UM SO TO REVIEW WE AIM TO ENCOURAGE HOMEOWNERS TO MAKE IMPROVEMENTS TO THE EXTERIOR OF THEIR HOMES BY WAY OF FINANCIAL INCENTIVES WITH THE GOALS OF PREVENTING BLIGHT, IMPROVING PROPERTY VALUES, UM, INSPIRING APPLICANTS, NEIGHBORS TO ALSO MAKE IMPROVEMENTS TO THE EXTERIORS OF THEIR HOMES. UM AND THEN ALSO INCREASING THE COMPETITIVE DRAW OF GARLAND NEIGHBORHOODS. UM, SO IN ITS FIRST YEAR, CITY COUNCIL ALLOCATED $250,000 TO THIS PROGRAM, UM, AND FUNDING WAS SUBSTANTIALLY COMMITTED IN ABOUT SEVEN MONTHS. THE NEXT YEAR, UM , FUNDING WAS SUBSTANTIALLY COMMITTED WITHIN ABOUT FOUR MONTHS AND THEN IN 2022 COUNCIL GENEROUSLY, UM, ALLOCATED $500,000 TO THE PROGRAM, UM, WHICH WAS SUBSTANTIALLY COMMITTED WITHIN ABOUT THREE MONTHS AND IN 2023 $500,000 WAS SUBSTANTIALLY COMMITTED WITHIN ABOUT TWO MONTHS. SO CALLED THAT A TREND YES. SO VERY POPULAR PROGRAM. UM SO TO REVIEW SOME CURRENT PROGRAM HIGHLIGHTS HOMEOWNERS CAN RECEIVE A CASH REBATE OF UP TO HALF OF THE TOTAL COST OF PRE APPROVED ELIGIBLE EXTERIOR PROJECT. SO TOTAL PROJECT COSTS MUST BE AT LEAST $1000 WITH A MINIMUM REBATE OF $500 AND A MAXIMUM REBATE OF $10,000. UM THIS PROGRAM IS FOR SINGLE FAMILY DETACHED HOMES THAT MUST BE AT

LEAST 30 YEARS OLD AND CANNOT EXCEED THE TOTAL D CAD MEDIAN HOME VALUE OF SINGLE FAMILY DETACHED HOMES IN GARLAND. SORRY THAT'S A MOUTHFUL. UM ALSO RENTAL PROPERTIES ARE ELIGIBLE FOR THIS PROJECT. PROGRAM. SO FOR 2023, WE APPROVED 104 APPLICATIONS, UM, TO DATE $343,800 HAVE BEEN ISSUED FOR REBATES WITH ABOUT 250 57,000 IN REMAINING FUNDS. UM, THE ACTUAL THE AVERAGE ACTUAL REBATE IS 4710 PER PROPERTY WITH THE TOTAL ACTUAL INVESTMENT OF 912,430.

YOU DOLLARS SO AVERAGED OUT. THIS IS ABOUT A $12,500 INVESTMENT PER PROPERTY. UM FOR THE FOURTH YEAR, RUNNING WINDOWS WERE THE MOST POPULAR PROJECT GETTING A POPULAR PROJECT WITH THE PROGRAM WITH 48 PROPERTIES GETTING NEW WINDOWS. UM AND THEN ABOUT 6.7% OF ALL THE PARTICIPATING PROPERTIES WERE RENTALS. FROM THIS MAP. WE HAVE HIGHLIGHTED THE 2023 HIP PROPERTIES AND RED DOTS. FOLLOWED BY FENCE REPLACEMENT AT 1919.5% HOUSE REPAINTING MOVED UP A SPOT BUMPING DOWN EXTERIOR DOOR REPLACEMENT DOWN TO FOURTH.

UM AND FIFTH. WE HAVE GUTTER INSTALLATION AND REPLACEMENT, UM , FOLLOWED BY CITING ROOF SOFFIT BHATIA, UM, FOUNDATION REPAIRS. LAST YEAR CITY COUNCIL AGREED TO SET THE APPRAISED VALUE CAP AT THE MEDIAN AT THE MEDIAN APPRAISED VALUE FOR SINGLE FAMILY DETACHED HOMES. SO FOR 2024 THAT WILL BE 268,000 SO APPLICATIONS WITH A TOTAL D CAD APPRAISED VALUE OVER 268,000 WILL NOT BE CONSIDERED. ALSO LAST YEAR, CITY COUNCIL DIRECTED NEIGHBORHOOD VITALITY TO, UM, RESERVE AT LEAST 50% OF THE AVAILABLE HIP FUNDS FOR CDBG AREAS. SO OVERALL ABOUT 7 57% OF THE APPROVED APPLICATIONS RN CDBG AREAS WITH THE REMAINING 43% IN NON CDBG. ELIGIBLE AREAS.

SO IF WE AIM TO DEPLETE FUNDING NO LATER THAN SEVEN MONTHS AFTER APPLICATIONS OPEN ABOUT 14% OF THE FUNDS SHOULD BE COMMITTED EACH MONTH. SO WITH THAT IN MIND WITH THE FOR THE PROMOTIONAL STRATEGY, WE WILL LAUNCH PROGRAM ANNOUNCEMENTS FEAR THE WEBSITE GARLAND DEPRESSED NEIGHBORHOOD CHATTER AND OTHER SOCIAL MEDIA CHANNELS. IN JANUARY. UM THIS WILL TRIGGER THE SUBMISSION OF A GARLAND CITY PRESS ARTICLE, UM, THAT WILL APPEAR IN THE FIFTH MONTH OF THE SEVEN MONTH CYCLE AND THIS WILL BE IN ADDITION TO MORE FREQUENT ONLINE. UM MESSAGING THROUGH THE PREVIOUSLY MENTIONED CHANNELS. JUST ONE THING WE WANTED TO LET COUNCIL KNOW THAT WE'RE WORKING ON IN THIS SORT OF REALM IS WE'RE RESEARCHING A NEW PROGRAM THAT'S DESIGNED IN TERMS OF EYES. BIG LARGE SCALE RENOVATIONS PER FOR SINGLE FAMILY HOMES. UM THE SIMILAR TO OUR HIP WAS DONE. WE PLAN ON TAKING THAT DEVELOPMENT SERVICES COMMITTEE FOR FURTHER DELIBERATION AND FINE TUNING, AND THEN ONCE THEY'RE SATISFIED WITH THAT WE WOULD TAKE THAT TO FULL COUNCIL FOR FURTHER DEBATE , SO THAT WILL COME IN. SO WE'RE WE'RE STRETCHING THE HIGH END THE LOW LIMITS, WHICH WE SHOULD BE DOING SO, SO THAT'S GREAT. AND IF OUR AVERAGE IS RIGHT IN BETWEEN, IT DOESN'T GET MUCH BETTER THAN THAT.
