AFTER WE'RE DONE WITH THIS WORK SESSION PORTION, WE WILL GO INTO RECESS AND COME BACK AT 7:00 FOR THE PUBLIC HEARING PORTION OF OUR MEETING. ALRIGHTY GOOD EVENING. THE APPLICANT IS THE U-HAUL COMPANY OF EAST DALLAS, AND IT IS A 3.29 ACRE SITE ZONED INDUSTRIAL DISTRICT. THIS IS WHERE THE SITE IS LOCATED WITHIN THE CITY. AND THIS IS WHERE THE SITE IS LOCATED WITHIN. WITHIN THE GENERAL AREA, AS YOU CAN SEE, IT IS COMPLETELY SURROUNDED BY OTHER, EITHER INDUSTRIAL STRAIGHT ZONE DISTRICTS OR INDUSTRIAL WITH AN SP OR A PD ATTACHED TO IT. THESE USES INCLUDE THINGS LIKE WAREHOUSES, DISTRIBUTION CENTERS, AND OTHER, BASIC INDUSTRIAL USES, AS WELL AS A PD 30 1331 TO THE NORTH, WHICH IS, MORE OF A GAS STATION, USE. THE COMPREHENSIVE PLAN HAS THIS AREA FOR BUSINESS USE. BUSINESS CENTERS PROVIDE A CLUSTER OF BUSINESS OFFICES AND OR LOW IMPACT INDUSTRY, INCLUDING CAMPUS TYPE DEVELOPMENT, THAT CUMULATIVELY AND CUMULATIVELY EMPLOY LARGE NUMBERS OF PEOPLE, MEANWHILE, THE PROPOSAL FALLS WITHIN THE SOUTH GARLAND AVENUE CATALYST AREA THAT ENVISIONS REDEVELOPMENT WITHIN THIS AREA.

THE PROPOSED SITE DESIGN IMPROVEMENTS ELEVATE VISUAL ESTHETICS TO ENHANCE AN IMPORTANT GATEWAY INTO OUR COMMUNITY. THE ECONOMIC DEVELOPMENT STRATEGIC PLAN HIGHLIGHTS INFRASTRUCTURE UPGRADES, ROLE OF THE SMALLER BUILDING AND AVAILABILITY OF SPACE FOR EXPANSION FOR THE FUTURE GOALS OF THE INDUSTRIAL DISTRICT. IN ADDITION, IT RECOMMENDS BEAUTIFYING THE INDUSTRIAL DISTRICT. THE PLAN NOTES THE AMOUNT OF AUTO RELATED USES IN GARLAND AS WELL. HOWEVER, THIS PROJECT PROVIDES UPGRADES TO THE EXISTING SITE, MODERNIZES ONE OF THE SMALLER BUILDINGS WITHIN THE DISTRICT, AND STILL ALLOWS SPACE FOR FUTURE EXPANSION WITHIN THE SITE AND AREA. HERE ARE SOME PHOTOS OF THE SITE, FIRST WOULD BE THE VIEW OF THE EXISTING BUILDING LOOKING WEST FROM SOUTH GARLAND AVENUE, AND THE SECOND BEING LOOKING ACROSS THE STREET FROM THE BUILDING. AND THEN, HERE'S THE UPDATED BUILDING WITH THE SIGNAGE, ALSO NOTED IS THAT THE REPAIR BAYS WERE ALL REMOVED HERE, WHICH CURRENTLY THERE ARE ABOUT SIX RIGHT NOW, I BELIEVE. HERE IS THE OTHER RENDERING, THIS IS LOOKING, SOUTH SOUTHEAST FROM, MCCREE ROAD. SO THIS IS WHERE YOU'D ENTER RIGHT NOW. FOR THE PLANNED DEVELOPMENT STANDARDS, THE ATTACHED SIGNAGE ON THE NORTH FACING ELEVATION IS ALLOWED 51FT■S PER THE GDC. THE APPLICANT PROPOSES 100FT■S OF SIGNAGE, THE APPLICANT, ALSO PROPOSED ATTACHED SIGNAGE ON THE EAST, 100FT■S IS ALLOWED PER THE GDC, AND 200FT■S OF SIGNAGE IS REQUESTED, FOR THE SOUTH FACING ELEVATION, 51FT■S OF SIGNAGE IS ALLOTTED AND 125FT■S IS REQUESTED. AND FINALLY, ON THE WEST FACING ELEVATION, 200FT■S, IS ALLOWED PER THE GDC AND 175FT■S OF SIGNAGE. IS REQUESTE, WHICH IS IN COMPLIANCE WITH THE GDC. THREE OF THE SIDES. THEY ARE REQUESTING MORE SIGNAGE AS PART OF THEIR TRADE OFFS, FOR SOME OF THIS, NEXT, THE APPLICANT, AT RECOMMENDATION OF STAFF, PROPOSES TO PROHIBIT THE FOLLOWING LAND USES FOR THIS PROPERTY. HIGH RISK USE. HEAVY MACHINERY SALES, RENTAL. STORAGE AND REPAIR. ANIMAL FEED PROCESSING AND STORAGE, COMMERCIAL OR PRIVATE IMPOUNDMENT. LOT RECYCLING, SALVAGE YARD AND LIMITED OUTSIDE STORAGE AND NO OUTSIDE STORAGE. USES. CONTRACTORS OFFICE STORAGE YARD, OUTSIDE STORAGE AND SEXUALLY ORIENTED BUSINESS. RETAIL STORES ALSO REQUESTED TO BE A PERMITTED USE, THOUGH THIS SHOULD BE NOTED THAT A BIT IS FOR FUTURE DEVELOPMENT AND THERE IS NO RETAIL STORE. PROPOSED ITSELF RIGHT NOW, FINALLY, AS SHOWN IN THE LANDSCAPE PLAN, THE APPLICANT PROPOSES LANDSCAPING ON THE SITE AT THE RECOMMENDATION OF STAFF AS THIS WAS NOT REQUIRED PER DEVELOPMENT STANDARDS. STAFF RECOMMENDS APPROVAL OF THE REQUEST. THE APPLICANT HAS WORKED WITH STAFF ON A PROPOSAL THAT REPRESENTS A PHYSICAL IMPROVEMENT OF THE SITE OVER THE EXISTING CONDITION, INCLUDING THE ADDITION OF LANDSCAPING AND THE REMOVAL OF REPAIR BAY DOORS THAT ARE FACING THE STREET. IN ADDITION, THE APPLICANT HAS AGREED TO PROHIBITED PROHIBITING CERTAIN USES ON THE SITE. AS NOTED IN THE STAFF REPORT. IT SHOULD ALSO BE NOTED THAT PER THE APPLICANT, THE NUMBER OF U-HAUL TRUCK DISPLAY SPACES ALONG SOUTH GARLAND AVENUE AND MCCREE ROAD HAVE BEEN LIMITED PER THE SCP CONDITIONS. HOWEVER GIVEN THE SUBJECT PROPERTY'S LOCATION AS A GATEWAY WITHIN THE CATALYST AREA, CONSIDERATION SHOULD BE GIVEN TO A SHORTER SCP TIME PERIOD THAN THE REQUESTED 30 YEARS. A TIME PERIOD OF 10 TO 15 YEARS IS SUGGESTED, AND STAFF SENT OUT 47 NOTIFICATION LETTERS. WE RECEIVED ONE LETTER BACK, AND THAT ONE LETTER WAS WITHIN THE NOTIFICATION AREA AND RECOMMENDING APPROVAL.
