FIRST ITEM ON THE AGENDA IS APPROVAL OF MINUTES COMMITTEE.
HAS EVERYONE HAD A CHANCE TO REVIEW THE MINUTES? I REVIEW THE MINUTES.
I HAVE A MOTION BY COUNCILMAN BASS AND A SECOND BY COUNCILMAN THOMAS.
DO WE HAVE ANY SPEAKER CARDS FILLED OUT TODAY? NO.
SO ONTO ITEM THREE ITEMS FOR INDIVIDUAL CONSIDERATION REVIEW, THE SUP PROCESS STAFF WILL BRIEF THE COMMITTEE ON THE CURRENT S AND P PROCESS.
THIS ITEM WAS REFERRED BY COUNCIL MEMBER ISSA BENTON, WITH A SECOND FROM MAYOR PROTON LOOKED ME.
UM, ALSO I WOULD LIKE TO MENTION THAT COUNCILMAN BASS AND COUNCILMAN THOMAS ART AND THE COMMITTEE PRESENT.
UM, SO WE HAD DONE A GENERAL OVERVIEW OF THIS ITEM BACK IN AUGUST.
AT THAT TIME, WE HAD PRESENTED KIND OF POLICIES AND WHAT WE ARE TRYING TO DO, BECAUSE RIGHT NOW, JUST AS A REFRESHER, I THINK WHERE IT CAME FROM WAS THE CONCERN ABOUT HOW WE ARE TRACKING THE SUVS THAT WE HAVE, THE TIME PERIODS, AND WE DIDN'T REALLY HAVE A GOOD ANSWER.
BUT, UH, SINCE THEN, WE HAVE BEEN WORKING WITH SALESFORCE, WHICH WILL BE OUR KIND OF PERMITTING AND PROJECT SOFTWARE.
AND WE HAVE WORKED WITH THEM TO INCLUDE THAT IN THE SYSTEM WHERE WHEN COUNCIL APPROVES AN ORDINANCE, THE FINAL STAGE, THE PROJECT, THE SALES FORCE WOULDN'T, THE WAY WE HAVE WRITTEN IT RIGHT NOW, IT WOULDN'T EVEN LET US CLOSE THAT PROJECT UNLESS WE HAVE PUT IN A TIME PERIOD FOR THE SUP.
AND THE REASON BEING, THE SYSTEM WILL AUTOMATICALLY GENERATE A WARNING, UH, I THINK SIX MONTHS BEFORE THE EXPIRATION DATE AND THREE MONTHS BEFORE THE EXPIRATION DATE, SO ON AND SO FORTH.
SO THAT PIECE, THAT OPERATIONAL PIECE, THAT CONCERN THAT'S THERE TODAY, THAT WILL BE SOLVED HOPEFULLY WITH THE SUCCESSFUL IMPLEMENTATION OF SALESFORCE.
SO AT THAT POINT, UH, THE COMMITTEE KIND OF LOOKED AT IT MORE IN THE SENSE THAT, OH, THEN WHAT'S LEFT TO BE DONE, AND THAT'S TO LOOK AT THE TIME PERIOD GUIDE THAT WAS ADOPTED BY CITY COUNCIL IN 2021.
AND WE LOOKED AT IT, WE COULDN'T REALLY FIND A LOT OF RATIONALE BEHIND WHY THOSE JURORS WERE BEING RECOMMENDED.
WHY, UH, PERSONAL SERVICE USE HAS, UH, 20 TO 30 YEARS AS OPPOSED TO ANOTHER USE.
UM, SO THE, THE TASK WAS FOR US TO TAKE A LOOK AT IT, RESEARCH SOME, AND COME UP WITH OTHER IDEAS, UH, ABOUT WHAT, HOW WE CAN STREAMLINE THE TIME PERIOD.
BECAUSE I THINK THE CONSENSUS WAS WE WANNA KEEP THE TIME PERIODS, WE WANNA KEEP IT BECAUSE WE ARE RAPIDLY REDEVELOPING, AND THE TIME PERIOD SOMETIMES HELPS US, UM, EVALUATE AND REEVALUATE IF A USE IS STILL VALID AND THE BEST USE FOR A CERTAIN LOCATION.
SO I THINK WE WANTED TO KEEP THE TIME PERIOD ITSELF.
WE WANTED TO SEE IF THE GUIDELINE OR HOW WE CAN BETTER STREAMLINE THE TIME PERIODS FOR EACH OF THE USES.
THIS IS JUST A INFORMATION ONLY MAP, UH, WHERE WE HAVE OUR SUVS.
AND WHAT ARE SOME OF THE GENERAL USE CATEGORIES? AS YOU CAN SEE, IT'S ALL ACROSS THE CITY.
WE HAVE DIFFERENT TYPES OF SUVS, OBVIOUSLY, TO THE WEST IN DISTRICT FIVE AND SIX.
WE HAVE MORE INDUSTRIAL PROCESSING WAREHOUSE TYPE OF THINGS, AS OPPOSED TO, UH, ON SOME OF THEIR, SOME OF THEIR AREAS.
WE HAVE AUTO ORIENTED, UM, SUVS, MORE SO JUST INFORMATION ONLY.
CURRENTLY, WE HAVE, UH, 53% OF OUR ACTIVE SUVS THAT ARE ISSUED FOR 22, 25 YEARS.
AGAIN, RIGHT NOW, THERE'S NOT A MANUFAC EFFECTIVE TRACKING PROCESS, BUT THAT WILL BE SOLVED WITH SALESFORCE.
SO DURING OUR RESEARCH, WE SAW ONLY TWO OTHER CITIES IN THE METROPLEX HAVE THE, UM, TIME PERIOD.
DALLAS DOES IT VERY RELIGIOUSLY.
UH, ALMOST EVERY SINGLE, LIKE EVERY SINGLE ONE OF THEIRS HAS SOME KIND OF TIMELINE ASSOCIATED WITH IT.
AND SOMETIMES IT'S VERY SHORT, SOMETIMES IT'S TWO TO THREE YEARS.
UM, FLOWER MOUNT APPROVED THIS POLICY A FEW YEARS AGO, BUT HAS REALLY NOT BEEN IMPLEMENTING IT.
UM, SO THOSE ARE THE ONLY TWO THAT WE FOUND.
AND KIND OF TO REITERATE, WHAT ARE SOME OF THE CHALLENGES? TRACKING AND MAKING SURE THAT THEY COME IN FOR RENEWAL.

THE, THE, THE BUSINESS OWNERS DO WANT SOME TYPE OF CERTAINTY WHEN THEY COME TO THE CITY.
SO IF AN SUP IS APPROVED FOR TWO YEARS, THEN THERE ARE CONCERNS THAT, OKAY, IN TWO YEARS I, I WANNA INVEST IN THIS PROPERTY.
I WANNA INVEST ON THIS SITE IN TWO YEARS.
IF MY SU P'S EXPIRED AND IT'S NOT RENEWED ANYMORE, THEN I'M IN VIOLATION.
SO THAT SENSE OF UNCERTAINTY IS THERE.
UM, IF THE SUP TIME PERIODS BECOME TOO SHORT.
SO LOOKING AT THOSE KIND OF THINGS, WHAT ARE GENERALLY THE, UM, CONCERNS? WHAT ARE GENERALLY CONSIDERED, UM, FOR US TO HAVE A SPECIFIC TIME PERIOD? WHAT IS IT THAT WE ARE TRYING TO ACHIEVE? UM, WE HAVE COME UP WITH THIS ROUGH AVENUE FOR THE COMMITTEE TO CONSIDER THIS.
WE DIDN'T FIND ANY OTHER CITY DOING IT THIS WAY BECAUSE THERE'S, EVEN DIALYSIS IS, THERE'S NO REAL FRAMEWORK OF WHY CERTAIN USES ARE 20 YEARS.
BUT WE WANTED TO SEE IT FROM A PRACTICAL SENSE THAT, OKAY, IF THERE IS A CAR WASH THAT NEEDS AN SUP, FOR EXAMPLE, THE ONE THAT WE HAD ON THE AGENDA LAST NIGHT, IT IS AN INVESTMENT ON THE SITE.
THEY'RE COMING IN, THEY'RE IMPROVING THE SITE, THEY'RE PUTTING IN INFRASTRUCTURE, THEY'RE DOING A BIG INVESTMENT.
DOES IT REALLY MAKE SENSE FOR SOMETHING LIKE THAT TO HAVE FIVE YEARS WORTH OF SUP OR 10 YEARS WORTH OF SUP FOR GENERALLY THE INVESTMENT BACK RETURNS ARE A LITTLE BIT LONGER.
TIME PERIODS, AND AGAIN, THIS IS GOING A LITTLE BIT OUTSIDE OF THE LAND USE, BUT WE'RE, WE'RE GONNA TIE IT ALL BACK TO THE USE.
UM, SO ANY NEW CONSTRUCTION ON A SITE, IF, IF THERE IS SOMETHING ON THE SITE AND THEY'RE DEMOLISHING IT AND THEY'RE DOING SOMETHING ELSE, OR COMPLETELY NEW GAS STATION AT THE FIRE WHEEL, FIRE WHEEL AND FIRE WHEEL AND CASTLE, THAT IS AN EXAMPLE.
THE CAR WASH LAST NIGHT IS AN EXAMPLE.
THOSE KIND OF THINGS, UM, IN OUR OPINION SHOULD BE LONGER, UH, 25 TO 30 YEARS FOR THEM TO EVEN HAVE THAT CERTAINTY THAT, OH, WE ARE HERE AND THEN WE CAN DO BUSINESS FOR AT LEAST 25 YEARS WITHOUT BIG HINDRANCES.
UM, AND ALSO IT ALSO SHOULD BE, UH, THINKING WAY OF FOR CITY COUNCIL AND PLAN COMMISSION.
HEY, WE'RE, I'M APPROVING THIS LAND USE FOR THIS SITE FOR 25 TO 30 YEARS.
THIS USE IS GONNA BE HERE FOR AT LEAST 25 TO 30 YEARS.
AM I OKAY FOR THIS USE TO BE AT THIS LOCATION FOR AT LEAST 30 YEARS IN THE FUTURE? SO THAT'S ONE WAY OF LOOKING AT IT.
ANYTHING THAT'S PARTIAL REDEVELOPMENT OR EXPANSION, WE SOMETIMES GET THOSE KIND OF THINGS THAT THE BUILDING'S ALREADY THERE, BUT THEY'RE DOING SOMETHING, THEY'RE DOING A LITTLE, DOING A LITTLE BIT OF EXPANSION OR SOME WORK.
MAYBE THEY HAVE A RESTAURANT AND THEY WANNA ADD A DRIVE THROUGH LANE.
IS IT THAT BIG OF AN INVESTMENT TO REALLY ADD THOSE DRIVE THROUGH LANES? PROBABLY NOT.
DO WE REALLY WANNA ENTERTAIN THAT DOT MAYBE FOR EIGHT YEARS TO 10 YEARS? SO A LITTLE BIT SHORTER FOR THOSE IN BETWEEN PROJECTS THAT'S NOT FULLY, THEY'RE NOT HAVING TO FULLY INVEST ON THE SITE AND INFRASTRUCTURE AND ALL THAT THING.
BUT ALSO THERE'S SOME, UH, SUB SUBSTANTIVE INVESTMENT, UM, INVOLVED FOR, OR, OR THINGS THAT ARE RAPIDLY CHANGING.
THE TECHNOLOGY'S CHANGING, UH, RAPIDLY.
SO THINGS THAT WE DO TODAY MAY NOT APPLY IN 10 YEARS OR 15 YEARS.
SO FOR THOSE KIND OF SITUATIONS, UM, OUR RECOMMENDATION IS WE COULD DO EIGHT TO 15 YEARS DEPENDING ON THE IMPACT.
UM, THE OTHER THIRD CATEGORY IS WHEN THERE'S NO SITE IMPROVEMENTS, AND WE GET A LOT OF THOSE AS WELL.
IT IS, FOR EXAMPLE, IT'S AN EXISTING RETAIL CENTER.
SOMEONE WANTS TO COME IN AND PUT IN A LAUNDROMAT IN THERE, OR SOMEONE WANTS TO COME IN AND PUT IN A TATTOO SHOP, TATTOO STUDIO IN THERE.
THERE'S NO REAL SITE RELATED IMPROVEMENT NEEDED ON THOSE.
AND THOSE THINGS ARE USUALLY THEY'RE LEASING THAT SUITE.
SO THOSE THINGS ARE A LITTLE, I DON'T WANNA USE THE WORD TRANSIENT, BUT IT'S MORE THEY CAN CHANGE OVER THE YEARS ANYWAY.
UM, SO THOSE THINGS, AND SOMETIMES IN LONG TERM, MAYBE WE HAVE BIG REDEVELOPMENT PLAN FOR THAT RETAIL CENTER, BUT THAT MAY NOT HAPPEN FOR FIVE TO 10 YEARS.
IN THAT CASE, IS IT BETTER TO HAVE EMPTY SUITES FOR FIVE YEARS OR IT'S BETTER TO HAVE SOME USE IN THERE THAT'S CURRENTLY ACCEPTABLE BY COUNSEL,

BUT IN FIVE YEARS COULD BE WORTH REEVALUATING.SO IN THOSE KIND OF SITUATIONS, FOR EXAMPLE, THE TATTOO STUDIO AT FIREWALL MALL, THE HAIR SALON THAT WE HAD LAST NIGHT ON FGY LANE, THOSE ARE REALLY INTERIOR, UM, INTERIOR WORK THAT THEY'RE GONNA HAVE TO DO IN A SUITE.
SO THOSE COULD BE SHORTER, FIVE TO EIGHT YEARS.
AND AGAIN, THIS IS PURELY A CREATIVE WAY OF LOOKING AT THE TIME PERIOD.
THERE'S NO, WE DON'T HAVE ANY PRECEDENCE.
I DIDN'T FIND ANY OTHER CITY DOING IT, BUT WE ALSO DIDN'T FIND ANY OTHER CITY DOING IT IN A MORE CONSISTENT WAY.
UM, SO THAT'S WHAT WE HAVE AND WE WANTED TO SEE WHAT THE COMMITTEE, UM, THOUGHT ABOUT THIS APPROACH.
