THIS APPLICATION IS REQUESTING TO CHANGE THIS PROPERTY ZONING FROM MORE INTENSE USES TO THE LEAST INTENSE, MOST RESTRICTIVE ZONING DISTRICT THAT THE CITY CURRENTLY HAS, WHICH IS AGRICULTURAL. SO PROPERTIES LOCATED 2701 EAST CENTERVILLE ROAD. THE PROPERTY IS OWNED BY THE CITY OF GARLAND AND THE APPLICANT IS CITY OF GARLAND AS WELL. IT IS 91.38 ACRE PIECE OF PROPERTY. GENERALLY LOCATED 2701 EAST CENTERVILLE ROAD. THE CURRENT ZONING IS PD 8562, PD 8580 6-5 AND SINGLE FAMILY SEVEN. SO BOTH PDALLOW FOR A VARIETY OF COMMERCIAL AND INDUSTRIAL TYPE USES, AND THE SF SEVEN ALLOWS FOR SINGLE FAMILY RESIDENTIAL USE. AS YOU MAY RECALL, THERE WAS A ZONING CASE ON THIS PROPERTY EARLIER THIS YEAR WHERE THE APPLICANT PROPOSED INDUSTRIAL ORIENTED USES SUCH AS BULK MATERIAL STORAGE, LINEMAN TRAINING CENTER. THAT CASE WAS RECOMMENDED FOR DENIAL AT PLANNING AND ZONING PLANNING COMMISSION AND AT THAT POINT THE APPLICANT HAD WITHDRAWN THE CASE SO IT DIDN'T COME FORWARD TO CITY COUNCIL. BUT IN LIGHT OF THAT ENTIRE CASE, THE CITY WANTED TO PROACTIVELY CONSIDER AND EVALUATE THE OPTIMUM USES FOR THIS PIECE OF PROPERTY THAT THE CITY OWNS AND THE CITY THOUGHT THE OPEN SPACE, THE AGRICULTURAL LAND USES SHOULD PREVAIL TO PRESERVE THE INTEGRITY OF THE SURROUNDING NEIGHBORHOODS. SO THAT'S A LITTLE BACKGROUND ON THIS CASE. IT'S LOCATED IN DISTRICT TWO. AS YOU CAN SEE HERE, WE HAVE THE LOCATION MAP. THE SITE IS CURRENTLY VACANT WITH HEAVILY. IT'S HEAVILY TREED. IT HAS FLOODPLAIN ON IT. IT HAS GPML ELECTRIC TRANSMISSION LINE TO THE NORTH ACROSS THE RAILROAD. THERE IS HUGE INDUSTRIAL AREA TO THE SOUTH AND TO THE WEST. WE HAVE SINGLE FAMILY HOMES. TO THE EAST THERE IS A WATER TREATMENT PLANT AND VACANT LAND THAT IS ZONED AGRICULTURAL AS WELL. SO WE LOOKED AT THE COMPREHENSIVE PLAN, AND THIS AREA IS GENERALLY DESIGNATED TO BE PARKS AND OPEN SPACE IN THE CURRENT COMPREHENSIVE PLAN, WHICH IS WHAT WE ARE PROPOSING WITH THIS REZONING REQUEST. SO THIS REQUEST IS FULLY IN COMPLIANCE WITH THE CURRENT COMPREHENSIVE PLAN. HERE WE HAVE SOME PHOTOS OF THE SITE FROM THE SITE LOOKING AT THE SITE JUST SO YOU CAN GET A BETTER LOOK AND FEEL OF THE GENERAL AREA. HERE IS ANOTHER SITE PLAN, ANOTHER CHANCE TO LOOK AT THE SITE AND WHAT'S IN THE SURROUNDING AREAS. SO IN A NUTSHELL, AGRICULTURAL ZONING ON THIS SITE WILL BE COMPLEMENTARY AND COMPATIBLE WITH THE SURROUNDING RESIDENTIAL NEIGHBORHOODS. IT WILL PROVIDE A BUFFER BETWEEN THOSE SINGLE FAMILY NEIGHBORHOOD AND THE INDUSTRIAL ZONING THAT WE HAVE TO THE NORTH. IT WOULD ALSO BE ABLE TO SERVE AS THE DESIRED OPEN AND GREEN SPACE FOR THIS AREA OF THE CITY. AND AS MENTIONED BEFORE, IT IS SUPPORTED BY THE COMPREHENSIVE PLAN. SO STAFF IS RECOMMENDING APPROVAL.
