Resolution for a Project Specific Agreement with Dallas County for Maintenance Improvements on Buckingham Road Council is requested to consider authorizing the City Manager to execute a Project Specific Agreement with Dallas County for pavement maintenance on portions of Buckingham Road from Shiloh Road to the West Garland city limit. Unless directed otherwise by Council, this item will be scheduled for formal consideration at the October 8, 2024 Regular Meeting.]

RESOLUTION FOR A PROJECT SPECIFIC AGREEMENT WITH DALLAS COUNTY FOR MAINTENANCE IMPROVEMENTS ON BUCKINGHAM ROAD. ITEM TWO. FACILITIES MANAGEMENT, WAREHOUSE. RENTAL. ITEM THREE

Facilities Management Warehouse Rental Council is requested to consider approving a lease agreement to relocate stored materials and equipment to 2050 Forest Lane, Suite 250, and authorize the City Manager to execute such documents necessary to complete the transaction. Interlocal Agreement between City of Garland and DART for the Lake Ray Hubbard Transit Center Council is requested to consider approving an interlocal agreement (ILA) between the City of Garland and Dallas Area Rapid Transit (DART) for a future transit-oriented development at the Lake Ray Hubbard Transit Center. Unless directed otherwise by Council, this item will be scheduled for formal consideration at the October 8, 2024 Regular Meeting.]

ITEM FIVE INTERLOCAL AGREEMENT BETWEEN THE CITY OF GARLAND AND DART FOR THE LAKE. RAY HUBBARD

Notification of Application for EPA FY25 Brownfield Cleanup Grant Council is requested to consider authorizing the City Manager or his designee to execute an application for the EPA FY25 Brownfield Cleanup Grant. As part of the ongoing redevelopment of the medical district, the City acquired approximately 5.98 acres of land at 530 Clara Barton. Due to the sensitive nature of the potential use, additional testing was performed, and additional remediation was recommended.]

TRANSIT CENTER. ITEM SIX NOTIFICATION OF APPLICATION FOR EPA. FY 25 BROWNFIELD CLEANUP GRANT. AND ITEM SEVEN NOTIFICATION OF APPLICATION FOR EPA. FY 25 BROWNFIELD COMMUNITY

[7. Notification of Application for EPA FY25 Brownfield Community-Wide Assessment Grant Council is requested to consider authorizing the City Manager or his designee to execute an application for the EPA FY25 Brownfield Community-Wide Assessment Grant. As part of ongoing redevelopment efforts, the City continues making efforts to acquire parcels in targeted areas for land assembly. This funding opportunity will provide the City with resources for developing inventories of brownfield sites, prioritizing sites, conducting community involvement activities, conducting planning, conducting site assessments, developing site-specific cleanup plans, and developing reuse plans related to brownfield sites. ]

ITEMS LIST. AND I BELIEVE MR. CITY MANAGER, YOU'VE GOT SOME INFORMATION ON THIS. SURE.

COUNCIL SO CONSISTENT WITH WHAT WE'VE DONE IN THE PAST, WE WANTED TO PROVIDE A QUARTERLY WRITTEN BRIEFING ON THE PENDING ITEMS BEFORE THE CITY COUNCIL COMMITTEE. SO THAT'S ON IN YOUR PACKET TONIGHT. I WANTED TO MAKE A MAKE A SHORT SUGGESTION ABOUT HOW WE HANDLE COMMITTEE REFERRALS AND GET SOME FEEDBACK FROM COUNCIL IN THAT REGARD. SO AS A STAFF, WE'RE COMMITTED TO HELPING MOVE THOSE ITEMS THROUGH THE COMMITTEE PROCESSES AS EFFICIENTLY AS POSSIBLE. AND SO THE COMMITMENT INCLUDES, AGAIN, MOVING THOSE THINGS THROUGH AS EFFICIENTLY AS POSSIBLE TO HELP FURTHER THAT COMMITMENT. WHAT I'D LIKE TO DO IS MAKE A SLIGHT CHANGE TO WHAT HAPPENS TO COMMITTEE ITEMS AFTER YOU MAKE A REFERRAL TO A COMMITTEE. TYPICALLY, WHAT HAPPENS IS AT A WORK SESSION OR THROUGH EMAIL PER COUNCIL POLICY, AN ITEM GETS CREATED AND REFERRED TO A COMMITTEE, AND GENERALLY IT WILL BE ASSIGNED TO A STAFF MEMBER. SO THAT STAFF MEMBER WILL WILL GO TO WORK DOING RESEARCH, LOOKING AT DIFFERENT OPPORTUNITIES AND PERSPECTIVES IN REGARDS TO THAT. THAT POLICY ITEM, AND DO A LOT OF RESEARCH. SEE WHAT OTHER CITIES ARE DOING IN THAT REGARD. LOOK AT OUR CURRENT POLICIES AND PRACTICES IN REGARDS TO THAT ITEM AND OTHERWISE. JUST DO A LOT OF RESEARCH AND PREPARATION BEFORE IT GETS TO THE COMMITTEE. AND SO THERE THERE GENERALLY WILL GENERALLY BE A FEW MONTH, YOU KNOW, 2 TO 3 MONTH DELAY FROM WHEN IT GETS CREATED OR REFERRED TO WHEN IT GOES TO THE COMMITTEE. AND THAT VARIES JUST DEPENDING ON WHAT THE TOPIC IS. WHAT WE'D LIKE TO DO IS AS SOON AS THE ITEM IS CREATED, ADD IT TO THE NEXT COMMITTEE, THE NEXT COMMITTEE MEETING FOR THAT PARTICULAR REFERRAL. SO IF AN ITEM IS REFERRED TO DEVELOPMENT SERVICES COMMITTEE AT THE WORK SESSION, IT WOULD GO ON THE NEXT AGENDA FOR THAT COMMITTEE TO LOOK AT. BUT THAT FIRST INITIAL DISCUSSION, RATHER THAN HAVE STAFF GO BACK AND DO YOU KNOW, A COUPLE MONTHS OF RESEARCH AND PREPARE FOR A FULL BLOWN DISCUSSION? WHAT I'D LIKE TO SEE IF COUNCIL IS AMENABLE TO IS TO HAVE THAT INITIAL DISCUSSION.

JUST BE KIND OF A SCOPING MEETING. SO ESSENTIALLY THE COMMITTEE OR THE SORRY, THE COUNCIL MEMBER THAT MAKES THE REFERRAL WOU COME TO THAT COMMITTEE MEETING, TALK ABOUT THE PURPOSE AND INTENT BEHIND THE REFERRAL AND OTHERWISE KIND OF HELP IDENTIFY THE PROBLEM. I ALWAYS LIKE THE SAYING THAT A WELL-DEFINED PROBLEM IS HALF SOLVED. AND SO IF WE IF WE CAN GET SOME CLARIFICATION FROM THE COUNCIL MEMBER THAT MAKES THAT REFERRAL JUST RIGHT OFF THE BAT INITIALLY BEFORE STAFF GOES AND DOES A BUNCH OF WORK THAT WE CAN DEFINE WHAT THE SCOPE OF THAT OF THE RESEARCH IS THAT'S NEEDED FOR THAT ITEM. AND I THINK THAT WOULD REALLY MAKE IT MORE EFFICIENT FOR NOT ONLY STAFF, BUT MOVE THOSE ITEMS THROUGH COMMITTEE QUICKER TOO. SO INITIALLY, AGAIN, JUST TO KIND OF REPEAT WHENEVER THE REFERRAL IS MADE, IT WOULD GO ON THE NEXT

AGENDA STRICTLY FOR A SCOPING TYPE OF CONVERSATION WITH THE COMMITTEE. STAFF WOULD THEN TAKE THE DIRECTION FROM THE COMMITTEE AND GO AND RESEARCH THE TOPIC, AND THEN BRING IT BACK FOR MORE INTENSE DISCUSSION, BUT I FEEL LIKE IT WOULD HELP FOR THOSE COUNCIL MEMBERS THAT REFER ITEMS TO EXPLAIN THE PURPOSE AND INTENT BEHIND IT, WHICH WILL HELP STEER OUR EFFORTS IN RESEARCHING THAT THAT PARTICULAR ITEM BEFORE IT GOES TO COMMITTEE. SO I DON'T REALLY JUST KIND OF LOOKING FOR A THUMBS UP OR OKAY ON THAT. I DON'T KNOW THAT WE NECESSARILY NEED TO FORMALIZE THAT IN COUNCIL POLICY, BUT WE CAN CERTAINLY DO THAT IF YOU'D LIKE, BUT WOULD LIKE TO JUST SUGGEST THAT CHANGE. AS FAR AS WHAT WE DO WITH COUNCIL COMMITTEE REFERRALS AND HAPPY TO ANSWER ANY QUESTIONS ON THAT. OKAY. I KNOW SOME OF YOU HAVE BEEN IN AND OUT OF THE QUEUE 3 OR 4 TIMES. IT SEEMS LIKE COUNCILMEMBER HEDRICK. THANK YOU MAYOR. I THINK THIS IS GREAT BECAUSE OFTENTIMES YOU'RE IN A COMMITTEE MEETING AND YOU'RE NOT QUITE SURE WITH JUST THE BRIEF DESCRIPTION GIVEN IN THE WORK SESSION OF WHAT THE REFERRING COUNCIL MEMBER'S GOAL IS WITH THAT ITEM. BUT, YOU KNOW, I WOULD LIKE TO SEE THIS THEN IN OUR COUNCIL POLICIES, IF YOU'RE GOING TO SUBMIT SOMETHING, AT LEAST HAVE THE COURTESY TO EITHER YOU CAN IN PERSON OR PROVIDE A DESCRIPTION AT LEAST TO THAT COMMITTEE. THEN THE COMMITTEE CAN HAVE A BETTER IDEA OF WHAT THEY'RE SUPPOSED TO FOCUS ON. IF YOU'RE NOT ALREADY A MEMBER OF THAT COMMITTEE THAT YOU'RE SUBMITTING SOMETHING TO. SO THIS IS SOMETHING ADMINISTRATIVE SERVICES CAN LOOK AT ALREADY WITH OUR COUNCIL POLICY. SO BUT YEAH I WOULD EITHER WRITTEN OR IN PERSON I'M FINE EITHER WAY. BUT AT LEAST PROVIDE SOMETHING IF YOU'RE GOING TO TAKE THE TIME TO REFER SOMETHING, AT LEAST HAVE A REASONING BEHIND IT. WHAT YOU WANT TO ACHIEVE. THANK YOU. ABSOLUTELY. ANY ADDIONAL COMMENTS? THANK YOU. ALL RIGHT. VERY GOOD. MOVING ON TO OUR NEXT SESSION. WRITTEN BRIEF OR EXCUSE ME, VERBAL BRIEFINGS AND ITEM NINE. FIRST UP IS DART FUNDING UPDATE. AND YOU WANT TO START US OFF? SURE. MAYOR AND COUNCIL, THE TOPIC OF FUNDING OF DART HAS BEEN ONE THAT HAS BEEN A HOT TOPIC FOR A WHILE. I KNOW THE LEGISLATIVE AND PUBLIC AFFAIRS COMMITTEE HAS HAS LOOKED AT IT FROM A PROVIDING A RESOLUTION STANDPOINT AND THAT WAS THAT WAS PUT ON HOLD PENDING FURTHER DISCUSSIONS AND MOVEMENT ON THAT PARTICULAR ITEM. YOU MIGHT RECALL THAT SIX OF THE 13 MBER CITIES IN THE DART SYSTEM PASSED RESOLUTIONS SEEKING TO REDUCE FUNDING FOR DART AND THOSE SIX CITIES, SINCE THAT HAPPENED, HAS HAD THEY'VE HAD SOME CONVERSATIONS WITH EACH OTHER REALLY TRYING TO FIND A BUILD A CONSENSUS AROUND A PROPOSAL FOR FUNDING OF DART TO PRESENT TO THE DART MEMBER CITIES AND THE DART BOARD. AND SO THAT'S THAT'S KIND OF BEEN WHAT'S HAPPENING IN THE BACKGROUND. IT CULMINATED IN A IN A MEETING THIS PAST FRIDAY. HENCE THE LATE ADDITION TO THE AGENDA WHERE THOSE SIX CITIES ASKED THAT THE DART BOARD AND THE 13 MEMBER CITIES, REPRESENTATIVES FROM THOSE 13 MEMBER CITIES ATTEND A MEETING THIS PAST FRIDAY. AND SO THE PRESENTATION THAT WAS PROVIDED ON FRIDAY WAS SENT OUT TO YOU THIS AFTERNOON. AND WE'RE GOING TO SEND A VIDEO LINK TO A RECORDING OF THAT MEETING AS WELL. MAYOR PRO TEM MOHR AND MYSELF ATTENDED THE MEETING. AND REALLY, THE PURPOSE OF IT WAS FOR THOSE SIX MEMBER CITIES TO MAKE A PROPOSAL TO, I THINK, REALLY AVOID TAKING THIS ISSUE AND MATTER TO THE LEGISLATURE.

NOT SAYING THAT THAT'S NOT GOING TO HAPPEN, BUT I THINK EVERYBODY WAS REALLY TRYING TO FIND A PROPOSAL TO MOVE FORWARD. AND I'LL SUMMARIZE WHAT THE PROPOSAL IS. AND MAYOR PRO TEM, IF YOU WANT TO JUMP IN AT ANY TIME, FEEL FREE TO ADD SOME ADDITIONAL CONTEXT. THE PROPOSAL REALLY COMES DOWN TO CREATING HAVING DART THROUGH THEIR OWN AUTHORITY, NOT NOT THROUGH THE LEGISLATURE. CREATE A MOBILITY FUND THAT WOULD TAKE IN 25% OF ALL SALES TAX REVENUE FROM THE MEMBER CITIES. SO A QUARTER OF THE OF THE $0.01, AS WE CALL IT, PUT IT INTO THIS MOBILITY FUND THAT THE CITIES, THE MEMBER CITIES, THE 13 MEMBER CITIES COULD ACCESS FOR PROJECTS RELATED TO MOBILITY. SO IF YOU REMEMBER, I THINK IT WAS 2 OR 3 YEARS AGO, DART RETURNED THROUGH AN INTERLOCAL AGREEMENT FUNDING BACK TO THE CITIES, AND WE RECEIVED ABOUT $22 MILLION. IT WOULD BE A VERY SIMILAR TYPE OF THING WHERE THIS MOBILITY FUND WOULD HOLD A QUARTER OF THE OF

THE FUNDS. CITIES WOULD MAKE APPLICATION FOR PROJECTS THAT WOULD QUALIFY FOR MOBILITY PROJECTS IN THEIR CITY, AND WOULD HAVE ACCESS TO THAT, TO THAT FUND, FROM FROM DART. NOW, THERE WERE SOME OTHER THINGS THAT KIND OF CAME ALONG WITHTH E PROPOSAL THAT CAME FROM THE SIX MEMBER CITIES, INCLUDING A REDUCTION OF DEBT ISSUANCES, PROVIDING MORE RESPONSIVE SERVICE MODEL, PRIORITIZE A TRANSIT MODEL THAT ENCOURAGES BETTER UTILIZATION. AND THEN FOCUSING HAVING DART FOCUS ON RECRUITMENT OF OTHER CITIES TO MOVE THEM INTO THE DART SYSTEM.

AND I WOULD SAY THOSE ARE ALL KIND OF ANCILLARY TO THE MAIN CREATION OF A GENERAL MOBILITY PROGRAM. SO A COUPLE OF MAIN TAKEAWAYS FROM THAT. ONE IS THAT AGAIN, JUST WANT TO INFORM COUNCIL ABOUT THIS PROPOSAL THAT'S BEEN THROWN OUT THERE FOR THIS GENERAL MOBILITY PROGRAM.

AS A AS AN OPPORTUNITY. THIS WAS THE FIRST THAT MOST OF THE MEMBER CITIES HAD HEARD ABOUT THIS. AND SO, YOU KNOW, FOR CITIES LIKE DALLAS AND GARLAND AND OTHERS THAT THAT ARE NOT PART OF THAT SIX CITY RESOLUTION COALITION, IT REALLY WAS JUST KIND OF NEW INFORMATION TO LEARN AND LISTEN. I THINK THERE'S GOING TO BE SOME FOLLOW UP MEETINGS ON THIS THAT WILL, OF COURSE, BE A PART OF AND BE ENGAGED IN. SO I DON'T WANT TO ASSIGN I DON'T WANT TO SAY AT THIS POINT, IF THIS IS A GOOD OR BAD THING FOR GARLAND, I THINK WE NEED TO, YOU KNOW, CONTINUE TO RESEARCH THAT AS THE OTHER CITIES WILL DO AS WELL. BUT THE OTHER MAIN TAKEAWAY AND AGAIN, MAYOR PRO TEM JUMP IN, BUT WAS THE REGIONAL TRANSPORTATION COUNCIL, THE RTC HAS CREATED.

AND THIS ACTUALLY GOES BACK SEVERAL MONTHS AGO, A TRANSIT 2.0 STUDY THAT REALLY SEEKS TO FIND A DIRECTION FORWARD FOR TRANSIT ACROSS THE WHOLE REGION, NOT JUST IN DALLAS COUNTY WITH THE DARTS, THE DART CITIES, AND THE DART SYSTEM, BUT CREATE A TRUE REGIONAL TRANSIT MODEL THAT WOULD WORK AND SO MICHAEL MORRIS, WHO HEADS UP THAT STUDY, WAS AT THE MEETING AS WELL AND PRESENTED ON IT AND REALLY ENCOURAGED ALL OF THE MEMBER CITIES TO PARTICIPATE IN THAT PROGRAM AND THAT STUDY. SO THAT, AGAIN, THAT BECOMES A CONDUIT FOR MAKING LONG TERM DECISIONS ABOUT TRANSIT IN THE REGION, NOT THE IMMEDIACY OF WHAT OUR BUDGET LOOKS LIKE RIGHT NOW. AND THE FUNDING THAT'S COMING AND GOING FROM DART. SO A LOT MORE TO COME, I'M SURE ON THE ON THE DART ISSUE. BUT JUST WANTED TO UPDATE YOU ALL ON ON THINGS AS IT RELATES TO DART AND MAYOR PRO TEM. FEEL FREE TO JUMP IN HERE, I THINK AND JUST REAL QUICK, I MEAN THE MEETING CAME UP VERY SHORT NOTICE. I WAS ALREADY OUT OF TOWN AND THE MAYOR PRO TEM STEPPED UP AND WAS THERE FOR THE MEETING. AND OBVIOUSLY IS ALSO OUR RTC. RTC REPRESENTATIVE. SO THANK YOU FOR STEPPING IN ON VERY SHORT NOTICE. GO AHEAD AND THANK YOU FOR THE OPPORTUNITY TO DO SO. I THINK THAT JUST BASED ON ALL THAT COUNCIL IS HEARING PRESENTLY, THERE ARE A LOT OF INFORMATION BEING FLOWN AROUND AT THIS POINT AS IT RELATES TO WHAT WE WHAT IS TAKING PLACE. AND I THINK THAT ONE OF THE FIRST THINGS THAT I WOULD ENCOURAGE COUNCIL TO DO IS THE LINK THAT'S GOING TO BE SENT TO YOU WILL GIVE YOU THE FULL PRESENTATION OF THAT MEETING FROM LAST WEEK. IN THAT MEETING, THE INFORMATION WAS GIVEN IN SUCH A MANNER THAT YOU WILL BE ABLE TO SEE ALL THE NUANCES, ALL THE PROBLEMS. I THOUGHT THAT THEY PRESENTED IT IN SUCH A MANNER THAT, YOU KNOW, EVEN A BABY COULD UNDERSTAND. THESE ARE THE PROBLEMS THAT WE HAVE. AT THE SAME TIME, THERE IS A LOT OF INFORMATION THAT I THINK THAT WE STARTED A COALITION TODAY OF ALL OF THE DIFFERENT PEOPLE WHO ARE INVOLVED AS IT RELATES TO THE POLITICAL ASPECT OF IT. RTC NCTD ALL THE DIFFERENT PEOPLE IN OUR IN THE CITY WHO HAVE THIS DISCUSSION AS IT RELATES TO THE POLITICAL IMPLICATIONS. NOW, AS A RESULT OF THAT, WE'RE GOING TO TAKE THE INFORMATION. WE'RE GOING TO BRING IT BACK TO COUNCIL, BECAUSE THAT'S BEEN THE SITUATION THAT I HAVE HAD MY CONCERNS WITH. THERE IS SO MUCH TAKING PLACE, BUT COUNCIL IS NOT AWARE OF ALL OF IT. SO WHAT HAPPENED TODAY? WE HAD A MEETING WHERE WE CAME TOGETHER AND WE'RE GOING TO BE BRINGING THAT INFORMATION TO COUNCIL SUCH THAT IN THE FUTURE IT DOESN'T MATTER WHAT OTHER CITITIES ARE ING, WHAT MATTERS IS WHAT GARLAND IS DOING. WE HAVE OUR OWN SET OF CIRCUMSTANCES, OUR OWN SITUATIONS, AND WE NEED TO KNOW WHAT DIRECTION WE'RE GOING TO TAKE AND THE REASON THAT WE'RE GOING TO TAKE THAT. IN THE NEXT COUPLE OF MONTHS, COUNCIL WILL BE CONSIDERING THE 2025 CIP. AND AS PART OF THAT, WE REALLY ARE AT THE PEAK OF THE BOND PROGRAM WINDING DOWN. AND JUST TO GIVE YOU AN IDEA OF WHERE WE ARE, ABOUT TWO THIRDS OF THE PROJECTS WILL NO LONGER APPEAR IN THE CI, SO THAT MEANS THEY HAVE CROSSED THE FINISH LINE. THEY ARE OPEN FOR USE. WE HAVE APPROXIMATELY 30 PROJECT, 36 PROJECTS STILL IN THE WORKS, SO ABOUT TWO THIRDS OF THOSE ARE EITHER IN DESIGN, RIGHT OF WAY ACQUISITION OR THE BIDDING PHASE. WE HAVE ANOTHER THIRD THAT ARE IN CONSTRUCTION. SO IN SHORT, WE'RE ABOUT 70% OF THE WAY THERE, WHICH IS A GREAT FEELING. SINCE OUR LAST UPDATE, WE HAD OUR BUILD GARLAND DAY WHERE WE CELEBRATED THE OPENING OF HOLLABAUGH RECREATION CENTER, WATSON PARK, AS WELL AS THE REALITY BASED TRAINING FACILITY. THERE ARE THREE PROJECTS THAT ARE GEARED TOWARD STORM DRAINAGE IMPROVEMENTS. TWO OF THOSE ARE IN THE DESIGN PHASE. THAT'S COUNTRY CLUB AND SATURN SPRINGS MONTCLAIR IS OUR FIRST ONE THAT IS INTO THE BIDDING PHASE, WHICH IS EXCITING. WE DID HAVE A MEETING WITH THE ELEMENTARY SCHOOL TO START TALKING ABOUT WHAT THAT CONSTRUCTION PROCESS IS GOING TO LOOK LIKE. WE WILL ALSO HAVE A MEETING WITH THE NEIGHBORHOOD ONCE WE HAVE A CONTRACTOR ON BOARD, AND CAN SPEAK MORE TO THE LOGISTICS OF WHAT THAT CONSTRUCTION PROCESS IS GOING TO LOOK LIKE, AS IT'S GOING TO TAKE A LOT OF COORDINATION WITH THOSE THAT LIVE IN THE NEIGHBORHOOD. WE'VE HAD A SERIES OF OPEN HOUSES, PROJECT MEETINGS, AND WE HAVE RECENTLY WORKED ON RENEGOTIATING THE CONTRACT WITH OUR DESIGN CONSULTANT TO EXPAND THE SCOPE TO INCLUDE A COUPLE OF OTHER STREETS THAT WERE I GUESS, IN BETWEEN PARKMONT AND THIS PARTICULAR AREA. ONCE WE GET TO THE 60% DESIGN SUBMITTAL PHASE, WE WILL BE OPENING IT UP FOR THE OPPORTUNITY WITH ONE ON ONE MEETINGS. THE TRAIL DEVELOPMENT PROGRAM. WE HAVE SEVERAL PROJECTS IN THE WORKS. THREE OF THE TRAIL SEGMENTS ARE COMPLETE. WE HAVE FOUR OTHERS THAT ARE STILL IN PROCESS. WE HAVE DUCK CREEK CENTRAL SEGMENT THREE, DUCK CREEK, AUDUBON, AND NAAMAN FOREST TRAIL CONNECTION THAT ARE CURRENTLY IN VARIOUS DESIGN PHASES. GARLAND AVENUE UNDERPASS WILL BE GOING OUT FOR BID VERY SOON. THE BOTTLENECK IMPROVEMENT PROGRAM. SO WITHIN PACKAGE ONE, TWO OF THE FOUR INTERSECTIONS ARE COMPLETE AND THE OTHER TWO WE ARE INITIATING CONSTRUCTION PACKAGES TWO AND THREE. WE ARE WORKING THROUGH THE FRANCHISE UTILITY RELOCATIONS BEFORE WE PUT THOSE OUT FOR BID. AND THEN PACKAGE FOUR IS APPROXIMATELY 90% COMPLETE IN DESIGN. SO HOLFORD ROAD SEGMENT A, WE ARE ABOUT HALFWAY THROUGH CONSTRUCTION WITHIN THE LAST MONTH OR TWO. WE RECENTLY MOVED TRAFFIC FROM OLD PAVEMENT ONTO NEW PAVEMENT SO THAT WE COULD START WORKING ON THE OTHER SIDE. THIS PARTICULAR PROJECT IS TRACKING ON SCHEDULE. THERE ARE SOME ITEMS THAT ARE LONG LEAD SO THEY DON'T ANTICIPATE ACTIVITY OCCURRING UNTIL EARLY JANUARY. WE ARE PLANNING TO HAVE AN OPEN HOUSE PRIMARILY FOR THOSE IN DISTRICTS ONE, DISTRICT EIGHT, WHERE YOU CAN COME LEARN MORE ABOUT THE SPECIFICS, BUT WE DO WANT TO AGAIN HAVE SOME MORE DETAILS FROM THE CONTRACTOR IN TERMS OF WHAT THAT PHASING IS GOING TO LOOK LIKE BEFORE WE HOLD THAT MEETING. SO THERE'S SEVERAL THINGS HAPPENING THERE IN TERMS OF SECURITY IMPROVEMENTS. THE PERIMETER FENCE IS COMPLETE. WE'VE BEEN WORKING ON THE INTERIOR REMODEL THAT IS ADJACENT TO THE LOCKER ROOM PROJECT COUNCIL WILL BE CONSIDERING A CONSTRUCTION AWARD FOR THE INTERIOR SECURITY IMPROVEMENTS AT THE OCTOBER 22ND MEETING. CENTRAL LIBRARY CLOSER AND CLOSER BY THE DAY. THIS PARTICULAR FACILITY IS IT'S TRACKING SIMILAR TO WEST LIBRARY. AND THEN LAST BUT NOT LEAST, WE HAVE THE GARLAND SENIOR ACTIVITY CENTER. THIS IS IN THE HOME STRETCH OF DESIGN AND WE ARE GOING TO BE BIDDING BIDDING THIS WITHIN THE NEXT MONTH. SO THERE'S ALSO THE YOUTH SUBSIDY AMOUNTS THAT YOU CAN SEE THERE AS WELL TOO. AND THAT IS COMPLIMENTARY TIME AT A GARLAND CULTURAL ARTS FACILITY, WHETHER IT BE THE PLAZA OR THE GRANVILLE ARTS CENTER. SO NOW, JUST TO KIND OF TAKE A LOOK AT GARLAND CULTURAL ARTS, KIND OF A YEAR, IT'S BEEN A IT'S BEEN A BUSY YEAR. IT'S BEEN A REALLY FUN YEAR. WE'VE HAD SOME GREAT SHOWS. SO IF YOU REMEMBER, LAST YEAR WE KICKED OFF WITH LITTLE JOE AND HAVE HAD ALL KINDS OF ENTERTAINERS, A LOT OF DIFFERENT, DIVERSE GROUPS.

AND JUST SO YOU ALL KNOW TO THIS WAS PRESENTING WORKS WAS ONE OF THE TOP THREE PRIORITIES FROM THE CULTURAL ARTS MASTER PLAN. SO IT SAID EXPAND BEYOND RENTALS. AND SO THAT'S WHAT WE'VE TRIED TO DO FOR THE LAST TWO YEARS, IS TO EXPAND BEYOND THE RENTALS WE ARE TRYING TO BRING IN PERFORMANCE THAT DOESN'T NECESSARILY COMPETE WITH OUR LOCAL GROUPS. SO WE'RE NOT BRINGING IN SYMPHONIES, WE'RE NOT BRINGING IN THEATER PROGRAMS. BROADWAY. WE'RE REALLY TRYING TO DO THINGS THAT MIGHT BRING SOME NEW AND DIFFERENT AUDIENCES. SO IF YOU WANT TO TAKE A LOOK, THIS IS WHERE PEOPLE CAME FROM THIS LAST YEAR. PRETTY COOL FROM ALL OVER THE PLACE. SO WE ACTUALLY, FOR LA MAFIA, JUST A COUPLE WEEKS AGO, HAD PEOPLE BUYING TICKETS FROM OKLAHOMA CITY FROM TULSA, OKLAHOMA. SO THEY WERE DRIVING HERE TO GARLAND TO SEE THIS SHOW, WHICH IS PRETTY COOL. 88% OF THE PEOPLE THAT ATTENDED LA MAFIA FIRST TIME AT THE GRANVILLE ARTS CENTER. FANTASTI. 50% OF THOSE AUDIENCE MEMBERS, THOUGH, WERE FROM GARLAND. SO WE'VE GOT OUR CITIZENS THAT ARE ENJOYING THIS, THESE THIS TYPE OF PROGRAM, AS WELL AS 50% WERE FROM OUTSIDE OF GARLAND. DO YOU WANT TO INFORM THE CITY COUNCIL AND PUBLIC THAT THIS AUDIT, IN FACT, WAS REQUESTED BY A PRIOR COUNCILWOMAN MORRIS AND ALSO THE ASSISTANT CITY MANAGER, PHIL, DO YOU WANT TO THANK THEM FOR REQUESTING THIS AS YOU'RE AWARE, THE NEW FACILITY WAS OPENED IN FEBRUARY OF 2022. SINCE THEN, ON AVERAGE, THEY HAVE BEEN CARING FOR APPROXIMATELY 8000 ANIMALS AT ANY GIVEN TIME. THE SHELTER CAN CARE FOR APPROXIMATELY 360 ANIMALS, AND THEY DO HAVE ABOUT 30 FULL TIME STAFF MEMBERS AND TEN PART TIME STAFF MEMBERS. WE HAD THREE OBJECTIVES. AND NUMBER ONE, TO ENSURE THAT THE FEES THAT THEY'RE ASSESSING ARE ACCURATE IN ACCORDANCE WITH THE ORDINANCE. SECONDLY, WE WANTED TO VERIFY THE INTERNAL CONTROLS OVER FUNDS, INVENTORY MANAGEMENT AND SYSTEM ACCESS. THIRDLY, WE ALSO WANTED TO MAKE SURE THAT THE ROLES AND RESPONSIBILITIES ARE CLEARLY ESTABLISHED BETWEEN THE TWO NON-FOR-PROFIT ORGANIZATIONS THAT WE CURRENTLY WORK WITH AND THE CITY. IN ADDITION TO THAT, THEY HAVE ALSO DONATED 22,000 OVER $22,000 IN FUNDING TO THE CITY.

AND THESE DO THESE BOTH ORGANIZATIONS, THEY DO PROVIDE GREAT SERVICES, BUT WE DO NOT HAVE ANY FORMAL MEMORANDUM OF UNDERSTANDINGS WITH THESE NONPROFIT FOR PROFIT ORGANIZATIONS. SO THAT IS SOMETHING THAT WE RECOMMENDED. AND MANAGEMENT IS IN CONCURRENCE WITH THAT. AND IN ADDITION TO THAT, CURRENTLY WE DO NOT HAVE ANY FORMAL POLICIES FOR THE VOLUNTEERS THAT COVERS CONTACTS, DUTIES, ACCESS, REPORTING AND SOCIAL MEDIA ACTIVITIES. NUMBER ONE, TO DETERMINE IF THE COST AND THE TIMELINESS OF COMPLETION OF THE LED STREETLIGHT CONVERSION PROJECT WAS WITHIN THE SCOPE ORIGINAL SCOPE. SECONDLY, WE USED THREE CONTRACTORS MAINLY TO VERIFY THE ACCURACY OF TO INSTALL THESE THESE STREET LIGHTS. SO WE WANTED TO MAKE SURE THE BILLING ACCURACY AND THE WARRANTY PROVIDED. THIRDLY, WE ALSO WANTED TO MAKE SURE THAT THE ACCURACY OF THE INVENTOTORIS ISSUED BY OUR WAREHOUSE MATCHED WITH THE NUMBER OF ITEMS INSTALLED BY THE CONTRACTOR. SO THE CITY SUPPLIED THE MATERIAL AND THE CONTRACTORS INSTALLED IT. SO WE JUST WANTED TO MAKE SURE THOSE WERE RECONCILED. HAPPY TO REPORT THAT THIS PROJECT WAS A GREAT SUCCESS. THEY DID COME ON WAY UNDER THE BUDGET. I THINK INITIALLY IT WAS BUDGETED FOR $16 MILLION. OVERALL COST WAS ABOUT $9.3 MILLION. AS OF AUGUST 2023, THIS PROJECT HAS BEEN COMPLETED. IT TOOK ROUGHLY EIGHT MONTHS AFTER THE ANTICIPATED ANTICIPATED COMPLETION DATE, BUT AS YOU'RE AWARE, DURING THIS TIME WE HAD COVID AND WE HAD SOME SUPPLY LIMITATIONS AND STUFF LIKE THAT. BILLING ACCURACY WISE, EVERYTHING MATCHED. WE THEY DID HAVE A VERY THOROUGH GP AND DID HAVE A VERY THOROUGH QUALITY CONTROL REVIEW PROCESS IN PLACE.

SO EVERYTHING MATCHED INVENTORY MANAGEMENT AS WELL. WHATEVER WE TRY TO RECONCILE DID MATCH. ONE THING TO NOTE IN THE INITIAL SCOPE OF THE PLAN, INSTALLATION AND PROGRAMING OF NOTES ONTO EACH STREET LIGHTS WAS PART OF THE SCOPE. THIS.
