UH, THIS, THIS MAP SHOWS THE, UH, EXISTING AND FUNDED, UH, BIKE LOCKER, UH, OR SORRY, BIKE, UH, RACK AREAS IN THE DOWNTOWN AREA, DOWNTOWN DISTRICT.

UM, I'M JUST, JUST GONNA CIRCLE WITH MY CURSOR.

THE, THE ONES THAT ARE COMING IN WITH THE DOWNTOWN PROJECT HERE AT SEVENTH AND STATE.

UM, UH, THERE'S ONE LOCATION UP HERE, UH, ONE LOCATION DOWN HERE ON THE SOUTHWEST CORNER OF THAT INTERSECTION.

UH, THE BIKE RACKS THAT WERE AT, UH, FIFTH AND MAIN ARE RETURNING.

UH, THERE'S GONNA BE A NEW RACK AT, UH, SORRY, UH, FIFTH AND STATE, AND THEN MAY 5TH AND MAIN IS GETTING A NEW BIKE RACK.

AND THEN A NEW BIKE RACK WILL BE GOING DOWN AT AVENUE A AND SIXTH STREET.

AND SO, UH, WE'RE PROPOSING TO ADD THREE NEW LOCATIONS IN THE DOWNTOWN AREA, UH, IN THE MIDDLE OF STATE STREET IN THE MIDDLE OF SIXTH STREET, AND THEN THE SOUTHEAST CORNER OF SEVENTH AND, UH, AND MAINE.

UM, SO THOSE WERE THE PROPOSED NEW LOCATIONS FOR BIKE RACKS.

AND THE, THE STATE AND SIXTH STREET LOCATIONS WOULD BE ESSENTIALLY ONE BIKE LOOP, UH, TO PUT IN THE RIGHT OF WAY.

AND I HAVE A DIAGRAM HERE TO SHOW YOU AND REMIND YOU WHERE THAT MIGHT BE.

AND THEN, UH, THE LOCATION AT SEVENTH AND MAIN WOULD BE TWO BIKE LOOPS TO GO ON THE SOUTHEAST CORNER.

UM, RIGHT NOW WE'RE WORKING WITH THE CONTRACTOR TO, UM, DETERMINE, YOU KNOW, THE TIMING AND, AND THE LOGISTICS BEHIND, YOU KNOW, GETTING THOSE INSTALLED.

AND THEN, UH, WHAT WE'RE HERE TO TALK ABOUT ALSO IS THE, OBVIOUSLY THE, THE BIKE LOCKERS IN THE DOWNTOWN GARAGE.

SO WE DO HAVE SOME MORE INFORMATION TO SHARE WITH YOU ABOUT THAT.

UH, AS A REMINDER, THIS IS WHAT THEY WOULD LOOK LIKE.

UM, THEY START WITH ONE PRIMARY UNIT, WHICH IS THIS ONE HERE ON THE END THAT HAS THIS, UM, THIS SIDE PANEL, UH, WHICH CAN COME AS GLASS OR AS A SOLID PANEL, UM, TO PROVIDE PRIVACY.

AND THEN THESE ARE A MODULAR, UM, MODULAR UNITS THAT CAN BE EXPANDED UPON.

SO BASED ON OUR FIELD MEASUREMENTS, UH, WE DETERMINED THAT THREE OF THESE LOCKERS WOULD FIT IN THE LOCATION JUST ON THE INSIDE OF THE PARKING GARAGE FROM THE

AND, UH, JUST THIS PRESENTATION HAS SOME ADDITIONAL INFORMATION ABOUT IT.

UH, SO IN GENERAL, YOU KNOW, EACH UNIT IS ABOUT, UH, $3,800, THE BLUETOOTH LOCK, WHICH WOULD WHAT BE WHAT WE WOULD RECOMMEND AS OUR LOCKING MECHANISM FOR EACH OF THESE DOORS.

UH, OUR $1,000 PER, PER DOOR, UM, WE, UH, MET WITH THE VENDOR AND THEY, UM, CALCULATED THE FREIGHT TO BE AROUND $2,700.

UH, THE LEAD TIME IS ABOUT SIX TO EIGHT WEEKS ONCE THEY GET THE PO, THE PURCHASE ORDER.

UM, AND SO, UH, THIS IS SOMETHING THAT WE WOULD HAVE TO ASSEMBLE, UH, WITH INTERNAL EFFORTS 'CAUSE THEY DO NOT PROVIDE THAT, BUT THEY WILL SHIP IT AND THEN WE'LL HAVE TO ASSEMBLE IT.

UH, IT'S A VERY EASY ASSEMBLY FROM WHAT I'M TOLD.

AND THEN, UM, YEAH, WE WILL HAVE TO GET ESSENTIALLY THE SOFTWARE THAT GOES WITH EACH BIKE LOCKER AND, UM, OPERATE IT SO THAT SOMEBODY COULD COME UP AND SCAN A QR CODE WITH THEIR SMARTPHONE, DOWNLOAD THE APP, UM, MAKE RESERVATIONS ON THE, UM, ON THE APP FOR, UM, HOWEVER LONG THE DURATION, UM, THAT IS SET, UH, IS CUSTOMIZABLE, CAN DO MEMBERSHIPS, DIFFERENT GROUP RATES, THINGS LIKE THAT.

UH, IT'S BATTERY OPERATED.

UM, IT COMES WITH THIS, UM, APP, UM, THAT'S INCLUDED FOR A FIVE YEAR ADMINISTRATION, UM, SOFTWARE.

AND SO THIS IS JUST SOME ADDITIONAL INFORMATION ABOUT HOW THAT CAN, UH, HAPPEN, SOME POSSIBLE PROMOTIONAL OPPORTUNITIES.

AND THEN WE WOULD RECOMMEND PUTTING IN A, UM, A WHEEL STOP IN THOSE PARKING STALLS RIGHT DIRECTLY IN FRONT OF THAT PARKING, UH, IN FRONT OF THAT BIKE RACK.

SO THIS IS WHAT THAT MIGHT LOOK LIKE ON STATE STREET, AND THIS WOULD BE WHAT IT LOOKS LIKE ON SIXTH STREET.

UH, WE HAVEN'T REALLY STUDIED THAT AS PART OF THIS EFFORT, BUT I CERTAINLY THINK THAT THERE'S AN OPPORTUNITY THERE TO ADD SOME SIGNAGE.

SO THERE'S AN INDIRECT, I THINK, VALUE THAT, YOU KNOW, IT'S, UH, YOU'LL GET MORE PATRONAGE OF THE DOWNTOWN BUSINESSES BASED ON, UH, PROVIDING AMENITIES FOR BROADER USER GROUP.

UM, I'M HERE TO GIVE YOU A QUICK UPDATE ON THE COMMUNITY RATING SYSTEM.

THIS WAS A TOPIC THAT CAME UP PROBABLY ABOUT CLOSE TO TWO YEARS AGO NOW IN THE TRANSPORTATION INFRASTRUCTURE MOBILITY COMMITTEE.

THE TIM RATHER REFERRED OR COMMONLY REFERRED TO AS THE TIM COMMITTEE.

AND, UM, IT WAS DISCUSSED WHEN WE WERE DISCUSSING A LOT OF DIFFERENT DRAINAGE TOPICS WITH, WITH OUR WHOLE CODE A, B, C, THAT TYPE OF THING.

AND WE EVEN CAME ACROSS THE COMMUNITY RATING SYSTEM AND THE PEOPLE THAT PAY INSURANCE THROUGH THE NASHVILLE FLOOD INSURANCE PROGRAM.

AND SO, UM, WHEN THIS CAME UP, WE DECIDED TO START DOING SOME RESEARCH.

AND, AND LOOKING BACK AT A FEW THINGS REAL QUICK, I'M GONNA GO THROUGH THIS.

FOR SOME OF YOU THAT MAY NOT BE AS FAMILIAR WITH THE C R S PROGRAM, IT IS, UM, THE NATIONAL FLOOD INSURANCE PROGRAM'S C R S, IT'S, IT'S A VOLUNTARY INCENTIVE FOR CITIES, UM, THAT RECOGNIZES ENCOURAGE CITIES, UM, FOR COMMUNITY FLOODPLAIN MANAGEMENT ACTIVITIES THAT EXCEED THE MINIMUM N F I P REQUIREMENTS.

SO AS A RESULT, FLOOD INSURANCE PREMIUM RATES ARE DISCOUNTED FOR THE PROPERTY OWNERS THAT PAY FLOOD INSURANCE.

AND IN, IN THREE DIFFERENT CA THESE ARE THE GOALS THAT THE C R S HAS THAT'S, THAT'S BEEN ESTABLISHED BY THE N F I P IS TO REDUCE FLOOD DAMAGE TO INSURABLE PROPERTY, STRENGTHEN AND SUPPORT THE INSURANCE ASPECTS OF THE N F I P AND ENCOURAGE A COMPREHENSIVE APPROACH TO FLOODPLAIN MANAGEMENT, WHICH THE CITY OF GARLAND HAS DONE ALL THREE.

UM, BRIEF HISTORY.

IN 1968, THE NATIONAL FLOOD INSURANCE ACT, UM, ACTUALLY LAUNCHED THE NATIONAL FLOOD INSURANCE PROGRAM IN AN APRIL 16TH, 1971.

THE CITY OF GARLAND BECOME, BECAME A PARTICIPANT IN THE N F I P.

AND THIS WAS THE FIRST TIME THAT HOMEOWNERS COULD ACTUALLY PURCHASE FLOOD INSURANCE WAS IN 1971.

AND THEN AT THE SAME TIME, THE CITY OBVIOUSLY ADOPTED THE FEMA FLOODPLAIN MAPS.

AND THEN IN 1979, THE CITY CREATED AND ADOPTED AN ORDINANCE THAT ACTUALLY RESTRICTED DEVELOPMENT WITHIN THE FEMA FLOODPLAIN AREAS, WHICH IS A PRECURSOR TO A MORE RESTRICTIVE OR ABOVE AND BEYOND THE N F I P STANDARDS.

AND THEN IN 1979, WHICH WAS ACTUALLY OCTOBER 1ST, 1979, UH, ABOUT APPROXIMATELY 26 YEARS AGO, UM, THE CITY ACTUALLY BECAME A PARTICIPANT IN THE COMMUNITY RATING SYSTEM.

THIS WAS THE FIRST YEAR THAT THEY OFFERED THE COMMUNITY RATING SYSTEM AND THE CITY BECAME A, UM, A PARTICIPANT IN THAT RESULTING IN DISCOUNT ON FLOOD INSURANCE POLICY PREMIUMS FOR THOSE THAT ACTUALLY HAVE FLOOD INSURANCE POLICIES IN GARLAND.

HOW IS IT CALCULATED? UM, IF YOU HAVE PLENTY OF TIME ON YOUR HANDS, THERE IS A PUBLISHED MANUAL THAT IS 641 PAGES LONG, AND THERE'S A SUBSEQUENT 68 PAGE ADDENDUM THAT WAS ISSUED IN 2021.

IT IS VERY DRY READING.

IT IS VERY DIFFICULT TO UNDERSTAND IN SOME, IN SOME CASES.

AND, UM, WE, I HAVE READ THROUGH A LOT OF IT, BUT I HAVE NOT COVERED ANYWHERE CLOSE TO 700 PAGES .

BUT, UH, THERE ARE FOUR CATEGORIES THAT ARE SPELLED OUT IN THIS MANUAL.

IT IS UNDER PUBLIC INFORMATION MAPPING AND REGULATIONS, FLOOD DAMAGE REDUCTION ACTIVITIES, AND FLOOD WARNING AND RESPONSE.

NOW, UNDER EACH ONE OF THOSE CATEGORIES, THERE ARE A NUMBER OF ACTIVITIES THAT THE CITY COULD PARTICIPATE IN, UM, TO BE ABOVE AND BEYOND THE N F I P STANDARDS.

THAT INCLUDES EVERYTHING FROM THE STORMWATER AND FLOODING EDUCATION TO OFFICE OF EMERGENCY MANAGEMENT OPERATIONS, UH, OUR FLOOD MITIGATION PROJECTS ON DOWN.

AS YOU CAN SEE, EVEN ANNUAL PRESS PUBLICATIONS AND NOTIFICATION TO PROPERTY OWNERS.

WE, WE DO ALL OF THESE.

THESE ARE THE ONES THAT, THAT I WAS QUICKLY THINKING OF.

BUT THERE ARE MANY, MANY, MANY OTHER ACTIVITIES, AS YOU CAN IMAGINE, 700 SOMETHING PAGES.

UM, AND IT'S, AND WE, WE SUBMIT THAT EVERY YEAR TO SAY THAT WE'RE STILL IN COMPLIANCE AND WE RECERTIFY ANNUALLY IN OCTOBER, BUT WE PULL ALL THIS TOGETHER USUALLY IN JULY AND AUGUST, AND THEN SUBMIT IN, UM, SEPTEMBER SO THAT WE ARE, UH, FULLY RECLASSIFIED IN OCTOBER.

SO HOW IS IT CALCULATED? AGAIN, EACH ACTIVITY HAS A MAXIMUM NUMBER OF POINTS FOR CERTAIN TASKS.

THE POINTS ARE THEN ADDED UP, AND THEN THERE IS A SCALE FROM ONE TO 10, ONE BEING THE BEST, AND 10 BEING, UH, I MEAN ON THE, ON THE BOTTOM END OF THE SCALE, IT'S KIND OF INVERTED.

BUT, UH, BASED ON THE CLASSIFICATION, A REDUCTION IN FLOOD INSURANCE PREMIUMS IS OFFERED TO THE, TO THE PROPERTY OWNERS.

SINCE WE BEGAN PARTICIPATING IN 1979, THE LAST 26 YEARS, THE CITY HAS MAINTAINED A CLASS SEVEN CERTIFICATION.

AND, UM, GARLAND WAS REQUIRED JUST RECENTLY, OBVIOUSLY LAST OCTOBER WAS THE LAST TIME WE RE-CERTIFIED OUR, OUR RANKING.

IN THE LAST YEAR AND A HALF, THERE HAVE BEEN TWO PEOPLE THAT HAVE WORKED HARD AT THIS.

ONE OF, I, I WROTE THEIR NAMES DOWN, I WANNA MAKE SURE I DON'T FORGET TO MENTION THEM.

ONE OF 'EM IS OUR C R S REPRESENTATIVE OUT OF LOUISIANA.

'CAUSE HE WAS THE ONE THAT COMPILED THE REPORTS EVERY YEAR AND SUBMITTED IT.

BUT THERE WAS A LOT OF BACK AND FORTH WITH VIRTUAL MEETINGS, THINGS LIKE THAT.

AND THEY PUT A LOT OF TIME INTO IT.

BUT IN THE END, THERE WERE A FEW THINGS IN WHAT I WOULD CALL LOW HANGING FRUIT, WHERE WE WERE DOING THINGS WE WERE ALREADY DOING THAT WE JUST DIDN'T KNOW WE COULD GET POINTS.

THERE WERE A FEW THINGS THAT WE HAD TO TWEAK AND DO DIFFERENTLY.

AND THEN THERE WERE SOME ITEMS THAT WE WERE KEEPING TRACK OF THAT ALL WE HAD TO DO WAS POST IT ON THE WEB CITY'S WEBSITE AND WE GOT POINTS FOR IT .

SO IT, IT WAS GOOD TO HAVE THAT.

BUT ALL IN ALL, WE, WE MADE A FEW IMPLEMENTATIONS AND THINGS AND IT RESULTED IN AN ADDITIONAL 465 POINTS, WHICH, UM, WAS, WAS HUGE.

WE, WE THOUGHT WE COULD GET MO MORE, HOPEFULLY, BUT WE DIDN'T GET THAT FAR.

THE C R S REPRESENTATIVE, STEPHANIE CAME TO VISIT US, UM, PERSONALLY, AND WE SAT IN THE CONFERENCE ROOM FOR FOUR HOURS ONE DAY, WENT THROUGH ALL OF OUR AUDIT WITH THEM TO MAKE SURE THAT WE HAD EVERYTHING POSTED ON THE WEBSITE THAT WE SAID WE DID, AND ALL THE NEW PIECES AND EVEN ALL THE OLD ONES THAT WE'RE DOING, GETTING OUR REPORTS TO HIM.

AND, UM, SHE SAID, NOPE, EVERYTHING IS IN ORDER.

AND SO AS OF THIS YEAR, UM, GARLAND WAS RECLASSIFIED FROM A SEVEN TO A SIX THAT BECAME EFFECTIVE JUST, UM, A WEEK AGO SUNDAY, OCTOBER 1ST.

SO IT WAS, IT WAS REALLY AN, A GREAT EXERCISE.

IT DID TAKE SOME TIME, BUT IT, BUT IT WAS A GREAT EXERCISE.

UM, SHOWING YOU THE, THE POINT TOTALS ON THE LEFT COLUMN THERE, GARLAND DOWN AT THE BOTTOM IS 2,112 POINTS.

NOW WE USED TO BE 1,670 SOMETHING, IF I REMEMBER CORRECTLY.

AND THEN, SO THAT WE ARE NOW CLASSIFIED AS A SIX.

AND WHAT THAT DOES IS THAT RESULTS IN ADDITIONAL 5% IN REDUCTION OF THE PROPERTY OWNERS WHO ARE PAYING FLOOD INSURANCE.

IT'S A FIVE, ANOTHER 5% REDUCTION ON THEIR PREMIUMS EACH YEAR.

SO THEY'RE NOW AT A 20% REDUCTION, UM, FOR THEIR PREMIUMS AT THE CITY OF GAR IN, WITHIN THE CITY OF GARLAND.

UM, HOW DO GARLAND RESIDENTS BENEFIT? THERE ARE 238 FLOOD INSURANCE POLICIES IN GARLAND THAT ARE LOCATED IN SPECIAL FLOOD HAZARD AREAS WHERE THIS IMPACTS THE ADDITIONAL 5% AVERAGES.

AND IT, IT SOUNDS LOW, BUT IT'S $88 PER YEAR SAVINGS PER FLOOD INSURANCE POLICY.

NOW, THEIR POLICIES DIFFER IF YOU HAVE A PROPERTY THAT IS SUBJECT TO MAYBE THREE TO FOUR FEET OF FLOODING IN A HUNDRED YEAR STORM.

THEY'RE GONNA, OBVIOUSLY, IF THEY'RE PAYING FLOOD INSURANCE, THEY'RE, THEY'RE PREMIUMS ARE HIGH.

I'VE

HEARD OF PREMIUMS BEING UP TO A THOUSAND DOLLARS A MONTH FOR FLOOD INSURANCE.

SO A A AN ADDITIONAL 5% IS REALLY GOOD FOR THEM.

NOW YOU HAVE SOMEBODY THAT'S ONLY INUNDATED MAYBE TWO TO SIX INCHES IN THE FLOOD PLAIN.

THEIR PROPERTY'S A LITTLE BIT HIGHER, BUT STILL BELOW THE BASE FLOOD ELEVATION AND THEIR PREMIUMS WOULD BE LOWER.

BUT THE AVERAGE, UH, VALUE SAVINGS IS ABOUT $88 PER PROPERTY PER YEAR.

UM, TOTAL SAVINGS FOR ALL GARLAND POLICY HOLDERS IS JUST UNDER 21,000 IS WHAT THIS 5% GETS YOU.

UM, HOW WE COMPARE TO OTHER CITIES.

THERE ARE 74 CITIES IN THE STATE OF TEXAS THAT PARTICIPATE IN THIS PROGRAM.

UM, SEVEN CITIES IN TEXAS HAVE A BETTER CLASSIFICATION THAN GARLAND.

THREE OF THEM ARE ONE OF THE 20 CITIES IN THE METROPLEX.

AND AS YOU SEE ON THE LIST HERE, IT IS DALLAS, GRAND PRAIRIE AND ARLINGTON GARLAND, BEN BROOK, CARROLLTON AND CAPEL COME IN AT A SIX, I BELIEVE ONE OF THOSE CITIES.

I CAN'T REMEMBER WHICH ONE ACTUALLY WAS RECLASSIFIED FROM A SEVEN TO A SIX THIS YEAR AS WELL.

UM, IRONICALLY, OR OR COINCIDENTALLY, THE STEPHANIE WEEKS IS OUR REGIONAL, UM, CS, OUR C R S REPRESENTATIVE.

SHE'S OVER MOST OF THESE OTHER CITIES.

SO I'M ASSUMING THAT THEY PROBABLY HAD THE SAME CONVERSATION WE DID WITH HER, THE ONES THAT ACTUALLY REDUCED THEIR NUMBER THIS YEAR.

AND AGAIN, THERE'S A FEW OTHER NOTABLE CITIES THAT, THAT, UH, COMPARE TO THE CITY OF GARLAND.

OR DO WE HAVE TO ADD, READ NEW RESOURCES, OR DO WE NEED FUNDING? DO WHAT DO WE NEED TO ACHIEVE THESE ADDITIONAL POINTS? BUT THAT IS A, TO BE DETERMINED.

AND THEN EVEN AFTER THAT, WE WOULD HAVE TO TAKE OUR COSTS INTO CONSIDERATION AND DO SOME SORT OF BENEFIT TO COST ANALYSIS TO ACHIEVE THAT.

AND UM, WE WERE JUST EXCITED TO TAKE THE LAST YEAR AND A HALF TO GET WHERE WE WERE.

UM, SO WE GOT A LOT OF GREAT FEEDBACK THAT IT EASED UP THE PROCESS FOR EVERYONE INVOLVED, AND CERTAINLY THE STAFF MADE IT EASIER FOR THE STAFF AS WELL TOO.

SO WE OPENED OUR APPLICATIONS ON AUGUST.

THE FIRST, UH, APPLICATIONS WERE DUE ON THE 31ST.

WE HAD OUR INTERVIEWS IN SEPTEMBER.

UH, THE COMMISSIONERS WERE FACED WITH A VERY DIFFICULT JOB OF SCORING ALL OF THE APPLICATIONS.

UM, OUR COMMISSIONERS, THIS IS ONE OF THE MOST IMPORTANT TASKS THAT THEY HAVE FOR THE GARLAND CULTURAL ARTS COMMISSION.

AND, UH, THEY TAKE IT VERY SERIOUSLY.

THEY SPEND A LOT OF TIME REVIEWING THOSE APPLICATIONS, READING THROUGH, UM, THINKING ABOUT, YOU KNOW, HOW TO MAKE DECISIONS ON SCORING.

SO, UH, ON THE 19TH, THEY GOT TOGETHER TO TALK ABOUT THEIR SCORES.

I'M HERE TONIGHT.
