UM AS THE MAYOR SAID, WE JUST WALKED ACROSS THE STREET FROM HAVING OUR INDUCTION AND AS WELL AS OUR ELECTIONS FOR EXECUTIVE BOARD THIS EVENING, AND WE'RE VERY EXCITED TO GET THIS YEAR'S PROGRAM STARTED. THIS IS GOING TO BE A PROGRAM THAT IS GOING TO ALLOW OUR YOUTH THAT IS BEHIND ME TO VOICE THEIR CONCERNS ABOUT THINGS THAT ARE HAPPENING IN GARLAND THAT THEY FEEL THAT NEEDS TO BE ADDRESSED , AND WE'RE GOING TO DO SO BY COMMUNITY SERVICE. WE'RE GOING TO HAVE MEETINGS THAT WE'RE GOING TO ATTEND. UH WE'RE GONNA TOUR DIFFERENT FACILITIES IN THE CITY AND WE'RE GOING TO HEAR FROM DIFFERENT SPEAKERS WITHIN THE CITY SO THAT WE CAN LEARN A LITTLE BIT MORE ABOUT HOW THE FUNCTIONS OF THE CITY GOVERNMENT R AND SEE HOW WE CAN PARTNER TO HELP OUR DEPARTMENTS THROUGHOUT THE CITY AND THE CITY AS A WHOLE . I'M HERE TO SPEAK TO YOU TONIGHT AS THE GFF, A CHAIR OF THE COLA COMMITTEE. NONE OF THE CITY COUNCIL, OUR CITY MANAGER. WE'RE HERE IN 2009 REGARDING TMS COST OF LIVING ADJUSTMENTS. BUT IN 2009 THE RESULTS OF THE GREAT RECESSION AND CHANGING ACTUAL FIGURES BY T. M R S CITY EMPLOYEES GARLAND LOST ART TMR ESCOLAR IS A BENEFIT. AT THAT TIME, IT WAS SIMPLY PROHIBITIVE EXPENSE. FOR THE LAST 14 YEARS, THE EXISTING EXISTING LEGISLATIVE REQUIREMENTS IF NOT PRESENTED ANYTHING THAT WAS FINANCIALLY FEASIBLE TO INSTITUTE PRINCIPALLY BECAUSE THE FUNDING WOULD HAVE HAD TO BE CAUGHT UP FOR THE 14 YEARS THAT THERE WAS AN ABSENCE OF THAT COST OF LIVING ADJUSTMENT.

HEALTH BILL 24 64 WAS SIGNED IN THE LAW MAY 27TH 2023 PRIMARY. UH THE HURDLE WAS TEMPORARILY SUSPENDED, WHICH WAS A CATCH UP PROVISION OF RESTORING THAT PORTION THAT HAD BEEN ABSENT FOR 14 YEARS. HOUSE BILL 24 64 FOR THE FIRST TIME IN 14 YEARS PROVIDED A CLEAR PATH FOR CONSIDERATION. OF THE CITY TO RESTORE REPEATING COLA FOR THE CITY EMPLOYEES. DID YOU F F A COLA COMMITTEE HAS BEEN CHARGED TO GAIN HIS MUST UNDERSTANDING OF TMR S OF COAL, REPEATING COLA'S AND OTHER BENEFITS AND HOPE OF WORKING WITH THE CITY IN CITY. IS TO DETERMINE AN AFFORDABLE RATE THAT EXCEEDS THE MINIMUM REQUIRED RATE. AS AN EXAMPLE IF A RATE EXISTED AT 12. COMPETING FOR QUALITY WORKFORCE IN THE DFW METROPLEX HAS BECOME INCREASINGLY CHALLENGING BECAUSE WE COMPETE NOT ONLY AGAINST THOSE 13 CITIES, BUT IN ALL THE FAST GROWING AND TREMENDOUSLY POPULATING CITIES ACROSS THE REGION. TO CITY EMPLOYEES. THE PAST HARDSHIPS OF COVID AND NOW CONTINUING HIGH INFLATION. THEY'RE EXACERBATED MANY RETIREMENT CONSIDERATIONS. THERE'S THE CONSIDERATION. DO I HAVE TO WORK LONGER? MY

HEIGHTENED ANXIETY ABOUT THE FUTURE, MY FUTURE AND THE FUTURE OF MY FAMILY. WITHOUT HAVING A COLA. AS AN EXAMPLE OF THE INFLATION IMPACT TO THE CITY OF GARLAND TO A CITY OF GARLAND OF ROCK RETIREE. IF YOU RETIRED WITHOUT A COLA IN 2009 WITH THE BENEFIT OF $36,000. IN 2023 NOW.

OUR DESIRES IN CREATING THE OPPORTUNITY TO ATTRACT AND RETAIN THE HIGHEST QUALITY WORKFORCE TO SERVE THE CITIES OF GARLAND. WE BELIEVE THAT THIS IS A DETERMINANT FACTOR IN BEING ABLE TO DO SO IN THE FUTURE. IN CLOSING. I'D LIKE TO SAY THAT WE GREATLY LOOK FORWARD TO WORKING WITH AND HAVING DISCUSSIONS WITH CITY COUNCIL WITH CITY MANAGEMENT. AND STAFF IN PURSUIT OF PURSUING A REPEATING COLA WITH THE HOPE TO ACHIEVE A MORE EQUITY AMONG OUR PEERS. AND RESTORING WHAT WAS LOST 14 YEARS AGO. I WAS ABLE TO SUPPOSEDLY HAVE BY TAXES KIND OF PAUSED. BUT IT'S PAUSED AT THE HIGHEST RATE IT'S EVER BEEN EVER EVER EVER BEEN. AND IT'S MAKING IT ALMOST IMPOSSIBLE TO STAY HERE. WHAT WE ARE GETTING FOR THIS NEW TAX RATE. DOESN'T SEEMS LIKE IT'S. BENEFITING REGULAR PEOPLE, REGULAR PEOPLE, MEANING PEOPLE THAT DON'T NECESSARILY HAVE LITTLE CHILDREN IN SCHOOL, UM PEOPLE THAT WOULD LIKE TO ENJOY SOME OF THE BENEFITS WE USED TO HAVE WHEN WE WERE WORKING. WHICH IS GOING TO THE PARKS GOING TO SOME OF OUR EVENTS, UM, ENJOYING THE CITY. DOWNTOWN IT'S A MESS.

AND ALTHOUGH YOU SAY THE TAX RATE OH, IT'S THE LOWEST PERCENTAGE WISE. IF IT'S MORE THAN I PAID LAST YEAR, AND IT'S MORE THAN TAXES AND INSURANCE, AND IT'S THE MOST I HAVE EVER PAID. IT'S CRAZY. IT'S CRAZY, AND IT'S MAKING IT SO THAT WE'RE LOOKING OTHER PLACES. TO LIVE AND WE SHOULDN'T HAVE TO. BECAUSE WE'VE INVESTED OVER 40 SOME YEARS HERE. AND IT'S HARD TO SAY NOW. BACK AWAY.
