UNDER CHAPTER 3 95 OF THE LOCAL GOVERNMENT CODE, AND SO THE STATE AUTHORIZES HFCS AND THE CITIES AND COUNTIES AND DECIDE IF THEY WANT TO. ACTUALLY CREATE. HFCS IS IN THEIR JURISDICTION. CITY OF GARLAND CREATED THE GARLAND HOUSING FINANCE CORPORATION ABOUT 1990 FOR A NUMBER OF YEARS. IT WAS IT WAS PRETTY MUCH A DORMANT ORGANIZATION THAT DID NOT DO A LOT OF THINGS STARTING IN 2010. VARIOUS PROGRAMS WERE PUT INTO PLACE, AND SO AH, THE COUNCIL.

APPOINTS THE MEMBERS OF THE BOARD OF THE CORPORATION. UM THE CORPORATION THAT CHAPTER. 394 SAYS THAT THE PURPOSE OF THE CORPORATION IS TO PROVIDE A MEAN TO FINANCE THE COST OF RESIDENTIAL OWNERSHIP AND DEVELOPMENT THAT WILL PROVIDE DECENT, SAFE AND SANITARY HOUSING AT AFFORDABLE PRICES, AND THAT IS OUR GOAL. I'M GONNA TALK TO YOU ABOUT SEVERAL OF OUR PROGRAMS TONIGHT OF HOW WE WORK WITH CITIZENS IN GARLAND TO PROVIDE AFFORDABLE HOUSING, BOTH IN TERMS OF OWNERSHIP AS WELL AS RENTALS. AH ONE OF THE PROGRAMS THAT WERE MOST HAPPY ABOUT IS OUR MORTGAGE CREDIT CERTIFICATE AND DOWN PAYMENT ASSISTANCE PROGRAM. THE PROGRAM HAS TWO COMPONENTS. ONE IS THE MORTGAGE CREDIT CERTIFICATE. UH THIS PROVIDES A BAR OR UP TO $2000 OF TAX CREDITS EACH YEAR. AH BASED

UPON THEIR QUALIFICATIONS OF BEING ABLE TO QUALIFY THIS PROGRAM SO NOT ONLY DID THEY GET A DEDUCTION FOR THEIR MORTGAGE INTEREST FROM THEIR TAX RETURN, BUT THEY ALSO GET AN ADDITIONAL $2000 TAX CREDIT. SO THIS ALLOWS PEOPLE WHO, UH, NEED HOUSING TO HAVE ANOTHER OPPORTUNITY.

ANOTHER AVENUE, WHICH THEY CAN HELP FINANCE AT HOME. IN ADDITION TO THE MORTGAGE CREDIT CERTIFICATE PROGRAM, WE HAVE ALSO HAVE A DOWN PAYMENT ASSISTANT AND GRANT PROGRAM. UH THIS COVERS NOT ONLY THE COST OF THE MCC BUT ALSO ADDITIONAL FUNDS. THE CURRENT PROGRAM OFFERS $15,000 ASSISTANCE TO FIRST TIME HOME BUYER IN GARLAND, WHO CAN QUALIFY. FOR THE INCOME LIMITS THAT ARE SET FORTH FOR A ONE OR TWO PERSON. FAMILY INCOME LIMIT IS $97,400.

FOR THREE OR MORE IN THE FAMILY. THE INCOME LIMIT IS $112,000 A YEAR. SO WE'RE BASICALLY LOOKING TO PROVIDE ASSISTANCE TO THOSE FOLKS THAT WOULD BE PROBABLY LESS ABLE TO AFFORD HOMES IN THE PRODUCT RANGES THAT THEY CURRENTLY ARE. SO OUR PROGRAM PROVIDES A $10,000 LOAN. THAT LOAN IS THE SECOND LANE, BUT IT HAS NO INTEREST. UH IF THE BORROWER PAYS UP LOAN BACK WITHIN THE FIRST THREE YEARS. THERE ARE NO PENALTIES. THERE ARE PENALTIES THAT YOU'RE THREE AND YOUR SIX. HOWEVER THE LOAN IS NEVER DO UNTIL THE HOME IS SOLD. HOW MUCH REFINANCED OR THE FIRST MORTGAGE IS PAID OFF. UM THE GRANT THAT WE OFFER IS A $5000 GRANT. IT IS. IT IS A GIFT . IT IS NOT REPAYABLE AND COMMIT USE FOR ANYTHING. IT CAN BE USED FOR ASSISTANCE WITH THE DOWN PAYMENT AMOUNT. IT CAN BE USED FOR CLOSING COSTS. IT CAN BE USED TO BUY UP. WE TOTALLY FUNDED OVER $7 MILLION IN MORTGAGES AND THE AVERAGE ALONE AMOUNT LAST YEAR WAS $268,000 WAS THE AVERAGE MORTGAGE AMOUNT FOR PROGRAM TO DATE, WE HAVE FUNDED 190 LOANS JUST OVER $1 MILLION THAT WE HAVE FUNDED. IN ADDITION TO THAT THE 27 GRANTS AT 135,000 ARE PROGRAMMED TO DATE WE HAVE FUNDED $35,700,000 IN MORTGAGES IN GARLAND FOR PURCHASERS IN GARLAND. INTERESTING YOU CAN SEE THAT OVER THE, UH, THE TIME PERIOD OF WHERE WE'RE LOOKING PROGRAM TODAY. AT THE AVERAGE LOAN AMOUNT IS ONLY 189,000 AND AH! I'M GOING TO GO TO A CHARTER. YOU CAN SEE THIS STARTING IN 2012. WHEN THE PROGRAM IS FIRST PUT IN PLACE. THE AVERAGE LOAN AMOUNT WAS 102. IT ACTUALLY DROPPED TO 91,000. IN 2014, BUT NOW IT'S BACK TO 268,000. AS THE AVERAGE. IF I CAN FIGURE OUT A WAY TO GET BACK TO THAT OTHER SLIDE. THIS IS A NUMBER OF LOANS WE FUNDED OVER THE YEARS, YOU'LL NOTICE THAT IN 2020. WE HAD A MAJOR SPIKE UP TO 48 LOANS, AND WE FUNDED THAT YEAR IF YOU'LL RECALL AH, THAT WAS DURING THE PANDEMIC WHEN EVERYONE WAS WAS LOOKING FOR ASSISTANCE AND LOOKING TO BUY HOMES AND OUR PROGRAM PROVIDED A GREAT DEAL OF ASSISTANCE. UM YOU SEE THAT IT'S DROPPED FROM NOW AND 2022. WE DID 29 LOANS. WE'RE PROJECTING THAT THE PROGRAM IS CALLING, PROBABLY GOING TO AVERAGE OUT, PROBABLY OVER THE NEXT SEVERAL YEARS AT ABOUT 30 TO 40 LOANS A YEAR. SO THAT SAYS THAT WILL BE FUNDING SOMEWHERE BETWEEN $1,050,000 A YEAR IN ASSISTANCE TO FIRST TIME HOMEBUYERS IN GARLAND. IN ADDITION TO EXCUSE ME, I JUST MIGHT MENTION IS THAT , UH, OUR LAST BOND ISSUE WAS IN 2021 FOR OUR DOWN PAYMENT ASSISTANCE PROGRAM, AND WE'RE USING UP THE LAST OF THAT PROGRAM NOW, SO THE BOARD HAD LEFT ITS LAST MEETING JUST AUTHORIZED ANOTHER $24 MILLION IN BONDS TO BE ISSUED. SO THAT WE BELIEVE THAT WILL FUND ABOUT

IN ADDITION TO OUR DOWN PAYMENT ASSISTANCE PROGRAM, WE ALSO, UH LOOKING TO OTHER WAYS TO FINANCE AFFORDABLE HOUSING IN GARLAND IS THAT WE ENTER INTO PARTNERSHIPS WITH DEVELOPERS TO CONSTRUCT OPERATE MULTI FAMILY COMMUNITIES THAT ARE INCOME RESTRICTED. UH FOR THOSE WHO NEED AFFORDABLE REAL LEVELS AT THE END OF 2022. WE WERE PARTNERS IN SIX COMMUNITIES. UM WITH AN ADDITIONAL FOUR COMMUNITIES UNDER CONSTRUCTION.

THE EXISTING SIX COMMUNITIES CONTAIN ABOUT 1000 39 UNITS, OF WHICH 348 OF THOSE ARE SET ASIDE FOR SENIORS. ARE FOUR COMMUNITIES THAT ARE UNDER CONSTRUCTION ENTAIL 954 MORE UNITS, WHICH HAVE OF WHICH 416 UNITS WILL BE FOR SENIORS. SO ONCE THE FOUR COMMUNITIES UNDER CONSTRUCTION OR COMPLETED, OUR PORTFOLIO WILL BE JUST SHY OF 2000 UNITS, OF WHICH 764 OF THOSE WILL BE. UM, SET ASIDE FOR SENIORS. I'M GOING TO VERY QUICKLY JUST SHARE SOME OF THE COMMUNITIES THAT WE'RE PARTNERS WITH. THIS IS A SISTER SARAH OWN BELTLINE ROAD. THIS IS IN DISTRICT EIGHT. IT IS ACTIVE SENIOR COMMUNITY 100% SET ASIDE FOR SENIORS 100% AFFORDABLE AT 60% AM I AH 60% AM I FOR ONE PERSON IS ABOUT $36,000 A YEAR. AH AND THE RENT FOR A PERSON MAKING 30/6 HOUR AT THAT $36,000 INCOME LEVEL IS ABOUT $1188 A MONTH, WHICH SEEMS KIND OF UM HI FOR AFFORDABLE UNITS. THERE IS INTEGRATED REAL ESTATE AND WE'VE BEEN INVOLVED IN THIS PROPERTY SINCE 2011. UM 1 95 WHEEL ON CAMPBELL ROAD IS WORKFORCE HOUSING. WHERE 52% OF THE UNITS OR 80% AM I AND 48% AT MARKET, RIGHT? TWO BEDROOM IS APPROXIMATELY $2200 A MONTH AND A THREE BEDROOM IS ABOUT $2600 A MONTH. AT 80% AM I THAT ONE BEDROOM UNIT CAN BE DELIVERED FOR ABOUT $1580 A MONTH SO YOU CAN SAVE ABOUT $200 A MONTH THROUGH OUR PROGRAM. IT ALSO IS A SENIOR COMMUNITY AND WILL BE 100% AT 60% AM I THE ENCLAVE AT FRANKFURT IS UNDER CONSTRUCTION NOW AND NORTH DALLAS. IT'S 380 UNITS. WITH 5% AT 60% 46 AT 80 THE REST OF MARKET. THIS IS ANOTHER DEVELOPMENT THERE WERE PARTNERING WITH INTEGRATED REAL ESTATE GROUP. WE'VE BEEN WORKING ON THIS PARTICULAR DEVELOPMENT SINCE THE 2021 MURDER VILLAS AS AN EXISTING PROPERTY UNDERGOING A MAJOR REHAB. THIS IS A VERY UNUSUAL PROPERTY THAT IT WAS ORIGINALLY BUILT WITH ONLY THREE AND FOUR BEDROOM UNITS. AND SO. IT HAD A REAL CHALLENGE OF TRYING TO KEEP OCCUPANCY LEVELS WHERE THEY NEED TO BE SO OUR PARTNER HERE, HAMILTON'S DEVELOPMENT HAS GONE IN, HAS TAKEN THE FOUR BEDROOM UNITS ON THE FIRST FLOOR AND CONVERTING THEM EITHER TO TUTU'S OR TWO ONES. AND SO WE'RE ABLE NOW TO DELIVER TWO BEDROOM UNITS AND THIS PARTICULAR COMMUNITY, WHICH WE BELIEVE WILL HELP NOT ONLY WITH THE OCCUPANCY BUT ALSO BE ABLE TO DELIVER HOUSING TO THOSE PEOPLE THAT DON'T NEED IT. WE ALSO, UH, ENTERED INTO A JOINT VENTURE WITH J FOUR DEVELOPMENT IN 2022 TO BE A GENERAL SEES ME A JOINT VENTURE PARTNER IN THE CONSTRUCTION OF THE RESERVE AT SHILOH, WHICH IS IN DISTRICT, KATE. UM UH, NEAR THE V, A HOSPITAL. THE COMMUNITY IS BEING DEVELOPED BY VH PARTNERS. WE ARE NOT IN AN OWNERSHIP POSITION HERE. WE JUST STEPPED IN TO SERVE AS A CO GENERAL CONTRACTOR IS A JOINT VENTURE THERE. IN ADDITION TO THE MULTI FAMILY PROPERTIES OF WHAT WE ARE PARTNERS IN WE ARE ALSO OVER THE LAST FEW YEARS HAVE PURCHASED SOME, UH LOTS FOR LOOKING FOR ANOTHER WAY TO DELIVER AFFORDABLE HOUSING IN GARLAND, AND WE'RE VERY EXCITED ABOUT THIS PARTNERSHIP. THIS IS A PARTNERSHIP WITH YOU WITH THE CITY OF GARLAND. WE'VE BEEN WORKING VERY CLOSELY WITH HOUSING AND COMMUNITY DEVELOPMENT. MANU WOODARD AND JASON WILHITE. WE'VE HAD A GREAT RELATIONSHIP WITH THEM. GREAT PARTNERSHIP AND WE HAVE SEVERAL LOTS THAT ARE BEING REDEVELOPED . 11 30 MANDARIN AWAY. UM. THIS HOUSE GO. THE OTHER ONE CLOSER TO IT DID NOT PICK UP THE GUNSHOTS AND BECAUSE ONLY ONE UNIT PICKED IT UP. IT WASN'T ABLE TO TRIANGULATE. AND IT WASN'T ABLE TO PINPOINT THE LOCATION. UH SO IT WAS A FAILURE AS FAR AS NOTIFICATION. NOW, UH. UH WHAT THEY TOLD US LATER WAS THERE WAS AN CONNECTIVITY ISSUE WITH THE CELLULAR DATA. AND SO IT KIND OF FELL DURING THE PROCESS, BUT WHATEVER IT WAS, WE DIDN'T GET A NOTIFICATION ON THIS INCIDENT.

THE OTHER ONE CLOSER TO IT DID NOT PICK UP THE GUNSHOTS AND BECAUSE ONLY ONE UNIT PICKED IT UP. IT WASN'T ABLE TO TRIANGULATE. AND IT WASN'T ABLE TO PINPOINT THE LOCATION. UH SO IT WAS A FAILURE AS FAR AS NOTIFICATION. NOW, UH. UH WHAT THEY TOLD US LATER WAS THERE WAS AN CONNECTIVITY ISSUE WITH THE CELLULAR DATA. AND SO IT KIND OF FELL DURING THE PROCESS, BUT WHATEVER IT WAS, WE DIDN'T GET A NOTIFICATION ON THIS INCIDENT.
