THIS IS OUR WORK SESSION PORTION WHERE WE ARE BRIEFED ON THE DIFFERENT CASES, AND ONCE WE'RE THROUGH WITH THIS, WE'LL TAKE A BRIEF RECESS AND AT SEVEN O'CLOCK COME BACK FOR A PUBLIC HEARING PORTION OF OUR MEETING. GOOD EVENING. GOOD EVENING. I'D LIKE TO GO OVER THE CONSENT AGENDA IF THERE'S ANY QUESTIONS OR COMMENTS I'VE SEEN NONE. OK NEXT ITEM ON THE AGENDA IS THE 24-06. PEOPLE TO SEE THAT ON THE SCREEN. THE APPLICANT PROPOSES TO CONSTRUCT A GENERAL OFFICE USE HERE'S THE CASE INFORMATION. THE ACREAGE IS APPROXIMATELY 5.769 ACRES AND THE EXISTING ZONING IS PLAN DEVELOPMENT 18-41 FOR MIXED USE. IS THE CITY WIDE LOCATION MAP AND THE RED STAR SHOWS THE APPROXIMATE LOCATION OF THE SUBJECT PROPERTY. THIS IS THE LOCATION MAP AND THE, UM SUBJECT PROPERTIES OUTLINED IN THE TEAL BLUE COLOR. IT IS PART OF TRACK TWO AND PD 1841, WHICH IS CURRENTLY UNDEVELOPED AND TRACKED, UH, TRACKED. ONE IS ALREADY DEVELOPED WITH THE APARTMENT COMPLEX. AND, UM THIS ONE. THE TRACK TWO IS CURRENTLY ALLOWS OFFICE AND RETAIL USE.

AND THEN THE PROPERTIES TO THE WEST, UM, IS DEVELOPED WITH OFFICE USES AS WELL. THE UM, ENVISIONED GARLAND PLANT DESIGNATES THIS SITE AS BUSINESS CENTER. THESE PROPOSED USE IS COMPATIBLE WITH THE COMPREHENSIVE PLAN. THE PROPOSAL IS CONSIDERED OFFICE PER THE ECONOMIC DEVELOPMENT STRATEGIC PLAN. THIS CATEGORY REPRESENTS A PROPERTY TAX REVENUE PER ACRE AT $4088. IN ADDITION, THE PROPOSAL BRINGS NEW EMPLOYMENT TO GARLAND. HERE ARE SOME SITE PHOTOS LEFT AS VIEW OF THE CEDRIC PROPERTY RIGHT, IS LOOKING WEST OF THE SUBJECT PROPERTY. THEN TO THE LEFT IS WEST OF THE PROPERTY AND TO THE RIGHT IS NORTH OF THE SUBJECT PROPERTY. AND HERE IS THE PROPOSED SITE PLAN, WHICH, UM, THESE APPLICANT IS FURTHER SUBDIVIDING TRACK TWO AND PD 1841 INTO TWO OTHER TRACKS. SO THIS NORTHERN TRACK YOU SEE IS WHERE THE PROPOSED OFFICE WILL BE LOCATED, AND IT WILL BE APPROXIMATELY 18,380 SQUARE FEET , AND IT IS INTENDED FOR A CIVIL ENGINEERING AND SURVEYING FIRM. THEY CURRENTLY HAVE AN OFFICE IN RICHARDSON AND THEY LIKE TO RELOCATE TO THIS, UM, PROPERTY AND UM, IT DOES MEET PARKING REQUIREMENT. UM THE ACCESS WILL BE FROM CAMPBELL ROAD, AND THERE'S ALSO TWO MU A MUTUAL ACCESS EASEMENT FROM THE WEST SIDE THAT CAN BE USED TO ACCESS AND, UM, THERE ARE ALSO THREE GARAGES THAT YOU'LL SEE. UM PROBABLY CAN'T SOME ARE HERE. UM THAT WILL BE INTERIOR OF THE PROPERTY, AND IT'S STRICTLY FOR STORING ANY SERVING EQUIPMENT. UM BUT IT'S ONLY FOR THIS OFFICE USE. AND THIS IS JUST THE REMAINDER TRACT, UH, WHICH WILL BE UNDEVELOPED AT THIS TIME. AND

HERE IS THE LANDSCAPE PLAN. THE REQUIRES A 15 FT WIDE LANDSCAPE BUFFER ALONG WEST CAMPBELL ROAD, AND THERE IS SOME FLEXIBILITY TO OVERLAP THE UTILITY EASEMENT WITH THE LANDSCAPE AS NG AS 6 FT IS OUTSIDE OF THE EASEMENT AND THIS PARTICULAR AREA ALONG CAMPBELL ROAD. UH, THERE IS ALREADY A 25 FT EASEMENT AND THEY WOULD NEED ADDITIONAL 6 FT. WHICH WOULD MAKE IT 31 FT, WHERE THEY CAN PLANT THE LARGE CANOPY TREES, AND THERE'S A TOTAL OF EIGHT THAT'S REQUIRED. AND THE APPLICANT IS REQUESTING FLEXIBILITY, UM, TO PLANT 24 SMALL ORNAMENTAL TREES WHERE THE EASEMENT IS, INSTEAD OF EXTENDIN THE LANDSCAPE BUFFER TO 31 FT, SO THEY'RE PROPOSING 24 SMALL ORNAMENTAL TREES WITHIN THE 25 FT EASEMENT INSTEAD OF THE LARGE CANTERBURY TREES THAT ARE REQUIRED, UM, BUT THE LANDSCAPE PLAN DOES MEET ALL THE OTHER APPLICABLE SCREENING AND LANDSCAPING STANDARDS. AND THIS IS, UM THE OTHER TRACT, WHICH WILL REMAIN UNDEVELOPED. HERE ARE THE BUILDING ELEVATIONS AND IT DOES COMPLY WITH THE APPLICABLE BUILDING DESIGN STANDARDS. HERE ARE SOME RENDERINGS. THE APPLICANT IS REQUESTING FLEXIBILITY ON THE LANDSCAPE BUFFER ALONG WEST CAMPBELL ROAD, HOWEVER, THE SITE OTHERWISE COMPLIES WITH PD 1841.

AND THE APPLICANT HAS DESIGNED THE LAYOUT WITH THE INTENTION OF PRESERVING AS MANY TREES AS POSSIBLE. IN ADDITION, THE DEVELOPMENT PROVIDES AN OUTDOOR PATIO FOR THE EMPLOYEES TO ENJOY NATURAL LANDSCAPE OF THE PROPERTY. STAFF RECOMMENDATION IS APPROVAL OF THE AMENDMENT TO PD 1841 FOR MIXED USES AND A DETAILED PLAN FOR OFFICE GENERAL USE AND WE MAILED OUT. 100 AND TWO LETTERS AND RECEIVED ONE IN FAVOR OF THE REQUEST WITHIN A NOTIFICATION AREA, ONE AGAINST THE REQUEST WITHIN A NOTIFICATION AREA, AND WE RECEIVED A TOTAL OF TWO RESPONSES. ARE THESE OLD TREES THAT THEY'RE GOING TO KEEP OR THEY PLANTING NEW CANOPY TREES? THERE ARE SOME EXISTING TREES THAT THEY WILL PRESERVE, BUT THERE IS ALSO NEW TREES THAT WILL BE PLANTED AS WELL. BUT THE ORNAMENTAL TREES WILL BE NEW AND MY COMPLIMENTS TO THE APPLICANT AND THE CITY FOR, UM, ENCOURAGING THE PLANTING OF THE NEW TREES AS WELL. THAT'S THAT'S IT LOOKS REALLY NICE. THANK YOU. REPLACING TREES, AND WE DO HAVE A TREE PRESERVATION ORDINANCE THAT SOMETIMES OMNIVOROUS, AND IF THEY CAN'T PLANT A TREE, THEY HAVE TO PAY INTO A TREE FUND FOR THE CITY TO PLANT TREES ELSEWHERE. AND IT APPEARS PART OF THE REQUEST. THE REASON FOR THE LESSER BUFFER IS TO PUSH BACK FURTHER WOULD PROBABLY WIPE OUT MORE TREES. SO UH, I'M PULLING IN AGREEMENT OF THAT. AND ON A PERSONAL NOTE, PLEASE THANK THE TRAFFIC DEPARTMENT FOR ME BECAUSE THEY PUT THEIR THAT LEFT TURN LANE, WHICH REALIGNED THE CAMPBELL ROAD GOING UNDERNEATH 190.
