SHE, AS WELL AS COUNCIL MEMBER, TON CONCERNED ABOUT THE TRAFFIC SITUATION AND NOT TRAFFIC, BUT THE PARKING SITUATION AS IT RELATES TO WOOD STREET OR WOOD DRIVE FROM JUPITER BACK TO SHALLOW SEEMS TO, AND ESPECIALLY AN AREA THERE AROUND, I GUESS IT'S INDUSTRIAL, BUT IT WOULD APPEAR THAT THERE ARE TRUCKS THAT ARE PARKED SOMETIMES ON BOTH SIDES, OFTENTIMES MAYBE ON ONE SIDE, BUT THEY'RE PARKED ALONG THE STREET IN SUCH A MANNER.
AND ESPECIALLY IF YOU'RE COMING AROUND A CORNER, IT'S VERY DIFFICULT TO BE ABLE TO SEE, AND THEY ARE CONCERNED THAT THERE IS NO ENFORCEMENT OR THERE IS NO REGULATION OR THERE ARE NO ORDINANCE OF WHATEVER THE CASE MAY BE AS IT RELATES TO INDUSTRIAL AREAS WHEREBY, UH, WE ARE ABLE TO, UH, HAVE A POLICY, PROCEDURE OR SOME TYPE OF, UH, ENFORCEMENT POLICY.
AND SO WHERE THEY WANT OUR COMMITTEE TO DO IS TAKE A SERIOUS LOOK AT THAT AND COME FORWARD WITH SOME, UH, IDEAS, SOME THOUGHTS AS IT RELATES TO HOW WE MIGHT BE ABLE TO DRAFT SOME LEGISLATION TO ADDRESS THE ISSUE.
UM, AND SO, UH, ARE YOU GONNA TALK TO THIS ASSISTANT CITY MANAGER, CRYSTAL OWENS?
I JUST WANTED TO FOR CLARIFICATION.
SO THE INTENT IS TO, UM, I WOULD SAY OUR FIRST STEP IS TO FIND OUT WHAT KIND OF POLICIES WE CURRENTLY HAVE IN PLACE.
AND THEN MAKE THE DETERMINATION IF THOSE NEED, IS THIS AN ENFORCEMENT ISSUE OR IS THERE A LACK OF POLICY THAT IS AVAILABLE? SO, UM, I, I THINK THAT WOULD BE STAFF'S APPROACH TO THIS IS TO DETERMINE WHAT KIND OF POLICIES ARE CURRENTLY IN PLACE, UM, TO SEE IF IT IS TRULY AN ENFORCEMENT ISSUE OR DO WE NEED TO START FROM SCRATCH WITH, YOU KNOW, SOME KIND OF NEW POLICY.
UM, I WOULD RECOMMEND THAT WE BRING THAT BACK TO THE MEETING AND NOVEMBER, I BELIEVE WE HAVE ONE ALREADY SCHEDULED IN NOVEMBER.
WE CAN PROBABLY ADD IT TO THAT, UM, THAT AGENDA TO BRING THAT INFORMATION BACK.
AND THEN THAT WOULD ALLOW YOU ALL TO HAVE A DISCUSSION.
WE'LL ALSO TRY AND COME WITH SOME RECOMMENDATIONS AT THAT TIME AS WELL, IF THAT'S ACCEPTABLE.
THAT'S CERTAINLY ACCEPTABLE TO ME IS THAT, UH, THAT WAS CERTAINLY THE, UH, THE APPROACH THAT I THOUGHT THAT WE WOULD PROBABLY TAKE.
'CAUSE IN MOST INSTANCES, ESPECIALLY WITH SOMETHING THIS NATURED, WE ALREADY HAVE SOME TYPE OF ORDINANCE OUT THERE AS IT RELATES TO, UH, PARKING AND THINGS OF THAT NATURE.
SO THAT'S WHAT I FELT ALSO THAT WE SHOULD PROBABLY SEE WHAT WE ALREADY HAVE ON THE BOOKS AND MAYBE, UH, GEAR WHAT WE ALREADY

I SAW ONE OR TWO REAL SHARP CURVES AND I SAW SOME OF THE TRUCKS THAT SHE MAY HAVE BEEN TALKING ABOUT THERE, BUT I'M THINKING THAT PROBABLY ENFORCEMENT IS PROBABLY GOING TO BE THE REAL ISSUE FOR THE AREA.
BUT I DO APPRECIATE WHAT STAFF, LET'S TAKE A LOOK AT IT, SERIOUS LOOK AT IT BECAUSE SHE DID BRING IT TO US, COME BACK TO THE COMMITTEE WITH SOMETHING IN THE WAY OF THOUGHTS AND IDEAS ON HOW TO MOVE FORWARD.
UM, SO ON WOOD, IS IT WOOD DRIVE SPECIFICALLY OR ARE WE TALKING ABOUT THE INDUSTRIAL AREA IN GENERAL? I THINK SHE'S TALKING ABOUT THE INDUSTRIAL AREA IN GENERAL.
HOWEVER, WOOD STREET WAS THEIR PRIMARY CONCERN.
THAT'S WHAT I WAS ABLE TO TAKE A LOOK AT IT, BECAUSE ALL THE OTHER STREETS ARE KIND OF OFFSHOOTS GOING BACK UP INTO, AND A LOT OF THEM ARE DEAD ENDS AND DON'T, UH, LEAD OUT TO ANY OTHER, BUT THAT WOOD STREET GOES TO THAT ENTIRE AREA, ALL THE WAY FROM SHALLOW TO JUPITER.
MY QUESTION COMES FROM THE TRUCK DRIVER'S POINT OF VIEW.
UM, ARE THESE TRUCKS LINED UP WAITING TO LOAD OR UNLOAD AT THOSE INDUSTRIAL SITES OR ARE THEY SITTING THERE PARKED FOR THEIR 10 HOUR BREAK? BECAUSE THOSE ARE TWO COMPLETELY DIFFERENT ISSUES.
IF THEY'RE LINED UP IN QUEUE TO GET INTO A SPECIFIC BUSINESS, HOW ARE WE GOING TO ADDRESS THAT? IF THAT'S WHAT IT REQUIRES? THEY CAN'T GO SOMEPLACE ELSE AND WAIT FOR THEIR TURN IF THEY'RE WAITING TO GET INTO A SPECIFIC BUSINESS.

ARE THEY THERE BECAUSE IT'S A SIDE STREET THEY CAN PARK ON TO TAKE A BREAK OR ARE THEY THERE BECAUSE THEY'RE LINED UP FOR LOADING OR UNLOAD? RIGHT.

I KNOW WE'VE GOT A LOT OF RAILROAD CROSSINGS IN GARLAND.
