WE'VE DEVELOPED QUESTIONS FOR OUR REPRESENTATIVES TO ASK BILL, AUTHORS IN COMMITTEE. AND ON THE FLOOR. WE PROVIDE WEEKLY BILL TRACKING. WE PROVIDE SUMMARIES, IMPACT MEMOS AND THE WEEKLY NEWSLETTER. WE COORDINATE WITH OUTSIDE EXTERNAL GROUPS SUCH AS HTML, TPPA, NORTH TEXAS MUNICIPAL WATER DISTRICT, NORTH TEXAS COMMISSION, TRAPS, TEXAS POLICE CHIEFS ASSOCIATION, AND SO FORTH. HOUSE BILL 19 BY REPRESENTATIVE MEYER IS ONE THAT WE HAD MUCH CONCERN ABOUT BECAUSE ESSENTIALLY WHAT IT DOE, IT IT LIMITS THE CITY'S DEBT SERVICE TO 20% OF THE AVERAGE PROPERTY TAX COLLECTIONS OVER THREE YEARS. SO IF THAT WERE PASSED, GARLAND WOULD BE BLOCKED FROM ISSUING DEBT FOR OUR 2025 BOND PROGRAM, EVEN THOUGH THE VOTERS APPROVED IT. WE'VE SEEN A COUPLE DIFFERENT VERSIONS OF A SUBSTITUTE, BUT WE HAVE NOT SEEN THE ONE THAT THEY'RE GOING WITH BECAUSE I DON'T THINK IT'S COMPLETE YET, BUT WE'RE RUNNING OUT OF TIME FOR THIS BILL TO BE HEARD. SO IT'S DYING BY THE DAY, WITH THE LIKELIHOOD NOT BEING HIGH THAT IT PASSES. SO FINGERS CROSSED ON THAT ONE. I ALSO WANTED TO POINT OUT THAT SENATE BILL 412 DID PASS LAST WEEK, DESPITE A LOT OF ENGAGEMENT AND WORK DONE BY HOUSE DEMOCRATS. THAT BILL WAS THE BILL THAT REMOVED AFFIRMATIVE DEFENSE FOR LIBRARIANS, YOUTH PROGRAM STAFF AND PUBLIC EDUCATORS. SENATE BILL 15 ALSO IS THE LOT SIZE BILL THAT ONE IS STUCK IN CALENDARS. SO THE LONGER THAT ONE STAYS, THE LONGER IT, THE LESS LIKELY IT IS TO PASS. BUT WE DO ANTICIPATE IT BEING SET PROBABLY NEXT WEEK. I ALSO WANTED TO CALL OUT HOUSE BILL 23. THAT'S THE THIRD PARTY REVIEW BILL. WE WORKED WITH OUR HOUSE DELEGATION AND ON SOME POINTS OF ORDER TO NEGOTIATE SOME AMENDMENTS TO THE BILL, WE WERE ABLE TO NEGOTIATE AN AMENDMENT THAT WOULD EXEMPT OUR MUNICIPALLY OWNED UTILITIES FROM FROM THE BILL, AS WELL AS AN AMENDMENT THAT GIVES SOME POWER BACK TO CITIES ON FINAL AUTHORITY FOR THIRD PARTY REVIEW. THERE ARE TWO PREEMPTION BILLS THAT WE'RE MONITORING QUITE CLOSELY. SENATE BILL 2858 BY CREIGHTON, AND SENATE BILL 3016, ALSO BY CREIGHTON. BOTH OF THESE BILLS, SENATE BILL 2858, IS ALREADY OUT OF THE SENATE AND IN THE HOUSE, BUT REFERRED TO A NOT SO FRIENDLY TO THEM COMMITTEE. SO WE'RE GOING TO KEEP AN EYE ON THAT ONE. AND THEN SENATE BILL 3016 IS BEING CONSIDERED ON THE SENATE SIDE STILL. FINALLY, WE HAVE BEEN DID RECEIVE A HEARING. I'M SURET MANY OF YOU SAW THE EMAIL UPDATE THAT I PROVIDED. AN UPDATE ON OUR LEGISLATIVE INITIATIVES ON THE SENATE SIDE ARE ARE OUR SENATE BILLS 2633 BY NATHAN JOHNSON WAS HEARD LAST WEEK, AND WE HAD COUNCILMAN HEDRICK COME DOWN AND TESTIFY.
