WHEREAS LITTER IS A PERSISTENT ISSUE THAT IMPACACTS THE BEAUTY AND HEALTH OF COMMUNITIES ACROSS TEXAS, POLLUTING LAND AND WATER BODIES, ENDANGERING WILDLIFE, AND COMPROMISING THE QUALITY OF DRINKING WATER SOURCES IN NORTH CENTRAL TEXAS. AND WHEREAS IN 2024, THE RED CROSS PROUDLY PROVIDED NEARLY 150 SERVICES TO GARLAND MILITARY MEMBERS, VETERANS, THEIR FAMILIES, THEIR CAREGIVERS TO COPE WITH THE CHALLENGES OF SERVICE. SO THE TIF PLAN WAS AMENDED IN DECEMBER 2023 TO ALLOCATE ESSENTIALLY $10 MILLION FOR THE PURCHASE AND REDEVELOPMENT OF THE OF THE PROPERTY. THAT WAS APPROVED BOTH BY THE TIF ONE BOARD AND THE CITY COUNCIL. IN DECEMBER OF 2023. SO REALLY TOWARDS LATE 2023 AND EARLY 2024. AFTER SEEING THAT THE PROPERTY WAS IN, IN HAD CHANGED HANDS AND WAS OPEN FOR REDEVELOPMENT, THE CITY STARTED RECEIVING INTEREST FROM PRIVATE DEVELOPERS LOOKING TO PARTNER WITH US ON THE REDEVELOPMENT OF THE PROPERTY. AND REALLY BASED ON THOSE INQUIRIES, WHICH, AGAIN, COULD RANGE FROM A PHONE CALL TO THE ECONOMIC DEVELOPMENT OFFICE TO KIND OF A COLD CALL OR COLD EMAIL INTO CITY STAFF. WE DECIDED THAT IF THAT THERE COULD BE AN OPPORTUNITY HERE FOR US TO DELIVER ON THE PROMISE THAT WAS MADE IN THE DEVELOPMENT AGREEMENT BY PARTNERING WITH A PRIVATE DEVELOPER. AND THAT WOULD BE BENEFICIAL TO THE CITY FROM THE STANDPOINT THAT WE WOULD NOT HAVE TO INVEST ANY FURTHER PUBLIC DOLLARS INTO DEVELOPING AND REDEVELOPING THE FACILITY. AND SO IN APRIL OF 2024, WE CAME TO COUNCIL AND BRIEFED COUNCIL ON A PROPOSED RFQ PROCESS TO PURSUE A DEVELOPMENT PARTNER. AND AROUND THAT SAME TIME, KNOWING THAT WE WOULD WANT TO MAKE THE MOST INFORMED DECISION POSSIBLE ON WHAT WE DO WITH THAT PROPERTY.WE STARTED A MARKET STUDY AND COMMUNITY SURVEY TO HELP US IDENTIFY WHAT THE TOP PROSPECTS FOR BUSINESSES WOULD BE DOWNTOWN. AND SO ONCE THE KIND OF THROUGH SUMMER 2024 WENT THROUGH, GATHERED THAT MARKET INFORMATION AND STUDY PRESENTED THAT TO COUNCIL, I BELIEVE IN AUGUST OF 24 AND THEN STARTED THE RFQ PROCESS WITH THAT INFORMATION IN MIND. OPENED UP THAT RFQ PROCESS AND THE REASON WHY WE CHOSE THAT RFQ PROCESS ONE IS FOR TRANSPARENCY SAKE AND FAIRNESS SAKE, SO THAT ANY DEVELOPER OR PRIVATE DEVELOPER THAT WANTED TO PARTNER WITH THE CITY ON THE REDEVELOPMENT OF THE PROPERTY WOULD HAVE AN OPPORTUNITY TO, SAY, RAISE THEIR HAND FORMALLY AND SAY, WE'RE INTERESTED IN THAT PROCESS. WE'D LIKE TO BE A PART OF IT. AND WHAT HAPPENED IS, TOWARD THE END OF OCTOBER, WHEN THAT PROCESS WAS SCHEDULED TO CLOSE, WE HAD NOT RECEIVED ANY SUBMISSIONS YET. AND SO WE DID EXTEND IT A COUPLE OF WEEKS. AND NO SUBMISSIONS WERE FORMALLY RECEIVED THROUGH THAT PROCESS. HOWEVER, WE RECEIVED A NUMBER OF LEADS. AND LEADS IS AN ECONOMIC DEVELOPMENT TERM FOR DEVELOPERS THAT ARE INTERESTED, BUT MAYBE JUST DIDN'T WANT TO TAKE THE STEP TO GO THROUGH THE PROCESS, OR OTHERWISE DIDN'T SUBMIT A PROPOSAL. THE RFQ A LITTLE BIT ABOUT THE RFQ PROCESS, BECAUSE I KNOW THE QUESTIONS HAVE COME UP ABOUT THAT. THAT RFQ WAS PROVIDED TO ANYBODY. IT'S ON THE CITY'S WEBSITE. ANYTIME WE DO A REQUEST FOR BIDS OR REQUEST FOR PROPOSALS OR AN RFQ, IT'S POSTED IN OUR PROCUREMENT PORTAL AND BASED ON BASED ON THE NUMBER OF HITS WE GOT, AS FAR AS YOU HAVE TO LOG IN TO THAT PORTAL TO ACTUALLY SEE THE RFQ. SO LOOKING AT THE TOOLS, THE ECONOMIC DEVELOPMENT TOOLS THAT WE HAVE HERE IN GARLAND FOR OUR DOWNTOWN AREA. MANY YEARS AGO, THE CITY, THE CITY COUNCIL SET UP A DOWNTOWN FACADE AND REVITALIZATION PROGRAM. THIS IS FUNDED THROUGH THE TIF. IT'S HELPED OUT OVER A DOZEN DIFFERENT BUSINESSES DOWNTOWN AND AWARDED OVER $700,000 IN GRANTS FOR BUILDING IMPROVEMENTS AND OTHER IMPROVEMENTS FOR LARGER PROJECTS, MEANING THAT THE CITY IS TRYING TO CREATE A DESTINATION DOWNTOWN. MOST RECENTLY, WE PROVIDED FORTUNATE SON, THE RESTAURANT POPULAR PIZZA PLACE NOW IN HERE IN GARLAND. WITH A HALF $1 MILLION INCENTIVE BASED ON THE SIZE OF THEIR BUILDING. ABOUT 7400FT■S, THAT WORKS OUT TO ABOUT $67 PER SQUARE FOOT IN INCENTIVES. THE PROPOSAL FOR THE OWL ICE HOUSE, AT $740,000 IN INCENTIVE, BASED ON 13,000FT■S, WORKS OUT TO ABOT $57 PER SQUARE FOOT. SO AGAIN, JUST WANTED TO PROVIDE SOME ADDITIONAL CONTEXT AND EXPLANATION BEHIND THE DIFFERENT ECONOMIC DEVELOPMENT TOOLS WE HAVE FOR DOWNTOWN. COUNCIL WE'RE LOOKING AT ABOUT A TEN YEAR BREAKEVEN PAYBACK FOR THE FOR THE PROPOSED DEVELOPMENT, BASED ON THE ASSUMPTIONS THAT THAT WE'VE MADE. THESE ARE REASONABLE BASED ON RETAIL SALES, RESTAURANT SALES FOR COMPARABLE RESTAURANTS. AND AN ESTIMATE OF THEIR TAXABLE VALUE.
THAT WOULD BE THAT WOULD BE ON THE TAX ROLLS. IF WE WERE TO DO THE ORIGINALLY ENVISIONED CITY OWNED EVENT SPACE. OUR INVESTMENT WAS GOING TO BE SIGNIFICANTLY MORE. NO PROJECTED TAX REVENUE BECAUSE IT WOULD ESSENTIALLY BE OFF THE TAX ROLLS AND THERE WOULD BE SOME REVENUE.
THIS IS BASED OFF OF OUR CULTURAL ARTS DEPARTMENT. LOOKING AT OTHER SIMILAR PUBLICLY OWNED FACILITIES, BOTH IN GARLAND AND IN THE METROPLEX. FOR REVENUE, AND OF COURSE, NOT REALLY A BREAK EVEN PAYBACK. IT WOULD BE OPERATED AS A AS A CITY OWNED PUBLIC EVENT SPACE. SO THAT'S THAT'S WHAT THE ANALYSIS LOOKS LIKE. SO YEAR OVER YEAR WE SAW A 61% INCREASE IN SALES TAX COLLECTIONS IN THE SAME DOWNTOWN AREA. WHAT HAPPENED IN FISCAL 2025? THERE WERE NEW BUSINESSES OPENED, PARTICULARLY A NEW RESTAURANT DESTINATION VENUE.
THAT OR RESTAURANT THAT WAS OPENED UP. WE SAW A 52% INCREASE IN OUR SALES TAX REVENUE.

AND IT DID LOOK LIKE MOST OF THE ESTABLISHED RESIDENTIAL AREAS ARE BEING SERVED WITH THE EXISTING LAUNDROMATS. WHEN WE TOOK IT TO PLAN COMMISSION, THEY HAD A FEW CONCERNS. ONE OF IT WAS THAT THE EXISTING THE ONES THAT ARE ALREADY OPERATING WILL BECOME NON-CONFORMING WITH THIS WITH THIS UPDATE. SO WE HAD PROPOSED THAT IN OUR ORDINANCE, THERE IS A WAY THAT WE CAN CRAFT THE ORDINANCE IN A WAY THAT WILL HAVE AN EFFECTIVE DATE SO THAT ANY NEW ONES THAT ARE COMING TO THE CITY OR THAT ARE BEING PROPOSED WILL REQUIRE AN SUP, BUT EXISTING ONES WILL NOT BECOME NONCONFORMING. THEY WILL REMAIN LEGAL. SO THEY COULD DO EXPANSION AND THE OTHER THINGS THAT ANY OTHER LEGAL USE COULD DO. SO WE CAN HAVE THAT DATE IN THE ORDINANCE TO CRAFT IT. THIS MAINTENANCE WORK DID NOT PROVIDE A MORE PERMANENT SOLUTION TO IMPROVING EROSION CONTROL MEASURES IN THIS NEIGHBORHOOD. OUR HOA BOARD HAS ALSO BEEN MEETING WITH THE CITY OF GARLAND'S ENGINEERING DEPARTMENT THAT STARTED OVER TWO YEARS AGO, IN JANUARY OF 2023. CURRENTLY, THE ASSOCIATION IS IN THE PROCESS OF CLEANING UP DEBRIS, TRASH AND TRIMMING TREES IN ORDER TO MAKE THIS AREA BETTER FOR THE CITY OF GARLAND TO HOPEFULLY COME IN AND PROVIDE A BETTER AND MORE PERMANENT SOLUTION TO ASSIST THE DUCK CREEK ESTATES WITH THE EROSION CONTROL MEASURES, THE IMPACT THAT FAILURE AND NEGLIGENCE OF A MORE PERMANENT SOLUTION COULD CAUSE WOULD BE DETRIMENTAL TO THE RESIDENTS THAT ABUT THIS CREEK AREA THAT RUNS RIGHT THROUGH THE MIDDLE OF OUR NEIGHBORHOOD. SOLUTIONS COULD INCLUDE THINGS SUCH AS CONCRETE BEING ADDED TO THE CREEK AREA INSTEAD OF LARGE ROCKS THAT MOVE AND DON'T PROVIDE PERMANENCY, BETTER DRAINAGE IMPROVEMENTS SUCH AS THE DRAINAGE AND FLOODING PROJECT TAKING PLACE WITHIN GARLAND SPRINGS ESTATES. THIS IS A DRAINAGE IMPROVEMENT PROJECT BEING PAID FOR WITH THE 2019 BOND FUNDS. ALSO, GUARDRAILS AND BARRIERS AROUND THE CREEK AREA TO IMPROVE SAFETY FOR THE CHILDREN WITHIN THE DUCK CREEK ESTATES NEIGHBORHOOD. THIS NEIGHBORHOOD IS GOING TO BE A KEY PLAYER IN THE FUTURE SUCCESS OF FAMILY GROWTH IN SOUTH GARLAND. WE HAVE ELEMENTARY, MIDDLE AND HIGH SCHOOLS ALL WITHIN 3 TO 5 MILE RADIUS OF OUR NEIGHBORHOOD. THERE IS THE NEW SURFACE WIND PARK TO BE COMPLETED. ALSO PARTNERSHIPS WITH WALMART AND DART IN THE SOUTH PART OF GARLAND THAT HAVE BROUGHT NEW APARTMENTS AND RETAIL SPACES ALREADY BUILT IN TO BRING IN NEW BUSINESS TO SOUTH GARLAND, AS WELL AS THE BELTLINE AND I-30 SHOPPING CENTER IMPROVEMENTS THAT ARE TAKING PLACE. PROSITION B OF THE PROPOSED BOND THAT WILL BE VOTED ON IN MAY INCLUDES ECONOMIC DEVELOPMENT. SOUTH GARLAND AND NEIGHBORHOOD VITALITY IS INCLUDED IN THAT BOND PROGRAM.
