IT IS THE TRADITION OF THE CITY COUNCIL TO HAVE AN INVOCATION AND RECITAL OF THE PLEDGE OF ALLEGIANCE BEFORE OUR MEETINGS, LED BY ONE OF THE MEMBERS OF THE CITY COUNCIL. YOU ARE INVITED TO PARTICIPATE IF YOU SO CHOOSE, BUT ARE NOT REQUIRED TO PARTICIPATE IN EITHER OR BOTH. YOUR DECISION IS STRICTLY A MATTER OF YOUR OWN CHOICE, AND WILL NOT AFFECT THE DECISIONS TO BE MADE BY THE MEMBERS OF CITY COUNCIL IN ANY MANNER. IDM GRANT 20 2611 IS BOND REFUNDING ELECTRIC UTILITY SYSTEM COMMERCIAL PAPER NOTES, AND ITEM 12 IS APPROVED. THE EMPLOYMENT CONTRACT AT THE INTERIM. CITY MANAGER MIKE BETTS. ITEM NUMBER SEVEN, REVISION OF CITY OF GARLAND. CODE OF ORDINANCES, CHAPTER 21 EMERGENCY AMBULANCE SERVICE. WE HAVE OUR OUR CHIEF, MARK LEE. MR. MAYOR, MEMBERS OF COUNCIL, MR. BETTS, THANK YOU ALL FOR THE OPPORTUNITY TO PRESENT ON THIS TONIGHT. THE I'M GOING TO GO BACK TO OUR STATUTORY BUDGET WORKSHOP THAT WE DID THIS SUMMER. SEEMS LIKE IT WASN'T THAT LONG AGO, BUT BUDGET TAKES A WHILE, RIGHT? WE DISCUSSED THE NEW BILLING STRUCTURE AND WE WERE CONCERNED ABOUT THE FINANCIAL BENEFIT TO OUR RESIDENTS. AND SO WE CAME UP WITH THE CHARGE OFF POLIC INSTEAD OF A CHARITY CARE POLICY, THE CURRENT POLICY CALLS FOR CHARITY CARE, WHICH ALLOWS FOR UP TO 400% OF THE POVERTY LINE, TO RECEIVE CHARITY CARE FOR THEM, TO RECEIVE CHARITY CARE, WE HAVE TO SCREEN THEM INTO THE PROGRAM AND THEN SEND THEM AN AMBULANCE BILL AND WORK WITH THEM TO GET THEM TO CHARITY CARE OR GET THEM TO A PAYMENT PLAN. THE NEW FEE STRUCTURE. WE WERE CONCERNED THAT THAT WAS GOING TO BE. BURDENSOME TO THE COMMUNITY. SO INSTEAD WE WENT WITH THE CHARGE OFF PLAN, WHICH WE WILL SEND PEOPLE WHENEVER WE OUR OUR BILLING AGENCY GETS THE FORMS, THEY'LL SEND THE INVOICE TO THE CUSTOMER. AND AT THE BOTTOM OF IT WE'LL SAY, PLEASE PROVIDE YOUR INSURANCE INFORMATION BELOW. AND IF YOU PROVIDE YOUR INSURANCE INFORMATION, WE'RE GOING TO BILL YOUR INSURANCE COMPANY. IF THE INSURANCE COMPANY PAYS, THEN WE ARE NOT ALLOWED TO DO BALANCE BILLING. CARD DOWN BY THE CITY SECRETARY. FIRST ITEM FOR INDIVIDUAL CONSIDERATION IS HOLD A PUBLIC HEARING CONSIDERING AMENDING TIFF NUMBER TWO CREATION ORDINANCE. WE HAVE OUR NEW ASSISTANT CITY MANAGER, MATT WATSON. A SHORT PRESENTATION IF YOU WANT ME TO GO BEFORE. I DON'T KNOW IF THERE'S SPEAKERS OR YOU WANT THE SPEAKERS FIRST, PRESENTATION FIRST, AND THEN WE'LL CALSPEAKERS, OKAY.

GOOD EVENING MAYOR COUNCIL. THIS IS A PRETTY SIMILAR PRESENTATION THAT WE PROVIDED THE FIRST WORK SESSION TO COUNCIL AND IN NOVEMBER. AND THEN IT'S BASICALLY COMING FROM A PROPOSAL FROM A RECOMMENDATION FROM TIFF NUMBER TWO BOARD THAT WENT FORWARD IN OCTOBER. SO QUICKLY. WHAT A TIFF IS, IS THIS CHART BASICALLY SHOWS HOW A TIFF OPERATES IN THE FIRST YEAR OF THE BASE YEAR OF A TIFF. BASICALLY, THE REVENUES ARE FROZEN THAT GO TO THE GENERAL FUND AND THE DEBT SERVICE FUND AT THAT CURRENT TAX TAXABLE VALUE. SO THE INTENT IS, IS FOR ALL THE INCREMENTAL NEW VALUE TO FLOW INTO A TIFF FUND OR SOMETIMES REFERRED, ARE REFERRED TO AS A TERS OR A TAX INCREMENT REINVESTMENT ZONE.

AND THOSE INCREMENTAL VALUES, AS THEY GROW OVER TIME, CAN BE USED FOR PROJECTS WITHIN A DEFINED GEOGRAPHIC ZONE. THERE'S TWO WAYS REALLY TO CREATE NEW TAX REVENUE. ONE IS TO HAVE NEW CONSTRUCTION INVESTMENT IN THE GEOGRAPHIC AREA, AND THE OTHER IS ANNUAL APPRECIATION OF REAL PROPERTY. FOR THIS PRELIMINARY TIF PLAN, WE ARE ONLY LOOKING AT ANNUAL APPRECIATION OF REAL PROPERTY JUST TO BE CONSERVATIVE. AND AS NEW CONSTRUCTION INVESTMENT COMES IN, WE WILL UPDATE THE TIF PLAN ON A REGULAR BASIS. SO CHAPTER 311 OF THE TAX CODE IS WHAT GOVERNS THE THE TOURS OR THE TIF FUND. AND THERE'S TWO MAIN DOCUMENTS. AND THE FIRST ONE WE'RE HERE TODAY IS FOR AN AMENDMENT TO THE CREATION ORDINANCE. AND THEN THE SECOND PIECE IS A TERRORIST PROJECT AND FINANCE PLAN, WHICH WE WILL BE GOING BACK TO THE TIF NUMBER TWO BOARD FOR THEM TO REVIEW AND MAKE RECOMMENDATIONS TO COME BACK TO COUNCIL FOR THAT ORDINANCE. SO IN THE CREATION ORDINANCE, THERE'S REALLY FIVE KEY EMENTS THE BOUNDARIES, THE TERM OR THE LENGTH OF HOW LONG THE TOURS WILL LAST. WHAT'S THE CITY PARTICIPATION RATE. ESTABLISHING THE TOURS BOARD, WHICH WE'VE ALREADY HAVE, AND THEN JUST ESTABLISHING A PRELIMINARY PROJECT PLAN THAT THAT TIF BOARD CAN THEN WORK OFF OF TO MAKE RECOMMENDATIONS

FOR A FINAL TIF PLAN. SO TODAY, WHAT YOU'RE SEEING IN THE ORDINANCE IS AN AMENDMENT TO THE TIF NUMBER TWO, WHICH FALLS ALONG I-30 CORRIDOR. AND THE EXPIRATION DATE IS CURRENTLY SET AT DECEMBER 31ST, 2025. THE RECOMMENDATION IS TO EXTEND THAT FOR 20 YEARS, AND ALSO TO AMEND THE BOUNDARIES TO CAPTURE ADDITIONAL ACTIVITY THAT COULD BENEFIT THE ZONE IN THE FUTURE.

AND THEN WHAT WE'LL BE ASKING FOR AS WE COME BACK TO THE PROJECT PLAN. AND WHAT'S CURRENTLY LISTED IN THIS ELIMINARY OJECT PLAN, IS TO REFLECT 100% CAPTURE OF CITY OF GARLAND TAX TAX BASE AND DISTRIBUTE 50% OF THAT AS A GRANT BACK TO THE GENERAL FUND TO SUPPORT PUBLIC SAFETY OPERATIONS. AND THE REMAINING 50% 50% WILL BE USED FOR ECONOMIC DEVELOPMENT OR PUBLIC INFRASTRUCTURES. AS THOSE PROJECTS ARE IDENTIFIED AND ARE RECOMMENDED BY THE TIF BOARD IN THE FUTURE. CURRENTLY, THIS IS THE BOUNDARY OF TIF NUMBER TWO.

YOU CAN SEE IT JUST FOLLOWS THE I-30 CORRIDOR. AND WE HAVE MADE A PROPOSAL TO HAVE MADE THE RECOMMENDATION TO EXPAND THIS BOUNDARY TO CAPTURE THE ENTIRE HARBOR POINT AREA, AS WELL AS THE DART STATION DOWN THERE ON THE SOUTH PORTION OF 30. SO THE PROPOSED PLAN THAT IS IN FRONT OF YOU OR THE AMENDED CREATION ORDINANCE, THIS IS A DRAWING OF WHAT THAT GEOGRAPHIC BOUNDARY WOULD LOOK LIKE. AND AGAIN, WITHIN THIS GEOGRAPHIC BOUNDARY IS WHERE THE FUNDS CAN BE SPENT.

THIS IS OUR CURRENT PROJECTION. AND AGAIN, WE'RE NOT PROJECTING ANY NEW CONSTRUCTION. WE'RE JUST LOOKING AT APPRECIATION OF THE EXISTING TIF BOUNDARIES. AND YOU CAN SEE THE ORIGINAL TIF IN ITS FIRST 20 YEARS ONLY GENERATED ABOUT $14 MILLION. AND AS I TALKED ABOUT AT THE NOVEMBER WORK SESSION, THE BULK OF THAT WAS IT WAS CREATED AT A TIME RIGHT BEFORE THE GREAT RECESSION, WHICH GREATLY HURT THIS TIF. AND SO THIS TIF HAS PICKED UP STEAM OVER THE LAST 2 OR 3 YEARS. SO RIGHT NOW WE ARE PROJECTING IN THE 21 THROUGH 40 YEARS THAT $112.5 MILLION COULD BE GENERATED WITHIN THIS TOUR. JUST LOOKING AT APPRECIATION OF VALUES, NO NEW CONSTRUCTION. SO AGAIN, THE PURPOSE OF THIS AMENDMENT IS TO FUND THE TIF AT 100% OF THE CITY TAX INCREMENT AND DISBURSE TO THE FUND WITH THE PRELIMINARY PROJECT PLAN LOOKING AT 50% OF IT FOR ECONOMIC GRANTS, FOR PROJECTS IN THE TIF AND 50% FOR THE PUBLIC SAFETY INITIATIVES IN THE TIF. SO CURRENTLY, WHERE WE'RE AT RIGHT NOW IS AGAIN TO CONSIDER THIS AMENDED CREATION ORDINANCE AND HOLD THIS PUBLIC HEARING. WE WILL THEN GO BACK TO THE TIF NUMBER TWO BOARD TO FINALIZE THIS PROJECT PLAN. THAT'S PRELIMINARY AT THIS TIME. AND I BELIEVE RIGHT NOW WE'RE TENTATIVELY SCHEDULED FOR DECEMBER 17TH. BUT THAT DATE IS NOT BOUND TO THIS YEAR. ONE THING I WOULD POINT OUT IS IN ORDER TO EXTEND THIS TIF, WE HAVE TO DO THIS BY THE END OF DECEMBER. SO THAT'S WHY WE'RE HERE TODAY. WE DO HAVE TIME TO GET THE PROJECT PLAN BUTTONED UP, AND THE RECOMMENDATIONS FROM THE BOARD BACK IN FRONT OF YOU. BUT RIGHT NOW, WE'RE TENTATIVELY SCHEDULED FOR DECEMBER 17TH FOR THAT TIF BOARD MEETING. WITH THAT, I'LL BE HAPPY TO ANSWER ANY QUESTIONS. COUNCIL, DO WE HAVE ANY QUESTIONS OF STAFF ON THIS ITEM? THEY'RE OFFERING A MINIMUM OF 30%, SO THEY'RE UPPING THE PERCENTAGE OF OFFICE. NO MANUFACTURING IS BEING PERMITTED. THERE ARE TWO PLOTS OF LAND ADJOINING THE SCHOOL ON THE NORTH OF BELTLINE. IF ACQUIRED AND PAVED, COULD BE USED TO ABSORB MANY OF THE CARS GOING TO THE SCHOOLS. THIS WAS ONE OF THE SUGGESTIONS THAT MY MY SUGGESTIONS THAT CITY WORK WITH THE SCHOOLS TO ACQUIRE AND PAVE. BUT AGAIN, CLOSED EARS.
