SO IN REGARDS TO MANAGED DISTRICT SERVICES, WE ARE EXTREMELY EXCITED TO ANNOUNCE THE SOFT LAUNCH OF OUR, UH, DOWNTOWN GARLAND DISTRICT WEBSITE.

SO THIS HAS BEEN A PROJECT THAT'S BEEN, UM, A LONG TIME COMING.

THINK OF A WEBSITE DEDICATED TO THE DISTRICT ITSELF.

SO NO MATTER, UM, THE BUSINESS REPRESENTATION, THE, UH, ORGANIZATIONAL STRUCTURE BEHIND IT, THIS IS A WEBSITE TRULY REPRESENTING DOWNTOWN GARLAND AND IT TARGETS SEVERAL DIFFERENT AUDIENCES.

SO THIS WEBSITE WILL CONTAIN RESOURCES FOR LOCALS AND VISITORS TO REALLY ENHANCE THEIR STAY IN DOWNTOWN AND ENSURE THAT THEY KNOW ALL OF THE WONDERFUL OPPORTUNITIES AWAITING THEM FOR THEIR VISIT INTO DOWNTOWN, WHETHER THAT BE KEY BUSINESSES, UM, DESTINATIONS, PUBLIC ART INSTALLATIONS, SPECIAL EVENTS HAPPENING IN DOWNTOWN AT AT ANY GIVEN TIME.

IT ALSO, UH, HIGHLIGHTS ALL OF OUR BUSINESSES THROUGHOUT THE DISTRICT.

UM, ADDITIONALLY THE, AND, AND LET ME SAY TOO, THAT THE DOWNTOWN DEVELOPMENT OFFICE WAS BY NO MEANS THE, UM, THE ONE AT IN THE DRIVER'S SEAT HERE.

THIS IS DEFINITELY AN, AN ALL IN EFFORT LED BY THE SPECIAL EVENTS TEAM AND THEN SUPPORTED BY NUMEROUS DEPARTMENTS ACROSS THE CITY.

D D O DID PLAY A ROLE IN BUSINESS COORDINATION WITH OUR DOWNTOWN FOLKS TO ENSURE THAT THEY WERE REALLY TRULY ENGAGED IN THE CELEBRATION THAT DAY.

AS WELL, WE ARE ACTIVELY RECRUITING AND ACTIVATION AND ENGAGEMENT COORDINATOR THAT IS THE NEW STAFF MEMBER OR THE NEW POSITION RATHER, THAT WAS APPROVED IN THE F Y 24 BUDGET RECENTLY.

UM, AND ARE LOOKING TO FILL THAT

POSITION JUST AS QUICKLY AS POSSIBLE BECAUSE, HELLO, BECAUSE AS SOON AS, UM, WE HAD SO MANY FOLKS IN DOWNTOWN THIS PAST WEEKEND, WE DO REALIZE THAT WE'LL HAVE, UH, A QUITE A BIT OF BUZZ ABOUT ACTIVATING NOT ONLY THE DOWNTOWN SQUARE, BUT THE DISTRICT AS A WHOLE.

AND THIS, THIS TEAM MEMBER WILL ENSURE THAT DIFFERENT GROUPS ARE NOT STEPPING ON ONE ANOTHER'S TO TOES WITHIN THE DOWNTOWN SQUARE, AND THAT ANY POCKET OF OPPORTUNITY THROUGHOUT THE DISTRICT IS ACTIVATED TO ENCOURAGE LOCALS AND AND VISITORS INTO THE, THE, THE DISTRICT AS OFTEN AS POSSIBLE.

SO OUR STANDING UPDATE PER THE BOARD'S REQUEST IS A PROGRESS REPORT ON OUR REVITALIZATION PROGRAM.

HAPPY TO SHARE, UM, SOME UPDATES THERE TO DATE, UH, WITHIN THE SECOND PHASE OF FUNDING AS A WHOLE, THIS PROGRAM HAS FACILITATED OR COMMITTED RATHER PUBLIC FUNDING TO THE TUNE OF $630,000 IN PARTNERSHIP WITH BUSINESS AND PROPERTY OWNERS THROUGHOUT THE DOWNTOWN DISTRICT.

WE HAVE THREE OPEN PROJECTS CURRENTLY.

UM, THE, THE FIRST I'D LIKE TO KIND OF SHOWCASE IS, UH, FIVE 14 MAIN STREET.

SO THIS IS JIMMY WALLACE GUITARS.

IF YOU RECALL, THIS BUILDING HAD AN A COMPLETE, UH, SLIP COVER, A BLACK SLIP COVER IN FRONT OF IT.

AND THIS IS A PRETTY INTENSIVE PROJECT STILL UNDERWAY THAT WHERE THEY WENT IN AND REMOVED THE SLIP COVER, EXPOSED ALL THE ORIGINAL BRICK, HAD TO REPLACE THE BRICK FROM TOP TO BOTTOM, AND THEN BROUGHT IN TWO STELLAR, UH, NEON SIGNS TO REALLY ADD THAT DESTINATION, UM, ASPECT AND ATTRACTION FOR FOLKS TO COME OUT AND TAKE PICTURES IN FRONT OF, IN FRONT OF THEIR SHOP AND OBVIOUSLY DRAW ATTENTION TO THEIR BUSINESS AND STOREFRONT.

WE STILL HAVE A FEW PIECES OF THE PROJECT, UM, TO BE COMPLETED, BUT THE TIMELINE ON THIS WAS AMAZING.

THEY REALLY HIT THE ACCELERATOR AND MOVED THROUGH THIS PROJECT QUITE QUICKLY, WELL UNDER 30 DAYS.

SO, UH, STILL TO COME.

WE HAVE A PROPOSED AWNING AND SOME, UM, ADDITIONAL TREATMENTS TO THE DOORS, BUT JUST WANTED TO BRING YOU UP TO SPEED ON WHERE THAT PROJECT STANDS TODAY.

ALL MADE POSSIBLE BY THE REVITALIZATION PROGRAM, UH, 5 0 7 WEST STATE STREET HAS, UM, WRAPPED UP THEIR WORK TO ADD, YOU KNOW, THE ROOFTOP, UH, PATIO AND DINING AREA, AS WELL AS BRINGING THEIR FIRE SUPPRESSION SYSTEM IN THE DOWNTOWN HISTORIC SUBDISTRICT UP TO THE GOLD STANDARD, IF YOU WILL, AND TRULY INVESTING IN THE LONGEVITY OF THIS BUILDING.

UM, WE DO ANTICIPATE THIS REQUEST TO COME THROUGH WITHIN THE NEXT, UH, 30 TO 60 DAYS AND, AND TO HAVE THAT PROJECT CLOSED OUT AT OUR NEXT UPDATE.

AND THEN I'M ALSO EXCITED TO SHARE, UH, QUITE THE FACELIFT TAKING PLACE AT 5 0 7.

BUT THIS IS ACTUALLY SIX 14 MAIN STREET.

UH, DO BANDERAS, I BELIEVE WE UPDATED THE BOARD AT OUR LAST MEETING THAT THIS WAS A GROUP EFFORT BETWEEN THE BUSINESS OWNER AND THE PROPERTY OWNER ADDRESSING THE FULL FACADE OF THE BUILDING, COMPLETELY REPOINTING THE BRICK, TAKING DOWN THAT OUTDATED YELLOW AWNING, REPLACING IT WITH A MORE, UM, UH, A A, AN AWNING THAT'S MORE SENSITIVE TO THE HISTORICAL CHARACTER OF THE DISTRICT.

A A MAJOR IMPROVEMENT WITH THE SIGNAGE UP FRONT AND STILL OUTSTANDING IN THIS PROJECT ARE SOME ROOF IMPROVEMENTS AS WELL AS REPLACING THE SECOND STORY WINDOW.

SO STILL A SIGNIFICANT CHANGE ON THE HORIZON THERE AS WELL, BUT VERY CLOSE TO CLOSING OUT THAT PROJECT.

ENHANCED SQUARE PROGRAMMING, I'M SURE YOU'RE TIRED OF HEARING ME SAY THIS, BUT THIS IS WHERE WE HAVE THE FUN IN DOWNTOWN AND ARE ABLE TO REALLY, UM, UP OUR ANTE AS FAR AS CREATING EXCITING EXPERIENCES FOR LOCALS AND VISITORS AND FOR THE DISTRICT AS A WHOLE.

BAND TOGETHER ON THE SQUARE WRAPPED UP OUR SUMMER SERIES, BUT I'M EXCITED TO SHARE WHAT'S ACTUALLY, UH, NOMINATED AS A FINALIST BY THE TEXAS DOWNTOWN ASSOCIATION FOR BEST PROMOTIONAL EVENT FOR POPULATION OF A CITY OVER 50,000.

WE'LL ACTUALLY FIND OUT NEXT WEEK IF WE ARE THE LUCKY WINNERS OF THAT, UM, PRESTIGIOUS PRIDE AWARD RATHER, AND HAPPY TO SHARE THAT HOPEFULLY AT OUR, OUR NEXT MEETING.

SATURDAY STAMPS IS A CAMPAIGN THAT JUST LAUNCHED ACTUALLY THIS PAST WEEKEND.

SO WHEREAS BEFORE WE HAD THIRSTY THIRD THURSDAYS THAT REALLY FOCUSED ON EXTENDING BUSINESS HOURS.

THE THIRD THURSDAY OF THE MONTH, WE'RE TAKING A LITTLE BIT MORE A PASSIVE APPROACH.

UM, WITH THIS CAMPAIGN, THIS SATURDAY STAMPS CAMPAIGN WILL ENCOURAGE VISITORS TO COME SPEND MONEY IN DOWNTOWN GARLAND ANY SATURDAY OF THE MONTH, GET THEIR PASSPORT STAMP, AND THEN AT THE END OF THE MONTH BE ENTERED INTO, UM, A PRIZE FROM THE FEATURED BUSINESS OF THE MONTH.

THIS IS ONE OF WALKER'S INITIAL PROJECTS, AND IT'S ALREADY HIT

THE GROUND RUNNING AND SEEMS TO BE GAINING SOME GREAT SUCCESS, BUT IT'S EXCITING TO DEVELOP A PROMOTION THAT, UM, IS A BIT MORE COLLABORATIVE WITH THE BUSINESSES RATHER THAN JUST HANDING OUT COMPLIMENTARY DRINKS.

IT'S REALLY ENCOURAGING, UM, PURCHASES AND A STRONGER RETURN FOR THE PARTICIPATING BUSINESSES.

AT LEAST THAT'S OUR EXPECTATION.

SMALL BUSINESS SATURDAY IS QUICKLY APPROACHING, SO THAT'S THE SATURDAY AFTER THANKSGIVING WHERE IT IS YOUR MOM AND POP'S BUSINESS OR YOUR MOM AND POP'S TURN TO REALLY SHOWCASE THEIR BUSINESSES FOLLOWING THE AFTERMATH OF BLACK FRIDAY AND, AND REALLY ENCOURAGE SHOPPING LOCAL.

SO WE'RE GONNA TAKE THE SAME APPROACH THAT WE DID LAST YEAR WITH SMALL BUSINESS SATURDAY, WHERE ATTENDEES CHECK IN, THEY RECEIVE A DOWNTOWN GARLAND ORNAMENT, A COMPLIMENTARY SEASONAL BEVERAGE, MAYBE AWARD-WINNING WAS, OR HOT COCOA, AND THEN THEY RECEIVE A LOTTERY TICKET OR A SCRATCH OFF RATHER, THAT, UM, REVEALS ONE OF THE PARTICIPATING BUSINESSES OF THAT DAY AND A COUPON TO THAT BUSINESS FOR $5 OFF OF THEIR PURCHASE.

SO AGAIN, REALLY TRYING TO ENSURE THAT OUR PROMOTIONAL CAMPAIGNS ARE TRULY PROMOTING A PURCHASE AT OUR BUSINESSES.

SO I DID GIVE YOU THE HEADS UP AT OUR LAST MEETING THAT OUR UPDATE IN PUBLIC ART IN OCTOBER WOULD BE QUITE HEFTY, AND I AM STAYING TRUE TO THAT.

UM, THIS SCULPTURE OR THIS PICTURE HERE IS I THINK A GREAT PERSPECTIVE OF THE DYNAMIC EXPERIENCE THAT THE SCULPTURE CREATES AND IT'S A, A FRESH VI OR A COMPLETELY FRESH FEEL AND EXPERIENCE IN, IN CONTRAST TO WHAT IT WAS BEFORE.

QUITE IMPRESSIVE THAT WITH THE SAME STRUCTURE, IT'S AN ENTIRELY DIFFERENT, UM, VISUAL EFFECT.

WE, UH, HAVE SUCCESSFULLY COMPLETED OUR FIRST TWO PERMANENT MURAL INSTALLATIONS IN DOWNTOWN.

SO 4 0 9 MAIN STREET, THAT'S THE SITE OF, UM, ROACH FEED AND SEED AS YOU ENTER INTO THE DOWNTOWN AREA.

UM, COMING ON MAIN STREET, LOCAL ARTIST JULIE CHI FROM GARLAND ACTUALLY, UM, COMPLETED THIS INSTALLATION, HER BIGGEST PROJECT TO DATE AND JUST REALLY A, A MILESTONE FOR BOTH PUBLIC ART IN DOWNTOWN AND ENHANCING AND OPPORTUNITIES AND CREATING OPPORTUNITIES FOR CREATIVE ENTREPRENEURS IN GARLAND IN OUR CITY.

AND THEN ON, UM, 6 0 9 STATE STREET, MILA SKETCH, AN ARTIST OUT OF AUSTIN, HAS JUST COMPLETED A FABULOUS INSTALLATION, UM, 20 DAYS WORTH OF WORK THERE TO REALLY CAPTURE NUMEROUS LANDMARKS THROUGHOUT THE CITY IN A, IN A BRIGHT AND DYNAMIC WAY.

SO IF, IF YOU HAVE THE OPPORTUNITY TO GO OUT THIS AFTERNOON AND SEE BOTH OF THOSE IN PERSON, I HIGHLY RECOMMEND IT.

UM, AND HAPPY TO ANNOUNCE THAT, THAT FINAL TOUCH AND COMPLETION.

SO WE WORKED WITH AMANDA JENNINGS, WHO'S ACTUALLY AN ART SCHOOL AT BUSSY MIDDLE SCHOOL, JUST DOWN THE ROAD TO, UM, COMPLETE THIS FLORAL MURAL INSTALLATION IN THE ALCOVE OF ALCOVE OF THE PUBLIC RESTROOMS. AND THEN, IF YOU RECALL WITH OUR ORIGINAL PROPOSAL WITH THE TRELLIS PANELS ON THE NORTH NORTHERN FACADE OF THE BUILDING, THE INTENTION THERE WAS FOR, UM, GREENERY OR IVY TO KIND OF TAKE FORM THERE, AND THAT ENDED UP REALLY NOT BEING, UM, THE WISEST AND MOST SUSTAINABLE INSTALLATIONS.

SO, SO WE WORKED WITH FIREFLY METALWORKS TO, UM, CONVERT THOSE PANELS INTO SMALL SCULPTURES AS WELL AND EXCITED ABOUT, UM, THE WAY BOTH OF THOSE PIECES TURNED OUT DOWNTOWN AREA IMPROVEMENT.

SO THIS IS TRULY TO SHOWCASE THE TIFF'S CONTRIBUTION TO THE DOWNTOWN IMPROVEMENT PROJECT.

IF YOU RECALL, THE BOARD DID SET ASIDE SOME FUNDING TO BRING SOME AMENITIES PROPOSED IN THAT PLAN TO LIFE, INCLUDING, UM, THE OBSERVATION TOWER, AND I BELIEVE SOME FUNDING DID GO TO THE PERMANENT SHADE PAVILION AS WELL.

WE CELEBRATED THE COMPLETION AND GRAND OPENING OF THE PARK OVER THE WEEKEND.

UM, JUST REALLY WANTED TO HIGHLIGHT SOME OF THE, THE KEY MOMENTS IN THAT SPACE HERE THROUGH THESE VISUALS.

AND THEN

THIS IS STILL RELATIVELY SIMILAR TO OUR LAST UPDATE BACK IN JULY.

SO THE PARK OPENED TO THE PUBLIC THE WEEK OF MAY 29TH.

WE DO HAVE A FEW PENDING ITEMS, THE SEALANT TO THE WOOD DECKING JUST TO REALLY PRESERVE IT FOR, UM, THE LONG RUN IS ACTUALLY, UM, SCHEDULED FOR COMPLETION BY END OF DAY TODAY AND THE BLEACHERS.

AND SO SOCCER GOALS ARE STILL OUTSTANDING, JUST GIVEN AGAIN THAT OPPORTUNITY TO REALLY LET THE SOD TAKE PLACE AND, AND DISCOURAGE ANY PREMATURE, UM, AGING, IF YOU WILL.

SO THE RED AREA IS YOUR EXISTING BOUNDARY AND THE BLUE AREA ARE THE PROPOSED ADDITIONS TO THE, TO THE EXISTING BOUNDARY.

SO HERE WE ARE CAPTURING DEVELOPMENT OPPORTUNITIES ON THE SOUTH AND SOUTHWESTERN END OF THE DOWNTOWN END OF THE, THE TIFF.

WE ARE EVALUATING A 20 YEAR MODEL, WHICH WOULD, UM, EXTEND THE TIFF OUT INTO 2044.

AND SO IF THE BOARD WERE TO MOVE FORWARD WITH THIS PROPOSAL, UM, THIS IS WHAT YOUR NEW BOUNDARY WOULD LOOK LIKE.

SO SIGNIFICANT AMOUNT OF HIGH DENSITY RESIDENTIAL AND THEN, UM, GENERAL INDUSTRIAL AS WELL AS SOME COMMERCIAL AND RETAIL.

AND THEN ZOOMING BACK OUT TO THE FULL PERSPECTIVE OF THE DOWNTOWN FOREST JUPITER TIFF, HERE IS YOUR FUTURE LAND USE MAP

AND SO THEN WITH THAT, NOW THAT YOU HAVE THE BIG PICTURE OF THE PROPERTIES PROPOSED TO BE INCLUDED WITHIN THOSE BOUNDARIES, WE'D LIKE TO DIG IN A BIT INTO THE REVENUE THAT WOULD BE GENERATED BY THIS EXPANSION AND EXTENSION AS FAR AS FROM TAX INCREMENT FINANCING.

SO, UH, AGAIN, EXTENDING THE TIFF WILL REALLY FOCUS IN ON THAT, UM, THAT, THAT ADDITIONAL 20 YEARS.

SO BEGINNING AN FY 25 TO F Y 44, YOUR ESTIMATED TOTAL REVENUE COMES TO $50.8 MILLION.

AND UTILIZING THE REMAINING FUND BALANCE, I BELIEVE FROM 2022, THAT WOULD GIVE US AN ADDITIONAL A HUNDRED THOUSAND DOLLARS BRINGING OUR TOTAL RESOURCES TO 50.9 MILLION TO BE PROGRAMMED OVER THAT 20 YEAR PERIOD.

AND SHOULD THE BO, SHOULD THE, UM, TIFF BE EXTENDED OR EX EXPANDED AND EXTENDED RATHER BEGINNING IN F Y 25, THE CITY OF GARLAND WOULD BE THE ONLY PARTICIPANT IN THE TIF.

BUT THE TIF PLAN DOES ASSUME 2.4% AVERAGE INCREASE IN TAXABLE VALUE BETWEEN TAX YEARS 2025 AND 2044.

AND IN CONSIDERATION OF, OF NEW CONSTRUCTION PROPOSED FOR SOMEWHERE BETWEEN 2025 AND 2029, THE PLAN ASSUMES A MORE CONSERVATIVE INCREASE OF 1% AND TAX YEARS 2030 AND 2044.

SO BIG PICTURE WISE, CONSIDERING, UM, THE ENTIRETY OF THE, OF THE TIF FROM 2004 TO 2044, THE ESTIMATED REVENUE COMES TO $63.4 MILLION.

NEXT, WE'D LIKE TO JUST PROVIDE, UM, A MORE SIMPLIFIED SUMMARY OF THE EXTENSION.

SO AGAIN, WE'RE EVALUATING A 20 YEAR MODEL, SO SHOULD THE TIF, UM, SHOULD THIS BE PROPOSED, THIS PROPOSAL BE RECOMMENDED AND THEN APPROVED, THE TIF WOULD THEN HAVE, UH, A SUNSET DATE OF DECEMBER 31ST, 2044 WITH ESTIMATED TOTAL RESOURCES COMING INTO $50.9 MILLION TO BE PROGRAMMED OVER THIS ADDITIONAL 20 YEAR SPAN.

AND IN CONSIDERATION OF THOSE RESOURCES, WE'VE IDENTIFIED FIVE, UM, PROJECT AREAS THAT WE FEEL CONFIDENT THAT TIF AND THOSE RESOURCES WOULD BE ABLE TO, TO FACILITATE AND BE UTILIZED.

AND SO I'LL JUST GIVE YOU KIND OF A BIG PIE PICTURE, IF YOU WILL, AND THEN WE'LL DIG INTO BOTH OF THE, TO ALL OF THESE PROJECT AREAS A LITTLE BIT MORE IN DETAIL.

BUT OUR FIVE AREAS IDENTIFIED ARE TIF IMPROVEMENTS IN REDEVELOPMENT TO THE TUNE OF 52, OF 52% OF THAT 50.9 MILLION MANAGED DISTRICT SERVICES AT 39%, THE REVITALIZATION PROGRAM AND SMALL BUSINESS DEVELOPMENT AT 5% ENHANCED SQUARE PROGRAMMING AT 2%, AND PUBLIC ART AT 2%.

SO TIFF IMPROVEMENTS IN AND REDEVELOPMENT.

SO IN THIS PROJECT AREA, WE REALLY FOCUS IN ON PHYSICAL IMPROVEMENTS AND HOW THEY CONTRIBUTE TO HIGHER PROPERTY VALUATIONS AND REALLY CREATING A STRONG, STRONGER SENSE OF PLACE AND FOSTERING, UM, MORE MEANINGFUL CONNECTIONS BETWEEN THE DISTRICT AND ITS VISITORS AS WELL AS RESIDENTS.

IT COULD FACILITATE, UM, ROAD IMPROVEMENTS ON SIXTH STREET AVENUES, F AND E.

AND THEN, UM, IT WOULD ALSO FACILITATE THE ACQUISITION AND REDEVELOPMENT OF FIVE 19 STATE STREET.

SO THIS IS A HUGE PROPERTY IN DOWNTOWN GARLAND, UM, THAT HAS BEEN, UH, PUT INTO CONTRACT WITH, WITH THE CITY IN BETWEEN, UH, THE JONES FAMILY.

WE OWN, WE OWN.

CITY OF GARLAND OWNS THAT NOW.

BUT AS MENTIONED EARLIER, THESE ARE PRELIMINARY PROJECTIONS THAT'S, YOU KNOW, SEVEN YEARS, FISCAL YEARS FROM NOW, WE'LL HAVE BETTER IDEA OF OUR REVENUE, WE'LL HAVE BETTER IDEA OF OUR NEW CONSTRUCTION, WHAT OUR TAX BASE GROWTH MAY BE.

WE MAY OUTPERFORM OUR PROJECTIONS LAID HERE BEFORE YOU AND THERE WOULD BE ADDITIONAL, UH, REVENUE AND FUND BALANCE FOR YOU TO EARMARK TOWARDS, UH, PROJECTS IDENTIFIED BY THIS BOARD AS PART OF THIS PROJECT PLAN.

AND SO THE FUNDS, IF YOU LOOK BACK AT THE SCHEDULE, HAVE KIND OF BEEN CARRYING OVER FROM YEAR TO YEAR.
