THE CELEBRATION OF HISPANIC HERITAGE MONTH BEGAN WITH PRESIDENT LYNDON JOHNSON IN 1968, WHEN HE ISSUED A PROCLAMATION FOR THE NATION TO CELEBRATE HISPANIC HERITAGE WEEK. IN 1988, PRESIDENT RONALD REAGAN SIGNED INTO LAW THE EXPANSION OF HISPANIC HERITAGE WEEK TO A MONTH LONG CELEBRATION. OVER THE YEARS, DIFFERENT THEMES HAVE SERVED AS A FOCUS OF THE CELEBRATION. THIS YEAR'S THEME IS PIONEERS OF CHANGE SHAPING THE FUTURE TOGETHER. TONIGHT, I WOULD LIKE TO RECOGNIZE SOME OF THOSE PIONEERS HERE IN GARLAND. UNFORTUNATELY, SOME OF THESE PIONEERS ARE NO LONGER WITH US. TWO OF THOSE WOULD INCLUDE THE LATE RUBEN AGUILAR, THE FIRST HISPANIC GARLAND CITY COUNCIL MEMBER, AND GLORIA CISNEROS, A PIONEER EDUCATOR FOR THE GARLAND INDEPENDENT SCHOOL DISTRICT.
