UM, I'M ACCOMPANIED BY MY BOSS, MR. SCOTT BOLLINGER.

UM, AND THANK YOU SO MUCH FOR HAVING US TODAY AS WE, UM, DISCUSS THE, UM, 20 SPRING 2024 MATCHING GRANT, UM, APPLICATIONS.

AND SO JUST TO KIND OF GIVE YOU A BRIEF BACKGROUND ON THE NEIGHBORHOOD VITALITY MATCHING GRANT, UM, BACK IN 2004, GARLAND VOTERS APPROVED PROPOSITION SIX, WHICH APPROVED, WHICH INCLUDED 5 MILLION FOR CAPITAL IMPROVEMENTS FOCUSED ON NEIGHBORHOOD ENHANCEMENTS.

UM, AND SO ONB STAFF CREATED THE MATCHING GRANT PROGRAM AS A WAY FOR NEIGHBORHOOD GROUPS TO CREATE, UM, LASTING PHYSICAL IMPROVEMENTS, UM, FOR THEIR NEIGHBORHOODS.

UM, AND IN MAY OF 2019, UM, GARLAND VOTERS APPROVED PROPOSITION F, WHICH INCLUDED AN ADDITIONAL 7 MILLION, UM, TO CONTINUE TO FUND NEIGHBORHOOD IMPROVEMENT PROJECTS.

UM, AND THEN IN 2020, UM, THE PROGRAM EXPANDED SO THAT VOLUNTARY GROUPS, UM, DO NOT HAVE TO PROVIDE A MATCH FOR PROJECTS THAT ARE $10,000 OR LESS.

UM, SO WE'RE JUST REALLY EXCITED AGAIN TO BE HERE.

UM, SOME OF THE GOALS OF THE PROGRAM, UM, INCLUDE ENHANCING AND BEAUTIFYING GARLAND NEIGHBORHOODS BUILDING COMMUNITY, UM, CREATING LASTING ASSETS THAT BENEFIT THE PUBLIC AT LARGE, STIMULATING REINVESTMENT IN THE NEIGHBORHOOD, AND ENCOURAGING CREATIVITY AND COLLABORATION.

SO, UM, MOVING ON TO THE TWO FUNDING REQUESTS THAT WE'LL BE DISCUSSING, UM, THIS AFTERNOON, UM, WE HAVE FUNDING REQUESTS FROM CRYSTAL LAKES AND THE GREENS AT FIRE WHEEL.

UM, AND SO CRYSTAL LAKES AS SHOWN ON THE MAP, IS IN ORANGE AND THE GREENS IS APTLY COLORED GREEN .

UM, SO FIRSTLY WE'LL BE DISCUSSING CRYSTAL LAKE, HOA.

UM, THIS PROJECT IS IN REGARDS TO THE RETAINING WALL AND, UM, EROSION CONTROL.

UM, SO THE INIT, THE ORIGINAL PROJECT WAS TO INSTALL 164 LINEAR FEET OF RIP WRAP RETAINING WALL, UM, ALONG THE EASTERN SHORELINE, UM, OF THE LAKE BEHIND SASAKI WAY.

UM, NOW THIS PROJECT WAS ACTUALLY IMPROVED, UH, APPROVED IN NOVEMBER OF 2021, BUT AT THE CITY COUNCIL REGULAR SESSION, UM, AND THE FUNDING AGREEMENT BETWEEN THE CITY OF GARLAND AND THE UM, UM, THE CRYSTAL LAKE HOA WAS SIGNED IN FEBRUARY OF 2022.

UM, THE ORIGINAL PROJECT COST WAS 109,000 NINE HUNDRED AND TWENTY A HUNDRED AND NINE, NINE HUNDRED AND TWENTY $5,000 WITH THE REQUESTING AMOUNT OF $82,444.

UM, IN MARCH OF 2024, THE PROPERTY MANAGER CONTACTED OUR OFFICE, UM, WITH AN UPDATED ESTIMATE FROM THE CONTRACTOR.

UM, THESE, THIS UPDATED ESTIMATE INCLUDED, UM, A COST INCREASE DUE TO, UM, BOTH ADDED WORK AS WELL AS, UM, JUST INCREASED COSTS.

UM, THE ADDED WORK INCLUDES ADDING A CONTINUOUS GRA GRAVEL DRAIN, UM, WITH FABRIC WRAPPED TO THE SOIL SIDE WITH A DRAIN PIPE INSTALLED AT THE BASE OF THE WALL TO RELIEVE HYDRAULIC

PRESSURE AND TO TRAP THE SOIL.

UM, ALSO A GEOGRID AND NECESSARY STEEL, UM, WILL BE INSTALLED TO ENSURE PROPER STRENGTH.

UM, SO AS SUCH, CRYSTAL LAKE IS REQUESTING AN ADDITIONAL $17,556,000 BASED ON THE UPDATED ESTIMATE, BRINGING THEIR REQUESTED AMOUNT TO THE MAXIMUM $100,000.

UM, SO SOME OF OUR COMMENTS, SO, UM, OUR OFFICE, UM, YOU KNOW, DETERMINED TO BRING THIS TO THE COMMITTEE BEFORE, UM, TO DETERMINE DIS TO FOR DISCUSSION AND RECOMMENDATIONS.

UM, ADDITIONALLY, I DID TOUCH BASE WITH OUR ENGINEERING DEPARTMENT WHO MENTIONED THAT UM, THEY DON'T TYPICALLY REVIEW STRUCTURAL COMPONENTS OR, OR REQUIREMENTS, HOWEVER, THOSE ADDITIONS TO THE PROJECT, UM, ARE ALWAYS GOOD TO HAVE FOR WALLS.

UM, I ALSO TOUCHED BASE WITH BUILDING INSPECTIONS WHO DID CONFIRM THAT THE ADDITION, UM, ADDITIONAL WORK, UM, WAS ALSO INCLUDED IN THE APPROVED PERMIT THAT WAS ISSUED FOR THIS PROJECT.

AND SO WITH THAT, I'LL PAUSE FOR QUESTIONS.

SO WHY WAS IT DELAYED SO MUCH IN GETTING IT STARTED? WAS IT JUST, I MEAN, IF THIS WAS APPROVED IN 2021? MM-HMM.

AND WE'RE IN 2024 MM-HMM.

, WHY IS THERE SUCH A DELAY? UM, SO THE HOA MET WITH US A COUPLE TIMES.

UM, JUST TRYING TO, UH, GET THE, THEIR, I GUESS, GAME PLAN TOGETHER.

UM, AS WELL AS I BELIEVE THERE WERE SOME COST ISSUES.

THEY WERE TRYING TO PULL TOGETHER THE CAPITAL TO, UM, COMPLETE THIS PROJECT.

UM, YOU KNOW, MY CONCERN WITH THE, WITH THE EXTRA, UM, WITH THE ADDITIONAL EXPENSE IS, YOU KNOW, WHATEVER THE REASON FOR THE DELAY, UM, YOU KNOW, WE'RE BEARING THE, THE BRUNT OF, WE'RE BEARING THE REPERCUSSIONS FROM THE DELAY.

UM, I DON'T KNOW THAT THAT'S FAIR TO, TO THE PROGRAM OR TO THE CITY STAFF OR TO OTHER, UH, NEIGHBORHOODS TAKING ADVANTAGE OF THE PROGRAM.

UM, SO THAT'S, I MEAN, I, THAT'S, THAT'S KIND OF WHERE I AM.

YOU KNOW, I DON'T, I THINK THAT TO, TO REWARD SOMEBODY FOR A DELAY, WHETHER IT BE ON THEIR PART, CONTRACTOR'S PART, WHOEVER'S PART IT IS TO REWARD THEM FOR THAT DELAY, REALLY IS A DISSERVICE TO OTHERS TAKING ADVANTAGE OF THE PROGRAM BECAUSE IT TAKES MONEY AWAY FROM ANOTHER, ANOTHER NEIGHBORHOOD THAT COULD BE USING IT, UM, IN A MORE EXPEDIENT MANNER.

SO LADIES', THOUGHTS ON THAT.

UM, WHEN YOU SAID THE A HUNDRED THOUSAND IS THE MAX, IS THAT PER APPLICANT, LIKE PER NEIGHBORHOOD? YES, THAT, UM, THEY ARE, EACH NEIGHBORHOOD IS ABLE TO OBTAIN UP TO A HUNDRED THOUSAND DOLLARS FOR A FIVE YEAR CYCLE.

SO IF GRANTED THIS, UM, THEY WOULD NOT BE ABLE TO APPLY FOR ANOTHER MATCHING GRANT FOR FIVE YEARS.

OKAY.

OKAY.

UM, WE'VE DONE, WE'VE DONE THE GRANTS IN OUR NEIGHBORHOOD AND YES, THERE ARE DELAYS.

SOMETIMES YOU CAN'T GET THE MATERIAL, YOU KNOW, WHAT YOU ORDERED OR THERE'S A PROBLEM.

SO I UNDERSTAND THAT.

UM, IT JUST SEEMS LIKE THIS IS A BIG DELAY.

UM, AND IF IT WAS THEY, BUT IF I'M LOOKING AT IT, I GUESS IF LIKE, IF SINCE THERE WAS A DELAY, THEY'RE BASICALLY REAPPLYING, TECHNIC, KIND OF SORTA THINKING OF IT AS A REAPPLY, BUT USING THE OLD GRANT AND JUST AMENDING IT.

'CAUSE WE'VE DONE THAT IN OUR NEIGHBORHOOD TOO, WHERE, UH, WE COULDN'T GET IT TOGETHER IN TIME.

SO WE JUST WAITED

TILL THE NEXT CYCLE AND REAPPLIED.

UM, SO I DON'T HAVE A PROBLEM WITH THAT SINCE IT DOES GO UP TO THE MAX.

UM, AND IT'S STILL $33,346 THAT THE HOA HAS TO COME UP WITH.

UM, MY CONCERN WOULD BE IS IF THERE WAS ANY FURTHER DELAYS, WHICH ROSE THE PRICE AMOUNT MORE AND THEN THEY COULDN'T AFFORD TO PAY THAT ADDITIONAL PRICE, BUT THAT WOULD BE ON THE HOA NOT ON THE CITY.

'CAUSE THE, THEY'VE HIT MAX ON WHAT THE CITY'S GONNA PAY.

RIGHT.

SO, UM, AND I CAN SEE WHERE A RETAINING WALL, NO MATTER WHERE IT IS, WHETHER IT'S ON A CREEK OR A DRAINAGE CULVERT OR A LAKE, YOU DON'T WANT YOUR LAND WASHING AWAY, YOU KNOW? SO, UM, I DON'T HAVE A PROBLEM WITH IT, I GUESS, UH, LIKE I SAID, 'CAUSE THEY ARE AT THE MAX, SO WE CAN'T, THEY CAN'T ASK FOR ANY MORE MONEY THAN WHAT THEY'VE ALREADY BEEN APPROVED.

JUST MAKING SURE THAT IT GETS COMPLETED AND THAT IT GETS INSPECTED AND THAT IT'S COMPLETED CORRECTLY.

HAVE THEY STARTED ANY OF THE WORK YET? I'M SORRY, CAN YOU REPEAT THAT? I'M SORRY.

UM, DO WE KNOW IF THEY'VE STARTED ANY OF THE WORK YET OR THEY HAVE, UM, WELL THEY HAVE EXPENDED FUNDS, UM, BECAUSE THEY HAVE, UM, HAD TO PAY AT LEAST $9,000 TO, UM, TO THEIR CONTRACTOR.

AND SO THEY'VE PROVIDED, UM, PROOF OF PAYMENT FOR THAT.

SO, UM, AND AGAIN, THE PO PERMIT HAS BEEN PULLED AND SO THEY WERE, THEY'RE, UM, THEY WERE APPROVED FOR TO COMPLETE THIS PROJECT AND SUCH.

UM, AND SO THEY'RE STILL MOVING FORWARD WITH COMPLETING IT.

AND SO, UM, THEY'RE REQUESTING ADDITIONAL FUNDS TO COVER THE SHORTFALL.

I WOULD JUST HATE TO SEE US, UM, NOT APPROVE IT.

AND THEY HAVE A JANKY RETAINING WALL THAT CRUMBLES IN THE NEXT FIVE YEARS, OR, YOU KNOW, UM, THAT WOULD BE MY MAIN CONCERN IS, UH, US HELPING GIVE THEM AN EYESORE .

THAT, THAT'S PROBABLY MY BIGGEST CONCERN OUT OF IT.

UM, I MEAN EVERYTHING ELSE HAS ALREADY BEEN APPROVED.

DO WOULD I QUESTION WHY THIS RETAINING WALL IS GOING RIGHT THERE? ABSOLUTELY, BUT IT'S ALREADY APPROVED, SO MY ONLY CONCERN IS THAT WE DON'T FINISH THAT RETAINING WALL AND IT'S A BIGGER ISSUE LATER DOWN THE ROAD.

I KNOW THIS WAS APPROVED INITIALLY THREE YEARS AGO.

UM, BUT I MEAN, I GUESS IS EROSION CONTROL TYPICALLY COVERED UNDER NEIGHBORHOOD VITALITY? IT HAS BEEN.

UM, ANY OTHER FEEDBACK? UM, NO, I JUST WOULD WANT TO MAKE SURE THAT, THAT THE HOA HAS A TIMEFRAME ON WHEN IT'S GOING TO BE COMPLETED.

AND I AGREE WITH JEFF SOME PHOTOS OF BEFORE AND POTENTIAL AND SOME PLANS THERE WOULD BE NICE FOR VISUAL, BUT, YOU KNOW, THEY'RE FOLLOWING, I MEAN, THEY'RE AT THE MAX, THEY'RE NOT GONNA GET ANY MORE MONEY FROM THE CITY, BUT I JUST WANNA MAKE SURE IT GETS FINISHED AND NOT ABANDONED BECAUSE THEY RUN OUT OF FUNDS BEFORE IT GETS FINISHED.

UM, AND LIGHTING UPGRADES ARE CURRENTLY LISTED AS NOT ELIGIBLE.

UM, HOWEVER, THANK YOU SO MUCH.

UM, HOWEVER, HISTORICALLY THAT HAS BEEN, UM, IN REGARDS TO WORKING, UM, AMENITIES, UM, THAT JUST WANT TO BE UPGRADED.

UM, THE NEIGHBORHOOD HAS MENTIONED THAT THEIR SOLAR LIGHTING DOES NOT PROVIDE ENOUGH LIGHTING TO ILLUMINATE THE MONUMENT SIGNS AND THEY TEND TO WALK OFF PERIODICALLY AS WELL SINCE THEY'RE NOT ANCHORED IN THE GROUND.

UM, AND SO AS FAR AS THE ADDITIONAL LIGHTING, UM, BEING ELIGIBLE, UM, WE'RE PRESENTING THAT TO, UM, CITY CO, UM, TO THE COMMITTEE TO DETERMINE QUESTION.

AND THE REASONING BEHIND THIS, THAT THERE ARE TWO PRIMARY DRIVERS BEHIND THIS REQUEST.

ONE OF THEM IS THE, THE LARGE NUMBER OF COMPLAINTS THAT COME FROM AREAS WITH HIGH NUMBER OF RENTAL PROPERTIES AND ALSO, UH, TENANT MOVE OUTS THAT TYPICALLY TIE UP SANITATION RESOURCES AS WELL AS CODE COMPLIANCE RESOURCES.

SO, UH, PRIOR TO THIS REQUEST, WE HAVE VERY LIMITED INFORMATION IN ORDER FOR US TO MAKE A DECISION ON THIS.

SO FOR THE FOLLOWING THREE MONTHS AFTER THE REQUEST WAS MADE, BASICALLY FROM FEBRUARY THROUGH THE END OF APRIL, WE STARTED COLLECTING DATA.
