GOOD. WELCOME TO THE FEBRUARY 12TH MEETING OF THE GARLAND PLAN COMMISSION. THIS IS OUR WORK SESSION PORTION. WE WERE BRIEFED ON THE CASES BY STAFF. AFTER WHICH WE WILL TAKE A SLIGHT RECESS TONIGHT, WHICH WILL BE VERY SHORT AND AT SEVEN O'CLOCK WE WILL HAVE OUR PUBLIC HEARING PORTION OF OUR MEETING. GOOD EVENING. GOOD EVENING. UM DO WE HAVE ANY COMMENTS ON THE, UH CONSENT TO GENDER. LOOKS GOOD. RIGHT? YEAH, WE'RE, UH, FIRST AND ONLY ZONING CASE OF THE NIGHT IS A Z 24 01. THE APPLICANT REQUESTS APPROVAL OF A CHANGE IN ZONING FROM THE AGRICULTURAL DISTRICT TO THE SINGLE FAMILY ESTATE DISTRICT TO ALLOW FOR A SINGLE FAMILY HOME TO BE CONSTRUCTED. THE SITE IS LOCATED AT 1717 BEN DAVIS ROAD. IT IS A 1.676 ACRE SITE. THIS IS WHERE THE SITE IS LOCATED WITHIN THE CITY. AND THIS IS WHERE THE SITE IS LOCATED WITHIN THE GENERAL AREA TO THE EAST OR NORTHEAST. IT IS A BORDERED BY A SINGLE FAMILY SUBDIVISION. UH DETACHED HOMES ZONED, UH, PLANNED DEVELOPMENT 05 54 FOR A SINGLE FAMILY SEVEN USES AND THEN, UH, ALL OTHER DIRECTIONS THAT IS BORDERED BY AGRICULTURAL ZONING. UH, SOME CONTAINING, UM COMMERCIAL USAGE, SUCH AS HORSE RIDING AND SOME CONTAINING A SINGLE FAMILY HOMES OR JUST OPEN LAND. THE COMPREHENSIVE PLAN HAS THIS SITE FOR A PARKS AND OPEN SPACE PRIVATE NOW, UM THE REASON FOR THIS LABELING, UH, IS LIKELY DUE TO THE FLOOD PLAIN ON THE PROPERTY AS WELL AS THE, UH, NEARBY WOODED AREA. UM, AND LARGELY UNDEVELOPED LAND. UM HOWEVER, UH, THERE ARE MULTIPLE RESIDENCES IN THIS. UH UH, SPACE RIGHT NOW. UH, THE FUTURE LAND USE MAP OF THE ENVISION IRELAND PLAN RECOMMENDS PARKS AND OPEN SPACE FOR THIS GENERAL AREA. UH, DEVELOPMENT OF A SINGLE FAMILY HOME ON THE SUBJECT. PROPERTY DOES NOT PRECLUDE FUTURE PARKS AND OPEN SPACE OPPORTUNITIES IN THIS GENERAL AREA. THE GDC REQUIRES A MINIMUM OF TWO ACRES IN THE AGRICULTURAL DISTRICT TO BUILD A SINGLE FAMILY HOUSE. THE SUBJECT PROPERTY IS APPROXIMATELY 1.676 ACRES OR 72,995, SQUARE FEET. THE MINIMUM LOT SIZE FOR SFE IS 30,000 SQUARE FEET. THE REQUEST IS A TRADITIONAL REZONING WITHOUT THE FORMATION OF A PLANNED DEVELOPMENT DISTRICT. THESE REQUESTS DO NOT REQUIRE A CONCEPT PLAN NOR DETAIL PLAN APPROVAL TO COMMENCE OR DIRECT DEVELOPMENT. YOUR PHOTOS OF THESE SITES, UH, WITH THE FIRST BEING A VIEW OF THE SUBJECT PROPERTY ITSELF AND THE SECOND LOOKING ACROSS BEN DAVIS FROM THE SUBJECT PROPERTY. THE NEXT TWO PHOTOS BEING THE VIEWS NORTH AND SOUTH DOWN BEN DAVIS ROAD FROM THE SUBJECT PROPERTY.
