Police Contact Data Since January 1, 2001, the Garland Police Department, in accordance with the Texas “Racial Profiling” Law (Texas Code of Criminal Procedure Article 2.131 through 2.138, has been collecting police contact data for the purpose of identifying and responding (if necessary) to concerns regarding racial profiling. The Police Department is required to submit this report to Council by March 1 of each year for the previous calendar year’s data. b. Texas Department of Transportation’s STEP – Impaired Driving Mobilization Grant Council is requested to consider authorizing the acceptance of a TxDOT Selective Traffic Enforcement Program (STEP) Impaired Driving Mobilization grant to provide increased holiday DWI enforcement. Grant enforcement will take place in three waves, Spring Break (March 10 – 18, 2012), Independence Day (June 30 – July 8, 2012), and Labor Day (August 19 – September 5, 2012). This item is scheduled for formal consideration at the February 21, 2012 Regular Meeting. c. Neighborhood Vitality Matching Grant Proposition 6 was approved by Garland voters in May 2004 and included $5,000,000 for the Neighborhood Vitality Matching Grant Program. According to the program guidelines, approximately $500,000 will be available annually for the grant program. The Community Services Committee recommends approval of the six applications submitted for consideration. If Council concurs, this item will be scheduled for formal consideration at the March 6, 2012 Regular Meeting. d. Suspend Effective Date of Atmos’ Rate Increase Council is requested to consider a resolution suspending the March 6, 2012 effective date of the Atmos Energy Corporation, Mid-Tex Division rate increase filed on or about January 31, 2012 for the maximum period allowed by law and authorize participation with other cities to review and inquire into reasonableness of the requested rate increase. This item is scheduled for formal consideration at the February 21, 2012 Regular Meeting.
b. DART Update Jeffus/Edwards At the request of Council Member Larry Jeffus and Mayor Pro Tem Preston Edwards, DART representatives will provide an update on DART security changes and paying ridership
a. CPR Training Dr. Pepe Dr. Paul Pepe, Professor and Chair of Emergency Medicine at UT Southwestern, will provide CPR training for Council.
c. Phase II Downtown Redevelopment Glenn Representatives of the Oaks Properties Group will be present to brief Council on their plans for the next phase of residential development in downtown. They will provide conceptual drawings and other information regarding the proposed development.
d. Update on the City’s Newly Redesigned Website King/White Staff will update Council on the scheduled Go Live date for Phase 1 of the City’s newly redesigned website. Some of the new features and highlights of the new website will also be presented.
e. Public Safety Committee Report Athas Council Member Douglas Athas, chair of the Public Safety Committee, will provide a committee report on the following item: Adoption of an ordinance prohibiting the sale of Salvia

Mayor Ronald Jones and Council Member Lori Barnett Dodson have requested that Council review and discuss the proposed consulting agreement between the City and Ray Schwertner.
