.

AND I THINK WE HAVE THE OPPORTUNITY TO REALLY, UH, DEMONSTRATE OUR AUTHENTICITY AND OUR IDENTITY.

SO DO THEY EVALUATE OR PERHAPS SOME SORT OF SYSTEM IN TERMS OF EVALUATING THE ASSETS? THE ASSETS? YEAH, ABSOLUTELY.

WELL, I DON'T KNOW IF THEY, I DON'T KNOW EXACTLY HOW THEY WOULD GRADE THE ASSETS, BUT I, WE WILL BE ABLE TO DEMONSTRATE THAT THERE IS A HIGH CONCENTRATION OF, I MEAN, WE'VE HAD AN ART CENTER FOR 40 YEARS, WHICH IS PRETTY FANTASTIC.

I DO KNOW THAT THERE ARE NINE COMMUNITIES, UM, THAT ARE APPLYING THIS YEAR, WHICH IS KI THAT'S KIND OF A LOT ACTUALLY.

AND THEY PROBABLY WILL ONLY DESIGNATE MAYBE THREE.

SO, UM, WHO, WHO IS RESPONSIBLE FOR FILLING OUT THE APPLICATION? SO OUR, OUR DEPARTMENT WILL BE RESPONSIBLE FOR FILLING OUT THE APPLICATION, BUT WE'RE WORKING CLOSELY WITH OUR CITY MANAGER'S OFFICE AS WELL TOO.

AND WE'LL MAKE SURE, YOU KNOW, LIBRARY IS DEFINITELY AN IMPORTANT, IMPORTANT PARTNER TO THIS APPLICATION.

UM, YOU KNOW, AS WELL AS OUR PARKS AND RECREATION DEPARTMENT AND THE DOWNTOWN FOLKS.

AND WHEN WE'RE TALKING ABOUT ASSETS, YEAH, I MEAN, IT'S GOTTA BE A GOOD ONE THAT WE HAVE THE DART RAIL LINE STRAIGHT DOWN THROUGH.

HAS ANYTHING BEEN DONE WITH GARLAND TO KIND OF A UNIFYING NARRATIVE THAT WE CAN PRESENT? I THINK WE'RE AT, YOU KNOW, WE'RE,

UM, AND IT CREATED A LOT OF INFIGHTING.

AND SO I'M WONDERING, HAVE HAVE THERE BEEN ANY INSTANCES THAT YOU HAVE NOTICED WHERE, UM, GROUPS OR, UM, LANDMARKS OUTSIDE OF THE, THE DESIGNATION WANT TO BE INCLUDED? THAT'S, OH BOY, THAT'S A GREAT QUESTION TOO.

I MEAN, THERE'S SOME INCREDIBLE THINGS HAPPENING WITH THE RIDGEWOOD THEATER AND THAT AREA, AND THAT'S, SO YOU HAVE TO MAKE DECISIONS, AND I GUESS YOU DO HAVE TO DRAW BOUNDARIES, YOU KNOW, TO THE BEST OF THE ABILITY.

I, I FEEL LIKE, AND THE INPUT THAT I'VE RECEIVED IS THAT THIS KIND OF BEST INCORPORATES, YOU KNOW, ARE THE HISTORIC, AS YOU KNOW, SOME OF OUR MOST PROMINENT ASSETS.
