UM, THANK YOU FOR THE OPPORTUNITY TO BRING THIS BEFORE YOU TONIGHT.

UH, THIS IS, UM, SOMETHING WE NEED TO BRING FORWARD, UM, IN TERMS OF ESTABLISHING A SET OF RULES FOR THE SKATE PARK, UH, MUCH LIKE WE DID FOR THE DOG PARK.

UH, OF COURSE, THEY WON'T BE THE SAME RULES, UH, AS THEY'LL BE, UH, VERY DIFFERENT.

BUT, UM, WE, WE COMPILED A LIST, UH, THAT'S IN YOUR PACKET.

AND, UM, WE, WE REVIEWED A COUPLE OF DIFFERENT, SEVERAL DIFFERENT SOURCES, UH, THAT ARE OUT THERE.

I MEAN, WE'RE NOT RE UH, CREATING THE WHEEL FROM SCRATCH HERE.

SO, UH, THERE'S A LOT OF PRECEDENCE OUT THERE THAT WE WERE ABLE TO UTILIZE.

UH, ONE BEING, UM, UH, PUBLIC SKATE PARKS, UH, PUBLIC SKATE PARKS.

IT'S A WEBSITE.

I CAN'T REMEMBER THE EXACT, UM, NAME OF IT, UH, OFFHAND.

AND THEY'RE NOW, UH, CALLED SKATE PARK.ORG.

THEY WERE RE REORGANIZED THEMSELVES.

UM, AND SO THEY HAVE A LOT OF RESOURCES ONLINE IN TERMS OF WHAT TYPES OF RULES ARE APPROPRIATE.

UH, SOME GUIDANCE ON, UM, HOW RESTRICTIVE THE RULES NEED TO BE.

UM, YOU KNOW, THERE ARE, THERE ARE SOME, UM, SKATE PARKS OUT THERE, PUBLIC SKATE PARKS THAT, UH, ARE VERY MINIMALIST, YOU KNOW, IN THEIR APPROACH.

JUST, YOU KNOW, HAVE FUN, BE RESPECTFUL, YOU KNOW, BE CAREFUL, YOU KNOW, WEAR SAFETY GEAR.

YOU KNOW, BASICALLY JUST VERY SIMPLE, UH, TO THE OTHER END OF THE SPECTRUM WHERE IT'S VERY, YOU KNOW, A VERY LONG LIST OF RULES.

UM, SO, YOU KNOW, WE, WE PUT TOGETHER THE, THE LIST OF RULES THAT, UH, WE THOUGHT WAS APPROPRIATE.

UH, WE ALSO CONSULTED SOME OF OUR NEIGHBORING CITIES TO KIND OF SEE WHAT THEY'RE DOING AND, UM, GET AN IDEA OF WHAT'S OUT THERE, UM, CLOSE TO US.

AND SO THE, THE LIST OF RULES THAT YOU SEE IN YOUR PACKET, UH, REFLECTS KIND OF A COM COMBINATION OF ALL THOSE RULES.

UM, SO I DON'T NEED TO GO THROUGH EACH ONE.

UM, THE MAIN POINT THAT WE NEED TO CONVEY TO EVERYBODY IS THAT THE SKATE PARK'S GONNA BE OPEN, UM, BEGINNING AT 6:00 AM WHICH IS WHEN ALL OF OUR PARKS OPEN, UH, UNTIL MIDNIGHT.

UH, AND, AND THIS IS TREATED A LITTLE BIT MORE UNIQUELY BECAUSE THIS IS THE SKATE PARK FACILITY.

UM, SOME FACILITIES IN, IN THE, IN THE PARK SYSTEM ARE TREATED A LITTLE BIT DIFFERENTLY THAN OTHER MAIN HOURS IN OUR PARKS, WHICH WAS CHANGED TO 10:00 PM.

AND SO, UH, THIS IS A LITTLE BIT DIFFERENT BECAUSE THERE'S, IT'S, IT'S A UNIQUE FACILITY TYPE.

UM, BUT WE WANT TO EMPHASIZE THAT MOTORIZED VEHICLES ARE NOT ALLOWED, UM, MOTORIZED VEHICLES ARE NOT ALLOWED IN ANY PARK.

UM, BUT IT NEEDS TO BE EMPHASIZED AGAIN, YOU KNOW, ON THE RULE BOARD.

UM, AND SO, UH, WE WANNA OBVIOUSLY KEEP IT OPEN FOR SKATEBOARDERS, SCOOTER, SCOOTER RIDERS, UM, ROLLER SKATES, UH, INLINE SKATES, BICYCLES, UM, YOU KNOW, BUT WE DON'T WANT MOTORCYCLES

OR MOTORBIKES, YOU KNOW, IN THE SKATE PARK.

UH, WE HAVE SEEN THAT, YOU KNOW, SINCE IT'S OPENED, EVEN BEFORE IT WAS OPENED, WE SAW THAT, UM, UNFORTUNATELY.

BUT AGAIN, WE WANNA PROVIDE SOME GUIDANCE FOR THE PUBLIC SO THAT, UM, AS PEOPLE ARE USING THE FACILITY, THEY KNOW WHAT'S, WHAT'S OKAY, WHAT'S ACCEPTABLE AND WHAT'S NOT.

THAT WAY THEY CAN, YOU KNOW, CALL SOMEBODY IF THEY NEED HELP TO GET ANY RULES ENFORCED OR LAWS ENFORCED.

AND SO, UM, LIKE I SAID, I DON'T WANT TO NECESSARILY GO THROUGH THE ENTIRE LIST UNLESS YOU WANT TO.

UM, BUT I ALWAYS WANNA OPEN IT UP FOR QUESTIONS AT THIS POINT.

I HAVE, I HAVE A QUESTION.

WHAT'S UP WITH THE NO WAX? WHY IS WAX NOT ALLOWED? UM, SO I'M NOT AN EXPERT SKATEBOARDER, BUT MY UNDERSTANDING IS THAT IF THERE'S WAX ON THE BOARD AND IT GETS IN AREAS THAT ARE, UM, HIGH TRAFFIC AREAS, IT BECOMES SLIPPERY.

IT'S HARD TO GET OFF.

UM, SO THAT'S MY UNDERSTANDING ON YEAH, SURE.

SO SOMETIMES YOU SEE ISSUES THAT ARE NOT EMERGENCIES, BUT ARE, YOU KNOW, ILLEGAL ACTIVITY.

AND I KNOW AT, AT SPRING CREEK FOREST, WE HAVE PEOPLE CALL THE NON-EMERGENCY NUMBER AT, UH, THE POLICE DEPARTMENT.

AND, UH, SO SOMETIMES PEOPLE STEAL TRUCKS AND STAGE 'EM, YOU KNOW, OUT THERE, THINGS LIKE THAT.

AND, UH, SO, SO IT'S NOT REALLY, YOU KNOW, WE DON'T NEED SOMEBODY TO COME RIGHT NOW BECAUSE THERE'S, YOU KNOW, A LIFE IN DANGER, BUT YOU DO WANT THE POLICE TO GET OUT THERE AND CHECK ON IT WHEN THEY CAN.

OKAY.

WOULD THAT, UH, WOULD SOME TYPE OF, SOME TYPE OF SIGNAGE OUT THERE, WHICH WOULD GIVE THAT NUMBER MM-HMM.

MAKE IT HANDY FOR PEOPLE.

THE INTENT IS FOR THESE RULES TO BE POSTED ON A SIGN AT THE PARK.

AND SO, UM, ALL OF THIS INFORMATION, INCLUDING ALL THE PHONE NUMBERS AND THE, YOU KNOW, REFERENCE TEXAS LAW AT THE BOTTOM WOULD BE PART OF THE RULE SIGN.

YEAH.

BUT PART OF THE GOAL IS TO, YOU KNOW, TIE UP 9 1 1 RESOURCES WITH NON-EMERGENCY.

YEAH.

IF WE HAD THAT, WE HAD THAT NUMBER MORE AT THE TOP.

SO IF SOMEONE HAD SOMEONE THEY WANTED REPORT, UH, WITHOUT IT BEING AN EMERGENCY, HAVE THAT, HAVE THAT NUMBER UP THERE AND HAVE IT WHERE, WHERE PEOPLE WOULD SEE THAT TO USE IT.

UM, SO WHEN I INITIALLY I LOOKED AT THIS, I WAS LOOKING AT THE HOURS ENDING EARLIER, PERHAPS FOR THIS THAT, I MEAN, 'CAUSE I'M THINKING IF IT ENDS AT MIDNIGHT, PEOPLE LEAVE THERE BY ONE .

UM, IF THAT WOULD HELP ANY WITH SOME OF THE NEIGHBORHOOD NOISE.

AND I KNOW YOU SAID THAT IT OPENS AT SIX BECAUSE THE PARK OPENS AT SIX, BUT THAT'S TO OTHER AREAS, NOT JUST THE SKATING CAN, ARE PEOPLE SKATING AT 6:00 AM ACTUALLY THIS TIME OF YEAR? YES.

YEAH, I UNDERSTAND.

IT'S, IT'S NOT COOL.

IT'S JUST LESS HOT .

I, I GET, I GET THAT.

UM, SO I WAS CURIOUS ABOUT THE HOURS.

'CAUSE THAT'S LIKE, SO I WAS THINKING IF IT'S OPEN FOR 15 HOURS AND YOU STILL HAVE TO DO, UM, GRAFFITI CLEANUP AND REPAIRS AND THINGS LIKE THAT, DO THE LONGER HOURS DISCOURAGE NEFARIOUS ACTIVITY.

WE, WE HAD ORIGINALLY INCLUDED THIS PARK, UH, AS A 10 O'CLOCK HOUR CLOSE TIME.

BUT, UM, COUNCIL MEMBER LUCK WAS PUSHED IT BECAUSE OF THE DESTINATION THAT THIS PLACE IS AND, AND EVERYTHING THAT'S THERE, THAT IT BE INCLUDED WITH OUR OTHER ATHLETIC COMPLEXES AND STAY OPEN UNTIL MIDNIGHT.

UH, WE DO TURN OFF THE LIGHTS, THE LIGHTS SHUT OFF AT 1220, SO THAT WAY AT 12 WHEN IT CLOSES, IT GIVES PEOPLE TIME TO GET TO THEIR CARS AND HAVE SOME, YOU KNOW, ADDITIONAL LIGHT.

BUT AT 1220, ALL THE LIGHTS OUT THERE DO SHUT OFF EXCEPT FOR THE, UH, THE PARKING LOT LIGHTS AND THE SAFETY LIGHTS AND THINGS LIKE THAT.

BUT THE BIG LIGHTS THAT, THAT SHINE DOWN, UM, DO TURN OFF SO THAT IT WOULD BE PRETTY DANGEROUS.

NOT THAT THERE'S PEOPLE STILL THERE, UM, BUT IT WOULD BE PRETTY HARD TO SKATE.

AND SO YOU'RE GONNA POST THIS, HOW WILL IT BE ENFORCED? WELL, THAT'S THE TRICK WITH ANY PARK RULE, RIGHT? IS, IS, IS ENFORCEMENT.

UM, AND SO WE RELY ON, YOU KNOW, IF THERE'S NEIGHBORS THERE THAT ARE EXPERIENCING ISSUES WITH IT THAT THEY CAN CALL INTO TO PD.

UM, WE DO HAVE SOME THINGS, WE'RE GONNA TALK ABOUT BUDGET LATER, BUT WE DO HAVE SOME REQUESTS AND BUDGET FOR SOME OFF-DUTY POLICE OFFICERS TO HELP WITH THESE TYPES OF ENFORCEMENT ISSUES.

BUT, UM, AT THE TIME, IT'S, IT'S JUST THAT THE, UM, PEOPLE'S ABILITY TO, TO FOLLOW RULES AND THE POLICE THEMSELVES, AND THEN IF THERE'S TROUBLE

ARE THERE CAMERAS OUT THERE THAT ARE BEING NOT CURRENTLY, BUT IT'S SOMETHING THAT WE'RE WORKING ON.

UM, FOR THE MOST PART, YOU KNOW, PEOPLE ARE OUT THERE JUST TO HAVE A GOOD TIME AND, AND ENJOY THE PARK.

THERE ARE SOME UNFORTUNATELY THAT, YOU KNOW, CHOOSE TO, YOU KNOW, CONDUCT THEMSELVES IN A NEFARIOUS WAY.

BUT, UM, YOU KNOW, ONE OF THE THINGS THAT WE'RE, WE'RE ACTUALLY ACTIVELY WORKING TOWARDS IS BRINGING VARIOUS GROUPS THAT, THAT LOVE THE SKATE PARK TOGETHER TO TALK ABOUT A PLAN TO HELP EACH EACH OTHER KIND OF MONITOR THE PARK.

UM, WHETHER THAT ENDS UP BEING LIKE A QUOTE UNQUOTE FRIENDS OF THE SKATE PARK KIND OF GROUP WHERE, UM, YOU KNOW, PEOPLE WHO ARE OUT THERE, THEY FEEL INVESTED IN, YOU KNOW, RETAINING A HIGH STANDARD FOR THE SKATE PARK.

UH, SO THEY MIGHT BE, YOU KNOW, MORE INCLINED TO, UM, THEY MIGHT BE MORE INCLINED TO SPEAK UP IF THEY SEE SOMETHING HAPPENING OR, YOU KNOW, CALL THE NON-EMERGENCY NUMBER IF THEY SEE SOMETHING HAPPENING.

UH, UNFORTUNATELY OUR POLICE DEPARTMENT IS, IS REALLY LIKE, THEY'RE DEDICATED TO PUBLIC SAFETY.

AND SO A MINOR IN INFRACTION AT THE SKATE PARK IS NOT THE TOP ON THE PRIORITY LIST.

SO IT MAY TAKE A COUPLE HOURS, YOU KNOW, FOR SOMEBODY, AN OFFICER TO GET OUT THERE.

UM, WHICH BY THAT TIME A LOT OF THE ACTIVITY IS EITHER GONE OR, YOU KNOW, MINIMIZED.

AND SO, YOU KNOW, IT TAKES PEOPLE WHO ARE THERE REGULARLY IN PERSON TO SAY SOMETHING, DO SOMETHING, AND IT TAKES, YOU KNOW, BRAVERY, YOU KNOW, TO DO THAT.

IT DOES NOT, IT'S NOT JUST FOR EVERYBODY THAT'S SPEAK UP AND CALL SOMEBODY OUT ON SOMETHING.

AND SO AS WE, AS WE MOVE TOWARDS THAT, WE'RE TRYING TO BRING PEOPLE TOGETHER TO, TO, YOU KNOW, HELP THEMSELVES AND COMMUNICATE AMONG THEMSELVES, NETWORK AMONG THEMSELVES TO, UM, TALK TO EACH OTHER AND, AND, AND KEEP THAT KIND OF ACTIVITY MINIMIZED.

UH, THE OTHER THING THAT WE'RE SEEING IS THESE POPUP EVENTS THAT ARE HAPPENING.

PEOPLE ARE, YOU KNOW, ORGANIZING THEMSELVES AND CREATING THESE EVENTS, TOURNAMENTS, IF YOU LIKE, MINI TOURNAMENTS AND, UH, SKILLS, UH, CHALLENGES AND THINGS LIKE THAT, WHICH IS AWESOME.

IT'S REALLY GREAT.

IT BRINGS PEOPLE TOGETHER AND IT, UM, IT BUILDS, YOU KNOW, BUILDS SELF-ESTEEM, BUILDS, YOU KNOW, PEOPLE TRYING TO DEVELOP THEIR SKILLS AND ALL THAT.

UM, BUT AT THE SAME TIME, IT'S A PUBLIC PARK, AND WHEN THOSE EVENTS, THEY, THEY DESCEND ON THE PARK, THEY'RE KIND OF BLOCKING OTHER PEOPLE'S ACCESS TO AN OPEN PUBLIC PARK.

AND SO, UM, WE WE'RE LOOKING AT WAYS TO TRY TO HELP, UM, ORGANIZE THAT AND, UM, STREAMLINE THAT PROCESS SO THAT PEOPLE COME THROUGH THE CITY AND, AND WE CAN HELP THEM, YOU KNOW, UH, NOTIFY THE PUBLIC AND, AND SET THINGS UP IN, IN THE SKATE PARK TO HELP PEOPLE KNOW THAT, UM, YOU KNOW, BETWEEN THESE TIMES ON THESE DAYS, THIS EVENT'S GONNA BE THERE, FOR EXAMPLE.

UM, RATHER THAN IT JUST KIND OF HAPPENING ON ITS OWN.

AND, YOU KNOW, PEOPLE WHO MAY BE COMING FROM LONG DISTANCES MAY NOT BE ABLE TO FULLY UTILIZE THE PARK.

I'M GLAD YOU SAID THAT BECAUSE YOU KNOW, I WAS GONNA HEAD TO, TO THE BIGGER THINGS, BUT WE'LL, WE'LL START RIGHT THERE.

UM, IT, IT MIGHT BE HELPFUL TO HAVE THE INFORMATION, THE CONTACT INFORMATION FOR THE CITY ON THIS, ON THIS SIGN WHERE IF YOU, IF YOU WOULD LIKE TO PUT ON AN ORGANIZED EVENT, UH, CONTACT THIS NUMBER AT LEAST, YOU KNOW, SEVERAL DAYS AHEAD, WHATEVER YOUR, YOU KNOW, POLICY IS ON SOMETHING LIKE THAT.

BUT IN OTHER WORDS, GIVE PEOPLE THE OPPORTUNITY THAT REALLY WOULD LIKE TO DO SOMETHING, UH, SPECIAL TO BE ABLE TO BE ABLE TO SAY, OKAY, WE, WE'VE GOT THIS, AND THEN NOW WE HAVE TO START TRYING TO FIGURE OUT HOW WE HANDLE THAT BETWEEN THE OTHERS.

OR MAYBE IT'S A TIMING, UH, TIMING ISSUE OF WHEN THOSE ORGANIZED EVENTS CAN HAPPEN.

UH, THAT'S UP TO YOU GUYS TO COME UP WITH ALL THAT.

AND NOW WE GO TO THE BIG, BIG, UH, STORY.

UH, THE PHENOMENAL THING THAT CAME OUT OF THE, THE RENAMING OF THE, OF THE FACILITY, UH, WAS THE FACT THAT WE'VE, WE'VE NOW FOUND THAT WE HAVE, WE HAVE PEOPLE, WE HAVE PEOPLE HERE IN GARLAND THAT WE, THAT MOST OF US NEVER KNEW.

WE HAD THAT, THAT HAVE CONTACTS ON THE REGIONAL AND THE STATE, AND EVEN THE NATIONAL LEVEL WHERE WE COULD, WHERE WE COULD BEGIN TO LOOK AT PUTTING ON SOMETHING REALLY SPECIAL TO SHOW THIS OFF TO THE, TO THE WHOLE STATE AND TO THE WHOLE UNITED STATES.

HAVE WE, HAVE WE HAD ANY PROGRESS ON TALKING ABOUT THAT? HAVE WE THOUGHT ABOUT THAT? UM, JUST WHERE, WHERE, WHERE COULD WE, WHERE COULD WE GO TO MAKE THAT HAPPEN? SO THE ANSWER IS YES, WE ARE WORKING ON THAT.

SO PART OF THE STAKEHOLDER GROUP THAT WE'RE ENGAGING ARE THE, THE FOLKS THAT DID COME AND, AND SPEAK TO THE PARK BOARD AND COUNCIL FOR RENAMING FOR, UH, THE SKATE PARK TO JOHN COMER SKATE PARK.

AND SO, UH, WE'RE LOOKING AT, UM, ENGAGING THE, THE GROUP FOR A, UM, UH, AN ADAPTIVE TOURNAMENT, ADAPTIVE SKATEBOARDING TOURNAMENT.

AND WE HAD A BASE PROGRAM PLUS, PLUS THE THERAPY, I MEAN, AND PLUS THE LAP LANE POOL.

UM, AND THEN WE TOOK THAT TO COUNCIL AND THEY CAME BACK AND SAID, OKAY, WELL WE WANNA KNOW WHAT DO THE SENIORS WANT IF THEY WERE ONLY GIVEN THE OPTION BETWEEN A BASE PROGRAM AND THE OPTION WITH THE THERAPY POOL.

SO WE WENT BACK TO THE SENIORS, WENT BACK TO THE SENIOR ADVISORY COMMISSION, AND IN THE SENIOR ADVISORY COMMISSION ACTUALLY IS WHERE THE PHRASE ALL, ALL WE OR ALL DRY CAME UP, UH, WITH, AND THE SENIORS OVERWHELMINGLY AT FIELDS, THEY WERE TO, BECAUSE TO DO THE THERAPY POOL, THEY WOULD HAVE TO GIVE UP SOME OF THEIR BASE PROGRAMS, SQUARE FOOTAGE.

AND THEY WERE NOT WILLING TO DO THAT.

AND SO THEY JUST SAID EITHER

AND I KNOW IT'S BEEN A WHILE, BUT IT DOES PROVIDE A PLACE WHERE THE PEOPLE, THE GOAL OF, UM, HAVING A SUITABLE DANCE FLOOR AND A PLACE FOR THEM TO COME DO THEIR COMPETITIONS OR WHATEVER, THE EVENT HALL WOULD PROBABLY BE THE ROOM WHERE THAT WOULD BE ACCOMMODATED.

UM, ONCE THE VISITORS, UH, THE LEAD VISITOR HAS REVIEWED OUR SELF-ASSESSMENT REPORT, THEN THEY SCHEDULE THEIR VISITATION.

WE HAVE A TENTATIVE DATE SET WHENEVER WE PUT IN OUR APPLICATION.

AND THEN WE HOST THE VISITATION TEAM.

IT'S A THREE DAY VISIT.

AND THOSE HAPPEN BETWEEN MARCH AND JUNE EVERY YEAR.

AND THEN ONCE THEY'VE COME OUT, DONE THEIR REVIEW, UM, THEY WILL LET US KNOW, YOU KNOW, WHAT THEIR RECOMMENDATION WOULD BE AND THEN WE WOULD ATTEND IN PERSON THE, UM, I GUESS THE HEARING THAT THEY HAVE AT THE ANNUAL N R P CONFERENCE.

UM, SO, AND YOU HAVE TWO YEARS FROM THE TIME THAT YOU SUBMIT YOUR APPLICATION TO BECOME ACCREDITED.

SO WHAT ARE THE CAPA STANDARDS? WELL, THERE'S 154 TOTAL STANDARDS.

36 OF 'EM ARE FUNDAMENTAL, SO THEY'RE NON-NEGOTIABLE.

WE HAVE TO MEET THOSE.

AND IF YOU DON'T MEET ONE OF THOSE, THEN TWO BAD, SO SAD, YOU WILL NOT BECOME ACCREDITED.

AND WITHIN THOSE DIFFERENT CHAPTERS, THEY HAVE, UM, THE DIFFERENT STANDARDS LISTED.

AND WHAT WE HAVE TO DO IS WE HAVE TO GO THROUGH AND PROVIDE EVIDENCE OF COMPLIANCE WITH THE STANDARD.
