IT IS BORDERED BY RESIDENTIAL USES, UH, TO THE WEST AND SOUTH.

IT IS, UH, BORDERED BY, UH, VARIOUS, UH, OTHER COMMUNITY RETAIL USES, SHOPPING CENTERS, UH, RETAIL STORES, RESTAURANTS, OFFICE SPACE, ET CETERA.

UM, AS WELL AS SOME OF THE USES TO THE EAST, UH, WITH, UH, VARIOUS SPOTS OF, UH, LIGHT COMMERCIAL FOR SLIGHTLY HEAVIER USES, UH, LIKE AUTOMOBILE RELATED.

UH, THE SITE IS LOCATED WITHIN THE URBAN NEIGHBORHOODS, UH, DISTRICT.

UH, HOWEVER, UH, THE SITE IS CURRENTLY ZONED FOR, UH, COMMUNITY RETAIL, UH, AS IS THE REST OF THE, UH, URBAN NEIGHBORHOODS.

THE USES TO BE PERMITTED ARE A PET CARE PLAY FACILITY, INDOOR, UH, LEARNING CENTER SPECIALIZED.

AND, UH, TO CLARIFY, THE LEARNING CENTER SPECIALIZED WOULD INCLUDE THINGS SUCH AS, UH, SAT PREP OR, UH, LEARNING FOR, UH, MORE SPECIAL NEEDS, UH, TYPES, UM, HEALTH AND FITNESS GYM, INDOOR AND, UH, VETERINARY CLINIC, UH, SMALL ANIMAL INDOORS ONLY.

ACCORDING TO THE ECONOMIC DEVELOPMENT STRATEGIC PLAN, A SHOPPING CENTER HAS THE HIGHEST REVENUE PER ACRE FOR RETAIL DEVELOPMENT.

ALLOWING MORE COMPATIBLE USES WOULD INCREASE THE LIKELIHOOD OF ADDITIONAL COMPATIBLE BUSINESSES MOVING INTO THE SHOPPING CENTER.

ADDITIONALLY, THE APPLICANT HAS TAKEN STEPS TO IMPROVE THE FACADE AND OTHER EXTERIOR FEATURES OF THE SHOPPING CENTER OVER THE LAST YEAR.

THIS PROPOSAL WILL HELP CONTRIBUTE TO THE REVITALIZATION OF THE REVITALIZATION OF THE SITE.

STAFF RECOMMENDS APPROVAL OF AN AMENDMENT TO THE PLAN DEVELOPMENT DISTRICT, 94 35, TO ALLOW PET CARE PLAY FACILITY, INDOOR LEARNING CENTER, SPECIALIZED HEALTH AND FITNESS GYM, INDOOR AND VETERINARY CLINIC, SMALL ANIMALS, UH, SMALL ANIMAL, SMALL ANIMAL INDOOR ONLY USE.

IN ADDITION, STAFF RECOMMENDS THE REMOVAL OF AUTOMOBILE RELATED USES CURRENTLY IN PLAN DEVELOPMENT DISTRICT 94 35 SPECIFICALLY TIRE DEALER, NO OUTDOOR STORAGE AND AUTOMOBILE LEASING.

NEW, UH, AUTOMOBILE REPAIR AND SALES ARE ALREADY PROHIBITED ON THE SUBJECT PROPERTY.

WE SENT OUT 126 LETTERS, AND WE RECEIVED ONE WITHIN THE NOTIFICATION AREA AGAINST, I'M OPEN TO ANY AND ALL QUESTIONS.

JUST ADDING THAT, SINCE IT'S LESS INTENSIVE, WE FIGURE THAT MAY BE MORE OF A MINOR.

UM, BUT THIS LOCATION IS IN NORTH GARLAND, GENERALLY SOUTH OF THE CITY LIMITS, NEAR THE HOLFORD CAMPBELL ROAD AREA NORTH OF PRESIDENT GEORGE BUSH TURNPIKE.

UH, THE APPLICANT FOR THIS CASE IS THE CITY OF GARLAND.

THIS IS CITY INITIATED.

UM, THE ACREAGE OF THE SITE, UH, OR THE OVERALL PD, UM, AS PD 20 DASH 17 CURRENTLY IS ACTUALLY ABOUT 277 ACRES IN SIZE.

UM, IT IS A, UM, MIXED USE, UH, PD, WHICH DOES ALLOW DATA CENTERS IN MOST OF THE AREA BY RIGHT.

AND, UH, REQUIRES A DETAILED PLAN THROUGH THE PUBLIC HEARING PROCESS.

UM, THIS IS A GENERAL LOCATION OF THE CITY OF CITYWIDE LOCATION MAP SHOWING THIS PD AREA.

AND THERE'S OF COURSE SOME, BEEN SOME MULTIFAMILY AND SINGLE FAMILY, UM, USES AND A MEDICAL OFFICE AS WELL THAT HAVE DEVELOPED IN THIS AREA.

AND THIS, UH, IS ANOTHER VIEWPOINT OF THE PD SHOWING THE ZONING SUBDISTRICTS WITHIN IT.

UM, PDS ARE ALLOWED BY RIGHT IN THIS PD, WITH THE EXCEPTION OF, UM, THE YELLOW AND ORANGE AREAS HERE, THE TRANSITION AND MIXED RESIDENTIAL.

UH, SO IT WOULD NOT BE ALLOWED RIGHT BY RIGHT THERE, BUT, UH, WOULD BE ELSEWHERE.

UH, THE COMPREHENSIVE PLAN IDENTIFIES THIS AREA AS BUSINESS CENTERS, UM, PDSS, OR EXCUSE ME, D UH, DATA CENTERS, UM, GENERALLY ALIGN WITH THE, UH, DESCRIPTION OF BUSINESS CENTERS, WHICH, UH, GENERALLY ALIGNS WITH OFFICES CAMPUS, UH, STYLE, UM, UH, NON-RESIDENTIAL TYPE USES PER THE, UH, ADOPTED ECONOMIC DEVELOPMENT STRATEGIC PLAN.

DATA CENTERS GENERATE THE MOST REVENUE PER ACRE BY BUILDING TYPE.

AND HERE'S SOME PHOTOS OF THE AREA, INCLUDING SOME USES THAT HAVE DEVELOPED, INCLUDING A MEDICAL OFFICE, SOME SINGLE FAMILY RESIDENCES.

SO THIS AMENDMENT WOULD NOT, UH, REDUCE ANY CODE REQUIREMENTS, UH, IN FOUR DATA CENTERS.

UM, NOR WOULD IT, UM, UH, OPEN THE DOOR FOR OVERSIGHT OR ANYTHING LIKE THAT.

STAFF WOULD STILL REVIEW, UH, THESE PLANS IN FULL.

WHAT THIS SIMPLY DOES IS ELIMINATE A PUBLIC HEARING PROCESS, UH, WHICH CAN OFTEN TAKE FOR DETAILED PLANS, FOUR TO SIX MONTHS, SOMETIMES LONGER, SOMETIMES A LITTLE SHORTER, BUT USUALLY NOT, IT'S USUALLY FOUR TO SIX MONTHS AT LEAST.

UM, AND SO IT WOULD JUST ELIMINATE THAT UPFRONT, UM, UH, ZONING TYPE PROCESS.

AGAIN, ONLY, UH, FOUR DATA CENTERS THAT ARE ALREADY ALLOWED PER ZONING BY RIGHT.

UM, SO THIS IS NOT GETTING RID OF ANY SUP REQUIREMENTS OR ANY CODE REQUIREMENTS, ANY OR ANYTHING OF THAT NATURE.

UM, IT'S JUST ELIMINATING THAT SPECIFIC PROCESS IN THOSE INSTANCES.

BUT IF, IF THEY DEVIATE FROM ANYTHING SIGNIFICANT FROM THE PD, UM, OR IF THEY'RE PROPOSED IN AN AREA THAT'S NOT ALLOWED BY WRIGHT, THEN THAT WOULD TRIGGER A PUBLIC HEARING PROCESS AND A DETAILED PLAN.

UM, SO THE REALLY, THE, UM, INTENT BEHIND THIS IS A, IS A PURPOSEFUL, KINDA A STRATEGIC PURPOSE OF, UM, FACILITATING AND STREAMLINING THE DEVELOPMENT PROCESS, UH, FOR DATA CENTERS, WHICH, UH, OF COURSE CLOSELY ALIGN WITH THE ECONOMIC DEVELOPMENT STRATEGIC PLAN, UM, OF THE CITY.

SO WITH THAT, STAFF'S RECOMMENDATION IS APPROVAL OF THIS REQUEST.
