MEETING OF THE DEVELOPMENT SERVICES COMMITTEE.MYSELF, I'M CHAIRMAN DYLAN HEDRICK.
WITH ME, I HAVE DEPUTY MAYOR PRO, TIM MARGARET LUT AND COUNCIL MEMBER JEFF BASS.
THE FIRST I'M ON AN AGENDA IS PUBLIC COMMENTS.
I DON'T SEE ANYBODY HERE FROM THE PUBLIC, BUT WE ALWAYS WELCOME ANY PUBLIC COMMENTS IF THERE'S ANYBODY WISH TO SPEAK.
FIRST ITEM WE HAVE FOR INDIVIDUAL CONSIDERATIONS IS APPROVAL OF THE MINUTES FROM THE OCTOBER 21ST, 2024 MEETING.
NOW WE'RE CONSIDERING IT IS SPECIAL USE PERMIT REQUIREMENTS FOR LAUNDROMATS, AND I ASSUME STAFF PRESENTATION ON THAT.
SO THIS IS WHERE WE ARE TRYING TO KIND OF ANALYZE THE FEASIBILITY OF REQUIRING SOS FOR LAUNDROMATS IN CR ZONING DISTRICT.
UM, I ASSUME THIS IS WHAT I DO.
UM, ALTHOUGH THE TOPIC IS LAUNDROMAT, UM, WE WANTED TO SEE, UH, OTHER RELEVANT USES AND RELATED USES JUST TO HAVE A MORE HOLISTIC, UH, UH, HOLISTIC ANALYSIS OF THE, OF THE REQUEST.
SO WE HAVE THREE RELEVANT USES IN OUR USE CHART THAT ARE RELATED TO LAUNDRY SERVICES.
SO WE HAVE LAUNDRY DROP OFF, WHICH IS A SMALL SCALE RETAIL SERVICE ESTABLISHMENT THAT ALSO INCLUDES A DRY CLEANER, BUT WE HAVE A SIZE LIMITATION, UH, OF 3000 SQUARE FOOT.
AND THIS IS FOR DROP OFF AND PICKUP ON ONLY.
SO THERE'S NO WAY FOR SOMEONE TO COME IN AND DO THEIR LAUNDRY BY THEMSELVES.
SO THIS IS MORE, MORE TRADITIONAL DROP OFF PICKUP AND LIMITED TO 3000 SQUARE FOOT.
WE HAVE THE LAUNDROMAT ONE, WHICH IS LAUNDRY SELF-SERVICE, WHICH IS A RETAIL ESTABLISHMENT OFFERING MACHINES FOR CUSTOMERS TO USE IN LAUNDERING GARMENTS ON A SELF-SERVICE BASIS.
PRETTY SELF-EXPLANATORY THAT DEFINITION.
WE ALSO HAVE LAUNDRY PLANT COMMERCIAL.
SO THE DISTINCTION BETWEEN THAT AND THE FIRST ONE'S REALLY TWO THINGS.
SO THE COMMERCIAL ONE'S LARGER THAN 3000 SQUARE FOOT.
AND ALSO THIS ONE, UM, TALKS ABOUT DOING IT ON A WHOLESALE BASIS.
UM, BUT I, I THINK WHEN IT COMES TO REALLY CLASSIFYING SOMETHING AS ONE OR THE OTHER, THE SQUARE FOOTAGE WOULD COME INTO PLAY.
PLAY A LITTLE BIT MORE, UM, ON THE USE CHART WE HAVE ON THE LAUNDRY DROP, DROP OFF USE, WE HAVE TWO SEPARATE CATEGORIES ON THE USE CHART.
ONE IS WITH DRIVE THROUGH AND, AND ONE IS WITHOUT DRIVE THROUGH.
AND AS YOU CAN SEE, UH, BOTH WITH OR WITHOUT DRIVE THROUGH FOR THE DROP OFF, UH, USE IS PERMITTED BY RIGHT NCR, SO IS LAUNDROMAT, BUT IT IS PERMITTED WITH AN SUP IN NEIGHBORHOOD SERVICES, WHICH IS OBVIOUSLY A LITTLE BIT MORE NEIGHBORHOOD SERVICE ORIENTED BUSINESSES.
SO THIS IS AGAIN, TO PROVIDE YOU A LITTLE BIT MORE OVERVIEW ON HOW IT'S LAID OUT IN OUR USE CHART.
I DO WANNA POINT OUT THAT BOTH OF THESE LAUNDRY DROP OFF AND LAUNDROMAT ARE IDENTIFIED UNDER THE UMBRELLA OF OFFICE RETAIL AND SERVICE USES AS OPPOSED TO THE LAUNDRY PLANT COMMERCIAL.
THE THIRD ONE THAT WE SAW IN THE, ON THE FIRST SLIDE, THAT ONE'S IDENTIFIED UNDER A COMMERCIAL USE.
AND IT IS NOT PERMITTED AT ALL IN CR ZONING DISTRICT NOT PERMITTED BY RIGHT, NOT WITH AN SUP.
AND IT DOES REQUIRE AN SUP IN LIGHT COMMERCIAL ZONING DISTRICT, AND IT IS PERMITTED BY RIGHT IN HEAVY COMMERCIAL AND INDUSTRIAL ZONING DISTRICT.
SO BECAUSE THE TOPIC OF THE DAY IS TO IDENTIFY HOW THE LAUNDROMAT USE FITS INTO THE CR ZONING DISTRICT, WE THOUGHT IT WOULD BE USEFUL TO LOOK INTO THE CR DISTRICT.
SO THE WAY WE HAVE IT IN THE GDC, IT IS A DISTRICT TO ACCOMMODATE A VARIETY OF RETAIL SERVICE AND BUSINESS ESTABLISHMENT.
AND IT MAY OR MAY NOT BE DESIGNED IN A SHOPPING CENTER CONFIGURATION.
UM, IT DOES KIND OF SERVE AS A TRANSITION BETWEEN NEIGHBORHOOD ORIENTED BUSINESSES TO MORE HEAVIER COMMERCIAL BUSINESSES.
SO THAT DISTRICT ITSELF COULD SERVE SOME WAY IN THE NEIGHBORHOOD SERVICE AREA AND SOME WAY IN A LITTLE BIT MORE HEAVIER, UM, INTENSITY USES.
UM, I WANTED TO KIND OF GET A, GET SOME STATS ON OKAY, HOW MANY LAUNDROMATS WE HAVE IN GARLAND RIGHT NOW AND WHERE ARE THEY LOCATED, AND SO ON AND SO FORTH.
I ASKED, UM, BI TO PROVIDE ME THAT, BUT IN OUR CURRENT SYSTEM, THERE'S NO QUICK WAY OF PULL IT.

BUT WHEN WE GO TO SALESFORCE, WHICH IS OBVIOUSLY A DIFFERENT CONVERSATION, WE WILL HAVE A BETTER WAY TO PULL OFF THOSE INFO.BUT I WANTED TO QUICKLY SEE IN GOOGLE, GOOGLE WHERE ARE OUR LAUNDROMATS, WHERE ARE THEY LOCATED? SO THIS IS KIND OF A QUICK SNIPPET OF THAT.
AGAIN, THIS IS NOT SCIENTIFIC IN ANY WAY.
I DO WANNA KIND OF POINT OUT, AS YOU ALREADY KNOW, THESE LAUNDROMATS THAT WE CURRENTLY HAVE ARE MOSTLY LOCATED IN MAJOR COLLECTOR STREETS IN SHOPPING CENTERS.
BUT ONE COMMON PATTERN IN ALL OF THEM, THIS ONE, I'M USING IT AS AN EXAMPLE, THEY'RE TWO PRETTY, PRETTY CLOSE TO EACH OTHER.
BUT, UM, ON ALL OF THEM, THERE IS A COMMON PATTERN THAT THEY ARE VERY CLOSE TO RESIDENTIAL NEIGHBORHOODS, OF COURSE, BECAUSE WHAT THEY NEED TO PULL THOSE BUSINESS, THOSE RESIDENTS TO RUN THEIR BUSINESS SUCCESSFULLY.
AS YOU COULD SEE IN THIS AREA, THERE'S NONE BECAUSE THIS IS ALL INDUSTRIAL, UM, BUSINESSES.
UM, WE WANTED TO SEE WHAT OUR PEER CITIES ARE DOING, JUST TO GIVE YOU A HOLISTIC, UH, OVERVIEW.
THERE'S NO REALLY ONE SIZE FIT, FIT ALL SOLUTION TO THIS.
DIFFERENT CITIES ARE HANDLING IT DIFFERENTLY, AND AGAIN, ZONING DISTRICTS ARE DIFFERENTLY DEFINED USES ARE DIFFERENTLY DEFINED FOR DIFFERENT CITIES.
SO, UM, THIS IS MORE OF A GENERAL IDEA OF WHAT OTHERS ARE DOING.
UH, SO LAUNDROMAT IS ALLOWED BY WRIGHT IN CR AND OUR COMPARABLE DISTRICT, UH, WELL IN FRISCO IT'S CALLED THE COMMUNITY RETAIL CR DISTRICT.
UM, SO FRISCO ALLOWS IT BY WRIGHT.
UH, RICHARDSON ALLOWS IT BY W RIGHT? BUT RICHARDSON DOES HAVE A RESTRICTION ON SQUARE FOOTAGE.
IT HAS TO BE 6,000 SQUARE FOOT OR BELOW.
UM, SOME CITIES COMBINE IT UNDER LAUNDRY SERVICES, MINOR AND LAUNDRY.
SO THEY HAVE TWO DIFFERENT ONES.
THEY DON'T CALL IT LAUNDROMAT, THEY DON'T CALL IT SOME, THEY CALL IT LAUNDRY SERVICES MINOR AND LAUNDRY SERVICES MAJOR.
AND THEY DISTINGUISH BETWEEN THOSE TWO BY SQUARE FOOTAGE.
SO THAT'S HOW CARROLLTON HAS IT SET UP.
THEY CALL IT LAUNDRY SERVICES MINOR, AND THEY HAVE IT PERMITTED BY RIGHT IN A COMPARABLE DISTRICT.
BUT CARROLLTON ALSO HAS A RESTRICTION ON SQUARE FOOTAGE, WHICH IS 3000 SQUARE FOOT.
SOME CITIES GENERALIZE IT EVEN FURTHER.
SO ARLINGTON COMBINES IT WITH GENERAL PERSONAL SERVICE USE AND THEY PERMITTED BY RIGHT IN CR OR COMPARABLE DISTRICTS.
SO MOST MAJOR CITIES DO ALLOW IT BY RIGHT IN CR TYPE DISTRICT.
BUT I WANTED TO SEE, UM, UM, I, I WAS SURE THERE ARE OTHER CITIES THAT DO REQUIRES UPS.
SO I WENT TO COLVILLE, WHICH I KNOW THERE THEY'RE A LITTLE BIT MORE ON THE RESTRICTIVE SIDE.
UM, SO THEY DO REQUIRE AN SUP IN A COMPARABLE ZONING DISTRICT.
THEIRS IS NOT CALLED A CR, IT'S CALLED CN, A COMMERCIAL NEIGHBORHOOD SERVICE DISTRICT.
UM, BUT THEY DO REQUIRE AN SUP IN THAT ZONING DISTRICT STAFF.
WE DON'T REALLY HAVE A SPECIFIC RECOMMENDATION FOR THIS REQUEST.
WE THINK IT'S, UM, OKAY, EITHER WAY THAT WE HAVE IT, THE WAY WE HAVE IT SET UP, IT, IT'S NOT REALLY INCONSISTENT TO, INCONSISTENT WITH THE IDEA OF THE CR ZONING DISTRICT TO HAVE IT PERMITTED BY RIDE.
BUT WE COULD ALSO KIND OF CLASSIFY OR IDENTIFY THE LAUNDROMAT USE TO BE MORE ON THE COMMERCIAL SIDE AND NOT A RETAIL SERVICE USE AND REQUIRE AN SUP AND COMMUNITY RETAIL.
I THINK WE ARE FINE BOTH WAYS.
WE WANTED TO PROVIDE YOU WITH INFORMATION THAT WE THINK YOU'D FIND USEFUL, BUT WITH THAT, I WILL TURN IT OVER TO YOU AND READY TO ANSWER ANY QUESTIONS.

YEAH, I, I WOULD LIKE TO SEE HOW EVERYONE FEELS ABOUT MAKING IT SUP IN COMMUNITY RETAIL.
I THINK THAT WOULD GO A LONG WAY TO KIND OF ESTABLISH SOME, UM, SOME USES IN NEIGHBORHOODS RIGHT NEXT TO SINGLE FAMILY NEIGHBORHOODS, WHICH THE, THE THREE THAT WERE SHOWN ON THAT GOOGLE MAP MM-HMM.
SO IT DOES KIND OF SQUEAK INTO THAT NEIGHBORHOOD SERVICES, UH, PART WHERE I WOULD PREFER IT BE CLOSER TO MULTI-FAMILY AND FURTHER AWAY FROM THOSE RESIDENTIAL NEIGHBORHOODS.
CAN I MAKE A QUICK COMMENT, MA'AM? I DON'T, I THINK I FORGOT TO MENTION THAT.
SO I DID HAVE A LITTLE BIT OF CONCERN IN THE BEGINNING BECAUSE I WAS THINKING, OH, ARE WE GONNA REQUIRE IT BY SUP ON EVERYWHERE? BUT NO, WE HAVE IT PERMITTED BY RIGHT IN LIGHT COMMERCIAL AND HEAVY COMMERCIAL.
SO DOING IT IN SUP THROUGH SUP AND CR REALLY KIND OF BLENDS IN WITH THAT.
UM, SO I CAN DEFINITELY SEE THAT POINT.

AND THAT'S, AND THAT'S THE SAME CONCERN I HAD ABOUT THIS TO BEGIN WITH, IS THE FACT THAT, UM, I'VE HAD, UM, DON'T HAVE A WHOLE, WHOLE LOT OF LAUNDROMATS IN DISTRICT ONE.
SO, BUT WHEN IT DID COME UP, IT'S, IT'S ACTUALLY, IT'S, IT'S INTERESTING, YOU KNOW, WE TALK ABOUT OUR COMMUNITY RETAIL BEING A, UM, YOU KNOW, A TRANSITION.
BUT I MEAN, YOU KNOW, WE DON'T, WE HAVE COMMUNITY RETAIL THAT'S JUST LIKE RIGHT SMACK DAB IN THE MIDDLE OF RESIDENTIAL.
AND THE ONE IN PARTICULAR THAT I HAD THE INSTANCE WITH IS BORDERED ON ALL FOUR SIDES BY RESIDENTIAL.
I MEAN, IT'S JUST, I MEAN, THEY CAN PUT UP A SIX FOOT WALL OR WHATEVER, BUT, SO YEAH, I THINK THAT, UM, I DEFINITELY WOULD LIKE TO, YOU KNOW, SEE HOW THE REST OF COUNCIL FEELS ABOUT THIS, ABOUT, UM, YOU KNOW, AND OF COURSE THE TWO, THE TWO OTHER LA USES, THEY MAKE PERFECT SENSE WHERE THEY ARE AND IT MAKES SENSE TO LEAVE LAUNDROMAT BY RIGHT IN, UH, LIGHT INDUSTRIAL AND BEYOND.
BUT I THINK THAT, UH, YEAH, I THINK THAT WE SHOULD HAVE A LITTLE BIT MORE, A LITTLE BIT MORE, UM, INPUT FEEDBACK FROM COUNCIL AND ALSO FROM, YOU KNOW, FROM THE NEIGHBORHOODS.
GIVE THEM A, GIVE THEM A CHANCE TO GIVE THEIR OPINION ON WHETHER IT'S SOMETHING THEY WANT IN THEIR NEIGHBORHOOD OR NOT TOO.
SO YEAH, I'D LIKE TO, I'D LIKE TO SEND IT TO SEND IT TO COUNCIL.
ONE THING I'M CURIOUS ABOUT IS WHAT IS THE SCOPE OF THE PROBLEM? HOW MANY OF THESE LAUNDROMATS THAT YOU HAVE ON THAT MAP ARE ACTUALLY IN COMMUNITY RETAIL DISTRICT, AND WHAT, WHAT'S THE UNDERLYING ZONING IN ALL THOSE? THAT'S WHAT I WANTED TO SEE, BUT AGAIN, IT'LL TAKE HOURS OF RESEARCH AND GETTING IT AND SEEING THE ZONING ON THAT, BUT WE COULD DO A QUICK ANALYSIS OF THAT.
BUT A LOT OF THEM ARE IN CR ZONING DISTRICT.
MY SECOND QUESTION, HOW MANY LAUNDROMATS HAVE WE HAD COME OR BEEN APPROVED WITHIN THE PAST FIVE YEARS OR SO? OKAY.
LIKE, IS THAT, IS IT, I'M JUST TRYING TO GET A SIZE OF THE ISSUE HERE.
LIKE, IS IT A HUGE PROBLEM? SEVERAL OF THOSE, THE ONES YOU IDENTIFIED ARE RIGHT DOWN THE STREET FROM MY NEIGHBORHOOD.
THEY'VE BEEN THERE FOR YEARS AND I THINK THEY SERVE A PURPOSE THAT'S NEEDED FOR THAT NEIGHBORHOOD.
AND I'M NOT NECESSARILY AGAINST IT BECAUSE IT'S DEFINITELY A, A NEED, BUT, UM, I'D JUST LIKE A LITTLE MORE INFORMATION FIRST.
I CAN SAY THAT OF, UM, THREE IN DISTRICT FIVE, ONE IS ON KINGSLEY ROAD.
THAT ONE IS, WAS APPROVED LESS THAN FIVE YEARS AGO.
UM, THAT'S RIGHT NEXT TO APARTMENTS AND SERVES A, A BIG PURPOSE.
PLUS IT'S ON A MAJOR FEEDER ROAD.
THE OTHER TWO ARE AT SATURN AND NORTHWEST HIGHWAY AND LIKE I SAID, TUCKED IN RIGHT NEXT TO A SINGLE FAMILY NEIGHBORHOODS.
SO THOSE, THOSE ARE LESS THAN FIVE YEARS OLD AS WELL.
SO WOULD YOU LIKE TO SEND, FOR US TO TAKE IT TO, SO THIS TYPE OF ORDINANCE AMENDMENTS, THESE WILL NEED TO GO THROUGH PLAN COMMISSION FIRST, OR WE'LL HAVE TO TAKE IT TO COUNCIL FIRST, RIGHT, ANDY? TO GET THEIR, IT'D BE THE REPORT OUT.
THE FULL COUNCIL THEN THEIR DECISION WHETHER OR NOT TO TAKE IT.
OR WE CAN COME BACK WITH MORE INFORMATION, UM, TO ANSWER THOSE QUESTIONS.
