MEETING OF THE PARKS AND RECREATION

[Parks and Recreation Advisory Board on May 1, 2024. ]

ADVISORY BOARD TO ORDER AND NOTE THAT WE DO HAVE A QUORUM HERE, UH, FOR THE MEETING.

AND WE'LL START OFF WITH OUR FIRST, UM, ITEM OF BUSINESS IS TO, UH, PROVE THE MINUTES OF THE APRIL 3RD OF THEIR APRIL 3RD MEETING.

HAS EVERYONE HAD A CHANCE TO LOOK OVER THE MINUTES? MOTION TO APPROVE? WE HAVE A MOTION TO APPROVE.

WE HAVE A SECOND, SECOND.

SECOND.

WE HAVE A SECOND.

WE HAVE A MOTION TO SECOND CALL FOR THE VOTE.

ALL THOSE IN FAVOR SAY AYE.

AYE.

AYE.

VERY GOOD.

OKAY.

UH, ITEM NUMBER TWO ON THE AGENDA WOULD BE PUBLIC, UH, COMMENTS.

AND I DON'T BELIEVE WE HAVE ANY MEMBER OF THE PUBLIC HERE THIS EVENING, SO WE WILL MOVE ON TO ITEM THREE.

UH, CHAIR ANNOUNCEMENTS.

AHA.

MM-HMM.

.

WELL, LET'S SEE HERE.

THIS IS THINGS THAT EVERYBODY UNDER KNOW WHAT WE'RE DOING.

WE, UH, MOLLY AND I ARE STILL MEETING WITH MATT AT ABOUT, UH, TWO WEEKS OUT BETWEEN THE, BETWEEN THE MEETINGS AND, UH, OUR REGULAR BOARD MEETINGS.

AND THEY'VE BEEN VERY HELPFUL TO HAVE THOSE.

AND THE ONLY THING THAT I CAN SEE THAT'S, UH, THAT'S A SAD PART OF IT IS THAT MATT AND I ARE BEGINNING TO HAVE AGENDAS THAT SOUND VERY SIMILAR TO EACH OTHER BEFORE WE TALK TO EACH OTHER.

AND SO I, I THINK THAT'S WONDERFUL THAT, THAT WE'RE ACCOMPLISHING THAT.

AND, UH, LET'S SEE HERE.

AND IN YOUR, IN YOUR PART OF THIS, YOU'RE GONNA TALK ABOUT, UH, UH, OH, I, I'VE GOT ONE I WANT TO TALK ABOUT.

HANG ON JUST A MINUTE.

WHERE IS IT? HANG ON JUST A MINUTE.

UM, THE DALLAS, UH, CITY OF DALLAS IS ABOUT TO HAVE A NEW BOND ELECTION, UM, PARKS.

AND I JUST, UH, SHOT A COPIES OF THE ARTICLE OUT OF THE DALLAS, UH, NEWSPAPER.

AND, UH, IT'S, UH, AND THE REASON I DID IS BECAUSE IT'S INTERESTING, UH, THAT WE HAVE, OH, THIS, THAT'S NOT THE ONE, OOPS.

THAT'S THIS ONE.

SORRY.

WE'LL GET TO THAT ONE IN A MINUTE.

OKAY.

NOW WE'LL TRY THAT AGAIN.

I WAS GONNA SAY, THERE'S SUPPOSED TO BE SOME YELLING ON THAT.

OKAY.

I LIKE THE BIG FONT .

YEAH.

THAT'S DIFFERENT.

DIFFERENT, DIFFERENT STORY, DIFFERENT STORY.

BUT WE GOT IT OUT THERE FOR YOU.

SO HERE YOU GO GUYS.

OKAY.

NOW THEN WE HAVE THE DALLAS BOND ELECTION.

UH, IT'S COMING UP AND, UM, I'M, I'M JUST DOING THIS AS JUST AN INFORMATIONAL THING FOR, FOR THIS TO LOOK AT HOW, UM, OTHER CITIES ARE LOOKING AT THE BOND ELECTIONS.

AND I SPEND MY TIME PER PERUSING THROUGH THE NEWSPAPER AND STOP AND LOOK AT PARKS RELATED THINGS THESE DAYS.

AND, UM, AND, AND FIND OUT SOME INTERESTING FACTS FROM TIME TO TIME.

AND, AND THIS ONE, THEY'RE LOOKING AT IT, DALLAS IS LOOKING AT A $1.25 BILLION PARKS BOND ELECTION.

NO, THAT'S, THAT'S THE ENTIRE CITY.

FOR THE ENTIRE CITY.

RIGHT, BUT, OH, THAT'S NOT JUST THE PARKS PARK? NO, THAT'S NOT JUST THE PARKS.

OH, THAT'S NOT JUST FOR THE ENTIRE CITY.

OKAY.

AND HOW MUCH IS IT? HOW MUCH IS THE PARKS, YOU KNOW, OFF THE TOP OF YOUR HEAD, UH, PARKS I THINK ENDED UP SOMEWHERE NORTH OF, UH, 350 MILLION PARK SYSTEM MADE MORE THAN, NO, NO, THAT WASN'T IT.

OKAY.

BUT IT, IT'S, IT'S A HUGE, IT'S A HUGE CHUNK.

350 MILLION.

I WAS, YEAH, IT'S, IT'S A, IT'S A BIG CHUNK, BUT IT'S A BIG SYSTEM.

IT'S A REALLY BIG SYSTEM.

IT'S, YEAH, IT IS.

AND, AND THE, THE, THE INTERESTING, THE INTERESTING THING I FOUND OUT ABOUT THIS IS HOW, HOW IT, IT, IT A, AN AGGRESSIVELY GOOD PARK SYSTEM, UM, UH, WORKS TO PROVIDE, UM, A LOT OF MONEY TO THE, TO THE CD TO HELP RECOVER THE COST OF THAT AND THE COST OF MAINTENANCE.

UH, LET'S SEE OVER HERE ON THE RIGHT HAND SIDE, THE 2016 STUDY FOUND THAT OUR PARK SYSTEM GENERATES $678 MILLION IN ANNUAL ECONOMIC VALUE.

THAT'S A MASSIVE SEVEN TO ONE RETURN ON THE CITY'S INVESTMENT.

AND RESIDENTS CAN INSPECT THESE BOND DOLLARS TO MULTIPLY IN THE SAME WAY.

AND I, WHEN I'M SEEING THAT, I THOUGHT, WELL, THAT WAS, I MEAN, WE KNEW THAT, WE KNEW THAT WE COULD DO SOME GOOD AND WE'RE DOING, WE'RE DOING BETTER AND BETTER HERE IN GARLAND, BUT I JUST WANTED YOU TO HAVE THAT TO, UM, TO, TO READ THROUGH.

SO WE SEE HOW SOME OTHER CITIES ARE, ARE DOING THINGS.

SE 70,000 IS WHAT IT DOES, AND THEN IT WOULD BE MORE WITH MATCHING FUNDS WITH PARTNERS.

SO THEY'RE DEPENDING A LOT ON PRIVATE INVESTMENT.

WELL, AND AND THAT'S WHAT WE'RE STARTING, THAT'S WHAT WE'RE SEEING MORE AND MORE AROUND, ESPECIALLY WHEN YOU GO UP THAT NORTHERN CORRIDOR UP THERE, IT SEEMS THAT THEY, THEY, UH, THEY HAVE, UH, A LOT OF MATCHING FUNDS THAT ARE COMING ALONG.

OKAY.

THAT'S GOOD.

AND THEN THE OTHER THING, UM, IS ABOUT, UH, OUR, WHAT HAPPENED THIS LAST WEEKEND? YOU WANT, YOU WANNA, YOU

[00:05:01]

WANNA TALK ABOUT THAT WHEN THE DEDICATION TO THE SKATE PARK? YOU WERE THERE.

WELL, I, I KNOW , BUT YOU, YOU, YOURE THE BIG MUCKY MUG I DROVE BY .

WE, IT'S A LOT OF FUN.

WE, WE HAD LOT OF PEOPLE THERE.

WE HAD A, WE HAD A LOT OF REALLY GREAT THINGS GOING ON IN GARLAND THIS PAST WEEK.

WE HAD THE, UH, NEW UNVEILING FOR THE NAME FOR JOHN COMER SKATE PARK.

AND THAT WAS VERY, VERY WELL ATTENDED.

UH, I THINK THERE WAS LIKE 12 MEMBERS OF HIS FAMILY, UH, THAT CAME INCLUDED HIS MOTHER AND UM, BROTHER.

UH, AND THEN THEY HAD A GREAT, UM, SHOWCASE AFTERWARDS WAS, UH, I THINK THEY BROUGHT IN FOUR ADAPTIVE SKATEBOARDERS.

SO IT WAS REALLY, REALLY, UH, WELL ATTENDED.

AND THEN, UH, WE HAD OUR PAINTBALL TOURNAMENT OUT AT AUDUBON PARK THAT HAD OVER 2,500 PEOPLE THERE THAT CAME FROM, HAVE YOU BEEN BY THERE TODAY? IT LOOKS LIKE THEY HAD A RODEO THERE.

YEAH, WELL, THERE WAS A LOT OF RAIN, DEEP GROOVES, A LOT OF RAIN.

AND THERE ARE DUMPSTER.

UH, IT'S, THERE'S A LOT OF RAIN.

UGLY.

WE'LL BE TAKING CARE OF THAT STARTING NEXT WEEK.

THERE YOU GO.

YEP.

AND THEN THERE WAS ACTUALLY A, A PGA QUALIFIER, UH, OUT AT, AT FIRE WHEEL.

SO IT WAS A, IT WAS A BUSY WEEKEND.

A LOT OF GREAT EVENTS GOING ON IN THE CITY THIS PAST WEEKEND.

PGA QUALIFIER, GOLFERS FROM ALL OVER THE NATION.

MM-HMM.

, UH, PAINTBALL CONTEST, UH, CONTESTANTS FROM ALL OVER THE NATION.

MM-HMM.

, UH, JOHN COMER.

UH, PEOPLE FROM AROUND THE NATION.

MM-HMM.

AT ONE TIME IN GARLAND ONE TIME.

WOW.

THAT'S A, THAT'S A SIT BACK AND SAY, HEY GUYS, THIS IS REALLY, THIS IS REALLY BEGINNING TO WORK.

THAT WAS FANTASTIC.

AND, UM, UH, THE RENAMING OF, OF THE JOHN COMRADE OUT THERE AFTER WE WERE SITTING THERE LOOKING AT THAT, AND, UH, AND I, AND I CALLED, UM, SOME OF THE FAMILY COMER FAMILY THAT I COULD GET COME OVER JUST A SECOND.

AND I SAID, THERE'S SOMETHING THAT INTEREST INTERESTING THAT'S JUST HAPPENED HERE THAT NONE OF US, I DON'T BELIEVE HAD THOUGHT ABOUT WHEN WE STARTED THIS.

AND THAT IS THAT THAT PARK IS NOW REPRESENTING THREE, THREE SEPARATE PEOPLE WHO HAVE MADE A DIFFERENCE IN GARLAND.

TWO OF 'EM, TWO OF 'EM IS ADULTS, UNFORTUNATELY.

THE, THE THIRD ONE, RICK COEN, BECAUSE OF A VERY UN UNFORTUNATE, UH, ACCIDENT THERE.

BUT, UM, RICK COEN WAS THE, THE FIRST YOUNG PERSON TO, UH, DIE PLAYING LITTLE LEAGUE BASEBALL IN THE UNITED STATES.

AND, AND IT WAS A PURE FREAK THING THAT HAPPENED.

UH, BUT WE GOT THAT MD WILLIAMS IV, UM, MD WAS ON THIS, ON THIS PARKS BOARD UNTIL JUST BEFORE HE, HE PASSED AWAY.

AND OF COURSE, THE, THE, THE WILLIAMS FAMILY, YOU KNOW, ONE OF THE, ONE OF THE FIRST FOUNDERS OF GARLAND WAS MD NUMBER ONE.

AND SO THAT WAS INTERESTING.

AND NOW WE GOT JOHN COMER, SOMEBODY THAT VERY FEW OF US AROUND GARLAND EVER KNEW THAT NAME UNTIL WE GOT TO GO THROUGH THAT , UH, DO THE NAMING.

BUT NOT ONLY WAS IT, NOT ONLY WAS IT GOING THROUGH IT TO FIND OUT SOMETHING, BUT FOUND OUT SOMETHING ABSOLUTELY AMAZING.

UM, WE, WE, WE HANDLED THE NAME CHANGE THROUGH HERE LAST YEAR.

AND, AND WE HAD, WE HAD THE, THE ROOM WAS FULL TWICE, UH, PEOPLE TO SPEAK ON THREE OR FOUR TIMES.

THREE OR FOUR TIMES.

OKAY.

LOST, I CAN REMEMBER THE TWO, TWO.

ANYWAY, ANYWAY, BUT, UH, JOHN, JOHN COMER WAS A YOUNG MAN HERE IN GARLAND THAT HIS, UH, HIS FOOT GOT RUN OVER BY A CAR WHEN HE WAS FOUR AND LOST THE BOTTOM HALF OF HIS LEG WHEN HE WAS EIGHT.

AND AT THAT POINT IN TIME, SKATEBOARDERS WERE ALL, YOU KNOW, JUST THE GUNG HO CHARLIES AND, AND ALL THIS KIND OF STUFF.

AND HE GOT THAT PROSTHETIC LEG ON THERE AND HE STARTED, HE STARTED WHAT'S BECOME KNOWN AS THE ADAPTIVE SKATING, UH, SKATEBOARDING, UH, AROUND THE NATION.

AND WE HAD, WE ACTUALLY HAD ONE, ONE MAN THERE, ONE YOUNG, YOUNG FELLA THERE WITH NO LEGS ON A SKATEBOARD, SKATING.

WE HAD ANOTHER FELLOW THERE THAT, UH, HAD ONE LEG AND A PROSTHETIC LEG ON THE OTHER AND NO HANDS.

AND HE'S, AND I MEAN, I MEAN, THEY'RE, THEY'RE GETTING IT.

I MEAN, IF YOU, YOU WEREN'T LOOKING, YOU WOULDN'T KNOW.

UH, AND IT REALLY, REALLY STARTED A, A WHOLE NATIONAL MOVEMENT OUT OF THAT.

AND IT WAS, AND I'M REALLY PROUD FOR THE CITY THAT WE WERE ABLE TO, TO GET THAT DONE AND GET IT DONE IN THAT PARK.

BUT I'M SITTING THERE LOOKING, I'M GOING, WOW.

YOU KNOW, THAT'S, UH, WITH THE, WITH THE LEVEL OF FOLKS THAT WE HAD THERE.

SO ANYWAY, THAT WAS, THAT WAS A, A VERY INTERESTING DAY FOR US ALL, AND A VERY INTERESTING WEEKEND FOR THE CITY OF GARLAND TO HAVE THREE EVENTS THAT WE, THAT WERE PEOPLE FROM ALL OVER THE UNITED STATES IN OUR CITY AT ONE TIME.

UM, THAT ONE MAY NOT HAVE EVER HAPPENED BEFORE.

UH, WOULDN'T BE ANYTHING THAT I KNOW ABOUT.

BUT ANYWAY, IT'S EXCITING TO SEE THE PARKS PROGRAM, UH, AND ALL THE WORK THAT WAS DONE OUTTA THE BOND ELECTION START COMING TO FRUITION.

OKAY.

SO THAT'S MY SHORT BURST, WHICH IS LONGER THAN I PLANNED.

OH.

UH, 1, 1, 1 THING.

I ONLY HAVE ONE OF THESE IS A PICTURE.

OKAY.

THIS IS, THIS

[00:10:01]

IS, THIS IS WHAT, THIS IS WHAT YOU GET WHEN YOU GET, YOU GO UP NORTH AND YOU GO TO THE, TO THE BALL FIELDS, YOU KNOW, AND I'M HOPING THAT IN THE, HOW DO YOU PLAY ON THAT FIELD? DO WHAT? THAT THIS IS STATUE.

THIS IS STATUES HERE.

OKAY.

THIS IS STATUES AT THE, AS A SAW AT A BASEBALL COMPLEX UP IN THE NORTH IN A TOWN OF ABOUT, UH, 25% OF THE SIZE OF GARLAND.

AND SO WE'VE GOT, WE'VE GOT, WE'VE, WE'VE GONE A LONG WAY, BUT WE'VE GOT A LONG, MUCH FURTHER TO GO, UH, TO SEE HOW THEY'RE DOING THINGS.

UH, IN ONE OF, ONE OF THE PARKS, THEY WERE, THEY HAD A, A BIG SLAB OF GRANITE OR WHATEVER OUT THERE.

AND THE GUY WAS ACTUALLY WORKING OUT THERE, CHISELING OUT ONE OF, OF, OF, HE ALREADY HAD ONE STATUE THERE, AND HE WAS DOING ANOTHER ONE THERE.

AND I WENT, HOLY GOODNESS GRACIOUS.

AMAZING.

OKAY.

CAN, CAN WE REVISIT THE, UM, AUDUBON SOCCER FIELD PAINTBALL, UM, IN, I MEAN, IF THAT HAD BEEN DONE ON YOUR SOFTBALL FIELD THAT'S RIGHT NEXT DOOR IN THAT FENCED IN AREA, YOU WOULD BE, I MEAN, YOU REALLY THINK THAT IT'S GONNA GET BACK TOGETHER WITHIN THE YEAR.

YEAH.

IF YOU WANT, WE CAN ADD THAT INTO A, A, A FUTURE AGENDA AND CAN LET YOU KNOW WHAT OUR PLAN IS.

AND I, I CAN VISIT WITH YOU AFTER THE MEETING TOO, BUT IF, IF YOU WANT US TO BRING THAT BACK AT A FUTURE TIME TO LET YOU KNOW WHAT WE'RE GONNA BE DOING, BE HAPPY TO DO THAT.

BECAUSE THEY WON'T LET THEM PLAY ON THE FIELD WHEN IT RAINS AND THEY WERE DRIVING, YOU KNOW.

YEP.

TONNAGE ON THERE.

LET, LET ME VISIT WITH YOU AFTERWARD.

IT'S NOT ON THE AGENDA, SO I DON'T WANT TO GET TOO FAR DOWN THE WEEDS ON THAT 'CAUSE WE'RE, WE'LL BE OFF COURSE AND IF, IF THAT'S SOMETHING THAT YOU WOULD LIKE BROUGHT BACK AT A FUTURE AGENDA ITEM, UM, WE CAN DO THAT.

OKAY.

I'M JUST SAYING IF IT HAD BEEN ON A BASEBALL FIELD, SOFTBALL, ANYTHING ELSE? I, I HEAR YOU.

BUT WE'RE JUST, WE'RE OFF AGENDA AND WE CAN ONLY DISCUSS, BUT YOU MENTIONED IT EARLIER, WHICH IS WHY I BROUGHT IT BACK.

YEP.

GOTCHA.

I, I HAPPENED TO WANDER THROUGH, THROUGH THE PARK THERE.

UM, BUT AS THEY WERE SITTING UP AND I COULD NOT BELIEVE THE AMOUNT OF VEHICLES AND TENTS AND PORTA-POTTIES, , DID THEY, DID THEY DO IT ON SCHEDULE OR DID THEY HAVE A RANGE? I MEAN, THEY HAD, I KNOW THEY HAD TWO HUGE RAIN THINGS THERE, BUT DID THEY DO IT ON, ON SCHEDULE OR DID IT, WAS IT DELAYED? WAS IT SUPPOSED TO BE TWO WEEKS AND, OR IT WAS JUST POSTPONED? NO, THAT, THAT'S WHEN IT WAS SUPPOSED TO BE.

'CAUSE THEY HAVE PEOPLE THAT COME IN FROM LITERALLY OUT OF THE COUNTRY THERE, THERE WAS TEAMS THERE FROM RUSSIA AND UK AND CANADA AND SWEDEN.

SO IT WAS HAPPENING THAT WEEKEND ONE WAY OR ANOTHER.

AGAIN, UM, THIS IS AN ANNOUNCEMENT TO JUST TALK ABOUT THINGS THAT ARE HAPPENING, NOT TO DIVE DEEP INTO IT.

SO I WILL HAPPILY TALK TO YOU ABOUT IT AFTER THE MEETING AND IF IT'S SOMETHING THAT YOU WANT TO TALK ABOUT FURTHER, WE WILL BRING IT BACK AT A FUTURE AGENDA.

OKAY.

ALRIGHT.

THANK, THANK YOU ALL.

THANK YOU FOR THE DISCUSSION TO ME FOR THE REVELATIONS OF WHAT WAS PULLED OFF IN ONE WEEKEND.

OKAY.

UH, WE'RE ON ITEM NUMBER TWO B, UH, TO TALK ABOUT CANCELING OR RESCHEDULING THE JULY 20, 24 REGULAR PARKS AND RECREATION BOARD MEETING.

MR. GRUIT, YOU CAN TALK ABOUT THIS WHEN THIS ONE'S ON AGENDA AND WE CAN TALK TO YOU TOO.

YEAH.

SO, UH, YOU KNOW, USUALLY JULY, WE USUALLY TAKE A, A BREAK SOMETIME IN THE SUMMER.

UM, KIND OF WOULD RECOMMEND THAT WE MAYBE TAKE THE, UM, THE BREAK IN JULY, BECAUSE JULY 3RD IS, AS YOU PROBABLY HAVE HEARD, THAT JULY IS COMING BACK TO DOWNTOWN RED, WHITE AND U UM, AND IT'S ACTUALLY GONNA BE ON JULY 3RD.

SO THIS ROOM WON'T EVEN BE AVAILABLE ON JULY 3RD.

SO AT THE VERY LEAST, IT'S GONNA HAVE TO BE MOVED.

MY RECOMMENDATION WOULD BE THAT IT'S GONNA BE A VERY BUSY TIME FOR STAFF.

PEOPLE ARE GONNA TAKE OFF PROBABLY THAT WEEK OFF, UM, AFTER THAT EVENT.

SO IT'S NOT A BAD TIME TO LOOK AT AT TAKING A MONTH OFF AND THEN RECONVENING IN AUGUST.

UM, SO I JUST GIVE THAT TO YOU ALL FOR YOUR DISCUSSION AND CONSIDERATION.

UM, BUT REGARDLESS, JULY THIRD'S NOT GONNA HAPPEN , BECAUSE THIS ROOM WON'T EVEN BE AVAILABLE FOR US TO HAVE A MEETING ON JULY 3RD.

OKAY.

YES, DON, I'LL MAKE A MOTION TO CANCEL THE MEETING JULY 3RD.

I'LL SECOND.

WE HAVE A MOTION.

SECOND.

DO WE HAVE ANY DISCUSSION ON THAT? YES, PLEASE.

YES.

GO RIGHT AHEAD, SIR.

MS. DAVID, I'D LIKE TO POINT OUT THAT WE HAVE ALREADY AGREED TO CANCEL OUR MEETING IN JUNE.

WE'RE GONNA DO A TOUR INSTEAD OF A DO A TOUR INSTEAD.

YEAH.

DO A TOUR.

SO THAT MEANS WE'LL HAVE TWO MONTHS IN A ROW WITHOUT CONDUCTING BOARD BUSINESS.

WHAT I WANT TO KNOW IS, ARE THERE ANY MATTERS THAT AT THE VERY LEAST, HAVE A POTENTIAL OF NEEDING TO BE ADDRESSED DURING THAT TWO WEEK, TWO MONTH, UH, INTERIM? NO.

UH, THE, THE BIGGEST THING THAT WAS ON THERE WERE, WAS THE LEASE ITEM FROM, FROM LAST WEEK, FROM LAST MONTH.

UM, IN TERMS OF HER, HER CODE OF CONDUCT AND, AND RULES.

AND THAT'S BEEN TAKEN CARE OF.

AUGUST WILL ACTUALLY BE A PERFECT TIME BECAUSE AUGUST

[00:15:01]

WILL BE, UH, BUDGET, UH, PRESENTATION.

SO UNLESS THERE'S SOMETHING THAT I DON'T KNOW THAT KEITH AND DELEE CAN FILL ME IN ON, WE PROBABLY DO NEED TO HAVE A SHORT MAYBE MEETING IN JUNE, UH, FOR FEES.

AH, WE ARE TAKING SOME FEES TO CITY MANAGEMENT.

SO MY RECOMMENDATION IS EITHER BEFORE OR AFTER THE TERM HAD CONDUCT A SHORT MEETING FOR ANYTHING THAT NEEDS TO BE ADDRESSED, LIKE THE FEES OR, SO NORMALLY IT'S THE THIRD WEEK THAT SOMETHING IS AVAILABLE.

IT BE TOO EARLY JUNE.

WELL, WE CAN DO IT THEN.

WHAT CAN WE CLARK? SO IS THERE A MOTION TO, UM, NOT HAVE THE MEETING AND AMENDED IT? AMENDED IT, UH, IN LIEU OF WHAT KEITH HAS SAID ABOUT, UH, REVIEWING THE FEES AND DEDICATING A SMALL PORTION TO BUSINESS? YEAH.

THE, THE MOTION, THE MOTION IS TO IS TO, UH, NOT HAVE THE MEETING THEN WE'RE IN DISCUSSION NOW.

SO WHATEVER WE WANT TO DO OUT OF THAT, CAN WE AMEND THE MOTION AND NOT HAVE THE MEETING, BUT ADD THIS PORTION THAT'S BEEN BROUGHT TO OUR ATTENTION AT THE JUNE, UM, TOUR? NO.

HAS TO BE RECORDED.

THE DISCUSSION CAN'T BE DONE AT THE MEETING.

AT THE TOUR? YEAH, AT THE TOUR.

WHY? IT HAS TO BE, BECAUSE IT HAS TO BE RECORDED.

IT HAS TO BE AVAILABLE, AVAILABLE TO THE PUBLIC, AND THEY GET A LITTLE BIT ANTSY WHEN WE START DOING THOSE IN DIFFERENT LOCATIONS.

UM, SUGGEST THAT WE COME BACK AND MAKE A RECOMMENDATION, UM, WHEN WE FIND OUT EXACTLY SOME TIME FACTORS AND IF WE HAVE A SPECIAL MEETING, WE WILL, WE'LL PUT THAT ON THE AGENDA, A SPECIAL MEETING, AND WE DO IT BY ZOOM.

YOU CAN RECORD THAT.

LET US, UH, DO RESEARCH.

YEAH.

LET US BACK TO Y'ALL WITH A RECOMMENDATION.

LET'S, LET'S SEE WHAT HAPPENS THAT TIME, IF WE CAN MAKE IT WORK AND IF WE HAVE TO MAKE IT A ZOOM.

AND IF WE COULD DO THAT, IF WE HAD TO GIVE US A LITTLE MORE TIME, BECAUSE WE ARE WORKING ON SOME FEES THAT, UH, SHAKING HER HEAD NO MIGHT NEED, WHICH WE WOULD LIKE Y'ALL TO REVIEW BEFORE WE YEAH.

TAKE IT TO, IT'S EXTREMELY CONSIDERATE OF YOU, WHICH IS TYPICAL.

WHAT'S ? ALL RIGHT, EVERYBODY.

ARE WE, ARE WE THROUGH WITH DISCUSSION? WE GOT A MOTION ON THE FLOOR TO, UH, CANCEL THE JULY MEETING AND THIS TIME WE'LL CALL THE VOTE.

ALL THOSE IN FAVOR SAY AYE.

AYE.

AYE.

AYE.

A AYE.

AYE.

THE MOTION PASSES.

SIX ZERO.

THANK YOU.

ALRIGHT, WELL LET'S SEE.

NOW, NOW YOU'RE TEED UP.

NOW, NOW, NOW THAT YOU'RE WARMED UP.

OH, HERE THEY COME.

HELLO.

SO GOOD EVENING PARK BOARD MEMBERS TONIGHT.

UH, OUR RECREATION SUPERVISOR REPORT IS GONNA BE FROM, UM, JARED SHUCK, AND HE IS OUR NEW ATHLETIC SUPERVISOR.

HE'S BEEN WITH US FOR ABOUT SIX MONTHS NOW.

UH, HE COMES FROM THE STATE OF COLORADO.

HE WENT TO SCHOOL AT METROPOLITAN STATE UNIVERSITY IN DENVER.

UM, HE CAME TO US ACTUALLY FROM OUR SISTER CITY, MESQUITE.

SO HE WORKED OVER THERE FOR A LITTLE BIT AND WE'RE VERY, VERY HAPPY TO HAVE HIM.

HE'S A HOCKEY FANATIC, SO ALL Y'ALL HAVE BEEN DISCUSSING BUSINESS.

HE MAY OR MAY NOT HAVE BEEN WATCHING THE STARS GAME 'CAUSE THAT IMPACTS WHO THE AMBULANCE WILL BE PLAYING.

UM, SO NO, I'M KIDDING.

YEAH, EXACTLY.

SO WE WON'T FAULT HIM FOR THAT.

BUT ANYWAYS, UM, SUPER HAPPY TO HAVE HIM ON BOARD.

UM, HE'S BEEN A GREAT ADDITION AND SO I'M GONNA LET HIM DO HIS SENSATION, MAKE SURE I ACTUALLY TALK INTO THE MICROPHONE THIS TIME.

UH, OKAY.

THANK YOU.

DELEE.

UM, LIKE SHE SAID, MY NAME IS JARED.

UM, AND AS YOU CAN TELL, I LIKE HOCKEY VERY MUCH SO.

UM, IT'S ONE ME AND MY WONDERFUL FIANCE AT A STARS GAME.

I THINK THE I'S ACTUALLY WON FOR THE FIRST TIME SINCE WE'VE BEEN DOWN HERE.

I'VE ACTUALLY GONE TO A GAME, SO THAT'S NICE.

UM, LITTLE BIT OF BACKGROUND.

I GREW UP, UH, PLAYING HOCKEY AND SOCCER.

SPENT MY ENTIRE LIFE IN COMPETITIVE SPORTS.

UM, AND ALSO GREW UP AROUND PARKS AND RECREATION AS A WHOLE.

MY FATHER'S BEEN IN PARK PARKS AND RECREATION FOR OVER 30 YEARS NOW, UM, BACK HOME IN COLORADO.

SO IT'S JUST A VERY NATURAL FIT FOR ME, LUCKILY TO GO BACK INTO PUBLIC, INTO PUBLIC SERVICE.

UH, THE, THE MAIN COMPONENTS OF MY JOB WOULD BE, UH, LEAD COORDINATION, UH, OBVIOUSLY ATHLETIC OPERATIONS, UH, MAINTAINING OUR RENTAL FIELDS.

UH, 10, ALSO WORKING WITH OUR TENNIS CENTER,

[00:20:01]

WORKING ON CVB ATHLETIC EVENTS.

AND THEN ALSO, UH, OTHER SPECIAL EVENTS AND PROJECTS THAT WE HAVE.

OH, THAT'S ALL WEIRD ON THE SCREEN, SO I'M SORRY ABOUT THAT.

JUST READ BETWEEN THE LINES.

, UH, WITH OUR LEAGUE COORDINATION, UH, A LOT OF IT, UH, ESPECIALLY EARLY ON, IS SETTING UP OUR LEAGUE AGREEMENTS TO ENSURE THAT WE HAVE EVERYBODY UNDER CONTRACT AND EVERYONE IS, UH, UNDERSTANDING OF THOSE CONTRACTS.

UH, ALSO ATTENDING LEAGUE SPECIAL EVENTS LIKE SCENE ABOVE AT, UH, SOUTH GARLAND'S OPENING DAY AND THEIR NEW FIELD TO, UH, RIBBON CUTTING AS WELL.

UH, I OVERSEE THEIR FACILITY USAGE.

UH, I MAKE SURE I GET SCHEDULES FROM, UH, ALL, FROM ALL ORGANIZATIONS TO ALSO INCLUDE LIGHT SCHEDULES IF WE HAVE A ISSUE WITH THE FIELDS OR WITH THE FACILITY IN GENERAL.

COORDINATING, COORDINATING PARK RESOURCES TO ADDRESS THOSE IN A TIMELY MANNER.

AND THEN, AND THEN ALSO, UH, THIS FACILITY REQUESTS, IF THEY HAVE A RESTROOM THAT GOES DOWN IN THE MIDDLE OF THE DAY, UH, MAKING SURE THAT I GET THE, UH, THE CORRECT PEOPLE TO THAT FACILITY.

MM-HMM.

, UM, IN ATHLETIC OPERATIONS.

I DON'T KNOW WHAT HAPPENED TO THIS.

HONESTLY.

UM, DIDN'T LOOK LIKE THAT THOUGH.

PROVIDING, UH, ATHLETIC OPPORTUNITIES FOR THE COMMUNITY.

SO OUR, UH, THIS IS OUTSIDE OF OUR USUAL COORDINATED ORGANIZATIONS, UH, LIKE, UH, OUR ADULT SOFTBALL AND OUR YOUTH LEAGUES.

UH, WE ALSO, UH, WORK WITH ADULT FLAG FOOTBALL AND JUST, UH, RECENTLY STARTED WORKING WITH, UH, ADULT, UH, AMATEUR BASEBALL TO PROVIDE A LITTLE BIT MORE OF AN OPTION FOR THE PEOPLE WHO DON'T WANNA PLAY, WHO ARE STILL HAVE THAT ITCH TO PLAY FAST PITCH BASEBALL AND DON'T WANNA GO TO SLOW PITCH SOFTBALL JUST YET.

UM, WE ALSO, UH, COMMUNICATE AND SCHEDULE OUR PARK PATROL STAFF.

UH, THEY ARE OUT IN OUR CITY TRUCK NOW, MONDAY THROUGH SUNDAY.

WE HAVE 'EM SEVEN DAYS A WEEK.

UH, WE WERE ABLE TO HIRE ANOTHER PERSON ON, SO WE ALSO HAVE WEEKEND PATROL AS WELL.

UH, WE HAVE EIGHT TOTAL RENTAL FIELDS, UH, FOUR THAT ARE MULTIPURPOSE.

LOU HUFF CODY, UH, CROSSMAN AND LOU AND, UH, LOU HUFF.

I HAVE LOU HUFF ON THERE TWICE.

OH MY GOODNESS.

CROSSMAN ONE AND CROSSMAN TWO.

UH, WE SEPARATE CROSSMAN INTO TWO, TWO DIFFERENT PARKS.

AND WE ALSO HAVE, UH, THREE CRICKET LOCATIONS, UH, AUDUBON, NORTH AND SOUTH.

AND ALONG WITH TRTH AVALON, UH, WITH OUR RENTAL FIELDS, WE ALSO, UH, STARTED, UH, LOOKING TO BOOK TOURNAMENT RENTALS AS WELL.

UH, WE ARE IN THE PROCESS OF TRYING TO FIND THOSE, UM, ESPECIALLY AT RICK ODIN.

WE, WE ARE WORKING VERY DILIGENTLY TO GET A COUPLE LONGER TOURNAMENTS THAN JUST MAYBE ONE DAY'S TRYING TO WORK AN ENTIRE WEEKEND INTO THERE.

UH, WE ARE ALSO, UH, SENDING OUT A RENTAL FIELD SURVEY, UH, IN THE NEXT TWO WEEKS, UM, TO OUR CITIZENS AND FORMER, UH, FORMER AND CURRENT RENTERS OF OUR, OF OUR RENTAL FIELDS TO GAUGE, UH, WHAT THEY SEE WE CAN IMPROVE ON, WHAT THEY LIKE ABOUT WHAT WE OFFER CURRENTLY AND TO, AND, UH, TRY TO PUT A GAME PLAN TOGETHER OF IF WE HAVE MAJOR ITEMS WE NEED TO ADDRESS, THEN, UH, TO ADDRESS THEM QUICKLY.

YES, SIR.

ON YOUR RICK ODEN RENTALS.

MM-HMM.

, IF YOU EVER GET INTO A SITUATION WHERE SOMEBODY NEEDS TWO FIELDS, GIVE US A SHOUT.

WE CAN MOVE THINGS AROUND AND THEY COULD USE OUR FIELD NUMBER FIVE IF YOU NEED SOMETHING FOR TWO FIELDS.

OKAY, PERFECT.

THANK YOU.

VERY GOOD.

UH, WE ALSO HAVE, I ALSO HAVE THE TENNIS CENTER.

UM, WE, I HAVE A ASSISTANT OVERSEEING THE TENNIS CONTRACT ALONG WITH, UH, SAMANTHA CAREY.

UM, IF TENNIS SUPPLIES ARE STARTING TO RUN SHORT, WE GET IN CONTACT WITH THE CENT WITH THE TENNIS CENTER, AND WE GET EVERYTHING ORDERED AND SITUATED WITHIN 24 HOURS.

TYPICALLY.

UH, I ALSO HOST BI-MONTHLY MEETINGS AND DO WALKTHROUGHS OF THE TENNIS CENTER TWICE A MONTH.

SO WE MAKE SURE WE HAVE, IF, IF I WALK THROUGH AND MAKE SURE WE TURN ON ALL THE LIGHTS, MAKE SURE LIGHTS ARE WORKING TOO, UH, JUST AS AN EXTRA FAIL SAFE ON THE OFF WEEKS WHERE PARKS DOES NOT GET A CHANCE TO GO OVER, GO OVER AND CHECK LIGHTS AT THE TENNIS CENTER.

UH, SAME, SAME THING AS WITH OUR, UH, WITH OUR COORDINATOR ORGANIZATIONS, UH, COORDINATE PARK, PARK RESOURCES AND FACILITY REQUESTS AS NEEDED.

UH, CVB ATHLETIC EVENTS.

UM, I HAVEN'T GOT TO DO THIS JUST YET.

I'M REALLY LOOKING FORWARD TO IT THOUGH, 'CAUSE I'VE NEVER GOTTEN TO DO THIS, UH, ATTEND TRADE SHOWS TO ATTRACT ATHLETIC EVENTS.

EVERYTHING I'VE BEEN TOLD ABOUT IT SOUNDS REALLY EXCITING AND THAT SOUNDS LIKE SOMETHING THAT WOULD BE A LOT OF FUN.

SO I'M REALLY LOOKING FORWARD TO THAT.

UM, AM WORKING DIRECTLY WITH SPECIAL EVENTS AND CVB TO HOST, UH, TOURNAMENTS.

THE PAINTBALL TOURNAMENT WE JUST HAD, ALONG WITH OUR ASIAN AMERICAN SOCCER TOURNAMENT AND THE FIRST RESPONDERS SOCCER TOURNAMENT COMING UP IN JUNE AND JULY RESPECTIVELY.

UH, LASTLY, EVENTS AND PROJECTS THAT I, THAT I WORK ON, UH, AS WELL, HELP OUT HELPING OUT WITH SWEETHEART DANCE WITH OUR SPECIAL EVENTS GROUP, UH, THE RIBBON CUTTING FOR CENTRAL PARK FIELD TWO, UH, EGG HUNT, TRUNK OR TREAT.

AND THEN I'LL ALSO BE ASSISTING WITH AQUATICS AS NEEDED.

UH, AND HE'S AVAILABLE TO ANSWER QUESTIONS IF

[00:25:01]

YOU HAVE SOME.

YES, SIR.

MR. PARISH.

SO WHEN I STARTED ON THE PARK BOARD IN 2016, THE, UM, WE WERE HAVING THE DIFFERENT, UM, GROUPS, YOU KNOW, THE GARLAND SOCCER ASSOCIATION AND SO FORTH COME THROUGH AND, UM, THE, UM, YOU KNOW, AND, YOU KNOW, TALK ABOUT WHAT WAS GOOD AND WHAT WAS NOT SO GOOD, YOU KNOW, AND IT'S VERY USEFUL WHEN WE GOT TO BOND TIME TO BE ABLE TO SAY, OKAY, HERE, HERE'S WHAT THESE GUYS ARE SEEING.

YOU KNOW, THEY'RE HAVING PROBLEMS WITH THE FIELD, YOU KNOW, THERE'S A LOT MORE CHALLENGES.

WE'VE COME A LONG WAY, YOU KNOW, SO IT KIND OF HELPS US, YOU KNOW, ADVOCATE FOR WHAT NEEDS TO BE DONE WHEN WE GO ASK FOR RESOURCES.

SO IT'S, YOU KNOW, GOOD TO KIND OF, YOU KNOW, WE'RE GONNA HEAR IT FROM YOU.

IT MIGHT BE A LITTLE BIT SANITIZED, YOU KNOW, AND, UH, AND WE UNDERSTAND THAT, BUT UH, SOMETIMES HEARING IT DIRECTLY FROM, FROM THEM IS HELPFUL.

DAVID, ARE YOU REQUESTING THAT THEY COME BACK THROUGH? MM-HMM, .

OKAY.

SO WE HAVE ONE MORE, UH, SUPERVISOR REPORT TO GET THROUGH, WHICH WOULD BE RHONDA WITH HOLLA BALL.

SHE'D BE THE LAST ONE.

AND YOU WILL HAVE THEN MET OR VISITED WITH ALL OF THE RECREATION SUPERVISORS, AND THEN WE CAN START THAT GROUP BACK UP AGAIN.

I, I'VE GOT A, ANYBODY ELSE HAVE A QUESTION FOR JARED? OKAY, I'VE A COUPLE MAYBE.

UM, IT SOUNDS LIKE FROM YOUR DESCRIPTION, YOUR JOB'S GONNA BE, UM, QUITE OFTEN OUT IN THE FIELD AS OPPOSED TO AT THE DESK.

IS THAT, IS THAT ACCURATE? AND KIND OF GIVE US AN IDEA OF HOW YOU SEE THAT HAPPENING? UH, IT'S, IT'S A ALMOST A 50 50 SPLIT RIGHT NOW.

UM, RIGHT NOW WITH LEAGUES IN SEASON.

UM, IT'S NOT AS MUCH OUT IN THE FIELD.

UM, THERE'S STILL, I STILL DO GO OUT TO, I THINK I, THERE'S ONLY ONE I HAVEN'T GOTTEN TO IN THE LAST TWO WEEKS.

ONE OF THE FIELDS FOR OUR ORGANIZATIONS, WE HAVEN'T, I HAVEN'T GOTTEN TO YET, BUT, UH, RIGHT NOW IT'S MOSTLY, UH, FI IT'S PRETTY CLOSE TO 50 50 FOR BEING OUT IN THE FIELD AND ALSO AT MY DESK.

WELL, YOU'RE, UM, AS WELL AS THE MANAGEMENT OF THE, OF THE, OF THE PEOPLE ON THIS, IS, IS THERE PART OF YOUR JOB THAT'S MANAGEMENT OF THE, OF THE FIELDS THAT YOU'RE PLAYING ON? OR IS THAT ANOTHER PART OF THE PARKS DEPARTMENT? UH, I WOULD SAY IT'S A, IT'S A CO-OP BETWEEN MYSELF AND, UH, MATT'S TEAM.

UM, WE HAVE AN, AN ATHLETICS DEPARTMENT.

MATT CAN PROBABLY SPEAK ON THIS A LITTLE BIT BETTER AS WELL, BEING HERE A LITTLE BIT LONGER THAN I HAVE.

UM, BUT WE WORK HAND IN HAND.

WE HAVE A MON WE HAVE WEEKLY MEETINGS WITH, UH, THE PARKS SUPER, UH, THE PARKS, ATHLETIC SUPERVISOR AND MANAGER.

SO WE HAVE A WEEKLY MEETING TO DISCUSS ANYTHING THAT HAS BEEN BROUGHT UP IN THE LAST SEVEN DAYS.

AND ANYTHING THAT'S URGENT GETS AN IMMEDIATE, UH, PHONE CALL AND OR TEXT MESSAGE OUT TO THE, TO STAFF.

OKAY.

SO YOU HAVE, DO YOU HAVE ASSISTANCE ON ASSISTANCE ON THAT OR YOUR ASSISTING SOMEONE YEP.

ELSE BUT THE TWO, THE TWO OF YOU'RE WORKING TOGETHER AT LEAST, SO THAT'S GREAT.

CORRECT.

AND THAT, AND THAT, THAT REALLY, REALLY MAKES IT WHERE YOU, YOU'LL BE A LOT FASTER RESPONSE TIME IN DOING THINGS.

UM, HAVE YOU, DO YOU HAVE EXPERIENCE AT DOING THIS IN YOUR, IN YOUR OTHER POSITIONS BEFORE YOU GOT HERE? YEAH.

KINDA EXPAND ON THAT JUST A LITTLE BIT.

UM, UM, WELL OVER IN MESQUITE, I WAS THE, UH, ATHLETICS AND AQUATICS SUPERVISOR.

SO NOT ONLY JUST ATHLETICS, I ALSO HAD THE ENTIRE AQUATICS PROGRAM AS WELL.

SO THIS HAS BEEN A, A NICE CHANGE OF PACE.

I WILL SAY I DO MISS AQUATICS, ESPECIALLY WITH AQUATICS SEASON COMING UP.

UM, I'M SURE IF IT WAS HAND WAS ON, UH, SHE WAS ON THE OTHER FOOT, I'D BE LIKE, I PROBABLY COULDN'T WAIT TO GET OUT OF AQUATICS AFTER THE SUMMERTIME .

SO, BECAUSE I'M SURE I HAD THAT, THAT MENTALITY A COUPLE TIMES, BUT EVERY TIME I WAS GONE I'M LIKE, OH, YOU KNOW, IT WAS KIND OF NICE.

SO THERE YOU GO.

WHETHER THERE BE ANY INTERRELATIONSHIP, THIS MAY BE FOR YOU OR, OR FOR MATT HERE, BETWEEN, UM, UM, OUR PARK SYSTEM, THE, THE, UM, THE AREAS THAT WE'RE GONNA HAVE, THE, THE AQUATIC AREAS WE'RE GONNA HAVE AND THE GISD AND THEIR NATATORIUM.

I DON'T KNOW WHETHER THAT'S BEST TO ASK YOU OR MATT, BUT SEE WHAT'S HAPPENING HERE, .

WELL, WE, AS THE PARKS AND RECREATION, DON'T DO ANYTHING, HAVE ANYTHING TO DO WITH THE NATATORIUM.

CVB DOES, AND CVB WORKS CLOSELY WITH GISD AND THEY HELP BRING IN, THEY BROUGHT IN SOME BIG SWIM TOURNAMENTS AND THINGS LIKE THAT TO, TO THE NATATORIUM, BUT WE DON'T DO ANY PROGRAMMING AT THE NATATORIUM.

OKAY.

JUST WAS WONDERING IF THERE WAS ANY RELATIONSHIP THERE.

I KNEW IT HAD BEEN.

YEAH.

I Y'ALL ARE USING A LOT OF ACRONYMS, SO, OH, OH, I'M SORRY.

YEAH, I'M SORRY.

UH, CONVENTION AND VISITORS BUREAU.

AND SO, UM, IF YOU REMEMBER, UH, IT WAS PROBABLY ABOUT A YEAR AGO WHEN DANA, UH, WHEN CULTURAL, WHEN CULTURAL ARTS AND CVB WAS STILL UNDER OUR DEPARTMENT, THEY CAME AND GAVE AN UPDATE OF A LOT OF THE PROJECTS THAT THEY DO AND THE TOURNAMENTS THAT THEY BRING IN.

AND SO, CVB, IF YOU'RE NOT, YOU'RE FAMILIAR WITH WHAT A CONVENTION AND VISITOR BUREAUS DOES, SO I KNOW WHAT IT STANDS FOR.

THAT'S, YOU KNOW, .

OKAY.

SO THEY, AND THEY DO WORK VERY CLOSELY, UM, WITH, WITH THE, THE OPERATION STAFF AT THE

[00:30:01]

NATATORIUM, AND THEY'VE BROUGHT IN SOME PRETTY BIG SWIM MEETS AND THINGS LIKE THAT THERE.

SO, ANOTHER OUTSTANDING DRAW FOR THE CITY GARDEN.

JARED, WE, YOU KNOW, YOU'VE BEEN HERE FOR A WHILE AND WELCOME, WELCOME TO FROM OUR, FROM THE BOARD.

AND, UH, WE LOOK FORWARD TO SEEING YOUR SMILING FACE, UH, AS OFTEN AS YOU FEEL LIKE YOU NEED TO BE HERE, OR AS OFTEN AS WE FEEL WE NEED TO, TO VISIT WITH YOU.

YOU, YOU'VE GOT A WONDERFUL GROUP THAT YOU'RE WORKING WITH.

THANK YOU.

ANYTHING ELSE? PUT MONEY IN DEFERRED COMP, , SPOKEN LIKE A RETIRED EMPLOYEE.

OH MAN.

OKAY.

DE LEE, YOU HAVE SOMETHING FOR US? NO, SIR.

OH, COME ON.

YOU CAN ALWAYS HAVE SOMETHING.

INTRODUCING JARED'S DONE A GREAT JOB AND, UM, IT IS A HUGE COLLABORATION.

UH, THE ATHLETICS DIVISION REALLY HAS TO WORK CLOSELY WITH MATT'S OPERATION, WITH PARK OPERATIONS.

UM, YOU CANNOT HAVE SUCCESS WITHOUT ONE OR THE OTHER.

SO THEY REALLY, THERE HAS TO BE CONSTANT COMMUNICATION.

UM, AND THEN ALSO THAT CONSTANT COMMUNICATION WITH THE PEOPLE THAT WE PARTNER WITH.

AND I FEEL LIKE, AND MAYBE DAWN, I DON'T WANNA, IN CASE IT IS SANITIZED, BUT THIS IS MY VERSION, I FEEL LIKE WE'VE DEFINITELY COME A LONG WAY.

COMMUNICATION'S GOTTEN BETTER, UM, OUR PROCESSES.

IT'S JUST, IT'S, AND, AND, AND ALSO THE COMMUNICATION THAT WE'RE GETTING BACK FROM THE LEAGUES THAT'S ALSO ON, WELL, WE'RE HEARING BACK IS ALSO BETTER THAN WHAT IT HAS BEEN IN YEARS PAST.

VERY GOOD.

IT IS.

AND THE, I'M SORRY, GO AHEAD, DON.

YEAH, I WAS TELLING 'EM EARLIER THAT THE GUYS THAT WORK ON THE FIELDS, THERE'S TWO GUYS AND WE, THE LEAGUE BOUGHT THEM GIFT CARDS.

SO I WAS DRIVING BY THE OTHER DAY AND I GAVE HIM EACH A GIFT CARD.

AND THE OLDER GUY WAS SO EXCITED.

NOBODY EVER APPRECIATES US.

, HE WAS SO HAPPY.

.

BUT THEY DO A GREAT JOB ON THE FIELD.

, I DIDN'T HEAR THAT.

UH, HE'S, UH, WE USED TO HAVE TO FIX THE FIELDS OURSELF.

MM-HMM.

.

AND NOW THE, THE WAY THAT THE CITY DOES, IT'S JUST AWESOME.

AND I MEAN, SO I, PART OF THE BIG DISCUSSION AND A HUGE, HUGE CHANGE IN OUR OPERATION WAS CHARGING THE FEE.

BUT, UM, AND FOR SO LONG ALL OF THAT WAS PUT ON THE LEAGUES.

UM, AND SO CHARGING, YOU KNOW, THE MINIMAL FEE THAT WE DO, UM, I, I PROMISE THAT THAT FEE DOES NOT, YOU KNOW, IT'S NOT A HUNDRED PERCENT COST RECOVERY, BUT IT DOES SO MUCH TO HELP.

AND, YOU KNOW, WE HAVE A PROMISE AND A COMMITMENT AS A CITY TO PROVIDE A CERTAIN LEVEL OF, YOU KNOW, QUALITY FIELDS AND THE MAINTENANCE.

AND SO THAT DEFINITELY HELPS OFFSET THAT.

SO THAT'S, THAT'S BEEN A GOOD THING.

AND, AND WE'RE OVER THAT HUMP.

YOU KNOW, IT'S JUST NOW, NOT ONLY, NOT ONLY THE FACILITIES ARE, ARE RISING IN IMPORTANCE AND VALUE AND, AND BEING MORE MODERN, BUT THE STAFF'S OPERATION OF THOSE IS, IS HAPPENING TOO.

AND THAT'S, SEE, I KNEW YOU HAD SOMETHING GOOD TO SAY.

I HAD TO DIG IN THERE JUST A LITTLE BIT.

WHO, AND ONE MORE, WELL ACTUALLY ONE MORE QUESTION.

UM, WHO, WHO DOES THE COORDINATION BETWEEN THE THINGS LIKE THE, THE, THE SKATE PARK OPENING THIS WEEKEND? THE, THE PAINT BALL THING? THE PGA PIECE OF THIS, AND IT DEPENDS.

SO THOSE ARE A COUPLE OF DIFFERENT ANSWERS.

SKATE PARK WAS REALLY A COORDINATION BETWEEN MATT'S TEAM AND CVB CONVENTION VISITOR BUREAU AND THE SPECIAL EVENTS TEAM.

AND SO, UH, SPECIAL EVENTS, CULTURAL, UH, CONVENTIONS, VISITOR BUREAU.

THEY'RE NO LONGER, YOU KNOW, ACTUALLY IN OUR DEPARTMENT, BUT WE STILL WORK WITH THEM ALL THE TIME.

PAINTBALL, THAT WAS A COORDINATED EVENT BETWEEN REALLY PARKS, THE ATHLETICS GROUP BECAUSE THEY'RE WORKING CLOSELY WITH THAT.

AND THE CVB, UM, WHAT ELSE WAS MENTIONED? PGA OH, PGA.

THAT'S FIRE WHEEL GOLF.

FIRE WHEEL GOLF.

MM-HMM.

SPECIAL EVENTS.

AND SO GOLF ISN'T PART OF, I KNOW IT SOUNDS SO WEIRD, BUT GOLF IS NOT UNDER OUR DEPARTMENT, SO RIGHT.

MAINTENANCE OF THE GOLF COURSE IS NOT NO, THEY HAVE THEIR OWN MAINTENANCE TEAM.

YOU HAVE MORE ROADS THAN THEY HAVE GOLF COURSE.

SO YOU A LOT OF THINGS TO WORK ON.

OKAY.

GO AHEAD DAVID.

THANK YOU MA'AM.

SO YOU TOOK SO LONG.

I THOUGHT OF SOMETHING ELSE.

.

SO, SO THE LAST TIME AROUND, YOU KNOW, WE SPENT A LOT OF MONEY FIXING PARKING LOTS.

I MEAN, ALL THESE THINGS THESE GUYS WERE COMPLAINING ABOUT, WE CAME IN UPGRADING THE FIELDS, YOU KNOW, MAKING 'EM LOOK NICE.

I MEAN, YOU CAN IMAGINE WHAT THEY WERE IN 2016, YOU KNOW? AND SO I THINK OUR NEXT TIME WE GET A CHANCE AT A BOND THAT, YOU KNOW, WE WANT TO TAKE, YOU KNOW, OUR SYSTEM TO A NEW LEVEL AND WE'RE GONNA NEED YOUR HELP HELPING US IDENTIFY WHAT THAT IS.

WE CAN DO THAT .

YEAH, TOTALLY.

WELL, THERE'S A CONSTANT WISHLIST GOING.

YEAH.

THINKING LIKE, YOU KNOW, THAT FIELD THAT RICK ODEN MM-HMM.

, YOU KNOW, THAT'S A NICE FIELD.

GOT A LONG, LONG LIST OF NEEDS THAT ARE STILL OUT THERE.

SO WE JUST NEED HELP.

WHAT'S NUMBER ONE AND NUMBER TWO? WHAT'S NUMBER 152.

THEY'RE

[00:35:01]

ALL NUMBER ONES.

.

THANK YOU MR. PARISH.

WELL THAT'S, THAT'S THE ONLY A SPRING CREEK CAN .

THANK YOU JARED AND DE LEE.

WE APPRECIATE THE THANK YOU.

GOOD REPORTS.

AND NOW THE CAPITAL IMPROVEMENT PROJECTS AND STUDIES, DESIGN AND DEVELOPMENT, UH, FOR 3D UH, THE WRITTEN UPDATE ON MARK'S GONNA COME, RIGHT? YOU'RE GONNA WRITE ON THE SCREEN FOR US.

IS THAT MARK? HE'S JUST GONNA ANSWER YOUR QUESTIONS.

YES, THAT'S IT.

OH GEEZ.

MARK, WHY DON'T YOU START JUST WITH ANY MAJOR, UH, UPDATES THAT YOU CAN FILL 'EM IN ON AND THEN THEY CAN ANSWER ANY QUESTIONS.

YEAH.

UH, TUCKER PARK, WE HAVEN'T SEEN IT.

WE ARE ROLLING ALONG WITH THAT PROJECT.

WE HAVE, UH, THE DETENTION PONDS HAVE BEEN, UH, SHAPED.

UM, THOSE ARE ESSENTIAL TO BEING, UH, FOR THE PROGRESS OF THE PROJECT.

'CAUSE THOSE HAVE TO BE ESTABLISHED WITH SOD COMPLETELY FUNCTIONAL BEFORE ANY OTHER CONCRETE ON SITE CAN BE POURED.

SO, UM, WE'RE REALLY PUSHING TO GET THAT COMPLETED.

UM, CONTRACTOR'S REALLY GREAT WITH THAT, SO THEY'RE MAKING REALLY GOOD PROGRESS.

UM, WHAT WAS THAT, UH, TUCKER OR THE BOB DAY TENNIS CENTER? TUCKER.

OKAY.

YEP.

SORRY.

EITHER MOVED SOME MOUNTAINS OR MADE SOME MOUNTAINS.

THAT'S RIGHT.

AND, UH, WE HAVE A LOT OF DIRT.

IT'S, UH, RIGHT NOW WE'RE ABOUT 55,000 CUBIC YARDS OF DIRT.

WE'RE, SO WE'RE WORKING WITH THE STREETS DEPARTMENT AND ANYONE ELSE WHO WANTS A LOT OF DIRT.

SO, , HOW MANY DUMP TRUCKS DO YOU HAVE? ? 18 WHEELER LOAD DUMP TRUCKS.

IT'S, IT'S, YEAH.

ARE YOU, WE CAN GET, I, I MEAN I KNOW YOU WERE SAYING EST THAT, BUT YOU KNOW, THERE'S TIMES WHEN IN COMMERCIAL AND INDUSTRIAL MM-HMM.

, THEY NEED A LOT OF, THEY NEED A LOT OF DIRT.

AND, UH, I DON'T KNOW IF Y'ALL HAVE THAT OUT, SUE THROUGH SOME, SOME WAY OF GETTING THAT INFORMATION OUT.

THE CONSTRUCTION INDUSTRY, THERE'S A FEW, UH, BIG CONSTRUCTION PROJECTS ALL ALONG.

UH, 6 35 AND I 30 THAT THEY ARE, THEY SEEM TO BE INTERESTED IN, BUT THEY'RE JUST NOT READY.

BUT THEY'RE SCHEDULED TO ACQUIRE THAT.

BUT OUR, OUR CONTRACTOR HAS, HAS PUT THE FEELERS OUT TO ABOUT EVERY DEVELOPER THAT'S WITHIN PROBABLY A 50 MILE RADIUS OF HERE AND IT'S MM-HMM.

.

AND THEY'RE, AND THEY'RE KEEPING THAT COMMUNICATION GOING.

IT'S, IT'S A TIMING THING OF WHEN THEY'RE GONNA ACTUALLY NEED IT.

AND SO THOSE CONVERSATIONS CONTINUE.

YES.

YES.

I WOULD, I'D SAY IN, IN, IN PLANNING, IN, IN THE PLANNING DEPARTMENT, UH, OR POSSIBLY IN ENGINEERING.

I MEAN, COULD BE A, COULD BE A BIG BONUS FOR SOMEBODY AS THEY'RE COMING IN MM-HMM.

TO KNOW THAT THAT COULD BE AVAILABLE IF, YOU KNOW, YOU KNOW, IT'S ONE OF THOSE THINGS FIRST COME, FIRST SERVE.

BUT I KNOW I HAD A PROJECT WHERE THEY HAULED DIRT IN THERE FOR TWO YEARS.

MM-HMM.

.

AND, BUT I GOT IT ALL FOR FREE BECAUSE OF THE, UM, THEY, IT WAS A CITY ETTE PROJECT AND THEY WEREN'T NEEDING A PLACE TO PUT IT.

AND I JUST HAD TO, HAPPENED TO HAVE A PLACE FOR IT.

SO THERE YOU GO.

BUT IF I HADN'T BEEN ABLE TO DO THAT, WE WOULDN'T HAVE BEEN ABLE TO DO THE PROJECT.

YEAH.

SO THAT WORKED WELL FOR EVERYBODY ON THAT ONE.

OH, OKAY.

THAT'D BE GREAT.

SO ASIDE FROM THAT, WE HAVE A LOT OF PROJECTS IN DESIGN.

UM, RICK O SPLASH PAD, LET ME ACTUALLY GO UP LOU HUFF, UH, RICKO SPLASH PAD WHEN JOYCE, UH, KINGSLEY, JOHN PAUL JONES.

THESE ARE ALL KINDA WORKING SIMULTANEOUSLY, JUST FAIRLY CLOSE IN DESIGN STAGES.

UM, UH, GARLAND, UH, SENIOR ACTIVITY CENTER, THE ONE AT THE TOP, UH, WE, WE RECEIVED THE 100% DD LEVEL SET FOR REVIEW, UH, YESTERDAY.

WHAT THE 100% DESIGN DEVELOPMENT LEVEL.

FOR WHICH AREA? FOR THE, UH, GARLAND SENIOR ACTIVITY CENTER.

THERE'S A PLACE THAT MIGHT, COULD USE SOME, YEAH.

UH, WIN JOYCE PARK IS A PLACE THAT MIGHT, COULD USE SOME, YEAH.

THEY COULD WIN JOYCE.

YEAH.

THAT WOULD BE A REAL PLACE TO WASTE OUT A BUNCH.

YEAH.

OKAY.

IF THERE'S AN OPPORTUNITY, WE'RE GONNA, WE'RE GONNA TRY AND PUT IT THERE.

OKAY.

SO THIS IS A HUNDRED PERCENT DESIGN MEANS THEY'VE FIGURED OUT THE WHOLE LAKE.

SO YOU HAVE 100% DESIGN DEVELOPMENT, AND THEN ONCE THAT'S PASSED, THEN YOU BEGIN THE CONSTRUCTION DOCUMENTATIONS.

LIKE CONSTRUCTION.

RIGHT.

CONSTRUCTION PLANS.

SO, UH, THIS IS A LAST TIME WE SAW IT, IT WAS LIKE A CONCEPT.

MM-HMM.

.

YES.

NOW IT'S A BIT MORE REFINED HOW YOU TWEAK THE THAT'S CORRECT.

ALL THE CONCEPTS AND PUT IT INTO A ARCHITECTURAL DRAWING.

THAT'S CORRECT.

YEAH.

SO THE, UM, SO THE FAR NORTH SPECIAL PROJECT AT, UM, HOLFORD IS COMING UP SOON.

SO WHEN WILL THE MIDDLE, THE DOWNTOWN AREA, UH, AFTER IT GOES OUTTA DESIGN AND DEVELOPMENT, IS THERE A TIMEFRAME ON THAT? FOR THE DOWN, WHICH? FOR THE SENIOR CENTER? OH, AFTER DD? YEAH, THAT'S, I, I KNOW IT TAKES A WHILE TO DO THAT, BUT I MEAN, IT LOOKS LIKE, UM, HOLFORD IS COMING ONLINE MID 2025.

[00:40:02]

ARE YOU ASKING WHEN IT STARTS CONSTRUCTION? THE SENIOR CENTER? IT SHOULD BE THE END OF THIS, VERY END OF THIS YEAR.

THE START OF NEXT YEAR.

AND HOW LONG, I MEAN, WHEN ARE YOU, YOU HAVE, UM, A MID CONSTRUCTION COMPLETION FOR THIS CENTER IN THE NORTH AND I WAS IN 2025.

SO WOULD THAT BE LIKE 2026 SENIOR CENTER? YES.

SO HILLFORD WOULD BE THE NEXT REC CENTER TO OPEN IN NEXT AND THE HILLFORD AQUATICS CENTER.

SO THAT SHOULD, WE'RE HOPING TO HAVE THAT OPEN FOR THE SUMMER SEASON NEXT YEAR.

THEN YOU WOULD HAVE IN 2026, THE SENIOR CENTER COME ONLINE AND SURF AND SWIM, AND THEN WE'D BE BACK TO FULLY BEING OPEN AND THEN YOU'RE BACK INTO SWIMMING WHEREVER HE WENT.

A LOT OF SWIMMING.

WE HAVEN'T DONE ANY, WE HAVEN'T DONE ANY DESTRUCTION OF, UH, THE SERVING, CURRENT SERVING SWIM, OR HAVE WE? NOT YET.

WE HAVEN'T TOUCHED THAT UNTIL, YES, BUT IT'S NOT OPEN THIS SEASON, RIGHT? NO, NO, NO.

'CAUSE THE, IT WILL BE, IT'S A, THE CONTRACT WILL BE AWARDED THE NEXT YEAH, I THINK WE RECEIVED, UH, SOME OF THE BIDS.

UH, PMO IS WORKING THROUGH THE EVALUATIONS OF ALL THOSE.

BUT, UH, THAT WAS LAST WEEK THAT THE BIDS CLOSED FOR THAT.

SO ANOTHER ACRONYM, PMO, PROJECT MANAGEMENT OFFICE.

SORRY.

FOR THE PROJECT.

, THOSE ARE YOUR NEW, THE PROJECT MANAGEMENT OFFICE.

Y'ALL NEED TO COME WITH SUBTITLES, , IT'S CREATED AS PART OF BILL GARLAND, THE BOND TO MANAGE ALL THESE PROJECTS THAT ARE GOING ALONG.

SO IT TAKES THE LOAD OFF MARK AND WHOEVER ELSE HE'S GOT SOMETIMES , WHAT'S THE LOAD ON MARK? I, I, I, LET ME GO BACK TO TUCKER FIELD JUST SECOND.

THAT DIRT.

THAT'S BOTHERED ME.

HOW MUCH ? YEAH.

NOT HOW MUCH WE MOVED, BUT IT SEEMS LIKE IT'S A LOT MORE THAN WE'D LAND ON MOVING.

NO, NO.

THE, WE ALWAYS KNEW THAT THERE WAS GONNA BE THAT MUCH, SO IT WASN'T A BIG EXTRA THING.

IT, IT WAS, IT WAS A, IT WAS A MILLION, IT WAS ONE POINT, IT WAS A MILLION DOLLARS TO MOVE ALL THAT DIRT.

YEP.

WHICH MEANS THAT WE DIDN'T HAVE A MILLION DOLLARS AT THAT POINT TO BE ABLE TO MOVE THAT DIRT WITHOUT BEING ABLE TO REDUCE THE SCOPE OF THE PROJECT.

AND SO ANDY, UM, AND THE ENGINEERING DEPARTMENT AND STREETS DEPARTMENT, UM, KIND OF HAD A POWOW AND SAID, OKAY, YOU KNOW, LET'S, LET'S SEE HOW WE CAN BE CREATIVE IN MOVING THAT DIRT, EVEN IF IT DOES TAKE SOME TIME TO GET IT OUT OF THERE.

SO WE WILL GET IT ALL OUT OF THERE.

UM, IT, IT MAY TAKE A LITTLE BIT LONGER THAN, THAN WHAT WE HAD ORIGINALLY PLANNED, UM, BUT IT WILL GET ALL OUT OF THERE.

WE KNEW IT WAS GONNA BE THERE.

WE'RE TRYING EVERY AVENUE, UM, TELLING YOU RIGHT NOW, WE ARE LOOKING AT EVERY AVENUE.

THE CONTRACTOR IS LOOKING AT EVERY AVENUE TO BE ABLE TO GET THAT DIRT OUT OF THERE AS QUICKLY AS WE CAN.

UM, BUT IT WAS, IT WAS EITHER THAT OR, OR NOT BUILT AS MANY TENNIS COURTS AND THAT WASN'T AN OPTION.

MM-HMM.

.

BUT DID, DID THIS NOT HAVING ENOUGH MONEY FOR THE DIRT, DID THAT, DID THAT COME ALONG AFTER YOU'D ALREADY, UM, LET THE BIDS, UH, ON THIS AND WERE GETTING READY TO START CONSTRUCTION? WAS THAT EARLY ENOUGH TO SAY THAT'S WHY WE REDUCED THE SCOPE OF WORK? BECAUSE ONCE WE SAW THE NUMBERS COMING IN BEFORE WE STARTED, GO AHEAD, MARK.

WELL, YOU KNOW, WE HAD CONTEMPLATED AT ONE TIME TO ACTUALLY TAKE THE DIRT AND MOVE IT TO THE OPPOSITE SIDE OF THE SITE FOR THE PHASE TWO OF THAT.

BUT BASICALLY YOU'RE JUST KIND OF THE COST FOR THAT.

WE JUST THOUGHT, WELL, WE COULD OBVIOUSLY TAKE ALL THIS DIRT THAT'S NOT VERY GOOD SOIL TO BEGIN WITH.

SO THE PROBLEM IS THE, THE PVR, THE POTENTIAL FOR VERTICAL RISE, UH, OF THE, IT WAS, IT WAS BAD SOIL AND IT WASN'T GOOD ENOUGH FOR THE, ALL THESE TENNIS COURTS AND THEN THE, THE STRUCTURAL FOUNDATION OF THE BUILDING.

SO, AND WE'RE WE'RE REALLY, IF, IF THERE WAS A SURPRISE, AND THERE REALLY WASN'T AS MUCH OF A SURPRISE AS YOU MIGHT THINK.

YEP.

WHEN WE WORKED THROUGH THE DE THE DESIGN DEVELOPMENT PHASE OF IT.

RIGHT.

UM, GAVE US A PROBABLE COST.

AND THAT WAS ALREADY OVER BUDGET BECAUSE OF, OF JUST INCREASED COSTS OF, OF EVERYTHING INFLATION.

BUT WHEN THEY ACTUALLY GOT IN THERE AND STARTED DOING THE ENGINEERING, IT'S THE AMOUNT OF WATER THAT WE HAVE TO ACCOUNT FOR OFF OF THAT, THE NEIGHBORHOODS TO THE NORTH OF THERE AND ALL OF THE NUDE STORM WATER THAT'S GONNA COME OFF OF THERE.

IT'S CREATED, THEY, THEY, WE WERE FORCED, WE WERE REQUIRED BY ENGINEERING AND BY STORMWATER TO CREATE THESE HUGE RETENTION BASINS.

AND THAT'S WHERE ALL OF THAT, THAT DIRT CAME FROM.

SO, AND THAT WASN'T ALWAYS KNOWN AT THE VERY, VERY BEGINNING UNTIL WE KIND OF STARTED TO GET INTO THAT.

AND THEN THAT JACKED UP THE PRICE.

UH, AND SO WE EITHER WERE GONNA HAVE TO REDUCE THE SCOPE WAY MUCH TO ACCOUNT FOR THAT STORM WATER OR FIND ANOTHER WAY TO ADDRESS IT.

UM, AND THERE WAS, WE HAD USED OTHER METHODS TO BE ABLE TO FUND THE OVERRUNS.

AND THEN

[00:45:01]

THIS WAS THE METHOD THAT WAS USED TO BE ABLE TO HANDLE THE, THE, THE RETENTION OR DETENTION PONDS COULD WOUND UP BEING A BIG POSITIVE, UH, FOR THAT.

IF WE, IF WE WORK THOSE IN AROUND WHERE WE'VE GOT OH YEAH.

WE, I MEAN THAT THERE COULD BE TRAILS AROUND THAT.

AND IS THAT EXACTLY OH YEAH.

ALL WORKING.

THAT THAT IS ALL WORKING.

THERE'LL BE PART OF THE NATURAL PIECE OF IT.

THERE'S GONNA BE TRAILS THAT'S GONNA BE AROUND THERE.

THERE'LL BE TREES THAT ARE AROUND THERE.

MM-HMM.

IT'S GONNA, IT'LL ACTUALLY GIVE, AND AGAIN, THESE AREN'T DETENTION PONDS, YOU KNOW, THEY'RE NOT GONNA BE FULL OF WATER ALL THE TIME.

YOU KNOW, THEY'RE JUST, THEY'LL MEANT TO JUST HANDLE THAT INITIAL FLOW AND THEN, YOU KNOW, EMPTY IMMEDIATELY.

SO.

YEP.

UM, BUT IT WAS SOMETHING THAT CAME UP AND PONDS, YOU KNOW, THEY COULD WORK.

YEAH.

THIS ISN'T THE, THE WALMART STYLE.

IT'S, IT, THIS IS KIND OF NATURAL, NATURAL LOOK.

IT LOOKS, IT'LL LOOK GOOD.

SO PONDS ARE VERY, VERY EXPENSIVE.

TRUST ME, YOU DO NOT WANNA MANAGE PONDS, ESPECIALLY MANMADE PONDS.

THEY'RE VERY, VERY EXPENSIVE TO BUILD, TO MAINTAIN, TO CIRCULATE EVERYTHING.

KEEP 'EM, YOU WOULD, YOU WOULD COST ALMOST AS MUCH AS A TENNIS CENTER TO PUT A COUPLE OF PONDS OUT THERE.

TRUST ME.

UH, THIS WAS OVER IN A MESQUITE IN A, ONE OF THEIR PARKS HERE FOR A WAITING DAMN NO.

FOR A BABY SHOWER IS WHAT IT WAS.

AND THEY HAD BEAUTIFUL PONDS RUNNING AROUND THIS BUILDING AND OUT AND UP AND DUCKS WALKING AROUND OVER THERE, AND PEOPLE ALL, YOU KNOW, LOUNGING AROUND AND JUST, YOU COULD, YOU COULD TELL THEY WERE, THEY WERE JUST USING WHAT STARTED OFF PROBABLY AS A CREEK AND MM-HMM.

AND, AND DID THAT.

SO YEP.

AS AN OPPORTUNITY.

AND I GUESS THE LAST PIECE OF THIS, UM, AND THE PRELIMINARY SOILS TESTING, I'M SORRY, I WAS GETTING DO TECHNIC OVER THERE, BUT IN THE PRE PRELIMINARY SOIL TESTING, YOU SHOULD HAVE TOLD THAT, THAT THE SOIL WOULDN'T, UM, BE GOOD FOR HAVING TENNIS COURTS ON, IT'D BE HAVE TOO HIGH PLASTICITY OR WHATEVER.

AND, UH, GENERALLY THAT'S KNOWN BEFORE YOU GO TO GO TO BIDDING.

YEP.

WE KNEW WHAT I SAY.

YEAH.

WE, WE KNEW ALL, WE KNEW ALL THAT.

OH, YOU KNEW THAT.

YEAH.

NONE, NONE OF THE SOIL.

IF YOU LOOK IN ANY OF THE, THE SOIL REPORTS FOR ANY OF THIS PART OF NORTH CENTRAL TEXAS, IT ALL SAYS IN THE OLD AG YOU PROBABLY READ SOME OF THOSE OLD AG REPORTS.

ALL OF THEM SAY NOT SUITABLE FOR DEVELOPMENT BECAUSE OF THE HIGH SHRINK WALL CAPACITY.

THAT'S WHY, THAT'S WHY THEY HAVE TO, HOW, HOW DEEP DID THEY HAVE TO DIG OUT AND PUT IN SELECT FILL? HOW FAR DOWN DO THEY DIG OUT ON THAT? UH, AT SOME POINTS IT WAS LIKE 10, 12.

YEAH.

SO THAT MANY, YEAH.

YEAH.

THEY'RE, THEY'RE, THEY HAVE TO TAKE OUT TREMENDOUS AMOUNT OF SOIL, COME BACK IN WITH SELECT, FILL, COMPACT IT UP SO THAT WE DON'T GET THAT MOVEMENT THAT THEN RUINS A FUTURE TENNIS COURT.

SO NO, WE, WE KNEW ALL OF THAT GOING INTO IT.

YES, SIR.

OKAY.

I'M JUST TRYING TO MM-HMM, MAKE SURE WE DIDN'T GET ANY REAL SURPRISES OUT OF PEOPLE THAT HAVE DONE THEIR JOB IN THE ENGINEERING SIDE BEFORE WE STARTED ALL THAT.

NO, THAT'S, UH, BUT THERE'S STILL, STILL AN OPPORTUNITY WITH HAVING THAT DIRT SCULPTING AND THINGS LIKE THAT AND GET RID OF IT.

YOU KNOW, YOU ALSO, YOU PUT THINGS UP AT THE BUILDING INSPECTION DEPARTMENT WHEN YOU'RE GETTING BUILDING PERMITTINGS.

THERE YOU GO.

YOU KNOW, AND YOU COULD HAVE COMMERCIAL MULTIFAMILY OR, OR RESIDENTIAL.

SOMETIMES PEOPLE NEED A LOT OF DIRT.

NO.

WE'LL, DIRT, YOU DON'T WANT THIS DIRT.

YOU COME ONTO THE SITE.

WE'LL, WE'LL LOAD YOU UP.

IT WORKED FOR ALL OF OUR HOUSES.

WE CAN WORK DIRT.

WE COULD BURY YOUR HOUSE.

YEAH.

ESSENTIALLY.

YEAH.

IT'S, IT'S .

VERY TRUE.

OKAY.

OR WE BEAT THAT.

WE BEAT THAT ONE UP.

WHAT ELSE YOU GOT FOR ? MOVE ON, SIR.

IF, UH, WE HAVE TRAIL PROJECTS IN DESIGN DUCK CREEK, UH, SOUTH EXTENSION TRAIL IS PROGRESSING REALLY WELL.

UH, THIS IS THE ONE THAT IS, UH, KIND OF IN COMBINATION WITH THE HERITAGE, UH, TRAIL IN MESQUITE.

WE'RE GONNA TIE INTO THAT CONNECTION.

SO, UH, THIS WEEK WE POURED, ACTUALLY NOT POURED, WE DRILLED THE PIERS FOR THE BRIDGE THAT CROSSES THE CREEK.

UM, AND THAT'S A, UH, WE HAVE TO BE CAREFUL WITH THAT WHEN THERE'S OVERHEAD ENCORE TRANSMISSION LINES.

SO, BUT IT'S, UM, WE HAVE A ADEQUATE CLEARANCE.

UM, BUT IT'S SHAVING UP REALLY WELL.

SO.

AND WHERE IS THIS AT? THIS IS, UM, NEAR, UM, ALL THE HOMELESS CAMPS.

YES.

YES.

YEAH.

WHAT'S THAT? WHICH IS WHERE IT'S, UH, LET'S SEE.

IT'S, UM, SOUTH GARLAND, SOUTH GARLAND.

AND THEN WE HAVE A CON JONATHAN'S PRICE, JONATHAN'S PLACE FURTHER, FURTHER SOUTH OF, SOUTH OF 30, UH, OVER BEHIND AVALON PARK.

UH, WHAT'S THE ELEMENTARY SCHOOL? UH, KOHLER.

IT TERMINATES, IT TOLER ELEMENTARY SCHOOL AND GOES DOWN THAT UTIL EASEMENT THAT GOES BEHIND THOSE NEIGHBORHOODS AND THEN CROSSES OVER, UH, THAT SOUTH SECTION OF BROADWAY.

YEAH.

YEP.

YEP.

MM-HMM.

.

IT WAS UNDER THAT.

OKAY.

MAKING GOOD PROGRESS ON IT THOUGH.

WHAT, UH, WHAT KIND OF A TIMEFRAME DO YOU THINK WE HAVE FOR COMPLETION? WELL, WHOLE TARGETING, UH, MAYBE THE END OF THIS YEAR.

DEFINITELY THE FIRST START OF, UH, 2025.

WITH THAT, YOU CAN SEE THAT'S GOTTEN THE NEAT PART ABOUT IT'S GOING ON BELT LINE THERE.

YOU CAN, YOU CAN LOOK DOWN, YOU CAN SEE THE

[00:50:01]

TRAIL WANDERING THROUGH.

MM-HMM.

THROUGH UTILITY EASEMENT DOWN IN THERE.

YEAH.

TOO.

SO THAT'S, THAT, THAT, THAT'S KIND OF, THAT'S KIND OF NEAT TO BE ACTUALLY BE ABLE TO SEE ONE.

YEAH.

YEAH.

SO WE CAN SEE THAT ONE THERE.

OKAY.

NEXT, YOU HAVE ANY QUESTIONS? YES, .

OH, OKAY.

DAVE, I HAVE A QUESTION.

I WANT A CLARIFICATION.

AND THIS IS A, UH, NOW WHOSE WALLET IS BEING OPENED HERE? QUESTION.

WHEN YOU, YOU, UM, USE, I WANNA, UH, UNDERSTAND THE TERM, UM, HOW YOU'RE USING IT.

UH MM-HMM.

CASH FUNDED.

DOES THIS MEAN YOU'RE PULLING THIS FROM YOUR ORDINARY OPERATING BUDGET? WELL, I'M LET, UH, REFER TO, UH, KEITH ON THIS ONE.

SO IT'S OUR RIGHT.

HE SHOULD USE COS YEAH.

CERTIFICATE OF ALL OBLIGATIONS.

OKAY.

'CAUSE I'M NOTICING HERE, UM, YOU KNOW, SOME OF THESE PROJECTS, UM, OKAY, THEY'RE CALLING 'EM CASH FUNDED AND I THOUGHT, HELLO, WHO'S WALLET THE CITIES.

OKAY.

BUT IS THIS COMING FROM THE, YOUR ORDINARY OPERATING BUDGET? OR IS IT PART OF NOT THE OPERATING BUDGET? IT IS, IT'S BASICALLY A CERTIFICATE OF OBLIGATION, UH, FUNDING THAT THE CITY IN GENERAL IS JUST GOING TO YES.

RIGHT? YES.

OKAY.

AND WE'RE BORROW, WE'RE BORROWING MONEY SOME FROM SOMEBODY, IS THAT WHAT YOU'RE SAYING? YOU BORROWING MONEY OR IS AGAINST A SERVED AND WE'RE BASICALLY ABLE TO PAY, OH NO, NOT A LINE OF CREDIT, BUT ACTUALLY RESERVES.

OKAY.

VERY GOOD.

DIMINISHING RESERVES.

WE SEE WHAT HE SAID .

SO MOST LIKELY THE CASH FUNDING IS NO DEBT.

SO FOR THE STOCK OPERATING BUDGET.

THANK YOU.

OKAY.

ANYTHING ELSE? COME ON, ASK MARK SOMETHING HE DOESN'T KNOW.

HE SOMEBODY.

THIS IS NO FUN.

Y'ALL KNOW EVERYTHING.

OKAY.

I DON'T KNOW ALL THE ACRONYMS IN THE CITY EITHER.

SO , THERE, THERE ARE SOME THAT STUMP ME, SO, WELL, THANKS THAT, THAT MAKES US ALL FEEL A LITTLE BETTER, RIGHT? YEAH, NO, I TRULY, THERE YOU GO.

THANK YOU, MARK.

THANK YOU FOR THE REPORT.

THANK YOU .

ALRIGHT, UH, NUMBER THREE E UH, COMMUNICATIONS ENCLOSURES.

YOU'VE PROVIDED THIS WITH A, THE SILVER SCOOP.

WE HAD THE, WE GOT THE SILVER SCOOP FOR MAY.

GOOD.

WE REALLY APPRECIATE GETTING, GETTING THOSE AND HAVE 'EM BEFORE WE, WE GET IN HERE.

WE SEE THOSE THINGS.

BUT, AND THE OTHER, OTHER, OTHER THING HERE IS OUR NEW IS OUR NEWBIE.

WHAT IS THAT? YEAH.

WHAT'S THAT? SENIOR, OH, THAT'S THE CALENDAR YOU WERE TALKING ABOUT.

PROBABLY SENIOR.

WE'RE AT THIS PICTURE, .

THE OTHER, THE OTHER THING THAT WE'RE GOING TO BE APPRECIATING IS MAY AND JUNE WE HAVE OUR, WE HAVE A CALENDAR NOW THAT, UH, STAFF IS BEGINNING TO, UH, PRODUCE FOR US.
