ALSO ON DECEMBER 11TH, STAFF LEFT A COPY OF THE ADMINISTRATIVE SUMMONS FOR TH DEVELOPMENT GROUP LLC AT 57, A 10 TEAM REMINGTON DRIVE AND SPOKE TO AN INDIVIDUAL THROUGH THEIR, THEIR DOORBELL.

THIS IS A PICTURE OF THE NOTICE OF PROCEEDING POSTED ON THE PROPERTY.

THIS IS THE FRONT DOOR OF, UH, 31 30 BRIDGE MOORE.

THESE PICTURES WERE TAKEN NOVEMBER 7TH, 2023.

THE TIMELINE OF ACTION TO THIS PROPERTY BEGAN IN MAY OF 2020 WHEN THERE WAS A FIRE AT THE PROPERTY.

IN DECEMBER OF 2020, CODE COMPLIANCE RECEIVED A COMPLAINT THAT THE HOUSE WAS ABANDONED AND UNSECURED AND A COMPLAINANT HAD SEEN SOME HOMELESS ACTIVITY AT THE PROPERTY.

IN APRIL OF 2021, CODE COMPLIANCE RECEIVED A FOLLOW UP COMPLAINT THAT THE HOUSE WAS CONTINUING TO FALL APART AND THAT THERE HAD BEEN SOME RODENT ACTIVITY IN JUNE OF THAT YEAR.

2021 CODE COMPLIANCE RED TAGGED THE PROPERTY.

IN JULY OF 2021, STAFF SPOKE TO THE OWNER, MR. PATEL, BY PHONE.

HE SAID HE HAD BEEN FIGHTING WITH HIS INSURANCE COMPANY AND HE WAS OBTAINING BIDS TO MAKE REPAIRS AND HE HOPES TO NOT HAVE TO DEMOLISH THE PROPERTY.

IN JANUARY OF 2022, STAFF SPOKE TO DE POOL PATEL, WHO WAS THE NEPHEW OF THE OWNER WE'D SPOKEN WITH.

THE OWNER HAD PASSED AWAY.

UH, DE POOL WAS A CONSTRUCTION MANAGER AND SAID THAT HE WOULD BE OVERSEEING REPAIRS IN THE HOUSE.

WE SPOKE TO MR. PATEL ABOUT THE NEED OF PERMIT AND SOME OF THE REQUIREMENTS TO MAKE THE REPAIRS.

IN, UH, AUGUST OF 2022, A FIRE PERMIT WAS OBTAINED FROM BUILDING INSPECTIONS, BUT NO INSPECTIONS WERE EVER DONE ASSOCIATED WITH THAT.

FURTHER, THESE PICTURES WERE TAKEN AT THE TIME OF THE CONDEMNATION WHEN THE PROPERTY WAS RED TAGGED.

THIS IS FROM JUNE, JUNE 9TH, 2021.

SEE SOME OF THE, UH, SMOKE DAMAGE IN THE FRONT OF THE HOUSE.

THIS IS THE BACK OF THE PROPERTY AND IT'S ALSO TAKEN, THE PICTURES TAKEN.

THE DAY OF THE CONDEMNATION OF THE MAJORITY OF THE PROPERTY DAMAGE IS AT THE BACK OF THE BACK OF THE HOUSE THERE.

THE DEFICIENCY LIST FOR 31 30 RIDGEWATER DRIVE IS A STRUCTURE WITH SIGNIFICANT DAMAGE FROM FIRE, SMOKE, AND WATER.

THE REQUIREMENTS TO COMPLY TO COMPLY ARE THAT THE HOUSE MUST BE REPAIRED TO A HABITABLE CONDITION WITH REQUIRED PERMITS AND PASS A FINAL INSPECTION BY THE BUILDING INSPECTIONS DEPARTMENT.

THIS IS THE CURRENT PICTURE.

THIS WAS TAKEN MONDAY, DECEMBER 11TH, SHOWS THE FRONT OF THE HOUSE WITH THE SAME SMOKE DAMAGE UNDER THE EIDS.

A PICTURE OF THE BACK OF THE HOUSE ALSO TAKEN THIS MONDAY ON DECEMBER 11TH, 2023, SHOWING THE REMAINING DAMAGE AT THE BACK OF THE HOUSE.

IN SUMMARY, THIS PROPERTY WAS SEVERELY DAMAGED BY FIRE ON MAY 29TH, 2020.

A FIRE REPAIR PERMIT WAS OBTAINED IN AUGUST OF AUGUST OF UH, 2022.

THERE HAD NOT BEEN ANY INSPECTIONS ASSOCIATED WITH THAT PERMIT, AND THERE HAVE NOT BEEN ANY APPARENT REPAIRS TO THE HOUSE SINCE THE TIME OF THE FIRE.

DA INDICATES THERE'S BEEN A CHANGE IN OWNERSHIP AT THE HOUSE, WHICH OCCURRED IN OCTOBER OF THIS YEAR.

STAFF RECOMMENDS THAT THIS BOARD FIND AND CONCLUDE THAT NOTICE OF THESE PROCEEDINGS HAS BEEN GIVEN, MAILED, PUBLISHED, AND POSTED IN ACCORDANCE WITH CITY ORDINANCE, STATE LAW AND DUE PROCESS THAT THERE EXISTS ON THE PREMISES, A SUBSTANDARD STRUCTURE, SPECIFICALLY THE MAIN RESIDENCE LOCATED AT 31 30 REGIONAL DRIVE IN GARLAND, TEXAS.

THAT THE CONDITION OF THE STRUCTURE IS SUBSTANDARD DUE TO STRUCTURAL HAZARDS AND MINIMUM HOUSING STANDARDS VIOLATIONS, SPECIFICALLY FIRE, SMOKE, AND WATER DAMAGE, AND THAT THE SUBSTANDARD STRUCTURE IS CURRENTLY NOT OCCUPIED.

FURTHER, STAFF RECOMMENDS THAT THE BOARD ORDER THAT NO PERSON MAY OCCUPY THE SUBSTANDARD STRUCTURE UNTIL SUCH TIME AS A FILE INSPECTION IS CONDUCTED BY CODE COMPLIANCE THAT THE OWNER REPAIR THE SUBSTANDARD STRUCTURE TO A HABITABLE CONDITION.

REMOVE THE SUBSTANDARD STRUCTURE OR DEMOLISH THE STRUCTURE BY MARCH 18TH, 2024, THAT THE OWNER OF THE PREMISES MUST ALLOW ENTRY TO CITY STAFF NO LATER THAN MARCH 18TH, 2024, TO INSPECT THE INTERIOR OF THE PREMISES.

UH, WE DID HAVE A, AN INSPECTOR VISIT THE PROPERTY THIS PAST MONDAY AND WE WERE ABLE TO GIVE THEM NOTICE FOR THIS HEARING, BUT HAD NOT HAD AN OPPORTUNITY TO HEAR THEIR PLAN.

NOW WE HAD A NEW OWNER IN OCTOBER.

NOW WAS THE NEW OWNER GIVEN, UM, PROPER NOTIFICATION? YES.

WE BOTH POSTED THE, THE PROPERTY AND WE DID POST THE OWNER'S, UH, RESIDENCE WITH A, WITH A COPY OF THE ADMINIS ADMINISTRATIVE SETTLEMENTS.

TIMELINE OF ACTIONS AT THIS PROPERTY, UH, BEGAN IN DECEMBER OF 2019.

DAC SHOWS A CHANGE IN OWNERSHIP TO THE CURRENT OWNER OF FEBRUARY OF 2021.

THE GARLAND GARLAND CITY COUNCIL DENIED A DEVELOPMENT PLAN WHICH WAS BROUGHT FORTH BY GENERAL HOUSING PARTNERS ON JANUARY 4TH, 2022.

ELECTRICAL SERVICE WAS TERMINATED DUE TO NON-PAYMENT.

ON FEBRUARY 9TH, 2022, THE ELECTRICAL SERVICE WAS RESTORED AND THEN IN MAY OF 2022 IS TERMINATED AT THE POLL ON JUNE 10TH, 2022, CODE COMPLIANCE STAFF EMAILED JASON PATHAS AN OWNER TO GET AN IDEA OF HIS PLANS FOR THE PROPERTY.

IT HAD BEEN SUBSTANDARD FOR SOME TIME AND CODE WAS RECEIVING COMPLAINTS.

HE TOLD STAFF THEY WERE MOVING FORWARD WITH REPAIRS AND A RENOVATION PLAN AND THEY HOPED TO HAVE THE PROPERTY OCCUPIED WITHIN NINE MONTHS.

ON AUGUST 17TH, 2022, STAFF EMAILED MR. PAPPAS AND ASKED FOR STATUS OF THE REPAIRS.

HE REPORTED THAT THEY HAD SORTED OUT A DISCONNECT WITH PRICING FOR THE FIRE SUPPRESSION SYSTEM IN SEPTEMBER OF 2022.

CUSTOMER SERVICE SHOWED THAT THERE WAS A LOCKED METER ON THE ACCOUNT.

ON SEPTEMBER 27TH, 2022, MR. PAPPAS REPORTED THAT THEY HAD STARTED WORK ON THE FIRE SUPPRESSION SYSTEM.

HOWEVER, AT THAT TIME THEY DIDN'T HAVE A, UH, CONTACT WITH THE GARLAND FIRE DEPARTMENT OR WITH BUILDING INSPECTIONS.

ON OCTOBER 6TH, 2022, THERE WAS A PRE-CONSTRUCTION MEETING FOR THE FIRE PROTECTION PROTECTION SYSTEM.

JANUARY 11TH OF THIS YEAR, MR. PAPPAS SAID THE CITY HAD SHUT OFF THE POWER RESULTING IN WATER PUMPS CEASING TO PUMP WATER OUT OF THE BASEMENT.

ON JUNE 8TH, 2023, STAFF EMAILED MR. PAPPAS.

HE REPLIED THAT THEY WERE STARTING TO CLEAN AND FINISH OUT THE BUILDING.

THE ELECTRICITY HAD BEEN SHUT OFF A REQUIREMENT TO TO MOVE THE ELECTRICAL.

TRANSFORMERS HAD SET THEM BACK.

ON JULY 28TH, 2023, STAFF REESTABLISHED MR. PAPPAS, WHO REPLIED THAT THEY WERE MAKING PROGRESS.

THEY WERE FINISHING THE FIRE SUPPRESSION SYSTEM AND PREPPING TO PUT EVERYTHING BACK TOGETHER.

ON AUGUST 1ST, 2023, CODE COMPLIANCE AND BUILDING INSPECTION OFFICIALS MET WITH THE OWNER, JASON PATHIS AT THE PROPERTY TO REVIEW ACTIONS NEEDED TO BRING THE PROPERTY INTO COMPLIANCE.

AFTER THAT MEETING, CO COMPLIANCE STAFF FORWARDED CONTACT INFORMATION FOR GARLAND POWER AND LIGHT GARLAND FIRE DEPARTMENT AND BUILDING INSPECTIONS TO MR. PAPPAS.

ON DECEMBER 12TH, STAFF SPOKE TO MR. PAPPAS BY PHONE ABOUT THIS HEARING AND SUGGESTED HE PROVIDE A PLAN TO BOARD THE DEFICIENCY.

LIST INCLUDES MISSING AND BROKEN WINDOWS, WEATHER DAMAGE, SOFFIT AT THE FRONT, ENTRY ROTTED MATERIALS DUE TO LACK OF MAINTENANCE, HIGH GRASS, A PARKING LOT THAT'S IN DISREPAIR.

UH, THE PARKING LOT ISN'T PROPERLY STRIPED, TRASH AND LITTER AROUND THE EXTERIOR AND LANDSCAPING THAT DOES NOT ADHERE TO THE LANDSCAPING PLAN AND CITY ORDINANCE.

THE REQUIREMENTS TO COMPLY ARE THEY, THEY REPLACE ALL THE MISSING WINDOWS, REPAIR, WEATHER, DAMAGE, SOFFIT AT THE FRONT ENTRY, REPAIR OR REPLACE ALL ROT OF MATERIALS AT THE EXTERIOR.

MAINTAIN GRASS TO A HEIGHT OF NO MORE THAN 12 INCHES AND PREVENT GRASS GROWING IN THE PARKING LOT, DRIVEWAYS AND WALKWAYS AND REPAIR OR RESURFACE THE PARKING LOT, RETRIP THE PARKING LOT AND THAT THE PROPERTY MUST REMAIN FREE FROM TRASH AND DEBRIS AND THE LANDSCAPING MUST ADHERE TO LANDSCAPING PLAN AND THE CITY ORDINANCE.

CO COMPLIANCE CONTRACTOR'S BEEN DISPATCHED TO MAINTAIN THE PROPERTY ON 12 OCCASIONS, SEA OF GARLAND HOLDS $6,396 AND 86 CENTS IN LIENS AGAINST THE PROPERTY.

THE OWNER OF THE PROPERTY HAD ORIGINALLY PLANNED TO HAVE THE BUILDING OCCUPIED BY MARCH OF 2022.

STAFF HAS REMAINED IN CONTACT WITH THE OWNER OF THE PROPERTY, HOWEVER, NO PROGRESS HAS BEEN MADE FOR SEVERAL MONTHS.
