WELCOME TO THE JANUARY 9TH, 2024 REGULAR MEETING OF THE GARLAND CITY COUNCIL.THIS IS OUR FIRST MEETING OF THE YEAR, SO HAPPY NEW YEAR TO EVERYONE.
IT IS A CUSTOM AND TRADITION OF THIS CITY COUNCIL TO HAVE AN INVOCATION AND RECITAL OF THE PLEDGE OF ALLEGIANCE PRIOR TO THE BEGINNING OF OUR MEETING, UH, LED BY ONE OF OUR COUNCIL MEMBERS.
UH, AND YOU ARE INVITED TO PARTICIPATE IF YOU SO CHOOSE.
UH, BUT YOU ARE NOT REQUIRED TO PARTICIPATE IN EITHER OR BOTH, AND YOUR DECISION WILL NOT HAVE ANY IMPACT ON THE DECISIONS WE MAKE HERE THIS EVENING.
AND SO TONIGHT WE WILL BE LED BY MAYOR PRO TEM BASS FROM DISTRICT ONE.
BEFORE ANY INDICATION, I'D LIKE TO SAY A COUPLE OF WORDS ABOUT A, UH, LONGTIME GARLAND CITY EMPLOYEE WHO RECENTLY PASSED, UH, GARY CHAMBERS.
UH, GARY WAS A FIRE WHEEL GOLF COURSE SUPERINTENDENT FROM 1995 TO 2013.
HIS LOVE AND SINCERITY WERE CONTAGIOUS.
GARY TREATED STAFF MEMBERS LIKE FAMILY.
HE WAS ALWAYS THERE, WILLING TO HELP OTHERS.
HE JUST SEEMED TO KNOW WHAT YOU NEEDED.
GARY CHAMBERS WILL BE MISSED GREATLY AND WILL BE REMEMBERED FOR HIS GENEROSITY.
JUST KNOWING HIM MADE YOU A BETTER PERSON.

SHE AND HUSBAND KAREN SAYAN PURCHASED ONE OF THE FIRST HOMES ON CEDAR CREEK IN 1976, AND THROUGHOUT HER LIFE, SHE SHARED, SERVED TO SHARE, SERVED TO SHARE DANCE AND THE ARTS AS THE OWNER OF BALLET CLASSIQUE AND GARLAND BALLET ACADEMY.
SHE WAS THE RESIDENT CHOREOGRAPHER FOR GARLAND CIVIC THEATER, IN ADDITION TO A LIFETIME MEMBER.
AND SHE CONTRIBUTED COUNTLESS HOURS, UH, TO GARLAND SUMMER MUSICAL PERFORMANCES OVER THE YEARS AND RECEIVED NUMEROUS ACCOLADES FOR HER WORK IN THEATERS ACROSS NORTH TEXAS, AND WAS BELOVED IN, WAS A BELOVED INSTRUCTOR AT KD CONSERVATORY COLLEGE.
AND WHEREAS PAULA MORLAND HAS GIVEN OF HERSELF UNSELFISHLY BY HELPING HER COMMUNITY, AND THROUGH HER TIRELESS WORK DEDICATION, SHE HAS MADE THE CITY OF GARLAND A BETTER PLACE.

AND THEN THIS OVER HERE TO THE EAST IS THE PROPOSED AREA.
UM, THE GDC DOES HAVE A MINIMUM DISTANCE OF 5,000 FEET BETWEEN CELLULAR TOWERS.

SO THE APPLICANT DOES REQUEST, UM, FOR THIS TOWER TO BE LOCATED WITHIN THAT AREA.

STAFF'S RECOMMENDATION IS APPROVAL.

AND I THINK YOU ADDRESSED THAT WITH, YOU SAID YOU'RE GONNA BE DOING THAT THROUGH YOUR, UH, LEASE AGREEMENTS.
UM, AND THE OTHER ONLY OTHER MINOR QUESTION I HAD, UM, YOU TALKED ABOUT PRIVATE YARDS AND I THINK I SAW THEM IN SOME OF THE, UM, ELEVATIONS THAT WE WENT THROUGH.
THEY LOOK LIKE THEY ARE INDIVIDUALLY FENCED, ARE THEY? YEAH.
AND IT'S WROUGHT IRON INDIVIDUAL, HOW MANY OF THOSE? UM, YEAH, I MEAN, WE'LL, WE'LL HAVE SOME SORT OF SMALL SHORT FENCE THAT PROVIDES THAT DEMARCATION BETWEEN THE PRIVATE AND PUBLIC SPACE.
UM, BUT LIKELY IT'D BE AN OPEN FENCE.
UM, BUT THE LEVEL OF DETAIL EXACTLY WE HAVEN'T FIGURED OUT.

AND, AND DO YOU KNOW APPROXIMATELY HOW MANY OF THE UNITS WILL HAVE THE PRIVATE YARD? LET'S SEE.

I'VE JUST, EVERY, LET'S SEE, 1, 2, 3, 4, 5, 6, 7, 8, ABOUT 15 ON BUILDING THREE.

I HAVE TO COUNT EVERY ONE OF THOSE.
BUT WHAT YOU SEE THERE, YOU SEE AROUND THE PERIMETER IS WOULD BE THE NUMBER OF, OF UNITS THAT HAVE PATIOS.
AND, AND I HAVE DISCOVERED THESE LAST 18 MONTHS OR TWO YEARS, HOW REALLY IMPORTANT IT IS FOR A LOT OF OUR RESIDENTS WHO MOVE INTO APARTMENTS TO HAVE THE OPTION OF HAVING A FENCED YARD, UM, A PRIVATE YARD.
SO THAT IS A REALLY NICE AMENITY WE DON'T OFTEN SEE.
AND I KNOW THAT JUST MULTI-FAMILY DEVELOPERS, THEY, THERE'S USUALLY A PREMIUM AND, AND THE, THE, UH, UNITS WITH PATIOS ARE DEFINITELY HIGHLY SOUGHT AFTER AND GO FIRST.
SO THAT'S WHAT OUR INFO INFO SHOWS AS WELL.
UM, WILL YOU TALK ABOUT THE ONE BEDROOM UNITS A LITTLE BIT? IT KIND OF, YOU KIND OF WENT FAST ON THE PLANS AND I WAS JUST WONDERING WHAT THE SQUARE FOOTAGE OF THOSE UNITS IS.
UM, THE MINIMUM IS 650 SQUARE FEET FOR THE ONE BEDROOM.
I MEAN OUR, WE, OUR UNITS MAY RANGE A BIT.
UM, BUT YEAH, I MEAN THEY'RE, THAT THAT'S WHAT THEY'RE, THAT'S WHAT WE'RE PROPOSING IS SIX 50.
AND DEPUTY MAYOR PRO TEM MOORE, I'M WAITING FOR EVERYONE TO FINISH.
WELL, AS, AS IT'S ALREADY BEEN STATED, UH, THIS WAS A VERY CHALLENGING PIECE OF PROPERTY AND I'M VERY APPRECIATIVE, UH, TO THE DEVELOPER, BUILDER AND PRESENTER, UH, FOR THE MATTER BY WHICH YOU HAVE GONE IN THERE AND TAKEN THIS PROPERTY, ESPECIALLY THAT PIECE OUT THERE ON 30, UH, YOU DIDN'T HAVE TO DO THAT, BUT UH, YOU WERE ABLE TO TAKE THAT AND MAKE IT, UH, PART OF UH, THIS IS IMPORTANT TO, UH, DISTRICT THREE IN THAT, FIRST OF ALL, IT MEETS THE ENVISION GARLAND CONCEPT, THE I 30 CORRIDOR STUDY CONCEPT OF WHAT WE NEED TO BE DOING THERE ON THAT I 30 CORRIDOR IN THE WAY OF, FIRST OF ALL, IF THE FINISHED PRODUCT OF ANYTHING LIKE THE RENDITIONS, WE'RE GONNA BEGIN TO SEE A GOOD FACELIFT AS YOU'RE TRAVELING DOWN I 30 GOING OVER TO IN, IN EITHER DIRECTION.
AND IT'S VERY IMPORTANT TO US THAT WE BEGAN TO DO THAT IN THE WAY OF ATTRACTING OTHER BUSINESSES, ANOTHER HOMEOWNERS INTO THE AREA.
THE SECOND THING IS, THIS IS ONE OF TWO NEXT PURPOSE DEVELOPMENTS THAT ARE TAKING PLACE.
