AND SO WHEREAS MUNICIPAL COURTS PLAY A SIGNIFICANT ROLE IN PRESERVING PUBLIC SAFETY AND PROMOTING QUALITY OF LIFE IN TEXAS, AND WHEREAS MORE PEOPLE COME IN CONTACT WITH MUNICIPAL COURTS THAN ANY OTHER TEXAS COURTS COMBINED, AND, AND PUBLIC IMPRESSION OF THE TEXAS JUDICIAL SYSTEM IS LARGELY DEPENDENT ON THE PUBLIC'S EXPERIENCE IN THE MUNICIPAL COURTS. AND WHEREAS THE CITY OF GARLAND HAS HOSTED THE BRAD NEIGHBOR MUNICIPAL COURT SINCE 1987, AND WHEREAS TEXAS STATE LAW AUTHORIZES A MUNICIPALITY TO EITHER APPOINT OR ELECT MUNICIPAL JUDGES FOR A TERM OF OFFICE, THE MUNICIPAL COURT OF THE CITY OF GARLAND IS A STATE COURT, AND ITS JUDGES ARE MEMBERS OF THE STATE JUDICIARY, AND WHEREAS THE PROCEDURES FOR THE BRAD NEIGHBOR MUNICIPAL COURT OPERATIONS ARE SET FORTH IN THE TEXAS CODE OF CRIMINAL PROCEDURE AND OTHER LAWS OF THE STATE OF TEXAS. AND WHEREAS THE CITY OF GARLAND IS COMMITTED TO THE NOTION THAT OUR LEGAL SYSTEM IS BASED ON THE PRINCIPLE OF AN INDEPENDENT FAIR AND COMPETENT JUDICIARY AND WILL INTERPRET AND APPLY THE LAWS THAT GOVERN US, AND THAT JUDGES AND COURT PERSONNEL SHOULD COMPLY WITH THE LAW AND ACT IN A MANNER THAT PROMOTES PUBLIC CONFIDENCE IN THE INTEGRITY AND IMPARTIALITY OF THE JUDICIARY. AND WHEREAS GARLAND MUNICIPAL JUDGES ARE NOT POLICYMAKERS FOR THE CITY OF GARLAND, BUT ARE BOUND BY THE LAW AND THE CANONS OF JUDICIAL CONDUCT, AND ARE REQUIRED TO MAKE DECISIONS INDEPENDENT OF THE GOVERNING BODY AND THE CITY COUNCIL. SO CITY OF GARLAND, WE'RE PLANNING TO APPLY FOR TWO EPA BROWNFIELD GRANT THIS YEAR. SO THIS IS THE TWO GRANT WE ARE APPLYING FOR. THE FIRST ONE IS CLEANUP GRANTS. THIS IS A SITE SPECIFIC. WE ARE APPLYING FOR THIS GRANT FOR THE 530 CLARA BARTON BOULEVARD. THIS IS A MEDICAL DISTRICT. ANOTHER ONE IS COMMUNITY ASSESSMENT GRANT. SO 530 CLARA BARTON. THIS IS THE SITE WE ARE WELL AWARE THIS MEDICAL DISTRICT AND SIX ACRE IN RED IN THE MAP THAT'S RECENTLY WELL EARLY THIS YEAR FOUNDATION ACQUIRE AND THEN VA HOSPITAL IS NORTH ON THE SITE AND IN MAP IN YELLOW SHOWING ALSO FOUNDATION OWNED. WE ACQUIRED IN 2021. SO THIS SIX ACRE SITE WAS YELLOW IN THE MAP. IT WAS SIX ACRE FORMER VERO MANUFACTURING COMPANY WHEN THEY RELOCATED AT THAT TIME, THEY ENROLLED IN A STATE VOLUNTARY CLEANUP PROGRAM, AND AT THAT TIME THEY ACHIEVED THE HIGHEST STANDARD. AS WE KNOW, THE POLICY CHANGE RESTRICTION.AND THAT'S ALL CHANGE. SO WHEN FOUNDATION ACQUIRED THE SITE IN APRIL 2020 FOR PHASE ONE, STUDY, RECOMMENDED FURTHER ASSESSMENT DUE TO LIMITATION OF THE PRIOR PRIOR CLEANUP STANDARD. SO THAT'S THE REASON WE ARE APPLYING FOR THIS CLEANUP. GRANT FROM EPA. AND WE ARE APPLYING
