UM, JUST A QUICK OVERVIEW OF OUR PARKING, UH, PRINCIPLES THAT WE, WE KIND OF GO BY HERE OR WE GO BY AT THE CITY.
UM, PRIMARILY, UH, THE ONE THAT WE HAVE, WE, WE STICK TO PRETTY, UM, UN UNLESS THERE'S SOME COMPELLING REASON OTHERWISE IS THIS, THAT WE DON'T RESTRICT PARKING IN FRONT OF SOMEBODY'S PROPERTY, UH, UNLESS THEY ASK FOR IT SPECIFICALLY THEMSELVES, WHICH HAPPENS OCCASIONALLY, UM, MORE SO IN THE INDUSTRIAL AREA THAN, THAN IN RESIDENTIAL PLACES.
BUT, UH, SOMETIMES IT DOES HAPPEN IN, IN FRONT OF RESIDENTIAL, UH, HOUSES.
UM, THERE ARE SOME CITY ORDINANCES IN PLACE RIGHT NOW.
UH, THE, THERE IS NO OVERNIGHT PARKING OR COMMERCIAL VEHICLES, UH, ANYWHERE IN THE CITY.
UH, THAT'S PROHIBITED AT ALL TIMES.
UM, THERE ARE SPECIFIC AREAS IN THE ORDINANCE AND THAT ARE, THAT ARE RESTRICTED PARKING, SUCH AS, YOU KNOW, NO PARKING ANYTIME, NO STOPPING, STANDING NEAR PARKING.
A LOT OF TIMES THOSE AROUND SCHOOLS AND JUST DIFFERENT PLACES WHERE, UH, PARKING CREATES A PROBLEM.
AND THEN THE CITY MANAGER DOES HAVE THE ABILITY TO RESTRICT, UH, PARKING LESS THAN A HUNDRED FEET AT ANY PARTICULAR SPOT.
UM, AND WE DO THAT ON A FAIRLY, FAIRLY REGULAR BASIS.
JUST, UH, IT'S A WAY TO HANDLE SMALL PROBLEMS WITHOUT HAVING TO BRING IT TO COUNCIL AND TAKE, UH, A LOT OF, A LOT OF YOUR TIME.
SO, UM, FOR WOOD DRIVE SPECIFICALLY, UH, WE, UH, HAD PROPOSED PARKING, UH, RESTRICTING PARKING TO ONLY ONE SIDE OF WOOD DRIVE.
UM, WE SURVEYED THE BUSINESSES ALONG WOOD DRIVE, UH, 12 WERE IN FAVOR OF IT.
UM, PRIMARILY THE ONES THAT DID NOT RESPOND WERE, WERE VACANT LOTS.
SO, UM, REALLY EVERYBODY WAS IN FAVOR OF THAT.
THIS IS KIND OF, THIS IS WHAT'S THERE NOW.
THE SOLID RED LINES ARE WHAT IS, IS EXISTING RESTRICTED PARKING.
THERE'S NO PARKING ALONG THOSE AREAS NOW, SO IT'S PRETTY MUCH NOT, UH, NOT ALLOWED AT THIS POINT.
UM, THERE WERE SOME WHO WANTED RESTRICTIONS, UM, AS WE, AFTER WE TALKED WITH THEM.
AND SO THEY'VE ASKED FOR THOSE AREAS THAT ARE IN BLUE DOTTED, UH, LINES THERE ON THE MAP.
THOSE ARE, THOSE ARE PLACES WHERE THE PEOPLE THAT, UM, FRONTED THOSE FRONTED FRONTED WOOD DRIVE HAVE ASKED FOR RESTRICTED PARKING.
AND THEN, UM, THE OTHER PLACES ARE, ARE, LIKE I SAID, THE PLACES WHERE, UM, WHERE WE SURVEYED, BUT THEY DIDN'T HAVE AN OPINION EITHER THAT'S A VACANT LOT OR, OR THERE WASN'T ANY RESPONSE.
UH, WE DID SOMETHING SIMILAR ON MARQUEE DRIVE, UM, TO THE SOUTH.
UM, PROPOSED PARKING ON ONE SIDE OF MARQUEE, UH, 11 WERE FAVOR.
THREE DIDN'T RESPOND AND, AND NONE WERE AGAINST.

UM, THE RED IS WHERE WE PROPOSED IT AND THERE WAS NO OPPOSITION TO IT.

SO AS WE SURVEYED THESE, THESE BUSINESSES, THE BLUE WAS WHERE THEY SAID, YEAH, WE, WE WANT TO RESTRICT PARKING THERE.
THE RED WAS, THEY DIDN'T, THEY EITHER DIDN'T RESPOND OR THEY DIDN'T OPPOSE IT.
BUT ARE YOU PROPOSING PROPOS? YEAH, WE'RE, WE'RE WE'RE PROPOSING TO RESTRICT IT ALL ALONG THE WHOLE LENGTH.
ON THE, AND ON AT LEAST ONE SIDE BECAUSE BECAUSE RESTRICTING IT ALL, YOU KNOW, DOING A PIECEMEAL DOWN THE ROAD, YOU END UP WITH, WITH A, YOU KNOW, YOU'RE SORT OF WEAVING THROUGH THE ROAD.
IT, IT'S, IT'D BE A LOT, LOT MORE EFFECTIVE IF ALL OF ONE SIDE HAD NO PARKING.
BUT I WOULD POINT OUT THOUGH, I MEAN THERE'S, THERE'S A SPOT, YOU KNOW, IT'S ON THE NORTH SIDE OF THIS ROAD THAT, UM, HAS NO PARKING NOW AND THEN THIS ONE, THERE'S ACTUALLY SEVERAL PLACES WHERE THEY'RE ASKING FOR A NO PARKING.
SO THERE'S ON, ON WOOD, THERE'S THERE, THERE'D BE A LOT OF IT THAT WON'T HAVE PARKING ON WITH THIS.
SO THE, SO THE DOUBLE RED LINES ON A STREET MEANS NO PARKING EITHER SIDE TODAY, THE SOLID, THE SOLID RED LINES IS NO PARKING.
SO THE, THIS PART HERE ON MERIT, THERE'S NO PARKING ON EITHER SIDE OF THE STREET THAT'S ALLOWED.
SAME FOR THE EAST END OF WOOD THERE.
MY CONCERN WAS, UH, WE NEEDED BUSINESS OWNER INPUT.
THAT WAS MY BIG CONCERN IS WE DON'T NEED TO JUST GO BE SHOVING NO PARKING SIGNS IN FRONT OF BUSINESSES WITHOUT THEIR, SO IF IT'S A VACANT LOT, THEN WHOEVER DEVELOPS IT LATER WILL JUST KNOW THAT THERE'S NO PARKING THERE.
AND THE BUSINESSES THAT ARE IN FAVOR OF IT, THEY'VE ALREADY SPOKEN.
AND SO I DON'T HAVE A PROBLEM WITH IT NOW.
I DID HAVE A PROBLEM WITH IT WITHOUT GETTING THIS KIND OF YEAH, TOTALLY AGREE WITH THAT.
ANY OTHER COMMENTS, ED? GOOD WITH THIS? GOOD.

YOU'VE GOTTA LOAD ON THE STRIP.
IT'S MORE STAGING THAN UNLOADING AND LOADING.

THERE'S, THERE'S MORE PEOPLE THAT WANT, NO, THERE'S, THERE'S, WHEN WE, WE ACTUALLY WENT THROUGH AND WE DID A, A SURVEY.
THE WHOLE, THE WHOLE INDUSTRIAL AREA, WE'VE GOT ANOTHER, WE'RE WE'RE STILL WORKING ON THAT.
BUT, UM, THERE ARE SOME BUSINESSES THAT, THAT REALLY DON'T WANNA RESTRICT THE PARKING.
UM, ANECDOTALLY I WOULD SAY IT'S TYPICALLY THE PEOPLE THAT DON'T HAVE ENOUGH PARKING ON THEIR PROPERTY.
NOW THE ONES THAT DON'T, DON'T WANNA RESTRICT IT, UM, ALMOST EVERYBODY ELSE WANTS TO RESTRICT IT, MAINLY BECAUSE OF THE TRACTOR TRAILER IT'S PROVIDED.
IT CREATES A SIDE OBSTRUCTION FOR PEOPLE PULLING OUT IN OF THE, THEIR DRIVEWAYS SO THAT THE, THE WEST END OF WOOD THERE, WHERE THEY'VE GOT A SOLID LINE ON THE SOUTH SIDE OF THE STREET, BUT BLUE DOTTED OR DOTTED LINES ON THE NORTH SIDE.
ARE WE PROPOSING TO RESTRICT IT ON BOTH SIDES OF THE STREET THEN? RIGHT.
THAT'S JUST PER THE REQUEST OF THE, OF THE OWNERS AND, UM, OKAY.
WELL IT'S A VERY NARROW STREET.
IT'S VERY, ESPECIALLY TO BE AN INDUSTRIAL PARK.
BUT THE OWNERS DIDN'T THINK THAT WOULD BE A PROBLEM FOR THEM TO RESTRICT ON BOTH SIDES.
THEY DIDN'T NEED TO USE THE STREET.
AND, AND MO LIKE I SAID, IT JUST ANECDOTALLY, THE, WHAT WE'VE FOUND IS THE PEOPLE THAT HAVE AMPLE PARKING ON SITE REALLY ARE THE ONES THAT WANT THE RESTRICTIONS.
'CAUSE THEY, THEY DON'T HAVE ANY NEED FOR IT.
AND, AND USUALLY IT'S USUALLY IN THEIR CASE, IT'S OTHER BUSINESSES THAT ARE PARKING THEIR TRAILERS

THERE.WOULD THE ENFORCEMENT BE COMPLAINT DRIVEN UP FRONT? UH, WE ACTUALLY PUT ENFORCEMENT IN THERE INITIALLY.
WE ASK THE POLICE DEPARTMENT TO REALLY DO SOME ENFORCEMENT OR NOT THE POLICE OR MARSHES TO DO SOMETHING.
USUALLY WHEN WE, WHEN WE RESTRICT PARKING, WE WORK WITH THEM AND THEY'LL, THEY'LL USUALLY, I, I DON'T, I DON'T KNOW EXACTLY WHAT THEY DO, BUT TYPICALLY THEY WILL GO OUT AND KIND OF HIT IT RIGHT OFF THE BAT JUST TO KIND OF ENFORCE THAT, HEY, THIS IS GONNA BE ENFORCED.
MOST TRUCK DRIVERS WILL NOT PARK WHERE THERE IS A NO PARKING RISK OF IT BEING TOWED MEANS THEY HAVE TO PAY THE BILL.
UM, SO NOW, OTHER THAN ON A FUEL ISLAND AT A TRUCK STOP, THEY'RE USUALLY NOT GONNA PARK SOMEPLACE THAT'S IN NO PARKING WHERE THERE'S A RISK OF BEING TOWED.
UM, THAT'S JUST GOOD BUSINESS TALKING THOUSANDS OF DOLLARS AND TOWING FEES.
SO, AND COMPANIES DON'T PAY THAT, THAT'S OUT OF THE DRIVER'S POCKET.
WELL, I, I WANT TO SAY I APPRECIATE YOU GOING ABOVE AND BEYOND THE REQUEST AND ALSO DOING MARQUEE DRIVE.

UM, THE, THE FUNDING SOURCES THAT ARE REALLY AVAILABLE TO US.
UM, WE HAVE A CIP PROGRAM THAT, THAT PAYS FOR, THAT HAS FUNDING IN IT.
UM, THE STREET DEPARTMENT HAS BEEN, UH, KIND OF TAKING THAT OVER AND THEY, THEY GO THROUGH A, A PROGRAM OF, OF, UH, UPGRADING THE CROSSINGS.
WE HAVE TO WORK WITH THE RAILROADS OBVIOUSLY TO GET THIS DONE.
THAT'S, THAT'S A FAIRLY, UM, ARDUOUS PROCESS TO WORK WITH THE RAILROADS.
LET'S GO REAL, UM, AS, AS QUICKLY AS WE WOULD LIKE FOR IT TOO.
UM, THE OTHER SOURCE IS OF FUNDING.
THERE IS A, WHAT'S CALLED A SECTION ONE 30 PROGRAM.
UM, THERE'S 245 MILLION IN THAT YEAR.
IT'S BASED KIND OF ON, UH, ACCIDENT RATES.

UM, LIKE I SAID, I'VE, I'VE, WE'RE EXPLORING WHAT WE NEED TO DO TO GET TO SEE IF WE CAN GET THOSE FUNDS, SEE IF WE QUALIFY FOR 'EM.
IT'S, IT'S A FEDERAL PROGRAM AND I HESITATE TO ASK, YOU KNOW, HOW SOON WILL WE KNOW? 'CAUSE THEY, IF WE MOVE AT THE SPEED OF GOVERNMENT, THEY REALLY DO.
SO I WOULD EXPECT, AND EVEN LIKE THE CART, THE COG, RTC, THOSE ARE FEDERAL FUNDS TOO.
UM, I MEAN, THEY'RE ALLOCATED EVERY YEAR.
UM, WE WILL, WE WILL NEED TO FIGURE OUT WHAT WE NEED TO DO TO APPLY.
UM, BUT EVEN IF, TYPICALLY IF WE WERE AWARDED SOMETHING THIS YEAR, IT TAKES PROBABLY TWO OR THREE YEARS MINIMUM TO TILL YOU ACTUALLY CAN ARE IN PLACE TO ACTUALLY USE THE MONEY AND GO, GO SPEND IT.
SO, BUT THE SOONER YOU START, THE SOONER YOU GET.
AND SO, UH, ASSUMING WE COULD GET OUR HANDS ON SOME OF THAT MONEY, IS IT WORTH THE EFFORT? UM, I, I DON'T KNOW YET.
I MEAN, I, I I I KNOW WHY YOU'RE ASKING.

I TRY TO DO WITH OUR CITY MANAGER, OR I'LL SEND IT TO PAUL OR, YOU KNOW, WHEREVER WE NEED TO LOOK AT IT.
SO IN THE FUTURE, THAT'S SOMETHING WE WOULD, OKAY.
AND SO ARE YOU GETTING THOSE FROM A SPECIFIC COMPANY OR IS IT COMPANIES THAT WE SPECIALIZE IN? UH, I GET A COUPLE FROM, WE SPECIALIZE IN GOING TO GET GRANTS FOR YOU, YOU KNOW, CITY HIRE US AS A CONSULTANT TYPE THING.

SO WE WOULD HAVE TO LOOK AT THE PARTICULAR GRANT, THE MONEY AND ACTUALLY GO FOR IT.

WE, WE WILL ACTIVELY LOOK AT, LOOK FOR GRANTS WHEN WE KNOW WE, IT'S SOMETHING WE CAN USE AND THAT WE ARE LIKELY TO GET.
AND WE TRY TO TRIAGE THEM THAT WAY.
AT LEAST I ASSUME THAT'S WHAT Y'ALL DO AS WELL.
AND, AND THAT, AND THAT'S WHY, THAT'S WHY I SAY ABOUT THIS.

UM, SO I, I THINK IF WE QUALIFIED AND DEPENDING ON HOW IT'S ADMINISTERED, I THINK IT COULD DEFINITELY BENEFIT US.
