EXACT MEDIAN HOUSEHOLD INCOME IS 65,000.

BUT IF YOU GO LOOKING AT THE, UH, GISD POPULATION, I THINK IF HISPANIC POPULATION IS ABOUT 56, 50 7%, AND THE CITY OF GARLAND VIETNAMESE POPULATION IS ABOUT 18%.

SO HOW WE CAN WORK IN GISD AND IN HOW WE CAN, UM, TELL THE POSITIVE STORY TO PUBLIC AND IN THE AREA IS ONE OF OUR MARKETING EFFORT, DIVERSIFYING HOUSING STOCK.

SHE DOES STRATEGIC PLAN IMPLEMENTATION, BUSINESS DEVELOPMENT.

SO WE WANNA MAKE SURE WE HAVE A RIGHT DEVELOPER, RIGHT BROKER.

HE'S THE ONE REAL TAKING CARE OF US EVERY DAY OPERATION.

UM, I DO, UH, I GRADUATED IN DECEMBER, 2000, BUT SIX MONTHS BEFORE I GRADUATED, I STARTED AS AN ECONOMIC DEVELOPMENT INTERN AT THE GARLAND CHAMBER.

AT THAT TIME, ECONOMIC DEVELOPMENT WAS CONTRACTED TO CHAMBER OF COMMERCE.

SO THE CHAMBER WAS DOING ECONOMIC DEVELOPMENT FOR THE CITY OF GARLAND SINCE 1995.

SO 15 YEARS.

I WAS THERE THROUGH, UH, DIFFERENT ROLES.

AND THE 2014 END OF 2014, CITY OF GARLAND DECIDED TO CREATING CITY OF, UM, ECONOMIC DEVELOPMENT OFFICE.

SO, UH, MY ROLE DIDN'T CHANGE, BUT I WAS IN CHAMBER.

BUT I MOVED TO CITY OF GARLAND AS A BUSINESS DEVELOPMENT MANAGER.

AND IN 2021 I WAS PROMOTED TO DIRECTOR OF ECONOMIC DEVELOPMENT.

SO ECONOMIC DEVELOPMENT, STRATEGIC PLAN.

SO AT THAT TIME, WHEN I BECAME DIRECTOR REX, UH, CURRENT CITY MANAGER, HE WAS A ASSISTANT CITY MANAGER AT THAT TIME, I REPORTED TO HIM, HE WAS ASKING, THIS IS REALLY FIRST, UM, TASK I NEED TO WORK ON.

UH, WE, THE LONGEST TIME WE NEVER HAD THIS ECONOMIC DEVELOPMENT STRATEGIC PLAN.

SO THIS IS REALLY GOOD THING FOR THE CITY AND FOR OUR TEAM, CLARIFYING PRIORITIES PROVIDE DIRECTION AND INFORMED FUTURE CITY DECISION MAKING.

THAT'S REALLY ALL PROJECT IS IMPORTANT, BUT WE HAVE TO PRIORITIZE WHERE WE ARE GOING.

LIKE I MENTIONED, I WANTED TO MAKE SURE AFTER 20, 30 YEARS THAT THE

PROJECT HAS TO BE FEASIBLE AND IT HAS TO BE GOOD FOR THE COMMUNITY.

SO THIS WHOLE PROCESS, IT TOOK ABOUT 12 MONTH, UH, BUT BUSINESS OWNERS, GISD FOLKS, AND THEN CITY CHAMBER STAFF, AND THEN ALSO CITIZENS OF GOLAND.

IT WAS A LOT OF FOCUS GROUP MEETING, ROUND TABLE DISCUSSION.

THERE'S A LOT OF INPUTS THROUGH THIS PROCESS.

WE GOT A LOT OF, UH, FINDINGS.

WE LEARNED A LOT.

IT'S A NEW THING THAT WE NEVER KNEW.

UM, BUT IT'S REALLY SOME DATA CONFIRMED, UH, THAT'S SOMETHING WE NEED TO FOCUSING ON.

SO CHANGING DEMOGRAPHIC AND EMPLOYMENT.

DEF DEFINITELY DFW MARKET IS VERY COMPETITIVE.

IT'S CHANGING A LOT.

UM, SO, AND ALSO THE, UH, NEW STATE REGISTRATION.

IT'S REALLY GIVING US A LOT OF CHALLENGES ON THE, UH, SSB TWO, WHICH IS, UM, TAX REVENUE.

WE GET, WE HAVE A 3.5% CAP.

THAT MEANS, YOU KNOW, BEFORE WE REALLY WANTED TO DEVELOPING AND BRING A HIGH TAX VALUE, REAL ESTATE, TAX VALUE, PROJECT MANUFACTURING, DEFINITELY, UH, BUSINESS PERSON AND PROPERTY TAX WAS IMPORTANT.

AND THE DATA CENTER, WE'RE GONNA TALK ABOUT THAT LATER, BUT THOSE KIND OF THING WAS OUR FOCUS.

BUT BECAUSE OF THIS NEW SB TWO, WE GOT THE 3.5% CAP.

SO IT'S NOT JUST THE REAL ESTATE, HIGH TAX VALUE.

WE HAVE TO MAKE SURE WHAT ELSE WE CAN DO, WHICH IS MORE SALES TAX GENERATING BUSINESSES, WHAT KIND OF DESTINATION PROJECT WE CAN BRING TO THE TABLE.

UM, SO IDENTIFY NEW OPPORTUNITY, UH, TO MEET THE GOALS.

SO THAT'S, THAT'S SOMETHING I MENTIONED.

DFW IS A COMPETITIVE MARKET.

I MENTIONED, UH, WE ARE VERY LUCKY, NORTH TEXAS REGION.

WE HAVE A LOT OF BUSINESS THAT YOU HEAR NEWS EVERY DAY.

A LOT OF BUSINESSES, PEOPLE MOVING, MOVING FROM CALIFORNIA, NEW YORK, EVERYWHERE IN THE WHOLE WORLD.

THAT IS TRUE, BUT IT'S VERY COMPETITIVE.

EVERYBODY WANTED TO LOOKING FOR THE OPPORTUNITY.

AND ALL THE CITIES LOOKING FOR THE REALLY COOL DEAL.

AND THIS DEVELOPMENT PROJECT IS OFTEN DRIVEN BY LAND, PROPERTY, COST, AND INCOMES.

DEMOGRAPHIC IS VERY IMPORTANT.

OF COURSE, WHEN WE ARE TALKING TO THOSE RETAILERS, UH, WHEN WE ASK, YOU KNOW, PEOPLE ASK WHY WE DON'T HAVE WHOLE FOOD ON TRADER JOE'S.

THEY ARE JUST LOOKING AHEAD, UH, LOOKING AT THE HOUSEHOLD INCOME, A HUNDRED THOUSAND DOLLARS PLUS, LIKE I SAID, IN THE GARLAND IS 65,000.

I'M NOT SAYING IT'S GOOD OR BAD.

THAT IS A NUMBER.

THAT'S REALLY THOSE GUYS JUST LOOKING AS SIMPLE, THOSE DATA, AND THEN THEY JUST, GARLAND IS NOT THE PLACE FOR THEM.

UM, SO INCOME GARLAND IS MODERATE.

IT WAS SOME HIGHER AREA THAT WE ARE VERY DIVERSE, LIKE I TALKED ABOUT.

SO DUE TO THE SPREAD OF INCOME, THIS MAP SHOWING DARKER PURPLE IS A HIGHER, UM, INCOME.

AND THEN LIGHTER COLOR IS THE LOWER INCOME.

SO THESE SPREAD OF INCOME IN GARLAND, ONE SIZE FITS ALL APPROACH, NOT GONNA WORK.

WE WANTED TO REALLY MAKE SURE A DEVELOPER AND OR COMPANIES HAVE SHARED THE SAME VISION WITH US.

SO THAT, YOU KNOW, WE WANTED TO TRY TO BRING SOMETHING UNIQUE, SOMETHING DIFFERENT, UH, PROJECT TO GARLAND.

SO, KEY FINDINGS, I'M GONNA GO REALLY QUICK, BUT I THINK IT'S REALLY INTERESTING DATA WE FOUND GARLAND IS, IS MORE THAN MANUFACTURING CITY.

YOU KNOW, A LOT OF FOLKS THINK GARLAND IS BLUE COLLAR CITY, PROBABLY.

WE HEAR THAT ALL THE TIME.

BUT AGAIN, MANUFACTURING, YES, WE DO HAVE A BIG MANUFACTURING, UM, BASE, AND IT'S REALLY IMPORTANT.

THAT'S NO QUESTION, BUT A LOT OF GARLAND RESIDENTS IS NOT WORK IN THE CITY'S MANUFACTURING BASE.

THERE IS A FOLKS DEFINITELY LIVING IN THE MANUFACTURING INDUSTRY IN GARLAND THAT DOES GARLAND RESIDENTS.

BUT THOSE PEOPLE IS A, UH, 80%.

THOSE GUYS IS WORKING OUTSIDE OF THE CITY.

THEY'RE GOING TO DALLAS, RICHARDSON, AND PLANO.

THAT'S THE PLACES, EVEN THOUGH THEY'RE WORKING MANUFACTURING INDUSTRY, THEY'RE WORKING OUTSIDE OF GARLAND.

A LOT OF FOLKS, YOU KNOW, UM, COMING TO GARLAND IS A LOT OF, EAST DALLAS IS WORKING IN OUR, UM, INDUSTRIAL BASE, INDUSTRIAL JOB IN GARLAND.

SO THAT'S, WHEN YOU LOOK AT THE, UH, GARLAND RESIDENTS, IT'S A LOT OF WHITE.

60 MORE THAN 60% IS WHITE COLLAR, UH, JOBS THEY HAVE.

SO, UH, PEOPLE LIVING IN GARLAND AND WORKING IN GARLAND IS 11,000 PEOPLE, WHICH IS ABOUT 10%.

AND THEN 53,000 PEOPLE COMING TO GARLAND TO WORK.

AND 88,000 RESIDENTS OF GARLAND IS GOING OUTSIDE THE CITY.

SO WHY, BECAUSE THEY DON'T, WE DON'T HAVE A WHITE COLLAR JOB IN GARLAND.

THAT'S THE REASON PEOPLE WORK, YOU KNOW, IN A WHITE COLLAR, UM, JOB.

THEY, THEY DON'T, THEY CANNOT FIND A JOB IN GARLAND.

ABOUT 10% OF THE LAND IS VACANT, BUT IT'S, IT'S PART OF THE FLOODPLAIN.

SO 3.5% IN DEVELOPABLE.

SO 6.5% IS ALL FLAT, PLAIN.

SO WE CANNOT BUILD ANYTHING.

SO A THOUSAND ACRE IS THE ONE POTENTIALLY WE CAN DEVELOP.

THAT'S THE REASON WE HAVE TO BE REALLY PICKY.

WE WANTED TO MAKE SURE THAT PROPERTY IS REALLY THE BEST OF THE BEST PROJECT.

SO THIS IS JUST A LAND USE MAP AND FROM, YOU KNOW, PLANNING DEPARTMENT.

UM, SO THAT WE DON'T REALLY HAVE A LOT OF, UM, VACANCY.

UM, FIGHTING THREE IS THE, UH, I MENTIONED ABOUT THIS PROPERTY STATE, UM, PROPERTY TAX CAP.

AND WE CANNOT ANNEX OUTSIDE THE CITY.

WE, WE ARE LANDLOCKED, SO WE CANNOT GROW.

SO CITY NEED TO MAXIMIZE OUR EXISTING TAX BASE.

SO WE WANTED TO MAKE SURE THERE WAS HIGHER VALUE OF BUSINESS.

WE WANTED TO MAKE SURE THEY STAY.

AND THEN FINDING OPTION TO GENERATE ADDITIONAL SALES TAX REVENUE.

OUR GOAL IS REALLY PEOPLE LIVING GARLAND IS SPENDING GARLAND, AND THEN PEOPLE OUTSIDE GARLAND SPEND MONEY IN GARLAND SO THAT WE CAN CAPTURE THEIR SALES TAX.

SO THIS MAP SHOWING PROPERTY TAX VALUATION, AS YOU SEE, UM, INDUSTRIAL AREA, DARK RED IS HIGHER TAX VALUE PROPERTY.

THIS IS, UH, REAL ESTATE TAX AND THE BUSINESS PERSONAL PROPERTY TAX.

SO OF COURSE MANUFACTURING ON THE WEST SIDE, GARLAND, THEY, THEY ARE GENERATING A LOT OF TAX.

AND THE NORTH, UH, NORTH GARLAND, WHICH IS, UH, RIGHT SIDE IS REALLY THE, UH, FIREWALL TOWN CENTER.

AND THEN FARTHER NORTH IS THE, OR THE DATA CENTER.

AND, UH, UM, NEW APARTMENTS.

SO THIS IS A REVENUE PER ACRE BY BUILDING TYPE.

WE TALKED ABOUT DATA CENTER.

EVERYBODY TALKING ABOUT, YOU KNOW, GOING TO CLOUD, THE MORE THE CELL PHONE AND IPAD YOU HAVE, IT'S GOING TO CLOUD, BUT THAT'S GOING TO DATA CENTER.
