COME ON. COME ON DOWN. OKAY. GOOD EVENING. MAYOR AND COUNCIL. AMY ROSENTHAL, CULTURAL ARTS DIRECTOR. AND MICHAEL BUCKLER, DIRECTOR OF PROJECT MANAGEMENT OFFICE. FANTASTIC. AND WE ARE SO EXCITED TO BE HERE TONIGHT. LET ME GET THIS TO FULL SCREEN. SO WE KNOW THAT THE GRANVILLE IS SUCH A SPECIAL ASSET FOR THE CITY OF GARLAND. AND THIS IS A HIGH PROFILE PROJECT. GARLAND HAS A LONG HISTORY OF ARTS AND CULTURE, AND WE HAVE VERY WE HAVE MANY STAKEHOLDERS AND VOLUNTEERS. AND SO WITH THE BOND ELECTION IN MAY, IN ADDITION TO ALLOCATING FUNDS FOR STREETS. RIGHT, WE WERE SO THRILLED FOR THE GARLAND VOTERS TO HELP DEDICATE DOLLARS FOR GRANVILLE ARTS CENTER TO HELP US WELCOME GUESTS FOR THE NEXT 50 YEARS. SO THIS IS A VERY SERIOUS RESPONSIBILITY. AND IT'S NOT ONLY FOR OUR GROUPS, BUT IT'S ALSO FOR THE THOUSANDS OF RESIDENTS AND VISITORS THAT WE THAT THIS FACILITY WELCOMES EACH YEAR. AND AND SO BEFORE WE GET STARTED WITH THE PRESENTATION, I JUST WANTED TO GO OVER A FEW NOTES. SO OUR PRESENTATION TONIGHT AND THIS OVERVIEW, WE'RE GOING TO LOOK AT THE SELECTION OF THE PROCESS OF HOW WE SELECTED THE ARCHITECTS. YOU KNOW WHERE WE ARE IN THIS COMPLEX PROJECT AND OUR NEXT STEPS. SO OUR PRESENTATION IS NOT GOING TO HAVE ANY RENDERINGS. AND THERE WON'T BE ANY DESIGNS TO LOOK AT. WE'RE JUST GETTING STARTED WITH OUR OFFICIAL ARCHITECTS. AND WE HAVE VERY MANY INVESTED ARTS PARTNERS, AND THEY ARE GOING TO HAVE AN OPPORTUNITY TO TALK DIRECTLY WITH THE ARCHITECTS. AND SO ALL OF THOSE PRETTY PICTURES THAT YOU'VE SEEN FOR THE PAST TWO YEARS. SO THEY WERE VERY IMPORTANT TO HELP US WITH THIS JOURNEY. AND THEY HELPED US SAY IMAGINE AND KIND OF SAY, WELL, WHAT IF? BUT THOSE ARE NOT THE FINAL DESIGNS.

OKAY. SO THEY DID HELP US CREATE A POWERFUL VISUALS TO SHARE WITH OUR CITIZEN. SO AGAIN, TONIGHT IS ABOUT INSIGHT INTO THE SELECTION OF THIS, THIS RIGOROUS PROCESS. SO IN ORDER TO CONTINUE THE MOMENTUM AND COLLABORATION, WE HOPE THAT ANY SPECIFIC COUNCIL FEEDBACK REGARDING FACILITY DESIGN OR RECOMMENDATIONS, WE HOPE THAT THAT CAN COME IN TANDEM WITH OUR COMMUNITY OUTREACH AND OUR STAKEHOLDER FEEDBACK IN JANUARY. SO THANK YOU FOR LETTING ME SHARE JUST A LITTLE BIT BEFORE WE GET DIG IN. SO, AS YOU KNOW, BACK IN MAY, OUR VOTERS DID APPROVE $25 MILLION TO HELP RENOVATE THE GRANVILLE ARTS CENTER. AND THIS WAS PART OF A BIGGER PACKAGE THAT INCLUDES STREETS AND ECONOMIC DEVELOPMENT AND PARKS AND RECREATION. SO IN AUGUST, WE ISSUED THE RFQ, AND THEN WE OPENED. WE HAD ALL OF THESE PROPOSALS, AND WE'LL TALK JUST A LITTLE BIT MORE ABOUT THE RFQ AND WHO SUBMITTED. BUT THEN IT CLOSED IN SEPTEMBER. WE HAD INTERVIEWS AND FINALISTS IN OCTOBER, AND THEN IN NOVEMBER

WE OPENED AN RFP FOR A CMR. AND THAT'S A CONSTRUCTION MANAGER AT RISK. AND THEN IN DECEMBER, WE'RE GOING TO COME BACK ON DECEMBER 16TH WITH OUR CONTRACT THAT WE'RE HOPING THAT YOU ALL WILL APPROVE. AND THEN AT THE END OF DECEMBER WE'RE GOING TO SELECT A CMR. SO IT'S ALWAYS VERY IMPORTANT FOR ME TO SHARE THAT ARTS. ARTS MEANS BUSINESS. YOU KNOW, ARTS IS NOT JUST IT'S NOT FLUFF. YOU KNOW, THERE'S DEFINITELY AN ECONOMIC IMPACT TO ARTS. AND SO BACK IN 22 AND 23 WE HAD A NATIONAL STUDY MEASURING THE IMPACT. AND THEY FOUND THAT $18 MILLION WERE GENERATED NOT ONLY FROM TICKET SALES, BUT FROM THE ADDITIONAL SHOPPING AND DINING AND LODGING ASSOCIATED WITH ENTERTAINMENT OUTINGS. SO, GRANVILLE, EACH YEAR WE HAVE 75,000 GUESTS FROM ACROSS GARLAND AND TEXAS AND EVEN FROM 29 STATES. SO THAT'S WHAT THIS SURVEY FOUND IN 22 AND 23. AND IT'S ALSO IT'S QUALITY OF LIFE FOR OUR RESIDENTS. AND IT ATTRACTS VISITORS AS WELL. SO THE RFQ SO WITH THE APPROVAL OF PROP C, WE WANTED TO GET THINGS KICKED OFF AND MOVING QUICK. SO LIKE AMY SAID, THE RFQ WAS PUBLISHED IN AUGUST AUGUST 18TH. SOME OF THE ITEMS IN THE SERVICES, SOME OF THEM, NOT ALL OF THEM THAT WERE CONTAINED WITHIN THE RFQ, THAT ALL THE DESIGN FIRMS WERE MADE AWARE OF WERE THAT THE THEATER, IT'S A MULTI THEATER VENUE WITH SPECIALIZED FUNCTIONAL AND TECHNICAL REQUIREMENTS. PHASED IMPLEMENTATION IS A POSSIBILITY.

SO THEY WERE MADE AWARE OF THAT HISTORICAL AND STRUCTURAL SENSITIVITY TO THE BUILDING CONTEXT SENSITIVE DESIGN THAT INTEGRATES ADJACENT PARCELS AND FUTURE BUILD OUT THAT FOCUSED ON FLEXIBILITY WITH THINGS OUTSIDE OF THE GRANVILLE. COLLABORATION WITH MULTIPLE STAKEHOLDER GROUPS, INCLUDING STAFF, AND A VERY STRONG CIVIC VISIBILITY WITH PUBLIC ENGAGEMENT AND LEADERSHIP WAS EMPHASIZED, AND SO WE HOPE TO GET A BIG RESPONSE. AND WE DID.

LOTS AND LOTS OF PEOPLE SHOWED UP. 16 FIRMS REPRESENTING LOCAL, STATE, NATIONAL AND INTERNATIONAL DESIGN FIRMS ALL SUBMITTED PROPOSALS PRIOR TO RECEIVING THOSE PROPOSALS, PURCHASING. THE ARTS DEPARTMENT AND PMO HELD A WORKSHOP ON AUGUST 27TH WHERE OVER 40 REPRESENTATIVES SHOWED UP. WE GAVE EVERYBODY A VERY FUN TOUR OF THE ENTIRE FACILITY SOHEY COULD SEE THE EXISTING CONDITIONS THAT THEY WERE LOOKING AT AND THEY WERE PROPOSING UPON. STAFF HELPED OUT WITH LITTLE PRESENTATIONS ALONG THE WAY. IT WAS A WONDERFUL EXPERIENCE, AND AFTER THE TOUR, THE RESPONDERS WERE REMINDED DURING THE SUBMITTAL WORKSHOP TO LIST YOUR PRIOR EXPERIENCE WITH CULTURAL PERFORMING ARTS FACILITIES, EXPERIENCE WITH PRIOR RENOVATIONS, AND IDENTIFY SPECIFICALLY THE THEATER CONSULTANT THAT THEY WERE GOING TO USE BECAUSE IT WAS A MAJOR COMPONENT OF THIS. SO MAJOR EMPHASIS WAS PUT ON MAINTAINING THE BUDGET AND TIMING AND SCHEDULING. SO 16 FIRMS TURNED IN PROPOSALS. THE LIFE CYCLE WE WENT THROUGH IT, THE TEAM EVALUATED IT, AND THEY WERE ALL WONDERFUL PROPOSALS. AND WE CHOSE THE TOP EIGHT FIRMS TO COME BACK FOR THE INTERVIEW PROCESS. WE SAT DOWN WITH THEM OVER A TWO WEEK PERIOD, ONE ON ONE WITH EACH FIRM QUESTIONS FOCUSED ON PHASING, POTENTIALLY COMMUNICATIONS, HOW WE WOULD GET OUR COMMUNICATION AND THE PROCESS OUT TO THE PUBLIC AND SHARE THE INFORMATION, LOGISTICS, ANY UNFORESEEN CIRCUMSTANCES. BECAUSE THIS ISN'T A RENOVATION. ACOUSTICS AND THEATRICAL SYSTEMS. AGAIN, THE MAJOR THEATER COMPONENTS THAT REQUIRE A SPECIALTY VENDOR ACCESSIBILITY AND ANY EXPERIENCE THAT THEY HAVE WITH A CMAA DELIVERY METHOD, WHICH WAS VERY IMPORTANT. AND THE ONE THING THE OTHER SUPER IMPORTANT THING WAS WE WANTED TO SIT DOWN IN FRONT OF THE PROPOSED TEAMS AND TALK TO THEM AND LOOK AT THEM AND ASK THEM PERSONALLY HOW THEY'RE GOING TO INTERACT WITH US. BECAUSE WE HAVE A TWO PLUS YEAR RELATIONSHIP, WE NEED TO START WITH THEM. SO THEY NEEDED TO BE THE RIGHT PEOPLE. AFTER THAT INTERVIEW PROCESS, WE FURTHER NARROWED DOWN THE EIGHT TO ANOTHER FOUR, AND AT THAT POINT, ALL THE FOUR WERE GIVEN THE SAME FOLLOW UP QUESTIONS THAT THEY ANSWERED VERY THOROUGHLY. AFTER WE GOT THOSE, THE EVALUATION TEAM GOT TOGETHER AGAIN, AND FROM THERE WE MADE OUR FINAL SELECTIONS. ALL RIGHT. SO IT WAS A VERY RIGOROUS LONG PROCESS, BUT IT NEEDED TO BE. WE STILL MET THE INITIAL TIMELINE EXPECTATIONS OF HOW THIS WOULD PLAY OUT. WHEN WE GET TO BE ABLE TO SELECT THE DESIGNER. AS AMY MENTIONED, IT'S A UNIQUE OPPORTUNITY FOR THE RIGHT DESIGN TEAM TO GIVE US SOMETHING THAT'S GOING TO LAST FOR THE NEXT 50, 60, 70 YEARS. I'LL SAY IT 50. WE'LL GO WITH

THAT. WE FOCUSED ON THE PRIORITIES RIGHT, THE END OF LIFE SYSTEMS THAT WE KNOW ABOUT THE ADA, ACCESSIBILITY ISSUES THAT WE HAVE TO ADDRESS, THE CONNECTION TO THE SQUARE AND ANY OUTSIDE THINGS THAT, YOU KNOW, NEED TO BRING IN, ENHANCE IT FURTHER AWAY FROM THE BUILDING. THE PANEL CONCENTRATED ON INNOVATION, THE TEAM AND THE FIRM CAPACITY THAT WE WERE LOOKING AT, COST MANAGEMENT, THEATER EXPERTISE IN THE RENOVATIONS. SO THAT LEADS US TO OUR SELECTED TEAM OF DESIGN PROFESSIONALS. YEAH. AND I THINK WE GOT THE DREAM TEAM. SO WE SELECTED A PARTNERSHIP OF WILLIAMS ARCHITECTS AND SIMPLE BROWN ARCHITECTS. SO WILLIAMS THARP, YOU KNOW, THIS THIS COMBINATION WILLIAMS THARP IS BASED IN FORT WORTH. SIMPLE BROWN IS BASED IN DENVER. BUT IT'S THIS DUAL FIRM OVERSIGHT. SO YOU'VE GOT THESE TWO SETS OF EYES LOOKING AT THE PROJECT. YOU KNOW, THEY'VE GOT EXCEPTIONAL QUALITY AND COST PROTECTION. I THINK, AGAIN, YOU KNOW, VERY IMPORTANT TO US THINKING ABOUT COST AND TIMING.

AND SO A LITTLE BIT MORE ABOUT THE FIRMS. THEY HAVE AN EXTENSIVE PORTFOLIO OF CIVIC FACILITIES, BOTH NEW CONSTRUCTION AND RENOVATION. THEY'VE GOT REALLY A LOT OF CREATIVITY AND INNOVATION. ONE OF THE THINGS THAT JUMPED OUT TO ME WAS THIS KIND OF COOL USE OF LED LIGHTING ON A TRACK SYSTEM FOR A MULTI-GENERATIONAL FACILITY IN IRVING. SO JUST THINKING ABOUT USING LIGHT AND COOL KIND OF COLORFUL WAYS, AND THEY ALSO HAVE CUTTING EDGE TECHNOLOGY, SO THEYE GOING TO BE ABLE TO CREATE 3D RENDERINGS FOR US TO TAKE A LOOK AT THE DESIGNS BEFORE THEY EVEN PICK UP A HAMMER BEFORE ANY DUST FLIES. RIGHT. SO WE'RE GOING TO BE ABLE TO SEE, YOU KNOW, WHAT THE SPACES WILL LOOK LIKE. SO A LITTLE BIT THAT'S WILLIAMS. THARP AGAIN THEY'RE BASED OUT OF FORT WORTH SIMPLE BROWN. THESE ARE OUR THEATER EXPERTS.

SO ONE OF THEIR CORE FIRMS OR ONE OF THE CORE FOCUSES IS CULTURAL ARTS. AND THEY HAVE WORKED IN FACILITIES WITH DANCE AND MUSIC AND THEATER AND VISUAL ARTS. THEY HAVE EXPERIENCE WITH RENOVATIONS, BUT THEY ALSO HAVE BUILT NEW PERFORMANCE FACILITIES AS WELL ACROSS THE NATION. AND THE THING THAT REALLY STOOD OUT TO ME THAT WAS IMPORTANT WAS THEIR PRINCIPAL HAS A BACKGROUND IN OPERATING A PERFORMING ARTS CENTER, AND SO THEY'RE BRINGING THAT TYPE OF PERSPECTIVE TO THIS PROJECT. BECAUSE AGAIN, IT'S ONE THING TO TO THINK ABOUT IT AND DESIGN IT AND, AND TALK ABOUT IT. BUT UNTIL YOU'VE ACTUALLY LIVED IN THE BUILDING AND KNOW HOW IT WORKS, YOU KNOW, THAT'S REALLY IMPORTANT PERSPECTIVE. THEN THE OTHER PARTNER THAT'S IN THIS GROUP IS SCHULER SHOOK. AND THEY ARE THE GO TO FOR THEATER CONSULTANTS.

THEY'RE YOU KNOW, THEY'RE NATIONALLY KNOWN, ACTUALLY THEY'RE INTERNATIONALLY KNOWN.

BUT THEY'RE GOING TO BE ABLE TO ASSESS WHAT WE HAVE OUR CURRENT SYSTEMS, AND THEY'RE GOING TO MAKE PRACTICAL RECOMMENDATIONS TO HELUS TAKE US TO THE FUTURE PERFORMING ARTS. SO JUST THRILLED ABOUT THE TEAM THAT WE HAVE. AND SO WHY IS THIS THE RIGHT CHOICE? AGAIN, I JUST WANT TO MAKE SURE, AGAIN, IT WAS VERY RIGOROUS PROCESS, VERY COMPETITIVE. A LOT OF TIME AND EFFORT WAS SPENT ANALYZING THE 16 DIFFERENT FIRMS THAT APPLIED DOWN TO THE EIGHT THAT WE INTERVIEWED, DOWN TO THE FOUR THAT WE HAD ADDITIONAL QUESTIS FOR. AND SO THESE ARE THE TOP FIVE REASONS WHY THESE FIRMS WERE SELECTED. THE FIRST IS THIS DUAL LEADERSHIP AND QUALITY OVERSIGHT. AS I MENTIONED, WE'RE GOING TO HAVE TWO SETS OF EYES ON ALL OF THE DELIVERABLES. AND THERE ARE ALSO THE BEST THING THAT'S ABOUT THIS GROUP IS THAT WE'RE WORKING WITH THE OWNERS OF THESE FIRMS. I MEAN, THIS IS A FLAGSHIP PROJECT FOR THESE FIRMS. WE'RE NOT JUST ANOTHER PROJECT IN THEIR PORTFOLIO. THIS IS A WE'RE WORKING WITH THE OWNERS. AND SO WE REALLY FELT LIKE THAT BRINGS SOMETHING SPECIAL TO THE PROJECT. AGAIN, SPECIALIZED COST MANAGEMENT, BUDGET CONTROL. THEY WORK WITH A CONSULTANT CALLED COST PLUS THAT PROVIDES REALISTIC AND AND RELIABLE BUDGET PROJECTIONS. AND COST PLUS IS ALSO SPECIALIZED IN PERFORMANCE VENUES. YOU KNOW, THERE'S A LOT OF DIFFERENT MOVING PARTS IN A THEATER, A LOT OF DIFFERENT SYSTEMS, A LOT OF DIFFERENT TECHNOLOGY. AND HAVING, YOU KNOW, THOSE EXPERTS THAT UNDERSTAND A THEATER IS IS REALLY IMPORTANT. THE COMPREHENSIVE THEATRICAL ASSESSMENT, THEY'RE GOING TO REVIEW THE CONDITION OF WHAT WE HAVE AND THE FUNCTIONALITY OF OUR CURRENT THEATER SYSTEMS. AND THEN THEY'RE GOING TO WORK WITH OUR TECH STAFF TO HELP IDENTIFY RECOMMENDATIONS WHICH IS REALLY IMPORTANT AS WELL.

HIGH IMPACT, LOW BUDGET DESIGN STRATEGIES. YOU KNOW, BOTH OF THESE FIRMS HAVE A HISTORY WITH ESTHETIC TRANSFORMATION, WITH MINIMAL INVESTMENT. THEY'RE LOOKING TO USE COLOR AND LIGHTING AND SIGNAGE TO HELP MAKE BIG IMPACT. AND THEN FINALLY, AND THIS IS ONE OF THE

THINGS TOO, THAT I THINK WE VALUE ALMOST AS MUCH AS THE BUDGET. AND THE TIMING IS THE COMMUNICATION. YOU KNOW, WE DO HAVE SUCH A COMMITTED STAKEHOLDER GROUP. YOU KNOW, GARLAND'S LONG HISTORY OF ARTS. I MEAN, WE HAVE SOME INVESTED PARTNERS THAT WE REALLY WANT TO INVOLVE IN THIS CONVERSATION. AND SO THEY BOTH, YOU KNOW, REPRESENT WAYS TO HELP HAVE SOME COMMUNITY OUTREACH. AND WE'LL USE TECHNOLOGY TO IN THIS PROCESS SO THAT THOSE ARE THE REASONS WHY THIS DREAM TEAM WAS SELECTED. ALL RIGHT. WE HAVE SELECTED THE DREAM TEAM. AND NOW WE'VE GOT TO GET ON TO THE SEE MORE, BECAUSE THE DELIVERY METHOD REQUIRES THAT CONTRACTOR TO BE THERE ALONG WITH COST PLUS WHO'S GIVING US COST MANAGEMENT. WE GET IT FROM THE CONTRACTORS AS WELL. WE KEEP OUR BUDGET ALIGNED AS WE GO THROUGH DESIGN, S SO WE'RE FOCUSED ON FINDING THE SPECIFIC CONTRACTOR BEST SUITED FOR THIS TYPE OF PROJECT AND THE SEYMOURS THE BEST WAY TO DELIVER FROM DESIGN TO CONSTRUCTION IN A TIMELY, ALMOST EXACT MANNER, WHICH IS GOING TO BE IMPORTANT TO THE SCHEDULING HERE. THE RFP HAS BEEN PUBLISHED, THE PRE-SUBMISSION SUBMITTAL WORKSHOP HAS BEEN HELD, 30 CONTRACTOR FMS SHOWED UP TO THIS MANDATORY MEETING. IT WAS ABOVE AND BEYOND OUR EXPECTATIONS OF PEOPLE THAT WERE INTERESTED. SO WE EXPECT TO SEE T PROPOSALS. IT CLOSES ON WEDNESDAY, SO WHETHER WE GET 30 OR WE GET THREE, WE'LL SEE. BUT WE'RE GOING TO GET THEM ON WEDNESDAY AND WE'LL START THE PROCESS JUST THAT WE WENT THROUGH FOR THE DESIGN. WE'LL GO THROUGH THE PROPOSAL EVALS, WE'LL GO TO INTERVIEWS, WE'LL DO ANY FOLLOW UPS AS NECESSARY AND WE'LL GET OURSELVES DOWN TO THE CMAR. MATTER OF FACT, I USED TO LIVE IN THE AREA WHERE BOWL STREET, STATE STREET, WASHINGTON, ALL THOSE AREAS THERE IN THE DOWNTOWN AREA OWNED BY AFRICAN AMERICANS OWN TAXICAB PLACES, THEATERS AND JUST. BUT I WATCHED THAT AREA, AND I LEFT HERE FOR 20 YEARS.

WHEN I CAME BACK, I COULDN'T EVEN LIVE THERE BECAUSE OF THE NEW DEVELOPMENT IN THE GROWTH.

THE I-30 CORRIDOR STUDY WAS ABLE TO SHOW ME THE POTENTIAL. IT NOT ONLY SHOWED THE PROBLEMS THAT WE HAVE BECAUSE THERE ARE MANY PROBLEMS IN THE SOUTH. WE HAVE SO MANY SITUATIONS DOWN THERE THAT BUT IT SHOWED THE PROBLEMS, BUT IT ALSO SHOWED THE MANY OPPORTUNITIES THAT WE HAVE AVAILABLE TO US. AND I GOT EXCITED ABOUT IT. I GOT AND I'M STILL EXCITED ABOUT IT. I'M EXCITED AS I AS A MATTER OF FACT, AS I SIT HERE AND LISTEN TO YOU PUT FORTH THIS VISION BECAUSE THAT'S WHAT YOU HAVE. YOU'VE PUT FORTH THE VISION, YOU'VE ACTUALLY ENFLESHED YOU'VE GIVEN SOME LIFE TO A STUDY THAT REALLY WAS DONE AND PUT ON THE SHELF, AND NOW WE'RE PULLING IT BACK OFF THE SHELF AGAIN, AND YOU'RE PUTTING LIFE INTO IT. AND THEN IN OCTOBER AND NOVEMBER, WE REALLY FOCUSED ON A GENERAL UNDERSTANDING OF THE EMS INDUSTRY AS A WHOLE.

GARLAND'S SPECIFIC FINANCIAL CONTEXT, AND THEN A BASELINE FOR FIRE AND EMS OPERATIONS HERE IN GARLAND. SO SOME KEY THEMES HAVE EMERGED. EMS SYSTEMS VARY WIDELY. THERE'S NO ONE SIZE FITS ALL MODEL THAT WILL WORK WITH EVERY COMMUNITY. NATIONALLY. DEPARTMENTS ARE FACING STAFFING SHORTAGES, RISING CALL VOLUMES, LIMITED FUNDING AND HOSPITAL WALL TIME DELAYS. LOCALLY, GARLAND OPERATES UNDER SOME STRUCTURAL REVENUE CONSTRAINTS. AS YOU'RE ALL AWARE, THE TAX REVENUE PER CAPITA IS SIGNIFICANTLY LOWER IN GARLAND IN COMPARISON TO OUR PEER CITIES, AND THAT REALLY CREATES A LIMITED CAPACITY. OVERALL, GARLAND IS FACING OVER $4 BILLION DEFICIT TO MAINTAIN OUR CURRENT SERVICE AND STAFFING LEVELS, AND THAT'S REALLY THE DRIVING FORCE BEHIND THE TAX RATE ELECTION PLANNED IN NOVEMBER OF 2026. JUST SUSTAIN THOSE GENERAL FUND OPERATIONS. AND THEN LASTLY, AS FAR AS THOSE THEMES THAT HAVE EMERGED ARE ACTUAL OVERTIME NEEDS FOR FIRE AND EMS HAVE TRADITIONALLY BEEN HIGHER THAN WHAT HAS BEEN BUDGETED. SO AT OUR LAST MEETING IN NOVEMBER, THE COMMITTEE WAS INTRODUCED AT A HIGH LEVEL TO SOME INITIAL COST MODELING FOR ALTERNATIVE SERVICE DELIVERY OPTIONS. AN EXAMPLE HERE IS THAT THAT 2472 CITY DELIVERED EMS MODEL ESTIMATES ABOUT A 13 TO $16 MILLION ANNUAL IMPACT THAT WOULD CALL FOR ABOUT 87 NEWEW POTIONS AND A 5 TO 6 CENT TAX RATE INCREASE. ANOTHER EXAMPLE BEING A HYBRID PUBLIC PRIVATE EMS PARTNERSHIP THAT ESTIMATES UP TO POTENTIALLY $5 MILLION ANNUALLY AND AN IMPACT TO THE CITY, CREATING THE NEED FOR FIVE N NEW POSITIONS AND THEN UP TO A TWO CENT TAX RATE INCREASE. SO PLEASE KEEP IN MIND THESE ARE ALL VERY PRELIMINARY NUMBERS. AND REALLY AT THIS POINT IN TIME, THE INTENTION WAS TO FRAME FRAME THE SCALE OF COST AND SERVICES THAT THE COMMITTEE WILL WORK THROUGH IN THE MONTHS TO COME AS FAR AS REACHING THEIR RECOMMENDATIONS. SECONDLY, WE WANTED TO ENSURE THAT ADEQUATE INTERNAL CONTROLS EXIST OVER THE CONTRACT MANAGEMENT, INCLUDING COMPLIANCE, PERFORMANCE AND PAYMENT MONITORING. TO PERFORM A COMPLEX REVIEW OF THIS INCIDENT CLEARING, WE ACTUALLY WENT BACK TO TO THE END OF LAST YEAR, AND THERE WAS ACTUALLY A CLEARING SURROUNDING THE PRESERVE AREA BACK IN JANUARY OF 2025. THEN THERE WAS AN EMERGENCY REPAIR DONE IN MARCH. THEN OBVIOUSLY EVERYONE IS AWARE OF THE CLEARING THAT HAPPENED IN JULY 2025. AS PART OF THIS AUDIT, WE NOT ONLY LOOKED AT THE INTERNAL CONTROLS, WE ALSO LOOKED AT THE CITY'S AGREEMENTS WITH THE PRESERVATION SOCIETY, DALLAS COUNTY, AS WELL AS ALL THE CONTRACTUAL REQUIREMENTS. THE CONTRACT THAT WE USE TO CLEAR THIS HAD A NUMBER OF CRITERIA THAT THE CITY WAS SUPPOSED TO FOLLOW. SO WE LOOKED AT THAT AS WELL. SO I WILL GO I WILL KIND OF GIVE A HIGH, HIGH LEVEL OVERVIEW OF WHAT WE FOUND. AND THEN AS THE CHAIR SAID, IF IF YOU HAVE ANY QUESTIONS, HAPPY TO ANSWER THOSE. WHILE IT WAS CRITICAL NEED FOR THE CITY TO INSPECT AND PERFORM MAINTENANCE ON THE SEWER SYSTEM LOCATED IN THE PRESERVE, THE DOCUMENTATION PROVIDED BY THE WATER DEPARTMENT DID NOT REFLECT ANY EVALUATION OF THE HISTORICAL SIGNIFICANCE AND BIOLOGICAL DIVERSITY OF THE ECOSYSTEM IN THE SPRING CREEK PRESERVE AREA AND PARKLAND, AS PART OF THE PLANNING PROCESS. SINCE 2015, THERE WERE ONLY 24 MAINTENANCE ACTIVITIES WITHIN THE PRESERVE AREA RECORDED IN THE WORK ORDER SYSTEM. THE JUNE 2025 CLEARING IS MEASURED TO BE 10 TO 80FT WIDE, AND IS APPROXIMATELY 1.56 MILES IN LENGTH. THE JANUARY 2025 CLEARING LENGTH WAS CALCULATED TO BE APPROXIMATELY 1.34 MILES. BASED ON THE MAP PROVIDED BY THE WATER DEPARTMENT USING THE GIS MEASUREMENTOOL. THERE WAS NO EVIDENCE OF COLLABORATION WITH OTHER STAKEHOLDERS, INCLUDING OTHER AFFECTED DEPARTMENTS DALLAS COUNTY, THE SOCIETY, THE HOMEOWNERS ASSOCIATION AND THE PUBLIC PROJECT PLANNING DID NOT CONSIDER ALL RELEVANT CRITERIA REQUIRED OR REFERENCED IN THE UTILITIES CONTRACT. CITY OF GARLAND ORDINANCES, THE DEVELOPMENT CODE, AND THE NORTH TEXAS COUNCIL OF GOVERNMENT STANDARDS SUCH AS PRESERVATION OF TREES, TREE PROTECTION AND EROSION CONTROL, GEOGRAPHICAL LIMITS AND SCOPE OF WORK SUCH AS ACCESS POINTS, LENGTH, WIDTH AND HEIGHT OF THE INTENDED PATH, PROTECTION OF THE TREES, EROSION CONTROL OR TYPE OF EQUIPMENTO BE USED WERE NOT DEVELOPED OR DOCUMENTED. FOR THE JUNE 2025 CLEARING. THERE IS NO DOCUMENTED EVIDENCE OF ANY COMMUNICATION BETWEEN THE CITY PERSONNEL AND THE CONTRACTOR. INTERVIEWS INDICATED THAT ON SITE STAFF RELIED PRIMARILY ON VERBAL GUIDANCE RELATED TO THE PROXIMITY TO THE CREEK AND EQUIPMENT ACCESS, AND DID NOT RECEIVE ADDITIONAL WRITTEN PARAMETERS FOR THE JUNE CLEARING. THEIR MAIN OBJECTIVE WAS TO KEEP THE CONTRACTOR 10 TO 20FT AWAY FROM THE CREEK'S EDGE. BASED ON STAFF INTERVIEWS, CITY PERSONNEL WERE PRESENT ON SITE DURING THEIR SCHEDULED

SO AS YOU CAN SEE, THIS AUDIT REVEALED CERTAIN OPPORTUNITIES FOR IMPROVEMENT IN THE FOLLOWING AREAS.

AND I FEEL LIKE IF YOU WOULD ALLOW MIKE SOME TIME, HE WOULD IMPLEMENT A NUMBER OF RECOMMENDATIONS THAT WE IDENTIFIED IN THIS AUDIT. I WILL QUICKLY GO OVER THE RECOMMENDATIONS THAT WE MADE FOR THE CITY ADMINISTRATION. WE REQUESTED OR RECOMMENDED THAT THEY DEVELOP A COLLABORATIVE DATABASE FOR ALL CITY OWNED, CO-OWNED, AND CITY MANAGED PROPERTIES AND ASSETS TO INCLUDE CRITICAL DETAILS SUCH AS MAPS, LOCATIONS, OWNERSHIP, STAKEHOLDERS, CONTRACTS, INFRASTRUCTURE, AND HISTORICAL FACTS. THEN CATEGORIZE THE PROPERTIES INTO VARIOUS GROUPS SUCH AS LAND, PARKS. PRESERVES.

CREATE A CHECKLIST WITH REQUIREMENTS FOR EACH GROUP FOR MAINTENANCE CAPITAL IMPROVEMENTS. THE NEXT AUDIT THAT I'M PROPOSING IS THE STREET RECONSTRUCTION PROGRAM. ANALYZE THE EFFECTIVENESS AND EFFICIENCY OF THE STREET RECONSTRUCTION PROGRAM. THIRDLY, SINGLE SHORT TERM MULTIFAMILY LODGING RENTAL PERMIT AUDIT ENSURE THAT RENTAL PROPERTIES ARE PERMITTED BY THE CITY AND EVALUATE THE HOMESTEAD EXEMPTION STATUS FOR APPROPRIATENESS. ENSURE REQUIREMENTS STATED IN THE COURT OF ORDINANCES ARE EFFECTIVELY ENFORCED, SUCH AS PERMIT FEE COLLECTIONS AND TIMELY INSPECTION.
