WE HAVE SPENT THE LAST FOUR MONTHS, WE'VE BEEN REALLY BUSY. WE CREATED OUR MISSION AND GOALS AS YOU CAN SEE, BEFORE YOU, AND OUR THREE TOP GOALS WILL BE LEGISLATIVE TRACKING. SO WE'VE INSTITUTED A NEW LEGISLATIVE TRACKING SOFTWARE CALLED QUORUM, WHICH WE WILL UTILIZE ACROSS THE CITY TO TRACK EVERY BILL THAT'S FILED DURING THE 89TH LEGISLATIVE SESSION. ADDITIONALLY, OUR GOAL IS TO TRACK ALL INPUT WE PROVIDE ON BILLS. SO THAT WOULD INCLUDE MEETINGS WE HAVE WITH LEGISLATIVE OFFICIALS, COMMENTS WE SUBMIT ON BILLS, BE THAT VERBAL OR WRITTEN, AS WELL AS MEETINGS OR TESTIMONY WE PROVIDE. ADDITIONALLY, WE WILL BE TRACKING ALL STAKEHOLDER MEETINGS. SO MEETINGS WITH EXTERNAL GROUPS SUCH AS DART, THE COG, ETC, AS WELL AS HTML. WE'VE ALSO SPENT A LARGE PORTION OF OUR TIME DEVELOPING THE STATE LEGISLATIVE AGENDA, WHICH IS STILL IN DRAFT FORM, BEING ROUTED INTERNALLY FOR ADDITIONAL INPUT. THE PURPOSE OF THE AGENDA IS TO KIND OF OUTLINE OUR POSITION ON VARIOUS TOPICS OF IMPORTANCE TO OUR COMMUNITY, BUT ALSO TOPICS THAT WE KNOW WILL BE COME UP DURING THE NEXT LEGISLATIVE SESSION. THE GOAL IS TO PROVIDE THIS TO ELECTED OFFICIALS AS WELL AS, OUR EXTERNAL PARTNERS, SUCH AS THE CHAMBER AND THE ISD. IT ALSO SERVES AS MY GUIDE THROUGHOUT THE LEGISLATIVE SESSION, AND KIND OF ADDS AN ADDITIONAL LAYER OF TRANSPARENCY AND ACCOUNTABILITY. WE'VE I'VE MET WITH EACH OF OUR REPRESENTATIVES, SO THOSE INCLUDE REPRESENTATIVE ANGIE CHEN, BUTTON, RENA BOWERS, RHETTA ANDREWS BOWERS AND MARIA RAMOS, AND SENATOR BOB HALL. WE WILL HAVE A NEW REPRESENTATIVE, LINDA GARCIA, STARTING IN NOVEMBER AS WELL. FINALLY, I'VE CREATED A LIST OF ALL OF THE ITEMS THAT WE'VE WORKED ON FROM START TO FINISH THROUGHOUT THESE LAST FOUR MONTHS, INCLUDING THE LEGISLATIVE TRACKING SOFTWARE THAT I PREVIOUSLY DISCUSSED. SHE HAS 11 YEARS OF EXPERIENCE AND SHE'S HEADED THE GROUND RUNNING ON UTILITY ISSUES. FINALLY, WE'VE CREATED VERBAL TESTIMONY TRAINING OR CAPITAL VISIT TRAINING FOR YOU ALL SO THAT WHEN YOU GO DOWN TO TESTIFY, IF YOU GO DOWN TO TESTIFY, YOU FEEL ADEQUATELY TRAINED AND READY TO DO SO. FINALLY, I HAVE SOME RECOMMENDATIONS THAT I SHARED WITH THE COMMITTEE FOR ENGAGEMENT. THOSE INCLUDE ONGOING COMMUNICATION AND PARTICIPATION IN HTML, PARTICULARLY THEIR MUNICIPAL ADVOCACY COALITION, WHICH MEETS REGULARLY EACH WEEK DURING SESSION. INCREASED MONITORING AND PARTICIPATION WITH OUR REGIONAL ENTITIES SUCH AS DART, THE COG, THE MUNICIPAL WATER DISTRICT, ETC. I FEEL LIKE IT'S NOT ONLY BENEFICIAL, BUT CRITICAL IN OUR MISSION TO PROMOTE AND ADVANCE OUR STRATEGIC INITIATIVES AND GOALS OF THE CITY. THIRD, I, I WOULD RECOMMEND THAT WE BE PART OF THE NORTH TEXAS COMMISSION, WHERE ONE OF THE ONLY CITIES NOT PART OF THE NORTH TEXAS COMMISSION, AND THEY PROVIDE REALLY VALUABLE, LOBBYING THROUGHOUT THE ENTIRE LEGISLATIVE SESSION, AS WELL AS, YOU KNOW, GREAT ENGAGEMENT OPPORTUNITIES AND COLLABORATION FOR VISIBILITY AS WELL, IT'S CRITICAL TO ESTABLISH GOOD RELATIONSHIPS WITH OUR ELECTED OFFICIALS. AND I BELIEVE I'VE DONE SO THROUGHOUT THE YEARS THAT I HAVE BEEN WORKING WITH THE LEGISLATURE. SO I HAD SOME PREVIOUS RELATIONSHIPS, BUT ESTABLISHING THOSE WITH THENES I DID NOT HAVE HAS BEEN WELL UNDERWAY. AND WE'VE BEEN MEETING REGULARLY, AND THEN I WOULD JUST LIKE INCREASE VISIBILITY. SO, THAT WOULD BE TRANSPARENCY, FOR BOTH THE PUBLIC AND EXTERNAL STAKEHOLDERS, TO MAKE SURE THAT I'M, I'M HELD ACCOUNTABLE. AND WHAT WE DO, AND OUR MISSION, OUR GOALS ARE ALSO MORE PUBLIC FACING. SO, SO THAT, ONCE THE GAVEL DROPS AND MISS ARIEL GIVES US DIRECTION, THEN THE FULL COUNCIL KNOWSWS EVERYTHING. THAT'S GOING ON. SO, WE APPRECIATE WHAT SHE'S DONE ALREADY. This item was requested by Councilmember Lucht and seconded by Councilmember Bass on April 1st.] STORMWATER PROGRAM PRESENTATION. ALL RIGHT. GOOD EVENING. HONORABLE MAYOR MEMBERS OF THE COUNCIL, FOR THE RECORD, I'M MICHAEL POLOCZEK. AND WITH ME TONIGHT IS MANDY PIPPEN. OUR HEALTH DIRECTOR, AS WELL AS JAMES SACHER. OUR WASTEWATER DIRECTOR. AND PER COUNCIL'S REQUEST, BACK IN EARLY APRIL, WE ARE HERE THIS EVENING TO PRESENT TO YOU THE STORMWATER PROGRAM AND ALL IT ENTAILS AND OUR PROACTIVE APPROACH. TO WATER QUALITY IN OUR CREEKS AND STREAMS THROUGHOUT GARLAND. AS MOST OF YOU ARE FAMILIAR WITH ME, I LIKE TO START OFF WITH A LITTLE BIT OF HISTORY OF HOW WE GOT HERE. THIS IS A FEDERALLY MANDATED PROGRAM, AND IT WAS IMPOSED ON THE CITIES, WAY BACK WHEN, BY THE CLEAN WATER ACT OF 1987, WHICH ESTABLISHED A PHASED APPROACH FOR REGULATING URBAN STORMWATER RUNOFF THROUGH NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEMS. IT'S COMMONLY REFERRED TO AS NPDES, PERMITTING, IN 1990, IT CAME ABOUT THAT CERTAIN MUNICIPAL SEPARATE STORM SEWER SYSTEMS, WHICH IS MS4, WHICH IS JUST A REALLY FANCY WAY OF SAYING CERTAIN CITIES WITH A CERTAIN SIZE POPULATION OF 100,000 OR MORE THROUGHOUT THE COUNTRY WERE REQUIRED TO APPLY FOR NPDES PERMITS, AND ALSO COMPLY WITH THE EPA'S ESTABLISHED REGULATIONS FOR WATER QUALITY. THIS AT THE TIME INCLUDED THE METROPLEX CITIES OF GARLAND, DALLAS, FORT WORTH, PLANO, ARLINGTON, IRVING, AND MESQUITE. AND THEN IN 1997, BASICALLY TEN YEARS AFTER IT KIND OF CULMINATED, GARLAND RECEIVED ITS FIRST NPDES PERMIT, AND GARLAND WAS THE FIRST CITY IN THE METROPLEX TO RECEIVE THEIRS. AND ALL THE OTHER CITIES FOLLOWED LATER THAT YEAR. FOR THE PERMITS, THOSE THAT WE LISTED ABOVE, WHAT IS AN NPDES PERMIT? IT ESTABLISHES THE REGULATIONS THAT CITY MUST FOLLOW TO, PER THE, CLEAN WATER ACT, ALONG WITH OUR BEST MANAGEMENT PRACTICES. BASICALLY, THE CITY'S, IDENTIFIED THEIR BEST MANAGEMENT PRACTICES FOR WATER QUALITY TO COMPLY WITH THE EPA'S REGULATIONS, CITIES ARE REQUIRED TO SUBMIT AN APPLICATION FOR A NEW PERMIT EVERY FIVE YEARS. SO EVERY FIVE YEARS, WE'RE REVISING EVERYTHING, MAKING SURE THAT ALL OF OUR BEST MANAGEMENT PRACTICES ARE WHAT WE WANT TO STICK WITH. AND WE REAPPLY FOR PERMIT THROUGH THE STATE. AND WE JUST SUBMITTED OUR APPLICATION BACK IN APRIL OF THIS YEAR, AND WE HAVE YET TO HEAR FROM THE STATE THAT IT'S BEEN APPROVED. BUT WE ARE LOOKING FOR SOME KIND OF RESPONSE FROM THEM PRETTY SOON. AND THEN EACH YEAR, THE CITY SUBMITS A REPORT OF COMPLIANCE WITH OUR PERMIT, ANNUALLY TO THE STATE. SO A LOT OF PEOPLE THINK THAT STORMWATER IS A DEPARTMENT. IT IS NOT A DEPARTMENT. WE DO HAVE VEHICLES THAT RUN AROUND THE CITY AND THEY'LL SAY STORMWATER MANAGEMENT, IT'S NOT ACTUALLY A DEPARTMENT. IT'S MADE UP. IT CULMINATES FROM A NUMBER OF DIFFERENT DEPARTMENTS. THAT'S WHY WE HAVE THE HEALTH DEPARTMENT AND WASTEWATER DEPARTMENT WITH US THIS EVENING TO GO OVER WHAT WHAT THEY PERFORM AS PART OF THIS PERMITTING PROCESS. AND BUT IT ALSO INCLUDES STREETS BUILDING INSPECTIONS, ENVIRONMENTAL WASTE SERVICES, AS WELL AS PARKS DEPARTMENT. SO IT INCLUDES A NUMBER OF DEPARTMENTS THROUGHOUT THE CITY TO PUT THIS ALL TOGETHER, TO COMPLY WITH OUR REGULATIONS, OUR EPA'S REGULATIONS. SO WHAT OUR BEST MANAGEMENT PRACTICES, THOSE THAT ARE HANDLED BY OUR ARE WHAT YOU TYPICALLY SEE WITH OUR PARKS DEPARTMENT LITTER PICKUP CONTRACTS, CONTRACTED LITTER PICKUP, AS WELL AS VOLUNTEER EFFORTS. AND I HAVE A FEW STATISTICS WITH THE LITTER PICKUP IN THE LAST FIVE YEARS, LITTER WAS COLLECTED ON APPROXIMATELY 2800 ACRES. THAT INCLUDES MEDIANS, RIGHTS OF WAY, AND PARKS. THEY HAVE COLLECTED PER YEAR ON THE LAST FIVE YEARS, 355 TONS OF TRASH ON OUR STREETS. RIGHTS OF WAY AND PARK. AND THEN ON THE ON THE PHOTO TO THE RIGHT YOU'LL SEE THE PET WASTE BAGS THAT YOU SEE IN A LOT OF PARKS. THERE ARE 71 OF THESE PET WASTE DISPOSAL SITES THROUGHOUT THE CITY AND OUR PARKS, AND ALONG TRAILS. AND, IT'S A CONVENIENT WAY TO PICK UP AFTER YOUR DOG AND OTHER ANIMALS THAT YOU HAVE OUT THERE THAT MAY BE LEAVING SOMETHING BEHIND. THAT'S NOT NECESSARILY WHAT WE WANT. THAT IS A BACTERIAL, THAT'S A BACTERIAL, BASICALLY POLLUTANT THAT GETS WASHED BACK INTO THE CREEKS AND STREAMS, AND THAT'S USUALLY THE HIGHEST THAT'S IN THE CREEKS AND STREAMS WHEN IT'S TESTED. SO WE WANT THE PEOPLE TO PICK UP AFTER THEIR [00:15:04] PETS, STREET DEPARTMENT GETS INVOLVED WITH TRASH AND DEBRIS REMOVAL FROM, YOU KNOW, BASICALLY AFTER STORM EVENTS. THIS IS PHOTO ON THE LEFT IS ACTUALLY FROM THE RECENT STORM ON MEMORIAL DAY. THEY'RE CLEANING UP THE BRUSH OUT OF THERE, TRYING TO RELIEVE THE FLOW THROUGH THE BOX CULVERTS UNDER THE ROAD, THERE'S SOME MORE INFORMATION HERE. FLOATABLE PROGRAMS. THIS IS JUST THE TRASH THAT THEY PICK UP FOR THE IN THE STORMWATER PROGRAM FROM THE STREETS DEPARTMENT. THEY THEY, NAVIGATE ABOUT 77 MILES OF CREEK A YEAR IN THE LAST FIVE YEARS, 77 MILES PER YEAR. AND THEY PICK UP TRASH AND THEY COLLECT 20 TONS WORTH OF TRASH, DURING THE YEAR FROM OUR CREEKS AND STREAM. SO THEY'RE THEY'RE PULLING US OFF THE CREEK BANKS. THEY'RE PULLING IT WHERE IT POOLS AND SETTLES AND COLLECTS, AND THEY'RE CLEANING THAT UP EVERY YEAR, ON THE RIGHT STREET, SWEEPING, EVERYBODY'S FAMILIAR WITH THIS STREET SWEEPING. WE SWEEP ON THE AVERAGE IN THE LAST FIVE YEARS, 2895 MILES OF STREETS. SO I'M JUST SHY OF 3000 MILES A YEAR, AND THEY COLLECT 660 TONS OF TRASH AND DEBRIS OFF THE STREETS WITH THE STREET SWEEPING ALONE, BEST MANAGEMENT PRACTICE ALSO INCLUDE DETENTION POND INSPECTIONS. THERE ARE 87 DETENTION PONDS THROUGHOUT THE CITY. 82 OF THEM ARE PRIVATELY OWNED AND MAINTAINED BY BUSINESSES AND OTHER ENTITIES. AND FIVE OF THEM ARE MAINTAINED AND OPERATED BY THE CITY. AND AS YOU CAN SEE IN THE IN THE BOTTOM PICTURE THERE''S A THERE'S A TRASH, GREAT, GREAT, IF YOU WILL, OR TRASH SCREED THAT CATCHES TRASH ON THE OUTFALL THAT GOES BACK INTO THE CREEKS AND STREAMS. IT COLLECTS THIS TRASH. AND THIS IS WHAT WE GO INSPECT, ARE THESE PONDS TO MAKE SURE THEY'RE BEING MAINTAINED PROPERLY. THAT THE GRATES ARE STILL OPERATIONAL, THAT THEY'RE NOT MISSING THINGS LIKE THAT, AND THAT THE TRASH IS BEING CONTINUALLY PICKED UP. THERE ARE A FEW PROBLEM PONDS AROUND THE CITY THAT ARE OLDER, THAT HAVE HAD SOME MAINTENANCE ISSUES WITH PRIVATE DEVELOPMENT AREAS, AND THOSE WE ACTUALLY INSPECT MORE THANNCE A YEAR.
