UH, IF THAT WAS SOMETHING THAT WE WANTED TO, TO MOVE INTO THE TOUR, WE COULD, UM, IT'S ABOUT THE SAME TIME OF THE YEAR THAT WE DID A TOUR LAST YEAR.

UM, THERE'S A LOT OF REALLY NEW COOL NEW THINGS THAT ARE OUT THERE TO SEE.

UM, SO IT'D BE A GOOD RECOMMENDATION, I THINK, TO BE ABLE, IF IT WORKS FOR YOU ALL ON THAT DATE, WE CAN DO SOMETHING SIMILAR TO WHAT WE DID LAST TIME.

WE CAN MEET AT PARK ADMIN, HAVE SOME DONUTS AND COFFEE, UH, DRIVE AROUND C THREE.

I WOULDN'T DO MORE THAN FOUR SITES, OTHERWISE A DAY CAN GET REALLY, REALLY LONG.

IT'S, THAT'S A VERY, UM, EXCITING GRANT OPPORTUNITY, UH, COMING THROUGH FROM TXDOT, UH, THAT ARE, IS GOING OUT TO ALL, ALL ACROSS THE STATE AND DIFFERENT CITIES AND MUNICIPALITIES AND OF DIFFERENT VARIOUS SIZES ARE ELIGIBLE TO APPLY TO THIS GRANT.

AND SO WHAT I WANT TO DO IS, IS TALK THROUGH, UM, THE PROJECT AND, UH, HOPEFULLY, UM, YOU KNOW, LIKE I SAID, GET YOUR SUPPORT AND, AND RAISE AWARENESS FOR THE PUBLIC ALSO, IF ANYBODY'S LISTENING, UH, IN GARLAND FROM THE CITIZENRY TO, UM, HELP THEM, UM, ALSO GET EXCITED ABOUT THE PROJECT AND, AND HOPEFULLY GET THEIR SUPPORT AS WELL, UM, EXPRESSED THROUGH, UH, THEIR, THEIR PARK BOARD REPRESENTATIVES.

AND SO, UM, THE HARBOR POINT, SHO SHORELINE TRAIL IS A, IS A TRAIL THAT, UH, FOR ONE WE IDENTIFIED ON THE TRAILS AND BIKEWAYS MASTER PLAN WE IDENTIFIED IN OUR STRATEGIC MASTER PLAN AS A, AS A CRITICAL CONNECTION, UH, IS ALSO ON THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS REGIONAL VE WEB.

AND SO, UH, WHEN THIS GRANT OPPORTUNITY CAME UP, WE AS STAFF, UH, MET INTERNALLY AND, AND ANALYZED SEVERAL DIFFERENT PROJECTS AROUND THE CITY THAT MIGHT BE ELIGIBLE OR BE A GOOD CANDIDATE FOR THIS GRANT.

UH, WE ALL ARRIVED AT THIS PROJECT IN PARTICULAR 'CAUSE WE FELT LIKE IT MET A LOT OF THE CRITERIA THAT TXDOT WAS LOOKING FOR, AND, UM, ALSO HAD, UH, A REALLY TRANS TRANSFORMATIVE ASPECT OF IT THAT WE FEEL LIKE NOT ONLY BENEFITS MULTIMODAL TRANSPORTATION, BUT ALSO HAS A GREAT POTENTIAL ECONOMIC BENEFIT FOR THE HARBOR POINT DISTRICT.

UM, SO, UH, JUST WANTED TO TALK THROUGH MY, OUR APPROACH ON, ON WHAT WE NEED TO DO RIGHT NOW.

IT'S, UM, WE'RE IN THE, UH, SUPPORT GATHERING PHASE OF THE GRANT APPLICATION.

AND SO RIGHT NOW WE'RE WRITING LETTERS TO, UH, ELECTED, UH, OFFICIALS ACROSS THE STATE, UM, REPRESENTATIVES FROM, YOU KNOW, OUR, OUR STATE REPRESENTATIVES, UM, HOUSE OF REPRESENTATIVE CONGRESS, SENATORS, UH, ALSO WE'RE GETTING SUPPORT FROM CITY OF DALLAS.

WE'RE GETTING SUPPORT FROM, UM, UH, FROM TXDOT FROM, WE HAVE ALREADY NORTH CENTRAL OR NORTH TEXAS TOLL AUTHORITIES SUPPORT, UM, AND, UH, DALLAS COUNTY AND ALSO LOCAL, UH, COMMUNITY GROUPS, UH, WHO ARE, WHO ARE ALSO SUPPORTING THIS PROJECT.

SO WE, WE PRESENTED THIS, UM, ITEM TO CITY COUNCIL THIS PAST MONDAY.

WE WANT TO COME, UM, UP IN FRONT OF THIS BODY AND, AND TALK THROUGH THE PROJECT WITH YOU.

WE'RE ON A KIND OF A TIGHT TIMELINE, UH, AND YOU'LL SEE IN A FEW SLIDES THAT ARE SCHEDULED TO GET THIS SUBMITTED IS THE BEGINNING OF JUNE.

SO WE ONLY HAVE LIKE ABOUT FOUR WEEKS LEFT TO GET THIS IN.

SO, UM, WE HAD TO KIND OF STRUCTURE IT THIS WAY AND IT JUST ENDED UP THAT THIS ENDED UP IN, IN COUNCIL'S, UM, AGENDA BEFORE THE PARK BOARDS, UH, JUST FROM SCHEDULING STANDPOINT.

AND SO, UH, I JUST WANTED TO GIVE YOU A, A BRIEF HISTORY ON THE GRANT.

UM, THIS GRANT HAS TAKEN MANY FORMS OVER

THE LAST 30 YEARS.

UM, MANY OF YOU MAY HAVE HEARD ICE T OR T OR SAFETY, UM, MOST RECENTLY FAST ACT.

AND NOW THIS ONE IS COMING DOWN FROM THE FEDERAL GOVERNMENT IN THE FORM OF THE INFRASTRUCTURE INVESTMENT AND JOBS ACT, WHICH IS ALSO CALLED THE BIPARTISAN INFRASTRUCTURE ACT, OR, YEAH, I THINK SO.

BIPARTISAN INFRASTRUCTURE.

SO, UM, ALL IN ALL, THE STATE OF TEXAS IS GETTING $250 MILLION.

UM, SOUNDS LIKE A LOT, BUT WITH AS MUCH AS MANY PEOPLE WHO ARE APPLYING TO THIS GRANT, IT'S, I THINK IT'S GONNA GO PRETTY QUICK.

UH, BASED ON OUR POPULATION SIZE, UM, WE'RE GETTING ABOUT THE 200 MILLION, WE'RE GETTING 200 MILLION, WE'RE ELIGIBLE FOR ROUGHLY 200 MILLION STATEWIDE FOR ALL MUNICIPALITIES OF OUR SIZE.

AND SO APPROXIMATELY $50 MILLION ARE GOING TO OTHER COMMUNITIES WHO ARE LESS THAN 200,000 IN POPULATION.

UM, JUST WANNA PAUSE HERE FOR A SECOND AND JUST REASON WHY WE NEEDED A FUNDING RESOLUTION FROM THE CITY COUNCIL, AND THIS IS THIS GONNA BE ON THEIR AGENDA IN A COUPLE WEEKS, UM, IS THAT IT'S A REQUIREMENT AS PART OF THE GRANT APPLICATION.

SO WE HAVE TO HAVE A FUNDING RESOLUTION THAT STATES, YOU KNOW, IF THE CITY IS AWARDED THE GRANT, THEN THE CITY IS COMMITTED TO ALLOCATING THOSE FUNDS THAT IS THE LOCAL MATCH PORTION OF THE PROJECT, UM, TO, TO THIS PROJECT.

AND SO THAT'S, UM, THAT'S A CRITICAL STEP IN THE APPLICATION PROCESS.

AND SO JUST TO GIVE YOU A LITTLE BIT MORE, UH, INFORMATION ABOUT THE ELIGIBILITY, UH, WE ARE QUALIFIED UNDER THE LARGE SCALE ACTIVE TRANSPORTATION INFRASTRUCTURE CATEGORY.

THERE'S FOUR, UH, TOTAL CATEGORIES.

AND SO, UM, AS PART OF THAT, YOU KNOW, THE, THOSE PROJECTS THAT ARE ELIGIBLE UNDER THAT CATEGORY WOULD RANGE FROM $5 MILLION IN SIZE TO $25 MILLION IN SIZE.

AND SO WHAT THEY'RE LOOKING FOR ARE THESE REALLY LARGE SCALE PROJECTS THAT ARE COMING FROM THE CITIES TO HELP, UM, YOU KNOW, ALLOCATE THOSE FUNDS ACCORDINGLY.

AND SO MY, MY GUT IS THAT, YOU KNOW, THEY'RE HOPING TO GET FEWER LARGER PROJECTS TO HELP ALLOCATE THAT, THAT MONEY, THE 200 MILLION.

AND SO WHAT THEY'LL END UP WITH IS REALLY KEY INFRASTRUCTURE PROJECTS THAT ARE, YOU KNOW, NOT ONLY SOLVING SOME, YOU KNOW, CONNECTIVITY ISSUES OR GAP ISSUES, FILLING GAPS IN THE, IN THE NETWORK, BUT THEY'RE ALSO TRANSFORMATIVE IN NATURE SO THAT, YOU KNOW, WHEN THEY, WHEN THE FEDERAL GOVERNMENTS AND THE, THE US SENATORS AND, AND, AND REPRESENTATIVES ARE ABLE TO SEE THOSE FUNDS IN PLACE IN A, IN A VERY MEANINGFUL WAY.

UM, AND SO, UH, ONE QUESTION THAT CAME UP AT CITY COUNCIL THE OTHER DAY, UH, WAS ABOUT THE TRANSPORTATION DEVELOPMENT CREDITS TDCS.

UM, I DID RESEARCH AFTER, UM, THE COUNCILMAN ASKED ME THAT QUESTION ABOUT WHETHER OR NOT WE'D BE ABLE TO USE TDCS FOR THIS PROJECT.

AND, UM, I I, I SAID NO, AND I, I KNEW THAT WAS THE RIGHT ANSWER.

AND, UM, SO THEY HAVE, ON THE SOUTH SHORE OF THE LAKE, THEY HAVE APARTMENT COMPLEXES AND OTHER DEVELOPMENTS THAT ARE BUILT RIGHT UP AGAINST THE SHORELINE.

SO IT'S IMPOSSIBLE TO CREATE A TRAIL CONNECTION THROUGH THERE.

SO THEIR SOLUTION WAS TO TAKE THE TRAIL OUT INTO THE LAKE.

AND SO, YOU KNOW, WE WOULD DO SOMETHING VERY SIMILAR TO THIS IN CONCEPT, UH, CONCRETE COLUMNS, YOU KNOW, INTO THE LAKE BOTTOM, UH, CONCRETE BOARDWALK WITH RAILINGS AND, YOU KNOW, AREAS WHERE IT'S INTERESTING, YOU KNOW, FOR PEOPLE TO KINDA LINGER AND, AND ALSO MAKE, MAKE CONNECTIONS ON, ON THEIR BIKES AND, AND, UM, AND WALKING.

SO REALLY EXCITED ABOUT THIS IDEA.

IT'S A REALLY INSPIRING PROJECT AND I THINK IT'LL LOOK AND FEEL AND CREATE A REALLY AWESOME EXPERIENCE AT HARBOR POINT.
