BUT I WANTED TO PUT THE FUND SUMMARY IN FRONT OF YOU.
YOU'LL SEE THAT WE DID HAVE AN INCREASE IN OUR REVENUE, WHICH IS OUR AVALOR TAX REVENUE.
UM, OUR TOTAL, UH, INCREMENTAL VALUE FOR THE TIFF INCREASED 45%, UM, FROM THE PRIOR YEAR.
SO ANOTHER VERY HEALTHY GROWTH YEAR IN TERMS OF PROPERTY VALUES FOR THE TIFF, WHICH IS WHAT DIRECTLY CORRELATES IN THAT PROPERTY TAX REVENUE INCREASE.
UM, SO WE HAVE A TOTAL, UH, PROPERTY TAX INCREMENTAL VALUE FOR THE TIFF OF ALMOST 537 MILLION, UM, WHICH IS AN INCREASE OF 167 MILLION FROM THE PRIOR YEAR.
SO WE'RE SEEING THAT RIVER SET COME ONLINE.
WE'VE SEEN GROWTH IN THE NORTHERN AREA OF THE TIFF ASSOCIATED WITH NEW CONSTRUCTION, UM, WITH SOME OF OUR DATA CENTERS.
AND, AND CHIME IN IF YOU THINK OF ANYTHING OTHER NOTABLE PROPERTIES I MISS.
UM, SO ALL OF THAT VALUE GETTING ADDED ONTO THE GROUND, WHETHER IT'S NEW CONSTRUCTION OR JUST INCREASE IN THOSE VALUES, IS FLOWING THROUGH TO BE A REVENUE SOURCE FOR ACTIVITIES OF THIS TIFF.
RIGHT NOW, OUR MAJOR, OUR ONLY EXPENDITURE COMING OUT OF THIS TIFF IN THE CURRENT YEAR IS OUR INCENTIVE WITH THE, UH, PARIAN MEDICAL GROUP AND OUR MEDICAL DISTRICT.
UM, BUT WE WILL BE LOOKING AT, UM, GETTING TIFF BOARD CONSENSUS ON SOME OTHER, UH, YOU KNOW, EXPENDITURE LINES MOVING FORWARD, UH, AS PART OF THE FY 27 PROCESS AND WITH SOME OPPORTUNITIES OF OTHER CITY, OTHER CITY PROJECTS, UM, THERE MAY BE OPPORTUNITIES FOR THIS TIF TO PARTICIPATE.
THE INCENTIVE AGREEMENT HASN'T CHANGED.
IT HAS NOT WHAT THE AND WHAT THAT IS THAT YOU'RE SEEING THERE ON THAT TOTAL AMOUNT.
YOU CAN SEE IN THE ACTUALS COLUMN IT WAS MUCH LESS.
THAT IS KI WE KIND OF PLUG IN THE HIGHEST THAT THEY COULD POSSIBLY EARN.

SO, I MEAN, LAST ACTUAL WAS IN 23.
UH, THE BUDGET NUMBERS IN 24 25 AND 25 26 ARE, ARE PUT IN AT A CONSERVATIVE THE MAX THAT THEY COULD POSSIBLY EARN.
SO THE CITY HAS AN OCTOBER ONE TO SEPTEMBER 30 FISCAL YEAR.
UM, THIS, WHAT YOU'RE SEEING HERE WAS ADOPTED, UM, THE BEGINNING OF SEPTEMBER TO TAKE EFFECT OCTOBER ONE.
SO WHEN WE COME BACK AND GIVE, AND WE CAN DO THIS AT OUR NEXT MEETING, IF THE TIFF WOULD LIKE, WE COULD PRESENT THAT FY 25 ACTUAL THAT WE JUST FINISHED UP IN, UH, SEPTEMBER 30TH AND PREVE PRESENT.

SO, UH, THIS TIFF IS PLANNED TO BE AROUND TO 2000, I BELIEVE 48, 20 48, 20 48.
SO IT'S GOT A LONG LIFE AND IT IS ANTICIPATED TO GENERATE A TON OF MONEY.
AND IN THE PREVIOUS, UH, BOARD MEETINGS, ONE THING TO KEEP IN MIND IS WE HAVE BEEN TRYING TO SEGREGATE ANY REVENUE THAT'S GENERATED IN THE MEDICAL DISTRICT TO STAY IN THE MEDICAL DISTRICT.
AND THE, AND THE REASON OF THAT IS 'CAUSE THAT WAS THE ORIGINAL INTENT.

USUALLY, USUALLY WHEN YOU'RE LOOKING AT A TIFF, AND THEY USUALLY TAKE SO LONG, IS BECAUSE YOU DON'T, IF YOU DON'T HAVE SOMETHING COMING ONLINE IMMEDIATELY, IT'S GONNA TAKE A LONG TIME FOR THAT INCREMENTAL VALUE TO COME ON.

THEN ONCE BAYLOR CLOSED, WE DI THEN EXPANDED IT TO CAPTURE BAYLOR.

SO THIS IS AN EXAMPLE OF A CAPITAL IMPROVEMENT, BUT WE HAVE GONE THROUGH THE 2019 BOND PROGRAM AND THE 2025 BOND PROGRAM AND HAVE BEEN IN A VERY CAPITAL INTENSIVE TO GET NEW FACILITIES IN THE CITY.
WE NOW NEED TO MOVE TO MORE OF AN OPERATIONAL TYPE CITY WHERE WE'RE MAKING SURE WE'RE TAKING CARE OF OUR, OUR POLICE OFFICERS, OUR FIREMEN, AND ALSO INCREASING A LOT OF THE SPECIAL EVENTS AND ACTIVATING ALL THESE NEW FACILITIES AND OPERATING THESE FACILITIES.
SO WE'RE GONNA BE REQUESTING TO MOVE SOME OF THE DEBT SERVICE PORTION OVER TO THE M AND O AND THIS WILL CONTINUE INTO THE FUTURE HAVING THESE REQUESTS BECAUSE WE ARE CAPPED ON OUR M AND O BY THE STATE AT 3.5% PER YEAR.
SO OUR, OUR TAXES, OUR REVENUE THAT GOES INTO THE GENERAL FUND AND CAN ONLY BE AT THREE POINT A HALF.

SO WE'RE LOOKING FOR REALLY A, A SMALLER FOOTPRINT THAT COULD GROW OVER TIME AS IT GETS ITS FEET WET.
BUT THE BIGGEST CHALLENGE WE HAVE IS MORE FROM A LEGAL PERSPECTIVE, AND IT'S THE FACT THAT WE ARE IN PARKLAND'S, UM, HEALTH, UH, PARKLAND'S HOSPITAL DISTRICT.
SO AS A TAXING ENTITY, WE CANNOT FUND A HOSPITAL THAT, SO, UH, IF WE ARE WITHIN A SOMEONE ELSE'S, UH, HOSPITAL DISTRICT, SO SINCE WE ARE IN PARKLAND'S HOSPITAL DISTRICT, THEY REALLY KIND OF HOLD THE KEYS TO ANYTHING THAT POTENTIALLY CAN COME IN HERE.
SO WHILE WE DO, WE DO HAVE THIS EXCLUSIVITY AGREEMENT WITH THE, WITH AN OPERATOR AND WITH A, WITH A HOSPITAL DEVELOPER.
UH, AND THEY ARE TALKING WITH PARKLAND.
UH, SO REALLY MORE THAN LIKELY, IF THAT DOES COME TO FRUITION, WHAT WE MAY HAVE COMING FORWARD IN THE FUTURE AS IF TIFF WOULD BE MORE OF KIND OF INFRASTRUCTURE SUPPORT.
UM, I MEAN, AS YOU, IF YOU'VE BEEN IN THAT AREA, YOU KNOW, SIDEWALKS, ROADWAYS, WE'VE ALSO HAD, YOU KNOW, KIND OF A, A, A HIGH LEVEL MASTER PLAN AS FAR AS STREET SCAPING.
