UH, AND YOUR DECISION IS STRICTLY A MATTER OF YOUR OWN CHOICE AND WILL NOT HAVE ANY IMPACT ON THE DECISIONS WE MAKE HERE THIS EVENING.

UH, THIS IS WHERE, UH, WE ACKNOWLEDGE OUR EMPLOYEES WHEN THEY HIT THOSE MILESTONE YEARS, 5, 10, 15, UH, AND SO ON.

UH, SO WE, UH, WE BRING EVERYBODY TOGETHER, HAVE BREAKFAST, AND, AND THEY GET THEIR 5, 10, 15 YEAR PENS.

UM, AND IT IS ALWAYS, UH, IT IS ALWAYS GREAT TO SEE.

AND, AND ONE THING THAT I STARTED DOING, AND I DON'T, I DON'T KNOW THAT STATISTICALLY IT HAS ANY IMPORTANCE OTHER THAN FOR MY OWN ENTERTAINMENT.

UH, BUT THIS YEAR, UH, WE HAD A TOTAL OF 315 EMPLOYEES THAT WE ACKNOWLEDGED WHO HAVE A COMBINED 4,730 YEARS OF SERVICE.

I DON'T KNOW.

LIKE I SAID, I DON'T KNOW STATISTICALLY IF THAT MEANS ANYTHING, UH, BUT I DO KNOW THAT OVER THE YEARS I'VE BEEN DOING THIS, UM, THAT IS PROBABLY THE HIGHEST NUMBER.

I THINK IT, IT USUALLY FALLS SOMEWHERE IN THE MID THREE THOUSANDS.

IT WAS SIGNIFICANTLY HIGHER THIS YEAR.

AND I THINK A LOT OF THAT, UH, IS BECAUSE OBVIOUSLY 15 YEARS AGO WE HAD SOME VERY LARGE FIRE AND POLICE ACADEMY CLASSES COME THROUGH BECAUSE FIRE MADE UP 790 OF THOSE YEARS AND POLICE MADE UP 1,380 OF THOSE YEARS.

SO, UH, WE WANT TO, UH, THANK ALL OF THOSE EMPLOYEES AND, AND ALSO TO ACKNOWLEDGE, UH, WE HAD ONE EMPLOYEE THIS YEAR, DAVID WHITE, WHO HAS WORKED FOR GARLAND POWER AND LIGHT FOR 45 YEARS WITH GARLAND POWER AND LIGHT.

AND, UH, THAT IS, THAT IS PHENOMENAL.

UM, THE ACREAGE OF THE OVERALL PD IS APPROXIMATELY 277 ACRES.

UM, AND, UH, IT IS GENERALLY NORTH OF PRESIDENT GEORGE BUSH TURNPIKE, SOUTH OF THE GARLAND CITY LIMITS LINE.

AND, UM, WEST OF HOLFORD ROAD.

THIS IS THE GRAMERCY PARK SINGLE FAMILY NEIGHBORHOOD, AND THIS IS THE FIVE POINTS CHURCH.

BUT OTHERWISE, DATA CENTERS ARE ALLOWED BY WRIGHT, UM, THROUGHOUT THIS PD.

THE, UM, INTENT OF THIS PD IS REALLY TO FACILITATE A DEVELOPMENT TYPE THAT ALIGNS VERY CLOSELY WITH THE, UH, CITY'S ECONOMIC DEVELOPMENT STRATEGIC PLAN.

UM, IN ADDITION, OF COURSE, IT IS ALLOWED BY WRIGHT.

SO THIS, THIS AMENDMENT WOULD, UM, HELP FACILITATE THAT DEVELOPMENT, MOVE IT ONTO SITE PERMITTED BILLING PERMIT WITHOUT A FULL PUBLIC HEARING PROCESS, BUT ONLY IN INSTANCES WHERE IT, UM, OF COURSE IS ALLOWED BY RIGHT.

AND IT MEETS ALL TECHNICAL REQUIREMENTS THROUGH THE PD AND GDC.

SO THIS AMENDMENT DOES NOT WAIVE ANY CODE REQUIREMENTS OR ANYTHING LIKE THAT FOR DATA CENTERS.

IT'S JUST, UH, SIMPLY STREAMLINING THE PROCESS.

UM, THIS IS THE, UH, OUR COMPREHENSIVE PLAN IDENTIFIES THIS AREA, BUSINESS CENTERS AND DATA CENTERS ALIGNED WITH THAT DESIGNATION.

AND PER THE ADOPTED ECONOMIC DEVELOPMENT STRATEGIC PLAN, DATA CENTERS, UH, DO GENERATE THE MOST, UH, REVENUE PER ACRE BY BUILDING TYPE.

AND HERE'S SOME PHOTOS OF THE AREA WITHIN THIS, UH, PD, THERE'S AN ARRAY OF, OF USES.

YOU CAN KIND OF SEE BACK THERE A MEDICAL OFFICE BUILDING, BAYLOR SCOTT AND WHITE.

UH, THAT'S THE ENTRANCE TO THE GRAMERCY PARK NEIGHBORHOOD.

THIS IS, UM, ONE OF THE DATA CENTERS THAT'S, UH, BUILT WITHIN THE PD.

THIS IS ONE OF THE MULTIFAMILY DEVELOPMENTS, AND THAT IS A SUBSTATION, WHICH, UH, SUPPORTS, UM, THE DATA CENTERS.

SO IF APPROVED DATA CENTERS WILL STILL BE REQUIRED TO SUBMIT ANY AND ALL NECESSARY PERMITS AND CONSTRUCTION PLANS, AND MEET ALL APPLICABLE REGULATIONS OF PD 20 DASH 17.

AND THE GARLAND DEVELOPMENT CODE AND STAFF'S RECOMMENDATION IS APPROVAL OF THIS, UH, REQUEST OR REQUEST, I GUESS WE'LL CALL IT A CITY INITIATED, BUT, AND, UH, THE PLAN COMMISSION RECOMMENDED APPROVAL AS WELL WITH A NINE TO ZERO VOTE, UH, DURING THEIR NOVEMBER 20TH MEETING.

AND MAYOR, WE MAILED OUT, UH, 288 NOTIFICATION LETTERS ON THIS CASE.

WE RECEIVED ONE IN FAVOR AND FIVE OPPOSED, UH, AND ALSO A ONE WITH AN, I DON'T KNOW, RESPONSE, UH, WITHIN THE NOTIFICATION AREA.

AND THAT DETAILED PLAN IS REQUIRED TO COME FORWARD THROUGH AN ENTIRE PUBLIC HEARING PROCESS, THROUGH THE PLAN COMMISSION AND CITY COUNCIL.

UH, IT REQUIRES, UM, A, A GREAT LEVEL OF, UM, REVIEW BY STAFF.

THAT PROCESS CAN, UM, EASILY TAKE A GOOD FOUR TO SIX MONTHS OR BEYOND.

UM, SO THIS, UM, THIS AMENDMENT WOULD SIMPLY, UM, NOT REQUIRE THAT WHERE DATA CENTERS REALLY ARE ALREADY ALLOWED BY WRIGHT, IT'S NOT A USE ISSUE.

THIS PD ALREADY CONTEMPLATES AND ALLOWS THESE, UM, USES BY WRIGHT.

UM, SO AS LONG AS REALLY THAT'S THE CASE AND, AND THEY'RE NOT, UM,

UM, THIS IS A GENERAL LOCATION, UH, OF THE SUBJECT PROPERTY ON NORTHWEST HIGHWAY HIGHWAY IN SOUTH GARLAND.

UH, SO IT'S A LITTLE BIT OF AN OLD AERIAL, BUT SCOOTER'S COFFEE HAS BEEN ADDED.

THIS AREA AND THE SUBJECT PROPERTY IS SURROUNDED BY, UM, OTHER COMMERCIAL RETAIL TYPE USES.

THERE IS A HOTEL IMMEDIATELY TO THE EAST AND OF COURSE SOME SINGLE FAMILY AND DUPLEX HOMES TO THE NORTH.

TONIGHT'S ZONING CASE, UH, THE APPLICANT IS WISHING TO ADD, UM, UH, USE ALLOWANCES, UH, TO THIS PROPERTY, TO THE PD, UM, TO BE ABLE TO FURTHER LEASE, UM, ADDITIONAL BUSINESSES AND, AND ALLOW, KIND OF OPEN THAT UP.

UM, THESE USES ARE, ARE VERY MUCH IN LINE WITH, UM, SHOPPING CENTERS AND COMMUNITY RETAIL ZONING, WHICH IS THE UNDERLYING ZONING, BUT, UM, THAT INCLUDES PET CARE AND PLAY FACILITIES, INDOORS, THAT'S YOUR PET BOARDING TYPE, UH, BUSINESS, UM, LEARNING CENTER SPECIALIZED, THAT'S, UM, TUTORING TYPE, UH, BUSINESSES, SAT PREP, THINGS OF THAT NATURE.

UM, HEALTH AND FITNESS GYM, INDOOR, UM, STUDIO OR FITNESS OR PERFORMING ARTS STUDIO THAT CAPTURES A, IF THERE WERE TO BE A FITNESS STUDIO THAT'S UNDER 5,000 SQUARE FEET IN SIZE, WHEREAS A HEALTH AND FITNESS GYM IS OVER 5,000 SQUARE FEET IN SIZE.

UH, DURING THE PLAN COMMISSION HEARING, UH, THE COMMISSION HAD RECOMMENDED ADDING THAT SMALLER, THAT 5,000 OR UNDER, UNDER 5,000, UH, FITNESS STUDIO.

SO THAT HAS BEEN ADDED TO THE REQUEST.

THE APPLICANT WAS VERY MUCH IN AGREEMENT WITH THAT.

AND THEN VET CLINIC FOR SMALL ANIMALS, INDOORS ONLY.

THE COMPREHENSIVE PLAN, UH, IDENTIFIES THIS AREA AS URBAN NEIGHBORHOODS.

UM, AND OF COURSE THE, THE EXISTING ZONING AND AND PROPOSAL WOULD CONTINUE TO, UH, BE, UH, COMMERCIAL, COMMERCIAL ZONED.

ACCORDING TO THE ECONOMIC DEVELOPMENT STRATEGIC PLAN, A SHOPPING CENTER HAS THE HIGHEST REVENUE PER ACRE FOR RETAIL TYPE DEVELOPMENT.

ALLOWING MORE COMPATIBLE USES WOULD INCREASE THE LIKELIHOOD OF ADDITIONAL BUSINESSES MOVING INTO THIS SHOPPING CENTER.

ADDITIONALLY, THE APPLICANT HAS TAKEN STEPS TO IMPROVE THE FACADE AND OTHER EXTERIOR FEATURES OF THE SHOPPING CENTER OVER THE PAST YEAR.

UH, THIS PROPOSAL WILL HELP CONTRIBUTE TO THE REVITALIZATION OF THE SITE.

AND WITH THAT, MAYOR STAFF'S RECOMMENDATION IS APPROVAL OF THIS REQUEST.

AND JUST A LITTLE BACKGROUND IN ADDITION, STAFF HAS RECOMMENDED THE REMOVAL.

UH, WE REALLY KIND OF TOOK THIS AS AN OPPORTUNITY TO LOOK AT THE PD AND, AND LOOK AND SEE IF THERE WERE ANY USES, UM, THAT THE COMPREHENSIVE PLAN AND THE ECONOMIC DEVELOPMENT STRATEGIC PLAN MIGHT SPEAK TO.

SO, UM, STAFF HAS RECOMMEND RECOMMENDED THE REMOVAL OF THE, UM, AUTOMOBILE RELATED USES CURRENTLY IN PD 94 DASH 33 OR 35, EXCUSE ME, SPECIFICALLY, TIRE DEALER AND AUTOMOBILE LEASING.

UM, FORTUNATELY THE PD ALREADY DID PROHIBIT, UH, REPAIR, AUTO REPAIR AND AUTO SALES.

UH, BUT THOSE WERE TWO, TWO ADDITIONAL AUTO USES THAT, UH, WE FELT COULD COME OUT.

THE APPLICANT WAS VERY MUCH IN AGREEMENT WITH THAT.

SO THAT DOES, THAT IS REFLECTED IN THE PD CONDITIONS AND THE PROPOSAL.

UH, YEAH, AND AGAIN, THE APPLICANT OCCURS WITH THE RECOMMENDATION, THE PLAN COMMISSION RECOMMENDED APPROVAL AS WELL, UH, PER STAFF'S RECOMMENDATION.

AND IN ADDITION, AS I MENTIONED EARLIER, THE COMMISSION RECOMMENDED, UH, FITNESS OR PERFORMING ARTS STUDIO TO BE ADDED.

AND THIS HAS BEEN ADDED TO THE REQUEST AND PD CONDITIONS ACCORDINGLY, MAYOR.

SO, UM, NO, THERE'S A LOT THAT I MENTIONED AS FAR AS RECOMMENDATIONS GO, BUT, UH, THE PD CONDITIONS AND THE REQUEST AS PRESENTED DO CAPTURE THESE ADDITIONS AND RECOMMENDATIONS AND THE REMOVAL OF THE TWO AUTO USES.

SO IF THE COUNCIL IS COMFORTABLE WITH, UM, THE STAFF AND PLAN COMMISSION'S RECOMMENDATION, UM, THE MOTION TO APPROVE CAN BE AS PRESENTED.

SO THOSE ARE ALREADY CAPTURED IN THE REQUEST.

SO WITH THAT MAYOR, UM, WE MAILED OUT 121 NOTIFICATION LETTERS ON THIS CASE, AND WE RECEIVED ONE IN FAVOR AND ONE OPPOSED, AND BOTH WERE WITHIN THE NOTIFICATION AREA, SO THANK YOU.

MR. GARRAN, WE HAD DISCUSSED, UM, REMOVAL OF LAUNDROMAT AND DRY CLEANING USE.

IS, HAS THAT BEEN REMOVED FROM THE PD OR WAS IT NOT ALLOWED THAT IT, IT IS CURRENTLY ALLOWED AND ENTITLED IN THE PD.

IT'S NOT REMOVED IN THIS REQUEST.

BUT WE REALLY SEARCHED FOR USES THAT WE FELT THAT THE, THE PLANS THAT GUIDE US, THE COMP PLAN, THE ED STRATEGIC PLAN, IF THERE'S ANY THAT, UM, ANY USES THAT THOSE SPEAK TO AND WE FELT THAT AUTO USES, WHICH THE ED STRATEGIC PLAN DOES SPEAK TO, UM, WOULDN'T REALLY ALIGN WITH THAT PLAN.

SO THAT'S, THAT'S REALLY WHERE, WHERE OUR FOCUS CAME FROM, THE LAUNDROMATS AND DRY CLEANERS.

UM, YOU KNOW, IT, IT CAN CERTAINLY BE A DISCUSSION FOR COUNCIL AND, AND THE APPLICANT IS HERE, LIKE I SAID, BUT THAT'S HOW WE CAME TO THAT.

UH, A DROPOFF DRY CLEANER HAS NO CHEMICALS ON SITE.
