UM, THEY'RE ALSO GONNA BE TRANSPLANTING SOME OF THEIR PLANTS, UM, AND THEN THEY'LL BE ADDING SOME ADDITIONAL PLANTS. UM, NOW PLANT LIVE PLANT MATERIAL AND COST ASSOCIATED WITH PLANTS ARE NOT ELIGIBLE. UM, SO THE, THOSE ITEMS HAVE BEEN DEDUCTED FROM THE ESTIMATES THAT HAVE BEEN PROVIDED. UM, AND SO THE NEIGHBORHOOD IS AWARE OF THAT AND THEY'RE, YOU KNOW, THEY WANTED TO CONTINUE WITH, WITH THIS PLAN, UM, AS WELL. UM, THEY'RE ALSO LOOKING TO MODIFY THEIR EXISTING IRRIGATION SYSTEM. UM, PART OF THE PLAN IS TO CAP OFF SOME OF THE AREAS THAT ARE GONNA BE, UM, YOU KNOW, PURELY HARDSCAPING, UH, BUT THEN THEY WILL ALSO BE ADDING SOME ADDITIONAL ZONES FOR THOSE TRANSPLANTED OR ADDITIONAL PLANTINGS AS WELL. UM, AND THEN LASTLY, THEY WANTED TO EXPAND THEIR EXISTING LIGHTING, UM, TO INCLUDE COLORFUL LED LIGHTS. UM, AND SO THIS IS SO THAT THEY CAN, UM, THEY CAN COMMEMORATE SOME OF THE HOLIDAYS WITH THE DIFFERENT COLORS AND SUCH AND JUST KIND OF BRING A MORE MODERN TOUCH TO THEIR ENTRYWAYS. UM, THEY'RE STATED GOALS INCLUDES IMPROVING ENTRIES AND MEDIANS TO GIVE OAK RIDGE A NEW LOOK THAT'S CONSISTENT WITH CURRENT LANDSCAPE DESIGN, UTILIZING HARDSCAPE AND DROUGHT TOLERANT PLANTS. UM, THEY LOOK TO INSTALL, UM, NEW DRIP IRRIGATION AND REDUCE WATER USAGE. UM, AND THEN THEY LOOK HOPE TO INSTALL NEW SAFETY AND SECURITY LIGHTING USING LED TO REDUCE ELECTRIC BILL. UM, FOR THEIR STATED MAINTENANCE IN THEIR APPLICATION. THEY SAID THEY ARE, UM, THEY'VE CONTRACTED WITH A LANDSCAPE SERVICE THAT'LL MAINTAIN THESE ENTRANCES. UM, AND SO, AND THIS IS JUST A MAP OF, UM, THE PROJECT AREA. AND THEN THESE ARE SOME PHOTOS OF THE, UM, ENTRANCES AND THEY'RE KIND OF NOTATED, LIKE WHICH ENTRANCES. UM, WE'LL BE RECEIVING THOSE MAKEOVERS ESSENTIALLY. UM, SO WE DID GO BACK AND, AND FORTH QUITE A BIT WITH THE APPLICANTS JUST TO TRY TO WORK THINGS OUT AND, UM, SEE WHAT COULD BE ELIGIBLE OR WHAT COULD POTENTIAL, WHAT WOULD BE DETERMINED BY COMMUNITY SERVICES AS WELL AS CITY COUNCIL AS TO WHAT MIGHT BE ELIGIBLE. UM, AND SO SOME, UM, WE HAVE ALL OF THE COMMENTS FROM LETTER OF INTENT TO APPLICATION TO EVEN AN UPDATE SINCE THEIR APPLICATION BECAUSE WE'VE BEEN KIND OF GOING, GOING BACK AND FORTH WITH THE NEIGHBORHOOD. UM, AND SO, BUT ESSENTIALLY THE NEIGHBORHOOD HAS PROVIDED EVERYTHING THAT WE HAVE REQUESTED. UM, THEY PROVIDED LANDSCAPING PLANS, WHICH ARE INCLUDED IN YOUR PACKET. UM, THEY HAVE SENT THE PLANT MATERIAL LIST TO OUR PARKS DEPARTMENT BECAUSE THOSE MEDIAS ARE, UM, THEY DO, THEY DO HAVE A WATER USAGE MAINTENANCE AGREEMENT WITH OUR PARKS DEPARTMENT, SO WHATEVER CHANGES THEY MAKE, IT HAS TO BE APPROVED BY, BY PARKS. AND SO, UM, SO WE'VE KIND OF BEEN WORKING THROUGH THAT. UM, BUT ALSO JUST KIND OF A, THEY SUBMITTED THE PLANT MATERIAL AND THERE WERE SOME, UM, PREFERENCES MENTIONED BY PARKS DEPARTMENT FOR SOME OF THE SPECIES. BUT SINCE PLANTS ARE KIND OF OUTSIDE OF THIS, PER OUR PURVIEW OF THE GRANT, WE'LL LET THEM, UM, WORK DIRECTLY WITH THE PARKS DEPARTMENT. UH, TRUST ME, YOU DON'T WANT ME GETTING INTO PLANT SPECIES. I AM NOT, I AM NOT THE EXPERT THERE, , SO WE'LL JUST LEAVE THAT TO THE EXPERTS. UM, BUT, UH, AGAIN, AS MENTIONED, UH, STAFF CALCULATED $4,006 AND 10 CENTS TO BE ASSOCIATED WITH THE INSTALLATION OF PLANT MATERIAL. UM, AGAIN, AS MENTIONED, PARKS REVIEW, THE LANDSCAPING PLANS AND MATERIAL LIST, AND AGAIN, STATED THEY WERE GOOD WITH THE PLAN, BUT JUST WANTED TO DISCUSS PLANT CHOICES. UM, SO, UM, THE NEIGHBORHOOD WILL NEED TO HAVE SOMETHING IN WRITING FROM PARKS DEPARTMENT, THOUGH BEFORE THEY BEGIN WORK THAT EVERYTHING IS, UM, THAT PARKS IS GOOD WITH THE PLANT CHOICES AND EVERYTHING IS GOOD TO GO. SO, UM, SO IRRIGATION MODIFICATIONS, UM, INCLUDE UPGRADING EXISTING SPRAY SPRINKLERS, HEADS TO DRIP IRRIGATION. UM, NOW IRRIGATION UPGRADES ARE LISTED IN THE MATCHING GRANT GUIDELINES AS INELIGIBLE. UM, AND SO, BUT THERE'S KIND OF A MIXTURE OF THINGS HAPPENING WITH THIS POTEN PARTICULAR PROJECT. SO WE WANTED TO JUST PRESENT THAT TO, UM, TO YOU ALL FOR DISCUSSION OR FOR DETERMINATION AS TO WHETHER OR NOT THIS PARTICULAR PROJECT COMPONENT CAN BE ELIGIBLE. UM, THE NEIGHBORHOOD PROVIDED, UH, REQUESTED, UH, IMAGES OF WHAT THE LIGHTING ENHANCEMENT WILL LOOK LIKE. SO IT'S ESSENTIAL, ESSENTIALLY NORMAL LIGHTING, BUT HAS THE POTENTIAL TO, UM, CHANGE DIFFERENT COLORS, UM, BASED ON THE SEASONS OR, OR WHAT HAVE YOU. UM, THE ELIGIBILITY OF THIS COMPONENT IS TO BE DETERMINED BY, UM, BY THIS COMMITTEE, UM, JUST BECAUSE IN, UH, THE MATCHING GRANT GUIDELINES, IT SAYS NEW SAFETY LIGHTING IS ELIGIBLE. UPGRADES ARE TYPICALLY NOT ELIGIBLE. THIS IS, I KNOW WE HAD, UH, UH, THIS IS KIND OF A UPGRADE, BUT EXPANSION AND JUST ALSO ALLOWING FOR THEM TO, UM, DECORATE FOR HOLIDAYS AND WHAT HAVE YOU. SO WE WANTED TO PRESENT THAT TO YOU ALL AS WELL FOR DETERMINATION, FOR ELIGIBILITY, UM, FOR THE SWEAT EQUITY AND IN KIND DONATIONS. UM, THE NEIGHBORHOOD PLANS TO HOST A VOLUNTEER WORKDAY TO OFFSET THE COST OF BED PREPARATION. UM, AND SO THEY HAVE PROVIDED ALL OF THE REQUESTED JUSTIFICATION FOR, UM, FOR NUMBER OF VOLUNTEERS, VOLUNTEER HOURS, UM, IN ADDITION TO, UM, KIND OF CORROBORATING THE COSTS FOR DONATING DONATED SERVICES, UM, AND, UM, DONATED, UM, UH, EQUIPMENT USAGE AND, AND THINGS OF THAT NATURE. UM, THIS INFORMATION IS OUTLINED IN THE DOCUMENT THAT THE NEIGHBORHOOD PROVIDED, UM, AND IT'S LABELED OAK RIDGE COST CALCULATIONS. UM, AND SO I KNOW THAT'S A LOT. UM, AND MY QUESTION IS, IS PRETTY MUCH THE SAME AS COUNCIL MEMBER BEARDS, IS, HAVE THEY PROVIDED ANY, UM, WHETHER IT BE PRECEDENT OF THAT TYPE OF, UH, CONTRIBUTION FROM THEIR, FROM THE RESIDENTS, OR DO THEY HAVE ANY KIND OF, UM, SIGN UP LIST THEY'VE ALREADY SENT OUT AND PEOPLE ARE ALREADY VOLUNTEERING FOR IT? DO WE HAVE ANY RECORD OF THAT OR ANY PRECEDENT OF THEIR SWEAT EQUITY IN THE PAST? RIGHT. SO THEY DID NOT PROVIDE A LIST OF, YOU KNOW, UH, VOLUNTEERS THAT HAVE SIGNED UP PREVIOUSLY FOR THIS UPCOMING, UM, EVENT. UH, I DO KNOW THAT THEY'RE FAIRLY ACTIVE. UM, I KNOW THAT THEY REGULARLY HOST, UM, BLOCK PARTIES, COMMUNITY EVENTS, NATIONAL NIGHT OUT EVENTS, UM, AND THEY TYPICALLY HAVE A PRETTY, UM, GOOD ATTENDANCE TO THAT. BUT AS FAR AS PEOPLE COMING OUT TO ACTUALLY VOLUNTEER, UM, I COULDN'T ATTEST TO THAT, BUT THAT COULD BE SOMETHING THAT WE COULD, UM, ASK OF THEM TO PROVIDE. WELL, YES. 'CAUSE I MEAN, AND HERE'S, HERE'S MY CONCERN. AND, AND LIKE I MENTIONED, THIS IS, THIS IS A LARGE PROJECT, THIS ISN'T TINY, THIS IS IN, THIS IS, UM, MULTIPLE TRADES INVOLVED. THIS IS GOING TO BE, THIS IS A PROJECT MANAGEMENT, UM, JOB. SO, YOU KNOW, IF THEY'RE CONTRIBUTING TO SOME OF THIS, YOU KNOW, IT'S NOT LIKE THIS IS ALL BEING ENVELOPED BY ONE MANAGEMENT COMPANY, RIGHT? AND SO THEY'RE RELYING ON VOLUNTEERS TO BE AN INTEGRAL PART OF THIS. SO THE, THE PROBLEMS AND THE PROBLEMS I'M LOOKING AT ARE FINANCIAL, RIGHT? EITHER THEY DON'T HAVE ENOUGH VOLUNTEERS TO GET IT DONE FAST ENOUGH, IT TAKES 'EM AN EXTRA MONTH. WELL, YOU KNOW, YOU'VE ALREADY GOT CONTRACTS WITH TRADES, YOU KNOW, AND ARE THOSE TRADES THEN GONNA BE COLLECTING MORE MONEY? AND, YOU KNOW, UM, IF THEY CAN'T GET THE VOLUNTEERS, THEN WHERE'S THE CONTINGENCY, WHERE'S THE MONEY COMING FROM TO PAY A LANDSCAPE COMPANY TO COME IN AND DO THIS? IS THERE A CONTINGENCY FOR THAT THOUGH? SO THOSE ARE THE CONCERNS I HAVE ON THE SWEAT EQUITY. UM, OTHER CONCERN I HAVE, AND THIS IS MOST, MOST OF MY CONCERNS ARE FINANCIAL, RIGHT? BECAUSE AGAIN, THIS IS A BIG PROJECT, UM, AND WE WANT THEM TO, YOU KNOW, WE WANT IT TO, TO BE DONE PROPERLY. UM, HAVE WE CONFIRMED, SO THEY HAVE THE, YOU KNOW, THE SWEAT EQUITY AND THE INKIND AND THE CASH CONTRIBUTION. BUT HAVE WE, DO WE HAVE ANY KIND OF CONFIRMATION, UM, OF THE, UH, OF THE, UH, SOFTSCAPE THAT'S OUTSIDE OF OUR, UH, OUTSIDE OF OUR SCOPE? DO WE HAVE CONFIRMATION THAT THEY HAVE FUNDS FOR THAT AS WELL? I MEAN, SO THEY, UM, IN THE CALCULATIONS THAT THEY PROVIDED, THEY ACKNOWLEDGED THAT, UM, WHICH I THINK THERE WAS JUST A LITTLE BIT CONFUSION IN SOME OF THEIR CALCULATIONS, AND THEY WEREN'T TOO SURE HOW THE $100,000 CAP, UM, WORKED. AND SO, UM, SO THAT'S, THAT'S WHY THEIR CALCULATIONS ARE A BIT OFF. HOWEVER, THEY HAD ACKNOWLEDGED, UM, AND THEIR CALCULATIONS, UM, THAT THEY NEEDED, UH, APPROXIMATELY $25,000 CASH FOR THIS PROJECT. UM, AND THAT'S, AGAIN, THAT'S NOT INCLUDING SWEAT EQUITY AND WHAT HAVE YOU. UM, AND SO THEY HAVE NOT MENTIONED WHETHER THEY HAVE THAT CAPACITY, UM, BUT IT IS RECOGNIZED THAT THEY WILL NEED THOSE AMOUNT OF FUNDS. OKAY. AND, UM, AND, UH, THIS IS, I REALLY APPRECIATE THE PACKET YOU PUT TOGETHER, BUT IT IT'S A LOT. SO I HAVEN'T, THAT'S, THAT'S OKAY. UM, SO THEY, [00:15:01] UM, HAVE SOME OF THOSE, UM, THAT INFRASTRUCTURE FOR, UH, THE NEIGHBORHOOD ASSOCIATION. OKAY. I'D JUST LIKE TO SEE, UH, JUST, YOU KNOW, MAKE SURE THE, THE FUNDS ARE MANAGED PROPERLY AND MAKE SURE THE PROJECT'S MANAGED PROPERLY. THOSE ARE MY CONCERNS. ABSOLUTELY. UM, AND IT LOOKS LIKE THE LAST TIME THAT THAT, THAT, UM, THAT OAK RIDGE, UM, UTILIZED THE MATCHING BA GRANT PROGRAM WAS IN 2009. SO I THINK IT'S, UH, GREAT THAT THEY'VE COME BACK. I THINK IT'S A WONDERFUL USE OF FUNDS AND, UM, YEAH, AND OF COURSE I'D LIKE EVERY NEIGHBORHOOD TO, YOU KNOW, UTILIZE THIS PROGRAM. IT'S, IT'S AMAZING. UM, ON ANOTHER NOTE, UH, LAURA, YOU MENTIONED THAT, UM, UPGRADING LIGHTING IS NOT ELIGIBLE. UM, I WOULD JUST, AGAIN, THIS IS A SIDE NOTE, I WOULD LIKE TO SEE SOME MORE DETAILS ON THAT BECAUSE, UM, JUST, JUST ON THE SURFACE, JUST SAYING UPGRADING YOUR LIGHTING ISN'T ELIGIBLE. THAT DOESN'T, THAT DOESN'T SOUND LIKE THAT, THAT DOESN'T SOUND LIKE A GOOD, I GUESS, I DON'T KNOW, NON-ELIGIBLE ITEM, RIGHT? I WOULD, I WOULD THINK THAT I UPGRADING LIGHTING SHOULD BE ELIGIBLE BECAUSE IT'S GOING TO BE GOING FROM, YOU KNOW, INCANDESCENT OR FLUORESCENT OR SOMETHING LIKE THAT TO AN LED.
