UM, SHE'LL BE WORKING ON OUR WEBSITE, OUR SOCIAL MEDIA, UM, AND HELPING WITH THE TIFF AS OUR SECRETARIAT.

UM, AND THEN WE ALSO HAVE MS. BROOK KOPA IS OUR, UM, ENGAGEMENT AND ACTIVATION COORDINATOR.

UM, AND SHE JUST HOSTED HER FIRST EVENT LAST WEEK, THE TR UH, TRICK OR TREATING ON THE SQUARE.

SO, UM, BROOKE WILL BE PROGRAMMING A LOT OF FUN, KIND OF SMALLER SCALE ACTIVATIONS ON THE SQUARE TO BRING MORE FOOT TRAFFIC AND COME UP WITH SOME CREATIVE IDEAS TO IMPROVE OUR DISTRICT.

UM, SO IT'S A REALLY GREAT PLACE TO EXCHANGE IDEAS AND COME UP WITH SOME CREATIVE SOLUTIONS AND SUCH.

UM, WE HAVE ALSO SUBMITTED OUR APPLICATION, UM, IN THREE DIFFERENT CATEGORIES, UM, HOPEFULLY TO BE RECOGNIZED.

UM, ONE OF THEM IS THE BEST ECONOMIC GAME CHANGER, UM, WHICH KIND OF, UH, ADDRESSES THE ECONOMIC IMPACT AND REVENUE, INCREASED FOOT TRAFFIC THAT THE CONSTRUCTION OF THE SQUARE HAS BROUGHT TO THE DISTRICT.

UM, WE ALSO SUBMITTED UNDER THE CATEGORY OF BEST PROMOTION IN REGARDS TO THE DOWNTOWN GRAND

OPENING EVENT AND THE PROMOTIONS LEADING UP TO THAT.

AND THEN WE HAVE SUBMITTED IN THE BEST PUBLIC IMPROVEMENT, UH, CATEGORY AS WELL.

AND THAT IS, UH, BROADER IMPROVEMENTS TO THE ENTIRE DISTRICT AND HOW WE DID 14 STREETS OF RECONSTRUCTION, NOT JUST THE SQUARE.

AND WE ENHANCED THE PEDESTRIAN, UH, WALKABILITY OF THE DOWNTOWN AREA.

SO, FINGERS CROSSED, HOPEFULLY NEXT TIME WE SEE YOU, WE CAN BRING OUR TROPHIES UP AND DISPLAY THEM.

UM, WE ARE EXCITED TO GO SEE WHAT HAPPENS AT THE GALA.

UM, IT IS A GALA EVENT ON TUESDAY NIGHT, SO KEEP YOUR EYES PEELED ON WEDNESDAY MORNING IN CASE SOME EXCITING NEWS IS RELEASED.

UM, AND THEN OUR NEXT ITEM IS, UH, BOARDS AND COMMISSION DINNERS.

UM, JUST, UH, AS NANCY, UM, STATED, MY NAME IS DANA LODGE AND I'M THE DIRECTOR OF THE DOWNTOWN DEVELOPMENT OFFICE.

AND WE DID HAVE A FUTURE AGENDA ITEM REQUESTED AT THE LAST MEETING TO GIVE AN OVERVIEW OF THE REVITALIZATION PROGRAM.

SO I'M JUST GONNA GIVE UP, UH, KIND OF OVERARCHING, UM, UM, RECAP OF HOW THE PROGRAM WORKS.

UM, AND OF COURSE WE DO HAVE SOME NEW MEMBERS AS WELL.

SO IT'S GREAT TO TALK ABOUT THIS.

IT IS ONE OF THE, UM, MOST WONDERFUL THINGS THAT I THINK THE DOWNTOWN DEVELOPMENT OFFICE IS RESPONSIBLE FOR.

UM, SO THE FUNDS THAT ARE PUT INTO THE TIFF BUDGET, UM, THERE IS A PARTICULAR BUDGET, UH, A PARTICULAR BUCKET THAT IS EARMARKED FOR REVITALIZATION SPECIFICALLY.

UM, IT CAN BE UTILIZED IN THE DOWNTOWN HISTORIC DISTRICT, WHICH IS A SMALLER DISTRICT THAN THE ENTIRE TIFF.

IT'S THIS AREA THAT IS RIGHT HERE BY THE SQUARE UP TO GLEN BROOK, UM, WALNUT, AND THEN OVER TO AVENUE, UM, BI BELIEVE.

UM, BUT IT IS A REIMBURSEMENT PROGRAM, SO, UM, EITHER THE BUSINESS OWNER OR THE TENANT, EITHER ONE CAN APPLY, UM, TO HAVE THEIR PROJECT PUT INTO THE REVITALIZATION PROGRAM.

UM, BUT THEY, THEY FUND THE ENTIRE, UM, CONSTRUCTION OR REWORK OF THEIR BUILDING.

AND THEN, UM, IT IS A 50 50 MATCH REIMBURSEMENT.

SO IT COMES AT THE END AFTER EVERY SINGLE THING IS COMPLETED AND ALL THE BOXES ARE CHECKED AND, AND THAT KIND OF THING.

SO THE, UM, REVITALIZATION, UM, FUNDS CAN BE USED ON THE OUTSIDE FACADE.

IT CAN BE USED ON SIGNS AND AWNINGS, AND IT CAN BE USED ON INTERIOR ITEMS ON THE BUILDING THAT STAY WITH THE BUILDING.

SO IN OTHER WORDS, IT WOULDN'T BUY, IT WOULDN'T BE AVAILABLE FOR LIKE TABLES AND CHAIRS OF A RESTAURANT.

IT HAS TO BE SOMETHING THAT IS LIKE ATTACHED AND PART, PART OF THE BUILDING.

SO THOSE ARE THE ITEMS THAT THE FUND CAN BE UTILIZED FOR.

UM, IT IS A GRANT APPLICATION PROCESS THAT GOES IN FRONT OF A REVITALIZATION COMMITTEE.

THAT COMMITTEE, UM, IS CONSISTS OF A HISTORIC PRESERVATIONIST THAT HAS A VERY GOOD UNDERSTANDING OF WHICH ONES OF OUR BUILDINGS IN OUR CITY ARE CONTRIBUTING AS A HISTORIC BUILDING.

UM, WE DO LIKE THE, UH, CHANGES AND THE UPDATES TO THE BUILDINGS TO KEEP THE HISTORIC CHARACTER OF OUR DOWNTOWN.

SO HE IS THE, UM, STAFF LIAISON THAT ENSURES THAT WE KEEP THAT TO THE FOREFRONT OF THE PROCESS.

BUT THE, UH, COMMITTEE ALSO HAS OUR BUILDING INSPECTIONS DIRECTOR.

IT HAS OUR PLANNING DIRECTOR.

IT HAS AN ECONOMIC DEVELOPMENT, UM, DIRECTOR AND A

STRATEGIC INITIATIVE, UM, MANAGING DIRECTOR ON THE COMMITTEE.

THE DOWNTOWN DEVELOPMENT OFFICE IS THE FACILITATOR OF THE COMMITTEE, BUT IS NOT, UM, UM, PART OF THE SCORING OR VOTING PROCESS OF, OF THE PARTICULAR, UM, PROGRAM.

SO WE DO HAVE A PRETTY LONG, UH, LIST OF THINGS THAT THE APPLICANT HAS TO PROVIDE US THAT GOES IN FRONT OF THE REVIEW COMMITTEE, UM, INCLUDING MULTIPLE QUOTES FROM CONTRACTORS.

UM, YOU KNOW, THE HISTORIC PRESERVATIONIST LIKES TO KNOW, UH, WHAT COLOR PAINT ARE YOU USING, AND YOU KNOW, WHAT BRAND OF PAINT.

I MEAN, HE GETS, UH, INTO THE DETAILS PRETTY, UM, UM, MINUTE, UM, IN ORDER TO MAKE SURE THAT WE ARE KEEPING THAT AT THE FOREFRONT OF THE REVITALIZATION.

SO ONCE ALL OF THAT IS PRESENTED TO THE COMMITTEE, UM, THEY SCORE, THEY MAY, MAY ACCEPT ALL THE REVITALIZATION REQUESTS, ALL OF THE ITEMS THAT THE APPLICANT WANTS TO DO.

THEY MAY, UM, SAY WE'LL DO SOME OF THEM, BUT NOT ALL OF THEM.

AND THEN THEY MAY ALSO SAY THAT'S THE TOTAL AMOUNT OF FUNDS THAT WE HAVE FOR THAT YEAR.

IT IS AN ANNUAL, UM, ALLOTMENT THAT IS INTO OUR BUDGET.

AND SO, UM, SOMETIMES, YOU KNOW, THEY, THERE'S NOT ENOUGH ROOM TO DO TO DO ALL OF IT DEPENDING ON WHAT OTHER REQUESTS THAT, UM, WE'VE ALREADY RECEIVED.

UM, ONCE THAT THEIR SCOPE OF WORK IS APPROVED, THEY RECEIVE A NOTICE TO PROCEED.

THEY'RE REQUIRED TO START WITHIN 90 DAYS, AND THEN THEY MUST COMPLETE WITHIN ONE YEAR.

AND, UM, ONCE IT IS COMPLETE, THEN THEY SEND US A WRITTEN REQUEST FOR REIMBURSEMENT.

UM, WE DO REQUIRE QUITE A FEW DOCUMENTS TO GET THAT, UM, FUNDING, YOU KNOW, WE'RE WANTING, WE ARE THE STEWARDS OF THE FUNDS, SO WE WANT TO BE VERY, VERY CAREFUL WITH THAT.

UM, WE DO REQUIRE A RELEASE, UM, FROM A RELEASE OF LIEN FROM THE CONTRACTORS THAT DID THE WORK THAT SHOWS THAT THEY ARE FULLY PAID, UM, YOU KNOW, PHOTOGRAPHS, DOCUMENTARY, DOCUMENTING BEFORE AND AFTER, UM, THEY SIGN A CERTIFICATE OF COMPLIANCE, AND THEN WE SEND OUT OUR BUILDING INSPECTOR THAT GOES THROUGH A CHECKLIST THAT SAYS, THESE ARE ALL THE THINGS THAT WERE ON THAT LIST THAT THEY SAID THEY WERE GOING TO DO.

AND THEY HAVE, THEY HAVE, THEY HAVE.

AND ONCE WE GET THAT, UH, CHECK MARK FROM OUR BUILDING INSPECTION, THEN WE WILL GO AHEAD AND, UM, HONOR THEIR REIMBURSEMENT.

SO, UM, SO THAT'S KIND OF IT IN A NUTSHELL.

UM, AGAIN, UM, AVAILABILITY OF FUNDS, KEEPING IN THE CHARACTER OF THE HISTORIC DISTRICT, MAKING SURE THAT THE REVITALIZATION THAT THE APPLICANT IS WANTING TO DO IS GOING TO ADD, UM, TO THE ECONOMIC IMPACT, UM, OF THE DISTRICT, ARE ALL SOME OF THE DIFFERENT CRITERIA THAT THE REVIEW COMMITTEE IS CONSIDERING WHEN THEY DECIDE TO APPROVE, UM, THE PARTICULAR PROJECT THAT'S IN FRONT OF THEM.

UM, OBVIOUSLY THERE WILL BE SOME FLEXIBILITY AS THOSE YEARS, UM, AS WE SEE THOSE YEARS BECAUSE THE NUMBERS MAY COME IN SLIGHTLY BETTER.

UH, THEY'RE A PRETTY CONSERVATIVE BUDGET TEAM.

UM, BUT UM, WE MAY FALL ON TIMES THAT WE WEREN'T EXPECTING AND WE MIGHT BE A LITTLE BIT LEANER.

AND SO, UH, WE HAVE THE FLEXIBILITY TO, UM, REVISIT THIS YEARLY, UM, TO MAKE SURE THAT WE STAY IN BUDGET, BUT YET CAN GIVE AS MUCH TO OUR CHIEFEST DISTRICT AS POSSIBLE.

AND, AND I JUST WANTED, IF THEY, IF THEY LATCH ONTO THIS THING OVER HERE AND IT BECOMES A, I MEAN, I KNOW IT'S A PUBLIC RESTROOM, I COULDN'T UNDERSTAND WHY I, AND I TALKED WITH, WITH THE PEOPLE AT EL CENTRAL AND THEY SAID, NO, THIS IS A PUBLIC COLLEGE, SO CONSEQUENTLY EVERYBODY CAN USE THIS RESTROOM REGARDLESS OF WHAT THEY WANT TO USE IT FOR.

AND UM, AGAIN, THE TRAFFIC DOWNTOWN, IF YOU TRY TO GET A PARKING PLACE, YOU KNOW, YOU KNOW, THE WORLD HAS CHANGED PRETTY SIGNIFICANTLY.

AND AS I SEE IT SPREADING AND AS WE'RE TAKING IN OTHER AREAS, EVEN THE STUFF THAT'S BEING DISCUSSED IN THE BOND COMMITTEE ABOUT MOVING THE FOREST JUPITER THING AS WELL AS MOVING OUT TO, UH, TO EXPAND INTO OTHER AREAS THAT NEED ECONOMIC REDEVELOPMENT THAT HAVE TURNED INTO BASICALLY WASTELANDS AND DART ALSO HAS A NUMBER OF PROPERTIES HERE THAT ARE IN PLAY THAT THEIR TYPICAL PARKING WHEN BEFORE DURING COVID, UM, AND BEFORE PEOPLE AFTER COVID IT, IT'S GONE FROM LIKE 61% USE TO 21% ON SOME OF THEIR PARKING LOTS.

SO IT'S JUST, JUST TO KEEP US SURPRISED OF, OF AS DECISIONS COME FORWARD, IT MAY BE SOMETHING THAT WILL BE A GOOD BACKGROUND, SO IF IT'LL TAKE A WHILE TO PULL IT TOGETHER.

BUT YEAH, THE STAFF HAS BEEN WORKING ON A LOT OF THINGS THEY'RE PULLING TOGETHER, SO, UM, IT WOULD BE INTERESTING TO HAVE.
