EXCUSE ME. WE ARE GOING TO POSTPONE ITEMS SIX, SEVEN, EIGHT AND TEN, WE WILL BRING THOSE BACK, AT A FUTURE WORK SESSION, FOR DISCUSSION, WE WANTED TO GIVE MORE TIME, TO OUR STORM RECOVERY. AGENDA ITEM THIS EVENING, SO JUST KNOW THAT THOSE THOSE ITEMS WILL COME BACK. HOPEFULLY. I RETIRED FROM THE CITY IN 2010 AFTER SPENDING 40 YEARS WITH THE WATER DEPARTMENT. MY LAST 12 YEARS WAS THE MANAGING DIRECTOR OVER WATER, WASTEWATER AND FACILITIES. BACK THEN, WE HAD FACILITIES, WAS UNDER THE WATER AND WASTEWATER DEPARTMENTS, I WHEN I RETIRED IN 2010, I DON'T, YOU KNOW, MISTER ROACH, RICHARD ROACH WAS THE ON THE BOARD AT THAT TIME AND HE WANTED TO RETIRE FROM THE BOARD. SO I RETIRED AT THE END OF APRIL. AND BY JUNE, LUCKY ENOUGH THAT THE COUNCIL APPOINTED ME TO THE BOARD, WHICH I STILL LOVE. UTILITIES IS STILL, STILL MY THING, AFTER 55 YEARS, IN 14 YEARS UP THERE AND 40 YEARS HERE WITH THE CITY, I THINK I STILL HAVE A LITTLE LEFT IN THE TANK, THERE'S A LOT TO BE DONE AT NORTH TEXAS. YOU KNOW, I HAD I'VE GOT ALL THESE NOTES AND EVERYTHING, AND I'VE GOT ALL THIS DATA, AND THE STAFF THREATENED MY LIFE. IF I START GOING THROUGH IT, I WOULD PROBABLY BE SHOT BECAUSE THEY KNOW I LOVE TO TALK, ANYTIME I GOT IN FRONT OF THE COUNCIL. AND SCOTT CAN TELL YOU THAT, I DO LIKE TO, TO TALK. SO I'LL JUST KEEP IT BRIEF AS I CAN AT THIS TIME, I'M I'M A LIFETIME MEMBER OF AMERICAN WATER WORKS ASSOCIATION. WATER ENVIRONMENT, FEDERATION. I, TEXAS WATER UTILITY ASSOCIATION AS PART OF AWA. I'M A LIFETIME MEMBER OF THAT. SO THAT ALL THAT MEANS IS YOU'VE BEEN AROUND FOR A LONG TIME, AND, YOU KNOW, A LOT OF PEOPLE. I REALLY ENJOY WORKING AT THE DISTRICT. THE HIGHLIGHT OF MY CAREER, THOUGH, AS I SAID, IS REPRESENTING GARLAND ON THE BOARD AT NORTH TEXAS. THERE'S 25 OF US ON THE BOARD. THE ONLY ONE THAT DOESN'T HAVE TWO RIGHT NOW IS FARMERSVILLE. AND THAT'S BECAUSE THEY DIDN'T HAVE 5000 POPULATION AT THE LAST CENSUS, AND THEY WILL HAVE 26 BEFORE IT'S OVER WITH. SO THERE WILL BE 26 TOTAL MEMBERS RIGHT NOW, THERE'S 25 OF US. A LOT OF WORK. PEOPLE DON'T REALIZE HOW MUCH WORK IS INVOLVED. IT'S KIND OF LIKE BEING ON THE COUNCIL, YOU KNOW, THAT SOUNDS PRETTY GOOD. AND WHEN YOU GET UP THERE AND THEN YOU HAVE SPECIAL MEETINGS AND BUDGET MEETINGS AND IT'S MORE THAN JUST ONE, ONE MEETING

A MONTH, I CAN GUARANTEE YOU THAT. AND WE JUST OPENED THE NEW LAKE, LAKE BOAT PARK. I DON'T KNOW IF YOU'VE HAD A CHANCE TO GET UP THERE. IT'S 100% FULL. IT'S ACTUALLY SPILLING. AND, EVERYTHING'S WORKING GREAT. IT'S PERFECT. THE COUNTY LOVES US, IT'S DEFINITELY A TAX GENERATOR.

THERE'S GOING TO BE A LOT OF DEVELOPMENT AROUND THE AROUND THAT LAKE IN AND AROUND IT, AND IT'S GOING TO BE A REAL DRIVER FOR FANNIN COUNTY. AND IT'S WORKED OUT GOOD FOR BOTH OF US.

IT'S WORKED OUT GOOD FOR US THAT WE GET 85 MILLION GALLONS A DAY OUT OF IT, WE'VE GOT LEONARD TREATMENT PLANT UP THERE, WHICH WAS 30 TO 70 MGD WHEN WE OPENED. OPENED IT UP LAST YEAR WHEN I WAS PRESIDENT, AND WE'RE ALREADY DOUBLING THE SIZE NOW TO 140 MGD. SO, YOU KNOW, WE'VE GOT UNBELIEVABLE GROWTH IN THIS DISTRICT. WHEN I GOT TO THE DISTRICT, WE HAD 1.4 MILLION PEOPLE, AND NOW WE'VE GOT 2.2 MILLION PEOPLE THAT WE SERVE. AND THAT'S JUST A PERIOD OF 14 YEARS. WE'RE ADDING 55,000 CUSTOMERS A YEAR. 55,000. THINK ABOUT THAT. THAT'S A SMALL CITY THAT WE'RE ADDING EVERY YEAR. WE'VE GOT A LOT OF, JENNA COVINGTON IS OUR EXECUTIVE DIRECTOR AND GENERAL MANAGER UP THERE. AND SHE CALLS THEM BIG ROCKS. I THINK SOME OF THEM ARE BOULDERS. THEY'RE A LITTLE BIT BIGGER THAN BIG ROCKS. YOU KNOW, THEY'RE THEY'RE GOING TO BE SOME SOME BIG ISSUES THAT COME ALONG. YOU KNOW, I WAS I WAS GOING TO GO OVER THE DATA. I'D PROBABLY BE EASIER JUST TO ANSWER QUESTIONS, BUT I WAS GOING TO GO OVER THE FOUR MAIN THINGS THAT I THINK ARE COMING UP THAT ARE CRITICAL FOR THE BOARD TO, TO MAKE DECISIONS ON. ONE IS THE CUSTOMER PREMIUM. YOU KNOW, WE CHARGE THE CUSTOMERS A NICKEL EXTRA PER THOUSAND OVER WHAT WE CHARGE THE CITIZENS OR THE MEMBER CITIES, THE 13 MEMBER CITIES. THERE WAS TEN ORIGINALLY, BUT WE ADDED THREE MORE AFTER THE ORIGINALS WERE THERE. WHAT DO WE DO WITH THE NICKEL? IS A NICKEL ENOUGH? SHOULD IT BE MORE FOR, MEMBER CITIES? THINK IT SHOULD BE MORE CUSTOMER CITIES? DON'T THINK IT SHOULD BE. YOU KNOW, WE'VE GOT ABOUT 40 SOMETHING CUSTOMER CITIES, A LOT OF SMALL CITIES, THEY ONLY MAKE UP ABOUT 18% OF THE BUDGET. SO IT'S NOT A WHOLE LOT OF MONEY WE'RE TALKING ABOUT. BUT WHATEVER WE DO HAS TO BE DEFENSIBLE. YOU KNOW, WE HAVE TO BE ABLE TO TAKE IT TO THE PUC AND THE COURTHOUSE IF NECESSARY. SO WE'RE REAL CAUTIOUS THE WAY WE'RE APPROACHING IT. AND THEN A LOT OF CONSULTING WORK SEEING WHAT SHOULD BE CALLED AND WHAT WE CAN CHARGE. I THINK JUDD HAS BEEN ON A LOT OF THE MEETINGS WITH JENNA. THEY HAVE MEETINGS PRETTY MUCH. I THINK IT'S MONTHLY WITH THE CITY MANAGERS. AND TO KEEP YOU KEEP THEM ABREAST OF WHAT'S GOING ON UP THERE. SO THE CUSTOMER PREMIUM IS A BIG ISSUE, MEMBERSHIP.

THAT'S GOING TO BE A GOOD ONE WHO CAN BE A MEMBER. WE HAVE THE 13 MEMBER CITIES NOW, AND WE GOT, LIKE I SAY, 40 PLUS CUSTOMER CITIES. AND WHEN YOU START RAISING THE CUSTOMER PREMIUM, THEN THEY WANT TO BECOME MEMBERS. SO THAT WAY THEY DON'T HAVE TO PAY THE PREMIUM.

THE ONLY PROBLEM WITH THAT IS THEY TAKE ON THE DEBT, CUSTOMERS DON'T HAVE THE DEBT. THEY'RE ON A CONTRACT. BUT THE 13 MEMBER CITIES WE OWN THE DEBT. WE HAVE TO PAY THAT DEBT OFF. IF WE DON'T PUMP A LICK OF WATER OUT OF, OF ALL OF OUR WATER SOURCES. SO I DON'T KNOW THAT I WOULD WANT TO BE A MEMBER IF I WAS A CUSTOMER. BUT, YOU KNOW, THEY WE'VE HAD A FEW OF THEM APPROACH US AND WANT TO BE MEMBERS. AND I DON'T KNOW HOW MANY WE CAN SIT AROUND THAT BOARD. YOU KNOW, WE GOT 25 NOW. I CAN'T SEE 40 OR 50 BOARD MEMBERS SITTING AROUND A HUGE TABLE. SO WE GOT TO FIGURE OUT A WAY TO GIVE THEM REPRESENTATION WITHOUT MAYBE BEING AN ACTUAL BOARD MEMBER.

MAYBE THEY CAN TAG TEAM WITH ONE OF THE BOARD MEMBERS. NOW, YOU KNOW, SOME OF THE SMALLER CITIES ROLL OUT SOME OF THE SMALLER CITIES. MAYBE WE CAN MEET WITH THEM. KIND OF LIKE THEY DO ON THE DART BOARD, YOU KNOW, HAVE ONE REPRESENTATIVE REPRESENT SOME OF THE MEMBERS, THE CUSTOMER CITIES. BUT THAT'S A THAT'S A DECISION THAT NEEDS TO BE MADE. I THINK THE ONE THAT'S COMING UP NOW THAT YOU'VE ALL SEEN IN THE PAPERS, WAS HAVE YOU HEARD OF PFAS? PFAS FOREVER CHEMICALS. THAT'S JUST REALLY GETTING TO BE A BIG THING. AND THAT'S GOING TO BE A NIGHTMARE FOR UTILITIES, IN THE TREATMENT, TREATMENT WORLD, YOU MAY HAVE TO GO TO REVERSE OSMOSIS OR ACTIVATED CARBON OR SOME OTHER KIND OF TREATMENT. THE KEY IS WHO'S GOING TO PAY FOR IT? IS IT GOING TO BE THE CHEMICAL COMPANIES THAT POLLUTED THE WATER AND POLLUTED WITH THE TEFLON AND ALL THE DIFFERENT CHEMICALS THEY PUT IN THE WATER? ARE THEY GOING TO PUT IT ON THE CUSTOMERS THAT YOU WHY PICK ON WATER? YOU KNOW, I MEAN IT'S IN LANDFILLS. IT'S IN THE WASTEWATER, THESE CHEMICALS ARE EVERYWHERE. THE PROBLEM IS, IS THEY ARE PARTS PER TRILLION. I MEAN, I DON'T KNOW IF YOU'VE EVER SEEN A PART PER TRILLION. BE LIKE AN EYE DROP IN AN IN AN OLYMPIC SIZE SWIMMING POOL. WHAT IS HARMFUL? YOU KNOW WHAT? WHAT? THEY'RE STILL TRYING TO FIGURE THAT OUT. THEY'VE COME UP WITH SOME RULES AND SOME REGULATIONS ON HOW WHAT'S ACCEPTABLE AND WHAT'S NOT. I DON'T KNOW THAT WE CAN MEET ALL THOSE RIGHT NOW. WE'RE TESTING FOR THEM. THEY GIVE YOU A WINDOW OF ABOUT 4 OR 5 YEARS TO MAKE SURE THAT YOU CAN DO IT. SO WE'RE TESTING A TALKING AREA TREATMENT PLANT THERE. AND WE'RE TESTING HERE AT THE BIG PLANT I CALLED IT THE

BIG PLANT. AND WILEY THERE'S FOUR PLANTS RIGHT. FOUR INDIVIDUAL PLANTS. THEY'RE ALMOST 900 MILLION GALLONS A DAY THAT WE CAN TREAT OUT OF THERE. IT'S THE LARGEST TREATMENT PLANT IN THE UNITED STATES FOR WATER. FOR WATER SO FAR IS GOING TO BE A BIG ISSUE, FOR ME IN PARTICULAR. AND I THINK THE NEXT SOURCE OF WATER IS RAW WATER THAT'S GOING TO BE CRITICAL, TOO. WE JUST GOT THROUGH BUILDING THE LAKE, AND THAT'S GOING TO LAST 10 TO 12 YEARS. AT THE RATE WE'RE GROWING, WE'RE ADDING 55,000 CUSTOMERS A YEAR. I MEAN, THAT'S A SMALL CITY THAT WE'RE ADDING EVERY YEAR, AND IT'S KIND OF HARD TO KEEP UP WITH THAT. SO, YOU KNOW, WE THOUGHT WITH THE LAKE WOULD LAST A LOT LONGER THAN THAT. BUT THESE SMALLER CITIES AND I DON'T KNOW IF YOU'VE DRIVEN UP, 75 LATELY OR IF YOU'VE DRIVEN I MEAN, EVEN EAST TEXAS, IF YOU GO OUT THAT DIRECTION AND THEY'RE GROWING LIKE CRAZY, IT'S JUST, IT'S GOING TO BE HARD TO KEEP UP WITH. SO WE'RE TRYING TO FIND THE NEXT SOURCE OF WATER, YOU KNOW, EVERYBODY KNOWS WE HAVE MARVIN NICHOLS. IT'S BEEN ON THE PLANTS FOR 30 YEARS, BUT THE EAST TEXANS ARE REALLY PUSHING AGAINST IT. IT'S, I DON'T KNOW IF WE'LL EVER GET BUILT OR NOT. IT'S REALLY A POLITICAL HOT POTATO, SO. SO WE'RE BEATING THE BUSHES. STAFF UP THERE. WORKS EVERY DAY. WE GOT A WHOLE TEAM OF PEOPLE LOOKING FOR WHERE WE CAN FIND SOME EXISTING, WATER RIGHTS. IT'S ALL ABOUT WATER RIGHTS IN TEXAS. YOU CAN'T HAVE WATER RIGHTS. I'M STILL ON THE BOARD OF DIRECTORS AT THE WETLANDS. I DON'T KNOW IF ANYBODY KNOWS WHERE THE JOHN BUNKER SANDS WETLAND IS OFF OF 175. IT'S A LITTLE GEM UP THERE, THE HUNTS AND THE SANDS PRETTY MUCH RUN THE PLACE. WE OWN THE PROPERTY AND WE DO THE 2000 ACRES. I'M INTERESTED IN THE WATER THAT COMES OUT OF IT AND GETS RETURNED UP TO LAVON. AND OF COURSE, THEY RUN THE EDUCATION PIECE, THE BUILDING OFF TO THE SIDE WHERE THE KIDS COME FROM, HIGH SCHOOL. THEY THEY DO A LOT OF TEACHING ABOUT THE WETLANDS AND ALL THE DIFFERENT BIRDS AND ANIMALS AND THINGS THAT ARE. IT'S REALLY A PRETTY NEAT LITTLE PARTNERSHIP BETWEEN US AND. AND THEM. YOU KNOW THE CITIES HAVE A HARD TIME PUSHING CONSERVATION BECAUSE YOU LIKE THE REVENUE THAT COMES IN FROM THE WATER WE SELL. THE ONLY PROBLEM IS WE HAVE TO BUILD MORE AND MORE DEMAND INTO THE DISTRICT. WE HAVE TO PUT MORE MOTORS AND PIPES AND EVERYTHING. THE CHEAPEST WATER YOU'LL EVER HAVE IS THE WATER YOU CAN SERVE BECAUSE YOU DON'T HAVE TO ADD CAPITAL. YOU KNOW, YOU DON'T HAVE TO ADD ANOTHER LAKE. YOU DON'T HAVE TO ADD AND WHAT IT DOES. THE CONSERVATION PUSHES OUT FURTHER YOUR NEED TO BUILD MORE CAPITAL INTO THE SYSTEM. AND TO PUT THAT IN PERSPECTIVE, THAT'S ROUGHLY AN EF ONE TORNADO, FOR US. AND YOU'LL SEE THE DAMAGE AREA MAPS. WHAT MADE A BIG DIFFERENCE FOR US. AND WHAT IS CONTINUING TO CAUSE SOME OF THE DELAYS IS THE WIDESPREAD NATURE OF IT. IT WASN'T JUST ONE LITTLE AREA IN 15. PROJECT STATUS FOR SENIOR CENTER. SO WE JUST COMPLETED THE DESIGN DEVELOPMENT STAGE. AND SO WE HAVE A BUNCH OF SLIDES. BUT THEY'RE ALL PRETTY PICTURES TO SHOW YOU BASICALLY, SO FIRST OF ALL, JUST LET'S GO OVER FOR THOSE THAT JUST NEED TO REFRESH THE DOWNTOWN, SQUARE IS ABOUT 500FT■S, 500FT FROM THE SITE OF WHERE THE CENTER WILL BE BUILT, WHICH IS THE EXISTING SITE WHERE , THE OTHER CENTER WAS, WAS BEFORE WE TURNED, TORE IT DOWN. SO EXTERIOR MATERIALS THAT WE'RE GOING THROUGH FOR THE, NEW FACILITY IS WE ARE MAKING SURE THAT WE'RE LOOKING AT THE EXISTING BUILDINGS IN DOWNTOWN AND SO A LOT OF THE BUILDINGS DOWNTOWN HAVE, THEIR LARGELY CONSISTING OF BRICK. THERE IS SOME STONE, SOME LIMESTONE, AND MAINLY REDS AND YELLOWS IN THE BRICK COLORS.

SO WHEN YOU SEE THE RENDERINGS THAT WE HAVE, YOU'LL SEE THAT WE'RE TRYING TO MODEL THAT AND SO THAT IT DOESN'T LOOK OUT OF PLACE WITH THE EXISTING, DOWNTOWN, SQUARE. TO REFRESH. SO THIS IS THE FLOOR PLAN, IN A, I GUESS THE LAST TIME I WAS HERE AT COUNCIL, WE WENT THROUGH THE FLOOR PLAN. THE AREA THAT WE DID CHANGE IS HERE, RIGHT HERE THERE WAS A SMALL WELLNESS ROOM MEANT TO BE FOR BLOOD PRESSURE CHECKS OR FOR SOMEBODY MAYBE TO COME IN AND DO TAX PREPARATION AND TRYING TO THINK OF THE FUTURE. WE DECIDED TO GO AHEAD AND MAKE MORE STORAGE, BECAUSE WHEN YOU WORK IN A RECREATION CENTER AND HAVE FACILITIES, YOU KNOW THAT YOU CAN NEVER HAVE ENOUGH STORAGE. AND SO WE CAN ACCOMMODATE ANY PROGRAMS THAT WOULD HAVE TAKEN PLACE IN THAT SMALL CLASSROOM IN ONE OF OUR MANY OTHER, PROGRAMING SPACES THAT WE HAVE, BECAUSE WE HAVE MUCH MORE PROGRAMING SPACE THAN WHAT WE DID BEFORE. BUT THIS HAS AN INDOOR WALKING TRACK, THE GROUP FITNESS, THE FITNESS ROOM, A HUGE NUMBER 13 HERE IS THE HUGE EVENT HALL. SO THIS IS THE SPACE THAT'S YOU'D BE ABLE TO SEE OFF OF SIXTH STREET. AS YOU'RE WALKING FROM DOWNTOWN, THAT CAN ACCOMMODATE CLOSE TO 200 PEOPLE. WE STILL HAVE A SEPARATE DINING AND GATHERING ROOM, ARTS AND CRAFT ROOM, AND IMMERSIVE CLASSROOM, SO IT'S MAGNIFICENT.

WE HAVE GOT A LIBRARY SPACE, GAME ROOM, SO LOTS AND LOTS OF SPACE FOR THE SENIORS TO USE AND FOR OUR STAFF TO PROGRAM, ON THIS SITE A COUPLE OF THINGS JUST TO NOTE IS, SO IF YOU MAY RECALL, THE ENTRY NOW WILL BE OFF OF AVENUE B, SO THAT MAIN ENTRY YOU'RE COMING OFF OF AVENUE B AND THIS WILL BE THE DROP OFF ZONE. SO WE STILL WILL BE ABLE TO HAVE OUR BUSSES COME THROUGH WITH THE SENIORS THAT GET TRANSPORTED TO THE CENTER AND BE DROPPED OFF, WE HAVE A OVER HERE, THIS, LETTER C, I WAS ABOUT TO SAY NUMBER C, EVERYBODY'S TIRED.
