THESE FACILITIES HAVE UNDERGONE UNDERGONE MULTIPLE EXPANSIONS TO ADDRESS THE DEMANDS OF A GROWING POPULATION AND INCREASED NUTRIENT LOAD IN LOADING IN THE SERVICE AREA, ENSURING THAT PUBLIC HEALTH AND ENVIRONMENTALTANDARDS ARE CONSISTENTLY MET. IN 1999, THE CITY OF GARLAND LAUNCHED ITS INNOVATIVE DIRECT USE RECYCLED WATER PROGRAM IN PARTNERSHIP WITH LUMINANCE, FORNEY ENERGY CENTER, REDIRECTING APPROXIMATELY 15,680 ACRE FEET OF TREATED WASTEWATER ANNUALLY FROM THE DUCK CREEK WASTEWATER TREATMENT PLANT FOR USE IN COOLING AND STEAM GENERATION. THIS PARTNERSHIP HAS PROVIDED A SUSTAINABLE WATER SOURCE TO THE 1800 MEGAWATT FORNEY ENERGY ENERGY CENTER FOR OVER 25 YEARS, CONSERVING FRESHWATER AND REDUCING CARBON EMISSIONS COMPARED TO COAL FIRED PLANTS BY REUSING TREATED WASTEWATER. THEY WERE ONE OF THE LARGEST RECYCLING WATER PROGRAMS IN THE NATION, BUT AS A PERCENTAGE OF ITS TOTAL WASTEWATER TREATMENT CAPACITY, I DON'T THINK ANYBODY IN THE NATION CAN COMPARE TO THE TY OF GARLAND WITH REGARD TO THE AMOUNT OF WASTEWATER THAT IT TREATS, AND WAS ABLE TO REUSE WITH ILLUMINATE PLANT. SO IT'S ALMOST 39 TO 40% OF THE TOTAL WATER VOLUME FROM OUR PLANTS. THAT IS ABSOLUTELY INCREDIBLE AND REALLY IS A GREAT TESTAMENT TO US MANAGING OUR WATER RESOURCES PROPERLY. SO WHEN YOU TALK ABOUT INDUSTRY, LOOKING FOR CITIES THAT ARE LOOKING FOR GREEN INITIATIVES, GARLAND IS ONE OF THOSE. GARLAND IS A LEADER. GARLAND IS SETTING THE STANDARD WITH REGARD TO ITS WASTEWATER PLAN OR RECYCLE PLAN, BUT HAS BEEN DOING THAT FOR OVER 25 YEARS, VERY QUIETLY. WITH THE REVITALIZATION OF THIS PROJECT, WE OR THIS PROPERTY, WE WILL ALSO BE PROMOTING AND ENCOURAGING THE REDEVELOPMENT OF UNDERUTILIZED PARCELS AND BRINGING THOSE THIS POTENTIAL PROPERTY OR THIS PARTICULAR PROPERTY BACK ONTO THE TAX ROLLS AND CONTRIBUTE TO THE ECONOMIC VIBRANCY OF DOWNTOWN. THROUGH THIS PROJECT, WE HAVE THE OPPORTUNITY TO IMPROVE THE CITY'S IMAGE AND PERCEPTION AND THEN FURTHER ENHANCE OUR PHYSICAL APPEARANCE IN DOWNTOWN.
SO I'D LIKE TO KIND OF QUICKLY RECAP OUR TIMELINE AND KIND OF GO OVER HOW WE'VE ENDED UP HERE THIS EVENING. SO COUNCIL, AS YOU'RE ALL VERY WELL AWARE, IN OCTOBER OF 2023, THE CITY APPROVED THE PURCHASE OF 519 STATE STREET AND IN IN COMPLEMENT TO THAT HAD A DEVELOPMENT AGREEMENT TO SUPPORT IT. AT THAT TIME, THE TIFF ONE PROJECT AND FINANCE PLAN WAS AMENDED TO INCLUDE A $10 MILLION IN DEBT SERVICE TO COVER THE ACQUISITION AND REDEVELOPMENT OF THE PROPERTY. THEN, IN LATE 2023 EARLY 2024, WE DID BEGIN HEAR INTEREST FROM THE DEVELOPMENT COMMUNITY IN REGARDS TO 519 STATE STREET AND AFTER CAREFUL CONSIDERATION AND RESEARCH, WE LANDED ON WHAT WE FELT WAS THE MOST APPROPRIATE TOOL TO MOVE FORWARD WITH THE REDEVELOPMENT OF THIS PROPERTY. AND THAT CAME IN THE FORM OF AN RFQ AND A REQUEST FOR QUALIFICATIONS. SO

WE TOOK THIS APPROACH RATHER THAN A REQUEST FOR PROPOSALS, SO THAT WE COULD FOCUS ON WHO WE WOULD BE PARTNERING WITH, POTENTIALLY ON THIS PROPERTY AND SUCCESSFUL PROJECTS THAT THEY HAD COMPLETED TO DATE WITH THE RFQ VERSUS THE RFP, WE REALLY FELT THAT IT WAS THE MOST APPROPRIATE, EQUITABLE, FLEXIBLE TOOL TO USE FOR THIS INITIATIVE. AND BY GOING FORWARD WITH THE RFQ PROCESS, WE REALLY FELT THAT WE POSITIONED THE CITY, THE CITY TO BE IN THE BEST PLACE FOR NEGOTIATIONS AND TO BE FLEXIBLE NO MATTER WHAT OFFERS CAME TO THE TABLE, AND BY DOING SO THROUGH THE RFQ PROCESS, WE ESTABLISHED THE CITY SIMPLY AS THE CURRENT LANDOWNER, WITHOUT ANY PARTICULAR COMMITMENTS TO HOW THE CITY WOULD MOVE FORWARD IN A POTENTIAL PARTNERSHIP. SO ONCE WE LANDED ON THE RFQ TOOL, WE TOOK OUR NEXT STEP IN THE SUMMER OF 2024 AND WENT OUT FOR PUBLIC INPUT. SO WE CONDUCTED A MARKET STUDY WITH A COMPLIMENTARY COMMUNITY SURVEY TO REALLY IDENTIFY TOP PROSPECT BUSINESSES FOR THE DOWNTOWN AREA AS A WHOLE. AND WE TOOK THE RESULTS OF THAT SURVEY AND MARKET STUDY INCLUDED THOSE IN THE RFQ. THE RFQ RAN FOR ROUGHLY TWO MONTHS. AND THOUGH WE DID NOT HAVE AND LET ME BACK UP, IF YOU'LL RECALL, THE RFQ INCLUDED NOT ONLY 519 STATE STREET, BUT SEVERAL OTHER CITY OWNED PROPERTIES IN DOWNTOWN. AND THOUGH THE PROCESS DID NOT LAND US WITH ANY SUBMISSION SPECIFICALLY FOR 519, IT DID GENERATE MULTIPLE LEADS WITH ESTABLISHED DEVELOPERS DEVELOPERS THAT HAVE HAD SUCCESSFUL PROJECTS THROUGHOUT TEXAS AND IN SPECIFICALLY FORT WORTH, THE BISHOP ARTS AREA, AND RICHCHARDSON. IT WAS A GREAT OPPORTUNITY TO CREATE THOSE RELATIONSHIPS. IN LATE 2024, WE BEGAN CONVERSATIONS WITH THE PROPOSED DEVELOPER THIS EVENING, THE OWL ICE HOUSE, THROUGH AN UNSOLICITED PROPOSAL THAT STAFF RECEIVED IN FEBRUARY OF 2025. WE PREPARED A PROPERTY, A PROPOSED PROPERTY SALE AND DEVELOPMENT AGREEMENT WITH THE OWL ICE HOUSE. WE CAME FORWARD TO COUNCIL IN MARCH 2025. THE PROPOSAL WAS DENIED AND LATER THAT MONTH WE WERE DIRECTED TO RENEGOTIATE. SO THAT BRINGS US UP TO CURRENT DAY. AND I'D JUST LIKE I WOULD LIKE TO TAKE THE OPPORTUNITY TO REALLY TRY AND PAINT A PICTURE OF HOW WE SEE THIS PROJECT FURTHERING THE REVITALIZATION OF DOWNTOWN AND JUST THE OVERALL PROJECT VISION. SO AS I MENTIONED EARLIER, WE'VE MADE SUCCESSFUL. WE'VE HIT SUCCESSFUL MILESTONES IN DOWNTOWN GARLAND, FOR SURE. THE MAJOR OVERHAUL OF INFRASTRUCTURE ABOVEGROUND UNDERGROUND THROUGHOUT THE SQUARE, COMPLETELY RENOVATING THE SQUARE ITSELF. BUT WE STILL HAVE SEVERAL BIG ROCKS AHEAD OF US.AND 519 STATE STREET, BEING A VACANT BUILDING FOR ALMOST 30 YEARS IS A BIG PIECE OF THAT PUZZLE. AND SO THROUGH THE RIGHT PARTNERSHIP AND PROJECT COMING TO FRUITION, WE REALLY SEE THIS AS AN OPPORTUNITY TO TRANSFORM JONES HARDWARE INTO A COMMUNITY ASSET. SO WITH THIS PROJECT, WE HOPE AND STRIVE TO FOSTER ECONOMIC VIBRANCY IN THE DISTRICT AND THAT WE WILL INJECT A STEADY AMOUNT OF FOOT TRAFFIC INTO DOWNTOWN GARLAND THAT LIVES OUTSIDE OF SPECIAL EVENTS AND IS NOT LIMITED TO THOSE SEVERAL WONDERFUL SPECIAL EVENTS THAT WE HAVE THROUGHOUT THE YEAR THAT THIS FOOT TRAFFIC WILL ATTRACT AND CREATE REPEAT RETURN VISITATIONS TO THE DOWNTOWN GARLAND DISTRICT TO VISIT ONE OF THE NUMEROUS ATTRACTIONS WE HAVE IN DOWNTOWN. SO WHETHER THAT BE, YOU KNOW, RUNNING ACROSS THE STREET TO A VINTAGE CLOTHING SHOP OR TO A RECORD STORE DOWN THE ROAD, DOWN THE ROAD, OR GRABBING ICE CREAM OR COFFEE AFTER YOUR TIME AT 519 STATE STREET, OR EVEN PLANNING THAT NEXT KID'S FREE OUTING IN DOWNTOWN OR A DATE NIGHT.
THROUGH THIS PROJECT, WE STRIVE TO PARTNER WITH THE DYNAMIC DEVELOPMENT TEAM THAT HAS A PROVEN TRACK RECORD IN BUILDING ECONOMIC DRIVERS IN TEXAS DOWNTOWNS AND REALLY PUSHING FORWARD ECONOMIC VIBRANCY IN THE TEXAS DOWNTOWN WORLD, AND ALL THE WONDERFUL INTRICACIES THAT COME WITH THAT. THE OWL ICE HOUSE BRINGS US AN OPPORTUNITY TO WORK WITH A LOCALLY ROOTED, EXPERIENCE DRIVEN RESTAURANT CONCEPT THAT COMPLEMENTS THE HISTORIC CHARACTER OF THE DISTRICT, AND IT WILL ADD A NEW ENERGY AND GATHERING SPACE WITH SOME EXTENDED HOURS OF ACTIVITY TO THE AREA. SO REALLY CREATING OPPORTUNITIES FOR ENGAGEMENT AND COMMUNITY CONNECTION SEVEN DAYS A WEEK. SO NOW LET'S DIG INTO THE PROJECT STRUCTURE JUST A BIT. SO AS MENTIONED, THE CITY OWNS 519 STATE STREET, WHICH HAS BEEN RECENTLY APPRAISED TO A MARKET VALUE OF $740,000. THE OWL ICE HOUSE PROPOSES TO ADD 3000FTā S TO THE SITE, BRINGING T UP TO 13,000 TOTAL. AND THIS WOULD INCLUDE A SECOND STORY ALL SEASONS PATIO OVERLOOKING THE SQUARE. THE CONCEPT WOULD INCLUDE RENTABLE EVENT SPACE THAT WOULD BE OPEN TO THE PUBLIC FOR LEASE. AND I THINK IMPORTANTLY, WE HAVE TO NOTE THAT THE DEVELOPMENT TEAM IS COMMITTED TO ESTABLISHING A PHYSICAL CONNECTION STRUCTURALLY TO THE PLAZA THEATER. SO CREATING A CORRIDOR SO THAT EVENT GOERS IN THE PLAZA THEATER CAN GO FROM THE INTERIOR SPACE AND THE PLAZA THEATER OVER T TO E ICE HOUSE AND HAVE THAT ELEVATED HOSPITALITY EXPERIENCE A BIT MORE THAN CONCESSIONS FOR THE EVENTS THAT WE'RE HOSTING IN THE IN THE PLAZA THEATER. AND LASTLY, THE DEVELOPMENT TEAM IS COMMITTED TO HONORING THE CONDITIONS FROM THE PREVIOUS EXISTING DEVELOPMENT AGREEMENT WITH THE JONES FAMILY. SO THIS INCLUDES, BUT IS NOT LIMITED TO, MAINTAINING A SEAT FOR THE JONES FAMILY ON THE DESIGN TEAM THROUGHOUT THE PROJECT AND PROVIDING A PRIVATE OFFICE SPACE FOR THE JONES FAMILY TO RENT UP TO TWO TIMES PER MONTH, WITH NO SUNSET ON THAT. SO COUNCIL, FOLLOWING YOUR DIRECTION TO GO BACK TO THE DRAWING BOARD, WE REALLY DID FOCUS ON HOW WE WOULD LOOK TO MOVE FORWARD WITH A POTENTIAL PARTNERSHIP WITH THIS TEAM AND REWORK THE PREVIOUS INCENTIVE THAT WE HAD BROUGHT TO YOU AND FEEL CONFIDENT IN OUR CORE STRATEGY AND APPROACH THE SECOND TIME AROUND. SO AS WE MAKE OUR WAY THROUGH THIS, PLEASE NOTE, I THINK YOU'LL SEE THAT IT'S PHASED PERFORMANCE BASED, AND IT REALLY BALANCES EARLY SUPPORT WITH ACCOUNTABILITY VERSUS OUR PREVIOUS APPROACH. SO THE KEY COMPONENTS OF THIS DEAL ARE, NUMBER ONE, THE COMMITMENT FROM THE DEVELOPMENT TEAM. SO THE OWL ICE HOUSE PROPOSES TO SPEND OR INVEST NO LESS THAN $3.84 MILLION IN 519 STATE STREET. AND THAT BREAKS DOWN TO A PURCHASE OF THE PROPERTY AT MARKET VALUE FOR $740,000. THEY WILL INVEST NO LESS THAN 2.5 MILLION IN REAL PROPERTY IMPROVEMENTS, AND A MINIMUM OF 600,000 IN FURNITURE, FIXTURES AND EQUIPMENT. SO IN PARTNERSHIP PROPOSED PARTNERSHIP WITH THIS TEAM, WE WOULD SUGGEST THAT THE CITY KIND OF HANDLE THIS IN A TWO PIECE APPROACH, IF YOU WILL. SO TO HELP SUPPORT OR OFFSET THE CAPITAL RISK UPFRONT FOR THE DEVELOPER, THE FIRST PIECE OF OUR CONTRIBUTION TO THIS PROJECT WOULD BE IN THE FORM OF A REIMBURSEMENT. AND THIS WOULD BECOME AFTER CONSTRUCTION. SO FOLLOWING ESSENTIALLY 30 DAYS OF CONSECUTIVE OPERATIONS OF THE OWL ICE HOUSE, THE CITY WOULD THEN ISSUE A REIMBURSEMENT PAYMENT, A ONE TIME PAYMENT OF $500,000. SO THIS WOULD MEAN ALL OF THE DEADLINE DEADLINES WERE MET IN REGARDS TO DEMOLITION, CONSTRUCTION, AND GETTING THE OWL ICE HOUSE UP AND RUNNING. SO FOLLOWING THAT, AFTER 30 DAYS, A ONE TIME PAYMENT OF $500,000, FROM THERE WE WOULD PROPOSE, WOULD PROPOSE OR SUGGEST TO SHIFT OUR FOCUS TO SUPPORT THE OPERATOR ESSENTIALLY. SO THE SECOND HALF OF THIS PARTNERSHIP WOULD BE IN T THE FORM OF AN ANNUAL PERFORMANCE BASED INCENTIVE. SO FOLLOWING THAT FIRST YEAR OF OPERATIONS, THE CITY WOULD, ON AN ANNUAL BASIS, EVALUATE BENCHMARKS. SO FOR UP TO FIVE YEARS, THE CITY WOULD[00:50:05]
POTENTIALLY ISSUE $40,000 PER YEAR TO THE OWL ICE HOUSE, CONTINGENT UPON TWO DIFFERENT BENCHMARKS. SO, NUMBER ONE, THAT THE PROPERTY VALUE ITSELF, BUILDING AND LAND ONLY COMES IN AT A MINIMUM APPRAISED VALUE OF $2 MILLION, AND THAT THEIR GROSS ANNUAL SALES HITS THAT MINIMUM $2 MILLION AS WELL. SO THAT EQUALS ESSENTIALLY $4 MILLION IN EXPECTCTED ECONOC PERFORMANCE OF THE PROJECT. AND WITH THAT, THE CITY WOULD IN TURN. ISSUE UP APPROXIMATELY 1% OF THAT $4 MILLION BACK TO THE OWL ICE HOUSE. SO, FOR CLARITY, $40,000 PER YEAR, UP TO FIVE YEARS NOT TO EXCEED $200,000. AND IF AT ANY GIVEN TIME IN THOSE FIVE YEARS, THOSE BENCHMARKS ARE NOT MET, THE PAYMENT IS NOT ISSUED. IT WOULDN'T BE REEVALUATED THAT YEAR. WE WOULD MOVE ON TO THE NEXT YEAR AS THEIR OPPORTUNITY FOR THAT PAYMENT. SO JUST KIND OF TRYING TO WRAP EVERYTHING UP.OUR APPROACH PER YOUR DIRECTION, TO GO BACK TO THE DRAWING BOARD, WE FEEL MUCH STRONGLY ABOUT THE ALIGNMENT WITH THE PUBLIC INVESTMENT AND A MEASURABLE ECONOMIC RETURN. WE DO FEEL THAT WE'VE REDUCED THE RISK THROUGH ANNUAL PERFORMANCE CHECK POINTS. SO THE DEADLINE FOR DEMOLITION AND BUILD OUT AND COMMENCING BUSINESS OPERATIONS. IF ANY OF THOSE DEADLINES AREN'T MET, THERE ARE CLAWBACK MEASURES IN THE AGREEMENT THAT WOULD EVEN PUT THE DEVELOPER IN A POSITION TO HAVE TO CONVEY THE PROPERTY BACK TO THE CITY AT FAIR MARKET VALUE. THE EXPECTED ECONOMIC PERFORMANCE IN PROPERTY VALUE AND GROSS SALES IS THAT SECOND BENCHMARK OF REALLY BUILDING IN ACCOUNTABILITY INTO THE STRUCTURE OF THIS DEAL, AND THEN WE REALLY FEEL STRONGLY THAT BY SUPPORTING THE ACTIVATION OF THIS LONG VACANT HISTORIC PROPERTY AND TURNING IT INTO A COMMUNITY ASSET WILL BE POSITIONING DOWNTOWN GARLAND TO CONTINUE TO TREND FORWARD AS A DESTINATION WITHIN THE BANKHEAD CULTURAL ARTS DISTRICT. SO TO FRAME ALL OF THAT FISLLY, THE TOTAL INCENTIVE PROPOSED THIS EVENING IS CAPPED AT $700,000. THAT COMES DOWN TO ABOUT $53.85 PER SQUARE FOOT. AGAIN, $500,000. ISSUES ISSUED POST-CONSTRUCTION UP TO $200,000 ISSUED OVER FIVE YEARS. MOVING FORWARD, THE INCENTIVE IS MEASURABLE, TIME BOUND AND PERFORMANCE BASED. AND THEN LASTLY, IN REGARDS TO FISCAL FRAMING, I'D LIKE TO EMPHASIZE THAT THAT $8 MILLION OF THE $10,000,010 MILLION PREVIOUSLY ALLOCATED IN THE TIF, ONE PROJECT PLAN FOR THE ACQUISITION AND REDEVELOPMENT OF THIS PROPERTY, WOULD BE ELIGIBLE TO BE REPROGRAMED BACK INTO THE TIF. ONE AREA FOR OTHER USES. AND BEFORE HANDING IT OVER TO MATT FOR A FINANCIAL ANALYSIS, JUST WANTED TO PROVIDE SOME CONTEXT BASED ON RECENT INCENTIVE AGREEMENTS IN THE DOWNTOWN AREA. THE PRIOR INCENTIVE GIVEN TO A CATALYST RESTAURANT IN DOWNTOWN WAS TO FORTUNATE SON. THIS WAS FOR $500,000, WHICH CAME OUT TO ABOUT $67.45 PER SQUARE FOOT. WHAT WE HAVE IN FRONT OF YOU THIS EVENING WITH THE ICEHOUSE COMES OUT TO ABOUT $53.85 PER SQUARE FOOT, AND SOME MORE BROAD BASED PROGRAMS IN DOWNTOWN. ONE OF THE PROGRAMS IN THE TIFF ONE PROJECT PLAN THAT I REFERENCED JUST A MOMENT AGO IS OUR DOWNTOWN FACADE AND REVITALIZATION PROGRAM. AND TO DATE, THAT HAS APPROVED ROUGHLY $1.1 MILLION IN APPROVED GRANTS. MR. WATSON. GOOD EVENING, MAYOR AND COUNCIL CITY MANAGER. HERE'S A QUICK LOOK AT A HIGH LEVEL PROJECTION OF WHAT THE REVENUES AND THE EXPENDITURES WOULD BE OVER THE NEXT 20 YEARS FOR OPTION ONE, WHICH IS THE ALLIES HOUSE, WHICH IS BEING PRESENTED IN FRONT OF YOU TODAY. AND OPTION TWO WAS THE ORIGINAL OPTION THAT WE TOOK FORWARD TO THE TIFF BOARD FOR A CITY OWNED EVENT SPACE. SO STARTING WITH OPTION ONE. WITH OPTION ONE, WHAT I'M ASSUMING HERE IS THAT THE PROPERTY VALUES WILL BE ABOUT $3.8 MILLION, AND WHAT THAT WILL BE IS ROUGHLY THE FIRST YEAR, WHICH WOULD RESULT IN ABOUT A $26,000 IN PROPERTY TAXES. BUT I HAVE INFLATED THAT OVER OVER TIME, ABOUT 3%. SO OVER 20 YEARS, THE AVERAGE PROPERTY TAX COLLECTION IS ESTIMATED TO BE ABOUT 34,500. THE AVERAGE SALES TAX IN YEAR

UNDER OPTION ONE, YOU CAN SEE THAT THE PAYBACK IS STILL RATHER LENGTHY OUT THERE, BUT THERE IS ONE OUT THERE ON THE HORIZON AT AN ESTIMATED ABOUT 17 YEARS. I WILL SAY THAT IF YOU LOOKED AT THE, THE, THE, THE, THE DETAILS OF THE PROPOSAL, THERE IS A FLOOR OF, YOU KNOW, $2.5 MILLION OF PROPERTY TAX VALUATION WITH 600,000 IN BPP FOR THE FURNITURE. IF YOU WERE TO ASSUME THAT THEY WERE AT THE FLOOR RATHER THAN AT WHAT I'M ESTIMATING AT 3.8, THAT PAYBACK WOULD BE ABOUT 18 YEARS.HOWEVER, ON OPTION TWO, BECAUSE THE FACILITY WOULD BE A CITY OWNED FACILITY, THERE WOULD NOT BE PROPERTY TAX OR SALES TAX COLLECTION, AND THERE WOULD BE REVENUE GENERATED FROM THE USE OF FACILITIES FROM RENTALS, SIMILAR TO WHAT WE HAVE AT GRANVILLE ART CENTER. AND WE DID LOOK AT LIKE KIND FACILITIES IN THE METROPLEX. AND WE WERE WE ASSUMED, ABOUT $263,000 OF REVENUE BASED OFF OF THOSE LIKE KIND FACILITIES, WHICH WOULD GENERATE ABOUT $5.3 MILLION OVER 20 YEARS IN REVENUE. HOWEVER, WE WOULD HAVE TO ISSUE THE FOR THE FOR THE LAND, $1.9 MILLION OF CERTIFICATES OF OBLIGATION PLUS FOR THE RENOVATION OF THE FACILITY. WE HAD A BUDGET ESTIMATE OF $8 MILLION. SO ISSUING THE COES FOR THAT ROUGHLY $10 MILLION PLUS THE OPERATIONS OF THE FACILITY OVER 20 YEARS, WAS GOING TO COST ABOUT $17.9 MILLION. SO OVER THE 20 YEAR PERIOD, THERE WOULD NOT BE A NET PROFIT BACK TO THE CITY IN THE FORM OF ANY PROPERTY TAX, SALES TAX, OR FROM THE EVENT USES, MOSTLY BECAUSE OF THAT, THAT DEBT SERVICE. SO THERE WAS ALSO NOT A BREAK EVEN OR PAYBACK TO BE CALCULATED. WITH THAT, I WILL SAY THAT THE PROPERTY TAX VALUATIONS AROUND THE SQUARE PROPER, EXCLUDING ALL CITY OWNED FACILITIES, IS ABOUT $5.9 MILLION ON THE ON MARKET VALUE RIGHT NOW. AND WITH THIS FACILITY COMING IN ANYWHERE BETWEEN 3.1 AND 3.8, YOU KNOW, THAT'S ALMOST A 50% INCREASE IN THE PROPERTY VALUES OF THE SQUARE. THERE ARE MANY AVAILABLE OPTIONS AND FLEXIBILITY UNDER THE AGREEMENT THAT ALIGN WITH THE LANGUAGE, SPIRIT AND INTENT OF THE AGREEMENT. BUT THE CURRENT PROPOSAL, AS WRITTEN, DOES NOT. PARTIES. THE ORIGINAL AGREEMENT COULD MODIFY THE AGREEMENT TO BE MORE FLEXIBLE AND HAVE ADDITIONAL OPTIONS. IF THE VISIONS CHANGED, THEN THE AGREEMENTEEDS TO CHANGE. CITY COUNCIL COULD PROCEED WITH DEMOLITION. THEY COULD PROCEED TO KEEP THE HISTORICAL PART IN THE BACK OF THE BUILDING, ACTIVATE THE SITE A FRACTION OF THE COST, AND THEN GET PUBLIC INPUT INTO ADDITIONAL PLANNING. YET THERE IS NOT ONE MEMBER ON THIS COUNCIL THAT SOME CITIZENS HAVEN'T HAD SOMETHING NEGATIVE TO SAY OR A RURUMOR TO ARE. AT SOME POINT. EVERY ONE OF YOU. DURING THIS PAST ELECTION CYCLE, I HEARD LESS ABOUT HOW CANDIDATES ENVISION CHANGES AND MORE ABOUT HOW THEY HAVE PERSONALITY CONFLICTS WITH EACH OTHER, AND I FOUND THAT VERY CONCERNING. AS WE TURN THIS LEAF AND BEGIN UNDER NEW LEADERSHIP, I ENCOURAGE EACH MEMBER OF THIS COUNCIL TO REFLECT ABOUT HOW OUR WORDS AND ACTIONS ENCOURAGE A TEAM THAT'S BUILDING GROWTH, OR A TEAM THAT'S BUILDING A DESTRUCTIVE ENTITY THROUGH PETTY COMMENTARY ABOUT EACH OTHER.
