SO FIRST QUESTION I HAVE IS WILL THIS BE A PRIVATE COMPLEX OR A PUBLIC COMPLEX. AND WILL THE PUBLIC HAVE ACCESS FOR LEAGUES AND TOURNAMENT PLAY? IF IT'S A PRIVATE COMPLEX. THE NEXT QUESTION, WHO OWNS THE PROPERTY AT THIS TIME? AND IF THIS PROJECT COMES TO FRUITION, WILL IT BECOME CITY PROPERTY? BECAUSE THAT'S A VERY IMPORTANT ISSUE. WE HAVE ONE OF THE BEST CVBS IN THE STATE, AND WE HAVE ONE OF THE BEST PARKS AND REC DEPARTMENTS IN THE STATE. AND I'VE KNOWN ANDY FOR 20 YEARS, AND I KNOW IF HE'S INVOLVED IN IT, IT'S GOING TO BE A GREAT PROJECT. SO BUT IT'S REAL IMPORTANT TO THE PUBLIC. AND LIKE I SAY, THERE'S MISINFORMATION GOING ON AROUND THERE AROUND TOWN. AND I'D LIKE TO GET THIS STRAIGHT BECAUSE THIS COULD BE A GREAT PROJECT FOR THIS TOWN. AS A COMPLEX GOING TO BE DESIGNED FOR GAME FIELDS ONLY. AND FOR THOSE OF YOU WHO DON'T KNOW WHAT THAT MEANS, SOCCER CAN WEAR OUT FIELDS IN A HURRY. AND SO SOMETIMES WE HAVE DESIGNATED GAME FIELDS ONLY WITH NO PRACTICE ON THEM. IF YOU'RE GOING TO BE PLAYING ON THESE FOR, YOU KNOW, SOCCER SEASON USUALLY HAS TWO SEASONS, SOMETIMES THREE. AND AS WE FELT VERY STRONGLY THAT THE STUDIES SHOW THAT PUBLIC ASSETS THAT ARE CENTERED AROUND YOUTH SPORTS DRIVE DEMAND FOR PRIVATE INVESTMENT. THEREFORE, WE ACQUIRED THE PROPERTY ALONG HOLFORD. BOTH THE 60 ACRES, THE COMPONENT THAT WOULD HOST THE SOCCER COMPONENT, AND THEN THE 13.95 FOR PRIVATE DEVELOPMENT. FAST FORWARD TO TODAY, AS YOU'VE SEEN, AND WE'VE DISCUSSED THE PREVIOUS PROPOSED DEAL STRUCTURE, JUST DIDN'T WE DIDN'T FEEL THAT IT WAS GOING TO YIELD LARGE ENOUGH RETURN ON INVESTMENT SINCE THOSE NEGOTIATIONS HAVE HAS ENDED, THE CITY HAS BEEN CONTACTED BY QUITE A BIT OF OF OUTSIDE INTEREST, BOTH SOCCER AS WELL AS OTHER OTHER TYPES OF SPORTS. ADDITIONALLY, THIS NEW OPPORTUNITY ALLOWS US AN ADDITIONAL TWO AND A HALF ACRES TO GO BACK INTO THE PRIVATE DEVELOPMENT SIDE THAT WAS ORIGINALLY SLATED FOR FOR MULTI-PURPOSE FACILITY. SO A QUICK RECAP OF THE BUDGET FROM THE 2019 BOND PROGRAM, 25.9 MILLION WAS ALLOCATED FOR HOLFORD ROAD AND NAAMAN FOREST EXTENSION IMPROVEMENTS. THOSE WERE INCLUDED IN THE BOND PROGRAM TO HELP CATALYZE DEVELOPMENT ON THAT CORNER. REGARDLESS OF WHAT IT WAS INTENDED TO BE. JUST WE KNEW THAT WAS A GREAT CORNER THAT WAS GOING TO NEED DEVELOPMENT. SO THE HOLFORD YOUTH AND RECREATION SOCCER FACILITIES ARE PROPOSED AT THIS POINT, AT 25 MILLION OF CERTIFICATES OF OBLIGATION. SO THAT'S A TOTAL BUDGET NOW OF 50.9 MILLION. SO WE ENGAGED A CONSULTANT THAT SPECIALIZES IN FEASIBILITY STUDIES RELATED TO HOTELS, SPORTS, THOSE TYPES OF THINGS. AND THEN JUNE OF 2025 THEY DID A MARKET DEMAND AND FINANCIAL AND ECONOMIC ANALYSIS. I THINK WE ALL RECOGNIZE WHETHER YOU HAVE KIDS OR GRANDKIDS OR OTHER FAMILY MEMBERS, THAT YOUTH SPORTS AND TOURISM, YOUTH SPORTS, TOURISM IN TEXAS IS NOT SLOWING DOWN. IT'S HUGE. WE'RE SECOND ONLY TO FLORIDA IN THAT BUSINESS. THE HOLFORD ROAD SIDE IS ADJACENT TO EXISTING RETAIL, HOTEL AND RECREATION AMENITIES. THIS PROJECT WOULD FURTHER ACCENTUATE THAT, AND THIS PROJECT ADDRESSES A VERY CLEAR GAP IN TOURNAMENT QUALITY FACILITIES IN DALLAS COUNTY, PARTICULARLY THE EAST SIDE, AND EVEN FURTHER. QUITE HONESTLY, IF YOU GO TO THE COMMUNITIES TO OUR EAST, THERE ARE LIMITED, IF ANY SOCCER FACILITIES WHATSOEVER, AND THEY ARE DRIVING RIGHT BY THIS LOCATION TO GO PARTICIPATE IN VARIOUS OTHER CITIES. SO THIS REALLY POSITIONS GARLAND ALONGSIDE TOP SUBURBAN SPORTS DESTINATIONS AND THE DYNAMIC BETWEEN THE [00:15:04] PUBLIC'S YOUTH SOCCER AND A PRIVATE MIXED USE DEVELOPMENT BENEFIT BENEFIT EACH OTHER IN THE SENSE THAT TRAFFIC BEGETS SUCCESS FOR THE MIXED USE AND THE DESTINATION THERE FROM FOOD AND BEVERAGE, HOTEL OR RETAIL, IS WHAT PEOPLE ARE LOOKING FOR WITH SPORTS TOURISM IN THEIR IN THEIR FAMILIES. AGAIN, IT'S A LENGTHY STUDY, BUT AT A HIGH LEVEL, ESTIMATED ANNUAL ATTENDANCE IS AROUND 240,000. THAT'S THE FIRST COUPLE OF YEARS IT MAY RAMP UP TO BE WELL OVER 250,000. SO THAT PRODUCES OVER A 30 YEAR NET IMPACT OF NET NEW SPENDING IS JUST UNDER $1 BILLION, ACCORDING TO THIS STUDY. AND THAT POTENTIAL IMPACT TO THE CITY IS 108 MILLION, WITH SOME ASSUMPTIONS HERE. AND SO, AGAIN, YOUTH SPORTS TOURISM IS AT AN ALL TIME RECORD FROM PRE-PANDEMIC LEVELS. THE SPENDING THAT THAT FAMILIES DO FOR YOUTH SPORTS IS ALL TIME HIGH. AND ON TOP OF THAT, DFW IS LEADING US METROPOLITAN AREAS IN POPULATION GROWTH. SO DFW IS NOT SLOWING DOWN. HERE'S A FEW EXAMPLES OF AND THERE'S MANY, MANY MORE. THESE ARE JUST WHAT WE COULD FIT ON ONE SLIDE. SO THESE ARE SOME EXAMPLES OF YOUTH SPORTS ANCHOR DEVELOPMENTS I WON'T GO THROUGH ALL THE DETAILS, BUT YOU CAN SEE THAT SOME OF THESE ARE OUTDOOR, SOME ARE INDOOR, SOME ARE A COMBINATION OF THE TWO. BUT CLEARLY MANY CITIES HAVE CAUGHT ON TO THE RELATIONSHIP BETWEEN SPORTS TOURISM, PARTICULARLY THE YOUTH AND ADJACENT DEVELOPMENT. I AM STARTING WITH THE VISIT GARLAND MISSION, AND MAINLY I JUST WANTED TO REMIND COUNCIL THAT THESE GROUPS DON'T COME TO GARLAND JUST BY HAPPENSTANCE. OUR VISIT GARLAND TEAM GOES OUT AND FINDS GROUPS THAT WE THINK MATCH. GARLAND MAKES SENSE TO COME HERE AND GIVES US AN A POSITIVE ECONOMIC IMPACT TO OUR CITY. THEY SETTLED IN ON AUDUBON PARK, BOOKED IT FOR 2022, ENDED UP GETTING CANCELED DUE TO COVID, BUT MY SALES MANAGER DID NOT GIVE UP. SHE WENT BACK AFTER THEM ENDED UP BOOKING 2024. WE DID HOST THAT LAST YEAR IN APRIL PROVED TO BE QUITE A RAINY TIME OF YEAR FOR GARLAND, BUT WE DID HAVE 2000 PARTICIPANTS AND ANOTHER 2000 PLUS SPECTATORS LAST YEAR. THEY CHOSE SEPTEMBER OF THIS YEAR, HOPING THAT IT WOULD BE A LITTLE BIT BETTER TIME OF THE YEAR. HAD A FEW LESS PARTICIPANTS, ABOUT 1600, BUT STILL HAD BETWEEN 2 AND 3000 SPECTATORS, AND THEY WOULD LOVE TO COME BACK FOR SEPTEMBER OF 2026. SO JUST A LITTLE BIT ABOUT IN EXCEL, THEY ARE DEFINITELY THE PREMIER PAINTBALL TOURNAMENT ORGANIZER IN THE WORLD. THEY DO ONE TOURNAMENT IN LATIN AMERICA, SEVERAL IN EUROPE, AND THEN YOU CAN SEE THEY DO NOT DO VERY MANY TOURNAMENTS IN THE UNITED STATES. SO IT'S REALLY QUITE IT'S PRETTY COOL THAT GARLAND IS ON THEIR RADAR AS A CITY. THEY ARE SUPER HAPPY WITH OUR LOCATION. SO FOR THIS PARTICULAR YEAR, AS I MENTIONED, WE HAD A LITTLE OVER 1600 PARTICIPANTS, ABOUT 2 TO 3000 SPECTATORS IN THE CITY OF GARLAND. WE BOOKED 1512 SLEEPING ROOMS, AND IT GAVE US AN ECONOMIC ESTIMATED ECONOMIC IMPACT. JUST OVER $1 MILLION. WE HAD VISITORS, FOR THE MOST PART, WERE OUTSIDE THE STATE OF TEXAS. THAT'S WHAT WE LIKE. WE LIKE TO BRING IN VISITORS, HAVE THEM SPEND THEIR MONEY HERE AND THEN GO HOME AND HAD QUITE A FEW INTERNATIONAL PLAYERS AS WELL. SOME CHANGES THAT WE MADE FROM LAST YEAR TO THIS YEAR, JUST TO MANAGE THE SITUATION BETTER. MAINLY PARKING, PARKING, PARKING. WE MADE AN AGREEMENT [00:40:03] WITH THE SOUTH DART STATION TO USE THE BACK HALF OF THEIR LOT, AND WE RAN NONSTOP SHUTTLES DURING THE ENTIRE TOURNAMENT FOR THEIR PLAYERS SO THAT THEY DIDN'T TAKE OVER THE NEIGHBORHOODS. THEY DIDN'T, YOU KNOW, PARK EVERYWHERE. SO THAT WORKED REALLY, REALLY GREAT. WE THEY ACTUALLY LOVED IT BECAUSE THEY COULD DROP OFF ALL OF THEIR EQUIPMENT AT THE LOADING AND UNLOADING, AND THEY DIDN'T HAVE TO HAUL IT, HAUL IT ALL THE WAY DOWN THE LONG AUDUBON PARKING LOT. SO THAT WAS THE MAIN, MAIN DIFFERENCE. AND AND LIKE I SAID, IT MADE A BIG, BIG DIFFERENCE. WE ALSO HAD DEDICATED STAFF THAT STAYED ON THE GROUNDS THE ENTIRE TIME. THEY HELPED WITH JUST MAKING SURE THAT THE ENTIRE FOOTPRINT STAYED CLEAN. AND, YOU KNOW, JUST JUST HAD EYES ON IT THE WHOLE TIME. AND THEN WE ALSO PUT THE VISIT GARLAND BOOTH OUT THERE. AND I THINK THIS WAS A REALLY BIG HELP BECAUSE IT ALLOWED US TO TALK ABOUT EATING AT THE RESTAURANTS, DOWN AT BASS PRO, EATING AT THE RESTAURANTS IN DOWNTOWN, MAKING SURE THAT THEY DIDN'T JUST SLIP OVER THE BORDER TO SOME OF OUR NEIGHBORING CITIES. WE WANTED TO PUT OUT AS MUCH EFFORT AS POSSIBLE TRYING TO CAPTURE THAT ECONOMIC IMPACT. I WANTED BECAUSE I KNEW THAT COUNCILMAN WILLIAMS WANTED ME TO DO THIS PRESENTATION. I WANTED TO ASK THE DIFFERENT STAKEHOLDERS IF THEY RECEIVED ANY FEEDBACK, WHAT THEY HEARD, AND WANTED TO MAKE SURE THAT I BROUGHT THAT FORWARD. AS I SAID, THE PLAYERS LOVED THE LOCATION. THEY DID WANT MORE FOOD VENDORS, AND THAT'S AN EASY, EASY FIX. WE CAN HELP THE EVENT ORGANIZER WITH FOOD TRUCKS AND HELP THEM GET SOME MORE FOOD OUT THERE ON THE SITE. BELIEVE IT, SANITATION IS A HUGE PART OF THIS TOURNAMENT. THEY MAKE AN ENORMOUS AMOUNT OF TRASH, BUT SANITATION HAD NO ISSUES. WE DID NOT PUT ANY OF THE HEAVY EQUIPMENT ON THE LAWN. NO, NONE OF THE ROLL OFFS OR ANYTHING WERE ON THE ON THE GROUNDS. AND SO IT WAS VERY EASY FOR THEM TO KEEP THOSE ROLL OFFS EMPTY. SO NO ISSUES FROM THEM. PARKS OPS FELT LIKE THERE WERE SOME HIGH TRAFFIC SPOTS THAT PROBABLY NEEDED A LITTLE TLC FOR THE WEEK OR TWO AFTER THE TOURNAMENT, AND THEN GARLAND PD, I THINK HAD A BLAST ACTUALLY WATCHING THE TOURNAMENT WOULD TOTALLY WELCOME THEM BACK. THEY DID HAVE TO TREAT SOME HEAT EXHAUSTION. MOST OF THE HEAT EXHAUSTION GOT TREATED ON THE SPOT, BUT ONE PERSON DID GET SENT TO THE HOSPITAL ON THE VERY LAST DAY. SO I THINK KEEPING THE HEAVY EQUIPMENT OFF OF THE LAWN, OFFERING PARKING SOLUTIONS, TRYING TO CAPTURE THAT ECONOMIC IMPACT WITH VISIT GARLAND THERE, WHERE SOME OF THE THINGS THAT WE TOOK ADVANTAGE OF THIS YEAR THAT WE DIDN'T DO AS WELL LAST YEAR, AND THEN THE ONLY REAL CHALLENGE THAT WE HAD WAS THERE WERE SOME PAINT PELLETS STILL LEFT ON THE LAWN, ON THE TURF THAT HAD NOT ACTUALLY THAT WERE STILL ON BURST. AND SO WE WERE A LITTLE BIT WORRIED ABOUT THE CRICKET PLAYERS, BUT LUCKILY RIGHT AFTER THEY HAD COMPLETELY BROKEN DOWN, WE HAD A REALLY NICE, GOOD SOLID RAIN. WE HELD OUT. AND IT IS CUSTOMIZED BASED ON WHAT THE AVERAGE DAILY RATE OF HOTELS ARE IN YOUR PARTICULAR CITY AND THERE. AND SO THEY TAKE THE AVERAGE RATE OF WHAT HOTELS ARE IN YOUR CITY, PLUS AN ESTIMATED AMOUNT THAT A PERSON SPENDS FOR THE RESTAURANTS, YOU KNOW, GASSING UP THEIR CAR, GOING TO CVS. AND THAT NUMBER, THEY THEY GIVE US A NUMBER AND I CUSTOMIZED IT TO A LOWER AMOUNT BECAUSE I FELT LIKE I WANTED TO BE AS CONSERVATIVE AS PSIBLE SO THAT I WAS NOT OVERSELLING HOW MUCH THE ECONOMIC IMPACT IS.
