WE HAVE BOUGHT OUR HOUSE AND WE REBUILT IT BECAUSE IT WAS A BURNOUT, AND WE REBUILT IT OURSELVES, AND WE HAD A LOT OF BOY SCOUTS THAT CAME OUT OF THAT TROOP ROOM, AND THEY ALL BECAME EAGLE SCOUTS AND LIKE HE WAS SAYING, WE'VE HAD SUCH A GOOD COMMUNITY WITH THE BOY SCOUTS AT THAT TROOP ROOM. IT IS THEIR HOME AND IT'S BEEN THEIR HOME FOR AS LONG AS I CAN REMEMBER US BEING HERE IN GARLAND, TEXAS, THERE WAS A MAN THAT THAT WAS THE NAME STAN KOPEK HE HAD WAS PART OF THE CITY COUNCIL AND SPEAKING WITH THEM, AND WE HAD A STANDING WORD VERBAL WORD, SAYING THAT WE WOULD BE ALLOWED TO HAVE THAT TROOPER AND FOR 100 YEARS AND I HAVEN'T BEEN ABLE TO CONTACT STAN TO LET HIM KNOW WHAT WAS GOING ON HERE BECAUSE IT WOULD BE HIS TESTIMONY THAT WOULD HELP US THE MOST. MOVING ON TO THE NEXT ITEM ON OUR AGENDA IS CONSIDER THE CONSIDER THE CONSENT AGENDA. UH, THIS WILL BE FOR TOMORROW NIGHT. CHRISTOPHER HEDRICK. THANK YOU, MAYOR. I JUST WANTED A LITTLE MORE INFORMATION ABOUT NUMBER. UH, ITEM FIVE. IF POSSIBLE. I BELIEVE I WAS IT WAS LIKE I KNEW I SAW YOU SOMEWHERE. AND I BROUGHT A COUPLE OF FRIENDS ROBERT AND AMBER TO HELP ME.

THEY HAVE WORKED THROUGH THIS PLAN IN GREAT DETAIL, BUT, UM THIS IS A THIS ITEM FIVE. IS AN UPDATE OF THE WATER CONSERVATION PLAN, AND IT'S REQUIRED TO BE PERFORMED EVERY FIVE YEARS. UM AND IT REALLY IS JUST AN UPDATE. THERE ARE A COUPLE OF JUST KEY POINTS IN THE ITEM. THAT THAT HAVE CHANGED. ONE OF THEM IS A GALLONS PER CAPITA PER DAY FOR THE FOR THE CITY. UM INITIALLY, THAT WAS UP TO 100 AND 41 GALLONS PER CAPITA PER DAY. WE'RE LOWERING THAT TO 130, ULTIMATELY DOWN TO 100 AND 25 GALLONS PER CAPITA PER DAY AS CONSERVATION INITIATIVES ARE BEING SUCCESSFUL, AND WE'RE CONTINUING TO CONSERVE WATER. UM BUT WE'RE WE'RE PROJECTED TO GET DOWN TO 125 BEFORE THE YEAR 20 TW 2034. SO THAT'S A NEW AND A CHANGE IN THIS CONSERVATION PLAN VERSUS UM WHAT HAD BEEN APPROVED IN 2019 AND JUST BE CLEAR THAT'S DURING DROUGHT CONDITIONS.

CORRECT THAT'S THROUGHOUT THE ENTIRE YEAR. YES SIR. SO IT INCLUDES DROUGHT IT INCLUDES, UM ALSO INCLUDES, UM DOMESTIC AND INDUSTRY SO ALL OF THOSE CONSERVATION INITIATIVES ARE TAKING HOLD, AND WE'RE SEEING SOME REDUCTION THROUGHOUT THE CITY OF GARLAND, UH, WITH US WITH THOSE EFFORTS, AND SO THAT'S A GREAT THING. THE OTHER THING THAT HAS CHANGED. AND WAS REQUIRED BY THE STATE LEGISLATURE IS THERE IS A NEW REQUIREMENT. WHEREBY, UM SOME COMMUNITIES AND THE HOAS WERE UM , REQUESTING THE CITIZENS IN THOSE AREAS OF THE STATE, EVEN DURING DROUGHT TO PLANT FULL, SO UM, IN THEIR LANDSCAPING AND IN SOME CASES TO CONTINUE TO IRRIGATE THEIR SOD, EVEN THROUGH DROUGHT. SO THE TEXAS LEGISLATURE MADE SOME CHANGES TO THE, UM STATE LAW AND WITHIN EVERYBODY'S CONSERVATION AND REUSE PLAN. THEY HAVE TO PUT THAT RESTRICTION IN THERE THAT DOES NOT ALLOW AN HO A TO FINE OR FEE. UM A HOMEOWNER INTO COMPLIANCE, AND THAT SHALL BE PROHIBITED STATEWIDE. SO THERE WAS A LOT OF CONFLICT THROUGH THAT. AND UM, SO THAT HAS NOW BEEN REMOVED AND, UM, THE LEGISLATION IS ADDED IN SOME LANGUAGE THAT PROHIBITS AN HO A FROM DOING THAT TO THE CITIZENS. UM, LASTLY, UM WE'VE ADDED A COUPLE OF NEW TECHNOLOGY INITIATIVES. ONE IS AUTOMATIC METER INFRASTRUCTURE. AND OVER TIME THAT SHOULD HELP. THE CUSTOMER BE ABLE TO LOOK AT THEIR BILL ON A MORE FREQUENT BASIS AND BE ABLE TO LOOK AT THEIR WATER USAGE OVER TIME, SO THAT'S BEEN INCORPORATED INTO THIS EFFORT. UM, AND THEN WE'VE ALSO INCLUDED OUR ONGOING PROGRAM FOR SATELLITE LEAK DETECTION TO CONTINUE TO UTILIZE S SATELLITE LEAK DETECTION. TO TRY TO IDENTIFY THOSE LEAKS THAT ARE OUT IN THE SYSTEM THAT WE CAN QUICKLY RECOVER. THOSE ARE TYPICALLY THE HIDDEN LEAKS, THE ONES THAT DON'T SURFACE UP THAT WE GO FIND. SO THOSE ARE THE MAIN CHANGES THE SIGNIFICANT CHANGES IN THIS IN THIS UPDATED PLAN FIVE YEAR PLAN AND, UM WE PARTNER WITH UM TEXT, MUNICIPAL WATER DISTRICT AND OUR SURROUNDING COMMUNITIES AND THOSE PARTNER CITIES TO MAKE SURE WE'RE CONSISTENTLY, UH, PUSHING THAT SAME CONSERVATION MESSAGE. I'M HERE THIS EVENING TO DISCUSS THE FUTURE OF DOWNTOWN GARLAND IN IN, PARTICULARLY IN REGARDS TO, UH, SEVERAL UNDERUTILIZED CITY OWNED PROPERTIES IN REGARDS TO THEIR ECONOMIC IMPACT TO THE DISTRICT AND HOW THEY MIGHT BOOST THE COMMERCIAL VIBRANCY OF THE DISTRICT AS WELL. SO TONIGHT , WE'RE SEEKING DIRECTION FROM COUNSEL TO, UM, GO FORWARD WITH A FORMAL CALL FOR DEVELOPERS TO, UH, SUBMIT INTEREST IN THE PROPERTIES THAT WE'VE IDENTIFIED. SO JUST A QUICK OVERVIEW OF OUR DISCUSSION THIS EVENING, SO WE'LL DIG INTO, UM, SITE DETAILS OF THE TARGETED PROPERTIES AND THEN WE'D LIKE TO WALK THROUGH THE TIMELINESS OF THIS INITIATIVE AND WHY WE SEE THIS BEING THE RIGHT TIME TO MOVE FORWARD AND REDEVELOPING THESE THESE CITY OWNED PROPERTIES AND THEN WE'LL ALSO DIG INTO THE POSSIBLE REDEVELOPMENT PROCESS. SO THIS DISTRICT IS BOUND ON THE WEST BY GLENN GLENBROOK DRIVE ON THE NORTH BY WALNUT. IT COMES DOWN TO SANTA FE LINE ON THE EAST AND ON THE SOUTH BY WEST AVENUE. A THIS IS A PRETTY FAMILIAR FOOTPRINT. UM, WE'VE USED UTILIZED THIS FOOTPRININT. UM FR SEVERAL PAST DOWNTOWN HOUSEKEEPING INITIATIVES, AND IT ALSO ALIGNS WITH THE CURRENT FOOTPRINT OF YOUR DOWNTOWN URBAN DESIGN STANDARDS AND WHERE THOSE SIDEWALKS AND STREETSCAPES HAVE BEEN BROUGHT UP TO THAT THAT STANDARD TO CREATE PEDESTRIAN CONNECTIVITY AND COHESION THROUGHOUT THE DISTRICT, REALLY CREATING A SENSE OF PLACE. NEXT WE'RE CALLING OUT IN GREEN AND KEEP IN MIND. THESE ARE ARE ROUGH LINE WORK. WHY TAKE ON THIS INITIATIVE NOW FOLLOWING THE COMPLETION OF THE SQUARE REDESIGN AND THE BROADER STREETSCAPES ENHANCEMENTS AS I'VE MENTIONED EARLIER, WE'VE REALLY CREATED A SENSE OF COHESION AND A SENSE OF PLACE WITHIN THE DOWNTOWN HISTORIC SUBDISTRICT AND WE'VE RECEIVED DEVELOPER INTEREST, UM IN SEVERAL DOWNTOWN PROPERTIES, AND WE FEEL THAT THE MARKETS TRULY RIPE FOR ADDITIONAL REDEVELOPMENT, SO WE WOULD LIKE TO CAPITALIZE ON THE MOMENTUM OF THE SIGNIFICANT PUBLIC IMPROVEMENTS AND MOVE FORWARD WITH INTENTION AND HOPES THAT THIS CATALYST WOULD SPUR FURTHER REDEVELOPMENT DOWN THE ROAD. UM PROPERTY VALUES WOULD BEGIN GENERATING TAX VALUE AND AGAIN, REALLY, UM, BRING UP THE ECONOMIC IMPACT OF THE DISTRICT. THIS PROCESS WOULD INCLUDE PUBLIC INPUT AND WOULD BE DETAILED WITH COMMUNITY ENGAGEMENT AND MAINTAINING STAKEHOLDER VISION AND THE COMMUNITY VISION FOR DOWNTOWN GARLAND WITH ALL THOSE PIECES IN PLAY AND MOVING FORWARD WITH A FORMAL CALL FOR DEVELOPERS AND TO TRULY, UH, WORK THROUGH THAT PROCESS AND IDENTIFY THE PERFECT PARTNER. WE DO SEE THIS PROCESS EXTENDING A YR OR MORE SO WITH THAT, I'VE, UH KIND OF LAID EVERYTHING OUT FOR YOU TO CONSIDER AGAIN. VERY HIGH LEVEL OVERVIEW, BUT WE ARE LOOKING FOR DIRECTION FROM COUNSEL ON THE TOOL TO MOVE FORWARD WITH THIS INITIATIVE, AND I CAN TAKE ANY QUESTIONS. IF YOU HAVE THEM.
