UM, I'M CHRIS STUDEN.

WE HAVE, UM, COUNCIL MEMBER CHRIS BEARD IN ATTENDANCE AS WELL.

UM, LET'S SEE.

FIRST, UM, FIRST ITEM ON OUR AGENDA IS APPROVAL OF THE MINUTES FROM OUR NOVEMBER 4TH, 2024 MEETING.

UM, HAS EVERYONE HAD AN OPPORTUNITY TO GO OVER THE MINUTES? I MAKE A MOTION TO APPROVE THE MINUTES AS PRESENTED AND THAT IS APPROVED.

UM, OUR SECOND AGENDA ITEM IS PUBLIC COMMENTS.

IT DOESN'T LOOK LIKE WE'VE GOT ANYONE HERE FOR PUBLIC COMMENTS, .

UM, AND THEN WE'VE GOT OUR ITEMS FOR INDIVIDUAL CONSIDERATION.

UM, FIRST UP IS PUBLIC SAFETY TRENDS ON FOREST LANE.

UM, WE'VE GOT CHIEF BRIAN HERE WITH US TO GO OVER, UM, THE FOREST LANE AREA.

WELL, GOOD MORNING.

UH, THANK YOU FOR THE INVITATION.

YEAH.

I'M HERE TO DISCUSS PUBLIC SAFETY TRENDS ON FOREST LANE, AND I KNOW, UH, WE'VE HAD A FEW QUESTIONS COME IN.

SO LET ME JUST GIVE YOU AN OVERVIEW OF WHAT WE'RE SEEING ON FOREST LANE, AND THEN IF YOU HAVE QUESTIONS, WE CAN TALK ABOUT IT.

UH, BUT FOREST LANE IS AN ACTIVE AREA FOR THE POLICE DEPARTMENT.

UM, AND IF YOU LOOK IN SOME OF THOSE BLOCKS, WE HAVE, WE HAVE THE DART STATION.

WE HAVE, WE HAVE MULTIPLE APARTMENT COMPLEXES.

UH, WE HAVE, UH, THE, A COUPLE, WE HAVE ONE MOTEL THERE.

AND SO IT IS A BUSY AREA AND IT IS A THOROUGH FA INTO THE CITY.

FOR THE CITY OF GARLAND.

UH, LOOKING AT CALLS, WE TYPICALLY ANSWER, UM, YOU KNOW, AROUND SEVERAL CALLS A DAY ON THAT.

WE DO ABOUT FIVE REPORTS A MONTH ON FOREST LANE, AND WE MAKE SEVERAL ARRESTS A MONTH ON FOREST LANE.

THE, UH, THE PLACE THAT WE GET THE MOST CALLS IS THE CAROUSEL MOTEL LO, LOCATED AT 32 11 FOURTH LANE.

THAT IS A BUSY CALL LOAD AREA FOR US.

UM, AND BECAUSE OF THAT, WE DEDICATE A LOT OF RESOURCES TO THAT AREA AND THAT'S HOW WE TYPICALLY DEDICATE AND SCHEDULE OUR RESOURCES IS AROUND WHERE OUR HIGH CALL LOAD AREAS ARE.

AND SO THAT'S A KIND OF A BASIC OVERVIEW ON IT WITHOUT DIGGING INTO THE NUMBERS, BUT I'LL, I'LL STOP AND PAUSE AND SEE IF THERE'S ANY QUESTIONS.

YEAH, I, I THINK, UM, YOU KNOW, A, A LOT OF THE CONCERN IS JUST THE, THE CALL LOAD FOR YOU GUYS, UM, AND JUST TRYING TO DO OUR PART IN, UM, MAKING OUR AREAS AS BEST AS WE CAN.

SO, UM, WE APPRECIATE ALL OF YOUR, ALL OF YOUR WORK THAT YOU GUYS DO OVER THERE.

UM, WE, MY PER ONE OF MY PERSONAL, UM, GOALS WHILE BEING ON COUNCIL IS JUST TO GET THAT, THAT DEMOGRAPHIC, UM, IN THAT AREA MORE, MORE INVOLVED, UM, IN CONNECTED TO THE CITY.

SO, UM, IT, IT DEFINITELY HELPS KNOWING WHAT WE'RE LOOKING AT OVER THERE.

UH, BUT I'LL CONTINUE TO WORK WITH THE OTHER CITY DEPARTMENTS ON ANY TYPE OF ENFORCEMENT TYPE ISSUES, WHETHER IT'S CODE BUILDING, INSPECTION, THE OTHER DEPARTMENTS OVER THERE TO SEE WHAT WE CAN DO, UH, TO DEAL WITH ANY ISSUES THAT ARE, UH, IN THIS AREA.

SO WE'LL CONTINUE TO WORK ON THAT.

YEAH, I KNOW OUR, OUR CODE DEPARTMENT HAS BEEN AMAZING, UM, LOOKING AT THINGS OVER THERE AND, YOU KNOW, WE'VE GOT AN ELEMENTARY SCHOOL IN THAT AREA, SO WE WANNA JUST WANNA MAKE SURE THAT OUR KIDS ARE NOT EXPOSED TO THINGS THAT THEY SHOULDN'T BE AND, UM, THAT WE'RE KEEPING EVERYBODY SAFE.

SO WE APPRECIATE, UM, ALL OF THE DEPARTMENTS WITHIN THE CITY THAT HAVE, UM, REALLY STEPPED UP TO HELP GET THAT AREA LOOKING A LITTLE BIT, A LITTLE BIT PRETTIER.

IT IS SCHOOL IN

SCHOOL TRAFFIC IN NEIGHBORHOODS, UM, IN REFERENCE TO PARKING IN SCHOOL ZONES.

UM, THIS ITEM WAS REFERRED TO COMMITTEE BY COUNCIL , UM, ON SEPTEMBER 26TH, 2024.

AND WE'VE PREVIOUSLY DISCUSSED THIS IN A MEETING, UM, OUR PREVIOUS, UM, PUBLIC SAFETY MEETING BACK IN NOVEMBER.

SO CHIEF BRIAN IS HERE TO GIVE US THAT SIX MONTH, A LITTLE EARLY UPDATE.

YEAH, FIVE MONTHS ALMOST .

UH, SO JUST AS A REMINDER, WE TALKED ABOUT THIS FIVE MONTHS AGO AND WE TALKED ABOUT TRAFFIC AROUND SCHOOLS, ESPECIALLY IN THE NEIGHBORHOODS.

AND ONE OF THE THINGS WE TALKED ABOUT WAS SIGNAGE.

AND SO WE DID GO THROUGH THE AREAS, ANY SIGNS THAT WERE DOWN, WE'VE IMPROVED SIGNS, WE PUT UP NEW SIGNS.

UH, BUT THE MAIN CONCERN THAT WE WERE FOCUSED ON WAS THE TRAFFIC AROUND ALBANIAN AND NORTHWEST HIGHWAY, UM, THOSE TWO SCHOOLS.

AND WHAT'S EXCEPTIONALLY CHALLENGING ABOUT THOSE TWO SCHOOLS IS IT'S TWO SCHOOLS.

IT'S A LOT OF TIMES YOU GET ONE SCHOOL IN THE NEIGHBORHOOD AND IT KIND OF CONGESTS TRAFFIC, BUT THESE ARE TWO SCHOOLS.

AND SO WE LOOKED AT THAT.

AGAIN, THAT IS PROBABLY AS FAR AS TRAFFIC PROBLEMS IN THE NEIGHBORHOOD, THAT'S PROBABLY THE ONE WE HAVE THE MOST TRAFFIC CONCERNS.

UM, , SORRY, SCARLET HAS A LOT TO TALK ABOUT.

LITTLE TRAFFIC.

THINK SHE HAVE QUESTIONS TOO? YES, SHE'LL BE GOING TO SCHOOL SOON, THANK GOD.

UH, SO WE DID, WE'VE DONE A COUPLE OF TRAFFIC STUDIES.

IN FACT, I THINK WE'VE DONE ABOUT FOUR OR FIVE TRAFFIC STUDIES AT THIS LOCATION OVER TIME.

WE DID ANOTHER ONE, ANOTHER TRAFFIC STUDY ON THAT.

THERE'S, NOTHING HAS CHANGED FOR US ON THE TRAFFIC STUDY, WHICH MEANS GIVEN THE CURRENT STRUCTURE, IT'S OPTIMAL THE WAY WE'RE OPERATING.

WE CHECK TO MAKE SURE THE SCHOOLS ARE STILL RELEASING AT DIFFERENT TIMES SO WE CAN CLEAR AS MUCH TRAFFIC OUT OF ONE SCHOOL BEFORE THE OTHER SCHOOL GOES INTO EFFECT THAT IS STILL OCCURRING.

UH, WE CHECKED TO SEE IF THERE'S ANY TRAFFIC VIOLATIONS.

WE DID SEE SOME TRAFFIC VIOLATIONS, SO WE DID SOME EDUCATIONAL EFFORTS, UH, WITH OUR TRAFFIC UNIT TO ADDRESS THAT.

AND, UH, AND SO WE'LL CONTINUE WITH THAT.

BUT REALLY IF, UH, ONLY, THE ONLY THING THAT WOULD BE A LONG-TERM SOLUTION WOULD BE A SIGNIFICANT, SIGNIFICANT INVESTMENT BY G-S-I-S-D TO REROUTE THE ENTIRE ENTRANCE.

AND I JUST DON'T KNOW IF THAT'S, IF THAT'S FEASIBLE OR NOT.

UM, BUT, UH, BUT I, I THINK IT'S GOTTEN BETTER BECAUSE OF SOME OF OUR ENFORCEMENT EFFORTS, BUT THERE IS JUST NO PERFECT SOLUTION FOR THAT.

THERE'S JUST TOO MANY CARS SHOWING UP AT THE SAME TIME, UH, TO MAKE IT, UH, TO MAKE IT EASY TO, TO GET THROUGH THAT AREA.

AND IT IS ABOUT AN HOUR A DAY.

'CAUSE I WENT OUT THERE AND PERSONALLY WATCHED IT IS ABOUT AN HOUR A DAY THAT WE'RE, WE'RE SEEING THE, THE TRAFFIC CONGESTION.

AND THAT'S IN THE AFTERNOON WHEN SCHOOL RELEASES.

RIGHT? YEAH.

AND I, IF I MAY, I CAN ADD THAT.

UM, UM, WE'VE HAD THE SAME KIND OF ISSUE TO MULTIPLE LOCATIONS WHEN WE'VE HAD SCHOOLS THAT WERE BUILT 50, 60, 70 YEARS AGO WITHIN NEIGHBORHOOD STREETS FOR SMALLER NEIGHBORHOODS ARE SMALLER AND WE HAVE THE TRAFFIC CONGESTION AND THERE'S NO, EVEN IN YEARS PAST WHEN WE'VE HAD CONVERSATIONS ABOUT THE DISTRICT, IT'S RECONFIGURING WHAT'S ALREADY THERE IS NOT REALLY AN OPTION.

UM, IT, IT, IT IS TOO DIFFICULT WITHOUT TAKING OUT ENTIRE STREETS OR HOMES ON STREETS AND NEIGHBORHOODS AND RECONFIGURING NOW, UH, IN MODERN TIMES, UH, IF YOU EVEN, UH, LAKEVIEW CENTENNIAL SEEMS LIKE IT WAS BUILT THE OTHER DAY.

IT'S BEEN BUILT MANY YEARS AGO, BUT EVEN THAT, THEY BUILT IT IN LOCATIONS THAT HAD MORE INGRESS AND EGRESS, MORE ROADWAYS INTO IT FOR THAT WAS A HIGH SCHOOL.

IT'S JUST, BUT A LOT OF OUR SMALLER AND OLDER ELEMENTARY SCHOOLS WERE BUILT RIGHT IN THE MIDDLE OF NEIGHBORHOODS AND IT JUST CREATES TRAFFIC.

SO WE CAN CONTINUE TO DO THE BEST WE CAN.

THE POLICE DEPARTMENT WILL, THEY'LL DO THINGS, MARSHALS DO WHAT THEY CAN DO.

UH, BUT I WILL SAY THE DISTRICT WORKS WITH US.

USUALLY WE CAN PUT OUT AND THEY WILL PUT IT OUT INFORMATION TO THE INFORMATION TO THE, UH, TO THE SCHOOLS, TO THE PRINCIPALS, AND THEN THEY WILL PUT IT OUT TO THE PARENTS REMINDING THEM WHERE TO PARK, WHAT TO DO, HOW TO DO THOSE THINGS.

AND WE'VE HAD SUCCESS WITH THAT.

IT IS JUST, YOU KNOW, IT WAS A SCHOOL THAT WAS BUILT MANY, MANY DECADES AGO IN A SMALL NEIGHBORHOOD.

SO, UH, IT IS SOME CHALLENGES.

WE CONTINUE TO WORK ON THEM AND TRY TO MAKE 'EM BETTER, UH, BUT CAN'T ACTUALLY TOTALLY SOLVE IT BECAUSE OF THE SETUP OF THE NEIGHBORHOOD IN THE SCHOOL.

SO IS THAT, UM, TRAFFIC FLOWING ON TO NORTHWEST HIGHWAY? IS THAT WHAT THE BIGGEST CONCERN? I DON'T, I DON'T, WELL IT'S TRAFFIC COMING OFF NORTHWEST HIGHWAY.

IT'S GOING INTO THE SCHOOLS.

THEY'RE STOPPING ON NORTHWEST HIGHWAY AS TRAFFIC BACKS UP ON BANIAN

THERE AND SOME OF THE OTHER, UH, THE OTHER SIDE STREETS.

IT'S JUST KIND OF CLOGS EVERYTHING UP.

SO IF YOU'RE WANTING TO GET IN AND OUT OF THE NEIGHBORHOOD, IT'S DIFFICULT TO DO, BUT IT ALSO DOES SLOW THINGS DOWN ON, ON NORTHWEST HIGHWAY.

OKAY.

THAT MAKES, THAT MAKES SENSE.

I MEAN I, I FEEL LIKE WE HAVE THAT ISSUE KIND OF AT ALL THE SCHOOLS WE DO.

UM, AND IT'S KIND OF ONE OF THOSE UNWRITTEN RULES WHEN YOU BUY A HOUSE THAT'S ANYWHERE CLOSE TO A SCHOOL, LIKE YOU JUST KNOW IT'S GONNA BE A DISASTER ONCE A DAY, TWICE A DAY.

UM, YOU KNOW, GARLAND ROAD IS NO, OR NOT GARLAND ROAD, BUT AVENUE D IS NO DIFFERENT.

RIGHT.

UM, WE'VE GOT NO PARKING SIGNS UP ALL ALONG THERE.

THEY STILL DO IT.

RIGHT.

YOU JUST KNOW WHEN YOU, WHEN YOU'RE GOING TO WORK OR WHEREVER YOU GET ALL THE WAY OVER SO THAT YOU DON'T GET SUCKED INTO THAT TRAFFIC.

AND UM, I THINK I, I CAN'T IMAGINE THAT GISD WOULD JUST BE WILLING TO MOVE THE WHOLE FRONT OF A SCHOOL AND RECONFIGURE EVERYTHING OVER .

YOU'RE TALKING MILLIONS OF DOLLARS OF INVESTMENT.

YEAH.

YEAH.

IT WOULD BE COST PROHIBITIVE.

AND EVEN THEN WITH THE DESIGN, IT WOULD BE, YOU KNOW, IT WOULD BE MORE ECONOMICAL TO BUILD A WHOLE NOTHER SCHOOL ELSEWHERE, WHICH THEY CAN'T DO.

THEY DID A BOMB PROGRAM RECENTLY.

THERE'S A FEW THINGS THEY'RE ALREADY DOING, BUT WE, WE HAVE THESE CHALLENGES ELEMENTARY BY MY SCHOOL, IT'S THE SAME CHALLENGE AND IT'S 20 TO 30 MINUTES IN THE MORNING AND A LITTLE BIT LONGER.

AND THAT IN THE AFTERNOON CARS PILE UP AND THERE'S, THERE'S TRAFFIC CONGESTIONS YOU CAN GET THROUGH, BUT IT CREATES SOME TRAFFIC CONGESTION.

BUT IT'S A SCHOOL IN A NEIGHBORHOOD.

YEAH.

YEAH.

THINGS IMPROVE WHEN THEY REBUILT DORY.

BUT IT'S STILL, I MEAN, IT'S STILL THE SAME THING.

THAT'S THE CHALLENGE.

I MEAN, THEY PUT THE ENTRANCE ON THE, ON FIFTH STREET INSTEAD OF ON MILLER, SO THAT THE CARS GO DOWN FIFTH NOW INSTEAD OF DOWN MILLER.

BUT THERE'S, THERE'S STILL PROBLEMS. YEAH.

EVEN IF THEY MADE THIS SIGNIFICANT INVESTMENT, IT'S GONNA IMPROVE IT 15%, YOU KNOW, IT'S NOT GONNA SOLVE THE ISSUE.

KIDS HAVE TO GO, GO TO SCHOOL AND THEY HAVE TO GET THERE SOMEHOW.

RIGHT.

UNFORTUNATELY, WE CAN'T TEACH EVERYONE HOW TO DRIVE EITHER.

YEAH.

SO, UM, THAT, I THINK A LOT OF, A LOT OF THE PROBLEMS ARE SIMPLY THAT, THAT PEOPLE DON'T KNOW WHAT THEY'RE DOING.

UM, I, I SEE IT ALL THE TIME AT, UM, WATSON, THEY BLOCKED THE ENTIRE STREET.

LIKE IF Y'ALL WOULD JUST SCOOT OVER, WE COULD STILL LIKE, HAVE FLOW, BUT UNFORTUNATELY WE CAN'T TEACH A CITYWIDE DRIVING SCHOOL.

SO IF WE COULD, THAT'D BE FANTASTIC TO DO THAT.

AND IT'S ALSO, YOU KNOW, HAVING YOUR KID READY WHEN YOU PULL UP TO GET 'EM OUT AND, AND NOT, YOU KNOW, START TO GET READY ONCE YOU PULL UP.

THERE'S A LOT OF THINGS THAT WE TRY TO EDUCATE AND, AND GET BETTER AT, BUT IT'S, IT'S REOCCURRING.

AWESOME.

UM, CHRIS, DID YOU HAVE ANY OTHER, UM, QUESTIONS OR ANYTHING FOR, FOR CHIEF? IT'S A SCHOOL, IT'S ALWAYS GONNA BE BACKED UP.

THERE'S, I I, LIKE I SAID, MY COMMENT IS KIDS HAVE TO GO TO SCHOOL AND THEY HAVE TO GET THERE SOMEHOW.

AND SINCE OUR NEIGHBORHOOD SCHOOLS AREN'T NEIGHBORHOOD SCHOOLS ANYMORE, THE DESIGN DOESN'T FIT OUR CURRENT WAY OF GETTING TO SCHOOL.

I DON'T KNOW WHAT THE SOLUTION IS OTHER THAN TO BE PATIENT AND KNOW THAT IF YOU HAVE TO DRIVE BY THAT SCHOOL TO EITHER DETOUR OR KNOW WHAT LANE TO BE IN WHEN YOU HAVE TO DRIVE BY.

ABSOLUTELY.

UM, PLANNING AHEAD IS, IS ESSENTIAL.

UM, IT'S THIS ONE, UM, ONE THAT WE CAN JUST SEND BACK TO COUNCIL, JUST GIVE THEM AN UPDATE WITH NO CHANGE RECOMMENDED.

YEAH.

AND I, I, YES, I THINK WE CAN PROVIDE A COMMITTEE UPDATE BACK TO COUNCIL, DISCUSS AGAIN WHAT WE FOUND.

WE CONTINUE TO WORK ON IT, BUT THERE'S JUST THOSE LARGER CHALLENGES FOR THE REASONS WE'VE TALKED ABOUT.

SO I THINK WE CAN WITH THIS ONE.

WE'LL CONTINUE, UM, OUR CURRENT EFFORTS, UM, AS FAR AS EDUCATION AND THEN SECOND.

AND SO WE MET WITH THE CHURCH AND WE TALKED TO THEM, THEY MADE MORE ANNOUNCEMENTS.

UH, MADE SOME ENFORCEMENT EFFORTS AND I SAY ENFORCEMENT, IT REALLY WAS AN ENFORCEMENT IT EDUCATIONAL EFFORTS.

SO WE PUT SOME MOTORCYCLE OFFICERS OUT THERE AND HAD SOME CONVERSATIONS AND WE'VE SEEN IMPROVEMENTS.

SO I'M CURIOUS IF YOU'VE SEEN THAT IMPROVEMENT AS WELL.

I WILL SAY I PERSONALLY HAVE SEEN SOME IMPROVEMENTS.

UM, SO WE LOVE THAT I'VE, I'VE HEARD FROM A FEW OTHER PEOPLE AS WELL THAT THEY'VE NOT NOTICED SUCH A HEARD OF PEOPLE, YOU KNOW, IN THE MIDDLE OF THE ROAD IN ONCOMING TRAFFIC.

SO I DEFINITELY THINK THAT WHATEVER WE'VE DONE HAS, HAS BEEN BENEFICIAL.

UM, CHRIS, WHAT, WHAT IS YOUR, UH, OPINION ON THAT? UM, I HAVE TALKED TO THE PRIEST AND THE CHURCH OFFICIALS.

UM, THEY PROMISED THAT THEY WOULD DISCUSS THIS IN DETAIL WITH THE CONGREGATION AND REMIND THEM THAT THEY HAVE TO USE CROSSWALKS AND NOT JAYWALK.

AND UM, SO HE'S THAT GROUP THERE, THEIR LEADERS, THE CHURCH LEADERS THERE ARE MORE THAN HAPPY TO WORK WITH US AND UNDERSTAND THE PROBLEM.
