WE ARE GOING TO GET AN UPDATE ON SOME TECHNOLOGY UPDATES WE'RE DOING HERE IN THE IN THE CHAMBER AND THE WORK SESSION ROOM. SO WE ARE MEETING IN THE COUNCIL CHAMBERS THIS EVENING. FIRST ITEM ON OUR AGENDA IS PUBLIC COMMENTS ON WORK SESSION ITEMS. I BELIEVE WE HAVE ONE SPEAKER TONIGHT.

[3. Technology Update for the City Council Chambers and Work Session Rooms Staff will give a brief update on the new technology and system for agendas and audio-visual equipment.]

MAYOR AND COUNCIL. TONIGHT, AS YOU CAN SEE, IS THE FIRST NIGHT THAT WE HAVE THE NEW AV SYSTEM INSTALLED HERE IN THE COUNCIL CHAMBERS IN FRONT OF YOU, YOU'LL SEE NEW MICROPHONES.

THE MAYOR HAS A NEW CONTROL PANEL. YOU'LL HAVE A REQUEST TO SPEAK BUTTONS. AND WE'VE PROVIDED SOME TRAINING. THERE'S ALSO IPADS FOR INTERACTING WITH THE NEW AGENDA SOFTWARE AND NEW AGENDA SOFTWARE. THIS PROJECT HAS BEEN UNDERWAY FOR SEVERAL MONTHS NOW, AND WE TOOK THE OPPORTUNITY BETWEEN THE LAST COUNCIL MEETING AND THIS COUNCIL MEETING TO INSTALL THIS TECHNOLOGY IN THIS CHAMBERS. NORMALLY FOR A PROJECT SUCH AS THIS, WE WOULD HAVE SHUT DOWN THE COUNCIL CHAMBERS AND THE WORK SESSION ROOM AND MOVED OVER TO THE GOLDILOCK ROOM FOR A MONTH OR TWO. TO DO THAT. WE DECIDED FROM OUR PAST EXPERIENCE THAT THAT WOULD BE VERY DISRUPTIVE, BOTH FOR THE COUNCIL AND FOR THE PUBLIC WHO IS USED TO BEING HERE. AND THAT'S THE REASON WHY WE'RE IN THIS ROOM TONIGHT, BECAUSE THE TECHNOLOGY IN THIS ROOM IS MOSTLY DONE. THE TECHNOLOGY NEXT DOOR, WE'RE STILL COMPLETING OUT. IN THE COMING WEEKS, WE WILL COMPLETE ALL THE REST OF THE TECHNOLOGY IN THIS ROOM, AND WE WILL COMPLETE THE TECHNOLOGY IN THE ROOM NEXT DOOR. THERE'S ALSO NEW AGENDA SOFTWARE CIVIC CLERK, WHICH IS NOW IN PLACE, AND IT'S GOING TO REPLACE THE OLD AGENDA AND OLD VOTE LINKS VOTING SYSTEM TO GIVE US GREATER RELIABILITY, TRANSPARENCY AND PUBLIC ACCESS. BECAUSE THE SYSTEMS ARE BOTH NEW, WE WANT YOU TO KNOW THAT TONIGHT WE HAVE EXTRA STAFF HERE. IF AT ANY TIME DURING THE MEETING, YOU OR A MEMBER OF THE PUBLIC NEEDS ASSISTANCE WITH THE TECHNOLOGY. IH 635 Reconstruction Project Update Council is requested to receive a status update from the Texas Department of Transportation on the IH 635 reconstruction project, which spans from US 75 to IH 30. The project, which began in 2020, involves a complete rebuild to include continuous frontage roads, five general-purpose lanes, one managed lane, enhanced ramp access, and upgrades to meet modern roadway design standards. The original completion date was December 2024, and TxDOT will provide an update on current progress and any schedule changes]

I DID WANT TO START OFF WITH SOME SAFETY STATISTICS. WE LIKE TO START OUT ALL OF OUR MEETINGS WITH JUST KIND OF A SAFETY UPDATE, AND REALLY A PLEA FOR HELP. THIS IS A LOOK AT THE FATALITIES STATEWIDE OVER THE LAST FEW YEARS. GOOD NEWS IS, WELL, THE BAD NEWS. AFTER COVID WE SAW AN INCREASE IN FATALITIES. REALLY. PEOPLE PICKED UP SPEED AND STARTED DRIVING A LOT FASTER. THAT, AND AS A RESULT LED TO MORE CRASHES AS WELL AS MORE FATALITIES.

WE'VE BEEN WORKING VERY HARD ON AN ENGINEERING SOLUTION TO IT, TO THE BEST THAT WE CAN. AND YOU CAN SEE THE TREND IS STARTING TO GO DOWN, BUT DEFINITELY NOT DOWN AS FAST AS WE WOULD LIKE IT TO GO. AND SO THIS IS STATEWIDE, ON AVERAGE, 11 PEOPLE DIE ON OUR ROADWAYS EVERY SINGLE DAY. AND THAT'S SOMETHING THAT WE'RE NOT PROUD OF, THAT WE REALLY WANT TO WORK TO REDUCE. IN THE DALLAS DISTRICT WHERE I COVER, WE COVER SEVEN COUNTIES, INCLUDING DALLAS COUNTY COLLIN, DENTON, ELLIS, NAVARRO, ROCKWALL AND KAUFMAN. THESE ARE THE FATALITIES IN THOSE SEVEN COUNTIES. AND SO THIS LAST YEAR, WE HAD 537, 20, 23. WE HAD 540. SO AGAIN, THE TREND IS GOING DOWN, BUT NOT NEARLY AS FAST AS WE'D LIKE IT TO. AND WE REALLY ARE DOING A LOT OF ENGINEERING SOLUTIONS.

BUT WE FOUND A LOT OF THIS IS DRIVER BEHAVIOR. AND SO TXDOT HAS THE IN THE STREET CAMPAIGN THAT YOU ALL HAVE HEARD OF. OUR GOAL IS TO HAVE NO DEATHS ON OUR ROADWAYS. BUT WE ALSO STARTED A NEW CAMPAIGN TITLED DRIVE LIKE A TEXAN. WE'RE REALLY ASKING FOR THE PUBLIC'S HELP TO SLOW DOWN, BE MORE COURTEOUS AS YOU'RE DRIVING, RESPECT YOUR FELLOW DRIVERS. AND SWE'VE KICKED OFF THIS NEW CAMPAIGN. YOU SHOULD START SEEING ADS ON TV AS WELL AS THE RADIO. AND SO ANYTIME THAT YOU YOU CAN ASK FOR YOUR HELP TO PASS ON THIS MESSAGE THAT WE CAN USE SOME HELP ON JUST DRIVER BEHAVIOR AND HOPEFULLY WE CAN START LOOKING AT A FASTER TREND ON THOSE FATALITIES. BUT NOW GETTING INTO THE MEAT OF THE PROJECT AND THE PRESENTATION, LBJ'S PROJECT OVERVIEW I THINK EVERYONE OF YOU ARE VERY FAMILIAR WITH THIS PROJECT. YOU DRIVE IT EVERY SINGLE DAY, BUT 11 MILES ON 635, WE'RE RECONSTRUCTING TWO MILES ALONG INTERSTATE 30. THAT INCLUDES THE SIX 3530 INTERCHANGE, $1.7 BILLION. WE ARE PROUD THAT THAT NUMBER HAS NOT CHANGED. THAT PRICE HAS NOT GONE UP. YOU'VE SEEN A LOT OF PRICES GO UP OVER THE LAST FEW YEARS. I'M SURE Y'ALL HAVE SEEN IT AS A COUNCIL. WE HAVE NOT RISEN THE PRICE ON THIS PROJECT.

SO THERE'S A LOOK AT THE TYPICAL SECTIONS TODAY. WE'VE GOT FOUR LANES IN EACH DIRECTION FOUR GENERAL PURPOSE LANES. BEFORE WE STARTED, WE HAD ONE TOLL MANAGED LANE IN THE MIDDLE. WHEN WE'RE DONE, WE'RE GOING TO HAVE FIVE GENERAL PURPOSE LANES IN EACH DIRECTION, AS WELL ASOLL MANAGED LANES IN THE CENTER. JUST LOOKING AT THE CONSTRUCTION PROJECTS, I'M GOING TO START

IF YOU CAN SEE MY CURSOR, I'M NOT SURE THAT YOU CAN, BUT THE BRIDGES ON THE OUTSIDE OF THE LANES ARE ACTUALLY FUTURE FLYOVERS THAT IF YOU'RE COMING FROM 75, YOU CAN GET OFF ON A FLYOVER AND ACTUALLY GET INTO THE TOLL MANAGED LANES. SO YOU WON'T HAVE TO JOIN THE GENERAL PURPOSE LANES. SO WE KIND OF CALL THOSE WISHBONES INTO THE MIDDLE. ALONG 635, YOU CAN SEE THAT BRIDGE PROGRESSIOION GOING ALONG. HERE'S A LOOK AT ABRAMS ROAD AND FOREST LANE. YOU CAN SEE MOST OF THE BRIDGES ARE FAIRLY COMPLETE. WE'VE GOT TO STILL DO SOME MEDIAN WORK ON TOP OF THE BRIDGES, DO A FEW TIE INS ON THE CITY STREETS. BUT WE'RE GETTING VERY CLOSE AND YOU CAN SEE IN THE MIDDLE WE STILL HAVE SOME MAIN LANE PAVING TO DO THERE IN THE MIDDLE, BUT THIS SECTION OF THE PROJECT IS GETTING VERY CLOSE TO BEING COMPLETE. AS WE CONTINUE ON TO SKILLMAN, THE ARCH BRIDGE WE ARE HOPING TO OPEN AT THE END OF THIS MONTH, EARLY NEXT MONTH.

WE'RE STILL DOING SOME ELECTRICAL WORK ON THE INSIDE OF THE BRIDGE. A LOT OF PEOPLE ARE DRIVING BY AND SAYING, ARE YOU EVER GOING TO OPEN THIS? WE ARE GOING TO OPEN IT. BUT WE WANT TO MAKE SURE ONCE WE OPEN IT THAT WE'RE NOT GOING TO HAVE CONTINUE TO HAVE LANE CLOSURES ON THE BRIDGE. SO WE WANT TO MAKE SURE EVERYTHING IS DONE. ONCE WE DO THAT, YOU CAN SEE THE BRIDGE RIGHT NEXT TO IT. WE'VE GOT TO DEMOLISH THAT BRIDGE AND SO YOU'LL SEE THAT COME DOWN, AND THAT'S WHEN WE CAN FINISH THE PAVING IN THE MIDDLE THERE THAT YOU SEE THAT'S NOT QUITE COMPLETE. AS WE CONTINUE EAST HERE'S ROYAL LANE, MILLER ROAD AGAIN VERY CLOSE ON THE CITY STREET ABOVE. STILL WORK TO DO IN THE MIDDLE, BUT YOU SHOULD SEE PAVING GOING ALONG. THERE'S A DRAINAGE CHANNEL TO THE NORTH OF 635. WE'RE CONNECTING IT TO THE SOUTH. WE WERE ABLE TO GET SEVERAL BOXES IN THERE. IF I BROUGHT LAST MONTH'S AERIALS, YOU COULD SEE IT. BUT WE BURIED FOUR, EIGHT BY FIVE BOXES, WHICH ARE VERY BIG BOXES. WE'RE ABLE TO BURY THAT. AND THEN IF YOU DROVE OVER THERE TODAY, WE PROBABLY HAVE FIVE STEEL BEAMS ALL THE WAY ACROSS ON KINGSLEY. AND SO THIS BRIDGE IS COMING ALONG. YOU SHOULD SEE THAT STEEL GO UP JUST ABOUT EVERY SINGLE DAY AND SHOULD BE PROGRESSING THERE. JUPITER IS THE NEXT INTERSECTION. MOST OF THE BRIDGE SUBSTRUCTURE. THAT'S THE COLUMNS IN THE CAPS. WHAT WE CALL THEM ARE COMPLETE. YOU WILL SEE BIG CRANES MOVING TO THIS LOCATION HERE VERY SOON, BECAUSE THE NEXT BEAMS THAT WE RECEIVE ON THE PROJECT WILL BE SET OVER JUPITER ROAD. WE DON'T HAVE THAT SCHEDULED JUST QUITE YET, BUT THIS IS A BIG, BIG FOCUS FOR US. ONE CHALLENGE THAT WE'VE SEEN IS ALL OF OUR BRIDGE BEAMS ARE ACTUALLY COMING FROM SAN ANTONIO. THEY PRODUCE ALMOST EVERY BRIDGE BEAM IN THE STATE. AND SO WE ARE WAITING IN LINE TO RECEIVE TRUCKS. THERE'S NOT MANY TRUCKS THAT CAN DELIVER THOSE BEAMS. AND SO WE'VE TOLD THEM WE WILL TAKE A BEAM ANYTIME THAT WE CAN GET IT. AND SO BE A LITTLE BIT CAUTIOUS. WE MIGHT TELL YOU THAT WE'RE GOING TO CLOSE THE ROAD AT NIGHT PRETTY QUICKLY, BUT THAT'S REALLY JUST TO PROGRESS THE CONSTRUCTION. NEXT UP IS GARLAND ROAD. HOPEFULLY YOU ALL HAVE SEEN QUITE A BIT OF PROGRESS HERE. YOU SEE THE BRIDGE SUPPORT THERE RIGHT NEXT TO THE RAILROAD TRACK THAT NOW HAS BEAMS ALL THE WAY ACROSS. WE ACTUALLY HAVE HALF OF THE DECKING ACROSS. WE ARE HOPING TO ACTUALLY POUR THE CONCRETE ON THAT BRIDGE PROBABLY WITHIN THE NEXT WEEK OR TWO. AND THE GOAL IS ACTUALLY TO MOVE ALL OF MAIN LANE TRAFFIC OFF OF THE OLD BRIDGE. THIS IS THE LAST ORIGINAL BRIDGE THAT WE HAVE TO DEMO ON THE PROJECT, PUT IT ON THE NEW BRIDGE WE'RE TARGETING MID JULY. AND SO IF YOU ALL ARE KEEPING UP WITH OUR PROGRESS, WE NEED IT TO DRY UP AND QUIT RAINING. BUT OUR GOAL I TO HIT THAT IN MIDDLE OF JULY. AND THAT'LL PUT US TO THE POINT THAT ALL TRAFFIC IS ON NEW BRIDGES, AND THEN WE'RE JUST FINISHING UP THE MIDDLE. SO THIS IS PROBABLY ONE OF OUR BIGGEST PINCH POINTS ON THE PROJECT WORKING OVER CAKES. THEY'VE BEEN GOOD PARTNERS, BUT YOU DO HAVE TO WAIT UNTIL THEY DON'T HAVE ANY TRAINS COMING THROUGH. AND SO THAT IS BEEN A LITTLE BIT OF A COORDINATION EFFORT ACROSS THE KCS LINE. THEN CONTINUING ON EAST HERE IS SHILOH AND NORTHWEST HIGHWAY SHILOH. IF YOU REMEMBER, THE MANAGED LANES WILL TIE INTO SHILOH. SO YOU'LL SEE START SEEING RETAINING WALLS GO UP IN THIS AREA. WE'RE MOVING THE RETAINING WALL CREWS HERE.

AND SO YOU'LL START SEEING QUITE A BIT OF WORK IN THE MIDDLE NORTHWEST HIGHWAY, JUST AT THE BACK OF THE PICTURE. THOSE ARE ALSO STEEL BEAMS. AND SO AS SOON AS WE FINISH SETTING THE STEEL GIRDERERS AT KINGSLEY, WE WILL MOVE THE CREW DOWN TO NORTHWEST HIGHWAY. QUITE A BIT OF STEEL TO SET AT THAT LOCATION. NEXT UP IS CENTERVILLE, SO YOU SHOULD SEE THE BRIDGE COLUMNS BE GOING UP.

THEY SHOULD GO UP FAIRLY QUICKLY. ONCE WE SET THE BEAMS AT JUPITER, THE CRANES ARE MOVING TO CENTERVILLE TO HIT THIS LOCATION NEXT. WHILE THEY'RE PULLING THAT UP, MAYOR AND COUNCIL WANTED TO CONTINUE OUR COMMITMENT TO KEEP YOU UPDATED ON THE ON THE SOCCER COMPLEX PROJECT AND CONTINUE TO BE COMMITTED TO TRANSPARENCY INTO THIS PROJECT. AND SO YOU'LL GET A LITTLE BIT MORE COMPREHENSIVE, COMPREHENSIVE PRESENTATION TONIGHT THAT WILL START TO INCLUDE INFORMATION ABOUT CONSTRUCTION TIMELINES AND. WE ARE STARTING TO ENGAGE A CONSTRUCTION MANAGER AT RISK AS WELL ON THIS PROJECT. AND SO YOU'RE GOING TO GET QUITE A FEW UPDATES ON THIS TONIGHT. THE ENGINEER WHO WAS SELECTED FOR THIS PROJECT IS KIMLEY-HORN. AND THE BUDGET FOR THIS IS 25.87 MILLION. AND THAT'S IN 2019 BOND FUNDS. THAT'S HOW IT'S GOING TO BE FUNDED. CONTINUING WITH THAT, HOLFORD ROAD IS GOING FROM A TWO LANE ASPHALT ROADWAY TO A DIVIDED CONCRETE STREET. IT WILL HAVE INVERTED MEDIANS FOR DRAINAGE, VERY SIMILAR TO WHAT YOU SEE ON HOLFORD A, WHICH IS CURRENTLY UNDER CONSTRUCTION.

ALMOST COMPLETE ACTUALLY. IT WILL INCLUDE CURBS AS WELL AS DEDICATED BIKE LANES. THOSE DEDICATED BIKE LANES WILL BE ABLE TO BE UTILIZED DURING PEAK INGRESS AND EGRESS INTO THE FACILITY IF NECESSARY, BUT OTHERWISE THEY WILL BE DEDICATED AND STRIPED AS BIKE LANES. AND THEN ON NAAMAN FOREST, IT WILL BE A FOUR LANE DIVIDED CONCRETE STREET. WE'RE NOT GOING FROM ANYTHING BUT GRASS RIGHT NOW BECAUSE IT DOES NOT EXIST. SO IT WILL BE A FOUR LANE DIVIDED CONCRETE STREET WITH OUR STANDARD RAISED MEDIAN. IT WILL INCLUDE CURBS AND GUTTERS WITH UNDERGROUND DRAINAGE, AS WELL AS ENHANCED PEDESTRIAN INFRASTRUCTURE ALONG THAT ROADWAY AS WELL. THE ENGINEER ON THIS IS ALSO KIMLEY-HORN. ONCE AGAIN, THE BUDGET IS 25.87 MILLION AND THAT'S IN THE 2019 BOND FUNDS. SO THE SECOND PUBLIC COMPONENT IS THE PUBLIC SOCCER FIELDS. THERE'S ALSO RESTROOM AND CONCESSION BUILDINGS THAT'S INCLUDED AS PART OF THIS PROJECT, AS WELL AS UP TO TWO PUBLIC FOOTBALL COURTS. THERE WILL ALSO BE ON STREET, I'M SORRY, SURFACE PARKING INCLUDED, AS WELL AS LIGHTING,ANDSCAPING THROUGHOUT AND PARK LIKE ATMOSPHERE THROUGHOUT THE ENTIRE PUBLIC SOCCER FIELD. PART OF THIS PROJECT, ONCE AGAIN, THE ENGINEERS KIMLEY-HORN THE BUDGET IS 25 MILLION AND IT WILL BE FUNDED THROUGH CERTIFICATES OF OBLIGATION. MOVING ON TO THE WHAT MR. REX REFERRED TO AS THE SECOND COMPONENT, I'I'M CALLI IT THE THIRD, THE MULTI-PURPOSE FACILITY THAT IS APPROXIMATELY 28,000FT■S. IT'S WHERE TEAM HEADQUARTERS WILL BE LOCATED. IT WILL INCLUDE A TEAM STORE, PHYSICAL THERAPY FACILITIES, DINING AREAS, LOCKER ROOMS. THE ARCHITECT FOR THIS PROJECT IS OBERLIN PARTNERS, INC, AND THE BUDGET FOR THIS IS 20 MILLION AND IT WILL BE FUNDED THROUGH CASH. SO JUST AS AN OVERVIEW OF THE TIMELINE, BACK ON VALENTINE'S DAY OF THIS YEAR, STAFF CAME FORWARD WITH THE COUNCIL AWARD RECOMMENDATION FOR THE PROJECT ENGINEER THAT WAS KIMLEY-HORN THAT WAS AWARDED ON VALENTINE'S DAY. SHORTLY THEREAFTER, IN MARCH, THE CMAR RFP WAS ADVERTISED TO THE PUBLIC. IT WAS OPEN FOR ABOUT FOUR WEEKS AND IT CLOSED. WHEN IT CLOSED, WE HAD SIX RESPONSES BETWEEN THE TIME THAT WE RECEIVED THE RESPONSES AND WE ACTUALLY MADE THE SELECTION. WE CAME FORWARD WITH A COUNCIL AWARD RECOMMENDATION FOR THE PROJECT ARCHITECT, WHICH WAS OVERLAND PARTNERS. THAT WAS COMPLETED ON MAY 6TH, AND WE HAVE SELECTED THE CMAR AS LEE LEWIS CONSTRUCTION, INC. WE ARE NOT BRINGING THAT FORWARD FOR COUNCIL APPROVAL. IT DOES NOT MEET THE THRESHOLD FOR COUNCIL APPROVAL. BUT IN ORDER TO BE TRANSPARENT, I CERTAINLY WANTED TO BRING IT FORWARD TO SAY THAT AT SOME POINT IN THE FUTURE, ONCE WE GET FURTHER ALONG IN DESIGN, WE WILL BE BRINGING SEVERAL GMPS ALONG THE WAY FOR CONSTRUCTION. AND THEN NOVEMBER 2026 IS THE ANTICIPATED DATE THAT THE TEAM WILL HAVE USE OF THERAINING FACILITY, WITH THE SUTANTIAL COMPLETION TARGETED FOR MARCH 2027. ASSUMING THE STARS ALIGN AND THE SUN KEEPS SHINING AND SO MANY OTHER THINGS HAVE TO COME TOGETHER IN ORDER TO MAKE THIS HAPPEN, BUT THAT IS DEFINITELY OUR TARGET DATE AT THIS TIME, AND I AM GOING TO PAUSE THERE BEFORE I TURN IT OVER TO ANDY TO SEE IF THERE ARE ANY QUESTIONS ABOUT THE PROJECT DELIVERY PORTION, IF THAT'S OKAY. THERE WE GO. THANK YOU. MAYOR COUNCIL I JUST WANTED TO GO OVER TONIGHT I'M GOING TO PRESENT THE PROJECT WE'VE BEEN WORKING ON FOR THE LAST FEW YEARS, UPDATING OUR ADA TRANSITION PLAN. FIRST I'LL TALK A LITTLE BIT. A LOT OF A LOT OF PEOPLE HAVE HEARD OF ADA REQUIREMENTS OR ADA, A LITTLE BIT ABOUT THAT. WE IT'S SHORT FOR THE AMERICANS WITH DISABILITIES ACT. THAT WAS PASSED IN IN 1990. SO QUITE A WHILE AGO. IT'S A FEDERAL CIVIL RIGHTS LAW MANDATING EQUAL OPPORTUNITY FOR INDIVIDUALS, INDIVIDUALS WITH DISABILITIES, AND IT PROHIBITS DISCRIMINATION IN ACCESS TO JOBS, PUBLIC ACCOMMODATIONS, GOVERNMENT SERVICES, PUBLIC TRANSPORTATION AND TELECOMMUNICATIONS. SO IT'S A PRETTY WIDE RANGING. JUST A LITTLE BIT OF HISTORY ON THAT.

THE IT STARTED BACK IN THE 1960S WITH THE ARCHITECTURAL BARRIERS ACT. AND AT THAT TIME IT WAS FOCUSED A LOT ON JUST PHYSICAL ACCESS, PRIMARILY PEOPLE THAT WERE IN WHEELCHAIRS AND THINGS LIKE THAT THAT WERE DIDN'T WEREN'T ABLE TO ACCESS A LOT OF PUBLIC SPACES. THERE WERE SOME SOME CHANGES AND SOME SOME ADDITIONAL LAWS AND THINGS THAT WERE PASSED IN THE 70S AND 80S, BUT IT REALLY ALL KIND OF CAME TOGETHER IN IN 1990 WITH THE PASSAGE OF THE ADA. AS WITH A LOT OF FEDERAL LAWS, IT TAKES A FEW YEARS TO FIGURE OUT WHAT IT MEANS AND HOW DO WE COMPLY WITH THOSE WITH THAT LAW. AND SO IN 1993, WE DEVELOPED OUR FIRST ADA TRANSITION PLAN. IT WAS PRIMARILY A LIST OF BUILDINGS AND THINGS THAT NEEDED TO BE CHANGED WITHIN THE BUILDINGS, PRIMARILY RAMP ACCESS INTO THE BUILDINGS AND CHANGES IN THE BATHROOMS. THE OVER THE YEARS SINCE THEN, WE'VE DONE OBVIOUSLY A LOT OF CIP PROJECTS, AND ANYTIME A CIP PROJECT WAS DONE OR ANY MAINTENANCE, SIGNIFICANT MAINTENANCE WAS DONE, THAT WAS ALL. WE MADE SURE THAT THAT WAS ADA COMPLIANT WITH WHEN IT WAS BUILT. AND THAT KIND OF LEADS US TO TODAY AND TALKING ABOUT THE UPDATE THAT WE'VE DONE, JUST BRIEFLY, WHAT IS THE TRANSITION PLAN? IT'S REALLY SIMPLY A SYSTEMATIC ANALYSIS OF THE BARRIERS AND HOW TO ELIMINATE THOSE BARRIERS. SO WE IDENTIFY WE INVENTORY WHAT ALL THE BARRIERS ARE IN THE CITY, PROVIDE A SCHEDULE FOR WHEN WE'LL REMOVE THEM AND THEN REMOVE THEM. SO THERE'S BEEN A LOT OF CHANGES SINCE 1993. IN THE ADA ACT IN 1990 REALLY KICKED OFF A LOT OF ACTIVITY IN THIS AREA. THERE'S A LOT OF DIFFERENT ORGANIZATIONS THAT WERE THAT REALLY GOT GOING ABOUT THAT TIME, AND ONE OF WHICH WAS IS CALLED PRO AG PROPOSED ACCESSIBILITY GUIDELINES FOR PEDESTRIAN FACILITIES IN THE PUBLIC RIGHT OF WAY. SO THAT'S A LOT TO SAY. SO IT'S EVERYBODY JUST CALLS IT PRO AG. THAT'S THAT'S REALLY THE COMMITTEE THAT COMES UP WITH BEST PRACTICES AND HOW HOW DO WE MOVE FORWARD WITH MAKING EVERYTHING ACCESSIBLE TO PEOPLE WITH DISABILITIES. THAT WAS THERE WAS A VERSION OF THAT WAS PASSED IN 2011, ALONG WITH SOME NEW ADA STANDARDS THAT WERE ADOPTED INTO BY THE GUIDANCE FROM THE FEDERAL GOVERNMENT. EVEN THAT BACK THEN, WAS IT CONFLICTED BECAUSE IT WAS THERE WAS IT'S ACTUALLY GETS A LOT MORE COMPLICATED WHEN YOU GET INTO THE DETAILS OF SPECIFIC SITUATIONS. AND. YOU YOU CAN MAKE THINGS ACCESSIBLE FOR SOMEONE WITH A PHYSICAL DISABILITY. BUT THEN IF THEY'RE IF THEY'RE SIGHT IMPAIRED OR VISION OR HEARING IMPAIRED, SOMETIMES WHAT WHAT WORKS FOR ONE GROUP IS AT ODDS REALLY WITH WITH ANOTHER GROUP. AND SO THAT'S WHAT THEY'VE REALLY BEEN WRESTLING WITH OVER THE YEARS. AND ACTUALLY, JUST AT THE END OF 2024, THEY'VE REALLY ADOPTED THEIR THEIR FINAL RECOMMENDATIONS. AND IT'S I FEEL LIKE THEY'VE KIND OF SETTLED ON SOMETHING THAT REALLY WORKS FOR EVERYONE. SO IT'S A VERY GOOD THING. THERE'S ALSO BEEN NEW REQUIREMENTS FOR PROGRAMS. SO IF WE HAVE A, A SOMETHING ON THE SQUARE THAT WE NEED TO ADVERTISE, YOU HAVE TO MAKE SURE THAT ALL OF YOUR ALL OF THE PROGRAMS THAT YOU HAVE AT THE CITY ARE, ARE NOT JUST PHYSICALLY ACCESSIBLE, BUT WHEN YOU'RE ADVERTISING FOR THEM THAT THE INFORMATION THAT GOES OUT IS, HAS FONTS THAT PEOPLE CAN READ AND EVERYONE CAN SEE. AND OF COURSE THAT THEN TRANSLATES TO WEB PAGES, WHICH WASN'T EVEN

A THING BACK IN 1990. THAT'S. SO THE PURPOSE OF THIS PLAN UPDATE IS REALLY TO PROVIDE A STATUS OF THE OF THE PROJECTS THAT WE SAID WE WERE GOING TO DO IN 1993, EXPAND THE EVALUATION TO PROGRAMS AND SERVICES LIKE I WAS JUST TALKING ABOUT PROVIDE IT PROVIDES GUIDANCE FOR TO HELP US TO EVALUATE OURSELVES AND PROVIDE SELF-EVALUATION FOR THE REST OF THE BARRIERS IN THE CITY PROVIDES A METHOD TO PRIORITIZE THOSE IMPROVEMENTS AND A WAY TO GUIDE THAT IMPLEMENTATION OF THE REMOVAL OF THEIR REMOVAL OF THE BARRIERS. SO WHAT'S ACTUALLY IN THE PLAN? THERE WAS A COPY OF IT THAT WAS ATTACHED IN YOUR PACKET. IT WAS IT WAS LESS THAN 100 PAGES. I'M SURE ALL OF YOU READ EVERY PAGE OF IT, BUT THERE IS A PROVIDES A LITTLE BACKGROUND AND PURPOSE KIND OF WHAT I'M TALKING ABOUT TONIGHT. IT DETAILS THE STANDARDS TO USE AND HOW TO APPLY THEM. SO IT PROVIDES SOME INFORMATION FOR STAFF TO USE. IT PROVIDES IT HAS A LISTING OF ALL OF THE ALL OF THE PROJECTS THAT WERE INCLUDED IN THE 1993 PLAN AND, AND WHAT THE STATUS OF THOSE PROJECTS, WHETHER THEY WERE COMPLETED OR NOT. AS YOU CAN IMAGINE, THERE'S QUITE A FEW OF THE FACILITIES FROM BACK THEN THAT WERE THAT AREN'T THAT DON'T EXIST ANYMORE, THAT WE'VE REPLACED THEM THROUGH CIP PROJECTS. IT ALSO HAS A LISTING OF A NUMBER OF CIP PROJECTS IN PARKS AND TRANSPORTATION AND IN ENGINEERING ROADWAY PROJECTS DIFFERENT ALL THE DIFFERENT CIP PROJECTS THAT WE'VE DONE OVER THE YEARS THAT ARE NOW, AT LEAST WHEN THEY WERE BUILT, THEY WERE UNDER ADA COMPLIANCE AT THE, YOU KNOW, WHEN THEY WERE BUILT. SINCE THE STANDARDS HAVE CHANGED, SOME OF THEM DON'T WOULDN'T NECESSARILY MEET THE CURRENT STANDARD, BUT THEY ARE ADA COMPLIANT BECAUSE THEY'RE BUILT ACCORDING TO THE STANDARD AT THE TIME. PROVIDES INSTRUCTIONS FOR HOW TO CONDUCT THE SELF-EVALUATION, DESIGNATES AN ADA COORDINATOR, DESCRIBES HOW THE PUBLIC CAN SUBMIT INPUT AND COMPLAINTS. ESTABLISHES AN ADA LIAISON COMMITTEE. PROVIDES AN INVENTORY OF FACILITIES TO BE EVALUATED, AND IT DID. WE DID DO A SAMPLING OF BUILDINGS, PARKS, AND INTERSECTIONS SO THAT WE COULD GET GET A BETTER IDEA OF WHAT MAYBE WE HAVE LEFT IN FRONT OF US. SO WHAT WE'RE WHAT THE PROCESS IS, IS GIVING YOU THE BRIEFING TONIGHT. AND THEN I WOULD ASK THAT IF YOU WERE READY TO MOVE FORWARD, WE WOULD HAVE A PUBLIC HEARING AND THEN A POSSIBLE ADOPTION OF THE PLAN ON JULY AT THE JULY 8TH COUNCIL MEETING. THANK YOU. WELL, SO ANYTIME WE DO A CONSTRUCTION PROJECT THAT I THINK ALL OF THE STREET PROJECTS. ARE A PART OF THE STREET PROJECTS NOW. AND SO THEY'RE THEY THEY WILL GET BROUGHT UP TO THE CURRENT STANDARD. SO HAVING SIDEWALKS WOULD MAKE, SAY, A NEIGHBORHOOD THAT DOESN'T HAVE SIDEWALKS MORE ADA COMPLIANT. IF THERE'S I CAN'T ANSWER THAT I. KNOW YOU DID. SO WE'VE HAD QUITE A BIT OF EXCHANGES TO LEARN MORE ABOUT THEIR PROGRAM AND ALSO HOW THEIR PROGRAM HAS FUNCTIONED THROUGH OTHER CITIES AS WELL. WE CURRENTLY HAVE A DRAFT OF A CONTRACT THAT MD PATHWAYS IS PROVIDED, AND OUR LEGAL TEAM IS ASSISTING WITH US ON THE REVIEW OF THAT AGREEMENT. CITY STAFF HAS PROVIDED SOME RECOMMENDATIONS TO BE INCLUDED IN THAT AGREEMENT. SO THAT IS CURRENTLY IN PROCESS OF BEING WORKED ON AT THIS TIME. WE ALSO HAD DISCUSSIONS WITH SEVERAL CITIES THAT HAVE IMPLEMENTED THE PROGRAM AS WELL. AND I'LL GIVE YOU SOME INFORMATION ON THE NEXT SLIDE ABOUT THOSE, THOSE CITIES DISCUSSIONS THAT TOOK PLACE. AND THEN WE ALSO TOOK THE OPPORTUNITY TO WORK WITH OUR CUSTOMER SERVICE TEAM TO HELP UNDERSTAND THEIR OPERATIONS AND HOW A PROGRAM SUCH AS MD PATHWAYS WOULD AFFECT THEIR THEIR OPERATIONS. SO STARTING OFF WITH THE KIND OF THE LESSONS LEARNED, WHAT WE WERE ABLE TO FIND FROM THE CITIES, WE SPOKE WITH DANA AND HIS TEAM SPOKE WITH WITH CRANDALL AND FERRIS. SO WHAT WE LEARNED OR KIND OF TOOK OFF THE BAT WAS THERE'S A SPECTRUM OF CUSTOMERS THAT TYPICALLY OPT OUT OF THIS PROGRAM. IF YOU RECALL, THE MD PATHWAYS PROGRAM IS A PROGRAM THAT IS AN OPT OUT PROGRAM FOR THE TELEHEALTH SERVICES. AND SO IN CRANDALL, THERE WERE ABOUT 19% OF THEIR CUSTOMERS THAT

OPTED OUT OF THE PROGRAM. FERRIS HAD ABOUT 5%. SO THIS USING GARLAND'S NUMBERS, IF WE HAD 10% OF OUR CUSTOMERS OPT OUT, THAT WOULD BE ABOUT 7700 CUSTOMERS OF 15,000 OPTED OUT. THAT WOULD BE ABOUT 11,550. ONE THING THAT IS ON THE MINDS OF THE CUSTOMER SERVICE TEAM, AND I KNOW THEY WOULD APPRECIATE ME BRINGING UP HERE, IS THAT WE AVERAGE ABOUT 4500 CALLS DURING OUR BUSY TIME CALL CENTER, AND WE CAN TYPICALLY HANDLE WITHOUT A WHOLE TIME ABOUT 4300 CALLS. AND SO ONE THING TO KEEP IN MIND THAT WE WANT TO ENSURE WE WORK THROUGH CUSTOMER SERVICE. IF WE DO HIT THAT NUMBER OF 7000 PEOPLE OPTING OUT, THAT THAT'S A LOT OF PHONE CALLS THAT'LL BE COMING INTO OUR CALL CENTERS. WE WANT TO MAKE SURE THAT WE'RE PREPARED TO HANDLE THAT CALL VOLUME COMING IN. I ALSO HAD THE OPPORTUNITY TO VISIT WITH THE CITY OF HENDERSON, AND I TOOK THE OPPORTUNITY TO VISIT WITH THE CITY OF HENDERSON, ACTUALLY CLOSE COLLEAGUE WITH THE CITY MANAGER AND HENDERSON. AND ONE OF THE THINGS THAT JAY ABERCROMBIE SHARED WITH ME, THE CITY MANAGER THERE, WAS THAT IT TOOK THEM ABOUT 120 DAYS FOR A PUBLIC EDUCATION PERIOD TO ENSURE THAT THEIR FOLKS WERE UPDATED ON THIS PROCESS, AND THEY KNEW THAT THIS WAS COMING.

AND THEY ALSO SAID IT DID TAKE THEM ABOUT 12 MONTHS. FROM THE INITIAL CONVERSATIONS WITH MD PATHWAYS TO GETTING A CONTRACT EXECUTED AND THE PROGRAM IMPLEMENTED. SO LAST WEEK HAD AN OPPORTUNITY TO VISIT WITH WITH DOCTOR, DOCTOR DIRK AND AS WELL AS BRIAN DAVIS WITH THE MD PATHWAYS TEAM. SO ONE OF THE THINGS THAT THEY HAVE TALKED HEAVILY WITH US ABOUT IS THE ABILITY TO START DEVELOPING EDUCATIONAL MATERIAL AND COMMUNITY OUTREACH PLAN. IF THIS IS SOMETHING THAT THE COUNCIL WANTS TO CONTINUE TO PURSUE, AND WE FEEL THAT'S GOING TO BE A VERY IMPORTANT AND KEY PIECE OF THIS, ENSURING THE COMMUNITY KNOWS THAT THIS PROGRAM IS COMING AND IS WITH THIS AND AS LARGE OF A CITY AS GARLAND IS, THAT THEY WOULD ALSO NEED TO HAVE TIME TO RAMP UP THEIR HIRING FOR STAFFING AS ASSOCIATED WITH THIS PROGRAM AS WELL. SO WHAT THEY WOULD RECOMMEND IS IF THE COUNCIL DOES WANT TO PURSUE SOMETHING OF THIS NATURE OF THIS PROGRAM, THAT SPRING OF 2026 WOULD BE THEIR RECOMMENDATION TO IMPLEMENT THIS PROGRAM. AND THAT, AND I'LL SHOW YOU IN THE NEXT SLIDES, COINCIDES WITH THE PROJECTS THAT WE HAVE GOING ON IN CUSTOMER SERVICE AT THIS TIME. SO, SO BRIEFLY, I'LL GO OVER SOME OF THE PROGRAMS WE HAVE GOING ON IN CUSTOMER SERVICE. THE FIRST IS AN UPGRADE THAT'S TAKING PLACE TO OUR OUR SIS SYSTEM, OR IT'S ESNTIALLY OUR OUR BILLING SYSTEM FOR UTILITY PAYMENTS. AND I'VE HEARD DANA AND KEVIN REFER TO IT AS THE UTILITY SPIDER WEB. IT'S A PROGRAM THAT'S HAD TO BE ESSENTIALLY BUILT AND CUSTOMIZED FOR GARLAND. DUE TO THE UNIQUE NATURE OF GARLAND, THERE ARE NOT MANY CITIES THAT HAVE FULL SERVICE SANITATION, LANDFILL, ELECTRIC, WATER, SEWER SERVICE AS AS WE DO. IN YOUR AGENDA PACKET, YOU RECEIVED A DRAFT OF THE REDLINED CODE OF ORDINANCES, BUT WE WANTED TO TAKE AN OPPORTUNITY THIS EVENING TO TALK THROUGH WHAT EACH OF THOSE POTENTIAL CHANGES ARE. SO IN SECTION ONE B, THESE CHANGES ARE REALLY INTENDED TO BE ABLE TO INCREASE THE NUMBER OF APPOINTEES THAT OUR COUNCIL MEMBERS ARE ABLE TO SELECT. SO PREVIOUSLY OR RIGHT NOW, CURRENTLY IN THE CODE OF ORDINANCES, IT ALLOWS FOR 18 SPOTS FOR COUNCIL MEMBERS TO SELECT 18 APPOINTEES. AND THEN IT ALLOWS FOR AN ADDITIONAL TWO OTHER APPOINTEES TO BE SELECTED BY THE CHAIRPERSON OR THE PRESIDENT OF THE GC, WHICH IS ONE OF THE STUDENTS. NOW, IN THE PAST YEARS, THAT HAS NOT REALLY BEEN HAPPENING. SO WE'RE TRYING TO CLEAN UP A LITTLE BIT OF THAT LANGUAGE WITH THIS, BUT ALSO PUT THE SOLE RESPONSIBILITY OF CHOOSING OUR APPOINTEES TO THE YOUTH COUNCIL, WITH OUR COUNCIL MEMBERS. SO THAT IS THE CHANGES HERE. BUT ALSO, AS I MENTIONED EARLIER, INCREASING THE NUMBER. SO IF YOU REMEMBER, WHEN WE PRESENTED IN FRONT OF YOU A FEW WEEKS AGO, AT THE END OF THE YEAR RECAP, WE SAID THAT Y'ALL ISSUED US A CHALLENGE TO INCREASE OUR RECRUITING EFFORTS. WELL, WE WERE SUCCESSFUL IN 2425. WE HAD 18 APPLICANTS. AND FOR THIS UPCOMING YEAR, 2526, THIS YEAR, WE RECEIVED 39 APPLICATIONS. SO WE WOULD LIKE TO AMEND THE CODE OF ORDINANCES TO ALLOW UP TO 36 STUDENTS TO PARTICIPATE IN THIS PROGRAM. AND SO THAT'S WHAT THESE CHANGES REFLECT IN SECTION 1D. THE INTENT OF THESE CHANGES IS TO ALLOW ALL STUDENTS IN GARLAND ISD THE OPPORTUNITY TO APPLY AND BE SELECTED IF YOU GUYS WERE TO CHOOSE THEM. SO CURRENTLY THE CODE OF ORDINANCES ALLOWS FOR STUDENTS THAT LIVE IN GARLAND.

AND SO OUR PROPOSED CHANGES IS SAYING STUDENTS THAT LIVE IN GARLAND AND OR ATTEND A GARLAND ISD SCHOOL. THE OTHER CHANGES IN THIS THAT HAVE TO DO WITH THE APPLICATION IS JUST KIND OF BETTER ALIGNING OUR CURRENT PRACTICES WITH WHAT'S IN THE CODE OF ORDINANCES. FOR EXAMPLE, RIGHT NOW IT MENTIONS THAT OUR APPLICANTS COMPLETE A STANDARD BOARDS AND COMMISSIONS APPLICATION, WHICH IS A LITTLE BIT DIFFERENT. SO I'M JUST TRYING TO KIND OF CLEAR OUT THAT LANGUAGE. IT ALSO MENTIONS THAT THE APPLICANTS FILL OUT AN ESSAY. WE'RE ACTUALLY ASKING THEM QUESTIONS LONG FORM QUESTIONS. WE TRIED TO MAKE SURE YOU ALL WERE AS INFORMED AS POSSIBLE. WE SENT OUT THE WEEKLY TALES OF THE ALLEGED NEWSLETTER. WE PROVIDED BILL TRACKING

SUMMARIES, IMPACT MEMOS. WE ALSO COORDINATED WITH MANY OF OUR EXTERNAL PARTNERS SUCH AS HTML, TPA, NORTH TEXAS MUNICIPAL WATER DISTRICT, NORTH TEXAS COMMISSION, AND ALL OF OUR LEGISLATIVE OFFICES. AND THEN WE FOLLOWED THE BILL FROM FILING TO DEATH OR TO PASSAGE. SO THAT INCLUDED EVERYTHING IN BETWEEN AMENDMENTS, SUBSTITUTE LANGUAGE, ETC. I WANTED TO CLOSE THE LOOP ON SEVERAL OF THE BILLS THAT WE HAVE DISCUSSED THROUGHOUT SESSION. SO I'LL DO THAT OVER THE NEXT COUPLE OF SLIDES. HOUSE BILL 19 WAS THE TAXPAYER FUNDED LOBBY BILL. THAT ONE DIED DURING DURING THE CALENDAR DEADLINE, SENATE BILL 412 SLASH HOUSE BILL 267 WAS SIGNED BY THE GOVERNOR, AND THAT WAS THE ONE THAT REMOVED THE AFFIRMATIVE DEFENSE FOR LIBRARY EMPLOYEES AND YOUTH PROGRAM STAFF. SO POTENTIALLY THOSE STAFF COULD BE SUED BY THE PUBLIC, NOT AS AN EMPLOYEE, BUT AS AS AN INDIVIDUAL. SENATE BILL SIX WAS ONE OF THE LARGE ELECTRIC BILLS THAT WE WORKED EXTREMELY CLOSELY ON. TAYLOR WORKED A LOT ON THIS BILL. THAT ONE WAS SENT TO THE GOVERNOR.

SENATE BILL 15. THAT IS THE LOT DENSITY BILL. WE WORKED A LOT ON THIS BILL. WE'VE WE HAD AN AMENDMENT THAT WAS THAT WAS ON IN IN THE HOUSE. IT WAS STRIPPED OUT IN CONFERENCE. SO THERE WERE A COUPLE OF PROVISIONS THAT MADE IT A LITTLE BIT BETTER. BUT I CAN ANSWER ANY QUESTIONS YOU ALL MAY HAVE ON THAT ONE. AND THEN SENATE BILL 673 REGARDING OUR ABILITY TO REGULATE ADUS ALSO DIED. SENATE BILL 840 IS ONE THAT I'M SURE YOU ALL HAVE HEARD OF. WE'VE DISCUSSED THIS ONE A FEW TIMES AS WELL, BUT ESSENTIALLY THE BILL ALLOWS THE REDEVELOPMENT OF MULTI REDEVELOPMENT OF COMMERCIAL AND RETAIL USE TO MULTIFAMILY OR MIXED USE. THAT ONE IS SENT TO THE GOVERNOR. THE TWO PREEMPTION BILLS DIED. THOSE THOSE ARE DEAD. THE MUNICIPAL FINANCE BILL, SENATE BILL 1024, WHICH WOULD HAVE REALLY RESTRICTED OUR ABILITY TO ISSUE COS OR ANTICIPATION NOTES, IS THAT ONE DIED AS WELL. HOUSE BILL 23 WAS THE THIRD PARTY INSPECTIONS BILL THAT WE WORKED CLOSELY WITH THE AUTHOR ON. THAT ONE DIED AS WELL. BUT HOUSE BILL 24, WHICH IS ONE OF THE ZONE CHANGES, THAT ONE WAS SENT TO THE GOVERNOR. FINALLY, THE DART RESTRUCTURE FINANCE RESTRUCTURE BILL DIED. THAT WAS HOUSE BILL 3187, SENATE BILL 718 ALSO DIED. THAT WAS ONE OF THE ELECTRIC BILLS WE HAD BEEN FOLLOWING CLOSELY, AS WAS SENATE BILL 393. AND HOUSE BILL 1227 WAS ANOTHER ONE THAT WE FOLLOWED CLOSELY RELATING TO FRANCHISE FEES. AND HOUSE BILL 21 RELATES TO HOUSING FINANCE CORPORATIONS, AND THAT ONE WAS PASSED. WE WERE NOT ABLE TO GET IT RETROACTIVE, BUT MOVING FORWARD, HOUSING FINANCE CORPORATIONS ARE FORCED TO STAY WITHIN THEIR SPECIFIC BOUNDARY. WE HAD TWO LEGISLATIVE INITIATIVES THIS SESSION. ONE WAS ALCOHOLIC BEVERAGE ZONES. THE OTHER WAS A QUALIFIED HOTEL PROJECT. SO ON THE ALCOHOLIC BEVERAGE ZONE FRONT, WE WORKED WITH REPRESENTATIVE RHETTA BOWERS AND SENATOR NATHAN JOHNSON TO FILE THEIR RESPECTIVE BILL, SENATE BILL 2633 AND HOUSE BILL 3085. WE WERE ABLE TO SEE QUITE A BIT OF MOVEMENT ON SENATE BILL 2633. HOWEVER, IT FACED SOME OPPOSITION AND DIED IN THE HOUSE, AND WE WEREN'T ABLE TO GET THE HOUSE BILL TO MOVE ON THE QUALIFIED HOTEL PROJECT BILL. WE WERE, HOWEVER, ABLE TO GET IT THROUGH THE COMMITTEE IN BOTH THE HOUSE AND THE SENATE. THOSE ARE THEN COMBINED INTO ONE OMNIBUS BILL, AND THAT BILL ALSO DIED. SO WE HAD WORKED EXTREMELY CLOSELY WITH THE AUTHOR. THERE WERE ABOUT 30 CITIES THAT WERE WRAPPED UP INTO THIS BILL. THE SENATE PASSED A DIFFERENT VERSION. THEY INCLUDED SOME LANGUAGE THAT LIMITED EACH PROJECT OR EACH CITY TO ONE PROJECT, THAT THEY COULD DRAW DOWN. SOME OF THOSE STATE FUNDS FOR THE HOUSE DID NOT LOVE THAT LANGUAGE, AND THERE WAS SOME CONSIDERATION FROM AN EXTERNAL STAKEHOLDER TO KILL THE CONFERENCE COMMITTEE REPORT. SO IT JUST NEVER CAME OUT OF CONFERENCE KILLING THE BILL FOR ALL CITIES. AND THEN ONCE OUR ALCOHOLIC BEVERAGE ZONE BILLS DIED, WE WENT BACK TO THE DRAWING BOARD AND WE WORKED CLOSELY WITH REPRESENTATIVE RHETTA BOWERS TO AND SHE HELPED US WORK WITH REPRESENTATIVE

GERTIE'S OFFICE, AND WE WERE ABLE TO GET HIS APPROVAL TO ADD OUR OUR BILL, SENATE BILL 2633, ONTO HIS HOUSE BILL ON THE SENATE FLOOR. SO WE THEN WORKED WITH SENATOR NATHAN JOHNSON AND SENATOR SCHWERTNER TO GET OUR LANGUAGE ON. IT WAS EFFECTIVELY ADDED ONTO THE SENATE ON THE FLOOR. THERE WAS A STAKEHOLDER WHO DID NOT LOVE THAT, SO IT WENT TO CONFERENCE IN THE HOUSE WHERE WE NEGOTIATED WITH THAT STAKEHOLDER AND REPRESENTATIVE GERTIE'S STAFF, AND WE WERE ABLE TO COME TO A COMPROMISE TO NOT ALLOW US TO HAVE PACKAGE STORES, BUT INSTEAD TO ALLOW ESSENTIALLY BARS IN THE CITY OF GARLAND. SO THAT ONE IS WITH THE GOVERNOR NOW AWAITING SIGNATURE OR LACK OF SIGNATURE TO JUST GO THROUGH. HOPEFULLY NOT A VETO. ARE THERE ANY QUESTIONS SO FAR? QUEUE IS CLEAR. SEE, FINALLY, I WANTED TO PROVIDE AN UPDATE ON ON DART SINCE THERE WERE QUITE A FEW BILLS FILED, THR OF WHICH DO THE SAME THING. HOUSE BILL 3087, SENATE BILL 1557, AND SENATE BILL 3075 ALL CREATED THE GENERAL MOBILITY PROGRAM, RESTRICTED DARTS TO THEIR PLEDGE OF 75% OF REVENUE, OR THREE QUARTERS, AND THEN RESTRICTED THEM FROM ISSUING FURTHER DEBT TO THE CITY WISH TO PULL OUT. AND THEN THERE WAS SENATE BILL 2118 BY SENATOR PARKER THAT WAS FILED, THAT KIND OF RESTRUCTURED THE DART BOARD AND THE MAKEUP AND VOTING POWER AS WELL. THAT ONE DID NOT SEE A HEARING, BUT HOUSE BILL 3001 87 DID. IT JUST DIDN'T IT DIDN'T PASS THROUGH IN TIME. SO IN RESPONSE TO THOSE BILLS BEING FILED, DART CAME TO THE CAME TO THE NEGOTIATION TABLE. AND THE GENERAL MOBILITY PROGRAM ON THE DARK SIDE WAS WAS BORN. AND WHAT THAT DOES IS IT ESTABLISHES A PROGRAM THAT WOULD REDISTRIBUTE 5% OF THE AGENCY'S ANNUAL SALES TAX REVENUE AMONG THE SEVEN ELIGIBLE MEMBER CITIES FOR A TWO YEAR PERIOD. THOSE CITIES ARE ADDISON, CARROLLTON-FARMERS BRANCH, HIGHLAND PARK, RICHARDSON, PLANO, AND UNIVERSITY PARK. THE CONCERN WAS THAT THIS THIS PROGRAM KIND OF MADE WINNERS AND LOSERS IN THIS SITUATION.

WHEREAS THE LEGISLATION CREATED AN EVENING, AN EVEN BOARD ACROSS ALL MEMBER CITIES. AS THE BILL DEADLINES APPROACHED IN THE DART BILLS ULTIMATELY FAILED. THERE WAS SOME CONCERN THAT WITHOUT THE PRESSURE OF LEGISLATION, THAT MAYBE THE GMP PROGRAM ON THE DART SIDE WOULDN'T SEE THE LIGHT OF D. AS THE LEGISLATURE ADJOURNED, HOWEVER, DART RELEASED A STATEMENT THAT IN PREPARATION FOR THE IMPLEMENTATION OF THEIR GMP, THAT THEY WOULD BE MAKING HISTORIC CUTS AND AS SUCH THEY WILL BE HOLDING PUBLIC HEARINGS. OUR PRE PUBLIC HEARING FOR THE COMMUNITY WILL TAKE PLACE ON THURSDAY, JUNE 26TH FROM 630 TO 730. AND THEN THIS IS THEIR LIST OF PROPOSED CUTS THAT WILL BE DISCUSSED AT THAT COMMUNITY MEETING. AND NUMBER ONE, THERE IS A BOLD BULLET POINT AND THAT IS OUR BUS ROUTE THAT IS FACING THE CHOPPING BLOCK. THAT'S THE LAKE RAY HUBBARD EXPRESS. AND THEN THEY THERE'S GOING TO BE FREQUENCY REDUCTIONS ON ON ALL MODES OF TRANSPORTATION. SOME PARATRANSIT CHANGES AND A LOT OF FARE INCREASES AND CHANGES ACROSS THE BOARD. I THINK ONE OF THE CONCERNING OR CONFUSING ASPECTS OF THIS PROPOSAL IS THAT THEIR LARGEST CONCERN WITH THE LEGISLATION THAT WAS PROPOSED WAS THAT THEY WOULD HAVE TO INSTITUTE HISTORIC CUTS. AND HERE WE ARE FACING HISTORIC CUTS ANYWAYS. SO THAT THAT MEETING IS SET TO HAPPEN IN IN ABOUT TWO WEEKS. ARE THERE ANY QUESTIONS? VERY GOOD, COUNCILOR WILLIAMS. EXCELLT REPORT. THANK YOU TO YOU.
