The Chairman will announce the agenda and provide an opportunity for members of the audience and the Plan Commission to request that an item be removed and considered separately.] PUBLIC INPUT. AND AGAIN, NAME AND ADDRESS, PLEASE. WE'LL START TONIGHT WITH OUR CONSENT AGENDA. CONSENT AGENDA ARE ITEMS THAT THE COMMISSIONERS HAVE REVIEWED AND WILL BE VOTING TO APPROVE IN ONE VOTE. I WILL CALL OUT THE AGENDA ITEMS. ANY COMMISSIONER OR ANYBODY IN THE PUBLIC WHO WANTS AN ITEM REMOVED FOR INDIVIDUAL CONSIDERATION. JUST LET ME KNOW AND I WILL DO THAT. ALRIGHTY. CONSENT AGENDA ITEM ONE A CONSIDER APPROVAL OF PLAN COMMISSION MINUTES FOR THE OCTOBER 28TH, 2024 MEETING. ITEM TWO A PLAT 24 DASH 26 CENTERVILLE PLAZA SHOPPING CENTER REPLAT PLAT TWO. ITEM TWO B PLAT 24 DASH 28 SIKH TEMPLE OF NORTH TEXAS. NUMBER TWO FINAL. THOSE ARE THE ONLY ITEMS ON OUR CONSENT AGENDA. I SEE NOBODY WANTING TO REMOVE AN ITEM. SO COMMISSIONERS. DO I HEAR A MOTION TO APPROVE? NOTHING SHOWING UP. COMMISSIONER, AND NOTHING, NOTHING SHOWING UP IN MY BOARD. IT'S MY OOPS, SORRY, COMMISSIONER. PARIS. I MOVE THAT WE ACCEPT THE CONSENT AGENDA AS IT'S BEEN PRESENTED AND READ. SECOND. MOTION BY COMMISSIONER PARIS. I BELIEVE I HEARD THE SECOND BY COMMISSIONER DALTON TO APPROVE THE CONSENT AGENDA. SEEING NO DISCUSSION. PLEASE VOTE. IT PASSES. EXCUSE ME. UNANIMSLY. NEXT ITEM ON THE [a. Consideration of the application of the City of Garland, requesting approval of a change in zoning from Planned Development (PD) District 85-62, Planned Development (PD) District 86-5, and Single-Family-7 (SF-7) District to Agricultural (AG) District. The site is located at 2701 East Centerville Road. (District 2) (File Z 24-34)] AGENDA IS OUR ZONING CASE AND ITS CONSIDERATION OF THE APPLICATION OF THE CITY OF GARLAND. GARLAND REQUESTING APPROVAL OF A CHANGE IN ZONING FROM PLANNED DEVELOPMENT DISTRICT 85, DASH 62 AND PLANNED DEVELOPMENT DISTRICT 86, DASH FIVE AND SINGLE FAMILY SF SEVEN DISTRICT TO AN AGRICULTURAL DISTRICT. THIS SITE IS LOCATED AT 2701 EAST CENTERVILLE. GO FOR IT AND LET ME GET THERE YOU GO. THANK YOU. CHAIR. SO THIS REQUEST IS TO REZONE A PROPERTY FROM PLANNED DEVELOPMENT AND SF SEVEN USES, ALLOWING THOSE THOSE ZONINGS DO ALLOW DIFFERENT TYPES [00:05:04] OF COMMERCIAL INDUSTRIAL TYPE USES. AND PORTION OF IT IS ALSO ZONED SF SEVEN. BUT THE REQUEST IS TO GO FROM THOSE USES AND THOSE ZONING TO AN AGRICULTURAL DISTRICT. SO THIS IS A CASE THAT IS A LITTLE DIFFERENT THAN MOST CASES THAT YOU ALL SEE UP HERE. THIS APPLICATION IS REQUESTING TO CHANGE THIS PROPERTY ZONING FROM A MORE INTENSE USE TO THE LEAST INTENSE AND MOST RESTRICTIVE ZONING DISTRICT THAT THE CITY HAS, WHICH IS AGRICULTURAL. SO HERE WE HAVE THE KIND OF DETAILS OF THE SITE. THIS IS A 91.378 ACRE PIECE OF PROPERTY OWNED BY THE CITY OF GARLAND. IT'S GENERALLY LOCATED AT 2701 EAST CENTERVILLE ROAD. THE CURRENT ZONING AGAIN IS PD 85 DASH 62, PD 86, DASH FIVE. BOTH OF THOSE ALLOW A WIDE RANGE OF COMMERCIAL AND INDUSTRIAL USES. AGAIN, THOSE ARE THE CURRENT USES. THERE'S ALSO A LITTLE BIT OF SF SEVEN ZONING ON THIS PROPERTY, WHICH ALLOWS FOR SINGLE FAMILY RESIDENTIAL. AS YOU ALL MAY RECALL, THERE WAS A ZONING CASE ON THIS PROPERTY EARLIER THIS YEAR, I BELIEVE, WHERE THE APPLICANT PROPOSES PROPOSED SOME INDUSTRIAL ORIENTED USES SUCH AS BULK MATERIAL STORAGE AND LINEMAN TRAINING CENTER. THAT CASE WAS RECOMMENDED FOR DENIAL BY THE PLANNING COMMISSION, AND IT WAS WITHDRAWN PRIOR TO THE COUNCIL MEETING. IN LIGHT OF THAT, THE CITY WANTED TO PROACTIVELY CONSIDER AND EVALUATE THE OPTIMUM USES FOR THIS SITE AND DETERMINED THAT AGRICULTURAL LAND USES SHOULD PREVAIL TO PRESERVE THE INTEGRITY OF THE SURROUNDING NEIGHBORHOODS. SO THAT'S KIND OF THE BACKGROUND OF THE CASE. IT'S LOCATED IN DISTRICT TWO, AS YOU SAW ON THE PREVIOUS SLIDE. HERE, WE HAVE THE LOCATION MAP. THE SITE IS CURRENTLY UNDEVELOPED. IT IS HEAVILY TREED. IT HAS SOME FLOODPLAIN ON IT, AND IT HAS GFL ELECTRIC TRANSMISSION LINE COVERAGE TO THE NORTH OF THE SITE ACROSS THE RAILROAD. IT'S ALL ZONED INDUSTRIAL TO THE SOUTH AND TO THE WEST. WE HAVE SINGLE FAMILY LOTS, AND TO THE EAST WE HAVE AGRICULTURAL ZONED LAND. THERE IS A WATER TREATMENT PLANT IN THERE AND SOME UNDEVELOPED LAND AS WELL. NEXT SLIDE PLEASE. SO WE LOOKED UP THE COMPREHENSIVE PLAN AND THIS AREA IS GENERALLY DESIGNATED TO BE PARKS AND OPEN SPACE. IN THE COMPREHENSIVE PLAN WHICH MEANS WHICH MEANS WHAT IS BEING PROPOSED TO REZONE THIS INTO AGRICULTURAL IS FULLY ALIGNED WITH THAT VISION THAT WE HAVE IN OUR COMPREHENSIVE PLAN. HERE WE HAVE SOME PHOTOS OF THE SITE FROM THE SITE TAKEN FROM DIFFERENT ANGLES. JUST SO YOU HAVE A GOOD IDEA OF THE GENERAL LOOK AND FEEL OF THE AREA. NEXT SLIDE PLEASE. HERE IS ANOTHER KIND OF SITE PLAN, ANOTHER CHANCE TO LOOK AT THE SITE AND ITS SURROUNDING. NEXT SLIDE PLEASE. SO IN A NUTSHELL, AGRICULTURAL ZONING ON THIS SITE WOULD BE COMPATIBLE AND COMPLEMENTARY TO THE SURROUNDING NEIGHBORHOODS, WITH IT BEING AN ADDITIONAL BUFFER BETWEEN THE NEIGHBORHOODS TO THE SOUTH AND THE INDUSTRIAL USES THAT WE HAVE ON THE NORTH. IT WOULD ALSO BE ABLE TO PROVIDE DESIRED OPEN AND GREEN SPACE FOR THAT AREA OF THE CITY. AND AS MENTIONED BEFORE, IT IS SUPPORTED BY OUR COMPREHENSIVE PLAN. SO STAFF'S RECOMMENDING APPROVAL. NEXT SLIDE PLEASE. SO WE RECEIVED EIGHT RESPONSES FROM THE NOTIFICATION AREAS. FOUR ARE IN FAVOR AND FOUR IN OPPOSITION. I DO WANT TO POINT OUT THAT WHEN WE READ THE COMMENTS WRITTEN ON THE LETTERS THAT WERE PROVIDED TO US IN THE RESPONSES, THE RESIDENTS WERE ACTUALLY ASKING TO PRESERVE THIS AREA, PRESERVE THE PRESERVE THE INTEGRITY OF THE OF THE GREEN SPACE, WHICH IS EXACTLY WHAT WE ARE TRYING TO DO WITH THIS PROPOSED REZONING. SO WITH THAT, I'M AVAILABLE FOR QUESTIONS. ANY QUESTIONS? JUST AN EXTRA POINT OF CLARIFICATION. THIS PREVENTS ANYTHING, ANY COMMERCIAL DEVELOPMENT, ANY RESIDENTIAL DEVELOPMENT. IF ANYBODY WERE TO PROPOSE THAT, THEY WOULD HAVE TO COME BACK BEFORE US AGAIN. CORRECT. IT WILL HAVE TO BE A REZONING REQUEST. IT WOULD BE A REZONING. SO THIS IS JUST OPEN SPACE PARK. CORRECT. ALL RIGHT. THANK YOU. ANY ANY OTHER COMMISSIONER ROSE? SO, CHAIRMAN, YOUR YOUR QUESTIO. DOES THAT INCLUDE THE FACT THAT THE CITY CAN'T DEVELOP IT AT ALL? IT HAS TO REMAIN AN OPEN AREA, NOT NECESSARILY A PARK, JUST AN OPEN AREA. IT HAS TO BE ANYTHING THAT THE CITY WANTS TO DO OR ANYONE WANTS TO DO, HAS TO BE IN COMPLIANCE WITH THE AGRICULTURAL ZONING DISTRICT, [00:10:04] WHICH IS VERY LIMITED, WHICH ARE USUALLY AGRICULTURAL USES. YES. THANK YOU. ANY ANY OTHER QUESTIONS? I ONLY HAVE ONE SPEAKER CARD ON THIS ITEM. LAURA PERKINS COX. COME ON DOWN. OR SHALL I SAY THE HONORABLE FORMER COUNCIL LADY. HELLO. GOOD EVENING. CHAIRMAN. VICE CHAIRS, MEMBERS OF THE PLANNING COMMISSION. STAFF. MY NAME IS LAURA PERKINS COX. I LIVE AT 718 BAR DRIVE, GARLAND, TEXAS, AND I AM HERE AS THE IN MY CAPACITY BOTH AS A AS A HOMEOWNER IN MILL CREEK CROSSING, BUT ALSO AS THE PRESIDENT OF THE MILL CREEK CROSSING NEIGHBORHOOD ASSOCIATION. AND WE ARE IN FULLY IN SUPPORT OF THIS OF THIS PROPOSED ZONING. WE FIND THAT THAT'S GOING TO DO EXACTLY WHAT WE'VE BEEN ASKING FOR ALL ALONG, WHICH IS TO PRESERVE THIS AREA OF NATURAL BEAUTY BEHIND OUR HOMES AND ALLOW IT TO BE A PEACEFUL OASIS THAT PRESERVES OUR PROPERTY VALUES. AND IT'S HARD TO FIND BEAUTIFUL OPEN SPACE ANYMORE, YOU KNOW, IN THE CITY. I REALLY WANT TO SAY THAT I APPRECIATE STAFF AND THIS COMMISSION FOR THEIR ACTIONS IN THE PREVIOUS ZONING CASE, BECAUSE AS WE KNOW, THE FIRST ZONING APPLICATION BY THE CITY WAS DENIED BY THIS COMMISSION. AND THEN THE CITY WENT BACK AND LOOKED AT IT AND THEY CAME TO WHAT WE BELIEVE IS THE CORRECT CONCLUSION, WHICH IS TO PRESERVE THIS IN ACCORDANCE WITH WHAT ENVISION GARLAND HAS TO SAY ABOUT THE USE OF THIS LAND, THE APPROPRIATE USE OF THIS LAND. SO WE ARE HERE JUST TO SAY THANK YOU. AND THAT'S ALL I HAVE. I'M HERE TO ANSWER ANY QUESTIONS. THOSE ARE MY NEIGHBORS, OKAY? THOSE ARE MY NEIGHBORS OUT THER. YEAH. SO ANY QUESTIONS I SEE NONE. THANK YOU. THANK YOU VERY MUCH. I FORGOT TO MENTION THAT COMMISSIONER JENKINS HAS RECUSED HIMSELF FROM THIS ITEM. IS THERE ANYBODY ELSE IN THE AUDIENCE WHO CARE TO SPEAK? SEEING NONE, COMMISSIONERS. MOTION. DISCUSSION. COMMISSION. DALTON. I'D LIKE TO MAKE A MOTION THAT WE CLOSE THE PUBLIC HEARING AND RECOMMEND APPROVAL FOR STAFF RECOMMENDATION. SECOND MOTION BY COMMISSIONER DALTON. I BELIEVE I HEARD THE FIRST SECOND FROM COMMISSIONER PARIS TO APPROVE PER STAFF RECOMMENDATION, ANY DISCUSSION. PLEASE VOTE. THAT PASSES UNANIMOUSLY. ALL RIGHT. [a. Garland Forward 2050 Comprehensive Plan - Discussion and Feedback from Plan Commission Members ] NEXT ITEM ON OUR AGENDA IS MISCELLANEOUS ITEM. GARLAND. FORWARD 2050 COMPREHENSIVE PLAN DISCUSSION AND FEEDBACK FROM PLANNING COMMISSION MEMBERS. OH, OKAY. GO AHEAD. YEAH. SO AS YOU ALL ARE AWARE, WE HAD KICKED OFF THE COMPREHENSIVE PLAN PROCESS HERE A COUPLE MONTHS AGO AND WE HAD A COMMUNITY MEETING ON OCTOBER 15TH. SO WE HAD SENT OUT THE PRESENTATION AND THE VIDEO OF THAT PRESENTATION TO THE PLANNING COMMISSION MEMBERS. I KNOW SOME OF YOU ALL HAD ATTENDED THAT MEETING AS WELL. SO DID YOU HAVE A CHANCE TO WATCH THE PRESENTATION AND THE VIDEO FROM OCTOBER 15TH? OKAY, SO JUST TO SUMMARIZE, IT WAS BASICALLY FOCUSED ON FISCAL HEALTH AND A PRESENTATION THAT KIND OF CONFIRMED THAT ALL THE COMPONENTS OF THE COMPREHENSIVE PLAN LAND USE, HOUSING, STREETS, EVERYTHING WILL BE TIED TO THE FISCAL HEALTH OF GARLAND. BUT WITH THAT, WE WANTED TO TAKE THIS OPPORTUNITY TO HEAR FROM YOU WHAT YOU THOUGHT OF THE PRESENTATION. IF THERE ARE ANY QUESTIONS, SOME WE MAY BE ABLE TO ANSWER, SOME WE MAY BE ABLE TO ANSWER YOU IN THE FUTURE. SO JUST WANTED TO TAKE THIS OPPORTUNITY TO GATHER FEEDBACK ON THE OCTOBER 15TH COMMUNITY MEETING PRESENTATION THAT WAS MADE. COMMISSIONERS. COMMISSIONER JENKINS, THERE YOU GO. THANK YOU. MR. CHAIR. OVERALL, I THINK THAT VIRGINITY I'M PROBABLY NOT SAYING THEIR NAME CORRECTLY, DUNDEE OR DUNDEE DID A PHENOMENAL JOB WITH THE PRESENTATION, AND I WOULD AGREE THAT WE SHOULD PROBABLY BE SPEAKING THE SAME LANGUAGE AS IT RELATES TO A LOT OF THE DEVELOPMENTS THAT WE'LL BE DISCUSSING MOVING FORWARD INTO THE FUTURE. THE ONE QUESTION THAT CAME TO MIND WAS, HOW DO WE ASSESS THE VALUE OF LAND? I WANTED SOME MORE EXPLANATION ABOUT THAT, IF POSSIBLE. I DON'T HAVE THE ANSWER FOR IT RIGHT NOW, BUT VIRGINITY WILL BE PROVIDING ANOTHER PRESENTATION. I BELIEVE IT'S ON DECEMBER 11TH, AND THAT'S WHEN THEY'LL TAKE A DEEPER DIVE INTO GARLAND'S LAND AND GARLAND'S ANALYSIS LAND [00:15:07] ANALYSIS. AND I THINK THERE WILL BE AN EXCELLENT OPPORTUNITY TO ASK THAT QUESTION AND HAVE A POSSIBLE GOOD ANSWER FROM THEM. I DO HAVE A NOTE ABOUT THEIR SCHEDULE AND GARLAND LAND USE FISCAL ANALYSIS RESULTS ON DECEMBER 11TH, 6 P.M, PROBABLY OVER AT THE ATRIUM AGAIN, AND IT WILL BE VIDEO, ANGELA SAYING IT WILL BE HERE OR IT'LL BE HERE. WILL THIS BE A JOINT MEETING? OKAY. LEARN SOMETHING NEW EVERY NIGHT. ALL RIGHTY. ANY OTHER QUESTIONS? I DO HAVE A FEW NOTES AND IT MAY BE MORE FOR, YOU KNOW, THOUSANDS AND THOUSANDS OF VIEWERS TO CONTEMPLATE. BUT IT'S A NEW KIND OF MINDSET. I DID DO SOME LOOKING IN VIRGINITY IS A VERY WELL RESPECTED COMPANY AND THEY'RE APPROACHING LAND PLANNING A LITTLE BIT DIFFERENT IN THAT THEY'RE LOOKING AT THE FINANCIAL HEALTH OF THE CITY BECAUSE AS THEY POINTED OUT, THINGS WEAR DOWN AND THINGS NEED TO BE REPLACED. AND CITIES DO NOT BUDGET FOR THAT. OR DO THEY PLAN FOR IT IN GETTING THE MOST VALUE OUT OF THE LAND? SOME OF YOU LIVE IN HOAS. HOAS HAVE TO HAVE A RESERVE FUND IN ORDER TO PAY FOR REPLACING A WALL AND DO THINGS LIKE THAT. CITIES DON'T. AND WHAT HE EXPLAINED IS DURING THE GOOD TIMES, THE MONEY'S THERE. NEW DEVELOPMENTS COMING IN, NEW MONEY COMING IN, AND THEN IF THEY GET EXTRA MONEY, THEY EITHER SPEND IT. AND THIS IS JUST CITIES IN GENERAL. WE'RE NOT TALKING NECESSARILY ABOUT GARLAND. THEY EITHER SPEND IT OR REDUCE TAXES AND THEN THEY DON'T HAVE THE FUNDS 30, 50 YEARS DOWN THE ROAD TO DO SOME OF THE THINGS THAT NEED TO BE DONE. SO PART OF THEIR TASK IS TO LOOK AT HOW DO WE DEVELOP AND REDEVELOP IN THE FUTURE TO MAXIMIZE INCOME, TO KEEP THINGS IN GARLAND UP AND RUNNING AND IN GOOD SHAPE AND A LITTLE INTERESTING FACT IS THAT ABOUT TEN YEARS AGO, IT USED TO TAKE A HOUSE VALUE OF $350,000 TO COVER ITS COST TO THE CITY. THAT IS UP TO 6 TO $700,000. NOW. AND VERY FEW OF THE HOUSES IN OUR CITY COME UP TO THAT AMOUNT. GARLAND IS LUCKY IN THAT WE'VE GOT AN INDUSTRIAL BASE AND SOME HAVE A RETAIL BASE TO HELP MAKE UP THE DIFFERENCE, AND THEY WERE ALSO TALKING ABOUT DENSITY AND HOW THAT'S IMPORTANT. AND IN MY OPINION, GARLAND HAS BEEN IN THE FOREFRONT OF THAT BECAUSE WE HAVE APPROVED INNOVATIVE APARTMENTS, TOWNHOMES AND, OH, I THINK JUST THIS PAST WEEK, SMALL SINGLE FAMILY RENTAL PROJECT, WHAT'S CALLED HORIZONTAL MULTIFAMILY, WHICH OPENED UP IN THE CITY. AND WE'RE TALKING ABOUT MAKING NEIGHBORHOODS DESIGNED FOR MORE INTERACTION, LITTLE THINGS LIKE FRONT PORCHES CLOSER TO THE STREET AND MAYBE THE STREETS A LITTLE NARROWER TO SLOW DOWN TRAFFIC. BUT THE DENSITY PAYS FOR ITSELF, AND GARLAND IS ALREADY DOING THAT. AND THEN THEY TALKED A LOT ABOUT MIXED USE. WE IN THE PAST HAVE CASE IN POINT OUT THERE WHERE ALL THE APARTMENTS AND OUR DATA CENTERS ARE. THAT WAS SLATED TO BE MIXED USE WITH EMPLOYMENT, LIVING, HOUSING. IT DIDN'T REALLY HAPPEN. IT'S GOING TO BE A GOOD INCOME MAKER WITH THE DATA CENTERS THERE. BUT WHEN IT COMES TO OUR JOB, WE NEED TO HOLD PEOPLE MORE TO THE MIXED USE ASPECT WHEN THEY COME THROUGH WITH THESE. THESE PLANS. ALL RIGHT. AND THAT'S JUST A QUICK TWO MINUTE SUMMARY. MAY HAVE BEEN THREE, BUT COMING FORWARD FOR THE PEOPLE OUT THERE, THERE'S A NEW SURVEY ON THE GARLAND FORWARD.COM WEBSITE. AND IT'S A GOOD SURVEY. IT EVEN TOOK ME TIME TO THINK ABOUT THE ANSWERS AND FINISH IT OUT. BUT THERE'S QUESTIONS THERE FOR EVERY CITIZEN TO THINK ABOUT. AND INPUT. SO IF YOU CAN GO TO GARLAND FORWARD .COM THERE'S A SURVEY THERE. PLEASE GO AND FILL IT OUT. ALSO WE REFERENCED A VIDEO AND ABOUT THAT LAST PRESENTATION. YOU CAN FIND IT ON YOUTUBE AT THE CITY OF GARLAND, TEXAS YOUTUBE PAGE OR AT GARLAND CT.GOV. SO GO TO YOUTUBE, SEARCH GARLAND FORWARD VIDEOS OR CITY OF GARLAND, TEXAS, AND YOU'LL BE ABLE TO FIND IT. ALL RIGHT. THAT'S JUST A QUICK RUN THROUGH AND ANY OTHER INPUT FROM ANYBODY. DID I JOG? ANY IDEAS? COMMISSIONER DUCKWORTH, I HAVE THE OF THE OPPORTUNITY TO BE SERVING ON THE BOND COMMITTEE, AND I DON'T KNOW IF ANY OF YOU HAVE BEEN PAYING ATTENTION TO THAT OR LISTENING IN. SO I'M GOING TO TRY TO SAY ANYTHING I SAY IS PUBLIC INFORMATION THAT'S COME THROUGH THAT COMMITTEE, AS YOU MAY NOT KNOW, BUT THE COMMITTEE WAS ORIGINALLY ORGANIZED AND GIVEN A GOAL OF $150 MILLION ECONOMIC REDEVELOPMENT BOND PROGRAM AND A [00:20:08] LOT OF THE THINGS YOU SAID, CHAIRMAN, IS FALLS IN, TOGETHER WITH WHAT WE AS A COMMITTEE HAVE BEEN DISCUSSING. WE'RE TRYING TO WE'VE CLONED A PHRASE, THE BIGGEST BANG FOR THE BUCK. WE'RE TRYING TO LOOK FOR AREAS THAT WILL THE MONIES FROM THE BONDS THAT WE PUT INTO THOSE AREAS WILL CREATE ECONOMIC REDEVELOPMENT AROUND THEM. SOMEBODY IS GOING TO DO WITH RESIDENTIAL. IT'S GOING TO COVER JUST ABOUT EVERY FACET OF OUR CITY. SO I'M LOOKING VERY FORWARD TO THAT COMING OUT. PREVIOUS CITY COUNCIL, THE COUNCIL PITCHES PITCHED US 100. ANOTHER $207 MILLION FOR STREETS AND SIMILAR IMPROVEMENTS. SO THURSDAY NIGHT WE'LL BE BACK, GETTING BACK TOGETHER TO DISCUSS THAT. AND I THINK PRELIMINARILY OUR RECOMMENDATION, MY RECOMMENDATION, MY THOUGHT AT THIS POINT WOULD BE TO ADD THAT TO ABOUT 210 MILLION, WE FIND TO RUN AROUND THE NUMBERS UP TO INCLUDE THAT IN THE BOND. AND IT'S ALL FOR STREETS IMPROVEMENTS. SO IT'LL BE IT'S GOING TO BE GOING TO WHERE THE RUBBER MEETS THE ROAD, SO TO SPEAK, FOR OUR CITIZENS. I KNOW OUR CITY GOT BEHIND MANY YEARS AGO BY NOT HAVING BOND PROGRAMS, ACTIVE BOND PROGRAMS TO KEEP OUR STREETS AND INFRASTRUCTURE UP. SO WE ALL KNOW IT'S A PART OF CATCHING UP IS WE NEED TO DO THAT, AND THIS WILL BE A NO TAX INCREASE PROPOSAL TO THE CITY. SO OUR CITIZENS SHOULDN'T HAVE TO WORRY ABOUT AN ADDITIONAL PAYING ADDITIONAL TAXES FOR THAT. IT'S BUILT INTO THE EXCUSE ME, IT'S BUILT INTO THE TOTAL DONUT, SO TO SPEAK, OF FUNDS AVAILABLE FOR THAT. SO I'D BE GLAD TO TRY TO ANSWER ANY QUESTIONS, BUT JUST I THINK IT WILL GO ALONG WITH OUR BOND WITH THIS STUDY. I THINK WE'RE THIS BOND PROGRAM IS GOING TO ADD SOME EMPHASIS AND SOME INTEREST IN OUR TO OUR CITIZENS AND, AND SHOW THEM THAT AS A, AS A CITY THAT WE'RE TRYING TO MOVE FORWARD AS QUICKLY AS WE CAN AND STAY WITHIN THE TAXABLE MEANS THAT WE HAVE. THANK YOU. AND TO THAT POINT, WHAT THEY WERE INDICATING, EXCUSE ME. AND NO CITY'S DONE THIS, QUITE FRANKLY, HAD WE ANY CITY DONE DEVELOPMENT ALONG STRONG TOWN IDEAS, THE INCOME WOULD BE ENOUGH TO WHERE THOSE BOND PROGRAMS COULD BE LESS SO THOSE ARE THINGS WE NEED TO WORK FOR IN THE FUTURE BECAUSE WE'RE IN REDEVELOPMENT MODE. WE'RE OUT OF WHAT THEY CALL GREEN SPACE TO DEVELOP THE EASY STUFF. NOW COME THE HARD DECISIONS AND WITH THE EXPANSION OF 635 AND ONE AND WE HAVE 190, WE'RE IN A PRIME POSITION FOR REDEVELOPMENT. PEOPLE DON'T WANT TO TRAVEL ALL THE WAY FROM OKLAHOMA TO WORK IN DOWNTOWN DALLAS. SO IF WE'RE SMART AND WITH THE ECONOMIC DEVELOPMENT FUNDS, THE CITY CAN BOUNCE RIGHT BACK. GO AHEAD. YOU'RE STILL ALIVE, SIR. OH, NO. YOU'RE NOT. NO YOU ARE. YOU SPARKED ANOTHER BRAIN CELL WHEN YOU SAID SOMETHING. IT'S A TERM THAT A NEW TERM THAT WE'VE USED OR HEARD IS BEING ALMOST A BUILT OUT CITY. INSTEAD OF GROWING THIS WAY, WE WILL BE GROWING THIS WAY. SO MORE LIKELY IN THE FUTURE AS A AS A CITY COMMISSIO, COUNCIL WILL BE LOOKING AT MAYBE SOME TALLER STRUCTURES IN SOME AREAS THAT WE MIGHT NOT HAVE ORIGINALLY THOUGHT THAT THAT'S WHAT'S GOING TO GO THERE. BUT AS WE CAN SEE WITH SOME OF THE DEVELOPMENTS THAT ARE THREE, 4 OR 5 STORIES, SO IT TAKES THAT ONE OF THE THINGS THAT THAT REALLY GOT MY ATTENTION IN THE BOND STUDY IS THAT YOU LOOK AT SOME OF THE SOME OF THE LAND IN OUR AREA, THE TAX REVENUE AND THE AND THE REAL ESTATE TAX REVENUE IS, IS DOLLAR AMOUNTS THAT I NEVER WOULD HAVE CONCEIVED. AND THAT'S WHAT IT'S GOING TO TAKE FOR OUR CITY TO, TO MOVE FORWARD AND TO BE THE GREAT CITY. IT CAN AND WILL BE. THANK YOU. YEAH. AND WHEN WE TALK ABOUT REDEVELOPMENT, WE'RE NOT TALKING ABOUT WHOLESALE CHANGES TO ALL THE NEIGHBORHOODS IN THE CITY. NO. AND THAT'S PART OF WHAT THIS GROUP IS GOING TO DO. MAYBE IDENTIFY PARTS OF THE CITY, COMMERCIAL AND OTHERS THAT COULD USE ME PROPER REDEVELOPMENT. BUT WE'RE NOT THE CITY IS NOT OUT TO CHANGE EVERYBODY'S HOME OR ANYTHING LIKE THAT. SO ALL RIGHT, ANYTHING ELSE? OKAY. LET'S SEE. I GOT MY NOTE HERE. WHEN'S OUR NEXT MEETING? THAT WAS LAST ITEM ON OUR AGENDA. SO UNTIL OUR NEXT SCHEDULED MEETING, WHICH IS NOVEMBER 25TH, AS OF 654, * This transcript was compiled from uncorrected Closed Captioning.
