SO THE OVERALL MISSION OF GC IS TO JUST PROVIDE A FORUM WHICH EDUCATES GARLAND'S YOUTH TO THE VARIOUS WORKINGS OF CITY BUSINESS AND ALLOWS THE YOUTH TO BE A VOICE TO ADDRESS THEIR PARTICULAR IDEAS AND CONCERNS. BUT TO PUT IT SHORTLY, OUR MISSION IS BASICALLY JUST TO EDUCATE AND IMPACT BOTH THE YOUNGER AND THE OLDER GENERATIONS OF GARLAND. OKAY. SO WE HAD A TOTAL OF 11 MEETINGS THIS YEAR, INCLUDING FOUR SOCIALS. WE HAD A VARIETY OF DIFFERENT SPEAKERS, SUCH AS THE MAYOR AND CITY CITY MANAGERS. WE DISCUSSED VARIOUS TOPICS SUCH AS LIBRARY SERVICES, ENTREPRENEURSHIP, FINANCIAL WELLNESS, PHYSICAL AND MENTAL HEALTH, ETC. OKAY, SOME OF THE IMPACTS. I'M GOING TO ASK YOU REAL QUICK IF YOU COULD PULL THAT MIC TOWARDS YOU. THAT WAY WE CAN WE CAN HEAR YOU AND YEAH, THERE YOU GO. GO AHEAD. OKAY OKAY. SOME OF THE IMPACTS ARE PARTICIPATING IN MULTIPLE CITY SURVEYS. ENCOURAGE PEOPLE TO VOTE ON MAY 3RD, WHICH WE MADE A VIDEO AND IT WENT VERY WELL. AND THEN WE ALSO ATTEND THE TEAM SUMMIT WITH THE URBAN YOUTH COUNCIL. IT'S REALLY FUN BECAUSE WE GOT TO SEE LIKE A LOT OF PEOPLE FROM DIFFERENT AGES, FROM LIKE EIGHT TO LIKE SENIORS ABOUT TO GRADUATE. SO THEN YOU JUST LIKE GET TO LEARN A LITTLE BIT FROM LIKE ALL THE DIFFERENT YOUTH COUNCILS. THEY REALLY BROUGHT THE AGE DOWN. WHEN WE WENT. IT WAS. FIFTH GRADE, REALLY. SO PART OF OUR MISSION IS OUR IMPACT. AND THROUGHOUT THIS WHOLE YEAR, WE VOLUNTEERED A TOTAL OF MORE THAN 222 HOURS AT CERTAIN EVENTS, INCLUDING THE SAFETY VEST, HAUNTED HOUSE AND THINGS LIKE AT THE SHELTER WHERE WE GOT TO LIKE, MAKE TREATS FOR ALL THE DOGS AND WE GOT TO WIPE DOWN ALL THE WINDOWS AND JUST HANG OUT WITH THE PUPPIES. AND THESE ARE A FEW PICTURES. THIS IS SAFETY FEST OVER HERE. AND THEN WE GOT TO EAT SANTA WHERE WE MET SOME LIKE SOME OF THE MEMBERS, AND WE GOT TO SEE THE [00:05:05] MAYOR. IT WAS REALLY GOOD. WE DID ALSO THE MLK PARADE, WHICH IS VERY FUN. ANOTHER THING THAT I REALLY WANTED TO PINPOINT ON THIS YEAR WAS SPREADING AWARENESS ON VARIOUS THINGS, SUCH AS TOPICS THAT AFFECT THE YOUTH, KEEP THE COMMUNITY WELL INFORMED ON LIKE DIFFERENT PLATFORMS SUCH AS FACEBOOK. WE UPDATED A LOT ON THE DIFFERENT EVENTS WE WENT TO. WE ALSO WENT TO A LOT OF HIGH SCHOOLS IN THE GARLAND AREA AND STARTED TRYING TO RECRUIT FUTURE MEMBERS. AND SO WHEN IT COMES TO RECRUITING, THAT'S WHERE I'M GOING TO STEP IN. AT A PREVIOUS WORK SESSION, IT WAS REQUESTED THAT WE KIND OF TALK ABOUT WHAT INCENTIVES WE'RE BRINGING IN TO OUR STUDENTS AND WHAT KIND OF RECRUITING, REALLY BEEFING THOSE EFFORTS UP TO GROW OUR PARTICIPATION. AND SO I WANTED TO TALK ABOUT THE THOUGHT, NOT JUST MENTIONED. THE WHOLE GROUP HAS BEEN MENTIONING ALL THE WAYS THAT THEY'VE BEEN GETTING IN THE COMMUNITY AND GETTING THE AWARENESS UP. AND IN ADDITION TO RECRUITING EVENTS, THE PICTURE THAT YOU'RE SEEING RIGHT THERE IS ONE THAT THEY VOLUNTEERED AT A POP UP MOVIE AT HOLLABAUGH. BUT THE REASON THEY VOLUNTEERED IS NOT JUST TO HELP MAKE THE MOVIE HAPPEN. THEY HAD A TABLE TO RECRUIT MEMBERS THERE, AND THEY WERE IN CHARGE OF GETTING THEIR FRIENDS TO COME. WE HAD RAFFLE PRIZES THAT THEY CAME UP WITH, THINGS THAT THEIR FRIENDS WOULD WANT TO COME WIN. AND SO THEY HAD A LOT OF INTEREST AND A LOT OF PEOPLE TAKE APPLICATIONS AT THAT EVENT. BUT WHEN WE HAD SOME OF OUR YOUTH COUNCIL SPONSORS THAT WOULD GO TO THE DIFFERENT HIGH SCHOOLS AND HAVE BOOTHS DURING LUNCHES, OUR MEMBERS THAT WERE AT THOSE SCHOOLS LIKE, I KNOW SEXY HIGH SCHOOL WAS ONE OF THE ONES THAT SOME OF OUR MEMBERS GO TO. THAT WAS THE PREVIOUS PICTURE THAT YOU SAW. AND SO THEY WERE THERE TALKING TO THEIR FRIENDS DURING LUNCHTIME AND HANDING OUT APPLICATIONS. AND SO REALLY THE EFFORTS I'LL GO KIND OF DOWN THE LIST. THAT WAS I JUMPED AHEAD A LITTLE BIT. BUT OUR APPLICATION IS CURRENTLY OPEN AND OUR DEADLINE TO APPLY IS MAY 31ST. SO THE END OF THIS MONTH, WE HAVE BEEN PROMOTING NOT ONLY THROUGH THESE EVENTS THAT I'VE BEEN TALKING ABOUT, BUT WE PUT IT IN CITY PRESS, WE'VE PUT IT IN OUR WEEKLY NEWSLETTERS, PUT IT OUT ON SOCIAL MEDIA. WE GAVE THE POTENTIAL RESPONDERS FOUR MONTHS TO PROVIDE THEIR RESPONSES. WE ENDED UP HAVING 11 RESPONDERS OUT OF THE MARKET FOR THIS PROJECT. THEN WE WENT THROUGH A PROCESS OF SHORTLISTING AND ULTIMATELY GOING ON SITE AND LOOKING AT DIFFERENT SYSTEMS OF THE FINAL TWO CANDIDATES, AND I'LL LET THE FOLKS WHO ARE GOING TO COME UP HERE AND DO THE PRESENTATION GIVE MORE DETAIL ABOUT THAT. BUT I AT LEAST WANTED TO EXPLAIN TO YOU THAT THIS IS A VERY INTENSIVE PROCESS. THE CONTRACT NEGOTIATIONS HAVE BEEN GOING ON FOR ABOUT A YEAR. I WON'T STEAL ANY OF DOOLEY'S THUNDER BECAUSE QUITE FRANKLY, SHE AND KEITH AND A FEW OTHERS HAVE DONE AN ENORMOUS AMOUNT OF WORK, AND I WANT THEM TO GET ALL THE CREDIT FOR THAT. SO SHE DID A LITTLE QUICK GOOGLE TODAY THAT THERE'S ABOUT 213 SOMETHING AGENCIES IN TEXAS THAT ARE ACCREDITED UNITED STATES, SORRY, UNITED STATES, AND ABOUT 20,000 TOTAL. SO ABOUT 1% OF PARKS AND REC AGENCIES HAVE THIS ACCREDITATION. SO OKAY. SO GOOD EVENING, MAYOR, COUNCIL AND MR. CITY MANAGER, SUPER EXCITED TO GIVE YOU A QUICK OVERVIEW OF OUR JOURNEY TOWARDS GETTING CAPRA ACCREDITATION. AND SO CAPRA ACCREDITATION IS THE COMMISSION FOR ACCREDITATION OF PARK AND RECREATION AGENCIES. AND IT REALLY IS THE GOLD STANDARD IN OUR INDUSTRY TO ACHIEVE. AND AS ANDY SAID,HERE ARE LIKE 213 PARK AND REC AGENCIES IN T UNITED STATES THAT HAVE ACHIEVED THIS. AND IN TEXAS, 29 AND THEN NORTH TEXAS IS A VERY COMPETITIVE PARKS AND REC INDUSTRY. AND SO WE HAVE 17 IN NORTH TEXAS. SO WE HOPE TO BE THE NEXT ONE. AND ONE OF OUR SISTER CITIES, MCKINNEY. THEY ARE WORKING TOWARDS THIS SAME EFFORT THIS THIS YEAR. IT IS MANAGED THROUGH THE NRP, WHICH IS THE NATIONAL PARK AND RECREATION ASSOCIATION. SO OUR TIMELINE, WE ACTUALLY STARTED THIS JOURNEY BACK IN SEPTEMBER OF 23 BY SUBMITTING OUR APPLICATION THAT WE WERE GOING TO PURSUE THIS EFFORT, AND OVER THE NEXT YEAR, A LITTLE LONGER THAN A YEAR, WE WORKED ON COMPLETING OUR AGENCY SELF-ASSESSMENT, AND WE SUBMITTED THAT LAST DECEMBER. AND THEN WE'VE BEEN SINCE THEN APPROVED TO HOST AN ON SITE VISIT. SO OUR ON SITE VISIT TEAM, T THEY ARE MADE UP OF THRE PEOPLE IN A PEERS IN OUR PROFESSION, COMING FROM MARYLAND AND OREGON AND OHIO. AND SO WE WILL HOST THEM JUNE 2ND THROUGH JUNE 4TH TO REALLY SHOW OFF OUR PARK AND RECREATION DEPARTMENT AND ALL GO THROUGH OUR ASSESSMENT AND BE ABLE TO ANSWER ANY MORE QUESTIONS THAT THEY MAY HAVE, AND THEN TO FINALIZE EVERYTHING, WE GO TO THE IN-PERSON HEARING WITH THE COMMISSION IN SEPTEMBER OF 2025, IN ORLANDO AT THE NEXT NRP CONFERENCE, AND HOPEFULLY AT THAT POINT, GARLAND WILL BRING HOME THE NEWS THAT WE ARE HAVING A FULLY ACCREDITED PARKS AND RECREATION AGENCY. SO WHY WOULD WE GO THROUGH THIS? I ASKED THAT MYSELF ALL THE TIME WITH KEITH SAYING, KEITH REALLY WAS MY RIGHT HAND MAN IN THIS. AND BUT IT TOOK AN EFFORT FROM A LOT OF CITY STAFF. THERE WERE A LOT OF DIFFERENT THINGS THAT WE HAD TO CREATE. SO WHY QUALITY ASSURANCE THAT WE ARE PRACTICING THE BEST STANDARDS THAT WE PRACTICE? YOU KNOW, FISCAL, YOU KNOW, WHAT AM I TRYING TO SAY? FISCAL. THANK YOU. I'VE BEEN WAITING FOR A WHILE TO GO THROUGH IT ALL, JUST THAT WE ARE DOING THE BEST THAT WE CAN WITH OUR PARKS AND REC AGENCY. IT TELLS OUR CUSTOMERS, IT TELLS OUR CITIZENS. IT TELLS YOU ALL AS CITY LEADERSHIP THAT WE ARE THE BEST OF THE BEST, ALWAYS LOOKING AT QUALITY IMPROVEMENT A CONTINUOUS IMPROVEMENT AS WE GO THROUGH IT. THERE ARE 154 STANDARDS IN THE AGENCY SELF-ASSESSMENT. 36 OF THOSE ARE CONSIDERED FUNDAMENTAL MEANING WE HAVE TO MEET THEM. IF WE DON'T MEET ONE OF THEM, WE CAN'T BE ACCREDITED. BUT WE MET ALL OF THOSE OR THEY WOULD NOT HAVE APPROVED US FOR THE SITE VISIT. AND THEN OF THE REMAINING 118 STANDARDS, WE HAVE TO MEET 106 OF THOSE. SO THE KAPPA CHAPTERS ARE HERE. ON YOUR RIGHT YOU CAN SEE ALL THE DIFFERENT AREAS THAT WE HAVE TO PROVIDE, BASICALLY PROOF OF HOW WE ARE MEETING THOSE STANDARDS. AND YOU CAN SEE THE NUMBER IN PARENTHESES ARE HOW MANY STANDARDS ARE IN EACH OF THOSE CHAPTERS. WE COULDN'T DO THIS BY OURSELVES, BECAUSE A LOT OF THIS IS EFFORT THAT WE HAVE TO HAVE INPUT AND POLICIES AND DIRECTIVES THAT OTHER [02:00:05] DEPARTMENTS CONTRIBUTE TO. SO IT'S REALLY NOT JUST A FEATHER IN THE HAT OF THE PARKS AND RECREATION DEPARTMENT, BUT THE CITY AS A WHOLE, BECAUSE WE WORKED WITH HUMAN RESOURCES, RISK MANAGEMENT, PD, THE BUDGET, FINANCE, CITY ATTORNEY'S OFFICE, OFFICE OF EMERGENCY MANAGEMENT ALL HELPED CONTRIBUTE TO THIS EFFORT. WE WENT THROUGH AND WE HAD TO CREATE NEW PLANS AND MANUALS. AND THESE ARE JUST AN EXAMPLE OF SOME OF THOSE THAT WE HAD TO DEVELOP THAT WE DIDN'T HAVE IN PLACE. I MEAN, WE HAD A LOT OF REALLY GOOD THINGS IN PLACE TO PROVE THAT WE MET A STANDARD, BUT THESE ARE NEW ONES THAT WE HAD TO COME UP WITH. AND THESE ARE ANOTHER, JUST DIFFERENT THINGS THAT WE AGAIN, CREATED. WE HAVE A STANDARDIZED SOP TEMPLATE THAT WE ARE NOW USING. WE WENT THROUGH, WE REVIEWED, REVISED, CREATED NEW SOPS FOR OUR DEPARTMENT. WE HAVE CENTRALIZED AREAS TO TRACK EVERYBODY'S LICENSE, CERTIFICATIONS, TRAININGS THAT THEY DO. WE'VE DEVELOPED KEY PERFORMANCE INDICATORS IN OUR DIFFERENT DEPARTMENTS. SO WE'VE REALLY JUST DONE A LOT OF INPUT TO BE ABLE TO GET ALL OF THIS DONE. AND I'M PUTTING A PLUG IN FOR THE IT DEPARTMENT BECAUSE HONESTLY, I WAS A HUGE ASSET TO US IN THIS. FROM USING CHAT TO ALSO TRAINING OUR STAFF ON THE IMPORTANCE OF CAPRA AND ALL THE DIFFERENT THINGS THAT WE CREATED. SO THANK YOU SPECIFICALLY TO MIKE BETTS FOR INTRODUCING THAT AND TO THAT AND TO THE WORLD. IT REALLY HELPED.
