ALL RIGHT, WE'RE GONNA GO AHEAD AND GET STARTED.
WE'VE GOT, UH, THE, SEVERAL OF OUR, OUR FIRST ITEMS HERE ON THE AGENDA ARE CONCERNING, UM, OUR BUDGET AND TAX RATE, UM, FOR THE YEAR.
[00:20:01]
UH, WE'VE GOT MULTIPLE AGENDA ITEMS, SOME OF WHICH HAVE MULTIPLE VOTES THAT HAVE TO BE TAKEN ON THEM.SO WE'VE GOT SOME PROCEDURAL THINGS TO WORK THROUGH HERE.
FIRST, UH, THE FIRST ITEM, ITEM SIX,
[6. Hold a Public Hearing on Proposed FY 2023/2024 Tax Rate]
HOLD A PUBLIC HEARING ON THE PROPOSED F Y 2324 TAX RATE.WE'LL GO AHEAD AND OPEN THE PUBLIC HEARING ON THIS ITEM.
IS THERE ANYONE WHO WOULD LIKE TO SPEAK ON THIS ITEM? SEEING NONE, WE WILL CLOSE THIS ITEM AND MOVE ON.
GOT MY PAGES OUT OF ORDER THERE.
UH, WE'LL MOVE ON TO ITEM SEVEN,
[7. Hold a Public Hearing on 2023-24 Proposed Budget]
HOLD A PUBLIC HEARING ON THE 2020 3 24 PROPOSED BUDGET.AT THIS POINT, WE'LL OPEN UP THE PUBLIC HEARING.
IS THERE ANYONE WHO WOULD LIKE TO SPEAK ON THIS ITEM? SEEING NONE, WE WILL CLOSE THE PUBLIC HEARING.
[8. Ordinance to Ratify the Property Tax Revenue for 2023-24]
ITEM EIGHT, EXCUSE ME, ORDINANCE.AND, AND I SHOULD ALSO MENTION THAT SOME OF THESE ITEMS HAVE VERY SPECIFIC LANGUAGE THAT HAVE TO BE READ ALONG WITH THEM AS WELL.
UH, ITEM EIGHT, ORDINANCE TO RATIFY THE PROPERTY TAX REVENUE FOR 2020 3 24.
I MOVE THAT THE CITY COUNCIL RATIFY A PROPERTY TAX REVENUE INCREASE OF $14,308,385 FROM LAST YEAR'S BUDGET.
OF WHICH $2,304,042 IS TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL.
WE HAVE A MOTION, UH, BY MAYOR PRO TIM BASS, SECOND BY COUNCIL MEMBER HEDRICK, AND THE APPROPRIATE LANGUAGE HAS BEEN COVERED.
ANY ADDITIONAL DISCUSSION ON THIS ITEM? MADAM SECRETARY, YOU PREPARE THE VOTE FOR US PLEASE.
AND COUNCIL HERE DJ ONE MORE TIME.
WE'LL SEE WHAT NO, HIT IT AGAIN.
UH, MAKE COUNCIL MEMBER OH, FOR DISCUSSION.
DID I MAKE IT THE VOTE HAS NOT, YOUR VOTE HAS NOT GONE THROUGH.
THANK, THANK, THANK YOU MAYOR.
UM, JUST, JUST FOR INFORM INFORMATION CLARITY, UH, THIS INFORMATION WAS SHARED AT OUR WORK SESSION.
I'D LIKE FOR CALL MISS, UH, STAFF UP TO, TO FOR CLARITY, UH, TO, UH, SHARE WITH US YOUR INFORMATION ON TAX RATE VERSUS WHAT IS BEFORE US HERE TONIGHT, THE DIFFERENCE BETWEEN THAT AND REVENUE TAX RATES.
WOULD YOU SHARE THAT INFORMATION WITH US AND WITH OUR PUBLIC TONIGHT? YES, SIR.
HAPPY TO SHARE THAT INFORMATION.
SO THE FOLLOWING, UH, KIND OF CLARIFICATION NOT ONLY APPLIES TO THIS ITEM, BUT ALSO AGENDA ITEM NUMBER 10, WHICH IS UPCOMING ON YOUR AGENDA.
UM, SO MAYOR CITY COUNCIL, UM, STATE LAW REQUIRES THAT SPECIFIC LANGUAGE BE READ FOR THE ADOPTION OF THE PROPERTY TAX RATE.
AS PART OF THIS LANGUAGE, THE PROPOSED 2324 PROPERTY TAX RATE MUST BE COMPARED TO THE 2324, NO NEW REVENUE RATE OF 63.64 CENTS PER A HUNDRED DOLLARS OF VALUATION.
THE NO NEW REVENUE RATE IS THE RATE WHICH GENERATES THE SAME AMOUNT OF PROPERTY TAX REVENUE AS WAS RECEIVED IN 20 22, 20 23.
THE CURRENT FISCAL YEAR, THE 2022, UH, EXCUSE ME, THE 20 23 20 24 PROPERTY TAX RATE IS EQUAL TO THE 2324 VOTER APPROVAL RATE, WHICH IS THE TAX RATE ALLOWED BY SB TWO WITHOUT GOING FOR VOTER APPROVAL, AND WILL PROVIDE APPROXIMATELY 3.5% OF ADDITIONAL REVENUE ABOVE THE PRIOR YEAR TO THE GENERAL FUND BY REQUIRING THAT WE COMPARE OUR PROPOSED TAX RATE UNDER CONSIDERATION TONIGHT TO THE NO NEW REVENUE RATE.
THIS INDICATES THAT WE ARE INCREASING THE CITY'S TAX RATE.
IN ACTUALITY THE 20 23 20 24 PROPOSED PROPERTY TAX RATE OF 68.97 CENTS IS A DECREASE OF 2.69 CENTS FROM THE PRIOR YEAR'S TAX RATE OF 71.67 CENTS PER A HUNDRED DOLLARS EVALUATION.
AND WE JUST DISCUSSED THIS EIGHT MINUTES AGO AND, AND I FORGOT, SO I APOLOGIZE.
UM, AT THIS POINT WE HAVE A MOTION AND A SECOND ON THE FLOOR, UH, TO APPROVE THIS ITEM AS PRESENTED.
COUNCIL MEMBER WILLIAMS. THERE
[00:25:01]
WE GO.AND MADAM SECRETARY DISPLAY THE VOTE.
THAT ITEM IS APPROVED UNANIMOUSLY.
[9. Adoption of the 2023-24 Budget]
NINE, ADOPTION OF THE 2020 3 24 BUDGET MAYOR PRO TIMM BASS.I MOVE TO RATIFY THE PROPERTY TAX RATE PRESENTED BY STAFF AND REFLECTED IN THIS BUDGET.
SECOND, I HAVE A MOTION, UH, ON THIS FIR THIS, THIS ITEM ACTUALLY HAS TWO PIECES.
UH, THE FIRST SECTION, UH, MOTION BY MAYOR PRO TIMM BASS.
A SECOND BY COUNCIL, UH, DEPUTY MAYOR PRO TIM MOORE.
ANY FURTHER DISCUSSION? MADAM SECRETARY, IF YOU CAN PREPARE THE VOTE FOR US, PLEASE COUNSEL AND DISPLAY THE VOTE.
AND THAT MOTION IS APPROVED UNANIMOUSLY.

A, TO INCREASE THE STORM WATER RESIDENTIAL RATE BY A DOLLAR 50 AND STORM WATER COMMERCIAL RATES BY 0.015, AN INCREASE OF 1.36 MILLION TO THE STORM WATER UTILITY FUND'S REVENUE, AND B, TO INCREASE THE LANDFILL'S MINIMUM FEE TO $45, AN INCREASE OF $147,453 TO THE GENERAL FUND'S REVENUE.

I HAVE A MOTION BY MAYOR PRO TEM BASS AND A SECOND BY DEPUTY MAYOR PRO TEM MOORE ON THE SECOND PART OF THIS SECTION.
ANY FURTHER DISCUSSION? MADAM SECRETARY, YOU CAN PRAY THE VOTE FOR US PLEASE.
I THINK WE MIGHT'VE, MAYOR, WE'RE GONNA HAVE TO TAKE THE VOTE AGAIN.
I CLEARED IT AND IT'S GONNA HA WE'RE GONNA HAVE TO VOTE IT AGAIN.
WILD FLOWERS GIVES EVERYBODY A CHANCE TO RECONSIDER THEIR THOUGHTS FROM 30 SECONDS AGO.
ALL RIGHT, LET'S TRY THIS AGAIN.
[10. Adoption of 2023-24 Property Tax Rate]
OF THE 2020 3 24 PROPERTY TAX RATE.I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF 68.97 CENTS PER $100, WHICH IS EFFECTIVELY A 8.38% INCREASE IN THE TAX RATE.
MY MOTION WILL BE IN TWO PARTS.
FIRST, I MOVE THAT THE RATE FOR DEBT SERVICES BE APPROVED IN THE AMOUNT OF 37 AND 5,600 OF A CENT.
WE HAVE A MOTION, I NEED A SECOND.
AND WE HAVE A MOTION BY MAYOR PRO TIMM BASS AND A SECOND BY COUNCIL MEMBER DUTTON.
ANY FURTHER DISCUSSION? MADAM SECRETARY, YOU CAN PREPARE THE VOTE FOR US PLEASE AND DISPLAY THE VOTE.
AND THIS FIRST SECTION OF THIS ITEM IS APPROVED UNANIMOUSLY.
SECOND, I MOVE THAT THE RATE FOR MAINTENANCE AND OPERATIONS BE APPROVED IN THE AMOUNT OF 31 AND 41 HUNDREDTHS OF A CENT.
I HAVE A MOTION, UH, BY MAYOR PRO TIM BASS AND A SECOND BY COUNCIL MEMBER HEDRICK THIS TIME HE'S BEEN TRYING
YOU KNOW, HE IS TRYING TO GET THIS IN THERE TO APPROVE THIS ITEM.
ANY FURTHER DISCUSSION? MADAM SECRETARY, IF YOU CAN PREPARE THE VOTE FOR US PLEASE AND DISPLAY THE VOTE.
AND THIS ITEM IS APPROVED UNANIMOUSLY.
[11. Rate and Fee Changes for 2023-24]
RATE AND FEE CHANGES FOR 23 2020 3 24.AND I DON'T BELIEVE THERE'S ANY SPECIFIC LANGUAGE FOR THIS.
OH, MAKE A MOTION TO APPROVE THE RATE AND FEE CHANGES FOR 2023.
HAVE A MOTION BY MAYOR PRO TIM BASS, A SECOND
[00:30:01]
BY COUNCIL MEMBER MORRIS TO APPROVE THIS ITEM AS PRESENTED, MADAM SECRETARY AND DISPLAY THE VOTE.AND THAT ITEM IS APPROVED UNANIMOUSLY.
[12. FY 2023-24 Civil Service Classifications and Compensation]

AND THAT ITEM IS APPROVED UNANIMOUSLY.
AND WHILE WE JUST MOVED THROUGH, UH, I'M NOT SURE HOW MANY VOTES WE JUST TOOK OVER A MATTER OF A COUPLE OF MINUTES.
UM, BUT I JUST, UH, AS ALWAYS WANT TO THANK OUR BUDGET STAFF.
UH, OF COURSE WHAT WE JUST APPROVED IN A COUPLE OF MINUTES.
UH, YOU BASICALLY WORK ON ALL YEAR, ESSENTIALLY WHEN WE APPROVE ONE, YOU START THE NEXT ONE.
SO I JUST WANT YOU TO KNOW WE APPRECIATE IT AND THANK YOU VERY MUCH FOR ALL YOUR EFFORTS.
AND I'M SURE YOU'VE ALREADY GOT C I P BINDERS THAT YOU'RE READY TO DELIVER TO US.
AND, AND WE'LL START ALL OVER AGAIN.
ALRIGHT, MOVING ON TO ITEM 13.
[13. Hold public hearings on:]
PUBLIC HEARING.THIS ITEM HAS TWO, UH, THIS ITEM ACTUALLY HAS TWO PIECES.
ITEM 13 A CONSIDER A ZONING REQUEST BY BLOOMING INVESTMENT GROUP L L C TO CONSTRUCT 51 MULTIFAMILY DWELLING UNITS IN A TOWNHOUSE STYLE CONFIGURATION.
THIS SITE IS LOCATED AT 600 WEST AVENUE D IN DISTRICT TWO.
IT ALSO HAS A SECOND PART, UH, CONSIDER A DETAILED PLAN.
GOOD EVENING, MAYOR AND COUNCIL.
LOAD UP THE PRESENTATION HERE.
ALRIGHT, SO THIS IS A PROPOSAL TO CONSTRUCT 51 MULTIFAMILY DWELLING UNITS IN A TOWNHOUSE STYLE CONFIGURATION.
THE, UH, LOCATION OF THE SUBJECT PROPERTY IS 600 WEST AVENUE D.
THIS IS REALLY JUST KIND OF ON THE SOUTHERN EDGE OF, UH, DOWNTOWN GARLAND.
THE ACREAGE OF THE SITE IS, UH, JUST OVER TWO ACRES AND, UH, THE ZONING DESIGNATION OF THE PROPERTY.
UM, MOST OF THE PROPERTY IS ZONED, UH, MULTIFAMILY ALREADY.
UM, AND THEN A PORTION, THE NORTHERN, UM, KIND OF TIP REALLY OF THE PROPERTY IS ZONED IN THE DOWNTOWN DISTRICT.
SO THE REQUEST THIS EVENING IS, UM, TO, UH, BRING IT ALL INTO ONE, UH, ZONING DISTRICT UNDER A PLANNED DEVELOPMENT PD, UH, DISTRICT.
HERE'S THE GENERAL LOCATION OF THE SUBJECT PROPERTY, AGAIN, LOCATED KIND OF ON THE SOUTHERN END OF THE DOWNTOWN AREA THAT IS ALMOST DEAD CENTER IN THE MIDDLE OF THE CITY.
UH, THIS IS THE LOCATION OF THE SUBJECT PROPERTY.
IF YOU CAN SEE THE KIND OF TEAL OUTLINE THERE.
UM, THIS IS WEST AVENUE D TO THE NORTH.
IT DOES HAVE JUST A LITTLE BIT OF FRONTAGE ON WEST AVENUE D.
IT'S ALSO GOT, UH, FRONTAGE ALONG, UH, SOUTH SIXTH STREET, UH, PROBABLY ABOUT 200 OR SO FEET OF FRONTAGE ALONG SOUTH SIXTH STREET.
UH, IT'S GOT A LITTLE BIT OF FRONTAGE ALONG, UH, WEST AVENUE F UM, AND THEN THAT'S THE, UH, RAILROAD THERE ON THE WEST.
UH, SO AS, AGAIN, AS YOU CAN SEE, MOST OF THE SITE IS ZONED, UH, MULTIFAMILY, KINDA STRAIGHT MULTIFAMILY ONE.
A LITTLE BIT OF IT, UH, ON THE NORTHERN PORTION IS ZONED DOWNTOWN.
UM, TO THE EAST OF THE SUBJECT PROPERTY IS A MIX OF SOME SINGLE FAMILY LOTS AS WELL AS SOME AUTO USES.
THERE'S A CHURCH AS WELL ACROSS, UH, SOUTH SIXTH STREET, UH, TO THE NORTH, UH, ACROSS WEST AVENUE.
D IS A VALERO STATION AND CONVENIENCE STORE, UH, TO THE WEST.
ACROSS THE RAILROAD IS A, A FUNERAL HOME AS WELL AS A SMALL APARTMENT COMPLEX.
AND TO THE SOUTH, UM, IS KIND OF A MIX OF MORE SINGLE FAMILY HOMES, AS WELL AS SEVERAL SMALL APARTMENT COMPLEXES, UM, DOWN AROUND AVENUE G.
UH, THE COMPREHENSIVE PLAN IDENTIFIES THIS AREA AS TRADITIONAL NEIGHBORHOODS, ALTHOUGH AGAIN, IT IS CURRENTLY ZONED.
UH, THE MAJORITY OF THIS SITE IS ZONED MULTI-FAMILY AND IS SURROUNDED BY OTHER MULTI-FAMILY, UH, ZONING DISTRICTS AS WELL.
UM, JUMPING DOWN TO THIS THIRD PARAGRAPH, THE PROPOSED DEVELOPMENT WILL PROVIDE ADDITIONAL HOUSING IN THE DOWNTOWN AREA.
UH, IN ADDITION, THE MAJORITY OF THE PROPERTY IS CURRENTLY ZONED FOR MULTIFAMILY USE, AS I'VE STATED.
AND, UM, IS ADJACENT TO SEVERAL OTHER MULTIFAMILY ZONE PROPERTIES.
UM, IN REGARDS TO ECONOMIC DEVELOPMENT.
UM, NEW MULTIFAMILY DEVELOPMENT IS, UM, THE SECOND HIGHEST REVENUE PER ACRE GENERATOR PER THE, UM, APPROVED ECONOMIC DEVELOPMENT, UH, STRATEGIC PLAN.
AND, UM, PER THE ECONOMIC DEVELOPMENT DEPARTMENT TO HELP CREATE A MORE VIBRANT DOWNTOWN, UH, MORE
[00:35:01]
RESIDENTIAL UNITS ARE NEEDED.THERE'S A GOAL OF, UH, UM, ADDING ADDITIONAL, UM, 1200 UNITS, ACTUALLY THE DOWNTOWN AREA.
AND OF COURSE, THIS PROPOSAL DOES THAT.
IT'S 51 ACRES ADDED TO THE GREATER DOWNTOWN AREA OF GARLAND.
HERE'S SOME PHOTOS OF THE AREA, INCLUDING THE, UH, VALERO STATION, JUST NORTH OF THE SUBJECT PROPERTY ACROSS AVENUE D.
AND THIS IS THE SUBJECT PROPERTY.
YOU CAN SEE THE, OBVIOUSLY THE RAILROAD THERE ON THE WESTERN EDGE OF THE PROPERTY.
UM, THIS IS LOOKING SOUTH, SOUTH OF THE SUBJECT PROPERTY OF ACROSS AVENUE F AND THIS IS JUST LOOKING STRAIGHT WEST DOWN AVENUE D.
HERE'S THE PROPOSED SITE PLAN.
UM, IT DOES CONSIST OF, UH, SIX, UH, BUILDINGS, UH, FIVE MULTI, WELL, REALLY SIX MULTIFAMILY BUILDINGS.
THAT INCLUDES THE CLUBHOUSE HERE ON THE NORTHERN PORTION.
THERE'LL ACTUALLY BE A UNIT, UH, IN THERE AS WELL.
AND THE AMEN AREA OVER HERE, UH, TOWARDS AVENUE D.
THIS IS AVENUE D TO THE NORTH AVENUE F UH, TO THE SOUTH.
UM, I SHOULD NOTE, UH, MAYOR AND COUNCIL.
THE, UM, SOUTH SIXTH STREET SHOWN HERE, WHICH THE PROPERTY HAS SOME FRONTAGE ON.
UM, THAT IS, UM, SOUTH SIXTH STREET IS PART OF AN APPROVED C I P PROJECT.
SO THERE WILL BE IMPROVEMENTS, CURB AND GUTTER SIDEWALKS, THAT SORT OF THING.
ALONG AVENUE, UH, OR EXCUSE ME, SOUTH SIXTH STREET.
UH, THE APPLICANT DOES PROPOSE SIX FOOT SIDEWALKS, HOWEVER, WHERE THEY DO HAVE FRONTAGE, UM, STREET FRONTAGE, UH, THE SHOULD NOTE THAT THE, UM, PROPOSAL MEETS THE PARKING REQUIREMENTS OF THE G D C AND THEY'LL ACTUALLY ALL BE ONE BEDROOM.
UH, THERE'S A MIX OF SOME EFFICIENCIES AS WELL, BUT, UH, BUT ALL ONE BEDROOM AND, AND EFFICIENCIES, THERE ARE A FEW DEVIATIONS ASSOCIATED WITH THE REQUEST.
WE'LL KIND OF GO INTO HERE IN A FEW SLIDES.
THE KIND OF CLOUDED BUBBLE HERE IS JUST HIGHLIGHTING THE AREA WHERE THE DEVIATIONS ARE, UM, FOCUSED FOR ACTUALLY NOT JUST LANDSCAPING, BUT, UM, AMENITIES AND, UH, SETBACKS AS WELL.
AS YOU CAN SEE, THE PROPERTY GREATLY KIND OF NECKS DOWN AND SHRINKS, AND IT'S KIND OF SQUEEZED THINGS DOWN.
SO THAT'S THE PRIMARY TRIGGER FOR THE, SOME OF THE DEVIATIONS ON THAT, ESPECIALLY ON THE NORTHERN SIDE OF THE PROPERTY.
UH, BUT OTHERWISE THE REST OF THE SITE, INCLUDING THE FRONTAGE ALONG AVENUE F UM, MEETS THE KINDA TREE PLANTINGS AND SHRUB PLANTING REQUIREMENTS OF THE G D C.
HERE ARE THE BUILDING ELEVATIONS.
UM, AGAIN, IT'S KIND OF A TOWNHOUSE, UM, RELATIVELY LOWER DENSITY STYLE OF, OF MULTIFAMILY DEVELOPMENT.
AS YOU CAN SEE, I'LL KIND OF RUN THROUGH THESE.
THERE'S SOME THREE D RENDERINGS HERE AS WELL IN A FEW SLIDES.
UH, SOME OF THE UNITS WILL HAVE KIND OF THEIR OWN PRIVATE GARAGES, BUT THERE'S OTHERWISE SOME KIND OF STREET PARKING WITHIN THE DEVELOPMENT AS WELL AS SOME SURFACE PARKING.
HERE ARE THE ELEVATIONS OF THE CLUBHOUSE, AND HERE'S SOME THREE D RENDERINGS PROVIDED BY THE DEVELOPER.
THEY, UM, GENERALLY FOLLOWED KIND OF IN THE MF ZERO HORIZONTAL MULTIFAMILY, UM, STANDARDS, BUT THERE WERE SOME EXCEPTIONS WHERE THE DEVELOPER FELT REALLY ARCHITECTURALLY.
FOR EXAMPLE, THE BUILDING DEFI BUILDING DESIGN MADE MORE SENSE TO FOLLOW THE MF ONE AND F TWO STANDARDS, WHICH IS REALLY MORE MULTIFAMILY BUILDINGS THAN F ZERO.
AS YOU MAY RECALL, THE BUILDING DESIGN STANDARDS REALLY FOLLOW SINGLE FAMILY HOMES.
SO THE, UM, ARCHITECT FELT REALLY THE, UM, UH, THE OTHER STANDARDS FOR THE MORE URBAN MULTIFAMILY MADE MADE MORE SENSE.
SO, WE'LL THAT'LL, THAT'S LISTED IN THE DEVIATION TABLE, BUT JUST WANTED TO MENTION THAT AS WE KINDA LOOK AT THE ELEVATIONS THERE.
SO THERE ARE, UM, I BELIEVE SEVEN, UH, DEVIATIONS ASSOCIATED WITH THIS DEVELOPMENT.
JUST KIND OF WANNA MENTION A FEW THINGS.
FIRST, AS WE KIND OF, UM, MEASURE DEVIATIONS, OF COURSE.
UH, ONE OF THE BIG FACTORS, UH, THAT WE OFTENTIMES SEE IS, IS THE NATURE OF THE SITE AND THE DIFFICULT, UH, DIFFICULTY OF DEVELOPING SOME OF THESE SITES.
UM, AS YOU CAN SEE, THE SITE IS FAIRLY SMALL AND DOES NECK DOWN AT ONE PARTICULAR LOCATION.
AND, UM, OFTENTIMES AS WE'VE SEEN, THERE'S A REASON WHY, WHY A LOT OF THESE SITES ARE, HAVE BEEN VACANT FOR SO LONG.
UM, AND IT'S, IT'S VERY DIFFICULT OFTENTIMES TO MEET ALL G D C REQUIREMENTS AND TECHNICAL REQUIRE, UH, TECHNICAL STANDARD REQUIREMENTS, UM, WHILE ALSO MAKING THE PROJECT, UM, FEASIBLE FOR A DEVELOPER TO MOVE FORWARD WITH IT.
UM, OF COURSE, ONE FACTOR HERE, AND AS WE'VE SEEN BEFORE, IS KIND OF MIXING WHEN YOU SEE SOME OF THESE UNIQUE STYLE OF MULTIFAMILY DEVELOPMENTS, KIND OF WHICH STANDARDS TO FOLLOW.
SO THERE'S SOME MIXING AND MIXING AND MATCHING OF KIND OF THE MF ZERO AND M F ONE AND F TWO STANDARDS AS IT MAKES SENSE FOR THE, THE PARTICULAR PROJECT AT HAND.
UM, AND THEN OF COURSE, JUST THE APPROPRIATENESS AND DESIRED LAND USE.
UM, UM, AND, AND JUST DO THE DEVIATIONS, YOU KNOW, DO THEY, UM, IS IT STILL A PROJECT THAT'S, THAT'S DESIRABLE AND DOES IT MAKE SENSE? SO JUST SOME OF THE FACTORS WE, WE LOOK AT, OF COURSE, BUT I'LL KIND OF RUN THROUGH THESE.
UH, MAYOR THE FIRST TWO ARE, UM, ACTUALLY PRETTY RELATED.
UH, BUILDING SETBACKS, AMENITIES.
THIS IS REALLY, UM, ALL FOCUSED ON THAT NORTHERN SECTION OF THE PROPERTY WHERE IT
[00:40:01]
NECKS DOWN AND BECOMES VERY NARROW.UM, THE, THE SETBACKS DO SHRINK DOWN WHERE THE AMENITY, BUILDING THE CLUBHOUSE, UM, UH, UM, TO KIND OF NARROW DOWN TO, UM, SHORTER TO LEAD TO SHORTER SETBACKS.
UM, VERY SIMILAR WITH THE AMENITIES, DESPITE IT ONLY BEING 51 UNITS, WHICH IS SIGNIFICANTLY SMALLER THAN MOST MULTI-FAMILY DEVELOPMENTS WE SEE THE APPLICANT DID COMMIT TO PROVIDING, UM, AMENITIES FOR, UM, FOR THE RESIDENTS.
SO, UM, SOME OF THE SIZE, UM, SIZES THAT THE G D C PRESCRIBES THE APPLICANT COULDN'T QUITE MEET.
UM, HOWEVER, THEY DO STILL PROVIDE, UM, AMENITIES THROUGH A SWIMMING POOL, UM, A CLUBHOUSE AS WELL AS OUTDOOR SEATING TABLES AND A BARBECUE GRILL AREA.
UM, I MENTIONED EARLIER THERE'S SOME EFFICIENCY UNITS.
THE G D C HAS A MAXIMUM OF 10% OF UNITS, UH, SHALL BE EFFICIENCY UNITS.
THESE ARE A MINIMUM OF 500 SQUARE FEET IN SIZE.
UH, THE DEVELOPER IS PROPOSING, UM, FOR THE EFFICIENCY UNITS 582 SQUARE FEET, UH, BUT THEY WOULD EXCEED THAT 10%.
UM, THEY'RE PROPOSING 11 EFFICIENCY UNITS, THAT'S ABOUT 21.5%.
UM, AS THE APPLICANT HAS NOTED, UM, THE PURPOSE OF THESE EFFICIENCY UNITS IS TO PROVIDE AN IN-DEMAND LIVING OPTION AT A DIFFERENT PRICE POINT WHILE, UH, STILL PROVIDING ACCESS TO A, UH, GARAGE AMENITY, UH, DENSITY.
UM, THE APPLICANT FOR THE MOST PART FOLLOWED THE MF ZERO STANDARDS THAT DOES HAVE A 12 UNIT PER ACRE MAX.
JUST FOR COMPARISON'S SAKE, MF ONE HAS 18 UNITS PER ACRE, THEN IT STAIR STEPS UP TO MF TWO, WHICH IS 32 UNITS PER ACRE.
UH, THE APPLICANT IS PROPOSING, UH, 23.4 DWELLING UNITS PER ACRE.
THAT'S JUST THE MATH OF THE 2.15 ACRE PROPERTY.
THEY'RE PROPOSING 51 UNITS, SO IT, UH, COMES OUT TO ABOUT 23 UNITS PER ACRE.
UH, AS THE APPLICANT HAS WRITTEN, THIS DEVIATION WILL ALLOW FOR A DEVELOPMENT DENSITY, WHICH MAKES THE PROJECT ECONOMICALLY VIABLE, WHILE ALSO MAKING THE DEVELOPMENT COHESIVE WITH, UH, THE DENSITY OF THE SURROUNDING DOWNTOWN ENVIRONMENT.
UH, GARAGE PARKING MF ZERO, UH, STANDARDS REQUIRE A, AN ATTACHED GARAGE.
AGAIN, THE MF ZERO IS KIND OF THAT SINGLE FAMILY STYLE, MULTI-FAMILY, UH, SINGLE FAMILY RENTALS AS WE CALL 'EM, OR HORIZONTAL MULTI-FAMILY.
UH, THE APPLICANT DOES PROPOSE, UH, 22 GARAGE, UH, SPACES.
SO A NUMBER OF UNITS WILL HAVE THAT, BUT OTHERWISE THEY'LL HAVE, UM, AVAILABLE PARKING WITHIN THE DEVELOPMENT AS WELL.
AND, UM, MR. PATEL, THE APPLICANT CAN SPEAK A LITTLE BIT MORE TO HOW THAT'LL BE MANAGED, BUT THERE'S KIND OF A MANAGEMENT PLAN FOR HOW PARKING WILL BE ALLOCATED, UM, FOR GARAGES VERSUS SURFACE PARKING.
UH, BUT AGAIN, OTHERWISE IT, IT MEETS ALL PARKING REQUIREMENTS OF THE G D C MEETS THE MINIMUM NUMBER.
UM, AND THEN SCREENING AND LANDSCAPING, AGAIN, THIS REALLY JUST HAS TO DO WITH THAT NECK DOWN AREA ON THE NORTH, UH, NORTHERN, UH, PORTION OF THE SITE.
UM, HOWEVER, I MEAN, REALLY THE APPLICANT HAS, UM, PROVIDED THE TREES AND SHRUBS WHERE IT IS POSSIBLE.
UM, AND, UH, ONE OF THE REASONS, ONE OF THE FACTORS AS WE'VE NOTICED, UH, OR NOTED HERE AND THAT THE APPLICANT HAS PROVIDED US IN THE JUSTIFICATION IS, UM, IT WAS VERY IMPORTANT.
UH, THERE WERE KIND OF SOME BACK AND FORTH AND REITER REITERATIONS OF THE SITE PLAN.
IT WAS VERY IMPORTANT FOR THE DEVELOPER TO MEET THE PARKING REQUIREMENTS, NOT HAVE A PARKING DEVIATION.
SO, UM, SOME OF THE LANDSCAPE BUFFERS AND WHAT AND WHATNOT KINDA SHRUNK DOWN A LITTLE BIT IN ORDER TO MEET THOSE MINIMUM NUMBER OF PARKING SPACES AS WELL AS OTHER TECHNICAL REQUIREMENTS SUCH AS, UM, YOU KNOW, FIRE LANE REACH AND DRIVEWAY WIDTHS AND THINGS OF THAT NATURE.
AND THEN FINALLY, THE, THE LAST ONE IS BUILDING DESIGN.
I KIND OF TOUCHED ON THIS EARLIER, BUT, UM, THE APPLICANT, UH, REALLY ARCHITECTURALLY FELT THAT MF ONE, MF TWO STANDARDS WERE MORE APPROPRIATE FOR THE BUILDING DESIGN RATHER THAN FOLLOWING MORE SINGLE FAMILY STANDARDS.
UM, SO, UH, THAT'S, THAT'S THE REASON BEHIND THAT DEVIATION REQUESTS, UH, MAYOR'S STAFF'S RECOMMENDATION IS APPROVAL OF THE REQUEST THAT INCLUDES BOTH THE CHANGE IN ZONING AND THE DETAILED PLAN AND THE PLAN COMMISSION RECOMMENDED APPROVAL AS WELL DURING THEIR AUGUST 14TH MEETING.
THAT WAS WITH A SEVEN TO ZERO VOTE OF BOTH THE ZONING CHANGE AND THE PLAN DETAILED PLAN.
AND, UH, MAYOR, WE, UH, MAILED OUT 99 NOTIFICATION LETTERS ON THIS CASE.
UH, ONE OF THOSE WAS WITHIN THE NOTIFICATION AREA, ONE OUTSIDE AND TWO AGAINST, UH, THE REQUEST.
AND, UH, THOSE WERE BOTH WITHIN THE NOTIFICATION AREA.
I'LL BE GLAD TO ANSWER YOUR QUESTIONS.
ANY QUESTIONS FOR STAFF ON THIS ITEM? I SEE NONE.
MAYOR, I DON'T BELIEVE WE HAVE A SPEAKER CARD FOR THE APPLICANT, BUT I BELIEVE THE APPLICANT IS PRESENT.
I DO NOT HAVE A CARD FOR THE APPLICANT.
UH, AT THIS POINT, UM, COUNSEL, OBVIOUSLY THE APPLICANT IS HERE.
UM, DO WE HAVE ANY QUESTIONS FOR THE A? OH, HE'S GOT A PRESENTATION.
IF NO, IF YOU WANNA PROCEED, I'M GONNA NEED YOU TO FILL OUT A SPEAKER CARD, UH, BEFORE YOU, BEFORE YOU LEAVE.
UM, AND ONCE WE GET YOUR PRESENTATION UP,
[00:45:01]
NOT SURE I KNOW HOW TO MAKE THIS FULL SCREEN THERE.UH, THIS IS A NEW APP OR A NEW, UH, PROGRAM? IS IT F FIVE? F FIVE THING?
JUST MOVE, SCROLL UP AND DOWN, RIGHT? OKAY.
AND SIR, BEFORE YOU START, IF I CAN GET YOUR NAME AND ADDRESS FOR THE RECORD, YOU'LL HAVE 10 MINUTES TO MAKE YOUR PRESENTATION AND OR ANSWER QUESTIONS.
CONTROL L, CONTROL L APPARENTLY IS THE MAGIC COMBINATION.
UNFORTUNATELY THAT MAGIC DIDN'T HAPPEN IS THE
AND I APOLOGIZE FOR TAKING SO LONG TO, TO BUZZ IN HERE.
THERE'S QUITE A BIT OF DETAIL IN THESE, UM, PROPOSED DEVIATIONS.
AND SO I DO HAVE SOME QUESTIONS FOR STAFF.
SO WILL, ON THE, UH, SETBACK FOR THE SWIMMING POOL, DO WE NOT HAVE ANY, UH, SPECIFIC REQUIREMENTS, YOU KNOW, FOR SAFETY OR SUCH FOR, UH, SWIMMING POOL SETBACKS? UM, NOT PARTICULARLY.
UM, THE, THIS FULL, THE POOL AS I, I BELIEVE WOULD NEED TO BE FENCED FOR LIABILITY PURPOSES.
I BELIEVE THAT'S A BASIC BUILDING CODE REQUIREMENT.
SO, UH, THERE WOULD NEED TO BE THAT, BUT NO OTHER PARTICULAR SETBACK OTHER THAN JUST FOLLOWING THE GENERAL, UH, BUILDING SETBACKS.
AND THEN, UM, RELATED TO THE DENSITY, UM, SO THE REQUIRED, SO DENSITY FOR MF ZEROS 12 DENSITY FOR MF ONE IS 18.
UM, DO WE HAVE ANY, UM, ANY MULTIFAMILY DESIGNATIONS THAT HAVE, UH, GREATER DENSITY CLOSER TO WHAT THE APPLICANT IS REQUESTING? YES, SIR.
I KNOW WE DIDN'T INCLUDE ON THE PRESENTATION.
I, I THINK I MENTIONED IT VERBALLY ONLY, BUT, UM, MF TWO WOULD BE THE NEXT DISTRICT UP, WHICH ALLOWS UP TO 32 UNITS PER ACRE THAT WAS, WAS CREATED.
THAT'S KIND OF YOUR, UM, INTENTIONALLY HIGHER DENSITY.
TYPICALLY HIGHER BUILDING HEIGHTS, YOU GO UP TO 50, UH, 50 FEET IN HEIGHT OF THAT ZONING DISTRICT.
BUT YES, SIR, 32 UNITS PER ACRE WOULD BE THE MAX FOR MF TWO, WHICH IF THEY WERE FOLLOWING THOSE STANDARDS, THEY WOULD COMPLY WITH THAT DENSITY.
I WAS THINKING THAT I DIDN'T CATCH THAT IN YOUR PRESENTATION, BUT THANK YOU.
UM, AND THEN DID YOU SAY THE APPLICANT'S GOING TO ADDRESS THE GARAGE PARKING DEVIATION? UH, I BELIEVE SO.
IF THERE ARE QUESTIONS, UM, ABOUT IT, HE, HE'S HERE TO ADDRESS THAT.
I'M LOCATED AT 18,300 MINNETONKA BOULEVARD, ZETA, MINNESOTA 5 5 3 0 5.
SO I AM HERE AND TO SAY THANK YOU FIRST AND FOREMOST, IT'S TAKEN US A WHILE TO GET HERE.
UH, WE HAD MEETINGS INITIALLY WITH STAFF AND AS WELL AS, UH, DEBORAH TO INTRODUCE THIS AS WELL AS THE NEIGHBORHOOD MEETINGS.
IT'S A SHORT PRESENTATION, I THINK WILL, HAS DONE A STUPENDOUS JOB AND THE STAFF HAS GONE THROUGH THIS WITH, UH, FINE TOOTH COMB.
AND I THINK, UH, THIS PROJECT'S, I THINK REALLY, REALLY CHALLENGING.
UH, WE HAD SOME HICCUPS ALONG THE WAY, BUT I THINK, UH, YOU KNOW, ULTIMATELY IT CREATES A GOOD PROJECT.
SO, UH, YOU KNOW, THIS IS JUST REITERATING SOME OF THESE SLIDES OF EXACTLY THE SITE AND THE DIFFICULT NATURE OF IT.
ONE THING THAT EVERYBODY, UH, SORRY, NOT EVERYBODY, BUT WHAT WE HAD TO DEAL WITH THIS SITE IS JUST THE NARROWNESS OF IT.
AND FOR US TO GET ENOUGH, UH, CLEARANCES FOR FIRE LANE AND, AND AS WELL AS THE BUILDINGS AND, UM, THE PARKING AND ALL THAT HAS CREATED THIS AND KIND OF UNIFORMED THIS DOWN FROM A INITIALLY 58, UH, UNIT PROJECT DOWN TO THE 51 UNIT PROJECT.
IN ORDER TO MAKE EVERYTHING MEET, I, YOU KNOW, WE DO HAVE DEVIATIONS.
UNFORTUNATELY, WE HAD TO GIVE AWAY SOME LAND, UH, LANDSCAPING IN ORDER TO CREATE SOME PARKING.
SO THEN THAT WAY WE WOULDN'T HAVE AN ISSUE WITH PARKING.
WE WANTED TO MAKE SURE THAT WE CONTAINED, AND THAT WAS ONE OF THE PROMISES I HAD MADE, IF I'M NOT MISTAKEN, UM, DEBRA IS JUST THAT, UH, TO THE NEIGHBORHOOD AS WELL AS WE DIDN'T WANT SPILLOVER.
SO WHAT WE DID IS WE KIND OF CONTAINED EVERYTHING IN AND, UM, ALLOCATED SOME PARKING.
INITIALLY WE WERE GONNA HAVE TANDEM STALLS, WHICH ADDRESSES
[00:50:01]
SOME OF THE GARAGE ISSUES.WE WERE GONNA HAVE SOME TANDEM PARKING RIGHT BEHIND THE GARAGES.
BUT WHAT WE DID IN OUR LAST RENDITION IS WE REMOVED, UM, THAT PARTICULAR TANDEM PARKING AND CREATED OUR SUB-PAR, WHICH IS THE SECONDARY PARKING.
UH, I DON'T KNOW IF YOU CAN SEE THAT, BUT RIGHT HERE ON THIS SIDE, RIGHT HERE.
SO WE CREATED THAT AND WE KIND OF AUGMENTED SOME OF THE UNITS IN ORDER TO MAKE THAT INTO A 51 UNIT COMPLEX.
UM, YOU KNOW, WHEN WE LOOK AT THE ARCHITECTURE OF IT AND THE NATURE, WE WANTED TO MAKE SURE THAT AS WE'RE BRINGING, AND THERE WAS HUGE DISCUSSIONS, UH, EARLY ON IN REGARDS TO WHAT WE WANT TO DO WITH THE DOWNTOWN, AND WE'RE HERE TO FACILITATE WHAT THE OVERALL GOAL OF, UM, THE DENSITY IN DOWNTOWN.
AND SO WE KIND OF HAD TO PLAY AROUND WITH IT.
BUT BASICALLY THE INTERIORS ARE EFFICIENT AND AS WELL AS ONE UNIT FOR THE MILLENNIALS, OR, AND I'M GONNA USE DEMOGRAPHICS, I HOPE YOU DON'T MIND, BUT THE MILLENNIALS, IN ORDER TO CAPTURE THEM BECAUSE THEY'RE THE ONES WHO ARE GONNA THRIVE ON THIS NEW PARK IN THE CENTRAL AREA THAT YOU GUYS HAVE CREATED, AS WELL AS WE, UH, THE OTHER DEMOGRAPHIC IS A LITTLE OLDER CLIENTELE THAT IS OUT THERE, UM, THAT BASICALLY WANTS TO DOWNSIZE AND YET HAVE A GARAGE BY THEMSELVES, SINGLE STORY POSSIBLY.
SO THEN THAT WAY WE HAVE ACCESSIBILITY OR NON-ACCESSIBLE ISSUES.
UM, SO THE UNITS WERE DESIGNED IN THAT KIND OF FASHION.
THE ARCHITECT DID A, A GREAT JOB WITH IT.
UM, A REALLY SIMPLE CLEAN LOOK.
AND WE, ONCE AGAIN, THE ARCHITECTURE KIND OF FOLLOW THAT INSIDE AND OUTSIDE IN ORDER TO ENTICE PEOPLE.
THIS IS A KIND OF A LOOK IN THE MAIN LOBBY OR THE CLUBHOUSE AREA.
UM, YOU KNOW, SOFT AND HARD COLORS IN ORDER TO MAKE IT ENTICING, UH, AND COMFORTABLE A LITTLE BIT MORE OF THE ARCHITECTURE, THE, YOU KNOW, UM, THE ELEVATIONS DON'T DO IT JUSTICE BECAUSE OF THE COLOR RENDERINGS OF HOW THEY WERE PRINTED.
BUT, UH, WE DO HAVE A NICE MIXTURE OF COLORS AND TONES AND MATERIALS IN ORDER TO INCORPORATE THAT.
I THINK WE'LL SHARE THIS, UH, IMAGE AS WELL IN REGARDS TO THE CLUBHOUSE.
I'M HERE REALLY TO ANSWER YOUR QUESTION AND SAY THANK YOU.
STAFF HAS BEEN INCREDIBLE IN THE LAST COUPLE YEARS, UH, SINCE WE GOT TO MEET THEM AND AS WELL GO THROUGH 'EM.
UM, I THINK THIS IS A GREAT PUBLIC PART, PRIVATE PARTNERSHIP AND AT LEAST ON OUR SIDE, MAYBE ON YOUR SIDE,
QUESTIONS FOR THE APPLICANT? MAYOR PRO, TIM BASS.
APPRECIATE YOU COMING OUT HERE TODAY.
UM, SO CAN WE GO BACK TO THE SLIDE WHERE IT SHOWS THE, I GUESS THE WHOLE LAYOUT? WE CAN TALK ABOUT PARKING MM-HMM.
SO HOW MANY, UM, GARAGES ARE THERE? 22.
AND THEN HOW MANY PARKING SPACES ARE THERE? UM, WE WENT BACK AND FORTH, SO MY MEMORY'S A LITTLE FOGGY 'CAUSE I'VE GOT A FEW PROJECTS.
HOW MANY DO WE HAVE END UP TOTAL? 30 71 TOTAL.
SO SUFFICIENTLY MORE THAN THE 51 UNITS? MM-HMM.
AND JUST OUTTA CURIOSITY, WHAT IS THE DEPTH OF THE DRIVEWAYS? UH, IN CERTAIN INSTANCES THEY GO AS HIGH AS 25 FEET, IF I'M NOT MISTAKEN.
SO DEFINITELY LARGE ENOUGH FOR SOMEBODY TO PUT ANOTHER CAR IN THE DRIVEWAY AS WELL.
IS THERE, UM, A SIDEWALK GOING ALONG IN INSIDE THE, IN THE INTERIOR AS WELL? YES, WE HAVE SIDEWALKS COMING IN.
YOU HAVE COMING HERE AND HERE.
OKAY, ANY ADDITIONAL QUESTIONS FOR THE APPLICANT? COUNCILOR MORRIS.
UM, ONE QUESTION I DIDN'T HEAR IN THE PRESENTATION, BUT I THINK MIGHT BE OF INTEREST TO EVERYBODY, THE, UM, EFFICIENCIES YOU SAID ARE GONNA BE ABOUT 582 SQUARE FEET.
YEAH, THAT RANGE ALL THE WAY UP TO 35.
SORRY, I GOT THE NUMBERS HANDY.
OH YEAH,
UH, THE ONE, THE STANDARD ONE BEDROOMS, UH, WE'RE SHOWING, UM, THE G D C PRESCRIBES A MINIMUM OF 650 SQUARE FEET, BUT MR. PATEL AND HIS TEAM ARE PROPOSING BETWEEN 850 AND 1038 SQUARE FEET.
I DON'T HAVE, I'VE GOT TOO MANY NUMBERS THERE.
[00:55:01]
I TOTALLY UNDERSTAND.UM, THAT WAS REALLY THE ONLY QUESTION I WANTED TO RAISE.
IF NO ONE ELSE HAS QUESTIONS, I'LL, UH, ANY ADDITIONAL QUESTIONS FOR THE APPLICANT? I WILL SAY, I THINK THIS'S A VERY INTERESTING PROJECT.
I LIVED IN AN EFFICIENCY APARTMENT ABOUT 40 YEARS AGO.
I DIDN'T THINK ANYBODY WAS DOING THOSE ANYMORE.
I REMEMBER LIVING, UH, YOU KNOW, HAVING THAT SPACE.
AND ACTUALLY THERE ARE DAYS WHEN THAT'S KIND OF APPEALING TO ME NOW.
BUT, UH, THANK YOU FOR YOUR PRESENTATION, COUNCILOR MORRIS.
AND COUNSEL, I WILL SAY, UM, YES, THIS HAS BEEN A PROJECT THAT'S BEING, UH, OH, I'M SORRY.
YEAH, I NEED TO STOP YOU FOR JUST A SECOND.
IS THERE ANYONE WHO WOULD LIKE TO SPEAK ON THIS ITEM? SORRY, I SKIPPED THAT SECTION YOU WANNA SPEAK ON? OH, I'M SORRY.
BEFORE YOU LEAVE, YOU'RE GONNA HAVE TO COME DOWN OR HOLLER REAL LOUD
UH, WE DIDN'T HAVE A, A SPEAKER CARD.
I'LL NEED YOU TO FILL OUT A SPEAKER CARD BEFORE YOU LEAVE.
IF YOU COULD GIVE US YOUR NAME AND ADDRESS FOR THE RECORD AND YOU WILL HAVE THREE MINUTES.
UH, HOLLY SANBORN 2/4/02 RIDGECREST GARLAND, TEXAS.
MY ONLY, UH, QUESTION WAS ABOUT THE RAILROAD TRACK.
IS THERE A FENCE ALONG THE, HOW HIGH IS THE FENCE? AND AS FAR AS THE RAILROAD TRACK, WHAT'S THE DISTANCE FROM THE RAILROAD TRACK TO THE FENCE? I BELIEVE, UM, WELL, IF I'M NOT MISTAKEN, WE MET THAT CRITERIA 25 FEET AND THE HEIGHT OF THE FENCE IS SIX FEET.
OKAY, I'M GONNA NEED, YEAH, SORRY.
IS IT, UM, SECURED, SECURED ENTRANCE SO THAT YOU DON'T HAVE PEOPLE WANDERING IN TO USE A SWIMMING POOL AND THINGS LIKE THAT? YES, WE DO HAVE, WE'RE GONNA HAVE MANAGEMENT ON SITE.
SO ANSWER IS NO, WE DON'T HAVE, IT'S NOT A GATED COMMUNITY BY ANY MEANS.
BUT WE WILL HAVE MANAGEMENT ON SITE AND IT IS GONNA BE A SECURE VIS-A-VIS LIGHTING AND AS WELL AS MANAGEMENT AND SECURITY.
COUNCILOR REMORSE, I THINK WE'LL GO BACK TO YOU.
ARE YOU SURE? I AM CERTAINLY POSITIVE
WELL, THIS IS A, EVERYONE HAS SAID IT AND IT'S TRUE.
UM, THIS IS A VERY DIFFICULT TRACK ON VERY MANY LEVELS.
AND SO THEY HAVE BEEN WORKING STEADFASTLY AND, AND WILL HAS BEEN WORKING WITH THEM STEADFASTLY ON THIS FOR A YEAR.
UM, WE DID HAVE A MEETING LAST YEAR HOSTED BY THE CHURCH, ST.
LUKE, A M E, DIRECTLY ACROSS SIXTH STREET.
HAD A VERY LARGE ATTENDANCE OF LOCAL RESIDENTS.
AND, UH, AND I WILL JUST TELL YOU, UM, I HAD NO PRECONCEPTIONS GOING IN ABOUT HOW THAT MEETING WOULD GO, BUT BY THE TIME, UH, EVERYONE LEFT, THERE WAS A WHOLE BUNCH OF YOUNG PEOPLE SAYING, WHEN ARE YOU GONNA OPEN? I WANNA LIVE THERE.
SO I THINK THE, UH, THE DESIRABILITY OF THE SMALLER, THE ONE BEDROOMS AND EFFICIENCIES, I THINK THERE IS A, A NEED OUT THERE, AND PARTICULARLY IN THE DOWNTOWN.
SO, UM, I THINK THAT THE, UH, THE VARIATIONS HAVE BEEN WORKED THROUGH AS EFFICIENTLY AS IT'S POSSIBLE TO DO.
AND SO I AM HAPPY TO, UH, MOVE THAT WE APPROVE THIS AS PRESENTED BY STAFF.
AND THIS WILL BE FOR ITEMS 13, A AND B.
I HAVE MADE MOTION BY COUNCILOR MORRIS AND A SECOND BY COUNCIL MEMBER MOORE TO APPROVE ITEMS 13 A AND B AS PRESENTED.
SEEING NO FURTHER DISCUSSION, MADAM SECRETARY, IF YOU CAN PRESS VOTE FORCE PLEASE AND COUNSEL, I WAS AFRAID THAT WAS GONNA HAPPEN.
COME BACK AND PLEASE DISPLAY THE VOTE
AND THAT ITEM IS APPROVED EIGHT TO ONE WITH COUNCIL MEMBER DUTTON IN OPPOSITION.
THAT WAS OUR LAST ZONING CASE FOR THE EVENING.
UH, NEXT WE MOVE ON TO ITEM 14.
[14. Consider appointments to Boards and Commissions.]
