JONATHAN HAS BEEN WITH THE CITY FOR 13 YEARS, MOST RECENTLY SERVING AS OUR OPERATIONS MANAGER. AT IT. BEFORE THAT HE WAS A RADIO ENGINEER FOR US IN THE RADIO SIDE OF THE IT HOUSE.

AND BEFORE THAT, UH, HE WORKED FOR MOTOLA. AS A RADIO ENGINEER. HE HAS DONE A FANTASTIC JOB IN THE LAST SEVERAL MONTHS AS OUR DIRECTOR OF OPERATIONS, AND WE EXPECT BIG THINGS FROM HIM. GIS DIRECTOR. MAY IN COUNCIL. THIS IS WILLIAM FLOWERS. WILLIAM IS OUR NEW JAZZ DIRECTOR. UH WILLIAM HAS BEEN WITH US FOR A FEW WEEKS NOW, AND HE COMES MOST RECENTLY FROM THE PRIVATE STOR , WHERE HE WAS A MANAGER AND A CONSULTING GROUP. AND BEFORE THAT WAS A CONSULTANT, AND BEFORE THAT LONG AGO, HE STARTED HIS CAREER IN GOVERNMENT AT THE CITY OF SAN ANTONIO. UH, IN GIS, UH, HE ONE OF THE GOALS THAT WE HAVE FOR G, I IS TO BE ABLE TO USE GIS TO MAKE DATA DRIVEN DECISIONS, AND WILLIAM HAS EXTENSIVE EXPERIENCE IN CREATING THESE TYPE OF MODELS AND USING GIS NOT JUST TO KNOW WHERE EVERYTHING IS, BUT ALSO TO HELP MAKE DECISIONS. UH FOR THE DECISION MAKERS HERE AT THE CITY OF GARLAND AND WE HAVE GREAT HOPES AND EXPECTATIONS FOR SO I GIVE YOU WILLIAM FLOWERS. THANK YOU, MAYOR AND COUNCIL. UM TONIGHT'S OUR FIRST KICKOFF MEETING. IT'S JUST GOING THROUGH GIVING YOU A LITTLE OVERVIEW OF THE GRANT PROGRAMS. MOST OF YOU HAVE SEEN IT BEFORE. BUT FOR THOSE AT HOME AND FOR THE NEW ONES, THIS WILL BE SOME INFORMATION. TOMORROW IS THE NIGHT TO WHERE WE HAVE OUR PUBLIC SERVICE. APPLICANTS WILL BE HERE TO DO PROBABLY SPEAK FOR THEIR THREE MINUTE UM THREE MINUTES ON THE APPLICATIONS THEY SUBMITTED. WE HAVE ALREADY SENT OUT COUNCIL WORKSHEETS AND I DO APOLOGIZE IN ADVANCE THAT THE OPERATOR ERROR HAS HAD SOME ISSUES GETTING THOSE OUT. BUT I UNDERSTAND THAT THAT'S ALL FIXED NOW. WE HAVE SOME CARRY OVER FUNDING OF 4 49 07. UM, THERE'S SOME, BUT THAT WE PUT THIS IN EVERY YEAR THAT ARE MANDATED BY HUD FOR ADMINISTRATION IS 20% AND WE GET TO USE 24 24 9 86 TO ADMINISTER THE PROGRAMS. WE'RE SET AT 15% FOR PUBLIC SERVICES, WHICH IS 3 18 7 40. AND FOR THE REST OF THE FUNDING CAN GO TOWARDS ANY C DB G PROJECTS. THAT'S 1,000,008 30 7-ELEVEN. JUST GIVING YOU A LITTLE OVERVIEW OF WHAT WE'VE

ACCOMPLISHED IN C DB G FUNDING, UM, FOR PUBLIC SERVICES LAST YEAR, 2136 PEOPLE WERE SERVED WITH THE PUBLIC SERVICE MONEY. SO EVEN THOUGH IT WAS ONLY $318,000, WE SERVED A LOT OF PEOPLE WITH IT. IT DOES A LOT OF GOOD THROUGH SUMMER CAMPS. ELDERLY SERVICES, UM, YOUTH PROGRAMS, MEDICAL PROGRAMS, THINGS OF THAT NATURE, SO IT IS A VIABLE SOURCE OF FUNDING FOR MANY, UM NONPROFITS. WE DO HOUSING REPAIR WITH THIS, AND LAST YEAR WE DID 15 SINGLE FAMILY HOMES THAT WERE U THAT WE REPAIRED UP TO $25,000 A PIECE SO THAT'S HELPS 15 PEOPLE STAY IN THEIR HOMES AND GET THE MOSTLY HEALTH AND SAFETY REPAIRS DONE. WE DO HAVE THE GREAT HOMES PROGRAM. WE HAVE ONE HOME THAT WAS FULLY RENOVATED AND LISTED FOR SALE. AND AS OF THE TIME THIS PRESENTATION WENT IN, WE SOLD IT SO THIS HOME WILL BE SOLD, PROBABLY IN THE NEXT TWO WEEKS. AND THEN WE HAVE ANOTHER PROPERTY THAT WE'RE WORKING WITH ONE OF THE REHAB WARRIORS THAT YOU GUYS AGREED TO PARTNER WITH. THAT'S THE, UM HARMONY HOUSE PROPERTY. WE'LL BE DOING THAT WITH THE CD PG PROGRAM. THEN OUR LAST PROGRAM FOR CITY PROGRAMS OR THE CODE ENFORCEMENT. UH, WE HAVE PROVIDED CODE ENFORCEMENT FUNDING TO WORK IN C DB G AREAS ACROSS THE CITY. IN A TOTAL OF 2001 53. PEOPLE BENEFITED FROM ALL THESE PROGRAMS LAST YEAR, SO I ANTICIPATE IT WILL BE AT LEAST THAT OR MAYBE A LITTLE MORE THIS UPCOMING YEAR. SO WHAT WE'RE REQUESTING THIS YEAR IS FOR OUR HOUSING PROGRAM IS $400,000. WE'RE AGAIN. WE OFFER THIS IN FORM OF A GRANT TO MOSTLY ELDERLY PEOPLE THAT OWN THEIR HOMES. THAT'S JUST IT'S NOT RESTRICTED TO ELDERLY, BUT THAT'S JUST OUR APPLICANTS THAT WE GET ARE MOSTLY ELDERLY PEOPLE IN THEIR HOMES, AND WE FIX MAJOR ITEMS SUCH AS HV AC, MAJOR PLUMBING, MAJOR ELECTRICAL ROOF REPAIRS. I MEAN THERE, THERE'S JUST A GAMUT OF THINGS THAT WE CAN FIX WITH THIS. WE CAN ALSO GO IN AND DO AD A, UM, MODIFICATIONS. IF YOU'RE IN A WHEELCHAIR, WE CAN DO BATHROOM MODIFICATIONS AND THINGS OF THAT NATURE. SO IT IS A VERY GOOD PROGRAM. THIS IS USED TO BE CALLED THE SINGLE FAMILY REHAB PROGRAM. NOW WE JUST SHORTENED IT TO THE HOUSING REPAIR PROGRAMS BECAUSE WE HAD WE USE GHFC FUNDING FOR SOME OF THIS AS WELL. UM, AGAIN, OUR GREAT HOMES PROGRAM. WE'RE REQUESTING 88,005 10 AND THIS WILL HELP US DO THE HOME AT 214 NORTH 12TH STREET THAT THE CITY'S LOOKING TO GET FROM THE GOOD SAMARITAN PROPERTY, SO WE'LL BE RE TOTALLY RENOVATING THAT HOUSE, UM, LEAVING UP, POSSIBLY ONE WALL. UM WITH THE WITH THE GREAT HOMES FUNDING, SO IT'LL BE. IT'LL BE A BRAND NEW HOUSE. I'M TELLING YOU, IT WILL BE GORGEOUS. UM BUT THAT'S WHAT WE'RE REQUESTING.

FUNDING FOR IS TO REDO THE 12TH STREET PROPERTY WITH THIS. AND THEN OUR NEXT, UM CITY IMPROVEMENT. IT WOULD BE THE JAMES PARK IMPROVEMENT PROGRAM. UM, WE HAVE AN APPLICATION FOR 9 62 9 52. AND THAT THIS UM PARK PROGRAM IS IN THE WHERE THE HEART IS AREA THAT WAS DECIDED.

SO WE HAD AN APPLICA APPLICATION COME THROUGH, AND WE THOUGHT THIS WAS GOOD TIMING FOR THIS TO DO THIS, SINCE IT'S ALREADY A NEIGHBORHOOD WHERE THE HEART IS GONNA BE WORKING. SO THAT WOULD JUST ENHANCE THAT PROGRAM. UH, WE HAVE AN APPLICATION FOR THE FACILITIES. HV AC REPLACEMENT THAT IS AT THE LIBRARY BUILDING THAT GOOD SAMARITAN IS GOING TO BE MOVED TO SINCE WE ARE THE ENTITY THAT REPLACES THE MAJOR MAINTAINS AND REPLACES THE MAJOR ITEMS. THAT'S WHAT THIS WILL BE DOING. IT'LL BE, UM, REPLACING FOUR OF THE HB AC SYSTEMS THAT ARE END OF LIFE. SO WE DON'T WANT GOOD SA M TO HAVE TO GET IN THERE AND HOT CAUSE IT MAY BE HOT THIS YEAR. AND OUR LAST ONE IS THE CODE ENFORCEMENT PROGRAM. AND NORMALLY THIS IS WHAT THEY'VE ALWAYS GOTTEN IS 250 IN THAT SUPPORTS THE STAFF TO WORK IN ALL THE C DB G AREAS. WE HAVE HOME INFO FUNDING. NOW THIS FUNDING COULD ONLY BE USED TO BUILD HOUSING. UM OR BUILD OR RENOVATE HOUSING. WE TYPICALLY GET ABOUT 7 41 9 93 A YEAR. UM 10% OF THAT CAN GO TOWARDS ADMINISTRATION TO HELP SUPPORT THE STAFF THAT WORKS ON THE PROGRAM. WE'RE REQUIRED BY REGULATION TO GIVE 15% TO A COMMUNITY HOUSING DEVELOPMENT ORGANIZATION AND THE ONE WE HAVE IN GARLAND IS HABITAT SO HABITAT HAS SUBMITTED AN APPLICATION FOR THE 111,000 TO HELP SUPPORT THEIR EFFORTS AND THE REMAINING FUNDING OF 555 701 WILL BE USED TO DEVELOP NEW HOUSING IN GARLAND. TO ACQUIRE DEVELOP NEW HOUSING IN GARLAND TO BE SOLD. AND THAT SINGLE FAMILY HOUSING SO. UH, LAST YEAR, OUR

ACCOMPLISHMENTS FOR HOME INFIELD . UM WE HAD SIX TOTAL NEW HOUSES DONE. UM WITH THIS FUNDING. WE HAD SOME SOME PROGRAM INCOME THAT CAME BACK IN THAT WE WERE, UM, PLEASED TO BE ABLE TO DO SIX HOUSES AND WE HAVE ALSO WORKED WITH GARLAND HOUSING FINANCE BEFORE THOSE HOUSES. SO WE'VE WITH THAT PARTNERSHIP WITH GARLAND HOUSING FINANCE WE'RE ABLE TO DO AND BUILD MORE HOMES.

SO THAT THAT HAS BEEN, UM, GOOD FOR THIS PROGRAM IS BECAUSE WE CAN DO MORE THAN TYPICALLY, WE DO 3 TO 4 EVERY YEAR. AND WE HAVE FUN SPECIAL FINANCING TOOLS THAT THIS PROGRAM OFFERS. UM WE CAN GET THEM INTO A NEW HOME FOR $500 DOWN AND WE HAVE A MORTGAGE PROGRAM TO WHERE IT'S TAILORED TO WHAT THEY MAKE IF THEY QUALIFY. SO OUR MORTGAGE PROGRAM WHEN THEY MAKE THEIR MONTHLY PAYMENTS, THEY PAY THEM TO THE CITY, AND THIS MONEY GOES BACK INTO THE POOL TO BUILD NEW HOUSING. SO IT'S OVER THE LAST 17 YEARS. IT'S BECOME A PRETTY LUCRATIVE, UM, FINANCING TOOL AND HAS ALLOWED US TO BUILD MORE HOMES. SO IT IT'S WORKED OUT REAL WELL IN THE IT'S GOOD FOR THE BARS AS WELL, $500 DOWN, THEY HAVE TO BE CREDIT WORTHY AND THEY HAVE TO HAVE THE MONEY TO PAY FOR IT, BUT THAT'S A GREAT PROGRAM. OUR LAST ONE WE GET IS THE EMERGENCY SOLUTIONS GRANT FUNDING. UM THIS IS A RESTRICTED GRANT AS WELL. IT CAN ONLY BE USED FOR HOMELESS PREVENTION, HOMELESS SHELTERS OR STREET OUTREACH. CAN'T BE USED FOR ANYTHING OTHER THAN THAT, UH, WE CAN USE 7.5% FOR ADMINISTRATION, WHICH IS $14,000. UM SHELTER OPERATIONS AND STREET OUTREACH. UM THEY GIVE US 100 AND $12,000 TO GO TOWARDS THOSE BUCKETS AND RAPID REHOUSING. WE CAN USE 61,547. UM AND AGAIN, THIS BASICALLY JUST BENEFITS OUR HOMELESS POPULATION. THE GARLAND HOUSING FINANCE PARTNERSHIP. GRANT. UM THIS HAS BEEN A GREAT GRANT BETWEEN THE TWO US IN GARLAND HOUSING FINANCE. IT'S ALLOWED US TO DO FOR ADDITIONAL HOMES THAT WE WOULDN'T BE ABLE TO DO OTHERWISE, WITHOUT THEM GOING IN AND HELPING US WITH WITH FUNDING AND PARTNERSHIP ON THIS, UM WE HAVE A SINGLE FAMILY HOME REPAIR PROGRAM THAT THEY GIVE US MONEY FOR EVERY YEAR OF THIS. I THINK WE'RE IN OUR FOURTH YEAR. WE'RE IN OUR FOURTH YEAR ON THAT, AND THIS GRANT ALLOWS US TO GO UP TO 25,000 FOR HOME REPAIRS AGAIN, MOSTLY SENIORS. IT'S NOT RESTRICTED TO SENIORS, BUT THAT'S JUST WHAT THE APPLICATIONS ARE COMING FOR. UM TO DATE WE'VE HELPED 78 PEOPLE 78 HOUSEHOLDS THROUGH THE GRANT FROM GARLAND HOUSING FINANCE. SO THAT'S BEEN A VERY POPULAR PROGRAM, AND IT HELPS SUPPORT PEOPLE THAT COME IN THAT. HAVE EITHER QUALIFY FOR THE GRANT AND THEIR THEY CAN'T QUALIFY AGAIN FOR ANOTHER FIVE YEARS. THAT'S THOSE ARE THE REGULATIONS SO IT MAY HELP THEM, UM, STAY IN THEIR HOME. WHERE ARE YOUR GRANT FUNDING IN TOTAL THROUGH ALL THE GRANT PROGRAMS. WE HAVE 2009 37 PEOPLE. THAT'S WITH ALL THE FUNDING THAT WE HAVE COME IN. THAT'S WHAT WENT OUT TO RESIDENTS IN GARLAND. AND THROUGH GARLAND HOUSING FINANCE. A CUMULATIVE TOTAL OF 78 HOUSEHOLDS HAVE BEEN SERVED SO FAR. WE ARE IN YEAR FIVE OF WHAT WAS PROPOSED TO BE A SEVEN YEAR PROGRAM AND WE ARE APPROXIMATELY 70% COMPLETE OR SO , UM, WE ARE TRACKING TO DELIVER THIS PROGRAM IN THE SEVEN YEARS WITH VERY FEW EXCEPTIONS, THERE WILL BE SOME EXTENDED SCHEDULES ON I THINK SOME OF OUR STREET PROJECTS AND MAYBE SOME OF OUR LARGER PROJECTS LIKE PERHAPS SS AND A FEW OTHERS. BUT ALL OF THAT, YOU KNOW WE CAN. WE CAN DISCUSS THE REASONS BEHIND THAT. BUT THERE WILL BE THE MAJORITY OF THE PROGRAM WILL BE DELIVERED ON SCHEDULE IN 2027. UM HERE WE HAD IMPROVEMENTS TO THE PAVILION. THE PARKING LOT . THERE'S NOW ACCESSIBLE, UH, SIDEWALKS AS WELL AS A PERMANENT RESTROOM BUILDING. SO AS OF MARCH, IT IS OPEN FOR RESERVATIONS. SO WE HAD A SLIGHT PAUSE, UH, TO REWORK, BUT WE ARE NOW MOVING FORWARD WITH, UH, BIDDING THAT PROJECT FOR CONSTRUCTION AND THE LOCKER ROOMS, UM, ARE IN THE DESIGN PHASE. UH, HERE IN ANOTHER COUPLE OF WEEKS ONCE THOSE FLOWERS HAVE GONE TO SEED SO THAT WE CAN, YOU KNOW, CAPTURE AS MUCH OF THAT, UM, AS WE CAN SO FOR THIS YEAR, WE USED A TEXAS OKLAHOMA NATIVE ROADSIDE MIX AGAIN BECAUSE OF WHEN WE DID IT IN TERMS OF HOW THESE THINGS, UM, MATURE IN THE SOIL. WE HAD WE COULDN'T USE THE MIX THAT I REALLY WANTED TO USE THAT. HOPEFULLY WE'LL BE ABLE TO USE NEXT YEAR. UM, ONE OF THE REASONS WHY IS THIS ONE JUST HAS SUCH A HUGE MIX. IT'S FROM BLACK EYED SUSANS. YOU CAN SEE SEE THE LIST THERE. IT'S VERY, VERY HEAVY IN TERMS OF THE AMOUNT OF FLOWERS THAT ARE IN THERE UM, GIVE YOU A KIND OF A QUICK LOOK OF SOME OF THE PREDOMINANT ONES THAT I'VE SEEN SEEN A LOT OF THE CUT LEAF DAISIES. A LOT OF THE COREOPSIS A LOT OF PURPLE CLO, UM P PURPLE PRAIRIE CLOVER SAY THAT 10 TIMES FAST. AND THAT'S JUST, UH, I THINK WHAT WE LEARNED THERE IS. IT'S A REALLY, REALLY ROCKY SITE. THE SOIL THERE IS REALLY NOT THAT GREAT. UH, IT'S SUPER COMPACT IN THAT AREA. AND SO I THINK THAT'S WHY THE FLOWERS DIDN'T TAKE QUITE AS WELL. UM SHILOH AND CAMPBELLERE KIND OF RIGHT IN THE MIDDLE. THEY WEREN'T AS GOOD AS CENTERVILLE. BUT THEY WEREN'T AS BAD AS BROADWAY. UM SO WHAT I'D LIKE TO DO NEXT YEAR IF THIS IS SOMETHING THAT THAT YOU ALL WANNA PROCEED WITH AND FUND IN THE NEXT YEAR'S BUDGET IS WE WILL GET THE PURCHASING PROCESS STARTED EARLIER, SO WE'LL GO AHEAD AND BUY IT OUT OF THIS YEAR'S BUDGET. AS ANDY SAID, TYPICALLY ABOUT YOU KNOW, 10 YEARS IS A GOOD TIME TO DO A SIGNIFICANT UPDATE. SO UM SO IT IS TIME. OF COURSE, AS THE COUNCIL MAY RECALL IN THE LAST, UM UH, BUDGET CYCLE. LAST YEAR'S BUDGET DISCUSSIONS FUNDING WAS APPROVED BY THE COUNCIL FOR THIS BUS. UH, BUDGET, UH, FISCAL YEAR. THE COMPREHENSIVE PLAN AND, UH, IN WORKING WITH THE BUDGET DEPARTMENT ANY ADDITIONAL NEEDED FUNDING TO GO INTO NEXT FISCAL YEAR FOR ANY, UM, FOR THE COMP PLAN, WILL, UM, WILL BE REQUESTED ACCORDINGLY. SO STAFF IS RECOMMENDING VIRGINITY AS A CONSULTANT. THEY ARE A TEXAS BASED PLANNING, ENGINEERING AND COMMUNITY ENGAGEMENT FIRM THAT HAS BEEN IDENTIFIED FOR THIS PLAN. UM, THESE SECTIONS BELOW, WHICH IS SAYS. NOT ONLY ARE YOU CARRYING A HANDGUN, BUT YOU'RE YOUNGER THAN 18 YEARS OF AGE. AND THEN THERE'S OTHER ANOTHER SUBSECTION THAT SAYS, IF YOU COMMITTED ANY OF THESE OFFENSES NOW, THE BIG THING THAT WAS ADDED, I BELIEVE IN THE LAST LEGISLATIVE SESSION WAS THIS PART YOU'RE ALSO NOT ON THE PERSON'S OWN PREMISES OR ANOTHER PERSON'S CONTROL OR INSIDE OF OR DIRECTLY EN ROUTE TO A MOTOR VEHICLE. AND IT'S THERE'S THIS PERCEPTION THAT IT'S NOT A BIG DEAL. WHEN IT IS THOSE BULLETS ARE COMING DOWN SOMEWHERE. WE'RE IN HIGHLY POPULATED AREA. UH AND SO IT IS A PROBLEM. UM FIVE TIMES, AN OFFICER WAS IN THE AREA AND RESPONDED QUICK ENOUGH THAT THEY CAN CATCH THEM BEFORE THEY LEFT THE SCENE. AND THEN FIVE ARRESTS . WE HAD A PARTIAL DESCRIPTION OR PARTIAL INFORMATION, AND WE'RE ABLE TO USE FLOCK AND NIBS TO SOLVE A CRIME. AND SO I'M GOING TO SHOW YOU THAT EXAMPLE IN A MINUTE. THE FLOCK RAVEN SYSTEM. WE HAD ONE INCIDENT WHERE WE WERE ABLE TO IDENTIFY THE VEHICLE AND WE'RE ABLE TO TRACK DOWN. WHO WE THOUGHT FIRED THE WEAPON. BUT AGAIN, HIS ANSWER WAS IT WASN'T ME AND SO IT'S DIFFICULT WITHOUT A WITNESS TO PROVE SOME OF THESE CASES. BUT WE DID MAKE 25 ARRESTS LAST YEAR, AND MOST OF THAT IS DUE TO WITNESS TESTIMONY. THE NAIN SYSTEM. LET ME TALK ABOUT A SUCCESS WE HAD JUST A COUPLE OF MONTHS AGO. AND SO HERE'S THE SCENARIO. A PATROL OFFICER, UM, STOPPED A VEHICLE AND THE SUBJECT HAD AN ARREST WARRANT FOR HIS ARREST. UM HE HAD SOME OTHER ISSUES GOING ON THAT NIGHT, AND WE ARRESTED HIM AND SEIZED HIS FIREARM. AT LEAST TEMPORARILY. WE TEST FIRED THAT FIREARM. WE GOT THE SHELL CASING TO THAT FIREARM, BUT EVENTUALLY WE HAD TO RELEASE THAT FIREARM BACK TO THE INDIVIDUAL. HE WAS THE LAWFUL OWNER AND WE RELEASED IT BACK. THAT SAME MONTH. WE GET A CALL OF A GUNSHOT DISTURBANCE ON BROADWAY BOULEVARD. WE GO THERE AND WE FIND 15 9 MILLIMETER SHELL CASINGS ARE EVIDENCE. IQ UH, SOFTWARE WAS ABLE TO TELL US IMMEDIATELY THAT THIS CAME FROM TOO FIREARMS. UH, WE ENTERED BOTH FIREARMS INTO THE SYSTEM. WE GOT A HIT, WHICH WE CAME BACK TO THE GUN THAT WE HAD. UM A FEW WEEKS EARLIER, WE USED THE FLOCK SYSTEM TO IDENTIFY THE VEHICLE THAT HE WAS STOPPED ON WAS ALSO IN THE AREA.

UM AND THAT, COUPLED WITH SOME WITNESS INFORMATION, WE WERE ABLE TO SOLVE THIS CRIME AND ARREST THAT INDIVIDUAL. SO IT'S JUST A LOT OF MOVING PARTS. A LOT OF EVIDENCE THAT WE HAVE TO GATHER TO SOLVE THESE ALRIGHT. I'M GONNA MOVE STRAIGHT INTO FLOCK. IF THAT'S OK, UH, FLOCK SAFETY AND AGAIN I THINK THE BEST WAY WE'VE TALKED ABOUT FLOCK. WE HAVE 60 FLOCK CAMERAS IN OUR CITY. WE ADDED 15 LAST YEAR, THESE CAMERAS ARE ONLY ON OUR MAJOR THOROUGHFARES. THEY'RE NOT IN NEIGHBORHOODS. UH, BUT I. WITH THE VEHICLE DESCRIPTION BUILT, THOSE INDIVIDUALS WERE ARRESTED. THIS IS A BURGLARY MOTOR VEHICLE AGAIN. WE'VE GOT A REALLY GOOD DESCRIPTION. THERE'S UNIQUE FEATURES ON THIS VEHICLE. UH WE CAN WE IDENTIFIED IT JUST IN THE AREA RIGHT AFTER THIS, AND THAT SUBJECT WAS ALSO ARRESTED. I THOUGHT THIS WAS AN INTERESTING, UH, STORY, BUT YOU KNOW SOME OF THE INDIVIDUALS. SOME OF THE CRIMINALS ARE LEARNING HOW TO CIRCUMVENT OUR SYSTEM SO THEY'LL THEY'LL SWAP LICENSE PLATE OR THEY'LL USE STOLEN CARS. UH, THIS IS A JUGGING INCIDENT AND AS A REMINDER WHAT JUGGING IS PEOPLE GO TO BANKS. UM THEY WITHDRAW A LARGE, UH, LARGE CASH , AND THEN THEY COULD DRIVE SOMEWHERE. THEY LEAVE THE CASH IN THEIR CAR. SOMEONE BREAKS. SOMEONE'S FOLLOWED THEM BREAKS INTO THE CAR. AND SO WE WERE ABLE TO IDENTIFY WHO WAS FOLLOWING THIS INDIVIDUAL. UH, ALL THE WAY TO THE BANK. AND IDENTIFY THE LICENSE PLATE TAG. HOWEVER THE LICENSE PLATE TAG DID NOT BELONG ON THE VEHICLE, SO WE FIGURED, OK, THAT'S A STOLEN LICENSE PLATE TAG. SO WE CONTACT THE OWNER OF THE LICENSE PLATE TAG TO INFORM HER THAT HER LICENSE WAS STOLEN. AND SHE SAYS, NO, IT'S NOT. IT'S ON MY CAR. SO WE GO OUT THERE AND SURE ENOUGH, HER LICENSES ARE ON HER CAR. AND SO WE PULLED UP HER VIDEO AND LO AND BEHOLD, HER NEIGHBOR WAS SWAPPING PLATES OUT TO COMMIT THE BURGLARY AND THEN COMING BACK AND PUT THE PLATES BACK. SO AND SO HE WAS ALSO ARRESTED. UH, THIS IS A BURGLARY HABITATION AGAIN. UH, YOU KNOW THE RING CAMERAS, NOT JUST RING CAMERAS, BUT ALL THIS YEAR, SECURITY CAMERAS ARE REALLY HAVING AN IMPACT ON OUR BURGLARY OF HABITATIONS. WE OUR BURGLARY HABITATIONS HAVE DROPPED DRASTICALLY IN THE CITY OVER THE PAST 10 OR SO YEARS. BUT HERE'S A BURGLARY OF HABITATION. UM, THAT CAPTURED AN IMAGE ON THE RING CAMERA. WE GOT A VEHICLE.

WE WERE ABLE TO IDENTIFY THE OWNER OF THAT VEHICLE IDENTIFY THAT HE HAD BEEN IN PRISON AND THEN TATTOOS WITH THE TATTOOS THAT WERE ON THE SECURITY CAMERA. AND THEN, OF COURSE, HE WAS ARRESTED. WE ALSO HAD A GANG RELATED INCIDENT ON I 30. THESE WERE TWO DALLAS GANGS THAT COINCIDENTALLY WE BELIEVE MET UP AT A GAS STATION ON I 30 LATE AT NIGHT. THEY GOT INTO A BIT OF AN ARGUMENT. UH, ONE OF THE INDIVIDUALS PULLED OUT A GUN AND SHOT IT IN THE AIR. A NUMBER OF TIMES. UH, BUT AGAIN, THIS WAS VERY EASY FOR US. BEFORE WE COULD NOT HAVE PROBABLY HAVE SOLVED THIS. IT HAVE BEEN MUCH MORE DIFFICULT, VERY UNIQUE VEHICLE. UH, CERTAIN COLORS ON IT. WE'RE ABLE TO IDENTIFY IT FLOCK IN ARREST THAT INDIVIDUAL UH, AND THEN AGAIN, AND I COULD SHOW YOU THESE ALL DAY. IT'S I JUST PICKED OUT WHAT I THOUGHT WAS THE BEST ONE. BUT THIS IS A MALE THEFT, A SUBJECT THAT IT COMMITTED NUMEROUS MALE THEFTS, AND THIS IS AN EXAMPLE OF HOW WE USE OUR HOT LIST. BUT WE KNOW THAT THIS VEHICLE AND WE'VE GOT A PICTURE OF THE, UH, SUSPECT.

WE KNOW THEY ARE COMMITTING MAL THEFT, SO WE PUT IT ON OUR HOT LIST. SO WHEN IT CROSSES A CAMERA OR OFFICERS ON THE STREET , EVEN THOUGH WE DON'T KNOW WHO THIS INDIVIDUAL IS YET AND DON'T HAVE A WARRANT FOR HIM. THE OFFICERS GET AN ALERT. HEY WE'RE LOOKING FOR THIS CAR. IT'S COMMITTING MALE THEFTS, AND HERE'S A PICTURE OF THE GUY WE'RE LOOKING FOR. SO WITH THAT INFORMATION, THEY CAN DEVELOP PROBABLE CAUSE TO MAKE THE STOP AND THEN MAKE THE ARREST. UH AND I. I COMPARE THIS ALL THE TIME TO HOW POLICE USED TO OPERATE, WHICH WAS YOU GET A VEHICLE DESCRIPTION AND YOU'RE STOPPING VEHICLES THAT MATCH THAT DESCRIPTION AND A LOT OF TIME INNOCENT PEOPLE WOULD GET STOPPED. WELL THIS GIVES US TO SAY THIS IS THE VEHICLE. THIS IS THE, UH TRUCK THAT WE'RE LOOKING FOR. NOT STOP EVERY RAM TRUCK AND SO IT'S HELPING US TO BE MORE PRECISE WITH THE WITH OUR ACTIONS. UH, THE MOST RECENT, UH, MIDYEAR CONFERENCE AND ACCORDING TO OUR COUNCIL POLICIES, UH WE NEED A VERBAL BRIEFING ON YOUR TIME THERE. THAT KIND OF WERE NOT 100% RELATABLE TO US, BUT, UM, THE 13 YEAR OLD WAYS TO KILL A COMMUNITY WAS PRETTY PRETTY COOL TO LISTEN TO UM, ONE OF THE THINGS THAT THEY SUGGESTED WAS TO GOOGLE THIS TO GOOGLE IMAGE. SEARCH YOUR CITY IN THE TOP. UM, TWO ROWS IS HOW YOUR CITY IS PERCEIVED TO THE PUBLIC, SO I THOUGHT THAT WAS KIND OF COOL.

UM I DID LEARN A LOT FROM ONE OF THE MAYORS, UM OF A CITY WHOSE POPULATION IS LESS THAN 500. HE'S THE MAYOR AND THE, UH, FIRE CHIEF, SO UM, HE KIND OF HE HE WAS TELLING ME ABOUT, UM, DAIRY ROADS HADN'T BEEN, UM REPAVED IN LIKE 40 YEARS AND HOW HE WAS ABLE TO GET THAT DONE WITH THE HELP OF TECH DOT AND THEY TOOK OLD ASPHALT AND STUFF. UM MATERIALS THAT THEY'VE DUG UP OTHER OLD ROADS AND SMUSH IT TOGETHER, AND THEY ACTUALLY JUST GAVE HIM THAT. AND IT WAS KIND OF AMAZING. THEY GOT ROADS REPAVED COMPLETELY AT NO COST.
