SO WE'RE HERE TO GIVE YOU AN UPDATE TONIGHT ON WHAT'S HAPPENING AT DART AND IT'S BEEN, GOSH, IT'S BEEN A WHILE. I'VE BEEN WITH YOU ALL A COUPLE OF TIMES ALREADY, BUT IT'S BEEN A COUPLE OF YEARS. A COUPLE OF YEARS. I GUESS THERE. IT FEELS LIKE IT'S BEEN A COUPLE OF YEARS. SO I'M HAPPY TO BE HERE. SOME FUN FACTS ABOUT DART AS YOU PROBABLY KNOW. WE COVER SERVICE AREA OF 700 SQUARE MILES, AND THERE ARE 13 CITIES WITHIN THOSE 700 SQUARE MILES. I HAVE SOME INFORMATION HERE ON OUR BUDGET AT A VERY HIGH LEVEL. FOR FY 23 TOTAL BUDGET WAS $1.74 BILLION. AS YOU MIGHT IMAGINE, WE'RE ACTUALLY WORKING ON OUR BUDGET FOR FY 24 RIGHT NOW. SO IN FACT, TOMORROW NIGHT WE ARE TOMORROW AFTERNOON. WE HAVE A PRESENTATION TO THE BOARD ON OUR PROPOSED FY 24 BUDGETS, SO IT'S SPLIT OUT HERE IN CAPITAL OPERATING IN DEBT SERVICE AND ONE OF THE QUESTIONS THAT HAS COME UP IN THE LAST YEAR. A LOT IS HOW MUCH OF OUR BUDGET IS MADE UP OF THE SALES TAXES THAT WE COLLECT FROM ALL OF YOU WHO ARE REALLY ARE INVESTORS AND SO IN THE FY 22 BUDGET, IT WAS 61% AND THEN WE'LL HAVE SOME NEW NUMBERS TOMORROW FOR THE PROPOSED FY 24 BUDGET. IT WASN'T BUT SO WE SERVE GARLAND ON THE BLUE LINE. LIGHT RAIL. THERE ARE TWO STATIONS IN GARLAND, ONE IN DOWNTOWN AND ALSO THE STATION AT FOREST IN JUPITER. UM ABOUT 20% OF OUR BUS ROUTES ACTUALLY SERVED GARLAND AS WELL. WHICH IS KIND OF A FUN FACT. AND WE ALSO OPERATE ONE GO LINK ZONE IN SOUTHEAST GARLAND. AND THEN OF COURSE I MENTIONED BEFORE THAT WE OPERATE PARA TRANSIT AS WELL. IF YOU'RE WONDERING HOW THE SERVICES ARE BEING USED HERE, SOME NUMBERS THAT ARE FROM OUR SECOND QUARTER OF FY 23. SO THAT'S JANUARY THROUGH MARCH OF THIS YEAR. UM, ONE THING THAT I THOUGHT WAS VERY INTERESTING WAS THAT WE HAVE FOUR TIMES THE NUMBER OF BUS BOARDINGS AS WE DO A NUMBER OF LIGHT RAIL BOARDINGS . THAT'S PROBABLY NOT A BIG SURPRISE, GIVEN THAT YOU HAVE TWO STATIONS ON THE LIGHT RAIL AND ONE LINE, BUT AS I MENTIONED BEFORE 20% OF OUR BUS ROUTES DO SERVE THE CITY OF GARLAND. AND SO WE DO CAPTURE A LOT OF BUS RIDERS HERE, AND IT'S REALLY EXCITING. UM FROM MY PERSPECTIVE, BECAUSE I'M A BIG BUS LOVER, AND I KNOW THAT YOUR CITY MANAGER IS REALLY EXCITED ABOUT WORKING WITH US TO IMPROVE THE BUS SERVICES TO THE RESIDENTS OF YOUR CITY. AND THEN AS YOU CAN SEE, WE HAVE A LOT OF PARA TRANSIT USE IN THE CITY OF GARLAND. SO THESE SERVICES ARE EXTRAORDINARILY IMPORTANT. I THINK TO YOUR RESIDENTS, AND SO WE STRIVE TO DO THE BEST JOB WE CAN FOR EVERYBODY. THERE HAVE BEEN LOTS OF QUESTIONS ABOUT GO LINK AS WE'VE BEEN DOING THESE BRIEFINGS FOR OUR CITIES. AND SO, UM AS I MENTIONED WE HAVE OUR SOUTH SOUTHEAST DARLING SOUTHEAST GARLAND GO LINK SERVICE AND THAT PROVIDES DIRECT CONNECTIONS TO OUR BUS SERVICES AT THE LAKE RAY HUBBARD TRANSIT CENTER AND GO LINK. IF YOU'RE UNFAMILIAR WITH GOLDING SERVICE, IT'S A CURB TO CURB SERVICE THAT CAN BE BOOKED THROUGH THE GO PAST APP OR BY TELEPHONE. THE PICK UP TIME IS LESS THAN 15 MINUTES. THAT IS THE PERFORMANCE MEASURE THAT WE HAVE IN OUR CONTRACT AND WE ACTUALLY HAVE HER. I THINK A LITTLE BIT UNDER FOR UNDER 14 MINUTES ON AVERAGE , AND SO WE'RE DOING A LITTLE BIT BETTER THAN THE TARGET. WE'D LIKE TO GET THAT DOWN EVEN MORE. BUT OF COURSE, WE HAVE TO KIND OF EVALUATE WHAT THAT WHAT IT TAKES TO GET THE WAIT TIMES DOWN. UM IN JANUARY, WE ACTUALLY EXPANDED THE HOURS OF GO LINK SERVICE TO MATCH THAT OF OUR LOCAL BUS SERVICE. WE FELT THAT IT WAS REALLY IMPORTANT IN THE AREAS WHERE WE WEREN'T SERVING THE COMMUNITY WITH FIXED ROUTE SERVICE THAT THEY SHOULD HAVE FULL ACCESS TO THE SAME SPAN OF SERVICE AS THE BUS ROUTES AS WE OPERATE THE BUS ROUTES AND SO WE'RE OPERATING THE SERVICES FROM FIVE AM TO MIDNIGHT SEVEN DAYS A WEEK NOW. PREVIOUSLY IT WAS NOT OPERATING ON THE WEEKENDS, AND SO WE THOUGHT IT WAS REALLY IMPORTANT TO DO THAT. WAS ALSO CLOSING AT EIGHT AND WE WERE FINDING THAT A LOT OF PEOPLE STILL WANTED TO USE THAT SERVICE BEYOND EIGHT O'CLOCK SO UM, SO IT'S I THINK A BIG BENEFIT TO THE COMMUNITY THAT WE'RE ABLE TO OFFER A LONGER SPAN OF SERVICE. I'M SO EXCITED TO HAVE A GREAT LEADERSHIP TEAM AND AS YOU CAN SEE FROM SOME OF OUR NUMBERS WERE NOW AT 70% OF PRE PANDEMIC RIDERSHIP, WHICH IS PRETTY GOOD . A LOT OF PEOPLE AREN'T QUITE REACHING THOSE NUMBERS YET ACROSS THE COUNTRY. WE HAVE OUR CONSTRUCTION PROJECT SILVER LINE, WHICH I'LL TALK ABOUT A LITTLE BIT MORE HERE IN A MINUTE. THAT'S PROGRESSING REALLY WELL AND REALLY OUR TEAM IS VERY ALIGNED AND UNIFIED ON TRYING TO IMPROVE THE CUSTOMER EXPERIENCE. UM IT'S A 26 MILE COMMUTER RAIL LINE SERVING SEVEN CITIES WITH 10 STATIONS, AND I THINK ONE OF THE MOST IMPORTANT THINGS ABOUT THE CONNECTION THE EAST WEST CONNECTION THROUGH THE NORTHERN SUBURBS IS THAT IT ALSO CONNECTS TO A NUMBER OF OUR LIGHT RAIL LINES. YOU CAN SEE THEM LISTED HERE. IT ALSO CONNECTS TO TEXT RAIL. AND IS REALLY I THINK AN IMPORTANT LINK IN OUR ENTIRE SYSTEM. A LOT OF TIMES WE GET EXCITED ABOUT A SINGLE RAIL LINE THAT WE'RE BUILDING, BUT THE CONNECTIVITY THAT WE PROVIDE, I THINK ULTIMATELY GIVES US THAT RESILIENCE FOR HOW WE TRAVEL INTO THE FUTURE. I KNOW THERE WERE SOME QUESTIONS ABOUT THE LAKE RAY HUBBARD TRANSIT CENTER . OUR STAFF IS WORKING. DART STAFF IS CURRENTLY WORKING WITH GARLAND. UM I KNOW YOUR STUFF IS IN THE PROCESS OF ENGAGING A REAL ESTATE FIRM TO ASSIST WITH DEVELOPING AN INTER LOCAL AGREEMENT WITH DART FOR THE T O. D THAT'S PLANNED AT LAKE RAY HUBBARD TRANSIT CENTER. WE DART STAFF HAVE PROVIDED A TEMPLATE TO THE CITY STAFF. UM SO THAT THEY COULD HAVE SOMETHING TO WORK FROM, AND SO WHAT WE'RE HOPING IS THAT WE CAN WORK WITH YOU TO FIGURE OUT WHAT THOSE DEAL POINTS ARE GOING TO LOOK LIKE WITH THE POTENTIAL DEVELOPERS, UM, THAT THAT MIGHT BE INTERESTED IN HELPING YOU WITH THIS DEVELOPMENT. SO THIS IS A REALLY EXCITING BECAUSE, UM, THE L A THAT WE'RE GONNA SIGN WITH YOU ALL ULTIMATELY WILL HELP US UNDERSTAND? WHAT YOUR PLANS ARE FOR YOUR LONG TERM LEASE OF OUR EXCESS PARKING SPACE AT THIS TRANSIT ORIENTED DEVELOPMENT. ANOTHER THING THAT WE'RE WORKING ON IS WHAT WE REFER TO AS OUR MOBILITY HUB GUIDELINES. AND THIS IS SOMETHING THAT WE HAVE, UM WE'RE REALLY EXCITED ABOUT BECAUSE AT THIS TRANSIT CENTER, WE CAN START TO PROVIDE THE CONNECTIONS AND THEN MOBILITY OPPORTUNITIES FOR PEOPLE TO GET THAT FIRST AND LAST MILE CONNECTION TO WHEREVER THEY'RE TRYING TO GO, SO THIS IS SOMETHING THAT THAT WE'RE PLANNING AT THE LAKE RAY HUBBARD TRANSIT CENTER, ALONG WITH YOUR STAFF. SO WE DON'T HAVE A CONCRETE DATE FOR REOPENING THE TRANSIT CENTER HERE. BUT WE DO THINK THAT SOMETIME. AH THIS IS UNRELATED TO THE T O D. BUT WE ARE HOPING, UM THROUGH OUR 2024 BUDGET TO PROVIDE SOME STAFFING FOR THIS TRANSIT CENTER SO THAT WE CAN GET IT OPEN. WE'VE HAD SOME LIMITED OPENINGS OF A TRANSIT CENTERS DURING THE LAST FEW WEEKS BECAUSE OF THE HEAT. BUT WE ARE TRYING TO GET SOME STAFFING TO BE THERE ALL THE

TIME SO THAT WE CAN KEEP THEM OPEN ON A REGULAR BASIS. LET ME TALK A LITTLE BIT ABOUT SOME OF THE CAPITAL MAINTENANCE PROJECTS THAT ARE HAPPENING IN GARLAND. WE ARE WORKING ON THE REHABILITATION OF THE AT GRADE REAL PLATFORMS. UM IT'S ABOUT 100 AND $64,000 THAT WE NEED TO SPEND ON THAT PARTICULAR REHAB PROJECT. DOWNTOWN GARLAND TRANSIT CENTER REHAB WILL BE HAPPENING. IT'S A $400,000 WE'RE PLANNING TO SPEND. THAT'S THE BUDGET FOR THAT. AND THEN, OF COURSE WE HAVE THE, UM WE HAVE SOME OTHER WORK, WHICH ALL ENTAILS THINGS LIKE FENCING REPAIR WINDSCREENS, YOU KNOW, REALLY TRYING TO UPDATE THE INFRASTRUCTURE THAT'S BEEN IN PLACE FOR QUITE SOME TIME. NOW, AS YOU CAN IMAGINE, AS THINGS AGE, YOU KNOW, WE HAVE TO TAKE CARE OF THEM. WE DON'T WANT TO JUST PATCH THEM UP WITH BAND AIDS. WE WANT TO MAKE THEM LOOK NICE. AND SO WE HAVE A WHOLE PROGRAM TO TRY TO IMPROVE THE LOOK OF SOME OF THE INFRASTRUCTURE SO THAT IT DOESN'T LOOK WORN DOWN. AND WE THINK THAT'S REALLY IMPORTANT.

WHAT WE FOUND IS THAT HOW WE CARE FOR OUR ASSETS DIRECTLY IMPACTS CUSTOMERS FEELING ABOUT OUR INFRASTRUCTURE AND ALSO HOW MUCH WE CARE ABOUT THEM. SO WE WANT TO MAKE SURE THAT WE LET EVERYBODY KNOW THAT WE DO CARE ABOUT THEM. UM THE PUBLIC TRANSPORTATION IMPROVEMENT FUNDS INTER LOCAL AGREEMENT, WHICH IS A TOTAL MOUTHFUL. THIS IS THE I L. A THAT THE DARTBOARD HAD SENT TO THE SERVICE AREA CITIES TO DISTRIBUTE THE TOTAL OF ABOUT $234 MILLION THAT WE WANTED TO SHARE WITH ALL OF YOU TO HELP YOU IMPROVE TRANSPORTATION WITHIN YOUR COMMUNITY.
