ITEM ONE, INTERLOCAL AGREEMENT FOR THE TRANSITION OF THE GARLAND PUBLIC HEALTH CLINIC TO DALLAS COUNTY HEALTH AND HUMAN SERVICES. COUNSELOR HEDRICK. THANK YOU. MAYOR. AND AFTER TALKING WITH JUDD AND THE INTERVIEW TEAM, IT SOUNDED LIKE THE CITY OF GARLAND WAS LOOKING FOR SOMEONE TO HELP IMPLEMENT SOME NEW PROGRAMS TO MAINSTREAM SOME OF THE PROJECTS AND DUTIES OF THE CITY SECRETARY. AND SO WITH WITH THAT EXPERIENCE, I WAS THRILLED ABOUT THE CHALLENGE AND THE OPPORTUNITY. AND ELGIN IS A LITTLE BIT SMALLER THAN THE CITY OF GARLAND. AND SO THIS IS JUST, YOU KNOW, IT'S THE SAME JOB, SAME DUTIES THAT I DO IN ELGIN. IT'S JUST ON A LITTLE BIT LARGER SCALE AND I'VE GOT A REALLY AWESOME TEAM, TO WORK WITH. AND SO IT WAS JUST A REALLY EXCITING OPPORTUNITY. AND JUST MEETING THE TEAM, IT JUST SOUNDED LIKE THEY ALL SEEMED LIKE REALLY GOOD PEOPLE TO WORK WITH. AND SO I'M, I WAS DELIGHTED ABOUT THE OPPORTUNITY AND TO, TO INTERVIEW. AND SO I'M REALLY LOOKING FORWARD TO BEING HERE. SO AND THE ROLE OF THE CITY SECRETARY, IT'S ACTUALLY THE ONLY POSITION THAT'S REQUIRED TO FORM A CITY. AND SO THE CITY SECRETARY IS A PRETTY IMPORTANT POSITION IN EACH CITY. AND THE TWO, I WOULD SAY THE THREE BIGGEST FUNCTIONS ARE ELECTIONS, COUNCIL MEETINGS AND, PUBLIC INFORMATION REQUESTS, MAKING SURE THAT INFORMATION IS AVAILABLE TO THE PUBLIC. AND SO THAT'S WHAT WE WANT TO WANT TO MAKE SURE CONTINUES TO RUN SMOOTHLY. AND RUN EFFECTIVELY. AND I'M I'M HERE TO HELP OUR CURRENT SYSTEMS. AND I ALREADY TALKED TO THE TEAM. AND SO WE'RE PROUD TO PRESENT THIS PROGRAM THAT ALLOWS HOMEOWNERS TO BE ABLE TO GET THIS KIND OF TAX EDIT. AND BECAUSE OF THAT, IT ALLOWS THEM TO BE ABLE TO PURCHASE AT A HIGHER LEVEL THAN THEY MIGHT BE ABLE TO. IN ADDITION TO THE MCC PROGRAM, WE HAVE A DOWN PAYMENT ASSISTANCE LOAN AND GRANT PROGRAM, CURRENTLY OUR PROGRAM IS A $10,000 LOAN, AND A $5,000 GRANT. THAT IS FOR THE PURCHASE THAT CAN BE USED FOR DOWN PAYMENT, CAN BE USED FOR CLOSING COSTS. IT CAN BE USED TO BUY DOWN THE INTEREST RATES. HOWEVER, THE BEST WE WANT TO USE THOSE FUNDS, $10,000 IS A LOAN.

IT IS REPAYABLE, IT'S AT 0% INTEREST AND THE LOAN IS ONLY DUE WHENEVER THE HOUSE IS SOLD OR THE FIRST MORTGAGE IS PAID OFF AND THE $5,000 GRANT IS NON-REPAYABLE, IT IS GIVEN TO THE PURCHASER AT CLOSING. AND THEY'RE ALLOWED TO USE IT IN ANY WAY THEY WANT AS PART OF THE CLOSING PROCESS. THESE, PEOPLE WHO QUALIFY FOR THESE PROGRAMS HAVE TO GTHROUGH A CLASS. THEY HAVE TO UNDERSTAND THE WHOLE PROCESS OF BECOMING A HOMEOWNER, OF WHAT THE MORTGAGE OBLIGATIONS MEAN TO THEM, THE TAX SITUATIONS, THOSE SORT OF THINGS. SO WE'RE NOT JUST HANDING OUT MONEY, BUT WE'RE HOPEFULLY GIVING FOLKS AN EDUCATION AS WELL, IN 2023, WE FUNDED 52 LOANS AND 52 GRANTS TOTALING $780,000. TOTAL MORTGAGE FUNDED WAS JUST OVER $13 MILLION. THIS IS $13 MILLION WORTH OF MORTGAGES FOR FIRST TIME HOME BUYERS IN GARLAND, THE AVERAGE LOAN WAS $265,000, OF WHAT WAS FUNDED IN 2023. YEAR TO DATE. WE ARE. EXCUSE ME, AT 241 LOANS THAT WE FUNDED SINCE THE PROGRAM STARTED IN 2014, TOTAL TO DATE, WE HAVE FUNDED, THROUGH OUR BONDS, ALMOST $50 MILLION IN MORTGAGES FOR FIRST TIME HOME BUYERS IN GARLAND, TO DATE, THE AVERAGE LOAN AMOUNT HAS BEEN ABOUT $294,000. ONE OF THE INTERESTING THINGS THAT I WILL

SHARE WITH YOU ABOUT THIS, YOU KNOW, YOU SOMETIMES THINK ABOUT, PEOPLE WHO NEED ASSISTANCE IN PURCHASING THEIR HOME. ARE THEY REALLY QUALIFIED TO BE ABLE TO BEAR THAT BURDEN SINCE 2014, IN NINE YEARS OF THE 241 LOANS THAT WE FUNDED, ONLY TWO HAVE EVER BEEN FORECLOSED IN NINE YEARS.

AND, YOU KNOW, WE THINK THIS PROGRAM IS A REALLY DYNAMIC, HELPFUL PROGRAM AND HELPING FIRST TIME HOME BUYERS IN GARLAND. THIS IS KIND OF A REVIEW OF THE GOOD OLD DAYS OF 2014, WHEN THE AVERAGE MORTGAGE WAS WAS $91,000. WHAT WAS INTERESTING IS, IS THIS YEAR, IN 2023, THE AVERAGE MORAGE VALUE ACTUALLY WENT DOWN IN, WE THINK THAT WAS BECAUSE OF THE HIGHER INTEREST RATES. PEOPLE CAN'T QUALIFY FOR AS MUCH BORROWING AS THEY DID BEFORE. BUT, WE'RE SEEING THAT WE'RE TRENDING RETRAINING. IN ADDITION, WE ARE PARTNERS IN SIX MORE COMMUNITIES THAT ARE CURRENTLY UNDER CONSTRUCTION.

THAT WILL TOTAL AN ADDITIONAL 1076, AFFORDABLE UNITS. AND OF THAT 1000 UNITS, 416 OF THOSE ARE RESTRICTED TO CITIZENS 55 OR OVER. SO WHEN COMPLETED, WHEN THE CONSTRUCTION OF WHAT'S CURRENTLY UNDER CONSTRUCTION COMPLETED, WE WILL HAVE APPROXIMATELY 2700 AFFORDABLE UNITS WITHIN THE PORTFOLIO, OF WHICH 764 RESERVED FOR SENIORS AND WE'LL TALK A LITTLE BIT ABOUT AFFORDABILITY AS WE GO THROUGH. I'M NOT GOING TO GO THROUGH ALL OF THE PARTNERSHIPS.

I DON'T WANT TO KEEP YOU HERE ALL NIGHT, BUT I WANT TO SHARE THOSE IN GARLAND THAT THAT WE'RE INVOLVED WITH, MANY OF WHICH, YOU KNOW, THIS IS SARAH OVER ON BELTLINE ROAD IS IN DISTRICT EIGHT. IT'S A 204 UNITS. IT IS SENIOR, RESTRICT TO 55 AND OVER, IT IS 100% AFFORDABLE AT 60. IT MADE IT VERY, VERY HARD FOR THE THIRD PARTY CONTRACTORS TO COME IN AND TO REMOVE THEIR TENTS, TO REMOVE THINGS LIKE BLEACHERS TO GET DUMPSTERS OUT, IT WAS A AND THEN WHEN YOU PUT ON TOP OF IT THE NUMBER OF, OF PEOPLE THAT WERE THERE WHEN IT WAS RAINING, WE GOT SOME SEVERE COMPACTION, WHICH THEN CAUSED THE FLOODING TO BE THE STANDING WATER TO BE WORSE, WHICH THEN LED TO THE GRASS AND THE ROOTS TO START TO DECAY, WHICH IS WHAT LED TO THE SMELL, WAS THE DECAYING GRASS THAT WAS ON SITE AND THE PERPETUAL WATER THAT WAS THERE. BECAUSE EVERY TIME WE WOULD GET A COUPLE DAYS OF DRY RAIN AND THEN IT WOULD DRY WEATHER AND THEN IT WOULD RAIN AGAIN, IT ESSENTIALLY WAS IT TURNED INTO A BOG IS WHAT ESSENTIALLY THAT PARK TURNED INTO, AND SO THAT'S WHAT WHAT CREATED A LOT OF THE ISSUES THAT WE HAD. BUT WE WERE ABLE TO GET EVERYTHING OUT. WE HAD EVERYTHING OUT BY MAY 9TH, WE WERE ABLE TO GET ALL THE DUMPSTERS OUT. WE WERE ABLE TO GET ALL OF THE EQUIPMENT REMOVED, SINCE THEN, WE'VE BEEN WORKING REALLY, REALLY HARD TO RENOVATE THE SITE. WE'VE TILLED A MAJORITY OF THE AFFECTED AREA, WE HAVE A BUNCH OF IRRIGATION REPAIR THAT IS CURRENTLY GOING ON, WE'VE STARTED BRINGING IN ADDITIONAL SOIL, WE'RE GOING TO CONTINUE TO RENOVATE UNTIL THE REST OF THIS WEEK AND, AND THEN START TO DRAG THE FIELD TO LEVEL IT ALL OUT, BECAUSE, BELIEVE IT OR NOT, AND, YOU KNOW, IN ANDY AND I HAVE HAD THIS CONVERSATION ON. YEAH, IT WAS A BAD SITUATION. BUT WE'RE ACTUALLY GOING TO BE ABLE TO MAKE, YOU KNOW, LEMONADE OUT OF THESE LEMONS BECAUSE THIS FIELD HAS BEEN IN DESPERATE NEED OF SOME LEVELING FOR A REALLY, REALLY LONG TIME.
