WELL, GOOD EVENING, EVERYONE, AND WELCOME TO OUR VERY FIRST COUNCIL MEETING OF THE NEW YEAR.AND IT IS ALSO OUR FIRST COUNCIL MEETING OF THE MONTH. AND AS MANY OF YOU KNOW, THAT IS WHEN WE HAVE OUR PET OF THE MONTH. SO. SHE'S CUTE. SHE IS VERY CUTE. HELLO EVERYONE. MY NAME IS CHRISTIE FUENTES. I'M THE COMMUNITY OUTREACH COORDINATOR WITH THE GARLAND ANIMAL SHELTER.
AND TONIGHT I WOULD LIKE TO INTRODUCE YOU TO OUR PET OF THE MONTH, COQUITA. SHE'S ABOUT THREE YEARS OLD. SHE'S A SPAYED FEMALE CHIHUAHUA MIX. SHE WEIGHS ABOUT 9 POUNDS. SHE HAS SUCH A SWEET PERSONALITY. OUR MEDICAL TEAM EVALUATED HER FOR ADOPTION TODAY AND SHE WAS SO EASYGOING.
NO ISSUES TRIMMING HER NAILS. SHE JUST HAS A GREAT PERSONALITY. DO WANT TO MENTION THAT SHE IS HEARTWORM POSITIVE, BUT THE GREAT THING IS, IS WE HAVE A PARTNERSHIP WITH FRIENDS OF RESCUE ANIMALS, SO THEY ACTUALLY FULLY FUND HER TREATMENT AT OUR SHELTER. SO HER ADOPTER WOULD BE ABLE TO HAVE HER TREATED AT OUR SHELTER AT NO COST TO THEM. WE ARE DOING AN ADOPTION SPECIAL THIS WEEK AS WELL, SO ALL ADOPTION FEES ARE WAIVED. SO IF YOU'RE LOOKING TO ADOPT, COME TO OUR SHELTER. WE HAVE LOTS OF PETS IN NEED OF HOMES, AND WE ALSO THINK THAT SHE CAME IN WITH HER BROTHER BECAUSE THERE'S A MALE THAT LOOKS EXACTLY LIKE HER. THAT'S ABOUT THE SAME AGE. SO IF YOU'RE WANTING A BOY, WE ALSO HAVE A BOY, OR YOU CAN DO TWO IF YOU WANT TWO NEW LITTLE FRIENDS IN YOUR FAMILY. SO DEFINITELY COME MEET HER. SEE IF SHE'D BE A GOOD FIT FOR YOUR FAMILY. AND YOU CAN ALWAYS GIVE US A CALL IF YOU HAVE ANY QUESTIONS. WELL VERY GOOD. THANK YOU ALL SO MUCH. ALL RIGHT. THANK YOU. VERY GOOD. THIS DOG WILL BE AVAILABLE DURING OUR MEETING. IF ANYBODY IF ANYBODY HERE WANTS TO TAKE THIS DOG HOME, WE ARE ALSO WE HAVE A RECOGNITION THIS EVENING FOR OUR NEIGHBORHOOD OF THE YEAR. SO IF WE COULD HAVE THE FOLKS FROM FIRE HILL ESTATES HOA COME DOWN. I THINK THEY MAY OUTNUMBER US. IT'S GOING TO GET AWFULLY QUIET WHEN THEY LEAVE. YEAH, JUST COME AROUND. YES. COME AROUND. WE'LL GET EVERYBODY. YEAH, WE'LL GET EVERYBODY. EVERYBODY IN FRAME HERE. OKAY, EVERYBODY. WHERE DO YOU WANT IT? YES, YES. SO AT THE END OF LAST YEAR WE HAVE IN NOVEMBER WE HAVE OUR, OUR NEIGHBORHOOD SUMMIT. AND WHEN WE DO THAT WE HAVE SOME AWARDS WE GIVE OUT TO NEIGHBORHOODS NEWSLETTERS AND WHO'S WHO. AND SO WE HAVE OUR NEIGHBORHOOD OF THE YEAR. AND YOU WEREN'T ABLE TO MAKE IT IN IN DECEMBER, BUT NOW YOU'RE HERE FIRST THING IN JANUARY. SO WE ARE GLAD TO HAVE YOU HERE. SO IN RECOGNITION OF THE GARLAND NEIGHBORHOOD OF THE YEAR, AND YOU CAN SEE THEY HAVE TO PRINT THIS IN A FONT THAT I CAN ACTUALLY. YEAH, I CAN ACTUALLY READ. WHEREAS EACH YEAR THE CITY OF GARLAND OFFICE OF NEIGHBORHOOD VITALITY RECOGNIZES NEIGHBORS AND NEIGHBORHOODS WHO MAKE EXTRAORDINARY EFFORTS TO ENHANCE, REVITALIZE, OR INVEST IN THEIR COMMUNITIES. AND
[00:05:02]
WHEREAS, THE GARLAND NEIGHBORHOOD OF THE YEAR AWARD CELEBRATES NEIGHBORHOODS THAT GO THE EXTRA MILE TO CREATE VIBRANT, ENGAGED, AND SAFE COMMUNITIES AND FIREWHEEL ESTATES, HOA'S REVITALIZATION EFFORTS, INCLUDING THE FIREWHEEL ESTATES PATRIOTIC CELEBRATION, ARE EXEMPLARY. NOW. THEREFORE, I. SCOTT LEMAY, MAYOR OF THE CITY OF GARLAND, ALONG WITH OUR CITY COUNCIL, DO HEREBY PROCLAIM FIREWHEEL ESTATES HOA AS THE GARLAND NEIGHBORHOOD OF THE YEAR. CONGRATULATIONS. AND YOU HAVE THE AWARD WITH YOU? WE DO. AND YOU SEE, BECAUSE I CAN'T READ THAT. THAT'S VERY SMALL PRINT, BUT I WILL GIVE THAT TO YOU. AND IF YOU WOULD LIKE TO, IF YOU'D LIKE TO SHARE SOME WORDS ABOUT THE GROUP, I'LL STEP OUT OF THE WAY. WOW. WELL, I DIDN'T KNOW I'D GET THE PODIUM. THAT'S A VERY DANGEROUS THING TO DO TO ME. WE CAN'T TURN THE MIC OFF. WE? OUR HOA HAS BEEN WORKING FOR THE LAST 18 MONTHS, BEGINNING IN MAY OF 2023, TO DEVELOP A COMMUNITY FEEL WITHIN OUR NEIGHBORHOOD, AND WE HAVE JUST DONE SO MANY THINGS. HE MENTIONED THE PATRIOTIC EVENT THAT WE HAVE IN IN JULY. YES, WELL, LAST TIME IT WAS ACTUALLY IN LATE JUNE, BUT WE ALSO HAVE A FALL FESTIVAL. WE HAVE A NUMBER OF COMMITTEES THAT WE HAVE STARTED. WE HAVE THE COMMUNICATIONS COMMITTEE THAT HAS BLOCKED CAPTAINS TO INTERFACE WITH THE NEIGHBORHOOD. VICKI SCHULTZ IS OUR COMMUNICATIONS CHAIRMAN. AND RIGHT HERE WE HAVE PATTI LEE, WHO COORDINATES A NUMBER OF SUBCOMMITTEES UNDER THE SOCIAL COMMITTEE. SO WE HAVE DINNER CLUB EVERY OTHER MONTH. WE HAVE A DINNE CLUB IN OUR AREA. WE HAVE A GARDEN CLUB THAT HAS ACTUALLY PLANTED FLOWERS IN OUR COMMUNITY. WE HAVE MAHJONG GROUP THAT MEETS EVERY WEDNESDAY. WE HAVE A LADIES BIBLE STUDY AND A MEN'S BIBLE STUDY. REALLY, WHATEVER PEOPLE WANT TO DO IN OUR COMMUNITY, IF THEY JUST LET US KNOW WE WANT TO DO IT, THEN WE'RE GOING TO FIGURE OUT A WAY THAT WILL MAKE IT HAPPEN. SO IN DECEMBER, WE ALSO DID. HOW MANY DID WE DO FOR THE REINDEER PROJECT? I'M LOOKING AT AN AN COORDINATES A REINDEER PROJECT WHERE THEY DO HOW MANY CHILDREN IN. 1600 CHILDREN IN GARLAND ISD THAT NEED A CHRISTMAS. SO OUR COMMUNITY PITCHED I FOR THAT. WE ALSO PARTICIPATED IN A FOOD DRIVE, AND WE HAD A LOT OF FOOD THAT WE COLLECTED. SO IN THE LAST 18 MONTHS, WE HAVE JUST DONE A LOT TO TRY TO BRING US TOGETHER AS A COMMUNITY, BECAUSE WE WANT OUR AREA TO BE A GOOD PLACE TO LIVE. WE WANT TO KNOW OUR NEIGHBORS BECAUSE THEY ARE A COMMUNITY WHERE YOU KNOW YOUR NEIGHBORS IS A SAFER COMMUNITY, AND IT'S A LOT MORE FUN TO LIVE THERE. SO WE HOPE OTHER COMMUNITIES CAN DO SOME OF THE SAME THINGS THAT WE'VE DONE, AND WE ARE EXCITED TO GET THIS. VERY GOOD. WELL, CONGRATULATIONS TO ALL OF YOU ON. I KNOW IT'S A LOT OF WORK, HAVING BEEN INVOLVED IN NEIGHBORHOODS MYSELF FOR A LONG TIME, IT'S NOT ALWAYS EASY, BUT IT IS ALWAYS WORTH IT. SO THANK YOU. CONGRATULATIONS. THANK YOU SO MUCH. STAY WARM. OH, WE WILL TRY. ALRIGHT. THANK YOU, THANK YOU. AND I HAVE ONE MORE THING.USUALLY, YOU KNOW, USUALLY AT THE END OF THE YEAR WE HAVE OUR EMPLOYEE RECOGNITIONS WHERE WE RECOGNIZE OUR EMPLOYEES WHEN THEY HIT THESE FIVE YEAR SORT OF TIMES IN THEIR CAREER. AND USUALLY IT FALLS BEFORE OUR LAST MEETING OF THE YEAR IN 2024. IT ACTUALLY HAPPENED AFTER. SO I ALWAYS LIKE TO HIGHLIGHT SOME OF THE NUMBERS FROM THAT. SO THIS YEAR AT OUR SERVICE AWARDS, THIS IS WHAT WE RECOGNIZED EMPLOYEES FROM FIVE YEARS ALL THE WAY TO 40 YEARS. AND WE HAD 305
[00:10:03]
EMPLOYEES THAT HAVE A COMBINED SERVICE, YEARS OF SERVICE WITH 4740 COMBINED YEARS OF SERVICE.NOW, I DIDN'T RUN THIS THROUGH THE AUDIT COMMITTEE, BUT MY MATH TELLS ME THAT'S ABOUT 15.5 YEAR AVERAGE. AND THAT IS THAT IS PRETTY IMPRESSIVE. AND IF YOU LOOK IF YOU LOOK THROUGH THE MAJORITY OF THE HONOREES THIS YEAR WERE IN THE 15, 20 TO 20 5 TO 30 YEAR RANGE. SO WE HAVE GREAT DEPTH IN OUR EMPLOYEES HERE IN THE CITY. AND I, I WANT TO THANK THEM FOR THE WORK THAT THEY DO. SOME OF THEM, YOU KNOW, THERE'S EMPLOYEES HERE THIS EVENING, BUT ON BEHALF OF THE CITY COUNCIL, THANK YOU FOR THE WORK YOU DO FOR ALL OF US. AND SO THIS IS THIS IS GO STUFF THAT WE DO EVERY YEAR. SO JUST WANTED TO RECOGNIZE THEM FOR THAT.
BECAUSE IF WE DON'T MOVE FORWARD ON. OH YEAH. ALL RIGHT. JUST A QUICK NOTE.
ITEM FIVE B IS ONE OF OUR ZONING CASES. THE APPLICANT HAS ASKED FOR A POSTPONEMENT ON THAT CASE.
SO THAT WILL BE COMING UPUST TO LET YOU IF YOU WERE HERE TO SPEAK ON THAT CASE, WE WILL GO

AND DISPLAY THE VOTE. AND THAT ITEM IS APPROVED
[5. Hold public hearing(s) on the following Zoning Case(s):]
[00:15:05]
UNANIMOUSLY. MOVING ON TO OUR ITEMS FOR INDIVIDUAL CONSIDERATION. MADAM SECRETARY, IF YOU COULD COVER THE SPEAKER GUIDELINES FOR ME, PLEASE. YES, SIR. THANK YOU FOR THE OPPORTUNITY TO SPEAK. IS GIVEN TO PROVIDE TESTIMONY RATHER THAN TO QUESTION THE CITY COUNCIL OR STAFF. THE CHAIR MAY CALL SPEAKER OUT OF ORDER IF THE SPEAKER PRESENTS QUESTIONS OR REQUESTS FOR INFORMATION THAT WILL UNDULY DELAY THE TRANSACTION OF BUSINESS AT THE MEETING. SPEAKER SHALL BE ALLOWED TO SPEAK ON A FIRST COME, FIRST TO SPEAK BASIS, AS DETERMINED BY THE ORDER IN WHICH THE CITY SECRETARY RECEIVES THE SPEAKER'S INFORMATION.APPLICANTS ARE ALLOWED TEN MINUTES FOR PRESENTATIONS, AND ALL OTHER SPEAKERS WILL BE ALLOWED THREE MINUTES TO SPEAK. WHEN THE PODIUM BUZZER SOUNDS, THE SPEAKER MUST END THEIR COMMENTS. VERY GOOD. AND DO WE HAVE SPEAKER CARDS FOR THE ITEMS THIS EVENING? YES WE DO. OKAY.
VERY GOOD. ASHLEY. FIRST UP IS ITEM FIVE. HOLD PUBLIC. HOLD PUBLIC HEARING FIVE A CONSIDER REQUEST BY KIMLEY HORN PROPOSING A SPECIFIC USE PROVISION FOR A RESTAURANT DRIVE THROUGH WITH A SHOPPING CENTER ON A PROPERTY ZONED PLANNED DEVELOPMENT 0039. THE SITE IS LOCATED NEAR 4802 NORTH PRESIDENT GEORGE BUSH TURNPIKE AND DISTRICT ONE, OUR FIRST ZONING CASE OF THE YEAR.
WHAT DO YOU GOT? THANK YOU, MR. MAYOR. THIS SITE IS ABOUT IF THIS WILL WORK FOR ME. WELL, TWO ACRES AND AS YOU MENTIONED, THIS IS A PD 20039. SO THIS IS AN OLDER PD FROM ABOUT 25 YEARS AGO. HERE YOU CAN SEE THE CITY WIDE LOCATION MAP THAT SHOWS THE COUNCIL DISTRICT. AND THIS SITE IS IN DISTRICT NUMBER ONE. THIS IS THE ZONING MAP. AS YOU CAN SEE, THIS ENTIRE AREA IS ZONED PD WITH BASE ZONING OF COMMUNITY RETAIL. THAT'S WHAT THE RED HATCHED LINE IS SHOWING. THIS PROPERTY IS SURROUNDED BY A SIMILAR PDS ON EAST SIDE, WEST SIDE, AND TO THE NORTH OR NORTHEAST. WE DO HAVE RESIDENTIAL NEIGHBORHOODS. PER THE COMPREHENSIVE PLAN, THIS AREA IS DESIGNATED FOR COMMUNITY CENTERS, WHICH ARE AREAS WITH COMPACT DEVELOPMENT, PRIMARILY NONRESIDENTIAL, SERVING A COLLECTION OF NEIGHBORHOODS, WHICH WE BELIEVE THIS PROPOSAL IS SERVING THAT PURPOSE. HERE ARE SOME PHOTOS THAT WE HAVE OF THE SITE. AS YOU CAN SEE, IT'S UNDEVELOPED FROM PRESIDENT GEORGE BUSH TURNPIKE. WE HAVE SOME PICTURES FROM RIVER OAKS PARKWAY, JUST TO GIVE YOU AN IDEA OF THE OF THE SITE AND ITS SURROUNDING, HERE WE HAVE THE CONCEPT PLAN, THE TEAL COLOR THAT YOU SEE ON THE SCREEN. THAT'S THE ONE THAT'S DEPICTING THE BUILDING. AND IT'S GOING TO THEY'RE PROPOSING A SHOPPING CENTER TYPE BUILDING. AND ONE OF THE USES IN THAT BUILDING, THEY'RE PROPOSING IT TO BE A RESTAURANT WITH A DRIVE THRU.
AND THAT'S WHAT'S NECESSITATING THE SUP. THERE WERE SOME QUESTIONS ABOUT WHAT ARE GOING TO BE THE OTHER USES. THERE'S NO CURRENT PROPOSAL AT THIS TIME, BUT THE APPLICANT HAS CONFIRMED THAT THEY'RE LOOKING INTO HAVING ALL THE USES THAT ARE ALREADY PERMITTED BY RIGHT WITHIN THE ZONING DISTRICT, THE AREA LAID OUT IN ORANGE IS THE DRIVE THROUGH AREA AND YELLOW. WE SEE THE AREAS DESIGNATED FOR PARKING IN GREEN TO THE NORTH AND TO THE SOUTH WE HAVE THE LANDSCAPE BUFFER AREA. WE CAN SEE THE KIND OF NARROW AREAS IN PURPLE THAT'S SHOWING THE SIDEWALKS ALONG RIVER, RIVER OAKS. AND THE SERVICE SERVICE ROAD. AS YOU CAN SEE, THE CIRCULATION PATTERN IN THE DESIGNATED RED AREAS THAT ARE SHOWING THE DRIVE AISLES. THERE WERE SOME QUESTIONS AT PLANNING COMMISSION MEETING ABOUT CONNECTIVITY. SO FROM THIS CONCEPT PLAN, THE SITE TO THE TO THE WEST. IF YOU REMEMBER, THERE WAS AN SUP APPROVED IN 2024 FOR A DAYCARE CENTER. AND THIS SITE IS SHOWING CONNECTIVITY WITH THAT. AND IT'S ALSO SHOWING CONNECTIVITY TO THE EAST WHENEVER THAT DEVELOPS. ALTHOUGH I DO WANT TO MENTION THAT THAT CONNECTIVITY STOPS BEFORE IT CONNECTS TO RIVER OAKS. SO THE RESIDENTIAL NEIGHBORHOODS TO THE NORTH ARE PROTECTED. THE APPLICANT IS REQUESTING INDEFINITE TIME PERIOD FOR THE SUP. ALTHOUGH OUR SUP TIME PERIOD GUIDELINE RECOMMENDS A RANGE OF 20 TO 25 YEARS. SO WE ARE RECOMMENDING APPROVAL. WE DO SEE THIS TO BE COMPLEMENTARY TO ITSURROUNDING USES. WE ARE LOOKING INTO THE COMP PLAN WHICH IS SUPPORTING THIS USE AS WELL, BUT WE WOULD LIKE TO STAY WITHIN OUR RECOMMENDED TIMELINE THAT WE HAVE ESTABLISHED, WHICH IS5 YEARS. AND THE CONCEPT PLAN RECOMMENDATION OF APPROVAL FOR
[00:20:02]
THAT AS WELL. THE PLAN COMMISSION ALSO RECOMMENDED APPROVAL FOR THE SAME. WE DID RECEIVE THREE RESPONSES ON THIS ZONING CASE. THERE WAS ONE FROM. A PROPERTY OWNER THAT'S WITHIN THE NOTIFICATION BOUNDARY, AND THEY WERE AGAINST THAT CASE. THE FOR THE JUSTIFICATION OF THEIR RESPONSE. THEY HAD MENTIONED THEY FEEL LIKE THERE'S THERE ARE ENOUGH RESTAURANTS IN THIS AREA, AND THEY DIDN'T FEEL LIKE THERE IS A NEED FOR ANOTHER ONE. THAT WAS THEIR REASONING. THE OTHER TWO WERE OUTSIDE OF THE NOTIFICATION AREA, BUT ONE OF THEM DID MENTION THAT THEY WOULD LIKE TO SEE MORE DETAILS OF THE PLAN BEFORE THEY CAN SUPPORT IT. WITH THAT, I'M AVAILABLE FOR QUESTIONS. WE ALSO HAVE THE APPLICANT HERE IF YOU WANT TO ASK THEM ANY QUESTIONS AS WELL.VERY GOOD. ANY QUESTIONS FOR STAFF ON THIS ITEM? I SEE NONE. ALL RIGHT. THANK YOU. DO YOU KNOW DOES THE APPLICANT HAVE A PRESENTATION. DO YOU ARE YOU KNOW BUT THEY'RE HERE TO ANSWER ANY QUESTIONS. ALL RIGHT. ALL RIGHT. MADAM SECRETARY, DO WE HAVE A SPEAKER CARD. YES. ASHLEY COLSON, I BELIEVE SHE'S THE APPLICANT. OKAY. COUNCIL, THE APPLICANT IS PRESENT. IF WE HAVE ANY QUESTIONS. DO WE HAVE ANY QUESTIONS FOR THE APPLICANT? COUNCILMEMBER WILLIAMS, I'M SORRY. I'M GOING TO NEED YOU TO COME FORWARD, PLEASE. THANK YOU. MAYOR. GOOD EVENING. YOU HEARD THEM TALK ABOUT THE INGRESS EGRESS SITUATION. WOULD YOU GO OVER THAT AGAIN AND SHOW HOW YOU HAVE ADDRESSED THAT PROBLEM, PLEASE? SURE. YEAH. SO AND ACTUALLY YOU CAN COME OVER TO THIS. YEAH. THERE YOU GO. THANK YOU. I'M SORRY, I NEED TO I NEED FOR YOU TO GIVE US YOUR NAME AND ADDRESS FOR THE RECORD, PLEASE. MY NAME IS ASHLEY COLSON. ADDRESS IS 2600 NORTH CENTRAL EXPRESSWAY IN RICHARDSON. ALL RIGHT. OKAY. GO AHEAD. OKAY. GREAT. SO FOR INGRESS AND EGRESS. SO WE DO HAVE A SHARED DRIVE AISLE WITH THE KIDDY ACADEMY TO THE WEST. SO THAT'S WHAT IS PROPOSED TO THE SITE TO THE EAST. WE HAVE A SHARED DRIVE AISLE AS WELL WITH WHATEVER PROPERTY GOES INTO THE EAST. IF THAT ANSWERS YOUR QUESTION FOR TRAFFIC CIRCULATION AND YOU HAVE CONSENT TO THOSE PROPERTIES TO SHARE THAT EGRESS. AND YEAH, SO CURRENTLY THERE'S NO PROPERTY.
WELL, THE PROPERTY OWNER CURRENTLY TO THE EAST DOES CONSENT TO IT. THEY DON'T HAVE SOMEONE THAT'S BUYING IT YET. BUT WE WILL MAKE SURE THAT YEAH THEY'RE THEY'RE GOOD WITH IT WHENEVER THEY WANT TO BUY IT. BUT KIDDY ACADEMY IS FULLY AWARE AND AGREES. THANK YOU VERY MUCH.
THANK YOU MAYOR. VERY GOOD. ANY ADDITIONAL QUESTIONS FOR THE APPLICANT? I SEE NONE, THANK YOU, THANK YOU. DO WE HAVE ANY OTHER SPEAKER CARDS ON THIS ITEM? NO, SIR, WE DO NOT. OKAY.
IS THERE ANYONE ELSE WHO WOULD LIKE TO SPEAK ON THIS ITEM? SEEING NONE. COUNSELOR. BEST IN YOUR DISTRICT. THANK YOU. MAYOR, I'D LIKE TO MAKE A MOTION FOR APPROVAL OF THE 2435 AS PRESENTED, THE SCP FOR 25 YEARS. OKAY, I HAVE A MOTION BY COUNCIL MEMBER BASS AND A SECOND BY MAYOR PRO TEM MORE TO APPROVE THE ITEM AS PRESENTED WITH A 25 YEAR SUP. SEEING NO FURTHER DISCUSSION, MADAM SECRETARY, PRIOR TO VOTE FOR US, PLEASE COUNCIL AND DISPLAY THE VOTE.
AND THAT ITEM IS APPROVED UNANIMOUSLY. THANK YOU. OUR NEXT ITEM, ITEM FIVE B THIS WAS A REQUEST FROM PRIME DATA CENTERS. THEY HAVE ACTUALLY ASKED FOR A POSTPONEMENT TO A FUTURE DATE.
COUNCIL MEMBER HEDRICK THIS IS IN YOUR DISTRICT, SIR. THANK YOU. MAYOR, I MOVE TO POSTPONE THIS ITEM TO OUR FEBRUARY 18TH MEETING. I HAVE A MOTION BY COUNCIL MEMBER HEDRICK AND A SECOND BY DEPUTY MAYOR PRO TEM LUKE TO POSTPONE THIS TO OUR FIRST MEETING IN FEBRUARY.
FEBRUARY. 18TH FEBRUARY. I'M SORRY. FEBRUARY 18TH. SORRY. YES. SECOND MEETING IN FEBRUARY.
SEEING NO FURTHER DISCUSSION, MADAM SECRETARY. PLEASE VOTE FOR US. PLEASE. THIS IS FOR POSTPONEMENT. AND DISPLAY THE VOTE. AND THAT MOTION IS APPROVED UNANIMOUSLY. OUR NEXT ITEM IS ITEM FIVE C. CONSIDER REQUEST BY FARHAN ZAKI AND MADIHA ZAKI, SEEKING ANPPROVAL OF AN ADDITIONAL KITCHEN FOR A SINGLE FAMILY DWELLING TO ACCOMMODATE A MULTI-GENERATIONAL COMPONENT FOR THE HOME WHERE THE DEFINITION WITHIN THE GARLAND DEVELOPMENT CODE LIMITS THE
[00:25:04]
NUMBER OF KITCHENS TO ONE. THANK YOU, MR. MAYOR. SO KIND OF JUST HONE IN ON THE REQUEST A LITTLE BIT. THIS IS NOT A ZONING CASE OR ANYTHING AS SUCH. THIS IS A PROPERTY OWNER WANTING TO DEVELOP THEIR PROPERTY WITH A SINGLE FAMILY HOME. BUT THE HOME IS OF SUBSTANTIAL SIZE. IT'S APPROXIMATELY 10,000 SQUARE FOOT IN OUR GDC, THE DEFINITION FOR SINGLE FAMILY DWELLING LIMITS THE DEFINITION TO HAVE ONLY ONE KITCHEN. SO IN A SINGLE FAMILY HOME, YOU CNOT HAVE MORE THAN ONE KITCHEN. AND WE'RE GOING TO GET INTO THE DEFINITION SECTION AS WELL. SO THIS APPLICANT HAS COME IN AND HAS RECEIVED THEIR BUILDING PERMIT CONTINGENT UPON THE APPROVAL FROM TOWN COUNCIL, GIVING THEM A RELIEF FROM THE GDC REQUIREMENT OF THE ONE KITCHEN LIMIT. SO. OH. SO THE SITE IS LOCATED AS 1450 TOD LANE. THE ACREAGE IS 1.72 ACRES. IT'S ZONED SINGLE FAMILY ESTATE.THERE WAS A ZONING CASE ON THIS PROPERTY BACK IN 2022, I BELIEV, WHEN THIS PROPERTY WAS REZONED FROM AGRICULTURAL TO SF SO THAT THE APPLICANT COULD BUILD THE HOME THAT THEY WERE LOOKING FOR.
IT'S IN DISTRICT ONE AS WELL. AS YOU CAN SEE IN THIS ZONING MAP, THIS THE PROPERTY THAT'S IN LIGHT GREEN AND OUTLINED IN TEAL. THAT'S THE PROPERTY OF THAT WE HAVE IN QUESTION RIGHT NOW. JUST FYI, THERE ARE TWO LOTS ON THAT SITE. THE APPLICANT IS PROPOSING TO BUILD ON ONE THE OTHER LOT. WE DON'T KNOW WHAT THEY'RE PLANNING TO BUILD BUILD RIGHT NOW. SO HERE'S THE DEFINITION THAT WE HAVE ON THE GDC. SO JUST ANOTHER QUICK REMINDER. THE BUILDING CODE DOESN'T HAVE AN ISSUE WITH IT. THE BUILDING CODE DOESN'T HAVE A HAVE A LIMITATION ON HOW MANY KITCHENS OR ANYTHING OF THAT SORT. IT'S THE GDC WHEN IT DEFINES A DWELLING UNIT, IT SAYS ANY BUILDING OR PORTION THEREOF WHICH IS DESIGNED OR USED EXCLUSIVELY FOR RESIDENTIAL PURPOSES BY ONE FAMILY, FOR LIVING, SANITARY AND SLEEPING PURPOSES. AND THAT HAS NO MORE THAN ONE COOKING FACILITY. PARENTHESES, THAT IS, ONLY ONE KITCHEN. THE TERM DOES NOT INCLUDE HOTELS OR MOTELS. IT SOUNDS LIKE THE DEFINITION WAS TRYING TO AVOID SITUATIONS WHERE A FAMILY IS RENTING OUT THE SAME HOME TO MULTIPLE PEOPLE AND MULTIPLE FAMILIES TO LIVE IN, WHICH IS WHICH OBVIOUSLY GOES AGAINST THE VERY DEFINITION, BECAUSE A SINGLE FAMILY HOME IS MEANT TO BE USED BY ONE FAMILY WITH THIS APPLICANT, THIS HOME ISIS SIGNIFICANTLY LARGER THAN USUAL. SO JUST TO PUT THINGS INTO PERSPECTIVE, IN AN SF SINGLE FAMILY ESTATE RESIDENTIAL DISTRICT, THE MINIMUM DWELLING SIZE REQUIREMENT THAT WE HAVE ON THE GDC IS 2100 SQUARE FOOT, SO THEY ARE PLANNING TO BUILD A TEN ZERO ZERO ZERO SQUARE FOOT HOME. AND IN THEIR LETTER AND THEIR REQUEST THERE, THEY HAVE CONVEYED THAT THEY WANT TO BUILD THIS HOME TO SERVE MULTI-GENERATIONAL PURPOSES. SO THEY WANT TO SHARE IT WITH THEIR IMMEDIATE FAMILY, TO TAKE CARE OF THEIR PARENTS AND SO ON AND SO FORTH. THAT'S WHAT THEIR JUSTIFICATION IS, TO ASK FOR A RERELIEF FROM THE ONE KITCHEN LIMITATION THAT WE HAVE IN THE GDC. I BELIEVE THE APPLICANT'S HERE TO ANSWER ANY QUESTIONS AS WELL. OKAY. ANY QUESTIONS FOR STAFF? MAYOR PRO TEM MOORE THANK YOU, MR. MAYOR. THANK YOU, MR. MAYOR. SO THIS CASE DID NOT GO TO ZONING AT ALL? NO, THIS IS NOT A ZONING CASE STAFF RECOMMENDATION. WE DO NOT HAVE A SPECIFIC RECOMMENDATION ON IT.
WE DO NOT SEE AN ISSUE WITH WHAT'S BEING PROPOSED. NOT IN GENERAL, NOT FOR ALL SITUATIONS.
BUT IN THIS PARTICULAR CASE, DEPENDING ON THE SIZE OF THE HOME THAT THEY'RE BUILDING, WE DO SEE WHY HAVING MORE THAN ONE KITCHEN COULD BE BENEFICIAL TO THE HOMEOWNER. THANK YOU, MR. MAYOR. OKAY. MR. ENGLAND. THIS IS KIND OF AN UNUSUAL. AS YOU ALL CAN TELL, THIS IS A VERY UNUSUAL CASE. IN FACT, THIS IS THE FIRST TIME I THINK I'VE SEEN A CASE LIK THIS. SHE DID A GREAT JOB IN EXPLAINING THAT THIS IS REALLY A DEFINITIONAL ISSUE. AND DEFINITIONS IN CODES AND STATUTES AREN'T INTENDED TO BE OPERATIVE IN THE SENSE THAT THEY PUT REQUIREMENTS. IT JUST
[00:30:04]
MEANS TO DEFINE A DEFINITION, A DEFINE A WORD IN AN OPERATIVE PROVISION WITHIN THE CODE SOMEWHERE. IN THIS CASE, OBVIOUSLY WE HAVE SOME IT COULD BE ARGUED WE HAVE AN OPERATIVE PROVISION PROVISION IN THE DEFINITION BECAUSE OF THE REQUIREMENT FOR NO MORE THAN ONE COOKING FACILITY. BUT THAT'S JUST AN ARGUMENT. THE ISSUE HERE IS OBVIOUS THAT WE HAVE THIS DEFINITION. I THINK THAT'S THE REASON WE DON'T HAVE A STAFF RECOMMENDATION IS BECAUSE THE DC, THE GDC ACTUALLY ALLOWS THE PLANNING DIRECTOR TO DO AN ALTERNATIVE COMPLIANCE FOR SITE DEVELOPMENT, FOR DEVELOPMENT OR REDEVELOPMENT. AND IN THAT SHE WOULD HAVE THE AUTHORITY TO ENTER INTO AN A DEVELOPMENT AGREEMENT WITH THE APPLICANT AND PUT STIPULATIONS ON IF COUNCIL, IN THIS CASE, THEY WANTED COUNCIL TO BUY IN TO SEE WHETHER OR NOT COUNCIL WAS INTERESTED IN ARGUABLY. DOING AN ALTERNATIVE APPROACH TO THE DEFINITION THAT'S CURRENTLY THERE, WITHOUT CHANGING THE DEFINITION FOR FUTURE APPLICANTS THAT COME IN. AND SO THAT WOULD BE IF COUNCIL IS IF COUNCIL WANTS TO APPROVE THIS APPLICATION, MY RECOMMENDATION IS WE GO BACK, DO A DEVELOPMENT AGREEMENT WITH ANY STIPULATIONS THAT COUNCIL MAY HAVE FOR PASSING THIS ITEM THAT'S ON THE AGENDA, AND THEN COME BACK NEXT TIME WITH THE DEVELOPMENT AGREEMENT IN HAND, AND THEN YOU'LL APPROVE THE DEVELOPMENT AGREEMENT FOR A FINAL APPROVAL. AND SO INSTEAD OF IT BEING AN ORDINANCE OR A ZONING ORDINANCE, IT WOULD BE A DEVELOPMENT AGREEMENT THAT Y'ALL WOULD APPROVE. AND THEN SHE WOULD BE THE SIGNATORY ON THE DEVELOPMENT AGREEMENT. SO WHAT ARE OUR ACTIONS TONIGHT? IT'S TO GIVE DIRECTION ON GIVE A ACTUALLY PASS IT LIKE YOU WOULD AN ORDINANCE SAY, YES, WE WANT TO APPROVE A DEVELOPMENT AGREEMENT AND SAY OR NOT APPROVE IT, WHATEVER IT MAY BE. BUT IF YOU APPROVE IT, WE'LL COME BACK A SECOND TIME LIKE WE DO. THAT'S THAT'S WHERE I WAS APPROVED. THE SUBSTANCE OF THE DEVELOPMENT AGREEMEN BASED ON WHATEVER STIPULATIONS Y'ALL PLACE ON AN APPROVAL, IF ANY AT ALL. Y'ALL MAY JUST SAY, YEAH, JUST LET THEM DO IT. THAT'S FINE. BUT IF Y'ALL HAVE ANY STIPULATIONS, WE COULD WE COULD PUT THAT INTO THE INTO THE PROVISIONS OF THE DEVELOPMENT AGREEMENT. SO TONIGHT WE'RE AGREEING DISAGREEING TO PUT THIS UNDER A DEVELOPMENT AGREEMENT. THEN IT COMES BACK FOR FORMAL APPROVAL.THAT'S CORRECT OKAY. THANK YOU. IS EVERYBODY CLEAR ON THAT. ALL RIGHT. THANK YOU VERY MUCH. WE DO HAVEHE APPLICANT HERE. DO WE HAVE ANY QUESTIONS FOR THE APPLICANT. I SEE NONE. BUT YOU.
YOU ARE HERE. AND IF YOU WOULD LIKE TO TELL US ANYTHING ABOUT IT, I WILL NEED TO GET A SPEAKER CARD FOR YOU BEFORE YOU LEAVE. YOU ARE WELCOME TO MAKE A PRESENTATION. ANSWER ANY QUESTIONS AND STEP, STEP UP. GOOD EVENING. I WAS HERE A COUPLE OF YEARS AGO. FARHAN ZAKI I LIVE AT 610 SODA GRANDE ACROSS FROM THE HOA OF THE YEAR. OUR HOA WAS NOT HOA OF THE YEAR. I WAS KIND OF JEALOUSUS OF TIR THEIR COMMUNITY. SINCE THE COMMUNITY. IT'S SIMPLE. WE'RE BUILDING A 7500 SQUARE FOOT HOME. WE REZONED IT TWICE BASED ON THE CITY'S RECOMMENDATION TO A STATE ZONING. IT'S NOT ANY SORT OF MULTI-FAMILY DWELLING, IT'S JUST ONE BIG HOME. AND I NEED TWO KITCHENS BECAUSE I HAVE MY MOM LIVING WITH ME AND MY WIFE AS WELL. AND SO IN ORDER TO KEEP BOTH OF THEM HAPPY, WE JUST GOT TO HAVE TWO KITCHENS. AND IT'S AS SIMPLE AS THAT. SO I'M NOT EVEN GOING TO VENTURE INTO THAT. BUT DO YOU UNDERSTAND THE PROCESS THAT WE'VE DISCUSSED THAT TONIGHT? WE WOULD BE LOOKING AT YOU ENTERING INTO A DEVELOPMENT AGREEMENT THAT WOULD EITHER ALLOW OR NOT ALLOW THIS, AND THEN YOU WOULD COME BACK FOR FORMAL APPROVAL OF THAT AGREEMENT. IS THAT IS LIKE IS WOULD THERE BE A I GUESS MY BIGGEST QUESTION IS, IS THAT WE'VE BEEN WORKING ON THESE PERMITS FOR ALMOST TWO PLUS YEARS. IS THIS GOING TO BE LIKE A REALLY LENGTHY PROCESS? DO WE HAVE ANY IDEA OR DO WE JUST SUBMIT IT AND WE JUST GET IT APPROVED? WE'LL LET MR. ENGLAND ANSWER THAT. WE CAN GET THE WHAT HAPPENS MOST OF THE TIME IN ZONING CASES. AND THIS IS NOT A ZONING CASE, BUT WHAT HAPPENS MOST OF THE TIME IN ZONING CASES, THEY VOTE ON THE APPROVAL OF THE OF THE ZONING CHANGE, AND THEN THEY FORMALLY VOTE ON THE ORDINANCE ITSELF IN THE FOLLOWING REGULAR MEETING. AND THAT'S WHAT WILL HAPPEN HERE. SO IN TWO WEEKS, TWO WEEKS, COUNCIL WILL COME BACK AND THEY'LL VOTE ON THE DEVELOPMENT AGREEMENT.
OKAY. OKAY. SO MEANWHILE, I MEAN, WE'RE WE'RE AT THE PHASE NOW WHERE WE'RE READY TO BUILD THE FOUNDATION. SO I DON'T THINK THIS SHOULD IMPACT ANY OF THAT BECAUSE THAT WOULD COME A YEAR FROM NOW. STAFF MAY HAVE SOME INPUT ON THAT. SO THE BUILDING PERMIT HAS BEEN ISSUED CONTINGENT UPON THIS, SO THAT EVEN IF COUNCIL DISAPPROVES, THEY HAVE THEIR APPROVED BUILDING PLANS AND THAT AREA THAT THEY HAVE SHOWN AS THE SECOND KITCHEN CAN THEN BE CONVERTED TO A WET BAR OR SOMETHING, A NON KITCHEN AREA. SO YES, THEY'RE GOOD TO GO GOING
[00:35:05]
VERTICAL. BUT BEFORE WITHIN A REASONABLE AMOUNT OF TIME WE'LL HAVE TO MAKE SURE WE HAVE THE AGREEMENT READY. AND YOU'RE IN COMPLIANCE WITH THAT. AND WE'LL, WE'LL MAKE SURE WE IF THAT HAPPENS WE'LL MOVE THAT THROUGH. SO THANK YOU. THAT WAS IT. THANK YOU VERY MUCH. THANK YOU. AND I WILL NEED YOU TO FILL OUT A SPEAKER CARD. ALL RIGHT. START OFF THE NEW YEAR WITH SOMETHING.SOMETHING NEW.. COUNCILMEMBER BASS IS IN YOUR DISTRICT, SIR. MAN, I DON'T KNOW IF IT GETS ANY MORE CONVOLUTED. IT'S POSSIBLE THIS IS GOVERNMENT. YEAH. OKAY, SO I MAKE A MOTION TO APPROVE THE DEVELOPMENT OF A DEVELOPMENT AGREEMENT WITH NO STIPULATIONS. SECOND. OKAY. ALL RIGHT. I HAVE A MOTION BY COUNCILMEMBER BASS, AND WE'RE GOING TO GO WITH A SECOND BY COUNCILMEMBER WILLIAMS TO APPROVE THIS ITEM MOVING FORWARD WITH A DEVELOPMENT AGREEMENT WITH NO STIPULATIONS.
A STIPULATION OF NO STIPULATIONS, I BELIEVE, IS HOW THAT WAS WORDED. MADAM SECRETARY, IF YOU COMPARE THE VOTE FOR US, PLEASE. COUNCIL. AND DISPLAY THE VOTE. AND THAT ITEM IS APPROVED UNANIMOUSLY. THANK YOU SIR. THAT WAS OUR LAST ITEM FOR INDIVIDUAL
[ CONSIDER APPOINTMENTS TO BOARDS AND COMMISSIONS Terms are usually staggered whereby at least half of the membership has previous experience. Members are appointed based on qualifications.]
CONSIDERATION. OUR NEXT ITEM IS CONSIDER APPOINTMENTS TO BOARDS AND COMMISSIONS. COUNCIL MEMBER BEARD, YOU HAVE AN APPOINTMENT THIS EVENING? YES. THANK YOU. I WOULD LIKE TO MAKE A MOTION TO APPOINT JOSEPH NAVARRO TO THE PARKS AND RECREATION BOARD. I HAVE A NOMINATION FOR JOSEPH NAVARRO FROM COUNCIL MEMBER BEARD AND A SECOND BY COUNCIL MEMBER BASS. AND YOU COULD DISPLAY OR PREPARE THE VOTE FOR US, PLEASE. AND DISPLAY THE VOTE. AND THAT NOMINATION IS[ CITIZEN COMMENTS Members of the audience wishing to address issues not on the meeting agenda may have three minutes to speak. However, according to the Texas Open Meetings Act, Council is prohibited from discussing any item not on the posted agenda.]
APPROVED UNANIMOUSLY. OUR NEXT ITEM IS CITIZEN COMMENTS. MEMBERS OF THE AUDIENCE WISHING TO ADDRESS ISSUES NOT ON THE MEETING AGENDA MAY HAVE THREE MINUTES TO SPEAK. HOWEVER, ACCORDING TO THE TEXAS OPEN MEETINGS ACT, COUNCIL IS PROHIBITED FROM DISCUSSING ANY ITEM NOT ON THE POSTED AGENDA. AND I DO BELIEVE WE HAVE A SPEAKER CARD THIS EVENING. YES, SIR. IF I COULD HAVE MISS LINDSEY FOGLEMAN. AND IF YOU CAN GIVE US YOUR NAME AND ADDRESS FOR THE RECORD, AND YOU WILL HAVE THREE MINUTES. I'M LINDSAY FOGLEMAN, I LIVE IN DISTRICT THREE, 1330 SURREY COURT. I JUST WANTED TO BRING A SUGGESTION TONIGHT REGARDING BOARDS AND COMMISSIONS. I DON'T KNOW IF ANYTHING IS ALREADY IN PLACE FOR THIS, BUT SOMETHING I NOTICED IN MY TIME ON THE BOND STUDY COMMISSION. I RECENTLY HAD THE PRIVILEGE OF SERVING ON THE 2025 BOND STUDY COMMITTEE COMMITTEE AND APPRECIATE THE OPPORTUNITY AND EXPERIENCE THE CITY'S BOARDS AND COMMISSIONS. PAGE STATES THAT THE AMERICAN DEMOCRATIC EXPERIENCE IS BUILT UPON THE FOUNDATION OF CONCERNED AND CARING RESIDENTS, BECOMING ACTIVELY INVOLVED. EMPHASIS IN LOCAL GOVERNMENT. MY SUGGESTION TO COUNCIL IS THIS APPOINTEES WHO FAIL TO BE ACTIVELY INVOLVED BY FREQUENTLY MISSING MEETINGS SHOULD PERHAPS BE REMOVED OR REPLACED BY ANOTHER APPLICANT IF AVAILABLE. WHO IS MORE WILLING TO TAKE THAT ACTIVE ROLE? I WOULD SUGGEST A CERTAIN PERCENTAGE OF MEETING ATTENDANCE REQUIRED TO MAINTAIN ONE'S OPINION ON A BOARD POSITION ON A BOARD OR COMMISSION. I UNDERSTAND LIFE HAPPENS. WE ALL HAVE OBLIGATIONS OUTSIDE. CARS BREAK DOWN. WE AND OUR FAMILIES GET SICK. I DID NOT HAVE PERFECT ATTENDANCE MYSELF. BUT IF YOU CANNOT ATTEND A MAJORITY OF THE MEETINGS, PERHAPS YOU SHOULD STEP ASIDE AND GIVE SOMEONE ELSE THE CHANCE. THANK YOU, THANK YOU. AND YOU CAN CALL OUR NEXT SPEAKER, MARK KING. MR. KING, I THINK YOU'VE DONE THIS BEFORE. IF YOU CAN GIVE US YOUR NAME AND ADDRESS FOR THE RECORD, AND YOU WILL HAVE THREE MINUTES. OKAY. MY NAME IS MARK KING AND I LIVE AT 5151 NORTH PRESIDENT GEORGE BUSH, HIGHWAY NUMBER 1322. I CANNOT FIT ON MY TEXAS DRIVER'S LICENSE. IN GARLAND. AND I WANTED TO CONFIRM SOME INFORMATION REGARDING MICRO PARK. I WANT TO CONFIRM SOME INFORMATION REGARDING MYSELF SO THAT YOU WILL HEAR IT FROM ME PERSONALLY. SO I'M JUST GOING TO TAKE MY 2.5 MINUTES LEFT AND TELL YOU ABOUT THAT. AND THAT IS THAT MICRO PARK INDUSTRIES HAS BEEN IN GARLAND NOW SINCE 1963. WE HAVE TAKEN THE OLD THREE BUILDINGS THAT WE WERE IN AND[00:40:06]
MOVED INTO A BRAND NEW FACILITY. MANY OF YOU HAVE BEEN THERE OR AT LEAST DRIVEN BY IT. WE HAVE ACTUALLY HAD A RECORD YEAR THIS YEAR, AND AS A RESULT, WE ENDED UP SELLING MICRO PARK TO A COMPANY CALLED TELEDYNE INDUSTRIES. AND TELEDYNE INDUSTRIES IS A VERY GOOD COMPANY, VERY GOOD MATCH FOR MICRO PARK. THEY'RE ALMOST 6 BILLION IN SIZE IN REVENUE, AND THEIR INTENT IS TO RETAIN THE MICRO PARK NAME, OF COURSE, RETAIN THE EMPLOYEES, ACTUALLY GROW THE BUSINESS BECAUSE WE HAVE CAPACITY HERE IN GARLAND. PRETTY SOON WE'LL BE MOVING THE HEADQUARTERS OF ANOTHER TELEDYNE BUSINESS THAT'S IN RICHARDSON. WE'LL BE MOVING INTO OUR NEW FACILITIES, ABOUT 16 PEOPLE, MANAGEMENT LEVEL, SALES LEVEL. BUT WE DID CLOSE THE DEAL OFFICIALLY ON DECEMBER 30TH. SO AS OF DECEMBER 30TH, MICRO PARK INDUSTRIES, INC. IS A PUBLIC COMPANY, IS NO LONGER A PUBLIC COMPANY, AND IT WILL BECOME PART OF TELEDYNE. AND MARK KING IS OFFICIALLY RETIRED, TAKING HIS SEVEN MONTHS ON DECEMBER 30TH. AND I'LL BE STARTING MY OWN CONSULTING BUSINESS TO HELP BUSINESSES AND GIVE BACK TO THE COMMUNITY AS A SERVANT LEADER, WHICH IS MY HEART AND SOUL. AND THAT'S WHY THAT'S WHY GOD PUT ME ON THE PLANET TO DO. AND THAT'S WHAT I'M GOING TO DO MY BEST TO DO. SO I INTEND TO CONTINUE THOSE THOSE EFFORTS. I WANT TO TAKE A SPECIAL 30S OR WHATEVER SCOTT'S ALLOWED ME LEFT TO THANK THE CITY AND THANK THIS COUNCIL AND THANK THE CITY STAFF. JUDGE, YOUR TEAM HAS BEEN WONDERFUL. YOU PERSONALLY HAVE BEEN WONDERFUL. AYAKO, THANK YOU FOR YOUR SUPPORT THROUGH THIS WHOLE PROCESS. AND WE'RE TALKING ABOUT THE PROCESS OF BUYING THE LAND, BUILDING THE BUILDING, BUILDING THE COMPANY. THE SUPPORT OF THIS CITY IS SO IMPORTANT TO THE MANUFACTURING COMMUNITY, AND YOU OUGHT TO BE PROUD OF THE WAY THAT WE WERE ABLE TO COLLABORATE BETWEEN MICRO PARK AND THE LEADERSHIP, MYSELF IN THE LEADERSHIP AT MICRO PARK AND THE LEADERSHIP OF THIS COMMUNITY AND THE LEADERSHIP OF THE CITY. SO I JUST WANT TO SAY THANK YOU FROM THE BOTTOM OF MY HEART MEANS A LOT TO ME THAT THAT THE CITY WAS SUPPORTIVE OF ALL THIS. AND I THINK THAT'S ALL THE TIME I HAVE LEFT. I KNOW YOU MAY HAVE SOME QUESTIONS. I'M GOING TO HANG AROUND AFTERWARDS. YOU CAN FEEL FREE TO COME UP TO ME AND ASK ME ANY QUESTIONS YOU MIGHT HAVE. I HOPE THAT'S OKAY. THANK YOU VERY MUCH. THANK YOU SIR. WAS THAT DO WE HAVE ANY ADDITIONAL SPEAKER CARDS? NO, SIR, WE DO NOT. OKAY. ARE THERE IS THERE ANYONE ELSE WHO WOULD LIKE TO SPEAK THIS EVENING? ALL RIGHT. SEEING NONE AT 743. WE ARE
